This paper examines how the Polish communist intelligence service attempted to recruit professor Stefan Węgrzyn, who was a prominent specialist on automatic control and computer science in post-war Poland. Eventually, Węgrzyn’s refusal to cooperate with the Polish spy agency, together with his profound relationship with French scientist and servomechanism expert Jean Charles Gille, made them both targets of surveillance orchestrated by the communist security apparatus. In the broader context of human-intelligence studies, this case study involves the problem of (...) moral ambiguity. We experience informative examples of scientists, who often – not only during the Cold War – have had to choose between commitment to the rules of the academic world, along with its openness and transparency on the one hand, and patriotism including an ethos of secrecy for the sake of the homeland’s prosperity, on the other hand. The focus of this paper is the following claim: as a purely conceptual matter, the moral truths could be pretty much anything, and we should assume this in assessing our reliability at grasping moral truths. This claim, which I call No Content, plays a key role in an important skeptical argument against realist moral knowledge – the Normative Lottery Argument. In this paper, I argue that moral realists can, and should, reject No Content. My argument centers on the idea of (...) practical intelligibility. I explore different aspects of practical intelligibility, and I argue that such intelligibility sets a constraint on the possibilities we should consider when assessing our reliability at grasping moral truths. This paper argues that there are cases, which various guise of the good-theses concerning desires, intentions and actions would not allow. In these cases the agent acts for considerations that the agent does not regard as good reasons. The considerations render the actions intelligible but not desirable. These cases are atypical, but nonetheless show that those guise of the good-theses which do not allow them, should be revised. In typical cases the intelligibility of desires, intentions and actions co-varies with their (...) desirability: there are both unintelligible cases without suitable desirability characteristics and cases where desirability characteristics make the desire, intention and action intelligible. The claim here is that there are further more atypical and puzzling, but equally possible cases, where intelligibility and desirability come apart. The paper first introduces the Guise of the Good - debates about desires, intentions, and actions, and suggests distinguishing the category of “acting for a reason” from “acting for a consideration not taken to be a reason”. It then argues that while desirability entails intelligibility, and lack of intelligibility entails lack of desirability, these two cases leave conceptual room for a third category, which is that of intelligibility without desirability. This is so, whether we examine objective or subjective intelligibility and desirability. The claim is meant to apply mutatis mutandis to characteristics of desires, intentions and actions. The paper then provides possible cases of intelligibility without desirability, and defends the view against some objections. (shrink)

The article explores the concept of infodemics during the COVID-19 pandemic, focusing on the propagation of false or inaccurate information proliferating worldwide throughout the SARS-CoV-2 health crisis. We provide an overview of disinformation, misinformation and malinformation and discuss the notion of “fake news”, and highlight the threats these phenomena bear for health policies and national and international security. We discuss the mis-/disinformation as a significant challenge to the public health, intelligence, and policymaking communities and highlight the necessity to design (...) measures enabling the prevention, interdiction, and mitigation of such threats. We then present an overview of selected opportunities for applying technology to study and combat disinformation, outlining several approaches currently being used to understand, describe, and model the phenomena of misinformation and disinformation. We focus specifically on complex networks, machine learning, data- and text-mining methods in misinformation detection, sentiment analysis, and agent-based models of misinformation spreading and the detection of misinformation sources in the network. We conclude with the set of recommendations supporting the World Health Organization’s initiative on infodemiology. We support the implementation of integrated preventive procedures and internationalization of infodemic management. We also endorse the application of the cross-disciplinary methodology of Crime Science discipline, supplemented by Big Data analysis and related information technologies to prevent, disrupt, and detect mis- and disinformation efficiently. A counter analysis of David Chalmers' claims about the possibility of mind uploading within the context of the Singularity event.

Wittgenstein’s Private Language Argument holds that language requires rule-following, rule following requires the possibility of error, error is precluded in pure introspection, and inner mental life is known only by pure introspection, thus language cannot exist entirely within inner mental life. Fodor defends his Language of Thought program against the Private Language Argument with a dilemma: either privacy is so narrow that internal mental life can be known outside of introspection, or so broad that computer language serves as a (...) class='Hi'>counter-example. I suggest that the developing field of artificial intelligence (deep learning neural networks) tends to vitiate Fodor’s defense and hence vindicate the Private Language Argument. The first horn of Fodor’s dilemma requires language to encompass genuinely internal mental life, i.e. non-projected intentional states, which are not exhibited in classical machine learning but only by deep learning neural networks (artificial intelligence). Such networks act as black boxes, however, whose state cannot be understood by tracking the changes in their supervenience bases without shared context, and that shared context introduces the possibility of error. Marcos Eberlin is a chemist and mass spectrometer who advances in a new book a refined Intelligent Design theory hinging on “foresight,” or the apparent teleology and purpose discernible in biological, chemical, and other complex life systems. Repurposing older ID arguments, such as those of “irreducible complexity,” and introducing new examples of phenomena pointed to by other ID theorists, Eberlin makes a strong argument for mindful creation by a “superintellect”. But is ID sufficient to answer Darwinism? Does “foresight” go far (...) enough in providing an alternative view of the origin of complex lifeforms? I argue that Eberlin, and other ID theorists, does not have a robust-enough definition of science to counter non-theistic theories of biology and biochemistry. An Aristotelian-Thomistic understanding of science allows us to go beyond the divide between ID and a-theistic theories and move the science-and-faith debate onto more solid ground. (shrink)

In her seminal text, What Should We Do With Our Brain? (2008), Catherine Malabou gestured towards neuroplasticity to upend Bergson's famous parallel of the brain as a "central telephonic exchange," whereby the function of the brain is simply that of a node where perceptions get in touch with motor mechanisms, the brain as an instrument limited to the transmission and divisions of movements. Drawing from the history of cybernetics one can trace how Bergson's 'telephonic exchange' prefigures the neural 'cybernetic metaphor.' (...) It is elsewhere, however, that What Should We Do With Our Brain? finds its crux: inspired a dialectical-speculative opposition between plasticity and flexibility (wherein plasticity is the way in which time shapes or fashions us, constitutes our subjectivity and at the same time allows for resistance), Malabou invalidates the 'telephonic exchange' metaphor for failing to take into account synaptic and neuronal vitality. Bolstered by neurologist Marc Jeannerod's research in The Nature of Mind (2002), Malabou further demonstrated, in her past work, that the cybernetic metaphor has also had its day. In Morphing Intelligence, by problematizing intelligence as strictly empirical and biologically determined, Malabou also troubles the traditional distinction between intelligence and intuition. This division is perhaps best exemplified by Bergson’s analysis of intellectual measurement magnitudes in his appeal to intensity, and intensity alone. Malabou, drawing from Dewey and the pragmatism mode of thought, characterizes this fetid standstill as little more than provincialism, charging that, ater Bergson, no truly new argument was offered to counter intelligence as defined by psychologists and biologists, including the most recent cognitivist version. Despite I disagree with her claims regarding cognitivism, in echoing Georges Canguilhem, Malabou castigates psychology’s instrumentalist regard for intelligence, making the claim that it is able to measure only the human ability to “become an instrument.” Malabou contends that Alfred Binet (who heavily critiqued Bergson) had it right—intelligence is constituted by intensities and qualities. This book picks up from this critique and works genealogically; in my exegetical review, I engage with Malabou's and its implications, given her past work. (shrink)

In recent controversies about Intelligent Design Creationism (IDC), the principle of methodological naturalism (MN) has played an important role. In this paper, an often neglected distinction is made between two different conceptions of MN, each with its respective rationale and with a different view on the proper role of MN in science. According to one popular conception, MN is a self-imposed or intrinsic limitation of science, which means that science is simply not equipped to deal with claims of the supernatural (...) (Intrinsic MN or IMN). Alternatively, we will defend MN as a provisory and empirically grounded attitude of scientists, which is justified in virtue of the consistent success of naturalistic explanations and the lack of success of supernatural explanations in the history of science (Provisory MN or PMN). Science does have a bearing on supernatural hypotheses, and its verdict is uniformly negative. We will discuss five arguments that have been proposed in support of IMN: the argument from the definition of science, the argument from lawful regularity, the science stopper argument, the argument from procedural necessity, and the testability argument. We conclude that IMN, because of its philosophical flaws, proves to be an ill-advised strategy to counter the claims of IDC. Evolutionary scientists are on firmer ground if they discard supernatural explanations on purely evidential grounds, instead of ruling them out by philosophical fiat. (shrink)

The debate over whether human animals are linked by bonds of justice to nonhu-man animals is ancient and has been several times settled. The Roman jurists defined the j us naturae in terms of what nature had taught 'all animals', but Grotius and other natural-law theorists rejected this view and redefined the jus naturae as that which accorded with human nature, thereby founding the 'modern' view which has excluded nonhuman animals from the sphere of justice. This paper examines Grotius's argument (...) as part of a larger seventeenth-century 'counter-revolution' in thought and argues that its incoherence becomes intelligible only when viewed as an attempt to deal with the embarrassing phenomenon of inhumane warfare. Warned by the example of Grotius, we may wish to inquire to what extent any discussion of animal justice, whatever side it takes, may be an exercise in the perpetration of injustice. (shrink)

This chapter sets aside the question of whether a Singularity will occur, to focus on the closely related issue of MU, specifically as presented by one of its most articulate proponents, David Chalmers. The fundamental premise of Chalmers' arguments about MU is some strong version of the Computational Theory of Mind (CTM). The chapter proceeds in the following fashion: first, it recalls Chalmers' main arguments; second, it argues that the ideas of MU and CTM do not take seriously enough the (...) fact that consciousness is a biological phenomenon, as pointed out in different contexts by both John Searle and Jerry Fodor, among others; third, it stipulates for the sake of argument that MU is somehow possible, and show that it would, at best, amount to a sort of mind cloning, but most certainly not to a preservation of anyone's consciousness in a medium different from one's own brain. This paper mainly discusses the intelligent digital currency and dynamic coding service system based on Internet of Things technology. In this paper, the RDCAR algorithm is used to realize the routing discovery process of the wireless network. When the intermediate node receives the RREQ message, first of all, to avoid the loop, it checks whether the same RREQ message (...) has been introduced. If it has received it, it will discard it. Otherwise, it will cache the message and attach its own neighbor node list to the signal-to-noise ratio of the channel link, update the RREQ message, and broadcast it. The payment cipher is managed by the bank. When the user opens an account, the bank registers and sends it to the user. The key is generated by the algorithm chip, and the public key is kept in the bank background server. When the bill is delivered to the bank, the bank inputs all the elements on the bill on the counter terminal and transmits it to the verification machine for verification through the bank network. If the verification is correct, it indicates that the bill is indeed issued by the customer, and all bill elements are correct, and payment can be made. The node operation protocol of public chain and alliance chain maintains the operation of the Internet of Things system. The nodes of alliance chain generate new blocks according to the interval of 30 s. When the node fails to complete the block generation within 30 s, it will rotate to the next node. The mkfile command is used to generate 16b, 1 KB, 1 MB, and 1 GB files as input. The peak speed of the encoding service system is about 370 mb/s. These thinkers are drawn on to show the significance of the conception of thinking first articulated in the Odyssey. Homer's work inaugurates an approach that has provoked philosophical conflict persisting into the present, and opposition to pragmatism and Pragmatism can be discerned in prominent critiques of Homer and his hero which are analyzed and countered in this study.

Many popular artificial intelligence (AI) ethics frameworks center the principle of autonomy as necessary in order to mitigate the harms that might result from the use of AI within society. These harms often disproportionately affect the most marginalized within society. In this paper, we argue that the principle of autonomy, as currently formalized in AI ethics, is itself flawed, as it expresses only a mainstream mainly liberal notion of autonomy as rational self-determination, derived from Western traditional philosophy. In particular, (...) we claim that the adherence to such principle, as currently formalized, does not only fail to address many ways in which people’s autonomy can be violated, but also to grasp a broader range of AI-empowered harms profoundly tied to the legacy of colonization, and which particularly affect the already marginalized and most vulnerable on a global scale. To counter such a phenomenon, we advocate for the need of a relational turn in AI ethics, starting from a relational rethinking of the AI ethics principle of autonomy that we propose by drawing on theories on relational autonomy developed both in moral philosophy and Ubuntu ethics. The terror attacks of September 11, 2001, facilitated a transformation in federal Governance in the United States of America (hereinafter – the USA). The events of that day showed that the counter-terrorism system of the USA was ineffective. Law enforcement agencies failed to prevent terrorist attacks and thus changes were necessary. The most significant transformations were the following: dozens of new laws were passed; the bureaucracy of the US Government was reorganized; a war was launched to eliminate a sanctuary (...) that had existed for half a decade in Afghanistan; the wall that had existed between domestic law enforcement and foreign intelligence was torn down; the rules by which US domestic agencies could collect information, tap phones, and tap email were changed; the efforts of the USA to secure its borders were totally transformed; transportation security was dramatically enhanced. All measures adopted during that first year after the terrorist attacks were implemented very quickly and without careful consideration of the costs and benefits. However, for the USA the year right after September 11 was not a period for thinking twice. It was the year of relentless offensive action against the threats that the USA faced. President Bush announced that the USA will follow a pre-emptive strategy of going after terrorists and the regimes that support them before they attack, not waiting to be attacked. Aforesaid changes greatly affected conditions of human rights in the USA. This article examines the effect on human rights by the new US counter-terrorism measures. (shrink)

Gilbert Ryle claimed that intelligent actions and activities are not merely the external signs of inner mental workings but rather that such actions and activities are the workings of the mind itself. In this thesis I propose an interpretation and defence of sich claim, against a common an, in my view, mistaken way of understanding Ryle's position. In chapter [1]. I introduce the argumentative thread of this thesis and a more detailed overview of the chapters. In chapter [2], I criticise (...) Stanley and Williamson's understanding of Ryle's argument and position. In chapters [3]-[5] I examine Ryle's position and provide a way of understanding his view against what I take his main opponent, INTELLECTUALISM, to be. Chapter [6] offers an argument against INTELLECTUALISM as a way of motivating a Rylean account intelligent actions and activities. I conclude in chapter [7] with a response to purported counter-examples to the view I propose. (shrink)

It is increasingly recognized that as artificial intelligence becomes more powerful and pervasive in society and creates risks and ethical issues that cross borders, a global approach is needed for the governance of these risks. But why, exactly, do we need this and what does that mean? In this Open Forum paper, author argues for global governance of AI for moral reasons but also outlines the governance challenges that this project raises.

I show that there is a link between the evolution of organisms and the evolution of ideas. In particular, if conformity is selected for, then mechanisms are needed so that “mutations” of ideas can occur. Creativity acts as a counter-force to conventional intelligence, so that ideas can develop that do not just elaborate existing paradigms, but oppose these paradigms. Sometimes oppositional ideas go too far, however, and wisdom acts as a force to bring the old and the new (...) together. The dialectic thus integrates intelligence, creativity, and wisdom, with intelligence serving as thesis, creativity as antithesis, and wisdom as synthesis. (shrink)

Abstract This paper explores brutality and torture in the history of British counter-insurgency campaigns. Taking as a pretext the British government's announcement in January 2012 to scrap a judicial review into the rendition and torture of UK citizens at Guantanamo Bay by American intelligence operatives with the complicity of British intelligence agencies, the paper posits that the actions this review was supposed to evaluate are not restricted to counter-terrorism. By examining the historical usage of interrogation methods (...) by the British in counter-insurgency campaigns against suspected IRA members in the first decade of the ?Troubles? in Northern Ireland, this article builds a wider frame of reference for the recent controversies surrounding the treatment of detainees during the British occupation of southern Iraq. Although the detention and interrogation of suspects in counter-insurgency campaigns is a necessary security measure, the oft-heralded British adherence to ?minimum force? is heavily mythologised given the prevalence of the brutal treatment of detainees. Considering the detrimental impact (in an ethical, legal and security context) that the existence of torture during detention and interrogation had in these cases, the article upholds an absolutist position on the prohibition of torture. In a famous passage drawing implications from determinism, Laplace introduced the image an intelligence who knew the positions and momenta of all of the particles of which the universe is composed, and asserted that in a deterministic universe such an intelligence would be able to predict everything that happens over its entire history. It is not, however, difficult to establish the physical possibility of a counterpredictive device, i.e., a device designed to act counter to any revealed prediction (...) of its behavior. What would happen if a Laplacean intelligence were put into communication with such a device and forced to reveal its prediction of what the device would do on some occasion? On the one hand, it seems that the Laplacean Intelligence should be able to predict the device's behavior. On the other hand, it seems like that device should be able to act counter to the prediction. An examination of the puzzle leads to clarification of what determinism does entail, with some insights about various other things along the way. (shrink)

Focused on city-scale automation, and using self-driving cars (SDCs) as a case study, this article reflects on the role of AI—and in particular, computer vision systems used for mapping and navigation—as a catalyst for urban transformation. Urban research commonly presents AI and cities as having a one-way cause-and-effect relationship, giving undue weight to AI’s impact on cities and overlooking the role of cities in shaping AI. Working at the intersection of data science and social research, this paper aims to (...) class='Hi'>counter this trend by exploring the reverse perspective: how do cities affect the development, and expose the present limits, of SDCs? The contribution of this paper is threefold. First, by comparing urban and nonurban environments and thoroughly examining the relationship between computer vision and city-specific sociality and form, it defines machine autonomy/automation as a function of the sociotechnical milieu in which an AI system operates. Second, and related, the paper problematizes the notion of SDCs as autonomous technologies and the role it plays in envisioning contending policy arrangements and technical solutions for achieving full driving automation. Finally, the article offers insight into a materialist and spatialized understanding of AI—namely, not as an abstract quality susceptible to replication within discrete machines, but rather as a distributed property emerging through embodied interactions among a multiplicity of agents (human, non-human, and technological) within/with their environments. This paper aims at introducing a French audience to the Intelligent Design debate. It starts by reviewing recent attacks on any possibility of a rational account of theism in light of the contemporary theory of evolution. A section is devoted to outlining the genesis of the "wedge" strategy, to distinguish it from young earth creationism, and to highlight the questioning of evolution as our meta-narrative bearing on overall conceptions of the scientific endeavor. The arguments propounded by Behe are reviewed in (...) detail, as the example of blood coagulation as a purported irreducibly complex mechanism is contrasted to the question of system boundaries. Counter-arguments by Miller are reviewed, and a few bottom-line questions are directed to invite a further consideration of the type of engineering this could testify to. The concept of complex specified information is then presented, and contrasted to traditional and lingering axiomatic problems in the theory of probabilities. The problem of the recognition of an intrinsic pattern is also brought together with some work in recent philosophy of causation and explanation. The two opposing strategies, naturalistic evolutionism and intelligent design, are seen as caught in each other's rhetoric, and some probing is offered in the direction of a theory that could surpass those stalling factors. The article discusses the legal and regulatory aspects of enlightenment activities within the context of the socio-cultural objectives of contemporary Russian educational policy. The author examines social and education-policy factors that underscore the need for extensive enlightenment efforts in the country. One of these factors is the increasing pragmatization of attitudes towards knowledge, leading to a decline in the cultural literacy of the population. Among the manifestations of this issue is the undervaluation of the importance of fostering a well-rounded cultural (...) identity, giving precedence to a “competency-based approach.” Educational standards are geared towards skill and ability development while minimizing the significance of general education subjects. The author also highlights the challenges associated with the growing impact of information technology on the intellectual development of society. These factors necessitate the development of federal legislation to support enlightenment in Russia. However, the existing legal and regulatory framework for enlightenment activities contradicts the values of Russian society and the traditions of domestic enlightenment, effectively turning government bureaucrats into the primary enlighteners. The author analyzes specific legislative clauses that establish cumbersome bureaucratic procedures, which essentially make free enlightenment impossible. Government agencies are burdened with overwhelming responsibilities to monitor enlightenment activities. The dangers of involving citizens in oversight of enlightenment efforts are emphasized, as this poses risks of reviving a culture of denunciation. Enlightenment in Russia requires state support, not artificial constraints. The author substantiates the thesis that enlightenment activities should focus on personal development, not merely on training specific competencies. (shrink)

This paper examines the role of machine functionalism, as one of the most popular positions within the philosophy of mind, in the context of the development of artificial intelligence. Our analysis starts from the idea that machine functionalism is a theory that is largely consistent with the principles behind the strong AI thesis. However, we will see that there is a convincing counter-argument against such claims, and we will problematize this issue. Also, by testing ChatGPT, as the most (...) popular publicly available AI tool, we will make an effort to figure out whether the strong AI thesis could currently even be considered a potentially sustainable principle. Since ChatGPT fails the Turing test our conclusion is that the strong AI thesis cannot be upheld even in principle, implying that the current state of this AI tool does not yet provide strong enough arguments in favor of machine functionalism. Pour finir, cet article défend l’idée de réformes institutionnelles favorisant la participation citoyenne dans le processus de prise de décision collective. | : This paper presents the foundations of a systematic epistemic case for democracy as a collective decision-rule and explores the implications of this epistemic claim for normative justifications of democracy, scientific explanations of its empirical success, and policy reforms. As far as the epistemic case is concerned, the paper proposes an account based on the concept of “democratic reason,” or the collective intelligence of the people in politics. The paper argues that, counter-intuitively, democratic reason is more a function of the cognitive diversity of the individuals taking part in the decision than of their individual ability. As an account of democracy’s epistemic benefits, the argument from democratic reason supplements procedural accounts based on fairness and equality to provide a complete functionalist explanation of democracy. In this interview with Andrée Bergeron, Isabelle Stengers casts fresh light on the question of expertise, with which the movement of the intermittents - like other movements both yesterday and today - is now confronted. She recalls that the figure of the expert is not a contemporary « invention » and that it includes multiple realities which are rarely free of political consequences. On the contrary, the choice of the expert, the definition of acceptable questions and the degree of « (...) deafness » to « democratic events », are all eminently political problems. By acquiring the tools to ask the questions that matter to them the collective of intermittents and precarious workers has already created a « democratic event ». Now it is a matter of rising to a double challenge: for the movement, that of fabricating a collective intelligence that can transform the knowledge produced into interventions capable of making people think and feel; and for the researchers in the social science, that of succeeding in considering this event as the experimental science consider the laboratory, namely, as that which makes innovation and learning possible. Constructing the choice of a counter-expertise therefore means learning to double the struggle around what Deleuze and Guattari call axioms with a practical invention of a quite different sort, involving a minority becoming - a collective intelligence that does not contradict but creates. The use of AI in weapons systems raises numerous ethical issues. To date, work on weaponized AI has tended to be theoretical and normative in nature, consisting in critical policy analyses and ethical considerations, carried out by philosophers, legal scholars, and political scientists. However, adequately addressing the cultural and social dimensions of technology requires insights and methods from empirical moral and cultural psychology. To do so, this position piece describes the motivations for and sketches the nature of a normative, cultural (...) psychology of weaponized AI. The motivations for this project include the increasingly global, cross-cultural and international, nature of technologies, and counter-intuitive nature of normative thoughts and behaviors. The nature of this project consists in developing standardized measures of AI ethical reasoning and intuitions, coupled with questions exploring the development of norms, administered and validated across different cultural groups and disciplinary contexts. The goal of this piece is not to provide a comprehensive framework for understanding the cultural facets and psychological dimensions of weaponized AI but, rather, to outline in broad terms the contours of an emerging research agenda.
