Le présent article porte sur les débats relatifs à la Forme que doit prendre l'appareil de collecte de données statistiques pour faire face aux transformations que connaissent les sociétés occidentales depuis le début du XIXe siècle. C'est au moment de la mise sur pied, en 1832, du Bureau statistique du Board of Trade britannique que sont avancés pour la première fois les arguments en faveur de la coordination, de la centralisation ou de la décentralisation en matière statistique. Jusqu'en 1945, ce (...) débat sera un des mieux alimentés, le décollage des économies, les guerres mondiales, la crise des années trente offrant aux protagonistes l'occasion de s'interroger sur la forme que doit prendre le système de collecte et d'analyse des données statistiques. La perspective que nous adopterons ici se distingue par sa double amplitude: ainsi, ne nous limitant pas aux grands systèmes statistiques, ceux de GrandeBretagne, de France et des États-Unis, nous croiserons les fils des histoires nationales de la plupart des pays occidentaux; de plus, ne nous en tenant pas à la période où naissent la plupart des bureaux statistiques, soit le XIXe siècle, nous embrasserons l'ensemble de la période s'étendant de 1800 à 1945. The article reconstructs the diffusion of the ideas of the Scottish philosophical school (Reid, Smith, Stewart) in France in the early nineteenth century and the role played by the Geneva philosopher Pierre Prevost. Prevost emphasizes the originality of the Scottish school compared with the French and German school in his writing “Reflections after my translation of the posthumous works of Adam Smith” of 1797. From at least 1792 already Prevost had begun a correspondence with Dugald Stewart, which lasted until (...) the death of the latter in 1828. About twenty letters of Stewart to Prevost are preserved in Geneva. Through the mediation of Prevost the Scottish Enlighteners influenced the development of French philosophy from Ideology towards Eclecticism (Degérando, Pictet, Royer-Collard, Cousin). (shrink)

The article is about a course of dialectic in Latin language that Pierre Prevost (1751-1839) had prepared for the use of the students of the Académie de Genève. This document testifies to the reception of the Scottish philosophy, especially of Reid, by Prevost. On the model of the Logique de Port-Royal the course is articulated in a part on the art of exposing truths already reached (the dialectic properly speaking: ideas, judgements, reasoning) and in a part on the discovery (...) of new truths (the logic: truth, error and method). It is especially in this second part, under the rubrics of truth and error, that Reid’s influence is to be found: the criterion of truth is common sense, which bases certainty and recognizes the evidence; errors stem from the limits of common sense. Summary The correspondence in this issue of History of European Ideas has not previously been published. It is the surviving part of the epistolary exchange between Dugald Stewart and the Genevan professor and man of letters Pierre Prevost (1751?1839) from the 1790s to the 1820s. To this are added several closely connected letters to and from their associates. This correspondence is striking evidence of the republic of letters continuing to flourish in the aftermath of the French Revolution, illustrating the (...) transmission of works, the role of go-betweens, the provision of letters of introduction and the formation of intellectual and personal alliances. Not least, the letters tell us much about the ideas of those involved, and about the formation, development, and relation of these ideas to published works. This is particularly significant for Stewart, most of whose letters and papers are lost. (shrink)

The letters published here belong to the ‘Fonds Pierre Prevost’ held by the Library of Geneva. Our presentation of the letters is modelled on that of the published correspondences of Adam Smith and Thomas Reid. Our aim in transcribing the letters that follow has been to establish a clean and reliable text with minimal editorial intervention. We have made no attempt to normalise the spellings, capitalisation, and apparently aberrant usage found in the letters or to modernise the punctuation, and (...) we have not expanded the contractions that occur in the original texts. However, Prevost’s contractions in Letters 13 and 15 are likely to provide major problems for most readers, and we have therefore added an appendix in which these contractions have been written out. Ecrite dans une langue résolument contemporaine, elle rend des couleurs aux mots de la Bible et cherche à honorer les différents styles qui y sont représentés. On regrette cependant que les droits de l'intertextualité biblique y soient souvent méconnus et que la traduction des synoptiques soit si disparate. Israel claims that Christian ‘controversialists’ endeavoured first to obscure or efface Spinozism, materialism, and non-authoritarian free thought, and then, in the early eighteenth century, to fight these openly, and desperately. Israel appears to have adopted the view of enlightenment as a battle against what Voltaire has called ‘l’infâme’, and David Hume has labelled ‘stupidity, Christianity, and ignorance’. These authors’ barbs were launched later in the century, however, in the period of the high Enlightenment, following polarizing controversies of mid-century. (...) This chapter argues that many Enlightenment figures, including Hume and Voltaire, were far more involved within a culture in the second quarter of the century that was less divided against Christian interlocutors, less rigid, and more complex than these two wished to suggest, in retrospect, after mid-century. A Christian literary and scientific circle was productive and prominent in French Enlightenment culture, particularly in the personages of François Prévost, Pierre Desfontaines, Samuel Formey and Noël Pluche, and in the pages of ubiquitous journals and occasional publications. Many of the Catholics among these lumières held the education and retained the status of ‘abbé’, a title with prophylactic properties that legitimated expansive inquiry – into topics such as libertinism and atheism – and facilitated in-print exchanges with Voltaire and other less orthodox figures. This wing of the Enlightenment developed a culture that reflected, and sometimes promoted, Christian theology – especially in the tradition of natural theology – and displayed broadly Christian and politically conservative values. The latter aspect served in part to motivate concerted efforts toward their marginalization by others, but the French Enlightenment of the eighteenth century’s second quarter was actually very mixed, and not so very radical; rather, it became polarized at mid-century, and in retrospect, the Christians of this wing were written out of the history by the likes of Voltaire and Hume. In this 1999 book Pierre Keller examines the distinctive contributions, and the respective limitations, of Husserl's and Heidegger's approach to fundamental elements of human experience. He shows how their accounts of time, meaning, and personal identity are embedded in important alternative conceptions of how experience may be significant for us, and discusses both how these conceptions are related to each other and how they fit into a wider philosophical context. His sophisticated and accessible account of the phenomenological philosophy of (...) Husserl and the existential phenomenology of Heidegger will be of wide interest to students and specialists in these areas, while analytic philosophers of mind will be interested by the detailed parallels which he draws with a number of concerns of the analytic philosophical tradition. The welfare state has come under severe pressure internationally, partly for the well-known reasons of slowing economic growth and declining confidence in the public sector. According to the influential social theorist Pierre Rosanvallon, however, there is also a deeper and less familiar reason for the crisis of the welfare state. He shows here that a fundamental practical and philosophical justification for traditional welfare policies--that all citizens share equal risks--has been undermined by social and intellectual change. If we wish to (...) achieve the goals of social solidarity and civic equality for which the welfare state was founded, Rosanvallon argues, we must radically rethink social programs. Rosanvallon begins by tracing the history of the welfare state and its founding premise that risks, especially the risks of illness and unemployment, are equally distributed and unpredictable. He shows that this idea has become untenable because of economic diversification and advances in statistical and risk analysis. It is truer than ever before--and far more susceptible to analysis--that some individuals will face much greater risks than others because of their jobs and lifestyle choices. Rosanvallon argues that social policies must be more narrowly targeted. And he draws on evidence from around the world, in particular France and the United States, to show that such programs as unemployment insurance and workfare could better reflect individual needs by, for example, making more explicit use of contracts between the providers and receivers of benefits. His arguments have broad implications for welfare programs everywhere and for our understanding of citizenship in modern democracies and economies. Intentionality is the power of minds to be about, to represent, or to stand for, things, properties and states of affairs. The puzzles of intentionality lie at the interface between the philosophy of mind and the philosophy of language. The word itself, which is of medieval Scholastic origin, was rehabilitated by the philosopher Franz Brentano towards the end of the nineteenth century. ‘Intentionality’ is a philosopher's word. The tuning-fork model of human social cognition, based on the discovery of mirror neurons (MNs) in the ventral premotor cortex of monkeys, involves the four following assumptions: (1) mirroring processes are processes of resonance or simulation. (2) They can be motor or non-motor. (3) Processes of motor mirroring (or action-mirroring), exemplified by the activity of MNs, constitute instances of third-person mindreading, whereby an observer represents the agent's intention. (4) Non-motor mirroring processes enable humans to represent others' emotions. After questioning all (...) four assumptions, I point out that MNs in an observer's brain could not synchronically resonate with MNs in an agent's brain unless they discharged in a single brain in two distinct tasks at different times. Finally, I sketch a conceptualist alternative to the resonance model according to which a brain mechanism active in both the execution and the perception of e.g., the act of grasping is the neural basis of the concept of e.g., grasping. Some of a person's mental states have the power to represent real and imagined states of affairs: they have semantic properties. What Minds Can Do has two goals: to find a naturalistic or non-semantic basis for the representational powers of a person's mind, and to show that these semantic properties are involved in the causal explanation of the person's behaviour. In the process, this 1997 book addresses issues that are central to much contemporary philosophical debate. Duhem's 1908 essay questions the relation between physical theory and metaphysics and, more specifically, between astronomy and physics–an issue still of importance today. He critiques the answers given by Greek thought, Arabic science, medieval Christian scholasticism, and, finally, the astronomers of the Renaissance.

This article aims to present a brief historical overview of interpretative theories and methods relevant to those books that are included in either the Protestant Apocrypha or the Catholic Deuterocanonical in the LXX (Septuagint) for the period 1891–2020. The aim of the article is not to give a complete description of all research on apocryphal/deuterocanonical books. The author’s journey with the relevant literature commenced in 2006, when he was appointed as one of the translators of apocryphal texts for a new (...) edition of the new Afrikaans Bible (2020). Initially, he felt trapped as if in a maze. However, as his research progressed and as he met and talked to LXX experts at that stage, the road began to seem less of an obstacle and more like a challenge. One of the important aspects that he discovered was that not every text in the LXX has a so-called Hebrew Vorlage. Although the author describes different approaches used to interpret LXX material, for example historical-grammatical methods, his focus is on South African LXX research that has made a unique contribution to the previous and existing research, especially by the researchers of the North-West University. Contribution: The article briefly discusses several researchers who have made unique contributions to the LXX apocryphal/deuterocanonical research during the last decade. These scholars utilised different methods to interpret the LXX texts – methods that were not previously employed regularly if at all, for example narratology and narrative theory, cognitive linguistics, cultural anthropology, semiotic theory, rhetorical theory and performance theory. Alva Noë’s version of the enactive conception in _Action in Perception_ is an important contribution to the study of visual perception. First, I argue, however, that it is unclear (at best) whether, as the enactivists claim, work on change blindness supports the denial of the existence of detailed visual representations. Second, I elaborate on what Noë calls the ‘puzzle of perceptual presence’. Thirdly, I question the enactivist account of perceptual constancy. Finally, I draw attention to the tensions between enactivism and (...) two trends in cognitive neuroscience: the two-visual systems model of human vision and the theory of internal forward models of action. This paper assesses the scope and limits of a widely influential model of goal-ascription by human infants: the shared-intentionality model. It derives much of its appeal from its ability to integrate behavioral evidence from developmental psychology with cognitive neuroscientific evidence about the role of mirror neuron activity in non-human primates. The central question raised by this model is whether sharing a goal with an agent is necessary and sufficient for ascribing it to that agent. I argue that advocates of the (...) shared-intentionality model underestimate both the distinction between the target and the goal of a goal-directed action and the gap between sharing and ascribing a goal. This article poses the question of the social and intellectual conditions for genuine social scientific internationalism, through an analysis of the worldwide spread of a new global vulgate resulting from the false and uncontrolled universalization of the folk concepts and preoccupations of American society and academe. The terms, themes and tropes of this new planetary doxa - `multiculturalism', `globalization', `liberals versus communitarians', `underclass', racial `minority' and identity, etc. - tend to project and impose on all societies American concerns and viewpoints, (...) thereby transfigured into tools of analysis and yardsticks of policy fit to naturalize the peculiar historical experience of one peculiar society, tacitly instituted as a model for humanity. The article suggests how the logic of the international circulation of ideas, the transformations of the academic field, the strategies of foundations and publishers, and of local collaborators in global conceptual `import-export' converge to foster a particularly powerful and pernicious form of cultural imperialism of which academics are at once perpetrators and victims. The main objective of this article is to capitalise on many years of research, and of practice, relating to the use of introspection in a research context, and thus to provide an initial outline description of introspection, while developing an introspection of introspection. After a description of the context of this research, I define the institutional conditions which would enable the renewal of introspection as a research methodology. Then I describe three aspects of introspective practice: 1) introspection as a process (...) of becoming aware, theorized through Husserl's model of consciousness modes; 2) introspection as recollection, through the model of retention and awakening in Husserl's theory of memory; 3) the use of universal descriptive categories for the description of all lived experiences, as a guide for skilled practice of introspection in research. Finally I examine the question of the validation of introspective data, suggesting a strong distinction between the ethical criterion and the epistemic criterion of truth. (shrink)

Mirror neurons fire both when a primate executes a transitive action directed toward a target (e.g., grasping) and when he observes the same action performed by another. According to the prevalent interpretation, action-mirroring is a process of interpersonal neural similarity whereby an observer maps the agent's perceived movements onto her own motor repertoire. Furthermore, ever since Gallese and Goldman's (1998) influential paper, action-mirroring has been linked to third-person mindreading on the grounds that it enables an observer to represent the agent's (...) intention. In this paper, I criticize the prevalent interpretation on two grounds. First, action-mirroring could not result in interpersonal neural similarity unless there was a single mechanism active at different times in a single brain during the execution and the perception of acts of grasping. Second, such a neural mechanism is better conceived as underlying the possession of the concept of grasping than as a basis for mindreading. (shrink)

With its sixteen years, experience of pluralism, the FDF appears to represent a new type of political party in Belgian politics. Owing to the multiplicity of its origins the federalist party of Brussels was obliged in an initial stage to reconcile manifold philosophical, ideological and political tendencies; in later years it has succeeding in giving an even more concrete contents to this pluralism. lt now consciously tends to make this pluralism a political advantage in its competition with the traditional parties. The participation of the Rassemblement Wallon in the Belgian government, from June 1974 to March 1977, pointed to great incoherence. Bebind the many incidents characterizing this experience, a ma;or change seems to have taken place within this party as well as in Belgian politics. Isolated in the government coalition, the RW was sub;ect to growing internal tensions, which resulted in the outline of contradictory strategies. The failure of its openings towards the right caused a rift in the party, thus necessitating (...) alternate alliances with «the left», through a rapprochement towards the PSB and the FDF.This evolution highly contributed to the signing of an agreement between the three regions and to the onset of Belgium towards federalism. I pursue here three related aims. First, I criticise some of the metaphysical claims made on behalf of the so-called `enactive' approach to visual experience. Secondly, I explain why the enactive view of visual experience is hard to square with the evidence in favour of the two-visual-systems model of human vision. Finally, I explore one possible way to develop the `pre-emptive perception' framework and explain why, contrary to first appearances, some of the fundamental discoveries of brain mechanisms, whose function might (...) be to underlie pre-emptive perception, do not really support the enactive approach to visual experience. Un aphorisme hante la philosophie occidentale. celui d'Héraclite, qui veut que " la Nature aime à se voiler ". Près de vingt-cinq siècles durant, ces quelques petits mots ont successivement signifié: que tout ce qui naît tend à mourir; que la Nature s'enveloppe dans des formes sensibles et dans des mythes; qu'elle cache en elle des vertus occultes ; mais également que l'Etre est originellement dans un état de contraction et de non-déploiement ; ou bien encore qu'il se dévoile en (...) se voilant. Ainsi cet aphorisme aura-t-il servi à expliquer les difficultés de la science de la nature, à justifier l'exégèse allégorique des textes bibliques ou à défendre le paganisme, à critiquer la violence faite à la nature par la technique et la mécanisation du monde, à expliquer enfin l'angoisse qu'inspire à l'homme moderne son être-au-monde. La même formule, illustrée par l'image du voile d'Isis et déployée par Pierre Hadot dans l'histoire de l'Occident, aura justifié, par suite de contresens créateurs, l'attitude prométhéenne - l'homme doit se rendre maître et possesseur de la Nature - comme l'attitude orphique - nul ne peut soulever le voile des mystères de la Nature, sinon le poète et l'artiste. Elle n'aura jamais cessé de tracer des perspectives nouvelles sur la réalité et de révéler les attitudes les plus diverses à l'égard de la Nature. Par là, elle confirme le propos de Nietzsche : " Une bonne sentence est trop dure à la dent du temps et tous les millénaires n'arrivent pas à la consommer, bien qu'elle serve à tout moment de nourriture. In our critical review of Doing without Concepts, we argue that although the heterogeneity hypothesis (according to which exemplars, prototypes and theories are natural kinds that should replace ‘concept’) may end fruitless debates in the psychology of concepts, Edouard Machery did not anticipate one consequence of his suggestion: Definitions now acquire a new status as another one of the bodies of information replacing ‘concept’. In order to support our hypothesis, we invoke dual-process models to suggest that prototypes, exemplars and theories (...) are ‘Type 1’ concepts (automatic, implicit) and definitions ‘Type 2’ concepts (controlled, explicit). In the context of this argument, we suggest that one must better distinguish between Type 1 theories (e.g., Bayesian causal nets) and Type 2 theories (e.g., scientific) that explicitly control definitions.
