As the Philippines continues to grapple with the effects of the COVID-19 pandemic, new modalities of instruction are being devised by the administration of Rodrigo Duterte, through the Department of Education (DepEd). Among these are what the DepEd provided as self-learning modules (SLMs) combined with “alternative learning delivery modalities” which include radio-based instruction (DepEd 2020). The SLMs and radiobased instruction are the most common modalities of learning, being the most accessible especially for the poor students of the country. This (...) paper will examine the pedagogical and political dimensions of a radio-based instruction. Coming from the tradition of philosophy of technology that emphasizes the political nature of technology, I will argue how the logic of radio broadcasting predetermines a specific pedagogy and form of communication. I will further argue how this predetermined form of communication carries the danger of being an effective support for authoritarianism. (shrink)

Presented here is the transcript of a BBC radio broadcast by Elizabeth Anscombe that was recorded in May 1953 – the month when Wittgenstein’s Philosophical Investigations appeared in England for the first time. In her radio talk, Anscombe provides some biographical and philosophical background for reading the Philosophical Investigations. She addresses the importance of the Tractatus and of the literary qualities of Wittgenstein’s writing. Anscombe warns that it would be fruitless to adopt slogans from Wittgenstein without insight. Walter Benjamin's Antifascist Education is the first comprehensive analysis of educational themes across the entirety of the critical theorist's diverse writings. Starting with Benjamin's early reflections on teaching and learning, Tyson E. Lewis argues that the aesthetic and cultural forms to which Benjamin so often turned-namely, radio broadcasts, children's theatrical productions, collections, cityscapes, public cinemas, and word games-swell with educational potentialities. What emerges from Lewis's reading is a constellational curriculum composed of minor practices such as poor teaching, absentminded learning, (...) and nondurational studying. This curriculum carries political significance, offering an antidote to past and present forms of fascist manipulation, hardness, and coldness. This Special Issue of the International Journal of Philosophical Studies originates from ‘A Dangerous Liaison? The Analytic Engagement with Continental Philosophy’, a conference held at the University of York on 9th December 2011 courtesy of the support of The Mind Association, the Aristotelian Society, and the Humanities Research Centre. There were four invited speakers, each with a respondent, and two graduate speakers, with papers presented by four of the six article authors in this volume. The aim of the conference (...) was to promote cross-pollination between the two traditions of philosophy, with the emphasis on what analytic philosophers could gain from engaging with phenomenology and hermeneutics. The conference was bookended by two excellent broadcasts on the relationship under scrutiny: Stephen Mulhall, Béatrice Han-Pile, and Hans-Johann Glock were interviewed on BBC Radio 4 in a programme of In Our Time entitled ‘The Continental-Analytic Split’ on 10th November; and the Philosophy Bites podcast for 18th December was ‘Brian Leiter on The Analytic/Continental Distinction’. John Maynard Smith was one of Britain's most eminent evolutionary biologists. For over forty years, from 1954 onwards, he also regularly appeared on radio and television. He primarily acted as a scientific expert on biology, but in the late 1960s and the 1970s he often spoke on the implications of science for society. Through four case studies, this paper analyses Maynard Smith's scientific broadcasting against developments within the BBC as well as the relation between science and society in (...) Britain. It finds that while Maynard Smith acknowledged and accepted increasing mediation through the BBC and its producers, he stayed publicly and privately critical of both format and content decisions in his reflections on the science–media relationship. At the same time, we find that over a decade before the 1985 report by the Royal Society on the public understanding of science, Maynard Smith came to think of engagement with the public via the media as scientists’ responsibility. In a radio broadcast from 1933, Martin Heidegger explains his decision to refuse a professorship at the University of Berlin by defending a philosophy that he says is rooted in the ‘provinces’. The broadcast - entitled ‘Creative Landscape’ - sees Heidegger on the cusp of the ‘turn’ in his thought from the existentialism of Being and Time (1927) to the ‘poetic thinking’ of his work from the mid-1930s onwards. It is a fascinating yet neglected snapshot of his thought (...) at a crucial historical moment, and also reveals some of the deeper problems raised by his philosophy - his rejection of epistemology, his anti-modernism, and the contradictions of fundamental ontology itself. The present paper argues that Heidegger’s refusal of the professorship reveals a deep antagonism between his philosophy of Being and the public sphere of the city, and highlights the weakness of Heidegger’s thinking when faced with some of the central problems of modernity. This well‐researched book will be of immense value to the person who will someday write the full story of broadcast regulation in the United States. That story still needs to be written; although in this book the facts are all presented, the story behind the facts is not.Well, actually, not quite all the facts are here either. For example, similar problems tackled in other countries such as Canada, even before the United States began looking into them, aren't even mentioned. True, (...) the title of the book specifies that it is limited to the United States, but to understand the regulations presented we should certainly have some knowledge of how others had attacked the same problem.More important, Hugh Slotten totally ignores the personalities of the people involved. This is a tremendously important consideration, for to understand what happened we must know something about the motives of the people who made the decisions, and since many of the motives were hidden under layers of varying complexity and political beliefs we would like to know something about the personalities of the players. Someone at the Johns Hopkins Press evidently noticed the problem, but the only attempt at fixing it was to lie blatantly on the bookjacket: “His [Slotten's] discussion of the early years of radio examines powerful personalities—including navy secretary Josephus Daniels and commerce secretary Herbert Hoover.” But there is no discussion at all of the personalities of these men. Daniels is mentioned in only two sentences, neither of which touches on him as a person, and although Hoover occurs in several more, nothing of his “personality” is thrown in.Lee De Forest is another example. On page 4 he is identified as the inventor of the audion . On page 61 we read of his “invention” [sic] of that device. Why the quotation marks around “invention”? Did he or didn't he invent it? Actually, there is a good story to be told about that, but you won't read it here. De Forest played an active role in the regulation controversies, and this role is made clear in the book. But precisely because of this, wouldn't it be interesting to know that De Forest was arrested and went to trial for crooked stock manipulation in connection with the audion? The only hint at such activities is Slotten's statement that De Forest was a “maverick.” Wouldn't that one word make you want to know more about him, if only to evaluate his quoted remarks on governmental interference and regulations?Other matters of interest are passed by, as when on page 48 we read: “Decisions about who should receive licenses … could … be based on such qualitative issues as the character of broadcasts … and the educational benefits.” What a can of worms this opens up! Or should open up. Is the government going to censor broadcasting by denying licenses to stations that publicize alternative methods of government, such as communism? How about religious or ethnic controversies: will these be deemed “educational” or subversive? Is the government, through its licensing powers, going to let the public hear only what it wants it to hear, à la Goebbels and Germany? Well, we'll never know, for this particular can is not opened by the author; after this one mention, the subject is never broached again.In summary, if you are actively researching this field, Slotten's book is a must for you. But the full story of radio and television regulation in the United States is still to be written. (shrink)

Most of what we know we learned from the spoken or written word of others, and we depend in endless practical ways on the technological fruits of the dispersed knowledge of others—of which we often know almost nothing—in virtually every moment of our lives. Interest has been growing in recent years amongst philosophers, in the issues in epistemology raised by this fact. One issue concerns (...) the depth and extent of our epistemic dependence on testimony, as we may label this broad epistemic source: Do we have any knowledge at all that is free of epistemic dependence on what we have learned from others? A related question is whether our entitlement to believe what we have learned from others can be explained without invoking any epistemic principles special to testimony. These questions concern, as it were, the macro-epistemology of testimony. In the present discussion I shall focus instead on the micro foundations. Testimony, in our broad sense, can occur through an extensive range of types of spoken and written means of purportedly factual communication, including telephone calls, e-mails and personal letters, lectures and radio broadcasts, newspapers, textbooks and encyclopaedias, personal diaries, and public records of all kinds. But the central paradigm—what started the whole communication thing off—is surely that of face-to-face spoken encounter, when one person tells something to another, thereby intending and hoping to share her knowledge with her audience. I begin by describing the speech act of telling, identifying what takes place in a felicitous act of telling. From the nature of the speech act of telling, we see precisely how it is that knowledge is, when all goes as it should, acquired from teller by trusting hearer, in such an act, and in acts of testimony more broadly. The Useless Mouths" and Other Literary Writings brings to English-language readers literary writings--several previously unknown--by Simone de Beauvoir. Culled from sources including various American university collections, the works span decades of Beauvoir's career. Ranging from dramatic works and literary theory to radio broadcasts, they collectively reveal fresh insights into Beauvoir's writing process, personal life, and the honing of her philosophy. The volume begins with a new translation of the 1945 play The Useless Mouths, written in Paris during the (...) Nazi occupation. Other pieces were discovered after Beauvoir's death in 1986, such as the 1965 short novel "Misunderstanding in Moscow," involving an elderly French couple who confront their fears of aging. Two additional previously unknown texts include the fragmentary "Notes for a Novel," which contains the seed of what she later would call "the problem of the Other," and a lecture on postwar French theater titled Existentialist Theater. The collection notably includes the eagerly awaited translation of Beauvoir's contribution to a 1965 debate among Jean-Paul Sartre and other French writers and intellectuals, "What Can Literature Do?". While the first few are unfortunately presented without the other person’s responses (Sartre, Hyppolite, etc.), which are summarized, those with Charbonnier are presented verbatim, including the slips not retained in the radio broadcasts. Finally, texts by Merleau-Ponty’s own hand are added to this collection. They are the responses in the Forum of L’Express (1954-54) that had not been retained by the author when he composed the “Propos” of Signs (1960). The bulk of the volume is dedicated to politics and enables the clarification of the role that Merleau-Ponty assigned to the philosopher in the city: that of an analyst who does not just seek to expose the falsehoods of ideologies, but to reveal the potential ambiguity in situations through a mixture of pragmatism and truth speaking that addresses itself directly to the conscience of citizens and not to a particular social class, and all of this without renouncing the ideal of liberty and justice. World War II broke out as the result of an alliance between Germany and Soviet Union with the aim to conquer and partition Poland. Having broken off the treaty of friendship and co-operation, Germany attacked the USSR in 1941, forcing the Soviet Union to change sides from that of a German ally to the ally of the anti-German coalition. In 1943, following the German discovery of the graves of Polish officers murdered by Soviet forces in Katyń, Stalin declared that the (...) crime had been committed by the German army and broke off diplomatic relations with the Polish Government-in-Exile in London which had requested that an official investigation be launched by the Red Cross committee in Geneva. Some one hundred German officers were sentenced to death for the Katyń massacre as the result of Stalin’s prosecution trials. 50 years later, the world was rocked by the discovery of a document signed by Stalin ordering the execution of Polish officers in Katyń.In a secret meeting in 1943 in Teheran, President Roosevelt and Stalin agreed on the plan to annex Poland’s eastern territories.The decision to stage an independent fight for independence during the Warsaw Uprising was justified by the inevitable approach of the Red Army, the fear of German reprisal actions for disobeying the order to participate in fortification works, the fear of a spontaneous uprising fuelled by a Soviet radio broadcast in Polish which appealed to the people of Warsaw to put up a fight against the oppressor.Stalin’s decision to withhold the Soviet offensive and ban American and British planes carrying humanitarian aid for Warsaw from landing in Soviet airports contributed to the downfall of the Uprising. The Warsaw Uprising was a cue for the civil outbreaks that followed in Slovakia, Romania, Bulgaria, Paris and Prague. The halt on the Soviet Army’s offensive, which enabled the German forces to eliminate the Polish centre of political command subordinate to the Government-in-Exile in London, limited the European territory that fell subject to Soviet supremacy. The memory of the heroic fight put up by the entire population of Warsaw deterred the Soviet Union’s ambitions to curtail Poland’s sovereignty. (shrink)

As a transformative thinker of the twentieth century, whose work spanned all branches of the humanities, Michel Foucault had a complex and profound relationship with literature. And yet this critical aspect of his thought, because it was largely expressed in speeches and interviews, remains virtually unknown to even his most loyal readers. This book brings together previously unpublished transcripts of oral presentations in which Foucault speaks at length about literature and its links to some of his principal themes: madness, language (...) and criticism, and truth and desire.The associations between madness and language--and madness and silence--preoccupy Foucault in two 1963 radio broadcasts, presented here, in which he ranges among literary examples from Cervantes and Shakespeare to Diderot, before taking up questions about Artaud's literary correspondence, lettres de cachet, and the materiality of language.
