Politicization of administration is generally held to be an innovative process : the administration seems to strip off its neutral phenotype. This false notion stems from a model of analysis that ignores the administration'senvironmental interrelations and the administrative function.A functional systems model is proposed which is capable of avoiding normative implications. This model helps to understand politicization of administration as an adaptive process of the capitalist state which is thus reacting to trends of economization and "socialization" of politics. In many fields of contemporary thought and scholarship, the classical construct of a clean division between “emotion” and “reason” has been revised. As a result, politics is no longer seen as a sphere in need of protection against the dark forces of emotion that might creep in where they do not belong. Against the backdrop of this conceptual shift the article examines the theme of emotion in the political thought of Max Weber and Hannah Arendt. The aim is to gauge (...) the extent to which these thinkers can be read as having prepared the ground for a reassessment of the role of emotion in public life that moves beyond the classical European dichotomy of reason vs. passion. Two claims are being made. Both thinkers were still immersed in a conceptual world in which emotions were irrational, disruptive of appropriate ways of reasoning and as such closely linked to the dark powers of the masses. Yet both also held subtler positions on the relationship between reason, emotion, and democracy, and these positions are less well understood. (shrink)

This paper deals with a problem which has received a great deal of attention in the ethical literature, but about which very little is known empirically: the selection of recipients for organs in transplant medicine. Based on a larger study, it is shown how this problem is practically resolved in one European country, Germany. It is demonstrated that most of the criteria used to determine recipients are non-medical in nature, even though they generally tend to be rationalized in medical terms. (...) Moreover, the choice of criteria depends as much on prognostic considerations as on personal indiosyncrasies and values held by individual physicians who are in charge at the various programs. The concept of truth is now a major research subject in analytic philosophy. At the same time, working in different areas, mathematical logicians have developed sophisticated theories of truth and its formal paradoxes. Recent developments of semantical paradoxes in logical theories are highly relevant for philosophical research on the notion of truth. And conversely, philosophical guidance is necessary for the development of logical theories of truth and the paradoxes. From this perspective, this volume intends to reflect and promote deeper interaction (...) and collaboration between philosophers and logicians investigating the concept of truth than has existed so far. International organizations such as the UN, EU and IMF play an increasingly important role in international politics. The attempts to mitigate the unprecedented health, economic, and social disruptions caused by the COVID-19 pandemic are largely dependent on establishing compliance to behavioral guidelines and rules that reduce the risk of infection. Here, by conducting an online survey that tested participants’ knowledge about the disease and measured demographic, attitudinal, and cognitive variables, we identify predictors of self-reported social distancing and hygiene behavior. To investigate the cognitive processes underlying health-prevention behavior in the pandemic, we co-opted the dual-process model of thinking (...) to measure participants’ propensities for automatic and intuitive thinking vs. controlled and reflective thinking. Self-reports of 17 precautionary behaviors, including regular hand washing, social distancing, and wearing a face mask, served as a dependent measure. The results of hierarchical regressions showed that age, risk-taking propensity, and concern about the pandemic predicted adoption of precautionary behavior. Variance in cognitive processes also predicted precautionary behavior: participants with higher scores for controlled thinking (measured with the Cognitive Reflection Test) reported less adherence to specific guidelines, as did respondents with a poor understanding of the infection and transmission mechanism of the COVID-19 virus. The predictive power of this model was comparable to an approach (Theory of Planned Behavior) based on attitudes to health behavior. Given these results, we propose the inclusion of measures of cognitive reflection and mental model variables in predictive models of compliance, and future studies of precautionary behavior to establish how cognitive variables are linked with people’s information processing and social norms. Theories of justice, argues Virginia Held, are usually designed for a perfect, hypothetical world. They do not give us guidelines for living in an imperfect world in which the choices and decisions that we must make are seldom clear-cut. Seeking a morality based on actual experience, Held offers a method of inquiry with which to deal with the specific moral problems encountered in daily life. She argues that the division between public and private morality is misleading and shows (...) convincingly that moral judgment should be contextual. She maps out different approaches and positions for various types of issues, including membership in a state, legal decisions, political activities, economic transactions, interpersonal relations, diplomacy, journalism, and determining our obligation to future generations. Zeichen und ihre Verwendung lassen sich daher weder durch rein internalistische Bewusstseinsanalysen noch durch rein externalistische Gegenstandsbezüge angemessen rekonstruieren. Daher befinden sich Bedeutungen weder „innerhalb" noch „außerhalb" des Kopfes. Unterschiedliche Gebrauchsweisen und somit Bedeutungen spiegeln sich vielmehr in der Fähigkeit wieder, sprachliche Zeichen zu verstehen und auf unsere subjektiven Erlebnisse sowie die uns umgebende Welt anzuwenden. Volker Munz zeigt, inwieweit sowohl (...) rein phänomenale als auch rein physikalistische Interpretationsansätze zu kurz greifen, die Bedeutung sprachlicher Ausdrücke zu bestimmen. Beide Positionen stehen nicht in Widerstreit zueinander, sondern ergänzen einander vielmehr in der Bestimmung des Sinnes und der Bedeutung sprachlicher Zeichen. To his surprise, the result is a debate on his explanation of the ciceronian idea “a friend is another self”, transformed by Erasmus and Montaigne into a rhetorical commonplace. By neglecting this rhetorical side, the editors of Fenelon’s letter have misunderstood the literary and doctrinaire issue of the debate between the lawyer and the archbishop. Emulating Cicero, Louis de Sacy refers to conversations in (...) the salon of Marquise de Lambert whose opuscule on friendship is obviously influenced by Montaigne. Fénelon counters de Sacy by relating friendship to “amour-propre”, this topic ensuring the concern of pagans for his vision of “pur amour”. (shrink)

Contemporary society is in the grip of contractual thinking. Realities are interpreted in contractual terms, and goals are formulated in terms of rational contracts. The leading current conceptions of rationality begin with assumptions that human beings are independent, self-interested or mutually disinterested, individuals; they then typically argue that it is often rational for human beings to enter into contractual relationships with each other.

In view of the question, to what democracy should provide an up-to-date answer, it should be stressed that liberal political democracy (historically rooted in human rights) is part of that which is globalizing itself. What has to be determined is the relationship between democracy as political, and the market as economic forms of modernity. How is feminism changing the way women and men think, feel, and act? Virginia Held explores how feminist theory is changing contemporary views of moral choice. Whether we should respect international law is in dispute. In the United States, international law is dismissed by the left as merely promoting the interests of powerful states. It is attacked by the right as irrelevant and an interference with the interests and mission of the United States. And it follows from the arguments of many liberals that in the absence of world government the world is in a Hobbesian state of nature and international law inapplicable. This article reviews the (...) thinking of Kant, Locke, and Rawls, among others and shows how arguments against respect for international law can be answered. It questions arguments based on the analogy between states and individuals, and between international law as it has developed and law based on an ideal social contract between individuals. It then turns to the ethics of care, a recent addition to moral theory, and examines its major characteristics and recommendations. It considers how the ethics of care would view international law and the guidance this moral approach could provide for international relations. The article shows how the ethics of care is compatible with various current trends, and how thinking about globalization and greater international interdependence would benefit from greater attention to it. The article argues that the ethics of care would clearly support respect for international law as it has developed, but that it would even more strongly support addressing current problems in ways that would, in the longer term, make appeals to law and its enforcements ever less necessary.
