BackgroundOver the past two decades, Uganda has experienced a significant increase in clinical research driven by both academia and industry. This has been combined with a broader spectrum of research proposals, with respect to methodologies and types of intervention that need evaluation by Research Ethics Committees (RECs) with associated increased requirement for expertise. We assessed the competencies of REC members regarding review of research protocols with complex and emerging research study designs. The aim was to guide development of a training (...) curriculum to improve the quality of scientific and ethical review.MethodsThis was a cross-sectional study design, with quantitative data collection methods. Research Ethics Committee members completed a structured pre-coded questionnaire on current competence with complex and emerging study design. REC members were asked to outline a list of additional topics for which they needed training. Data from coded questions were entered into Epidata Version 3.1 and then exported to STATA Version14.1 for analysis. Descriptive analysis was performed and findings are presented using percentages and frequencies.ResultsWe enrolled 55 REC members from 6 RECs who have a total of 97 members. The majority of whom were males (56.4%, n = 31/55). The level of competence for review of selected study design was lowest for Controlled Human Infection Model (10.9%, n = 6) and reverse pharmacology design (10.9%, n = 6), and highest for cluster randomized study design (52.7%, n = 29) and implementation science research (52.7%, n = 29).ConclusionCompetence for review of research protocols with complex and emerging study design was low among participating REC members. We recommend prioritising training of REC members on complex and emerging study designs to enhance quality of research protocol review. (shrink)

Objectivity is a key concept both in how we talk about science in everyday life and in the philosophy of science. This Element explores various ways in which recent philosophers of science have thought about the nature, value and achievability of objectivity. The first section explains the general trend in recent philosophy of science away from a notion of objectivity as a 'view from nowhere' to a focus on the relationship between objectivity and trust. Section 2 discusses the relationship between (...) objectivity and recent arguments attacking the viability or desirability of 'value free' science. Section 3 outlines Longino's influential 'social' account of objectivity, suggesting some worries about drawing too strong a link between epistemic and ethical virtues. Section 4 turns to the value of objectivity, exploring concerns that notions of objectivity are politically problematic, and cautiously advocating in response a view of objectivity in terms of invariance. Edmund Gettier's 1963 verdict about what knowledge is not has become an item of philosophical orthodoxy, accepted by philosophers as a genuine epistemological result. It assures us that - contrary to what Plato and later philosophers have thought - knowledge is not merely a true belief well supported by epistemic justification. But that orthodoxy has generated the Gettier problem - epistemology's continuing struggle to understand how to accommodate Gettier's apparent result within an improved conception of knowledge. The rise of cognitive neuroscience is the most important scientific and intellectual development of the last thirty years. Findings pour forth, and major initiatives for brain research continue. The social sciences have responded to this development slowly--for good reasons. The implications of particular controversial findings, such as the discovery of mirror neurons, have been ambiguous, controversial within neuroscience itself, and difficult to integrate with conventional social science. Yet many of these findings, such as those of experimental neuro-economics, pose very direct (...) challenges to standard social science. At the same time, however, the known facts of social science, for example about linguistic and moral diversity, pose a significant challenge to standard neuroscience approaches, which tend to focus on "universal" aspects of human and animal cognition. A serious encounter between cognitive neuroscience and social science is likely to be challenging, and transformative, for both parties. Although a literature has developed on proposals to integrate neuroscience and social science, these proposals go in divergent directions. None of them has a developed conception of social life. This book surveys these issues, introduces the basic alternative conceptions both of the mental world and the social world, and show how, with sufficient modification, they can be fit together in plausible ways. The book is not a "new theory " of anything, but rather an exploration of the critical issues that relate to the social aspects of cognition which expands the topic from the social neuroscience of immediate interpersonal interaction to the whole range of places where social variation interacts with the cognitive. The focus is on the conceptual problems produced by any attempt to take these issues seriously, and also on the new resources and considerations relevant to doing so. But it is also on the need for a revision of social theoretical concepts in order to utilize these resources. The book points to some conclusions, especially about how the process of what was known as socialization needs to be understood in cognitive science friendly terms. But there is no attempt to resolve the underlying issues within cognitive science, which will doubtless persist. (shrink)

The phenomenon of expertise produces two problems for liberal democratic theory: the first is whether it creates inequalities that undermine citizen rule or make it a sham; the second is whether the state can preserve its neutrality in liberal ’government by discussion’ while subsidizing, depending on, and giving special status to, the opinions of experts and scientists. A standard Foucauldian critique suggests that neutrality is impossible, expert power and state power are inseparable, and that expert power is the source of (...) the oppressive, inegalitarian effects of present regimes. Habermas argues that expert cultures make democratic discussion impossible. Analogous problems arise with ’cognitive authority’, understood in Mertonian terms. Cognitive authority, as Merton sees it, allows us to ask about the democratic legitimacy of this authority, which appears to solve the problem (or part of the problem) because it returns ultimate ’authority’ to the people, who reject or accept the experts’ claims. And many claims to expertise in fact do fail to gain acceptance. Through an examination of the type of expert that appears to evade the demands of legitimation, it is shown that expertise and liberal democracy can in principle co-exist, contrary to the claims of the critics. Can we talk meaningfully about God? The theological movement known as Grammatical Thomism affirms that religious language is nonsensical, because the reality of God is beyond our capacity for expression. Stephen Mulhall critically evaluates the claims of this movement to be a legitimate inheritor of Wittgenstein's philosophical methods as well as Aquinas's theological project. The major obstacle to this claim is that Grammatical Thomism makes the nonsensicality of religious language when applied to God a touchstone of Thomist insight, whereas (...) 'nonsense' is standardly taken to be solely a term of criticism in Wittgenstein's work. Mulhall argues that a place can be found in both his early work and his later writings for a more positive role to be assigned to nonsensical utterances--one which depends on exploiting an analogy between religious language and riddles. This allows us to see various ways in which his later work has a perfectionist dimension, and results in a radical reconception of the role of analogous usage in language, and in the relation between philosophy and theology. Critics of survival research often claim that the survival hypothesis is conceptually problematic at best, and literally incoherent at worst. The guiding intuition behind their skepticism is that there’s an essential link between the concept of a person (or personality or experience) and physical embodiment. Thus (they argue), since by hypothesis postmortem individuals such as ostensible mediumistic communicators have no physical body, there’s something wrong with the very idea of a postmortem person, personality or experience. However, critics can’t simply beg (...) the question and assert that physical embodiment is essential to personhood, personality, or experience, because the evidence suggesting survival is a prima facie challenge to the contrary. On the other hand, defenders of ostensible mediumistic communication need to explain how postmortem awareness and knowledge of the current physical world can occur without a physical body that experiences the world and represents it accurately enough to ground veridical postmortem reports. This paper will fi rst consider why survivalists face potentially serious problems in trying to make sense of apparent postmortem perception. Then it will consider a plausible—and arguably the only—way to deal with the issues. However, that solution turns out to be a double-edged sword. Ironically, the best way to deal with the problem of perspectival postmortem awareness may render the survival hypothesis gratuitous. (shrink)

This book collects case studies and theoretical papers on expertise, focusing on four major themes: legitimation, the aggregation of knowledge, the distribution of knowledge and the distribution of power. It focuses on the institutional means by which the distribution of knowledge and the distribution of power are connected, and how the problems of aggregating knowledge and legitimating it are solved by these structures. The radical novelty of this approach is that it places the traditional discussion of expertise in democracy into (...) a much larger framework of knowledge and power relations, and in addition begins to raise the questions of epistemology that a serious account of these problems requires. This book reports recent landmark developments and the state of the art in NDS science in psychological theory and research.

The debate over recombinant DNA research is a unique event, perhaps a turning point, in the history of science. For the first time in modern history there has been widespread public discussion about whether and how a promising though potentially dangerous line of research shall be pursued. At root the debate is a moral debate and, like most such debates, requires proper assessment of the facts at crucial stages in the argument. A good deal of the controversy over recombinant DNA (...) research arises because some of the facts simply are not yet known. There are many empirical questions we would like to have answered before coming to a decision-questions about the reliability of proposed containment facilities, about the viability of enfeebled strains of E. coli, about the ways in which pathogenic organisms do their unwelcome work, and much more. But all decisions cannot wait until the facts are available; some must be made now. It is to be expected that people with different hunches about what the facts will turn out to be will urge different decisions on how recombinant DNA research should be regulated. However, differing expectations about the facts have not been the only fuel for controversy. A significant part of the current debate can be traced to differences over moral principles. Also, unfortunately, there has been much unnecessary debate generated by careless moral reasoning and a failure to attend to the logical structure of some of the moral arguments that have been advanced. What might it mean to think of philosophy as being in the condition of modernism -- in which its relation to its own past, and hence its sense of its own future, has become an undismissable problem? If philosophy's hitherto-defining conventions can neither be taken for granted nor rejected, they must be put in question -- which menans re-evealuating the relation between the form and content of philosophical writing, rethinking the demands that such writing must place on its readers, and (...) reconceiving the nature of philosophy itself. Inheritance and Originality argues that the writings of Wittgenstein, Heidegger, and Kierkegaard are best understood as responsive to such questions, and as driven in consequence to strikingly similar reconceptions of language, reason, and understanding, doubt and scepticism, morality, and the structure of selfhood. I’ve been both fascinated and distressed by the arguments raging over how best to respond to the covid-19 pandemic. In particular, I’ve been struck by the way people claim scientific authority for their confident assurances of what needs to be done. And I’m especially intrigued by the scorn they often lavish on those who hold differing views on what science is telling us. The heat generated by the resulting debates is strikingly similar to the heat generated by debates over the (...) science connected with human-caused climate change. And in both cases, the disputants too often presuppose indefensibly naïve views about scientific authority and certitude, apparently unaware that even the allegedly most obvious logical truths lack the certainty attributed to scientific authority in these debates. As a rule, I dislike re-circulating my Editorials, but I think it’s time to resurrect one (modestly tweaked) from a few years ago, addressing precisely this issue (Vol. 31, No. 3, pp. 379–386, 2017). …………………………………… “Man is a rational animal who always loses his temper when he is called upon to act in accordance with the dictates of reason.” --Oscar Wilde I’ve often noticed how debates within the SSE community sometimes parallel debates in the political arena, perhaps especially with respect to the passion they elicit and the intolerance and condescension sometimes lavished on members of the “opposition.” Occasionally, of course, the debates in the SSE are nearly indistinguishable from those in the political arena—say, over the evidence for human-caused climate change. But what I find most striking is how the passion, intolerance, etc.—perhaps most often displayed by those defending whatever the “received” view happens to be—betrays either a surprising ignorance or else a seemingly convenient lapse of memory, one that probably wouldn’t appear in less emotionally-charged contexts. What impassioned partisans tend to ignore or forget concerns (a) the tentative nature of both scientific pronouncements and knowledge claims generally (including matters ostensibly much more secure than those under debate), as well as (b) the extensive network of assumptions on which every knowledge claim rests. So I’d like to offer what I hope will be a perspective-enhancer, concerning how even our allegedly most secure and fundamental pieces of a priori knowledge are themselves open to reasonable debate. A widespread, but naïve, view of logic is that no rational person could doubt its elementary laws. But that bit of popular “wisdom” is demonstrably false. And if that’s the case, then so much the worse for the degree of certitude we can expect in more controversial arenas. By effective thinkers I mean not people who think effectively, but people who understand “how it’s done,” i.e., people not paralyzed by the philosophical problem of epiphenomenalism. I argue that mental causes are not preempted by either neural or narrow content states, and that extrinsically individuated mental states are not out of proportion with their putative effects. I give three examples/models of how an extrinsic cause might be more proportional to an effect than the competition.

_Philosophy Beside Itself _ was first published in 1986. Minnesota Archive Editions uses digital technology to make long-unavailable books once again accessible, and are published unaltered from the original University of Minnesota Press editions. The writings of French philosopher Jacques Derrida have been the single most powerful influence on critical theory and practice in the United States over the past decade. But with few exceptions American philosophers have taken little or no interest in Derrida's work, and the task of reception, (...) translation, and commentary has been left to literary critics. As a result, Derrida has appeared as a figure already defined by essentially literary critical activities and interests. Stephen Melville's aim in _Philosophy Beside Itself _ is to insist upon and clarify the distinctions between philosophy and criticism. He argues that until we grasp Derrida's philosophical project as such, we remain fundamentally unable to see his significance for criticism. In terms derived from Stanley Cavell's writings on modernism, Melville develops a case for Derrida as a modernist philosopher, working at once within and against that tradition and discipline. Melville first places Derrida in a Hegelian context, the structure of which he explores by examining the work of Heidegger, Lacan, and Bataille. With this foundation, he is able to reappraise the project of deconstructive criticism as developed in Paul de Man's _Blindness and Insight _and further articulated by other Yale critics. Central to this critique is the ambivalent relationship between deconstructive criticism and Lacanian psychoanalysis. Criticism—radical self-criticism—is a central means through which the difficult facts of human community come to recognition, and Melville argues for criticism as an activity intimately bound to the ways in which we do and do not belong in time and in community. Derrida's achievement has been to find a new and necessary way to assert that the task of philosophy is criticism; the task of literary criticism is to assume the burden of that achievement. The literature on Dreams of a Spirit-Seer typically emphasises the ways that Kant’s complex 1766 work prefigures his critical turn. Kant indeed criticises Wolffian «dreamers of reason» and defines metaphysics as a «science of the limits of human reason». It has not been noted, however, that Kant’s first restriction on human knowledge in Dreams is targeted at knowledge of fundamental physical forces. Moreover, Kant criticises the ‘pneumatological’ laws of mental forces, insisting that these cannot be known through analogy with physical (...) forces. This paper presents the historical context of Kant’s claims and argues that his critique of the philosophical concept of force (Kraft) is primarily in dialogue with one of Wolff’s most renowned critics, Crusius. On this basis, I contend that Kant’s examination of our capacity to know fundamental physical and mental forces is an important aspect of his early critique of metaphysics. I defend my account by contrasting it with Alison Laywine’s interpretation. (shrink)

This study examines Kierkegaard's critique of Christian nationalism in relation to political science theories of religious nationalism.
