One of the most efficient nondestructive methods for pipeline in-line inspection is magnetic flux leakage inspection. Estimating the size of the defect from MFL signal is one of the key problems of MFL inspection. As the inspection signal is usually contaminated by noise, sizing the defect is an ill-posed inverse problem, especially when sizing the depth as a complex shape. An actor-critic structure-based algorithm is proposed in this paper for sizing complex depth profiles. By learning with more information from the (...) depth profile without knowing the corresponding MFL signal, the algorithm proposed saves computational costs and is robust. A pinning strategy is embedded in the reconstruction process, which highly reduces the dimension of action space. The pinning actor-critic structure helps to make the reward for critic network more efficient when reconstructing the depth profiles with high degrees of freedom. A nonlinear FEM model is used to test the effectiveness of algorithm proposed under 20 dB noise. The results show that the algorithm reconstructs the depth profile of defects with good accuracy and is robust against noise. (shrink)

The present-day arena of Chinese political culture features glocalizational considerations with regard to the exploration of renzheng as humane governance that is somewhat corresponding to shanzhi as good governance. Both forms of governance seem to share such similar principles as accountability, efficiency, equity, honesty and transparency, among others. However, humane governance places more emphasis on humanity, fairness, competence, correctness and morality with its ultimate goal to build up a harmonious society per se. It is claimed to consist in at least (...) two most important dimensions in the social setting of China at the current stage. One is fazhi as rule of law drawn from the Western democracy, and the other is xianming as wise leadership originated from the Chinese Confucianism. This pair of compasses can be employed to draw proper circles so long as they are synthesized into an organic whole by virtue of shiyong lixing as pragmatic reason. Such kind of reason is primarily characteristic of the Chinese mode of thought in one sense, and largely manifesting the ethos of Chinese culture in the other sense. In practice it is often conceived as general as “a creative principle in a dynamic process” of historical accumulation, cultural formation and psychological sedimentation as well. It was first formulated in early Confucianism but stays open to further modification along the passage of time. With respect to the preoccupation with humane governance in the given description, the pragmatic reason comprises at least four essential aspects ranging from usefulness (you yong xing), ethicalness (lun li xing), affective-cum-reasonable synthesis (qing li bu fen) to historical awareness (li shi yi shi). All this helps in varied ways rediscover the traditional sources and transform the conception of humane governance into a relevant strategy in order to upgrade the level of governmental efficiency and social management. In “Context and Communication” Stephen Neale argues that the referential use of descriptions differs from the attributive use only in the pragmatics, making referential descriptions applicable to Russellian analysis. Marga Reimer disagrees with Neale’s view and argues that the difference is in the semantics, making referential descriptions semantically ambiguous. In this paper, I argue that Neale’s Modified Occam’s Razor overlooks the behavioral data of how we actually use language. This reader makes the key essays of 19th century French philosopher Félix Ravaisson available in English for the first time. In recent years, Ravaisson has emerged as an extremely important and influential figure in the history of modern European philosophy. The volume contains the classic 1838 dissertation Of Habit, studies of Pascal, Stoicism and the wider history of philosophy together with the Philosophical Testament that he left unfinished when he died in 1900. The volume also features Ravaisson's work in archaeology, (...) the history of religions and art-theory, and his essay on the Venus de Milo, which occupied him over a period of twenty years after he noticed, when hiding the statue behind a false wall in a dingy Parisian basement during the Franco-Prussian war, that it had previously been presented in a way that deformed its original bearing and meaning. Divergences and controversies are inevitable in the discussion of freedoms and rights, especially in the matter of reproduction. The Chinese first social egg freezing lawsuit raises the question: is the freedom to freeze eggs for social reasons justified because it is an instance of reproductive rights? This paper accepts social egg freezing as desirable reproductive freedom, but following Harel's approach and considering two theories of rights, the choice and interest theories of rights, we argue that social egg freezing is not (...) a reproductive right because one cannot justify a right or an instance of rights via merely describing the function of those instances that have been justified as right, that is, the choice theory lacks justifying normativity. Since reserving fertility and a suspension from reproduction do not serve reproductive ends per se, the sufficient reason for demanding social egg freezing as a right should be found in other ends rather than in right‐to‐reproduce, that is, the interest theory denies the demand as a right‐to‐reproduce. Permitting it on any grounds without guaranteeing adequate and accessible resources, especially in light of cross‐border reproductive care, raises serious questions about reproductive equality and violates the idea of reproductive rights. Therefore, any ground for social egg freezing should be weighed against whether more pressing reproductive needs, specifically those that are justified as rights, have been met. It would be social progress to shoulder these burdens for the vulnerable and then allow social egg freezing—if right‐to‐reproduce were not the only privilege of the few. (shrink)

The discussion of collective agency involves the reduction problem of the concept of a collective. Individualism and Cartesian internalism have long restricted orthodox theories and made them face the tension between an irreducible concept of a collective and ontological reductionism. Heterodox theories as functionalism and interpretationism reinterpret the concept of agency and accept it as realized on the level of a collective. In order to adequately explain social phenomena that have relations as their essence, in this paper we propose a (...) relational, holistic account of collective agency and argue that functionalism and interpretationism can be integrated into such an account. This book treats Chinese philosophy today as a global project, presenting the work of both Chinese and Western philosophers.

It is widely agreed that reactive attitudes play a central role in our practices concerned with holding people responsible. However, it remains controversial which emotional attitudes count as reactive attitudes such that they are eligible for this central role. Specifically, though theorists near universally agree that guilt is a reactive attitude, they are much more hesitant on whether to also include shame. This paper presents novel arguments for the view that shame is a reactive attitude. The arguments also support the (...) view that shame is a reactive attitude in the sense that concerns moral accountability. The discussion thereby challenges both the view that shame is not a reactive attitude at all, suggested by philosophers such as R. Jay Wallace and Stephen Darwall, and the view that shame is a reactive attitude but does not concern moral accountability, recently defended by Andreas Carlsson and Douglas Portmore. (shrink)

Binarizing belief aggregation tackles the problem of aggregating individuals’ probabilistic beliefs on logically connected propositions into the group’s binary beliefs. One common approach to associating probabilistic beliefs with binary beliefs would be applying thresholds to probabilities. This paper aims to introduce and classify a range of threshold-based binarizing belief aggregation rules while characterizing them based on different forms of monotonicity and other properties.

With the rise of the “humanitarian drone” in recent years, drones have become one of the most controversial public interest technologies that have gained increasing media attention. It is worth noting that, although there is a perception in the aid sector that drones hold the promise to reinvent the health supply logistics, to date, routine drone delivery is still relatively new and largely unproven. This paper presents a recent field study conducted in 2019, where drones were deployed in Malawi to (...) help address the last mile challenge in medical supply delivery, and where a noticeable mentality of “killing two birds with one stone” around the attempt of using drones in resource-poor settings is observed. The objective of the paper is to shed light, through a real-world case study and from the ethical perspective, on the impacts of implementing such a systemic change in the existing health supply chain systems. As conclusion, a call for more reflexive approaches for the critical examination, as well as more structured guidance for the responsible evaluation, of medical cargo drones is raised. (shrink)

Increasingly, humanitarian organizations across the globe have been implementing innovative technologies in their practice as they respond to the needs of communities affected by conflicts, disasters, and public health emergencies. However, technological innovation may intersect with moral values, norms, and commitments, and may challenge humanitarian imperatives. Through the examination of an empirical case study on drone mapping, this paper aims to explore three questions: (1) What are the dynamics between aid delivery and technological innovation in the humanitarian enterprise? (2) How (...) are structural problems addressed in an environment in which technology is being portrayed as a force for change? (3) What moral responsibilities towards vulnerable populations should humanitarian stakeholders bear when introducing innovative technologies in humanitarian action. Discussion revolves around the ideology of “technological utopia”, and the normative role of technology in the aid sector - to make substantive impacts, or to produce “success stories”. In conclusion, a call for rigorous ethical analysis to help foster value sensitive humanitarian innovation (VSHI) is made. (shrink)

Recent years witnessed a growing interest in non-standard epistemic logics of knowing whether, knowing how, knowing what, knowing why and so on. The new epistemic modalities introduced in those logics all share, in their semantics, the general schema of ∃x◻φ, e.g., knowing how to achieve φ roughly means that there exists a way such that you know that it is a way to ensure that φ. Moreover, the resulting logics are decidable. Inspired by those particular logics, in this work, we (...) propose a very general and powerful framework based on quantifier-free predicate language extended by a new modality, which packs exactly ∃x◻ together. We show that the resulting language, though much more expressive, shares many good properties of the basic propositional modal logic over arbitrary models, such as finite-tree-model property and van Benthem-like characterization w.r.t.\ first-order modal logic. We axiomatize the logic over S5 frames with intuitive axioms to capture the interaction between the new modality and know-that operator in an epistemic setting. (shrink)

This article uses a Chinese narrative of ‘nature-human harmony’ as the main thread to connect the contributions of ontological anthropology. I argue that the best of the critiques of nature-human or nature-culture dualism in social anthropology propose rebuilding a world that ‘pursues harmony while preserving difference’ in the double sense of nature and culture. Given that most social scientific problems are indeed related to utilitarian individualism, I argue that research on ‘ontology’ should re-engage the ancient notion of ‘ ji’, construed (...) as ‘others-comprised self’, which forms the foundation of a perspective of ‘broad human relationship’ between humans and their others (other humans, things, and divinities). Perspectivism inherits many categories of Western cosmology that it critiques and represents a kind of inert ontology. Grounded in the cosmology of life ( sheng), we hope to contribute to a new anthropology of the compatibility between self/others and subject/objects. (shrink)
