In this paper we show how a realistic normative democratic theory can work within the constraints set by the most pessimistic empirical results about voting behaviour and elite capture of the policy process. After setting out the empirical evidence and discussing some extant responses by political theorists, we argue that the evidence produces a two-pronged challenge for democracy: an epistemic challenge concerning the quality and focus of decision-making and an oligarchic challenge concerning power concentration. To address the challenges we then (...) put forward three main normative claims, each of which is compatible with the evidence. We start with a critique of the epistocratic position commonly thought to be supported by the evidence. We then introduce a qualified critique of referenda and other forms of plebiscite, and an outline of a tribune-based system of popular control over oligarchic influence on the policy process. Our discussion points towards a renewal of democracy in a plebeian but not plebiscitarian direction: Attention to the relative power of social classes matters more than formal dispersal of power through voting. We close with some methodological reflections about the compatibility between our normative claims and the realist program in political philosophy. (shrink)

ABSTRACT This essay is a critical study of Jason Brennan's Against Democracy. We make three main points. First, we argue that Brennan's proposal of a right to competent government only works if one considers the absence of government a viable proposition, something most of his opponents are not prepared to do. Second, we suggest that Brennan's account of competent decision-making is blind to forms of oligarchic power that work against the very ideals of justice and epistemic virtue that competence is (...) meant to safeguard. Third, we muster empirical evidence to argue that, in the real world, democracy is not just about making decisions and selecting policies, in which case Brennan's argument misses its mark. (shrink)

Gordon Belot investigates the distinctive notion of geometric possibility that relationalists rely upon. He examines the prospects for adapting to the geometric case the standard philosophical accounts of the related notion of physical possibility, with particular emphasis on Humean, primitivist, and necessitarian accounts of physical and geometric possibility. Four years after the Panama Papers scandal, tax avoidance remains an urgent moral-political problem. Moving beyond both the academic and policy mainstream, I advocate the “democratization of tax enforcement,” by which I mean systematic efforts to make tax avoiders accountable to the judgment of ordinary citizens. Both individual oligarchs and multinational corporations have access to sophisticated tax avoidance strategies that impose significant fiscal costs on democracies and exacerbate preexisting distributive and political inequalities. Yet much contemporary tax sheltering occurs within the (...) letter of the law, rendering criminal sanctions ineffective. In response, I argue for the creation of Citizen Tax Juries, deliberative minipublics empowered to scrutinize tax avoiders, demand accountability, and facilitate concrete reforms. This proposal thus responds to the wider aspiration, within contemporary democratic theory, to secure more popular control over essential economic processes. (shrink)

This essay identifies ‘oligarchic harm’ as a dire threat confronting contemporary democracies. I provide a formal standard for classifying oligarchs: those who use personal access to concentrated wealth to pursue harmful forms of discretionary influence. I then use Aristotle to think through both the moral and the epistemic dilemmas of oligarchic harm, highlighting Aristotle’s concerns about the difficulties of using wealth as a ‘proxy’ for virtue. While Aristotle’s thought provides great resources for diagnosing oligarchic threats, it proves less useful as (...) a guide to democratic institutional design. Aristotle raises a deep-seated objection to democratic forms of ‘rule by the poor.’ A successful response to oligarchy must move beyond Aristotle’s objection and affirm the demos’ tripartite status as many, free, and poor. I briefly outline the terms of this ‘new’ mixed regime: one that seeks to tame oligarchy through a mixture of aggregative, deliberative, and plebeian institutions. (shrink)

This article tackles the issue of offshore tax sheltering from the perspective of normative political realism. Tax sheltering is a pressing contemporary policy challenge, with hundreds of billions in private assets protected in offshore trusts and shell companies. Indeed, tax sheltering produces a variety of empirical dilemmas that render it a distinctive challenge for global governance. Therefore, it is crucial for normative political theorists to confront this problem. A realist approach offers three distinct advantages, elaborated in the three subsequent sections (...) of the article. First, it relaxes the theoretical burden by starting from the real practice of tax evasion rather than from an abstract theory of equality or justice. Second, this approach recognizes that sheltering is a political harm: a threat to the very maintenance of order, not just a problem of inequality or injustice. If politicians fail at such polity maintenance, realism's ethic of responsibility provides clear political reasons why they should be held accountable. Third, realism's focus on power and its acceptance of coercion open up new strategies for addressing the problem that would not be allowed by theories with a stronger emphasis on consensus. (shrink)

Under so-called primitive ontology approaches, in fully describing the history of a quantum system, one thereby attributes interesting properties to regions of spacetime. Primitive ontology approaches, which include some varieties of Bohmian mechanics and spontaneous collapse theories, are interesting in part because they hold out the hope that it should not be too difficult to make a connection between models of quantum mechanics and descriptions of histories of ordinary macroscopic bodies. But such approaches are dualistic, positing a quantum state as (...) well as ordinary material degrees of freedom. Genocide in Rwanda, multiple murder at Denver or Dunblane, the gruesome activities of serial killers - what makes these great evils, and why do they occur? In addressing such questions this book, unusually, interconnects contemporary moral philosophy with recent work in New Testament scholarship. The conclusions to emerge are surprising. Gordon Graham argues that the inability of modernist thought to account satisfactorily for evil and its occurrence should not lead us to embrace an eclectic postmodernism, but to take seriously (...) some unfashionable pre-modern conceptions - Satan, demonic possession, spiritual powers, cosmic battles. Precisely because it strives to observe the high standards of clarity and rigour that are the hallmarks of philosophy in the analytical tradition, the book makes a powerful case for the rejection of humanism and naturalism, and for explaining the moral obligation to struggle against evil by reference to the New Testament's cosmic narrative. David Hume is a constant, but underappreciated presence in John Rawls’ work. This paper attempts to uncover and explicate the core Humean elements in Rawls’ philosophy and advocates for the merits of a more Humean Rawls. Though Rawls’ familiarity with Hume is well known and his commentators frequently mention the importance of Hume’s circumstances of justice, the depth and range of the Humean influence has not been sufficiently understood. Commentators have been too quick to accept Rawls’ own account of Hume (...) as a largely negative influence superseded by justice as fairness’s formidable alternative to utilitarianism. This is a mistake, as Hume remains a powerful and positive historical influence in Rawls’ political philosophy. Moreover, recognition of Hume’s influence provides cogent ways of responding to some of Rawls’ most prominent critics. Rawls’ early essays and his lectures on the history of moral and political philosophy provide valuable material for understanding how Rawls saw the relation of his own work to that of his predecessors. Through an analysis of Rawls’ texts with emphasis on his early papers and lectures we seek to clarify his understanding of Hume and show how it impacts his work. In what follows, we show Hume’s influence on Rawls’ understanding of the circumstances of justice, the site of justice, the priority of the right, sympathy, the judicious spectator, and his methodology and approach to the problem of stability based on congruence between the good and the right. This illuminates Hume’s influence on contemporary political philosophy and provides a more balanced picture of the historical foundation of Rawls’ political philosophy. We end with some positive remarks on the benefits of embracing Rawls’ Humean side. (shrink)

An analytic cognitive style denotes a propensity to set aside highly salient intuitions when engaging in problem solving. We assess the hypothesis that an analytic cognitive style is associated with a history of questioning, altering, and rejecting supernatural claims, both religious and paranormal. In two studies, we examined associations of God beliefs, religious engagement, conventional religious beliefs and paranormal beliefs with performance measures of cognitive ability and analytic cognitive style. An analytic cognitive style negatively predicted both religious and paranormal beliefs (...) when controlling for cognitive ability as well as religious engagement, sex, age, political ideology, and education. Participants more willing to engage in analytic reasoning were less likely to endorse supernatural beliefs. Further, an association between analytic cognitive style and religious engagement was mediated by religious beliefs, suggesting that an analytic cognitive style negatively affects religious engagement via lower acceptance of conventional religious beliefs. Results for types of God belief indicate that the association between an analytic cognitive style and God beliefs is more nuanced than mere acceptance and rejection, but also includes adopting less conventional God beliefs, such as Pantheism or Deism. Our data are consistent with the idea that two people who share the same cognitive ability, education, political ideology, sex, age and level of religious engagement can acquire very different sets of beliefs about the world if they differ in their propensity to think analytically. This paper is concerned with the relation between two notions: that of two solutions or models of a theory being related by a symmetry of the theory and that of solutions or models being physically equivalent. A number of authors have recently discussed this relation, some taking an optimistic view, on which there is a suitable concept of the symmetry of a theory relative to which these two notions coincide, others taking a pessimistic view, on which there is no such (...) concept. We explored the relationship between qualities of victims in hypothetical scenarios and the appearance of framing effects. In past studies, participants’ feelings about the victims have been demonstrated to affect whether framing effects appear, but this relationship has not been directly examined. In the present study, we examined the relationship between caring about the people at risk, the perceived interdependence of the people at risk, and frame. Scenarios were presented that differed in the degree to which participants could be expected (...) to care about the group and the extent to which the group could be construed as interdependent. A framing effect was found only for the scenario describing the victims as the participants’ friends who did not know each other (high caring/low interdependence), and this went in the opposite direction from typical framing effects. Finally, perceived interdependence and caring affected choice both within and across scenarios, with more risky choices made by participants with high interdependence ratings and high caring ratings. Evidence-based medicine has been studied as a rich and diverse set of epistemic and infrastructural practices that relate imperfect medical knowledges to complex clinical practices. We examine instances of medical decision-making where medical professionals relate recommendations from clinical practice guidelines to individual patient characteristics when deciding to prescribe implantable cardioverter defibrillators to treat heart failure. When connecting evidence-based recommendations to decisions about individual patients, we find that clinical deliberations invoke different times, such as linear, chronological time, and biological aging, as (...) well as different futures, such as individual future risks and the future sustainability of health systems. Such different “temporalities of evidence” are integral parts of clinicians’ considerations concerning economy, suffering, risks, and hopes in making decisions on individual patients. In line with calls to anchor science and technology studies scholarship studying EBM in the concerns that matter most to patients and health care providers, we argue that the social study of EBM needs to attend to such temporalities to understand how evidence is weighed, which outcomes are considered important, and hence which clinical action is proposed. However, since different ways of “doing time” lead to different appreciations of the clinical outcomes, the notion of clinical “anchoring” becomes rather elusive. (shrink)

While interest in Kant's philosophy has increased in recent years, very little of it has focused on his theory of science. This book gives a general account of that theory, of its motives and implications, and of the way it brought forth a new conception of the nature of philosophical thought. Perspectives on the difficult topic of the evolution of language can be differentiated to a large extent based on how much relevant continuity or discontinuity they see between humans and nonhuman animals. In general, biologists and psychologists tend to have a broad definition of “language” that highlights significant continuities, whereas linguists tend to define “language” more narrowly, in accord with their emphasis on the uniqueness of human capacities. This article examines the value of Whitehead's innovative theory of language, which is (...) grounded in his account of the fundamental symbolic element in basic perceptual processes, mainly for understanding the continuities between animal and human perceptual and symbolic activity but also for accommodating the discontinuity, or at least the pivotal difference, evident in the full flowering of human language. It will focus particularly on applying Whitehead's approach to gain a new understanding of the emergence, with the rise of amphibians, of the first vocalization in the history of life. (shrink)

Despite a long history in eastern and western culture of defining leadership in terms of virtues and character, their significance for guiding leader behavior has largely been confined to the ethics literature. As such, agreement concerning the defining elements of virtuous leadership and their measurement is lacking. Drawing on both Confucian and Aristotelian concepts, we define virtuous leadership and distinguish it conceptually from several related perspectives, including virtues-based leadership in the Positive organizational behavior literature, and from ethical and value-laden leadership. (...) Then, two empirical studies are presented that develop and validate the Virtuous Leadership Questionnaire, an 18-item behaviorally based assessment of the construct. Among other findings, we show that the VLQ accounts for variance in several outcome variables, even after self-assessed leader virtue and subordinate-rated social and personalized leader charisma are controlled. This symposium brings into conversation normative political theory on migration and critical border/migration studies, with a particular focus on digital border control technology. Normative theorists have long been concerned with questions about the extent and nature of control over migration that the state should exercise, and the balance of rights and duties between states and migrants. To date, however, there has been little reflection among such theorists on digital border control technology. Critical border/migration studies scholars, on the other hand, have (...) paid considerable attention to the rapid development of digital technology in the border control/mobility management space, and revealed a range of problems with the technology itself and the ways it is deployed. What has thus far been lacking, however, is sustained ethical reflection on what should be done about the use of this technology. The papers in this symposium thus seek to bring these two groups of scholars together and to prompt what we hope will be a sustained conversation on these rapidly evolving and deeply problematic practices. This introduction contextualises the issue at the heart of this symposium – the rapid expansion of digital border controls and the ethical challenges that these pose – and offers brief summaries of the contributions. This book proposes a cosmopolitan ethics that calls for analyzing how economic and political structures limit opportunities for different groups, distinguished by gender, race, and class. The author explores the implications of criticisms from the social sciences of Eurocentrism and of methodological nationalism for normative theories of mobility. These criticisms lend support to a cosmopolitan social science that rejects a principled distinction between international mobility and mobility within states and cities. A piece of folklore enjoys some currency among philosophical Bayesians, according to which Bayesian agents that, intuitively speaking, spread their credence over the entire space of available hypotheses are certain to converge to the truth. The goals of the present discussion are to show that kernel of truth in this folklore is in some ways fairly small and to argue that Bayesian convergence-to-the-truth results are a liability for Bayesianism as an account of rationality, since they render a certain sort of (...) arrogance rationally mandatory. Our goal in this article is first to give a broad outline of some of Hume’s major positions to do with justice, sympathy, the common point of view, criticisms of social contract theory, convention and private property that continue to resonate in contemporary political philosophy. We follow this with an account of Hume’s influence on contemporary philosophy in the conservative, classical liberal, utilitarian, and Rawlsian traditions. Barrett and others have used Lewis-style evolutionary games to argue that we ought not to trust our scientific languages to inform us about ontology. More specifically, Barrett has shown that in some simple evolutionary contexts the best descriptive languages need not cut nature at its joints, that they may guide action as successfully as possible while simultaneously being deeply conventional. The present article expands upon Barrett’s argument, exploring the space for conventionalism in more metaphysically robust causal evolutionary models. By using (...) evolutionary prediction games, the present article examines the range of metaphysical facts in these models and shows how Barrett’s sceptical argument may be both challenged and expanded to cover these systems, resulting in a more thoroughgoing scepticism about what metaphysical conclusions may be drawn from linguistic and theoretical structure. It is often said that the Aharonov-Bohm effect shows that the vector potential enjoys more ontological significance than we previously realized. But how can a quantum-mechanical effect teach us something about the interpretation of Maxwell's theory—let alone about the ontological structure of the world—when both theories are false? I present a rational reconstruction of the interpretative repercussions of the Aharonov-Bohm effect, and suggest some morals for our conception of the interpretative enterprise.
