In Latin America there are two models of constitutions - the liberal and the most stable Constitution of the Argentine Nation, drafted in 1853, (which was discussed in our previous article) and one of the most radical, comprehensive and unstable – the Constitution of the United Mexican States of 1917. Although both of them were constructed under the model of the US constitution with the influence of Spanish and French constitutionalism and local national traditions, the Argentine (...) constitutionalism has developed on the grounds of the American legal system, as the Mexican one still could not break with the civil law tradition. Sanchez and Sanchez have selected, edited, translated, and introduced some of the most influential texts in Mexican philosophy, which constitute a unique and robust tradition that will challenge and complicate traditional conceptions of philosophy. The texts collected here are organized chronologically and represent a period of Mexican thought and culture that emerged from the Mexican Revolution of 1910 and which culminated in la filosofia de lo mexicano (the philosophy of Mexicanness). Though the selections reflect on a variety (...) of philosophical questions, collectively they represent a growing tendency to take seriously the question of Mexican national identity as a philosophical question--especially given the complexities of Mexico's indigenous and European ancestries, a history of colonialism, and a growing dependency on foreign money and culture. More than an attempt to describe the national character, however, the texts gathered here represent an optimistic period in Mexican philosophy that aimed to affirm Mexican culture and philosophy as a valuable, if not urgent, contribution to universal culture. In March 2021, the Mexican Constitution was amended to transition to a system of precedents. This amendment mandates that the “reasons” of Supreme Court rulings will be binding on the lower courts. However, the reform is rooted in a long-standing practice of ‘Tesis’, i.e., abstract statements that the Court itself identifies when deciding a case. Moreover, there is no consensus as to what these reasons are and why they should be binding. The aim of this article is to (...) identify the possible conceptions of reasons to explore the Court’s different judge-made law roles. Different common law conceptions of the ratio decidendi are used as “mirrors” to identify four models of judicial lawmaking in Mexican practice, namely: judicial legislation, implicit rules, moral-political justifications and social categories. It is regrettable that of all the wealth of available philosophical materials from the Spanish American area, publishers select for translation and diffusion in the U.S. only works of specialized interest. The change of the title of this book from the original Spanish one: Studies in the History of Mexican Philosophy, into the English Major Trends in Mexican Philosophy, is unjustified. This group of studies, which was given untranslated to the participants in the XIII International Congress of Philosophy (...) at Mexico City, constitutes a basic sample, by no means exhaustive, of what could be a collection of erudite sources for the study of Mexican philosophy. Because of the makeshift nature of a work thus conceived, the reader should not expect the periodization of historical trends to be adequate; it only reflects the specialized areas of the contributors. The study of pre-Colombian thought makes no use of modern methods of symbol interpretation and the parallel between thought structures and type of civilization. Also, research about post-scholastic logic, so intimately related to present logical work, is not reported. The best study deals with ideological trends of the independence period, and is a perfect illustration of the fecundity of historical states of collective puzzlement. The aim of this research was to explore the elements that configure the quality of care among three Mexican same-sex planned families: two female-parented families (through donor insemination) and a male-parented one (through adoption). The first family consisted of two mothers and a 3-year-old daughter; the second one had two mothers and a 1.5-year-old set of boy twins and the third family consisted of two fathers and a 2-year-old girl. It was assumed that Ainsworth’s notions of quality of care (...) organization are useful in order to understand caregiver-child attachment relationships, regardless of the parents’ sexual orientation. A collective case study was selected due to the fact that these families shared their “unconventionality” (i.e. parents were not heterosexual) and the fact that they were planned, but each one constituted a particular case with a unique configuration. Four trained independent observers used the q-sort methodology (Maternal Behavior Q-Sort and Attachment Q-Sort) to describe parents’ and children’s behavior, respectively. The findings showed that parents were highly sensitive and all children used them as a secure base. To provide an in-depth examination of which elements configure the quality of care, a semi-structured interview with each parent was carried out. Through a thematic analysis, an over-arching theme named Affections and Emotions was identified, together with six subthemes: 1) Creating an affective environment; 2) Being available; 3) Acknowledging and expressing emotions; 4) Perceiving, interpreting and responding adequately to the child’s real self; 5) Taking the child’s perspective into account; and 6) Agreeing on roles and dividing the tasks. In order to showcase the particular configuration of gay parenting, the male-headed family narrative is reported in detail, because gay parents have been perceived as violating traditional gender roles as well as the hegemonic model of masculinity. The findings were consistent with the notion of quality of care as proposed by Ainsworth and her collaborators. The implications of the methodological device and research regarding same-sex planned families are discussed so as to understand the organization of the caregiving environment. (shrink)

Higher education institutions have a responsibility to promote the development of students' ethical and citizenship competencies, especially in contexts of major social inequality. Graduates, who constitute a very small percentage of the population in México, are the best qualified to conceive of creative alternatives to resolve its demanding social challenges. But this cannot be done if trained professionals and specialists remain indifferent to their communities and merely seek to satisfy their personal interests. Higher education institutions should have an active role (...) to play in the consolidation of democracy in México, providing society with technically and professionally well prepared individuals who are also ethical and competent citizens. This article sketches a 10-year program focusing on the development of the ethical and citizenship competencies of higher education students being implemented in a private university. The closely related debates concerning abortion, the protection of the embryo and stem cell science have captured the legislative agenda in Mexico in recent years. This paper examines some contemporary debates related to stem cell science and the legal and political action that has followed in the wake of the latest Supreme Court judgment on abortion, which debates are directly linked to the degrees of protection of the embryo stipulated in the Mexican Constitution. While some Mexican states (...) have opted to take no further action, others, where conservative political forces are in the majority, have been very active in seeking to ensure that their constitutions are amended to protect human life from conception onwards. This intense legislative activity has not, however, been repeated at the federal level, where there is currently no overarching national regulatory framework governing stem cell research. Although major efforts have been made by the conservative block within the Senate to bring forward legislative proposals for the prohibition of human embryonic stem cell research, and despite the public expression by the federal government of its commitment to encourage inward investment and innovation in the area of biotechnology, stem cell science has, so far, remained unregulated. The legislative challenge is to resist the pressure that has been injected by religious leaders and to act in accordance with the values and principles adopted by the community in the Mexican Constitution. In the final analysis, Mexico faces particular difficulties in accommodating conservative political forces on one hand, while recognising on the other its need, as an emerging economy, to promote a progressive approach to innovation in biotechnology. Abstract In 1995, the constitution of the Mexican state of Oaxaca was reformed to recognise indigenous usages and customs for the election of municipal governments. This recognition is problematic from a normative perspective, as women, new?comers and dwellers in municipal sub?units are disenfranchised in a good number of indigenous municipalities of the state. Nevertheless, this article argues against a summary assessment of the (presumably illiberal) consequences of this recognition policy. Following James Tully, it advocates an intercultural, dialogical and (...) inclusive procedure to tackle the perils of the politics of recognition in Oaxaca and Mexico. However, this procedure?based approach raises problems of its own related to the issues of representation and intra?communal divisions. As a result, the ultimate role of substantive commitments, in particular to individual rights, needs to be recognised. Despite these shortcomings, though, an approach based on an intercultural, dialogical and inclusive conflict?solving procedure is the best option to deliver more just answers to indigenous demands for recognition. This book is an easy to read, yet comprehensive introduction to practical issues in research ethics and scientific integrity. It addresses questions about what constitutes appropriate academic and scientific behaviors from the point of view of what Robert Merton called the “ethos of science.” In other words, without getting into tricky questions about the nature of the good or right (as philosophers often do), Koepsell’s concise book provides an approach to behaving according to the norms of science and academia without (...) delving into the morass of philosophical ethics. The central thesis is that: since we know certain behaviors are necessary for science and its institutions to work properly (rather than pathologically), we can extend those principles to guide good behaviors as scientists and academics. The Spanish version of this book was commissioned by the Mexican National Science Foundation (CONACyT) and is being distributed to and used by Mexican scientists in a unique, national plan to improve scientific integrity throughout all of Mexico. Available now in English, the examples and strategies employed can be used throughout the English speaking research world for discussing issues in research ethics, training for scientists and researchers across disciplines, and those who are generally interested in ethics in academia. Nelson Maldonado-Torres argues that European modernity has become inextricable from the experience of the warrior and conqueror. In _Against War_, he develops a powerful critique of modernity, and he offers a critical response combining ethics, political theory, and ideas rooted in Christian and Jewish thought. Maldonado-Torres focuses on the perspectives of those who inhabit the underside of western modernity, particularly Jewish, black, and Latin American theorists. He analyzes the works of the Jewish Lithuanian-French philosopher and religious thinker Emmanuel Levinas, the (...) Martiniquean psychiatrist and political thinker Frantz Fanon, and the Catholic Argentinean-Mexican philosopher, historian, and theologian Enrique Dussel. Considering Levinas’s critique of French liberalism and Nazi racial politics, and the links between them, Maldonado-Torres identifies a “master morality” of dominion and control at the heart of western modernity. This master morality constitutes the center of a warring paradigm that inspires and legitimizes racial policies, imperial projects, and wars of invasion. Maldonado-Torres refines the description of modernity’s war paradigm and the Levinasian critique through Fanon’s phenomenology of the colonized and racial self and the politics of decolonization, which he reinterprets in light of the Levinasian conception of ethics. Drawing on Dussel’s genealogy of the modern imperial and warring self, Maldonado-Torres theorizes race as the naturalization of war’s death ethic. He offers decolonial ethics and politics as an antidote to modernity’s master morality and the paradigm of war. _Against War_ advances the de-colonial turn, showing how theory and ethics cannot be conceived without politics, and how they all need to be oriented by the imperative of decolonization in the modern/colonial and postmodern world. This text examines the tensions and the dissonances in the relation between religion and public sphere in contemporary Brazil. Based on a Sociology and on an Anthropology of the phenomena of secularization and secularity, the purpose is to demonstrate the “porosity” of the Brazilian public/political system with the religious milieu. By applying a socio-historical perspective, the work attempts to understand how the boundaries between religion and politics were precariously constructed throughout the constitution of our State in Brazil, without ever (...) having been institutionally well-delimited. This vacuum, which generated concessions on the part of the State to major Christian religions, guaranteed public legitimacy to their religious symbols in official state spaces, which are, in principle, neutral and secular. However, the 1988 Constitution represented the influx of modern and secular legislation that legitimized subjects of rights such as women, black people, indigenous peoples, LGBTs, environmentalists, etc. Given that background, this reflection aims at contributing to the interpretation of the complexity involved in the multiple and contradictory presence – in the public sphere – of both major Christian religions – which are based on an agenda of conservative religious values – and liberal and libertarian projects organized by segments of civil society and public agents, which generate tensions and dissonances. To understand this reality – as a mosaic of interactions and antagonisms –, we work with the notion of “pluri-confessionality” of Mexican sociologist Roberto Blancarte and also with the notions of secularity of “recognition” and of “integration” of French political scientist Philippe Portier. Hence, we attempt to reach theoretically and empirically a broader and nuanced understanding of our public-political system in the relation with the religious dimension. (shrink)

Tracing the political origins of the Mexican indigenous rights movement, from the colonial encounter to the Zapatista uprising, and from Chiapas to Geneva, Courtney Jung locates indigenous identity in the history of Mexican state formation. She argues that indigenous identity is not an accident of birth but a political achievement that offers a new voice to many of the world's poorest and most dispossessed. The moral force of indigenous claims rests not on the existence of cultural differences, or (...) identity, but on the history of exclusion and selective inclusion that constitutes indigenous identity. As a result, the book shows that privatizing or protecting such groups is a mistake and develops a theory of critical liberalism that commits democratic government to active engagement with the claims of culture. It arises from a critical reading of Slavoj Žižek’s work regarding violence and ideology which lays the foundation for the interpretation of humanitarian aid as a violent act. Hence, the coverage of the article from Žižekian philosophy and Lacanian psychoanalysis, the phenomenon of violence exerted by the figure of the liberal communist, in comparison to Mexican organized crime, trying to unravel the basic structure of social dynamics which prevail in humanitarian aid. Likewise, violence in general and some of its manifestations in society are defined; establishing the essential elements of an ideology, distinguishing it as a suitable tool for social analysis, thus expected, solving how it is actually constituted. Arnaldo Momigliano considered Robertson to be less successful than Edward Gibbon in his integration of the three elements of eighteenth-century historical writing, philosophy, narrative, and erudition. 2 Despite Robertson's stated belief that "arrangement" was the principal task of the historian, his organizational framework appeared to foster separation rather than integration. 3 Thus, his central work, The History of the Reign of Charles V (1769), is divided into three discrete parts. An apparently conventional narrative of high politics and diplomacy is prefaced by an essay on medieval Europe, A View of the Progress of Society in Europe, which was regarded by his contemporaries as a classic of "philosophical" history, 4 while [End Page 261] Robertson appended to both copious "Proofs and Illustrations." The structure of The History of America (1777) is even less integrated, despite criticalpraise of its "regular plan... complete narration and perfect whole." 5 To other critics his interpolation of dissertations upon the "condition and character" of the Americans, Mexicans, and Peruvians, seemed to sever the thread of the narrative and consequently to break up the unity of the work. 6 Yet as this paper will seek to demonstrate, there was a vital connection between the narrative and "philosophical" components of Robertson's major histories: the theoretical dissertations served recognizably narrative purposes. The bridge between them lies in the complex notion of character created by the expansion of historical forms in the eighteenth century."Philosophical" history defined itself in opposition to the vacuities and muddles of conventional political-diplomatic historical narrative. Its advantages over narrative were various: the revelation of general rather than particular causes, grounding the history on more certain and less random principles: 7 the penetration of causes "insensible" and invisible to the eyes of a careless observer, obscured by the "great theatre of the world"; 8 a broadening of the subject-matter, away from the mere rehearsal of the struggles between crown and nobility or fixation with constitution and government, towards a more inclusive and heterogeneous history of "manners, including arts, sciences, society" and what today would be termed "mentalities," and, related to the last point, a principle of organization that would reduce the apparent chaos and multiplicity of the past to a simple and luminous plan of arrangement. 9 This was the most exacting requirement for the philosophical historian. Cybernetics is a science characterized by the utopian search for new relationships between different areas of knowledge. After the Second World War, the best-known references in Western academia were Norbert Wiener’s approaches to this new discipline. However, there is another little-known hemisphere of this development that remains understudied and we claim is key for its history which refers to the pioneering work of scientists, engineers and cultural practitioners in Latin America, as well as the materialization of specific experiences that lead (...) us to reflect on the role that some regional milestones could have had in the global context. This volume of AI & Society covers points of view that were structured in the various most emblematic stages of these trajectories with the participation of agents that went beyond the assimilation and interpretation of external models, transforming themselves into fundamental and pioneering experiences, among others, the work of Mexican scientist Arturo Rosenblueth, or the impact of the concept of Autopoiesis. Through this article we introduce the outcome of the research—presented in great length in the contributions of this volume—on some of the main stages and trends that constituted the evolution of cybernetics in Latin America. The particular contributions of the authors in this issue have helped to reconstituting these contexts while developing a continuous horizon which also explores future practices. (shrink)

Do past state actions, such as the American conquest of northern Mexico, the British colonization of South Asia, and the Spanish expulsion of the Sephardim and Moriscos, grant contemporary Mexicans, South Asians, and the descendants of the Sephardim and Moriscos a particular right to immigrate to the United States, the United Kingdom, and Spain respectively? In this paper I examine three theoretical models for addressing this question: retrospective responsibility for historic injustice; the principle of coercively constituted identities; and the theory (...) of remedial responsibility. I argue that remedial responsibility best justifies a particular right to immigrate through responsibility for the past for three reasons. First, it relieves us of the epistemological task of establishing causal responsibility. Second, it lessens the normative task of identifying a theory of unjust harm to establish moral responsibility. Finally, it facilitates the normative task of ranking the claims to immigrate of different individuals. (shrink)

Every year, thousands of undocumented Mexican workers enter the United States. Their presence, together with the settlement of undocumented and legal immigrants from many other countries, constitutes the source of one of the most persistent ideological conflicts in American history: the conflict over immigrants' rights. Official discourses in many cases identify being Hispanic with poor performance at school, drug abuse, poverty and violence. However, aside from mainstream images of who immigrants are, little research has been done on the identity (...) that immigrants themselves build and project, and on the processes that affect the formation of such identity. In this article I investigate identity through discourse analysis, looking specifically at linguistic strategies used by a group of undocumented Mexican immigrants to identify characters in storytelling. I argue that immigrants use ethnic identity as a central identification category for self and others in their stories, showing that ethnic mentions are widespread in story orientations, and that they exhibit different degrees and types of relevance depending on their relationship with the interactional context and/or the story world. Ethnic mentions are used in stories to affirm certain characteristics of one's own identity and of the identity of others via the presentation and evaluation of behaviors. In argumentative stories disputable behaviors are openly attributed to out groups, and so these stories help speakers to build images of who they are and how they stand in relation to others. In stories of personal experience, the connections between identities and behaviors are implicit, but they still respond to socially established expectations. Thus, individual stories also contribute to build those expectations about how belonging to certain ethnic groups may affect action in particular domains of life. The pervasiveness of ethnic identification in immigrant stories cannot be understood without resorting to wider social processes that frame the immigration experience of undocumented Mexican workers. In this case, I stress the importance of the pressure that the ideology of race and ethnicity, enacted through public discourse at all levels, exerts on every individual in American society. In his youth, O’Gorman was enthusiastic about historicism, but later we preferred not to be ascribed to any specific trend or school, but to a tradition. O’Gorman considers Vico as one of those historians who are not interested in history as something to be checked, but as something to be understood; not in the rigorous confirmation of facts, but in its articulation in the global dynamics of thought. Diabetes contributes to COVID‐19 deaths in Colombia and Mexico, where the latter having the highest prevalence of diabetes among OECD countries. Some reports consider that advertising influences diabetes by confusing labels on ultra‐processed foods and soft drinks that lead to unhealthy food choices. Both countries are in the process of modifying their labeling legislation; however, governments and food industries have pushed to delay its implementation. Using a mixed research design, we interviewed 550 consumers in both countries during June–July 2020; a (...) high number of respondents misunderstand today's food labeling and are unaware of the new labeling legislation. Respondents strongly agree that the food industry should be in charge of changing the labels; otherwise, they would consider not buying their products. Using cluster analysis, we identified three groups that would help design public policies, nutritional and educational campaigns. Although changes in food labeling alone are not enough to reduce obesity and diabetes rates, food labels constitute public health tools due they assist consumers to make food and nutritional choices (considering that nutrition can help prevent and overcome COVID‐19). The costs of maintaining current labels could increase Colombians and Mexicans illnesss and poverty. These deceptive practices of the food industry would harm their brands. (shrink)

In lieu of an abstract, here is a brief excerpt of the content:Normalization and the Welfare StateLadelle McWhorterIn Racism and Sexual Oppression in Anglo-America, I argued that as race was absorbed into biology in the nineteenth century, it was recast from a morphological typology to a function of physiological and evolutionary development (McWhorter 2009b). Racial difference became a sign of developmental difference. Racial groups represented stages of human evolution, and raced individuals were to be disciplined and managed in accordance with (...) developmental norms.Twentieth-century race was therefore a category and tool of normalization; to be raced was to be located at a particular point along a developmental curve. Some races were thought to be more or less arrested in their development, while others were merely retarded, and theorists disagreed at times about which were which. But they all agreed that the most highly developed race was the Nordic or the Anglo-Saxon. Anglo-Saxons were the norm for modern human beings— anatomically, physiologically, intellectually, and morally. There were other white races whose status was debated (Mediterraneans and Ashkenazi Jews, for example), and there were disputes over the evolutionary status of Chinese, Hindus, and Mexicans. But most theorists agreed that at the very bottom of the developmental scale we should place Celts, Negroes, and American Indians. These peoples were savages, primitives. They should be trained to the extent possible to contribute to the society that had already superseded them, but their proper destiny was to pass away into extinction as humanity advanced.These evolutionary stragglers, along with the evolutionary throwbacks that appeared sometimes among whites, were considered dangerous for two main reasons. First, a great many of them were expensive. They were shiftless, often incompetent, and frequently lawless. Because of them, it was necessary to [End Page 39] maintain police forces, prisons, poorhouses, and asylums. They were a drain on the economic advance of society, which affected its educational and technological advance and ultimately its evolutionary advance as well. Second, because they had primitive sexual urges unrestrained by reason as well as heritable defects and diseases, they threatened the bloodlines of more advanced human beings. In short, they posed a risk for the ongoing evolutionary advancement of the entire Human Race. To protect the Race, it was necessary to contain these primitives, savages, and throwbacks and to reduce their numbers through careful management of their sexuality. This, I argued in the book, was racism’s cutting edge in the early twentieth century.Since publishing the book, I have done some work on the changes in practices of racism in the wake of the Biological Synthesis—that is, the unification of biology and genetics that occurred in the 1930s through the efforts of renowned scientists such as Theodosius Dobzhansky and Ernst Mayr (McWhorter 2010a, 2010b, 2010c). As I discussed in that work, by 1950, evolutionary biology was less a study of species development than it was a study of the effects of evolutionary forces acting on and within populations. Correlatively, racial practices shifted toward management of statistically delineated populations or ethnic groups. Theorists and policymakers recognized that not all members of a given population have the same genes, meaning that old-style racism (which assumed, for example, that all Negroes were stupid) was false; some Negroes might be quite brilliant, in fact. It was not The Negro who was stupid but the population of Negroes in the aggregate that was measurably stupider than the population of Anglo-Saxons. Accordingly, normalization now occurred at the level of the population. Disciplinary practices designed for cultivating the capacities of groups of individuals were altered or replaced to focus on groups as groups, as aggregates. The point was to shift the statistical norm of the population rather than to alter the bodies or behavior of each and every individual. This article argues that such large-scale cases of crowd behavior as the Mexican Wave ( La Ola) constitute forms of shared intentionality which cannot be explained solely with the use of the standard intentionalistic ontology. It claims that such unique forms of collective intentionality require a hybrid explanatory lens in which an account of shared goals, intentions, and other propositional attitudes is combined with an account of the motor psychology of collective agents. The paper describes in detail the intentionalistic (...) ontology of La Ola and discusses the conditions of cooperation it meets. The discussion allows the author to defend the view that large-scale collective intentionality can be based on automaticity to a significant degree: to properly understand such phenomena like La Ola, the idea of probabilistically interpreted decisions and propensities to act should give way to the automatic aspects of behavior. This paves the way for future studies in the philosophy of action to fully recognize the role of automatic performances at the level of collective actions just as they do for individual actions. In introducing his argument - which resumes and develops the philosophical analysis of the phenomenon of globalisation advanced in his book Westward Passage (forthcoming from Verso, London-New York) - Giacomo Marramao takes the film Babel, by the Mexican director Alejandro Gonzáles Iñárritu, as the point of departure for his discussion: the film depicts the globalised world as a complex space at once interdependent and differentiated in character, constituted like a mosaic, composed of a multiplicity of "asynchronic" ways and forms (...) of life which are brought together by the manifold flux of events that traverse them. This cinematographic depiction perfectly captures the disconcerting bi-logic of globalisation: the logic through which the mix of the global market and of digital technologies operating in "real time" generates an increasing diaspora of identities. The Babel of our contemporary world thereby reveals itself as a kind of planetary extension of the world of Kakania described by Robert Musil: a cacophonous compendium of proliferating and mutually untranslatable languages. In order to conceptualise, and produce a suitably fluid and dynamic account, of this new "world picture," we must not only dissolve the spurious dilemma between universalism and relativism, but move beyond the current impasse encouraged by a normative political philosophy which tends to reify "cultural identities" and "struggles for recognition" by treating these as givens rather than as problems. The philosophical approach pursued in the following discussion attempts to liberate the concept of "the universal" - despite the etymology of the word - from the logic of the reductio ad unum, and apply it instead to the realm of multiplicity and difference. Developing a double phenomenology of the increasingly homogenising phenomenon of the market on the one hand and of the internally conflicted pandemic of identitarian and communitarian approaches on the other, the author indicates a variety of universalising tendencies whose potential can only fully be evaluated in the context of a new theory and practice of translation. Marramao's proposal for a universalism of difference is predicated on the failure of the two principal models of "democratic" inclusion that have previously been attempted in the West: the republican or assimilationist model (that of a Republique founded upon what could be called a universalism of indifference) and the "strong" multiculturalism model (the so-called Londonistan model that derives from a mosaic of differences that also provides fertile ground for the growth of fundamentalist ideas). But to advance beyond the antagonistic complicity generated by this dilemma calls for a re-enchantment of the political: the only way in which we may be able to read the prognostic signs of our present. How can we ameliorate the current immigration policies toward Mexican people immigrating to the United States? This study re-examines how the development of scenarios assisted South Africa to dismantle apartheid without engaging in a bloody civil war. Following the scenario approach, we articulate positions taken by different interest groups involved in the debate concerning immigration from Mexico. Next, we formulate a set of scenarios which are evaluated as to how well each contributes to the well-being of the populace both (...) of Mexico and of the United States. The South African scenario model has proven to be an effective tool in times of political disagreement. It fosters a common language among competing groups, non-hierarchal communication among groups, and acknowledgement of the concerns of each group involved. (shrink)

The discovery of transgenes in maize landraces in Mexico, a center of diversity for this crop, raises questions about the potential impact of transgene diffusion on maize diversity. The concept of diversity and farmers’ role in maintaining diversity is quite complex. Farmers’ behavior is expected to have a significant influence on causing transgenes to diffuse, to be expressed differently, and to accumulate within landraces. Farmers’ or consumers’ perceptions that transgenes are “contaminants” and that landraces containing transgenes are “contaminated” could cause (...) these landraces to be rejected and trigger a direct loss of diversity. Since the mid-1990s, there has been a rise in the number of deaths of undocumented Mexican migrants crossing the U.S./Mexican border. Who is responsible for these deaths? This article examines the culpability of (1) migrants, (2) humanitarian volunteers, (3) the Mexican government, (4) the U.S. government, and (5) U.S. businesses. A significant portion of the blame is assigned to U.S. free trade policies and U.S. businesses employing undocumented immigrants.

Mexican thinkers in recent generations have sought a philosophy emphasizing the ends of human activity as contrasted with one stressing means or techniques. According to Professor Weinstein's interpretation, an integrated perspective toward all aspects of the human condition characterizes Mexican philosophy and social thought, incorporating close attention to the aesthetic dimension of human experience and the tensions of human existence. This is a largely historical study of Mexican social policy and its 20th century course to social development in such areas as income, education, health, nutrition, social safety, social security, with an emphasis on the motive forces. The overall pattern is examined in terms of affordability, rhetoric generated, and comparisons with other countries in the same stage of enhancement.

In this chapter, I argue that the insurrectionist ethics initially articulated by Leonard Harris, and further developed by other scholars such as Lee McBride III, Jacoby Carter, and Kristie Dotson, can fruitfully be deployed to understand how resistance movements and liberatory struggles have been framed in Mexico by some prominent intellectuals. To be more precise, I argue that one can read the historical work México a través de los siglos. El Virreinato from the nineteenth century Mexican historian and novelist (...) Vicente Riva Palacio as articulating a form of insurrectionist ethics adapted to the Mexican context to the extent that it exemplifies the core features that Harris identifies in insurrectionist ethics. Biobank-based research in Mexico is mostly governed by research and data protection laws. There is no direct mention of biobanks in either statutory or regulatory law besides a requirement that the Federal Ministry of Health and a Mexican institution devoted to scientific research approve the transfer of biological materials outside of Mexico for population genetics research purposes. Such requirements are the basis of Genomic Sovereignty in Mexico, but such requirements have not prevented international collaboration. In addition, Mexican law (...) singles out genetic research in informed consent provisions, but it does not specify whether all biobank-based research is genetic research. In order to facilitate international collaboration on biobank-based research, Mexico should directly address biobanking in its laws, building on the research framework and data protection framework already in place. This essay examines Gloria Anzaldúa’s critical appropriation of two Mexican philosophers in the writing of Borderlands/La Frontera: Samuel Ramos and Octavio Paz. We argue that although neither of these authors is cited in her seminal work, Anzaldúa had them both in mind through the writing process and that their ideas are present in the text itself. Through a genealogical reading of Borderlands/La Frontera, and aided by archival research, we demonstrate how Anzaldúa’s philosophical vision of the “new mestiza” is a (...) critical continuation of the broader tradition known as la filosofía de lo mexicano, which flourished during a golden age of Mexican philosophy (1910–1960). Our aim is to open new directions in Latinx and Latin American philosophy by presenting Anzaldúa’s Borderlands/La Frontera as a profound scholarly encounter with two classic works of Mexican philosophy, Ramos’ Profile of Man and Culture in Mexico and Paz’s The Labyrinth of Solitude.
