For bioethicists, these topics include: equity in the allocation of resources for treatment and research; forgoing life-sustaining care and proxy decision (...) making; informed consent in the context of HIV testing and screening; the ethical duties of health care workers to provide care for persons with HIV disease; and competing obligations of health care professionals to patients and to third parties who may be put at risk.The Role of CommissionsIf AIDS is the quintessential case study for bioethicists, it is a potential quagmire for politicians. The association of HIV disease with drug use and sexual behavior makes it a topic that all but the most courageous (or the most homophobic) politicians shy away from. A frequent political response is to form a commission.Alexander Capron, who was executive director of the President's Commission for the Study of Ethical Problems in Medicine, has described some roles commissions play: a watchdog, overseeing the work of particular government agencies; a crucible, providing a means for "publicly hammering out conclusions on controversial issues when consensus, both in the public and in the relevant disciplines, is not yet apparent"; and "a lightning rod for public concern—or viewed less charitably, dumping ground for an issue that is too difficult for the ordinary political process to handle" (Capron 1983, p. 9).Nearly every state has created a gubernatorial-level task force or commission on AIDS. The National Commission on AIDS was established under the Health Omnibus Program Extension (HOPE) Act of 1988, which was signed by President Reagan on November 4, 1988. Although this literature evidences a deep pluralism when describing wherein the sword is sharp and toward what it is aimed, the unifying claim is that Christianity has decisive political significance. Unlike other politically directed theological programs (e.g., Reinhold Niebuhr, Walter Rauschenbush, Paul Lehmann), political and liberation theologies do not restrict the practical to a pre- or post-theoretical moment. The practical questions of liberation and justice are internal to explicitly theological reflection. The manner in which questions of liberation and justice are 291 292 R. R. RENO woven into the fabric of theology is manifold. Juan Luis Segundo, in Liberation of Theology, presents an account of theological method which is necessarily political.1 He attempts to show that, to the degree that it is faithful, theological reflection must be constituted by ideological critique and transformative social commitment. In a similar although more ambiguous way, Matthew Lamb's Solidarity with Victims seeks to build social and political issues into the ground floor of method.2 On a different front, Jiirgen Moltmann's Theology of Hope emphasizes the necessarily political dimension of eschatology.3 Quite far removed from the radicalism of most political and liberation theologies, but equally important and increasingly self-conscious of its theological context, the Roman Catholic human rights tradition can be seen as a political theology which chooses to operate within the context of a strong doctrine of creation.4 1 Juan Luis Segundo, Liberation of Theology. Lamb explains his interdiscipinary vision as follows : " Such a noetic praxis of theologizing would develop academically institutionalized ways of promoting an intellectual conversion (metanoia) whereby the suffering witness of the victims of history would challenge the systems and theories constitutive of our world experience " (Victims, p. 17). However, the critical element of this interdisciplinary "noetic praxis" which Lamb draws from Adorno's Negative Dialectics militates against this " institutionalized" use. For Adorno, critical thought cannot mediate the actual suffering of concrete individuals ; rather, its ultimate impotence in the face of such a reality mirrors the suffering of finite beings. The first edition, published by Acumen in 2000, became a prescribed textbook on modal logic courses. The second edition has been fully revised in response to readers' suggestions, including two new chapters on conditional logic, which was not covered in the first edition. "Modal Logics and Philosophy" is a fully comprehensive introduction to modal logics and their application suitable for course use. Unlike most modal logic textbooks, which are both forbidding mathematically and short on philosophical discussion, "Modal Logics and Philosophy" (...) places its emphasis firmly on showing how useful modal logic can be as a tool for formal philosophical analysis. In part 1 of the book, the reader is introduced to some standard systems of modal logic and encouraged through a series of exercises to become proficient in manipulating these logics. The emphasis is on possible world semantics for modal logics and the semantic emphasis is carried into the formal method, Jeffrey-style truth-trees. Standard truth-trees are extended in a simple and transparent way to take possible worlds into account. Moral anti-realism comes in two forms – noncognitivism and the error theory. The noncognitivist says that when we make moral judgments we aren’t even trying to state moral facts. The error theorist says that when we make moral judgments we are making statements about what is objectively good, bad, right, or wrong but, since there are no moral facts, our moral judgments are uniformly false. This development of moral anti-realism was first seriously defended by John Mackie. In this paper I (...) explore a dispute among moral error theorists about how to deal with false moral judgments. The advice of the moral abolitionist is to stop making moral judgments, but the contrary advice of the moral fictionalist is to retain moral language and moral thinking. After clarifying the choice that arises for the moral error theorist, I argue that moral abolitionism has much to recommend it. I discuss Mackie’s defense of moral fictionalism as well as a recent version of the same position offered by Daniel Nolan, Greg Restall, and Caroline West. Then I second some remarks Ian Hinckfuss made in his defense of moral abolitionism and his criticism of “the moral society.” One of the worst things about moral fictionalism is that it undermines our epistemology by promoting a culture of deception. To deal with this problem Richard Joyce offers a “non-assertive” version of moral fictionalism as perhaps the last option for an error theorist who hopes to avoid moral abolitionism. I discuss some of the problems facing that form of moral fictionalism, offer some further reasons for adopting moral abolitionism in our personal lives, and conclude with reasons for thinking that abolishing morality may be an essential step in achieving the goals well-meaning moralists and moral fictionalists have always cherished. It rejects the abolitionist animal rights position in favor of a revised version of animal rights centering on sentience.

Generalized Darwinism (GD) claims to be a conceptual and theoretical framework for researching evolutionary change processes in organizations. This paper examines the claims of GD. It finds that in contrast to Darwin’s theory of evolution by natural selection proper, the GD framework is not an explanatory deductive argument form. What it is that GD actually generalizes and intends to explain thereby becomes somewhat moot. It is proposed that the so-called ‘generalization’ that the GD framework supplies might be best understood schematically. (...) Two general schemata that purport to distil commonalities between processes of organizational evolution and biological evolution are thereby identified. But in considering the applicability of the two schemata to organizational evolution, criticism reveals one to be problematic, whereas the other one, to which the GD programme collapses if the problematical schema is dispensed with, has been long associated with another so-called ‘evolutionary approach’ to the understanding of social change: Sir Karl Popper’s ‘evolutionary epistemology’. The paper concludes that if the research problem is to account for the evolutionary character of social and organizational change, then theorists need not commit to the GD framework. A problem admits preservation of some computability-theoretic weakness property if every computable instance of the problem admits a solution relative to which the property holds. For example, cone avoidance is the ability, given a noncomputable set A and a computable instance of a problem ${\mathsf {P}}$, to find a solution relative to which A (...) is still noncomputable.In this article, we compare relativized versions of computability-theoretic notions of preservation which have been studied in reverse mathematics, and prove that the ones which were not already separated by natural statements in the literature actually coincide. In particular, we prove that it is equivalent to admit avoidance of one cone, of $\omega $ cones, of one hyperimmunity or of one non- $\Sigma ^{0}_1$ definition. We also prove that the hierarchies of preservation of hyperimmunity and non- $\Sigma ^{0}_1$ definitions coincide. On the other hand, none of these notions coincide in a nonrelativized setting. The curriculum design, faculty characteristics, and experience of implementing masters' level international research ethics training programs supported by the Fogarty International Center was investigated. Multiple pedagogical approaches were employed to adapt to the learning needs of the trainees. While no generally agreed set of core competencies exists for advanced research ethics training, more than 75% of the curricula examined included international issues in research ethics, responsible conduct of research, human rights, philosophical foundations of research ethics, and research regulation and ethical (...) review process. Common skills taught included critical thinking, research methodology and statistics, writing, and presentation proficiency. Curricula also addressed the cultural, social, and religious context of the trainees related to research ethics. Programs surveyed noted trainee interest in Western concepts of research ethics and the value of the transnational exchange of ideas. Similar faculty expertise profiles existed in all programs. Approximately 40% of faculty were female. Collaboration between faculty from low- and middleincome countries (LMICs) and high-income countries (HICs) occurred in most programs and at least 50% of HIC faculty had previous LMIC experience. In the 'Hippias Major' Socrates uses a counter-example to oppose Hippias‘s view that parts and wholes always have a "continuous" nature. Socrates argues, for example, that even-numbered groups might be made of parts with the opposite character, i.e. odd. As Gadamer has shown, Socrates often uses such examples as a model for understanding language and definitions: numbers and definitions both draw disparate elements into a sum-whole differing from the parts. In this paper I follow Gadamer‘s suggestion that we should focus (...) on the parallel between numbers and definitions in Platonic thought. However, I offer a different interpretation of the lesson implicit in Socrates‘s opposition to Hippias. I argue that, according to Socrates, parts and sum-wholes may share in essential attributes; yet this unity or continuity is neither necessary, as Hippias suggests, nor is it impossible, as Gadamer implies. In closing, I suggest that this seemingly minor difference in logical interpretation has important implications for how we should understand the structure of human communities in a Platonic context. Despite the evidence showing the promise of HIV treatment as prevention (TasP) in reducing HIV incidence, a variety of ethical questions surrounding the implementation and “scaling up” of TasP have been articulated by a variety of stakeholders including scientists, community activists and government officials. Given the high profile and potential promise of TasP in combatting the global HIV epidemic, an explicit and transparent research priority-setting process is critical to inform ongoing ethical discussions pertaining to TasP.

As a natural example of a 1-random real, Chaitin proposed the halting probability Ω of a universal prefix-free machine. We can relativize this example by considering a universal prefix-free oracle machine U. We can draw an analogy between the jump operator from computability theory (...) and this Omega operator. According to the moral error theorist, all moral judgments are mistaken. The world just doesn't contain the properties and relations necessary for these judgments to be true. But what should we actually do if we decided that we are in this radical and unsettling predicament--that morality is just a widespread and heartfelt illusion? One suggestion is to eliminate all talk and thought of morality. Another is to carry on believing it anyway. And yet another is to treat morality as a (...) kind of convenient fiction. We tend to think of moral thinking as valuable and useful, but we can also recognize that it can be harmful and even disastrous. Would we be better off or worse off if we stopped basing decisions on moral considerations? Postmodernism is a philosophical description that encompasses philosophy, the arts, a period of history, and many other aspects of today’s existence. This dissertation examines the extent to which Indiana public school superintendents use postmodern philosophy as opposed to modern philosophy to inform their practice. This was accomplished by examining eight leadership concepts through the application of questions with decisions related to either modernism or postmodernism. The study described by this dissertation used a quantitative research method assembling data and determining the (...) correlation of operant philosophy by a superintendent with their tenure. Philosophical arguments stemming from the public health ethics arena suggest that public health interventions ought to be subject to normative inquiry that considers relational values, including concepts such as solidarity, reciprocity and health equity. As yet, however, the extent to which ‘public’ values influence the ‘autonomous’ decisions of the public remains largely unexplored. Drawing on interviews with 50 men in Vancouver, Canada, this study employs a critical discourse analysis to examine participants’ decisions and motivations to voluntarily access HIV testing and/or (...) to accept a routine HIV test offer. Within a sub-set of interviews, a transactional discourse emerged in which the decision to test features an arrangement of ‘giving and receiving’. Discourses related to notions of solidarity emphasize considerations of justice and positions testing as a ‘public’ act. Lastly, ‘individualistic’ discourses focused on individual-level considerations, with less concern for the broader public ‘good’. These findings underscore how normative dimensions pertaining to men’s decisions to test are dialectically interrelated with the broader social and structural influences on individual and collective health-related behaviour, thereby suggesting a need to advance an explicit empirical-normative research agenda related to population and public health intervention research. To propose the idea of a possible world that differs in some way from our actual world - for example a world where the grass is red or where no people exist - can help us to analyse and understand a wide range of philosophical concepts, such as counterfactuals, properties, modality, and of course, the notions of (...) possibility and necessity. This book examines the ways in which possible worlds have been used as a framework for considering problems in logic and argument analysis. The book begins with a non-technical introduction to the basic ideas of modal logic in terms of Kripke's possible worlds and then moves on to a discussion of 'possible for' and 'possible that'. The central chapters examine questions of meaning, epistemic possibility, temporal logic, metaphysics, and impossibility. Construed broadly as interpretation theory, hermeneutics could be understood to encompass all modes of interpretation (textual or otherwise), including any kind of literary criticism, from Aristotle's poetics to the New Criticism of the 1950s, as well as the French tradition of structuralism and even perhaps Derridean poststructural thought. Although Gadamer and Ricoeur both recognize the poetic work or, at least, lyric poetry, as belonging to a special class of literature, they do display somewhat different attitudes toward it. For Gadamer, one (...) of the hallmarks of the eminent text is its un‐translatability. That is, all literary works resist translation to one degree or another, but lyric poetry defies it altogether. In Part I of Truth and Method, Gadamer lays out the history of aesthetics and takes issue with the kind of “aesthetic consciousness” that takes the work of art as an object of study. (shrink)

In many countries health policy and health system reforms are giving primary health care (PHC) a more prominent role in the health system. As a result, policy towards PHC is becoming more contested and is posing bigger and more contradictory demands of PHC (e.g. that PHC should at once be more accessible and of higher quality and cheaper). International and professional bodies have responded to the debates about what the role of PHC should be partly by promulgating redefinitions of ‘primary (...) health care’. However, such definitions tend simply to assert a policy standpoint of their own, thereby begging the policy questions noted above. This paper tests some better-known current definitions of ‘primary health care’ against various criteria of validity, including the requirement not to prejudge the aforementioned policy debates. It then constructs a fresh definition from the materials which survive that test and from a general theory of the function of health care. The resulting definition is:Primary health care: goods or services which individuals obtain for maintaining their personal functioning or preventing pain; which they can access directly and receive in settings which allow them to continue their other normal activities of daily life at home and (when applicable) at work.Whilst its present conclusions relate specifically to PHC, the paper’s method for generating and testing definitions applies to health services research generally.
