This study investigated the relationship between cultural value orientations and country-specific changes in mobility during the Covid-19 pandemic. The aim was to understand how cultural values relate to mobility behavior during the initial stages of the pandemic. The aggregated data include Schwartz's cultural orientations, Gross Domestic Product (GDP) per capita, number of Covid-19 cases per million, and mobility change during the Covid-19 pandemic (Google Mobility Reports; percentage decrease in retail and recreation mobility, transit station mobility, workplace mobility and percentage mobility (...) increase in residential areas). Regression analyses showed that, after controlling for economy and severity of disease, hierarchy was the primary factor reducing mobility, such as staying at home, and mobility in public spaces, such as avoiding retail and recreation sites (marginally significant). The results are discussed in the light of previous literature and the implications for social distancing measures. (shrink)

This paper works on the relation between spectacles and death. I present a decolonial genealogy, of the relation between sovereignty and spectacle, and specifically what coloniality does to this relation, how it shifts the very core of sovereign punishment. I demonstrate the formation of what I call “colonial sovereignty” as the emergence of a new relation between sovereignty and terror: in colonial sovereignty, terror is an inseparable element of sovereignty, formed through not the uniqueness but rather the repetition and proliferation (...) of spectacles of death. The colonial/modern nation-state functions as a government by terror, where death becomes meaningless, and the spectacles of dead bodies outlive death. (shrink)

It is possible to talk about many reasons that determine the direction of religious publications in the first quarter of the Republic, both in terms of content, style and method. While some of these factors came into play or became stronger with the Republic, an important part of it has a history that goes back to Ottoman modernization. The decline of the Ottoman state, which started on the battlefields, caused serious land losses. This regression damaged the self-confidence of Muslims and (...) spread the idea that salvation would be possible with a Western-style modernization. In this context, the obligatory relations with the Western world, which were established with the feeling of backwardness, were not limited to the military, political and cultural fields, but also spread to the religious field. For this reason, while Ottoman scholars and thinkers sought ways out through political and administrative reforms, they had to discuss the current understanding of religion and the religion-world conception formed in this direction. It has been especially emphasized that Islam does not prevent progress, encourages scientific and technical developments, and is compatible with the principles of reason and logic in terms of content. It is also known that the emphases in this manner maintain their vitality in the texts written both in the last period of the Ottoman Empire and in the Republic of Turkey. On the other hand, this approach, which was not possible to develop independently of the positivist and materialist understanding of science formed in a determinist framework of the West, also affected the field of creed along with the practical and moral issues of Islam. This situation continued and strengthened when it was transferred to the republican period. Because the founding cadres of the republic, who sought a secular and positivist ground, defended the idea that the religious field in general and the creed in particular should not conflict with the scientific understanding of the period. Expressed in the context of the present study, the political center thinks that there are compulsory fixed laws within the framework of cause-effect relationship in nature and that no effect is possible outside of these laws. In response to this attitude, the issue of miracles has been used in religious publications to express situations that go above the laws of nature, on the one hand, it has been tried to be discussed without prejudice to the attributes and actions of Allah. On the other hand, this discussion was conducted without giving the impression that Islam contradicts modern science. Discussing the issue under the influence of the secular and positivist framework drawn by the political center and Western intellectuals makes the issue a worthwhile subject to investigate. Because, in the period of the New Ilm-i Kalam, the restrictive attitude of the founding cadres accompanied the rational and scientific interpretations about the possibility of miracles. This situation significantly determined the content and style of the texts written during the period. In these circumstances, I believe that it is important to point out the points of conflict and reconciliation in the grounding of a religious issue such as a miracle. In this direction, while the current study covers the years 1924-1960 in terms of time, it is a study that especially includes the publications of the Presidency of Religious Affairs and Ankara University Faculty of Theology as a source. The date 1924, which was determined as the starting date, is important both for the establishment date in terms of the Presidency of Religious Affairs and for the abolition of the caliphate and the taking of some important decisions such as the Law on Unification of Education. On the other hand, the date of 1960 points to a coup date and some fractures in the political sense. During the study, I included the sources published by both the Presidency of Religious Affairs and the Faculty of Theology of Ankara University, as well as other sources directly related to these sources. In addition to this time and resource restriction, it was also referred to important texts written before 1924 and after 1960 when appropriate. (shrink)

Although nanotechnology is often defined as operations on the 10-9 meters, the lack of charisma in the scale-bound definitions has been fortified by remarkable dreams and alluring promises that spark excitement for nanotechnology. The story of the rhetorical development of nanotechnology reveals how speculative claims are powerful constructions that create legitimacy in this emerging technological domain. From its inception, nanotechnology has been more of a dream than reality, more fiction than fact. In recent years, however, the term nanotechnology has been (...) actively drawn toward the present to begin to deliver on the fantastic expectations. This debate over time and timing is loaded with paradox. This work examines how future claims work to define what counts as nanotechnology and reveals dilemmas that accompany temporal disjunctures. We emphasize the value of the socio-ecological approach in addressing the problem of population variances. The socio-ecological perspective studies how social and natural habitats shape human behaviors, and are in turn shaped by those behaviors. This focus on system-level factors is particularly well-suited to studying the origins of group differences in human behavior.

One of the levels of analysis used in Political Science studies is the individual. Analyzes at the individual level are carried out based on the personality of the political decision-makers, and in this direction, the individual characteristics of the decision-makers are the main factor taken into account in interpreting the quality of politics. This is also valid in the political books that constitute the main source of Islamic political thought. There is a leader-centered political narrative in the policy books written (...) for state administrators. In these works, the issues of which personal characteristics a leader should have and which behaviors should be avoided are especially discussed. A vision is built around these personal characteristics, from the ideal leader to the ideal politics. In this context, the ruler who is the chief executive of politics is not only an actor to whom advice is given but also the main element in politics. Therefore, examining the emphasis on the personal characteristics of the ruler in Islamic political thought becomes important in interpreting the leader-centered political narrative. In this context, in this study, it is aimed to examine the leader-centered political conception in Islamic political thought within the framework of Ebü’n-Necîb Şeyzerî’s Nehcü’s-Sülûk fî Siyaseti’l-Mülûk. The method of discourse analysis was used in the study and it was concluded that the personality of the leader, who is accepted as the founding element of the state and politics in Islamic political thought, directs politics and that the way to reach the ideal politics is to build the ideal leader. One of the important factors influencing perceptions of the existence of an ethical climate is leader behaviors. It is argued that paternalistic leadership behaviors are developed to humanize and remoralize the workplace. In various studies, leadership behaviors and climate regarding ethics were evaluated as antecedents of organizational commitment. In this sense, the purpose of this study is to investigate the relationship between paternalistic leadership behaviors, climate regarding ethics and organizational commitment. Data were obtained from 142 individuals. Results indicated that benevolent (...) paternalistic leadership had a moderate effect on affective commitment and strong effect on continuance commitment. Moreover, it was found that paternalistic leadership had an effect on the perception of an ethical climate. Strong relationship was found between climate regarding ethics and affective commitment; moderate relationship was found between climate regarding ethics and continuance commitment. Finally, results indicated that climate regarding ethics had a mediating effect between benevolent paternalistic leadership and affective commitment. (shrink)

The national-level scenarios project NanoFutures focuses on the social, political, economic, and ethical implications of nanotechnology, and is initiated by the Center for Nanotechnology in Society at Arizona State University (CNS-ASU). The project involves novel methods for the development of plausible visions of nanotechnology-enabled futures, elucidates public preferences for various alternatives, and, using such preferences, helps refine future visions for research and outreach. In doing so, the NanoFutures project aims to address a central question: how to deliberate the social implications (...) of an emergent technology whose outcomes are not known. The solution pursued by the NanoFutures project is twofold. First, NanoFutures limits speculation about the technology to plausible visions. This ambition introduces a host of concerns about the limits of prediction, the nature of plausibility, and how to establish plausibility. Second, it subjects these visions to democratic assessment by a range of stakeholders, thus raising methodological questions as to who are relevant stakeholders and how to activate different communities so as to engage the far future. This article makes the dilemmas posed by decisions about such methodological issues transparent and therefore articulates the role of plausibility in anticipatory governance. (shrink)

This volume brings together chapters about aging in many non-Western cultures, from Africa and Asia to South America, from American Indians to Australian and Hawaii Aboriginals. It also includes articles on other issues of aging, such as falling, dementia, and elder abuse. It was thought that in Africa or Asia, elders were revered and taken care of. This certainly used to be the case. But the Western way has moved into these places, and we now find that elders are often (...) left on their own or in institutions, as younger people have migrated to other cities and even countries. Grandparents often find themselves being parents to their grandchildren, a far cry from the kind of life they believed they would have as they aged. Background Forward-looking, democratically oriented governance is needed to ensure that human genome editing serves rather than undercuts public values. Scientific, policy, and ethics communities have recognized this necessity but have demonstrated limited understanding of how to fulfill it. The field of bioethics has long attempted to grapple with the unintended consequences of emerging technologies, but too often such foresight has lacked adequate scientific grounding, overemphasized regulation to the exclusion of examining underlying values, and failed to adequately engage the public. Methods (...) This research investigates the application of scenario planning, a tool developed in the high-stakes, uncertainty-ridden world of corporate strategy, for the equally high-stakes and uncertain world of the governance of emerging technologies. The scenario planning methodology is non-predictive, looking instead at a spread of plausible futures which diverge in their implications for different communities’ needs, cares, and desires. Results In this article we share how the scenario development process can further understandings of the complex and dynamic systems which generate and shape new biomedical technologies and provide opportunities to re-examine and re-think questions of governance, ethics and values. We detail the results of a year-long scenario planning study that engaged experts from the biological sciences, bioethics, social sciences, law, policy, private industry, and civic organizations to articulate alternative futures of human genome editing. Conclusions Through sharing and critiquing our methodological approach and results of this study, we advance understandings of anticipatory methods deployed in bioethics, demonstrating how this approach provides unique insights and helps to derive better research questions and policy strategies. Western music is characterized primarily by simple meters, but a number of other musical cultures, including Turkish, have both simple and complex meters. In Experiment 1, Turkish and American adults with and without musical training were asked to detect metrical changes in Turkish music with simple and complex meter. Musicians performed significantly better than nonmusicians, and performance was significantly better on simple meter than on complex meter, but Turkish listeners performed no differently than American listeners. In Experiment 2, members of (...) Turkish classical and folk music clubs who were tested on the same materials exhibited comparable sensitivity to simple and complex meters, unlike the American and Turkish listeners in Experiment 1. Together, the findings reveal important effects of musical training and culture on meter perception: trained musicians are generally more sensitive than nonmusicians, regardless of metrical complexity, but sensitivity to complex meter requires sufficient exposure to musical genres featuring such meters. Beyond the major-minor tonality that characterizes classical and contemporary Western musical genres, Turkish classical and folk music offer experimental psychologists a rich modal system in which cognition, development, and enculturation can be studied. Here, we present a cross-cultural experiment concerning implicit knowledge of musical scales. Five groups of participants—American musicians and nonmusicians, Turkish musicians and nonmusicians, and Turkish classical and folk music listeners—were asked to listen to brief melodies composed using the member tones of either the major scale or the (...) rast makam, a microtonal mode found within Turkish classical and folk genres with no equivalent in Western music. Following each melody, participants were asked to identify whether a probe tone had been presented in the melody, providing confidence ratings on a six-point scale. In general, participants’ short-term memory was influenced by implicit knowledge of musical scales, with the major scale eclipsing the rast makam even in listeners experienced with Turkish genres. Prior work and future directions in cross-cultural music cognition research are discussed. (shrink)

This essay focuses on the spatial organization of the genre of ‘Man.’ In particular, I investigate the spatial attitudes through which the genre of Man emerges as a racialized, geographically determined, and gendered category. There are two main arcs of analysis provided: the first arc follows the relation between the space of exploration and the space of totalization. The second arc focuses on the role of boundary markers such as the ‘Other’ and the ‘Outside,’ in the spatial organization of Man. (...) I argue, overall, that the totalitarian spatial attitude of the Modern State is formed on the basis of the transformation of the cosmogeny of Man from a spatially limited earth to one open to exploration. The racialized ladder of the State rests on such production of a spatial attitude that is at once open and totalitarian. (shrink)

This essay works on the role of trauma and forgetting in the subjective formations of the world-traveler and la nueva mestiza. I investigate how forgetting affects the resistant capacities of these figures. I argue throughout that the memory of the world-traveler is an opaque memory, which is unintelligible for the hegemonic demands of transparency, and which forms the silt upon which the resistant possibilities of the world-traveler rest. The first part elaborates María Lugones's conception of world-traveling in relation to Gloria (...) Anzaldúa's New Mestiza consciousness and Mariana Ortega's multiplicitous self. Here I draw attention to the role of opacity and forgetting in the ways in which one can inhabit a world. The second part develops the notions of trauma and haunting to establish the experiential memory of the world-traveler not as a traumatic rupture, but rather as a haunted memory that accompanies her travels. The last section turns to Édouard Glissant's notion of opacity as a resistant mechanism, which works not through the traumatic rupture of experience but rather through sedimentation of experience. This article investigates the political impact of collective story-telling practices in the enforced disappearances from a Foucauldian perspective. I utilize two main theoretical frameworks: on the one hand, that of necropolitics, a kind of power that works on the management of death. On the other hand, that of genealogy as a type of history that mobilizes subjugated knowledges. The first part situates these stories within the framework of genealogy: subjugated knowledges that are buried and disqualified as a part of the (...) work of necropolitics. The second part argues that a Foucauldian genealogical approach to these stories is insufficient: necropolitical archives, when they testify to the work of power, remain incomplete at best and actively erase more often. The third part analyzes these stories as examples of critical fabulation. What is at stake in the insistence of the people searchers to tell their stories, I argue, is the collective emergence of another kind of fable – an act of fabulation in line with what Saidiya Hartman calls “critical fabulation,” which multiplies the possibilities of the present and the past by precisely telling stories of ‘nothing.’. Foucault characterizes the defining feature of modern politics in terms of a new form of power concerned with maximizing life, biopolitics, as opposed to the sovereign right to kill. This characterization becomes problematic, especially when the overwhelming frequency of death and massacres in the twentieth century is considered. The question of how so much death is produced in an economy of power concerned with the maximization of life has stirred considerable debate. This paper argues that there is a death-function internal (...) to biopolitics that should be considered in terms of biopolitical social defense. In making the life of a population its object, biopolitics makes death into an immanent condition of the population. The history of the emergence of this death-function internal to biopolitics is traced out in terms of different figurations of the monstrous: the shift from a juridical conception of monstrosity to a criminal and then medico-normative monstrosity shows that the steeping of death in the life of the population is done by normalizing judgment, through which death becomes an immanent condition of society. Thus, I show that the defense of society against its own monstrosity is done on both the disciplinary and the biopolitical levels. (shrink)

Recently, scholars have argued that disclosure of personal information is an effective mechanism for building high-quality relationships. However, personal information can focus attention on differences in demographically diverse teams. In an experiment using 37 undergraduate teams, we examine how sharing personal information by ethnically similar and ethnically distinct newcomers to a team affects team perceptions, performance, and behavior. Our findings indicate that the disclosure of personal information by ethnically distinct newcomers improves team performance. However, the positive impact on team performance (...) comes at a cost to the newcomers, who are perceived as less competent by others and experience heightened social discomfort in team interactions. Ironically, what benefits the ethnically diverse team may undermine its ethnically distinct members. This study highlights how the management of diversity may sometimes require making trade-offs between individual interests and those of the team. (shrink)

Brain activity in the action observation network is lateralized during action execution, with greater activation in the contralateral hemisphere to the side of the body used to perform the task. However, it is unknown whether the AON is also lateralized when watching another person perform an action. In this study, we use fNIRS to measure brain activity over the left and right cortex while participants completed actions with their left and right hands and watched an actor complete action with their (...) left and right hands. We show that while activation is lateralized when the participants themselves are moving, brain lateralization is not affected by the side of the body when the participant is observing another person’s action. In addition, we demonstrate that individual differences in hand preference and dexterity between the right and left hands are related to brain lateralization patterns. (shrink)
