While the volume of material inspired by Rawls’s reinvigoration of the discipline back in 1971 has still not begun to subside, its significance has been in serious decline for quite some time. New and important work is appearing less and less frequently, while the scope of the work that is appearing is getting smaller and more internal and its practical applications more difficult to discern. The discipline has reached a point of intellectual stagnation, even as real-world events suggest that the (...) need for what political philosophy can provide could not be more critical. What follows then is a set of statements about how I believe that we, as political philosophers, should approach what we do. It contains my view as to what political philosophy should be about, how political philosophy should be done, and how courses in political philosophy should be taught, interlaced with commentary on the current state of the profession. Comparative political theory is at best an embryonic and marginalized endeavor. As practiced in most Western universities, the study of political theory generally involves a rehearsal of the canon of Western political thought from Plato to Marx. Only rarely are practitioners of political thought willing (and professionally encouraged) to transgress the canon and thereby the cultural boundaries of North America and Europe in the direction of genuine comparative investigation. Border Crossings presents an effort to remedy this situation, fully launching a (...) new era in political theory. Thirteen scholars from around the world examine the various political traditions of West, South, and East Asia and engage in a reflective cross-cultural discussion that belies the assumptions of an Asian "essence" and of an unbridgeable gulf between West and non-West. The denial of essential differences does not, however, amount to an endorsement of essential sameness. Treatments of the status of mercenary arms in Machiavelli typically concentrate on Machiavelli’s discussions of the theme of the ‘arms of others’ in chapters XII and XIII of the Prince. Generally they place special importance on the exaggerated disdain Machiavelli voices for mercenary arms, sometimes entirely passing over the related issue of auxiliaries, and sometimes grouping this issue together with Machiavelli’s treatment of mercenaries as constituting essentially the same issue – the arms of others. Further, though the importance of this (...) distinction between one’s own arms and the arms of others in Machiavelli is nearly universally recognized by commentators, the distinction receives unequal treatment. Commentators tend to place great emphasis on the theme and implications of ‘having one’s own arms’ while either adopting Machiavelli’s criticism of mercenary and auxiliary arms verbatim or simply passing over this related issue. As a result, no sustained analyses of Machiavelli’s reasoning on the arms of ‘others’ have appeared. This article addresses that gap. (shrink)

Two major developments of the last two decades have radically undermined traditional justifications of leftist politics: the failure of 20th-century `socialist' experiments, and what might be termed the deessentializing movement in contemporary philosophy. However, the social injustices that animated revolutionary thinkers in many respects remain, and some have arguably worsened in the era of globalized capitalism. This article investigates whether it is possible to articulate a new theoretical underpinning for progressive politics that nevertheless avoids the essentialist moves of Marxism. (...) Ethico-political readings of Derrida — one of the most influential anti-essentialist thinkers — are compared to Ernesto Laclau's attempts at formulating a post-Marxist progressive politics built around the notions of `hegemony' and `radical democracy'. Laclau's intervention in the Marxist tradition is to deconstruct its traditional categories so as to take account of contingency; his intervention in deconstruction is to introduce what in this article is described as `contestation', so as to provide a more coherent account of the political. The article concludes that neither deconstruction nor radical democracy provides an adequate basis for poltical action, but that the latter's account of the political is a meaningful development of the theoretical schema articulated by the former and does point to the possibility of a non-essentialist progressive politics. Based on the concept of community, Kant's conception of religion may be connected, on my view, to the question of which mental attitude is suitable for the collective life of human society. It is possible to imagine a successful community, even if such a community does not exist in the empirical world, and to be oriented toward this ideal without ever being able to realize it. According to Kant, human moral self-understanding is developed by human reason, and this explains the (...) structural similarity between the secular republic and the Kingdom of God under the specific conditions of the enlightened consciousness of a person who thinks for herself. The article shows that Russian philosophical community is very sensitive towards the history and the current state of philosophy of science and of science studies, which are a subject matter of special interest by virtue of a dedicated space in the university education system. This status is also supported by its proximity to the international philosophical mainstream of the 20th century and its specific object, its connection with science. Philosophy of science at the same time retains some neutrality (...) in relation to the dominant political ideology and proposes claims for an objective knowledge. History of philosophy of science, therefore, serves largely as a history of philosophical rationalism, and its prospects are determined by the strengthening of the role of science in modern culture. However, the modern existence of philosophy of science is undergoing substantial change and experiences a series of challenges. Among them there are the humiliation of intellectuals and scientists in society political voluntarism, mass consumption and the cult of mysticism. Under these conditions, a philosophical study of science and technology is forced to take on the challenges of social criticism and shape special civil institutions for self-preservation. Thus philosophy of science integrates the political, ethical and even social engineering components that allow for treating it as a hard core of interdisciplinary interaction of all socio-humanitarian disciplines. George Herbert Mead (1863-1931) had a powerful influence on the development of American pragmatism in the twentieth century. He also had a strong impact on the social sciences. This classic book represents Mead's philosophy of experience, so central to his outlook. The present as unique experience is the focus of this deep analysis of the basic structure of temporality and consciousness. Mead emphasizes the novel character of both the present and the past. Though science is predicated on the assumption (...) that the present is predictable based on a thorough knowledge of the past, the experience of the present, says Mead, is an utterly unique moment comparable to no other, and when it is past the novel character of that unique experience is irrevocable. The emergence of novelty within the perceived rational order of reality is the crux of the problem that Mead explores. The present, in his words, is "the emergent event . . . something which is more than the processes that have led up to it and which by its change, continuance, or disappearance, adds to later passages a content they would not otherwise have possessed." The present as "the seat of reality" heavily conditions our retrospective view of the past as much as it helps to shape the future. The novelty of every present experience causes us to reconstruct our preceding experiences to make sense of the past, which is naturally assumed to be the main cause of what we presently experience. Our perspective on reality is thus relative to the conditioning of each new event and it changes continuously as the effects of the present shift our view of the past and future. This emphasis on the integrative, holistic nature of reality, in which everything past, present, and future is a condition of everything else, makes Mead's philosophy highly relevant to today's scientific picture of a quantum universe, where chance and probability play a role in the emergence of reality. Also of great interest is the way in which he extends his basic analysis of temporal-spatial reality to the emergence of mind and consciousness as a natural development of the evolutionary process.
