Scholars have recognized that contentious political action typically draws on relatively stable scripts for the enactment of claims making. But if such repertoires of political practice are generally reproduced over time, why and how do new modes of practice emerge? Employing a pragmatist perspective on social action, this article argues that change in political repertoires can be usefully understood as a result of situated political innovation—i.e., of the creative recombination of existing practices, through experimentation over time, (...) by interacting political agents for whom old repertoires were proving inadequate to the changing context of action. The utility of this approach is demonstrated by applying it to explain the historical emergence of a new set of populist mobilizing practices in early twentieth-century Peru. In his final collection of philosophical papers, Richard Rorty continued his attack on the traditional conception of philosophy by arguing that many of our debates should be thought of as matters of cultural politics rather than about ontology or truth. Consistent with that view, Rorty had argued that we come to see debates about human rights not as an attempt to ground rights in human nature but rather as attempts to expand our moral imagination. I extend this claim to an (...) account of human rights as political rather than metaphysical, an account that treats human rights as a political innovation to be justified in terms of the work of human rights. The second book of Aristotle’s Politics is generally taken to examine politeiai or constitutions that either exist in cities that are said to be well governed or were proposed by theoreticians and are thought to be well organized (II.1, 1260b30–32; II.12, 1274b26–28). Prominent are Aristotle’s examinations of Plato’s Republic and the constitution of Sparta; but Aristotle also devotes chapters to the examination of Plato’s Laws, the proposed constitutions of Phaleas of Chalcedon and Hippodamos of Miletus, and the existing constitutions of (...) Crete, Carthage, and Solon’s Athens. Prominent, also, is scholarly analysis of Aristotle’s remarks about the Republic and Sparta – whether his criticisms of Plato are insightful and fair or whether his remarks about Sparta are historically accurate and hit upon the causes of Sparta’s fourth century decline. Far less prominent, though, is scholarly discussion of Aristotle’s remarks about the other constitutions analyzed in Politics II, how Politics II as a whole is organized, or what light – if any – the book sheds on the Politics as a whole. Such scholarly neglect is unfortunate for at least two major reasons. First, Politics II claims that since the Politics proposes to study which political community is best of all for people who are most able to live in accord with one’s prayers (kat’ euchên), it is necessary to investigate other constitutions reputed to be best (II.1, 1260b27–29). Such a claim suggests a close link between Politics II and Politics VII/VIII but such a link needs elaboration. In what way does Politics II prepare the way for Politics VII/VIII? Secondly, Politics II contains not only criticism of other constitutions, but also substantive political theorizing – most noticeably about the organization of property in the best regime, the problem of political innovation, and the relationship between political theorizing and chance. Aristotle’s critiques of Plato’s Republic, the constitution of Hippodamos, and the constitution of Carthage generate a series of substantive theoretical reflections about the problematic nature of political innovation and political theorizing that rise above mere examinations of the views of his predecessors. Viewing Politics II solely as a repository of criticism loses sight of the theoretical insights Aristotle offers therein, self-conscious insights about the very nature of political theorizing. Sheldon Wolin's Politics and Vision inspired and instructed two generations of political theorists after its appearance in 1960. This new edition retains intact the original ten chapters about political thinkers from Plato to Mill, and adds seven chapters about theorists from Marx and Nietzsche to Rawls and the postmodernists. This book develops an integrated perspective on the practices and politics of making knowledge work in inclusive development and innovation. While debates about development and innovation commonly appeal to the authority of academic researchers, many current approaches emphasize the plurality of actors with relevant expertise for addressing livelihood challenges. Adopting an action-oriented and reflexive approach, this volume explores the variety of ways in which knowledge works, paying particular attention to dilemmas and controversies. The six parts of the book address the (...) complex interplay of knowledge and politics, starting with the need for knowledge integration in the first part and decolonial perspectives on the politics of knowledge integration in the second part. Because the techno-economic paradigm of contemporary conceptualizations of innovation is often taken for granted in the literature, this chapter opens up this self-evident notion. First, the chapter consults the work of Joseph Schumpeter, who can be seen as the founding father of the current conceptualization of innovation as technological and commercial. Second, we open up the concept by reflecting on two aspects of Schumpeter’s conceptualization of innovation, namely its destructive and its constructive aspect, based on findings in the history of (...) innovation. Finally, we synthesize our findings and propose an ontic-ontological conceptualization of innovation as ontogenetic process and outcome with six dimensions—newness, political dimension, economic dimension, temporal dimension, human dimension and risk—that moves beyond its technological and commercial orientation. This study aims to explore the promoting effect of the combination of mental health education and ideological and political education for college students on improving their comprehensive psychological quality and ideological and political theoretical level. The research adopts a combination of system analysis methods, experimental methods and clustering algorithms, and conducts course experiments through experimental methods, providing basic data. In the process of the experiment, from the perspective of educational psychology theory, the systematic analysis method is used to (...) distinguish subject and object, and functional analysis is carried out. At the same time, clustering algorithms are used to classify the mental health problems of different students. The research results indicate that in terms of subjectivity, teachers’ psychological communication ability, psychological understanding ability and psychological guidance ability have a significant positive impact on students’ psychological state. The level of ideological and political theory and psychological strain ability also have a significant positive impact on students’ psychological state. Intervention on students’ values and personality psychological issues is also effective. These findings provide an important basis and guidance for further carrying out higher education reform. Contribution: With the development of society, students need to face more and more external concepts during their growth. Students whose mental growth is not mature are likely to have certain psychological problems in this process. Previous studies of technical innovation in organizations have tended to neglect how power and political processes shape the development of new technologies. Our study of new product development at a successful computer graphics company suggests that corporate ideology and politics often determine the success or failure of new product ideas. Four stages of product development are identified along with the political activities and influence tactics used at each stage.

Building on the co-evolutionary perspective, this study investigates the reciprocal and co-evolving relationship between political ties and green innovation in the presence of institutional and environmental changes. Using panel data for Chinese listed private firms for a sample period that runs from 2013 through 2016, our findings indicate that political ties have an overall positive impact on green innovation. Moreover, political ties and green innovation mutually reinforce each other in less developed regions or heavily polluted areas; however, (...) green innovation discourages the formation of political ties in regions with high levels of institutional development or less environmental pollution. These findings provide novel insights into the co-evolution of and co-alignment between political strategy, green innovation, institutions, and environments in emerging economies. (shrink)

Neodevelopmental patent regimes aim to facilitate local actors’ access to knowledge and also encourage incremental innovations. The case of pharmaceutical patent examination in Brazil illustrates political contradictions between these objectives. Brazil’s patent law includes the Ministry of Health in the examination of pharmaceutical patent applications. Though widely celebrated as a health-oriented policy, the Brazilian experience has become fraught with tensions and subject to decreasing levels of both stability and enforcement. I show how one pillar of the neodevelopmental regime, (...) the array of initiatives to encourage incremental innovations, has fostered the acquisition of innovative capabilities in the Brazilian pharmaceutical sector, and how these new capabilities have altered actors’ policy preferences and thus contributed to the erosion of the coalition in support of the other pillar of the neodevelopmental regime, the health-oriented approach to examining pharmaceutical patents. The analysis of capability-derived preference formation points to an endogenous process of coalitional change. (shrink)

This article contributes to an emerging literature on the “neo” or “entrepreneurial” developmental state that emphasizes the role of innovation policy in promoting the structural transformation of industry. It finds further evidence that supports this approach and advances it by making two unique contributions. First, it highlights an essential yet underappreciated feature of contemporary innovation policy: the state’s capacity to condition public assistance and discipline private firms that do not adhere to government guidelines. These capacities are necessary to guarantee that (...) the benefits of public investment in innovation—the social and economic spillovers—are not appropriated by private actors but shared more broadly within society. Second, it highlights that politics—reflected in the relations between innovation agencies and key social actors—represents an important causal factor in both the formation and subsequent transformation of these institutional capacities. This anthology explores the many and varied connections between pacifism, politics, and feminism. Each topic is often thought about in academic isolation; however, when we consider how they intersect and interact, it opens up new areas for discussion and analysis.

Conventionally, technologies are seen as rigid, immutable; social systems as malleable. Constructivist theories of technology, such as actor network theory, have corrected that view. Technologies are flexible, reinterpretable. Often that flexibility is alleged to explain their success in transforming social systems. This article presents the story of PREOP—a flexible technology that met with an immutable social system and failed to become what was expected of it. The article contrasts two interpretations of the story, an actor network version and a labor (...) process version. Drawing on elements of the labor process version, the author suggests that preexisting networks be brought more into focus in actor network analyses, that the role of conflict in networks be acknowledged, and that flexibility be examined in more detail. Science and technology policy is both faced by unprecedented challenges and itself undergoing seismic shifts. First, policy is increasingly demanding of science that it fixes a set of epochal and global crises. On the other hand, practices of scientific research are changing rapidly regarding geographical dispersion, the institutions and identities of those involved and its forms of knowledge production and circulation. Furthermore, these changes are accelerated by the current upheavals in public funding of research, higher education and technology development in (...) the wake of the economic crisis. The paper outlines an agenda for science & technology policy studies in terms of a research programme of a ‘cultural political economy of research and innovation’ (CPERI). First, the implications of the overlapping crises for science policy analysis are discussed. Secondly, three rough constellations of contemporary approaches to science policy are critically compared, namely: a techno-statist Keynesian governance; a neoliberal marketplace of ideas; and co-productionist enabling of democratic debate. CPERI is then introduced, showing how it builds on the strengths of co-production while also specifically targeting two major weaknesses that are of heightened importance in an age of multiple crises, namely neglect of political economy and the concept of power. Drawing on tournament theory, we argue that when environmental goals are incorporated into the cadre evaluation system, compared to officials who are close to retirement (i.e., retiring officials), non-retiring officials may exert more effort to foster risky green innovation. Based on a sample of publicly traded firms from heavily polluting industries in China between 2008 and 2016, we hypothesize and find that confronted with severe environmental pollution, firms in provinces with non-retiring governors have higher green innovation performance than those in (...) provinces with retiring governors. Moreover, we find that this effect is stronger for firms in provinces whose governors have higher promotion anticipation, for local state-owned enterprises (SOEs), and for politically connected firms. Our study identifies the political incentives of government officials as an important antecedent of corporate green innovation and highlights the value of establishing a “green” cadre evaluation system to promote sustainable development. The governments of China, India, and the United Kingdom are unanimous in their belief that bioinformatics should supply the link between basic life sciences research and its translation into health benefits for the population and the economy. Yet at the same time, as ambitious states vying for position in the future global bioeconomy they differ considerably in the strategies adopted in pursuit of this goal. At the heart of these differences lies the interaction between epistemic change within the scientific community (...) itself and the apparatus of the state. Drawing on desk-based research and thirty-two interviews with scientists and policy makers in the three countries, this article analyzes the politics that shape this interaction. From this analysis emerges an understanding of the variable capacities of different kinds of states and political systems to work with science in harnessing the potential of new epistemic territories in global life sciences innovation. This article seeks to explain how Bergson's philosophy was translated into a genuine political position in the Ottoman-Turkish context. I first overview the impact of Bergson's philosophy on continental politics at the beginning of the twentieth century; I then try to explain how Bergson's philosophical claims acquired definite political connotations; and lastly, I aim to display how political Bergsonism became a border language between republican radicals and conservatives in Turkey in the 1920s. I argue that, at the (...) crossroads of all currents of European modernity, political Bergsonism heralded the birth of a new vision of conservative modernity that molded the underlying values and principles of the transformation of Turkey into a modern society. One of the main contentions of the framework for Responsible Innovation (RI) is that social and ethical aspects have to be addressed by deliberative engagement with stakeholders and the wider public throughout the innovation process. The aim of this article is to reflect on the question to what extent is deliberative engagement suitable for conducting RI in business. We discuss several tensions that arise when this framework is applied in the business context. Further, we analyse the place of deliberative engagement (...) in several theories of business ethics. We conclude that there remains a tension between the ideal of RI and the way in which the competitive market operates. Hence, RI scholars should reflect more critically on changes that are required in the market in order to make RI possible, modify the ideal of deliberative engagement for RI in business, or attempt to strike a balance between these two responses. This book critically reevaluates the political thought of Niccolò Machiavelli, demonstrating the extent to which he can be seen to formulate a unique ethical foundation for democratic practice that is grounded in the creative orientation of all individuals.

This article develops a framework to analyze how political actors adopt social media in systems characterized by clientelism and populism, tracing the consequences and disruptive capabilities of the forms of social media adoption. The framework proceeds in two analytical stages. The first locates actors’ structural positions in the political system (internal/external) and their relationship with the mainstream media (allied/antagonistic). The second builds on pragmatism focusing on iterative problem situations actors face that explain forms of social media adoption. In (...) examining the structural positions and problem-solving stages of Colombian political actors, this article articulates three paths of adoption: habit preservation, internal innovation, and external innovation. Preservationists understand the new technology in old terms, projecting their understandings of old media onto the new one. Internal innovators combine clientelist practices and communication ones, upholding core routines while integrating new ones; they show a potential to reshape the system internally, making viable part of it, but changing the balance of power between existing elites. External innovators develop practices that integrate physical spaces and online communication, displaying a disruptive potential for existing core practices and the political system. In this way, the framework and empirical case link and develop the literatures on clientelism and political communication. (shrink)

This article investigates the efficacy of a form of electoral innovation unique to the island-state of Singapore, the Nominated Member of Parliament scheme, and its impact on democratic governance, in light of the changing political landscape. A comparative perspective will be employed and broader conclusions on electoral engineering will be reached, especially for democratizing countries. Contrary to conventional scholarly wisdom, I argue that the NMP scheme can actually boost democratic representation in the country, considering the changing political landscape (...) in the state previously dominated by a hegemonic party. This is via two ways: firstly, NMPs could better represent the voices of the people at the margins of society and, secondly, they could be better positioned to raise issues that are deemed too to be raised by opposition parties. Building on literature in political CSR and corporate political activity (CPA) as well as responsible innovation and responsible lobbying, we introduce a framework to assess the legitimacy status of corporate political activity. We focus on the fact that companies frequently face sharp regulatory backlash after penetrating markets with their innovations. In response to regulatory backlash, big tech companies often employ an arsenal of corporate political activities to (re-)shape national and local regulatory environments, which raises the (...) important questions about the legitimacy of CPA tactics that we address. This paper proposes a political concept of Responsible Innovation (RI). As a first step, we diagnose the RI discourse with a conceptual ambiguity, struggling to accommodate both private and public interests. To address this ambiguity, we distinguish between weak RI, which seeks to govern a techno-economic concept of innovation; and strong RI, which seeks to conceive a political concept of innovation beyond techno-economic ideology and practice. Secondly, we consult The Human Condition, in which Hannah Arendt articulates a threefold (...) distinction between the activities of labor, work, and action. Although Arendt does not explicitly address the topic of innovation, her equation of politics with the human capacity to “begin the unexpected” inspires a political concept of RI which fundamentally empowers the public sphere and drives radical novelty. Finally, we account for how this political concept of RI can be operationalized, advocating for its integration at both substantive and procedural level. (shrink)

Are female CEOs greener? Few studies have explicitly scrutinised the roles of female CEOs and their political embeddedness in green innovation. In the present work, the influence of female CEOs on green innovation is first examined. Then, the effect of politically embedded female CEOs on green innovation is explored by differentiating female CEOs as those who are and who are not politically embedded, respectively. Furthermore, the moderating effects of external environmental factors on this relationship, namely market competition and market (...) development, are investigated. Using data on China's publicly operated firms from 2008 to 2017, the findings suggest the following: (1) female CEOs negatively affect green innovation; (2) politically embedded female CEOs positively affect green innovation; (3) the positive influence of politically embedded female CEOs on green innovation is strengthened when firms are situated in less competitive industries and more developed markets. To contribute to contemporary debates about the human self, historical constitutedness and capacity for critical agency, I turn to Niccolo Machiavelli's account of human virtuosity. There I retrieve a vision of political action that centres on a critically conscious intelligence or 'I' engaged in the continual fracturing and manipulation of identity. Machiavelli shows this critical intelligence to be something developed by way of a mental standpoint I call critical in-betweenness -- a disposition that imperfectly enables positive political innovation. To account for what proves to be a non-modernist Machiavellian view of a multiplicitous and capacious self, I turn to one of Machiavelli's ancient influences, Cicero, and his theory of four personae. I then further illuminate such virtuoso capacities for political innovation by way of a case study, Elizabeth Tudor of England. Finally, I briefly link this discussion to late/post-modern political and social theory, and to issues of democratic citizenship and education. (shrink)

This study aims to analyze the integrated construction and application of ideological and political education and innovation and entrepreneurship education in colleges based on the positive psychological quality of entrepreneurship. 549 college students are selected for a questionnaire survey. The correlations between entrepreneurial psychological quality of college students, IEE in colleges, IPE, and entrepreneurial self-efficacy are analyzed with the Spearman correlation and linear regression. The hierarchical regression analysis is used to analyze the intermediary role of entrepreneurial self-efficacy in IEE, (...) IPE in colleges, and entrepreneurial psychological quality of college students. The results show that the entrepreneurial psychological quality of college students is significantly different in gender, family location, and grade level ; the main channels of IPE and daily IPE have significant positive effects on the positive entrepreneurship psychological quality, and have extremely significant positive effects on the entrepreneurial self-efficacy ; innovation and entrepreneurship course, innovation and entrepreneurship practices, innovation and entrepreneurship environment, and total score of IEE have significant positive correlations with positive entrepreneurship psychological quality and entrepreneurial self-efficacy of college students ; and the intermediary effect of entrepreneurial self-efficacy accounts for 33.49% on the IPE and entrepreneurial psychological quality, and 41.85% on IEE and entrepreneurial psychological quality. In short, IPE and IEE can effectively improve the positive psychological quality and self-efficacy of college students, and the joint construction of the two can have a more significant effect. PurposeThe paper aims to explore future and emerging information and communication technologies. It gives a general overview of the social consequences and ethical issues arising from technologies that can currently be reasonably expected. This overview is used to present recommendations and integrate these in a framework of responsible innovation.Design/methodology/approachThe identification of emerging ICTs and their ethical consequences is based on the review and analysis if several different bodies of literature. The individual features of the ICTs and the ethical issues identified (...) this way are then aggregated and analysed.FindingsThe paper outlines the 11 ICTs identified. Some of the shared features that are likely to have social relevance include an increase in natural interaction, the invisibility of technology, direct links between humans and technology, detailed models and data of humans and an increasing autonomy of technology that may lead to power over the user. Ethical issues include several current topics such as privacy, data protection, intellectual property and digital divides. New problems may include changes to the way humans are perceived and the role of humans and technology in society. This includes changing power structures and different ways of treating humans.Research limitations/implicationsThe paper presents a piece of foresight research which cannot claim exact knowledge of the future. However, by developing a detailed understanding of possible futures it provides an important basis for current decisions relating to future technology development and governance.Practical implicationsThe paper spells out a range of recommendations for both policy makers and researchers/industry. These refer to the framework within which technology is developed and how such a framework could be designed to allow the development of ethical reflexivity.Social implicationsThe work described here is likely to influence EU policy on ICT research and technology research and innovation more broadly. This may have implications for the type of technologies funded and broad implications for the social use of emerging technologies.Originality/valueThe paper presents a novel and important broad view of the future of ICTs that is required in order to inform current policy decisions. To date, much of the work on Responsible Innovation (RI) has focused on the ‘responsible’ part of RI. This has left the ‘innovation’ part in need of conceptual innovation of its own. If such conceptual innovation is to contribute to a coherent conception of RI, however, it is crucial to better understand the relation between responsibility and innovation first. This paper elucidates this relation by locating responsibility and innovation within Emmanuel Levinas’ phenomenology. It structures his work into three ‘stages’, each (...) described in terms of their leading experience and objectivation regime. This analysis identifies a need for constant innovation of political and technological systems, originating from and motivated by our responsibility to others. It also shows the relation between responsibility and innovation to be threefold: foundational, ethical and structural. These insights could help RI to avoid some pitfalls of ‘regular’ innovation, and provide moral grounding for important aspects of RI. (shrink)

New life sciences innovation offers the possibility of new conceptions of human nature with significant impact on liberal theories of justice. So far, nature as such has been thought to be something given and beyond human control. Thus, to define something as natural has meant the same thing as to relegate it to the realm of fortune or misfortune, rather than justice or injustice. However, the successful decoding of the human genome and subsequent advances in genomics-based technologies begins to change (...) this conception to a new one: nature can be something dynamic and within human control. Therefore, genomics-based technologies can make possible the just distribution of natural goods (rationality, intelligence, etc). Can liberal political theories successfully deal with this new possibility of justice? This paper addresses the question by briefly assessing Rawls' egalitarianism, Nozick's libertarianism and Sen's capability theory of justice. It is argued that these theories fail to address the new possibility of justice made feasible by life sciences innovation. On the one hand, libertarianism is insensitive to natural inequalities. On the other hand, egalitarianism and the capability theory of justice are limited to compensating for natural inequalities and avoid ensuring just distribution of natural goods. Contemporary liberal theories are not dynamic enough to deal with distributive justice in the 21st century. (shrink)

In this paper I seek to establish that a widely held criticism of postmodern Marxism – that it is morally relativist and does not offer a basis for a systematic analysis of capitalism – is not warranted. I provide a systematic review of the postmodern Marxist literature in three distinct areas – value theory, class analysis of the household and state, and class justice – and I draw on these contributions to show that postmodern Marxism offers new insights into problems (...) of concern to Marxian theorists. I argue, further, that it provides the normative grounds for a class politics that is open to new alliances and new strategies for engaging in class struggle. (shrink)

Adam Smith’s is often falsely portrayed as having argued that radical selfishness is a force for the good and that this “invisible hand’ is his market mechanism. This paper argues that Smith’s real market mechanism, the sympathy manoeuvre, is a viable alternative to Schumpeterian and mainstream models of innovation in economics and also could help build a firmer theoretical basis for other approaches such as Responsible Innovation. To Smith all human activity was social and must be understood and explained in (...) terms of the sentiments involved. Discovery, for instance, is driven by three sentiments (wonder, surprise, admiration), economic activities by sympathetic imagination, the need for exchange, the need to better one’s position in life, and the need for gratitude. Through sympathetic imagination, his famous model of the impartial spectator, Smith elegantly connects the individual and society. Smith’s innovation process is thus an exercise in social construction and not a destructive process based on radical selfishness. The paper argues that this social innovation process is a viable alternative to the extant approaches that are essentially asocial and amoral (economism) or ideologically normative (Responsible Innovation). The innovation systems approach has swiftly spread out worldwide in the last three decades and stood as an important framework for policy-making in the fields of science, technology, and innovation. At the same time, there have been serious and untreated concerns in the literature about the theoretical soundness of this approach. Our discussion in this paper is based on the belief that a detailed analysis on epistemological foundations of the approach could shed a judgmental light on the aforementioned concerns. To (...) provide that analysis, we reconstructed and studied the nature and evolution of innovation systems approach as a case of conceptual revolution against the more established traditions in economics of innovation. Our analyses show that the rise of the systemic view of innovation include radical changes in conceptual structures pertaining to orthodox view of innovation. These developments also go so far as to include significant shifts in epistemological foundations of the old paradigm. These later shifts provide us with an epistemological base from which we can shelter the innovation systems approach from the hard criticisms rooted in a quasi-positivist point of view. That epistemological base also shows the path for the future development of the approach towards more robustness and precision. (shrink)

Much in Responsible Research and Innovation (RRI) is part of a participatory turn within the Technology Assessment (TA) and Science and Technology Studies (STS) community. This has an influence also on the evaluation of Climate Engineering (CE) options, as it will be shown by reference to the SPICE project. The SPICE example and the call for democratisation of science and innovation raise some interesting concerns for the normative evaluation of CE options that will be addressed in the paper. It is (...) by far not clear, or so it will be argued, how much of the innovation process of CE technologies should be put in the hands of social actors and the wider public. This is due not only to special features about CE technologies but also to some more principle concerns against some features of participatory RRI approaches. Still, this does by no way mean that ethical and societal issues in the context of CE technologies should be ignored. Rather, the paper will argue that one can take a step back to expert TA linked to the evolution of approaches of ethical impact analysis in this area. This does not only lead to reconsider the emphasis on participation and democratisation of research and innovation, but also opens up for an alternative evaluative framework for CE technologies developed in the last part of the paper. Reviewing the literature on political participation and civic engagement, the article offers a critical examination of different conceptual frameworks. Drawing on previous definitions and operationalisations, a new typology for political participation and civic engagement is developed, highlighting the multidimensionality of both concepts. In particular, it makes a clear distinction between manifest “political participation” (including formal political behaviour as well as protest or extra-parliamentary political action) and less direct or “latent” forms of participation, conceptualized here as (...) “civic engagement” and “social involvement”. The article argues that the notion of “latent” forms of participation is crucial to understand new forms of political behaviour and the prospects for political participation in different countries. Due to these innovations it contributes to a much-needed theoretical development within the literature on political participation and citizen engagement. (shrink)

The concept of innovation has entered a turbulent age. On the one hand, it is uncritically understood as ‘technological innovation’ and ‘commercialized innovation.’ On the other hand, ongoing research under the heading responsible research and innovation suggests that current global issues require innovation to go beyond its usual intent of generating commercial value. However, little thought goes into what innovation means conceptually. Although there is a focus on enabling outcomes of innovation processes to become more responsible and desirable, the technological (...) and commercial nature of these processes is rarely questioned. For these reasons, this paper poses the following research question: what concept of innovation is implicitly taken up by the RRI discourse and what implications does this concept have for the societal purpose of RRI? As a first step, we analyze the extent to which the concept of innovation in the RRI literature is uncritically presupposed to be technological. Subsequently, we examine the diverse meanings innovation has had over time and argue that while innovation originally had a political connotation it is only recently restricted to the meaning of technological innovation. We go on to show that even though the concept of technological innovation can contribute to the societal purpose of RRI, this requires certain conditions that are difficult to guarantee. Consequentially, we argue that future research should explore alternative understandings of innovation that better enable the overall feasibility of the emerging frameworks of RRI. (shrink)
