This article focuses on a specific political ethos of current developed societies, on what we call ‘self-service democracy’. The ethos essentially springs from the technologies, policies, structures and ideas promoting the ‘individualization trend’ in the provision of services as opposed to the allegedly passivizing system of the classical welfare state of the 1970s and the early 1980s. We review the conceptual history of self-service, its current core features, and the forms it has assumed in the political regimes of post-war Western (...) societies. The focus has moved from the services provided by the state to the activities and responsibility of individual citizens and organizations. Consumerist citizenship and personal responsibility, with the assistance of new information technologies, can open up novel channels for interaction and participation, but at the risk of rendering common political concerns into individual matters. The article investigates the political implications of this new emphasis on individualized, self-service-centred governance processes for democracy, and democratic participation and representation in particular. In recent years, scholars in the social sciences and humanities have turned their attention to how the rise of digital technologies is reshaping political life in contemporary society. Here, we analyze this issue by distinguishing between two classification technologies typical of pre-digital and digital eras that differently constitute the relationship between individuals and groups. In class-based systems, characteristic of the pre-digital era, one’s status as an individual is gained through membership in a group in which salient social identities are shared (...) in common with other group members. In attribute-based systems, characteristic of the digital era, one’s status as an individual is determined by virtue of possession of a set of attributes that need not be shared with others. We argue that differences between these two types of classification technologies have important implications for how persons attach (or fail to attach) to groups, and therefore what kinds of political mobilization are possible. We illustrate this argument by examining contention over the use of gender as a variable in the pricing of risk in insurance and credit – two markets in which individuals directly encounter class-based and attribute-based systems of classification, respectively. This article discusses the role of individual rights in the production of active citizenship. In recent years, the notion of ‘active citizenship’ has become an object of research in both political and social science. Studies that draw on the Foucaultian governmentality tradition have been particularly interested in various societal discourses and practices through which active citizenship is being produced. However, the role of law and rights has been neglected or even rejected in these studies. The aim of this article is (...) thus to show that certain procedural rights, the right to participate in particular, constitute an important legal technology in the production of active citizenship. The analysis is based on the recent developments in Finnish social and health care law. It will also be argued that despite the apparently convergent subject-matter, Jürgen Habermas’s normative theory of the ‘procedural paradigm of law’ does not offer a meaningful framework in which to address the relationship between active citizenship and procedural rights since it is based on an overly narrow conception of subjectivity. I focus on the writings of a group of French thinkers called the solidarists who advocated “liberty organized for everyone.” Mutualism and social right were two components of the solidarist strategy for limiting domination in commercial/industrial society. While the doctrine (...) of mutualism was rooted in pre-industrial artisan culture, social right was a novel idea that built on Durkheim’s analysis of the division of labour. In this article, I describe the main features of the solidarist account: solidarity, social property, quasi-contractual debt, and restorative justice. Classical republicanism was deeply concerned with citizen participation and the balance between popular and elite power, but 19th-century radical republicans thought that these goals must be approached differently in market societies in which enormous power is exercised outside the state. The solidarists cautiously embraced the state as a mechanism for regulating the market in order to ensure equal liberty. Social right and mutualism were also conceived as ways of limiting the centralization of state power. (shrink)

In this essay I introduce Pierre Rosanvallon’s recent turn toward relational egalitarianism. Rosanvallon has come to find in relational equality the best remedy for liberal democracy’s crisis and thereby joins a number of egalitarian thinkers who prioritize social and political relations over material distribution in their accounts of equality. Rosanvallon stands out for his historic-genealogical engagement with equality. Unlike other egalitarians, Rosanvallon is also a theorist of democratic legitimacy and governance, which invites a broader contextualization of his egalitarianism. My aim (...) in this essay is to provide such contextualization and to further discuss how elements of earlier works prepared a turn to relational equality bound up with increasingly global political theorizing. Inspired by Tocqueville and Marx, Rosanvallon regards democratic socialism as the normatively preferable regime type for relational equality. As I try to show, his political ambitions for democratic socialism run into a number of problems, mainly due to a schizophrenic relationship to the notion of class and his remarks on the relationship between democracy and capitalism. A prominent feature of the ongoing politics of welfare state restructuring is the development of workfare policies, defined as the attachment of a work condition to entitlement to basic income support. Workfare rejects unconditional rights of social citizenship, which formed the basis of social democratic political reforms and advocacy throughout the twentieth century. Nevertheless, workfare has received notable theoretical justification from egalitarian political theorists. This paper addresses four egalitarian arguments for workfare: the arguments from recipient self-respect, rational paternalism, fair reciprocity, (...) and equal opportunity for active citizenship. It attempts to demonstrate the tensions between each and egalitarian justification, and it is argued that none of the arguments successfully ground workfare policies in an egalitarian framework.
