Examining racial profiling in American policing, Naomi Zack argues against white privilege discourse while introducing a new theory of applicative justice. In this commentary, we discuss Tom Cochrane’s theory of emotions. Cochrane offers an appealingly unified account of valent representations, ranging from simple responses to complex representations within a mechanistic framework. This offers some guidance as to how we might conceive of emotions as simple action-guiding responses in infants and animals, as well as context-sensitive evaluative states. While Cochrane argues for the centrality of bodily feelings, he does not consider his approach to be embodied in the narrower sense. We question his (...) reasons and suggest to think of emotions as embodied action-oriented representations. We, furthermore, suggest developing the approach with regard to the multiple roles that social norms play, and delve further into the nuanced relationship between bodily self-regulation and the formative influence of social norms on emotions. The Oxford Handbook of Philosophy and Race provides up-to-date explanation and analyses by leading scholars of contemporary issues in African American philosophy and philosophy of race. These original essays encompass the major topics and approaches in this emerging philosophical subfield that supports demographic inclusion and diversity while at the same time strengthening the conceptual arsenal of social and political philosophy. ABSTRACT:Determining the biological function of phenomenal consciousness appears necessary to explain its origin: evolution by natural selection operates on organisms’ traits based on the biological functions they fulfill. But identifying the function of phenomenal consciousness has proven difficult. Some have proposed that the function of phenomenal consciousness is to facilitate mental processes such as reasoning or learning. But mental processes such as reasoning and learning seem to be possible in the absence of phenomenal consciousness. It is difficult to pinpoint in (...) what way phenomenal consciousness enhances these processes or others like them. In this paper, we explore a possibility that has been neglected to date. Perhaps phenomenal consciousness has no function of its own because it is either a by-product of other traits or a (functionless) accident. If so, then phenomenal consciousness has an evolutionary explanation even though it fulfills no biological function. (shrink)

Naomi Zack pioneers a new theory of justice starting from a correction of current injustices. While the present justice paradigm in political philosophy and related fields begins from John Rawls’s 1970 Theory of Justice, Zack insists that what people in reality care about is not justice as an ideal, but injustice as a correctable ill.

Philosophers have little to lose in making practical proposals. If the proposals are enacted, the power of ideas to change the world is affirmed. If the proposals are rejected, there is new material for theoretical reflection. During the 1990s, I believed that broad public recognition of mixed race, particularly black and white mixed race, would contribute to an undoing of rigid and racist, socially constructed racial categories. I argued for such recognition in my first book, Race and Mixed Race ( (...) class='Hi'>Zack 1993), a follow-through anthology, American Mixed Race (Zack 1995), and numerous articles, especially the essay, ''Mixed Black and White Race and Public Policy," which appeared first in Hypatia in 1995. I aho delivered scores of public and academic lectures and presentations on this subject, all of which expressed the following in varied forms and formats: Race is an idea that lacks the biological foundation it is commonly assumed to have. There is need for broad education about this absence of foundation; mixed-race identities should be recognized, especially black-white identities. (shrink)

We perceive events when we observe the world unfolding around us, participate in events when we act on the world, simulate events that we hear or read about, and use our knowledge of events to solve problems. Continuing her visionary work in social-political philosophy, Zack critiques identity politics as perpetuating damaging essentialist perspectives and policies. The antidote to identity group egoism is anonymity based on relevant shared interests and a meritocracy led by experts chosen without preference for group affiliation or political charisma.

Ethics for Disaster addresses the moral aspects of the aftermath of natural disasters such as hurricanes, earthquakes, and tornadoes. The book explores how these catastrophes illuminate the existing inequalities in society, combining a unique philosophical approach with new moral thinking. Zack stresses the obligation of both individuals and government in preparing for and responding to dangerous times, forcefully arguing for the preservation of normal moral principles even in times of crisis and national emergency.

In order to understand ongoing activity, observers segment it into meaningful temporal parts. Segmentation can be based on bottom‐up processing of distinctive sensory characteristics, such as movement features. Segmentation may also be affected by top‐down effects of knowledge structures, including information about actors' intentions. Three experiments investigated the role of movement features and intentions in perceptual event segmentation, using simple animations. In all conditions, movement features significantly predicted where participants segmented. This relationship was stronger when participants identified larger units than (...) when they identified smaller units, and stronger when the animations were generated randomly than when they were generated by goal‐directed human activity. This pattern suggests that bottom‐up processing played an important role in segmentation of these stimuli, but that this was modulated by top‐down influence of knowledge structures. To describe accurately how observers perceive ongoing activity, one must account for the effects of distinctive sensory characteristics, the effects of knowledge structures, and their interactions. Many philosophers maintain that causation is to be explicated in terms of a kind of dependence between cause and effect. These “dependence” theories are opposed by “production” accounts which hold that there is some more fundamental causal “oomph”. A wide range of experimental research on everyday causal judgments seems to indicate that ordinary people operate primarily with a dependence-based notion of causation. For example, people tend to say that absences and double preventers are causes. We argue that the impression that (...) commonsense causal discourse is largely dependence-based is the result of focusing on a very narrow class of causal verbs. Almost all of the vignette-based experimental work on causal judgment has been prosecuted using the word “cause”. But much ordinary causal discourse involves special causal verbs, such as “burn” and “crack”. We find that these verbs display a quite different pattern from the verb “cause”. For instance, for absences and double preventers (Studies 1-3), we find that while people are inclined to say that X caused Y to burn, turn, crack or start, they are less inclined to think that X burned, turned, cracked or started Y. In Study 4, we find that for chains involving a distal and proximal event, people are inclined to say that the distal event is not a special cause of the outcome, though it is a “cause” of the outcome. Together, we find a surprising double dissociation between “cause” and a stock of special causal verbs. We conclude by suggesting that much commonsense causal judgment, which heavily trades in special causal verbs, might be better captured by production-based accounts of causation. (shrink)

There has been a push in recent years to provide better explanations for how AIs make their decisions. Most of this push has come from the ethical concerns that go hand in hand with AIs making decisions that affect humans. Outside of the strictly ethical concerns that have prompted the study of explainable AIs (XAIs), there has been research interest in the mere possibility of creating XAIs in various domains. In general, the more accurate we make our models the harder (...) they are to explain. Go playing AIs like AlphaGo and KataGo provide fantastic examples of this phenomenon. In this paper, I discuss a non-exhaustive list of the leading theories of explanation and what each of these theories would say about the explainability of AI-played moves of Go. Finally, I consider the possibility of ever explaining AI-played Go moves in a way that meets the four principles of XAI. I conclude, somewhat pessimistically, that Go is not as imminently explainable as other domains. As such, the probability of having an XAI for Go that meets the four principles is low. (shrink)

We are morally obligated to plan for disaster because it affects human life and well-being. Because contemporary disasters affect the public, such planning should be public in democracies and it should not violate the basic ethical principles of normal times. Current Avian Flu pandemic planning is restricted to a response model based on scarce resources, or inadequate preparation, which gives priority to some lives over others. Rather than this model of ‘Save the Greatest Number,’ the public would be more ethically (...) served by a model of ‘Save All Who Can Be Saved,’ which is based on adequate preparation. And where events exceed adequate preparation, scarce resources should be allocated fairly. (shrink)

The following study tries to elucidate the connection between the discourse of natural philosophy in the late eighteenth century and Wilhelm von Humboldt's anthropological, aesthetic and linguistic writings. The concepts of force, organism and, most significantly, of generation, as they were developed in the natural sciences, are shown to have strongly influenced Humboldt's philosophy. ;The first chapter reconstructs the scientific discussion about biological generation in the 18th century. At the end of the century, the widely accepted theory of preformationism is (...) challenged and replaced by the epigenetic model of generation, according to which each organism is individually produced by both parents and the workings of a formative force. ;The second chapter interprets the significance of this change for the philosophy of German Idealism, most notably in the works of Kant and Fichte. Epigenesis and its key concepts, such as "formative impulse" , organism and individuality is shown to provide a biological base for the idealist theories of subjectivity and freedom. ;The third chapter investigates Humboldt's involvement in the discourse and practice of natural philosophy during his studies at Gottingen and Jena. He discussed these problems frequently with his brother Alexander and his friends Schiller, Goethe and Fichte. His famous articles on the significance of sexual difference can be understood as a philosophical interpretation of his own scientific studies. ;The fourth chapter shows the main concepts of natural philosophy at work in Humboldt's mature writings about the philosophy of language. Against the backdrop of Goethe's scientific work, Humboldt's linguistic theory appears as an application of scientific notions to the "organism" of language. ;The fifth chapter concentrates on Humboldt's account of the mutual dependence and the mutual generation of language and thought. With his epigenetic account he tries to overcome the impasses of earlier 18th century theories of language. ;The last chapter focuses on the essential element in Humboldt's linguistic theory, the problem of articulation. Humboldt interprets articulation seen from the side of the subject as an act of violence, opposed to the material power of historically given languages. This interplay between violence and power is also shown to be at the center of Humboldt's hitherto unnoticed poetic works. (shrink)

Eric Scerri and other authors have acknowledged that the reality of chemical orbitals is not compatible with quantum mechanics. Recently, however, Scerri and Sharon Crasnow have argued that if chemists cannot consider orbitals as real entities, then chemistry is in danger of being reduced to physics. I argue that the question of the existence of orbitals is best viewed as an issue of explanation, not metaphysics: In many chemically important cases orbitals do not make sufficiently accurate predictions, and must be (...) replaced. Chemists and physicists can acknowledge this fact while maintaining the utility of orbitals and the autonomy of chemistry. (shrink)

As “Shut up and Dance” begins, we sympathize with Kenny as he is blackmailed by computer hackers who threaten to release a video of him masturbating to pornography. But as the episode closes, our attitude flips. He wasn't just looking at pornography, but child pornography! Kenny's not a victim, he's a villain, and the hackers are vigilantes. But should we be celebrating? What Kenny did was deplorable of course, but should we wish for such things to happen to deplorable people? (...) Should the hackers have just notified the police? Or must we apply this kind of punishment to truly attain justice? If so, what does it tell us about our notion of justice? Would we want to live in a society that encourages vigilantes? This Symposium explores how the theory of commons can be used to study, conceptualize and transform governance models for seed and plant varieties to counter ongoing trends towards agrobiodiversity loss and concentration of economic and political power in farming and food systems. Contributions to the Symposium present case studies from a range of geographical and socio-cultural contexts from the Global North and South. They show how seed and varieties relate to various known commons categories, including natural resource commons, knowledge and (...) cultural commons, and global commons. Elements of these categories need to be integrated to gain a deeper understanding of Seed Commons, including the specific challenges that arise from the fact that seed, although a biological asset, is at least partly shaped by human selection driven by values, knowledge and needs of users. Collective responsibility, sharing of knowledge and seed, protection from private enclosure, and distributed, polycentric governance are key features of Seed Commons. The notion of ‘commoning’ focuses on the social practices and processes that create and sustain commons. Conceptualizing Seed Commons in their complexity offers initial starting points for policies and legal frameworks conducive to releasing the transformative power of Seed Commons for advancing sustainable farming and food systems. A new Evidence Test is applied to the problem of testing whether two Poisson random variables are dependent. The dependence structure is that of Holgate’s bivariate distribution. These bivariate distribution depends on three parameters, 0 < theta_1, theta_2 < infty, and 0 < theta_3 < min(theta_1, theta_2). The Evidence Test was originally developed as a Bayesian test, but in the present paper it is compared to the best known test of the hypothesis of independence in a frequentist framework. Core sustainability issues concerning the governance of seeds revolve around knowledge aspects, such as intellectual property rights over genetic information or the role of traditional knowledge in plant breeding, seed production and seed use. While the importance of knowledge management for efficient and equitable seed governance has been emphasized in the scientific discourse on Seed Commons, knowledge aspects have not yet been comprehensively studied. With this paper, we aim to (i) to analyze the governance of knowledge aspects in both global (...) and local/regional Seed Commons, (ii) to highlight disconnections in knowledge governance between the local Seed Commons and global governance of plant genetic resources, and (iii) to investigate the contribution of knowledge commoning to environmentally sustainable and culturally adapted food systems. For this purpose, we will analyze knowledge governance by the International Seed Treaty (ITPGRFA) and by two local Seed Commons, a Philippine farmer-led network and a German organic-breeding association. We take the analytical lens of commoning, focusing on social practices rather than specific resources. The main challenges include finding institutional arrangements, which fruitfully integrate aspects from both traditional and scientific knowledge systems, taking into account the complex interrelation between knowledge-related, material and cultural aspects of seeds. Zack addresses current upheavals with a new conception of the relationship between citizens and government. Analyzing current states of race, class, gender, and other measures of social wellbeing, Zack promotes a new social compact wherein citizens as a whole make long-term resolutions outside of government institutions to ensure stability.

Political philosophers have traditionally focused on justice and regarded equality as an ideal despite its lack of factual support; normative universal human equality is a new, twentieth-century regulative moral construct. The theoretical focus on justice overlooks what most people care about in reality—injustice. In modern democratic society, formal or legal equality now co-exists with real inequality. One reason is that justice is not applied to all groups in society and applicative justice––applying justice to those who don’t now receive it––is a (...) remedy. Positive law and problems with identifying beneficiaries confine reparations for U.S. slavery to the level of discourse. Within the discourse, the broader topic of rectification can be addressed. The rectification of slavery includes restoring full humanity to our ideas of the slaves and their descendants and it requires disabuse of the false biological idea of race. This is not racial eliminativism, because biological race never existed, but more importantly because African American racial identities and redress of present racism are based (...) on lifeworlds of race in contrast with which the biological idea has been an external imposition. As the increasing loss of ecosystem services severely affects life perspectives of today's poor and future populations, governing access to, and use of, ecosystem services in an intragenerational and intergenerational just way is an urgent issue. The author argues that theories of distributive justice should consider the distribution of access rights to ecosystem services. Three specific demands that a theory of distributive justice should fulfill to adequately cope with the distribution of access rights to ecosystem services, and show that Rawls??A (...)
