Background Our objective was to evaluate whether the description of a machine learning (ML) app or brain imaging technology to predict the onset of schizophrenia or alcohol use disorder (AUD) influences healthcare professionals’ judgments of stigma, empathy, and compassion. Methods We randomized healthcare professionals (N = 310) to one vignette about a person whose clinician seeks to predict schizophrenia or an AUD, using a ML app, brain imaging, or a psychosocial assessment. Participants used scales to measure their judgments of stigma, (...) empathy, and compassion. Results Participants randomized to the ML vignette endorsed less anger and more fear relative to the psychosocial vignette, and the brain imaging vignette elicited higher pity ratings. The brain imaging and ML vignettes evoked lower personal responsibility judgments compared to the psychosocial vignette. Physicians and nurses reported less empathy than clinical psychologists. Conclusions The use of predictive technologies may reinforce essentialist views about mental health and substance use that may increase specific aspects of stigma and reduce others. (shrink)

Personalised medicine has been discussed as a medical paradigm shift that will improve health while reducing inefficiency and waste. At the same time, it raises new practical, regulatory, and ethical challenges. In this paper, we examine PM strategies epistemologically in order to develop capacities to address these challenges, focusing on a recently proposed strategy for developing patient-specific models from induced pluripotent stem cells so as to make individualised treatment predictions. We compare this strategy to two main PM strategies—stratified medicine and (...) computational models. Drawing on epistemological work in the philosophy of medicine, we explain why these two methods, while powerful, are neither truly personalised nor, epistemologically speaking, novel strategies. Both are forms of correlational black box. We then argue that the iPSC models would count as a new kind of black box. They would not rely entirely on mechanistic knowledge, and they would utilise correlational evidence in a different way from other strategies—a way that would enable personalised predictions. In arguing that the iPSC models would present a novel method of gaining evidence for clinical practice, we provide an epistemic analysis that can help to inform the practical, regulatory, and ethical challenges of developing an iPSC system. This paper examines potential ethical and legal issues arising during the research, develop- ment and clinical use of a proposed strategy in personalized medicine (PM): using human induced pluripotent stem cell (iPSC)-derived tissue cultures as predictive models of individ- ual patients to inform treatment decisions. We focus on epilepsy treatment as a likely early application of this strategy, for which early-stage stage research is underway. In relation to the research process, we examine issues associated with biological samples; data; health; vulnerable (...) populations; neural organoids; and what level of accuracy justifies using the iPSC-derived neural tissue system. In relation to clinical use, we examine potential uses in pre-natal screening, and effects on clinical decision-making. Although our focus is providing recommendations for researchers developing work in this area, we identify the novel issue of deciding on an acceptable accuracy level for the system. We also emphasize an issue thus far neglected in the ethics of PM: PM tends to represent treatment decisions as though they should be directed solely by biomedical information, but this in itself could be detri- mental to best personalizing treatment decisions in the clinic. The expansion of research on deep brain stimulation (DBS) and adaptive DBS (aDBS) raises important neuroethics and policy questions related to data sharing. However, there has been little empirical research on the perspectives of experts developing these technologies. We conducted semi-structured, open-ended interviews with aDBS researchers regarding their data sharing practices and their perspectives on ethical and policy issues related to sharing. Researchers expressed support for and a commitment to sharing, with most saying that they were either sharing their data (...) or would share in the future and that doing so was important for advancing the field. However, those who are sharing reported a variety of sharing partners, suggesting heterogeneity in sharing practices and lack of the broad sharing that would reflect principles of open science. Researchers described several concerns and barriers related to sharing, including privacy and confidentiality, the usability of shared data by others, ownership and control of data (including potential commercialization), and limited resources for sharing. They also suggested potential solutions to these challenges, including additional safeguards to address privacy issues, standardization and transparency in analysis to address issues of data usability, professional norms and heightened cooperation to address issues of ownership and control, and streamlining of data transmission to address resource limitations. Researchers also offered a range of views on the sensitivity of neural activity data (NAD) and data related to mental health in the context of sharing. These findings are an important input to deliberations by researchers, policymakers, neuroethicists, and other stakeholders as they navigate ethics and policy questions related to aDBS research. Did the Greeks believe in their mythology? The answer is difficult, for “believe” means so many things… Not everyone believed that Minos continued to be a judge in Hell or that Theseus defeated the Minotaur, and they knew that poets “lie.” Nevertheless, their manner of not believing gave reason for concern, for Theseus was no less real in their eyes. It is simply necessary to “purify myth with reason’“ and to reduce the biography of the companion of Hercules to its (...) historic kernel. As for Minos, after a prodigious mental effort, Thucydides extracts the same kernel from his subject: “Of all those whom we know only by hearsay, Minos was the first to have a fleet.” The father of Phaedra, the husband of Pasiphaë is nothing more than a king who was master of the sea. The purification of the mythical by the logos is not an episode in the eternal struggle, from the beginning to Voltaire and Renan, between superstition and reason, a struggle which was the glory of Greek genius. The myth and the logos, despite Nestle, are not simple opposites like truth and error. Myth was a subject of serious reflections, and the Greeks had not yet finished with it six centuries after the Sophist movement which has been called their Aufklärung. Far from being a triumph of reason, the purging of myth by logos is a very dated program whose absurdity is surprising. Why did the Greeks make themselves unhappy for nothing by seeking to separate the wheat from the chaff instead of rejecting in one gesture the fantasy of both Theseus and the Minotaur, the very existence of a fabulous Minos as well as the implausible qualities with which the myth endows this Minos? The Greeks invented the words “city,” “democracy,” “people,” “oligarchy,” “liberty,” “citizen.” It is therefore tempting to suppose that they invented the eternal truth of politics, or of our politics, with only one exception: slavery is the major difference between their democracy and democracy as such. For there must exist an eternal politics about which it is possible to philosophize instead of simply writing history. Therein, across the ages, could be found the central essence of politics; despite their diversity, political regimes (...) would have a functional analogy to one another which could be represented in a variety of ways: establishing justice, making men live in peace with one another, defending the group, exercising a domination of the master class over the forces of production. Inspired by the use of naming and portraiture together in the Black artivism–such as that protesting the murders of George Floyd and Breonna Taylor–this paper reflects on the use of portrait drawing as a practice of genealogy. While working on a project to raise the visibility of scholars and their works in the African Diaspora, specifically Francophone women anthropologists, I felt compelled to draw their portraits. Drawing African Diasporic women into dialogue from the archive attends to temporality, vision, and listening, (...) elements centered within anthropological practice, but also implicated in the attachment of the discipline to colonial logics, particularly of allochronism, objectification and silencing. The multisensory, embodied and slow practice of drawing alongside reading scholars' works allows for diasporic time‐travel, shifting the gaze, and constructing a decolonizing “listening genre”. History is familiar with great scientific traditions which have been substantial, effective, cumulative and progressive.* At the level of great eras of civilization, extensive and not episodic phenomena, very ancient Chinese science, Greek science and Arab science are objects of investigation for historical erudition, but also for the scientific historian and the philosopher of sciences. Many of the elements of these systems were the source of “modern science”, as it is called, or are integral parts ol’ this system of knowledge (...) and practice which has been constructed over a little more than three centuries. Diachronically, the “scientific revolution” of the classical age in Europe does not signify a total break with what preceded it: Chinese astronomy, Arab algebra and the hospital organization of the Islamic world were used, even if the ideology of scientists when they wrote their own history, particularly from the 19th century onward, tends to make of modern science a purely European phenomenon. We argue that many of the benefits theorists have attributed to the ability to forget should instead be attributed to what psychologists call the “fading affect bias,” namely the tendency for the negative emotions associated with past events to fade more substantially than the positive emotions associated with those events. Our principal contention is that the disposition to display the fading affect bias is normatively good. Those who possess it tend to lead better lives and more effectively improve their societies. At first approach the use of the word “superstition” is such that it is impossible to apply the term strictly in the human sciences. Its connotation, that is its content, is particularly subjective and negative. And its extension, that is its area of application, is indefinite and makes of it a concept that can refer to just about anything.

Tracing the broad outline of European art history means presenting the different methods considered essential to the formation of this discipline. Historiographical research arrives quite naturally at a criticism of the methods themselves and at a search for a broader horizon.To the extent that the historian is involved with the thinking and the problems of his age, his methods reveal personal and conjunctural concepts and ideas which will guide the reflections of his successors ; these successors will modify and correct (...) the concepts received in order to adapt them to new experiences and questions. Or they will add others which are more apt to supply the answers sought. The means of analysing art history today are the fruit of four centuries of discussion during which certain normative criteria, traditional theories and underlying concepts were called into question while at the same time, though being sometimes exported to other areas of the world, they have demonstrated a tenacious degree of longevity. But perhaps a brief recapitulation might be helpful here. (shrink)

Research in the field of computer graphics and vision strives to precisely synthesize any possible human face in a way that it is perceived as a real face and to parametrically describe or analyze any existing human face. This article provides an overview of the theoretical and technical steps taken to get a model of human faces that satisfied two demands for face stimuli for experimental research: full control over the information in faces enabling precise manipulations on the one hand, (...) and high ecological validity of the stimuli, i.e. the ability to generate face stimuli that look very natural, on the other. It presents a new technology that fulfills both conditions. An important advance in the development of computer-generated face stimuli is initiated by the proposal of a theoretical face-space framework for the encoding of faces. (shrink)

This book is an outgrowth of a series of articles originally published in The Progress Magazine under a pseudonym, in which I sought to account for the prevailing mental unrest regarding subjects of religious and philosophical import. These articles attracted much attention from careful students of the times, and there have been many requests for the republication thereof in book form under my own name. Accordingly, the publishers of the articles requested me to revise the several papers, and to add (...) thereto such further matter as I might think proper. I have gone over the original articles, taking away a little here and adding much there. Several entirely new subjects have been considered and inserted in their proper places in the text. At least one third of the present book is entirely new, having been added to the revised form of the original articles. I have purposely quoted freely from good authorities, that the reader may have the benefit of the thought of a number of competent persons upon the various phases of the subject, in addition to what I have personally thought and written. I have sought merely to tell my story in a plain, simple manner, without any attempt at fine writing, literary excellence, or display of technical philosophical knowledge. My desire has been to place in the hands of the everyday busy man and woman a book from the pages of which they may gain a general knowledge of the causes of the modern mental unrest-an idea of what is going into this great melting pot of thought; what is happening there; and what is likely to be poured forth from it. To many, the numerous new "isms," "ologies" and cults, are entirely new- something sprung full grown from the brains of their founders. The absence of an elementary acquaintance with the history of philosophy, on the part of the average man and woman, has given to many new prophets and founders of cults an unmerited and unwarranted importance and authority. I trust that this book will enable some of those who have been perplexed and worried over these new (?) "isms," and teachings, to learn the true sources of those startling conglomerations of metaphysics, philosophy and theology, and thus once more to regain their mental bearings. It is also my hope that some who have a tendency toward philosophical study may be inspired by this book to go to the proper sources of such knowledge-to the masters of this branch of thought-instead of sitting at the feet of the, too often, freakish, irresponsible, and bizarre founders and teachers of the pseudo schools and cults, who have been revamping the old teachings, dressing them in fantastic garb, and offering them (usually at a high rate of compensation) to those who have felt the hunger for wisdom and the thirst for information, but who lacked the knowledge of the places where these things could be had at first hand, pure and free from the adulterations of these self constituted middle men in the great market of Philosophy. This article offers a philosophical reading of Elena Ferrante’s Neapolitan Novels by bringing the tetralogy into conversation with Jean-Paul Sartre’s phenomenological ontology. In addition to highlighting the striking similarities between Ferrante’s notion of smarginatura (‘dissolving margins’) and Sartre’s depiction of the existential sensation of nausea, this article argues that the two main characters of Ferrante’s tetralogy, Lila Cerullo and Elena Greco, respectively exemplify Sartre’s ontological categories of ‘being-for-oneself’ and ‘being-for-others’ in his phenomenological account of human existence. However, Ferrante—like Simone de (...) Beauvoir before her—goes beyond Sartre in her ability to offer an account of the imperfect existential freedom of women, who remain constrained in their pursuit of authenticity by social and cultural factors. Drawing on Ferrante’s assertion that readers ‘are both Elena and Lila’ as well as her recent claim that there are within her two kinds of writing (broadly equated to the ‘compliant’ Elena and ‘impetuous’ Lila), we establish Ferrante’s exploration of the ambivalent features of human subjectivity as a consummate philosophical and literary project. Mark Noll, America's God: From Jonathan Edwards to Abraham Lincoln Brooks Holifield, American Theology: Christian Thought from the Age of the Puritans to the Civil War Intellectual history, after a generation of neglect, is suddenly getting attention again in the United States. Giving impetus to this renewal of energy are two major works on American religious thought before the Civil War: Mark Noll's America's God and Brooks Holifield's American Theology. Both are big books, over 600 pages each, and they address (...) a big topic stretching across time and space: the grand tradition of American theology, now a lost art. They treat a time when Christian theology as an intellectual activity enjoyed considerably more prestige and cultural influence than it does today, and surely it has seldom been so innovative and diverse as in the period they treat. Both books have been written by highly respected scholars, deeply learned in the relevant primary and secondary sources. The danger in reviewing such large undertakings is that reviewers will not treat them as a whole but simply grumble that their own specialty doesn't get enough attention: the historian of gender wants more about women, the historian of science more about his subject, etc. These books deserve to be evaluated in toto. Having been conceived and written independently, even though more or less simultaneously, they demonstrate contrasting visions of how to deal with their subject. The two books typify the “external” and “internal” approaches to intellectual history respectively, illustrating for the reader strengths and limitations of the two approaches as well as their complementarity. The human genome is not a uniform structure but, instead, is a mosaic of bands. Some of these bands can be seen by the eye. Stained with Giemsa and viewed under the microscope each human chromosome has a prototypical pattern of light and dark bands (G and R bands respectively). Other bands are not so easily viewed. The human genome is, for example, a mosaic of isochores, blocks of DNA within which the proportion of the bases G and C at (...) silent sites (introns, third positions in codons, intergene spacer) is fairly uniform. Recent work by Matassi and colleagues(1) has revealed what might be a new and unexpected banding pattern. I am, by profession, a “literary scholar”, in contrast to “scientists”. More precisely, I am a specialist in ancient Greek literature. Yet, in an age such as ours in which so often there is discussion of the standing of the various academic disciplines, of the differences implied by their methods and their needs, and of the means for making them work together, it seems to me more and more that very serious confusion is tending to becloud some essential definitions: that (...) of the study of literature in general, but even prior to that, the very definition of literature itself. It is very important to reach some understanding if we hope to avoid losing the richness of research and the very vitality of culture in the broadest sense of the term. (shrink)

This study is grounded in the debate surrounding the perceived value of environmental social responsibility (ESR). Applying the Managerial Theory of the Firm, in-depth interviews were conducted to identify managerial motives, perceptions, and perceived value of ESR. Using sport and public assembly facilities as the research context, environmentally responsible information was obtained from facility managers who were members of the International Association of Venue Managers. In total, 15 one-hour, interviews with key facility personnel demonstrate that (1) internal stakeholder pressure, (2) (...) organizational culture, (3) financial cost-benefit, (4) competitiveness, and (5) ethical motives were the drivers for ESR engagement. Taken together, the findings suggest that establishing a culture of ESR, the "business case" for environmental responsibility, and ethical concerns offered the most value for the sport and public assembly facility managers. A synchronic probability is the probability at a time that an outcome occurs at that very time. Common sense invokes synchronic probabilities with values between 0 and 1, as do scientific theories such as classical statistical mechanics. Recently, philosophers have argued about whether any synchronic probabilities are best interpreted as objective chances. I add to this debate an underappreciated reason we might have to believe in synchronic chance; it might turn out that the best interpretation of our common sense and (...) scientific theories is one in which the macrophysical properties of physical systems are partly determined by synchronic chance distributions over microphysical properties of those systems. Additionally, I argue against the common charge that synchronic probability fails to satisfy various platitudes about chance—most notably Lewis’s Principal Principle. (shrink)

Sometimes persons are legally responsible for reckless behavior that causes criminal harm. This is the case under the newly drafted provisions of the U.S. Model Penal Code (MPC), which holds persons responsible for “simple” rape (nonconsensual sex without proof of force or threats of force), where the offender recklessly disregards the risk that the victim does not consent. In this paper we offer an explanation and corrective critique of the handling of reckless rape cases, with a focus on the U.S. (...) criminal justice system, although our analysis is applicable more broadly. We argue that a wider group of reckless rapists are criminally responsible than is captured by the MPC and claim criminal punishment of reckless rapists must be justified by looking to both moral desert and instrumental aims achieved by criminal punishment. Part of the law’s job is to communicate and enforce society’s expectations regarding unacceptable behavior. In punishing reckless rape, we are not just giving people what they deserve, but also reinforcing and shaping norms regarding sexual behavior. (shrink)

In light of recent interest among political theorists in the idea of political realism, Judith Shklar’s liberalism of fear has come to be associated with anti-Rawlsian thought. This paper seeks to show that, on the contrary, Shklar’s specific formulation of political realism, unlike more recent variations, was not motivated by a critique of Rawls. This paper will address three concerns: first, it will show what exactly Shklar’s initial realism was responding to; second, it will consider the implications of this realism (...) for thinking about liberal democracies; third, it will attempt, briefly, in light of this, to make sense of her relationship with Rawls and, in turn, through a comparison with Bernard Williams’s thought, her relationship to anti-Rawlsian political realism. Does neo-Rawlsian political philosophy offer an adequate account of the social conditions of capitalism? In this paper, I present two arguments for thinking that it does not. First, I develop a historicist critique of liberal egalitarianism, arguing that it provides a vision of social reality that is intimately connected to the historical and ideological constellation that I call postwar liberalism, and as such cannot account for social reality since the neoliberal revolutions of the late twentieth century. Second, I explore arguments (...) in Marxist and critical social theory that cast liberal egalitarianism as partial, on account of its inadequate portrait of capitalist society. In surveying responses to these critiques, I argue that merely extending liberal egalitarianism into new domains to account for how contemporary circumstances have changed since the mid-twentieth century cannot address the problem of its partial view of the social world. Taking seriously the insights of critical social theory and the study of capitalism should lead to a challenge to liberal egalitarianism, not an extension of it. (shrink)

Despite its place in the humanities, the career prospects and numbers of women in philosophy much more closely resemble those found in the sciences and engineering. This book collects a series of critical essays by female philosophers pursuing the question of why philosophy continues to be inhospitable to women and what can be done to change it. By examining the social and institutional conditions of contemporary academic philosophy in the Anglophone world as well as its methods, culture, and characteristic commitments, (...) the volume provides a case study in interpretation of one academic discipline in which women's progress seems to have stalled since initial gains made in the 1980s. Some contributors make use of concepts developed in other contexts to explain women's under-representation, including the effects of unconscious biases, stereotype threat, and micro-inequities. Other chapters draw on the resources of feminist philosophy to challenge everyday understandings of time, communication, authority and merit, as these shape effective but often unrecognized forms of discrimination and exclusion. Often it is assumed that women need to change to fit existing institutions. This book instead offers concrete reflections on the way in which philosophy needs to change, in order to accommodate and benefit from the important contribution women's full participation makes to the discipline. In this article, I explore perspectival truth through Nietzsche's philosophical autobiography, Ecce Homo , and Herzog's films, particularly Little Dieter Needs to Fly. (...) OBJECTIVES: This article presents an original definition of surgical innovation and a practical tool for identifying planned innovations. These will support the responsible introduction of surgical innovations. BACKGROUND: Frameworks developed for the safer introduction of surgical innovations rely upon identifying cases of innovation; oversight cannot occur unless innovations are identified. However, there is no consensus among surgeons about which interventions they consider innovative; existing definitions are vague and impractical. METHODS: Using conceptual analysis, this article synthesizes findings from relevant literature, and (...) from qualitative research with surgeons, to develop an original definition of surgical innovation and a tool for prospectively identifying planned surgical innovations. The tool has been developed in light of feedback from health care professionals, surgeons, and policy makers. RESULTS: This definition of innovation distinguishes between variations, introduction of established interventions, and innovations in surgical techniques or use of devices. It can be applied easily and consistently, is sensitive to the key features of innovation, is prospective, and focuses on features relevant to safety and evaluation. The accompanying tool is deliberately broad so that appropriate supports may, if necessary, be provided each time that a surgeon does something "new". CONCLUSIONS: The definition presented in this article overcomes a number of practical challenges. The definition and tool will be of value in supporting responsible surgical innovation, in particular, through the prospective identification of planned innovations. (shrink)

The paper distinguishes between weak and strong epistemic possibility and argues that the notion of strong epistemic possibility is the key to solving some of the most vexing puzzles about the semantics of epistemic modality.

Certain anaphoric forms are widely supposed to give rise to ‘de se’ interpretations. Castanteda (1966a/b, 1967) argues that intensive reflexive anaphors such as ‘he himself’ and ‘she herself’ act as devices for the indirect report of essentially ‘first person’ contents when they occur with singular antecedents. In this paper, I argue that first and third person pronouns that occur as anaphors on c-commanding quantified antecedents (so-called ‘bound variable pronouns’) also give rise to de se interpretations. I draw out a problem (...) that this observation raises for a well-accepted account according to which bound pronouns occur as featureless variables. I argue that the best way to account for de se interpretations of bound first and third person pronouns is to abandon the view that pronouns lack features when bound. I offer a new account of bound pronominal anaphora which assigns the features of pronouns a crucial role in deriving bound readings. (shrink)

This is a revised edition of Walker's well-known book in feminist ethics first published in 1997. Walker's book proposes a view of morality and an approach to ethical theory which uses the critical insights of feminism and race theory to rethink the epistemological and moral position of the ethical theorist, and how moral theory is inescapably shaped by culture and history. The main gist of her book is that morality is embodied in "practices of responsibility" that express our (...) identities, values, and connections to others in socially patterned ways. Thus ethical theory needs to be empirically informed and politically critical to avoid reiterating forms of socially entrenched bias. Responsible ethical theory should reveal and question the moral significance of social differences. The book engages with, and challenges, the work of contemporary analytic philosophers in ethics. Moral Understandings has been influential in reaching a global audience in ethics and feminist philosophy, as well as in tangential fields like nursing ethics; research ethics; disability ethics; environmental ethics, and social and political theory. This revised edition contains a new preface, a substantive postscript to Chapter 1 about "the subject of moral philosophy"; the addition of a new chapter on the importance of emotion in practices of responsibility; and the addition of an afterword, which responds to critics of the book. The goal of this paper is to examine the impact of leadership and promotion regulatory focus on employees’ willingness to engage in unethical pro-organizational behavior . Building from a person–situation interactionist perspective, we investigate the interaction of leadership style and how leaders frame messages, as well as test a three-way interaction with promotion focus. Using an experimental design, we found that inspirational and charismatic transformational leaders elicited higher levels of UPB than transactional leaders when the leaders used loss framing, but (...) not gain framing. Furthermore, followers’ promotion regulatory focus moderated this relationship such that the effect held for followers with low promotion focus, but not for individuals with high promotion focus. Our findings extend the understanding of UPB, offer theoretical mechanisms to explain when this behavior occurs, and contribute to leadership theory and research on ethical decision making. (shrink)

Not all probability ascriptions that appear in scientific theories describe chances. There is a question about whether probability ascriptions in non-fundamental sciences, such as those found in evolutionary biology and statistical mechanics, describe chances in deterministic worlds and about whether there could be any chances in deterministic worlds. Recent debate over whether chance is compatible with determinism has unearthed two strategies for arguing about whether a probability ascription describes chance—that is, to speak metaphorically, two different strategies for figuring out where (...) the chances are: find the chances by focusing on chance’s explanatory role or find the chances by focusing on chance’s predictive role. These two strategies tend to yield conflicting results about where the chances are, and debate over which strategy is appropriate tends to end in stalemate. After discussing these two strategies, I consider a new view of chance’s explanatory role. I argue that one theoretical advantage of this new view is that allows us to make progress on the question of where the chances are by providing a principled way of determining which probability ascriptions describe chances. From the vantage of this new view, the correct application of both strategies involves figuring out where the chances are by figuring out where the probabilistic scientific explanations are and what those explanations are like. In May 2011, more than a decade after the International Association of Athletics Federations (IAAF) and the International Olympic Committee (IOC) abandoned sex testing, they devised new policies in response to the IAAF's treatment of Caster Semenya, the South African runner whose sex was challenged because of her spectacular win and powerful physique that fueled an international frenzy questioning her sex and legitimacy to compete as female. These policies claim that atypically high levels of endogenous testosterone in women (caused by (...) various medical conditions) create an unfair advantage and must be regulated. Against the backdrop of Semenya's case and the scientific and historical complexity of ?gender verification? in elite sports, we question the new policies on three grounds: (1) the underlying scientific assumptions; (2) the policymaking process; and (3) the potential to achieve fairness for female athletes. We find the policies in each of these domains significantly flawed and therefore argue they should be withdrawn. (shrink)
