Localism is a social movement often associated with “buy local” food initiatives or the prevention of big-box retail expansion. At its core, however, localism is also about fostering local independence by encouraging businesses to opt for local alternatives when making purchasing decisions. In this article, we develop and test hypotheses that organizations with stronger community-oriented identities are more likely to source locally and that this relationship is moderated by the importance of the focal firm’s purchasing decisions. The powerful new methods, expansive scope, and accelerated pace of human molecular genetics combine to catapult us into ethically unfamiliar territory. These features lend special urgency to questions of genetic ownership and privacy, disease and normalcy, identity and genetic determinism, and early diagnosis and therapy.

Understanding how conceptual structures inform stone tool production and use would help us resolve the issue of a pongid-hominid dichotomy in brain organisation and cognitive ability. Evidence from ideational apraxia suggests that the planning of linguistic and manipulative behaviours is not colocalized in homologous circuits. An alternative account in terms of the evolutionary expansion of the whole prefrontal-premotor area may be more plausible.

The purpose of this article is to describe how expansive learning in organisations can become a resource for learning in a wider community of practice (CoP). The “developmental work research” approach (DWR) based on cultural historical activity theory (CHAT) is beneficial for analysing and interpreting the requirements in a field of action. Engeström’s specific form of “action research” focuses on expansive learning in activity systems. However, complex socio-technical change processes cannot be initiated and managed by the local community of practise (...) alone. In order to establish the use of new tools, new methodologies or organisational solutions in a field of work, a double path of expansive learning is needed: Findings from the participative analysis and interpretation of contradictions in the local activity system have to be transferred to wider communities of practice. This paper illustrates a double path of expansive learning by presenting the experiences of research and development in machine and plant engineering companies in Germany. In the AQUIMO project, a project team has developed an adaptable software tool for multidisciplinary mechatronical engineering and created a related qualification program. The support from external social researchers has helped to initiate, disseminate and establish new ways to organise the division of labour in teams of engineers. (shrink)

This commentary criticizes Wilkins & Wakefield's thesis that the neurological precursors of language provide a cognitive Rubicon to linguistically divide human from nonhuman primates. A causal model of their theory is presented, followed by a discussion of the relationship between brain expansion and tool use, Broca's area and the parietaloccipital-temporal junction (POT).

Analysis of sites of newly integrated DNA in cellular genomes is important to several fields, but methods for analyzing and visualizing these datasets are still under development. Here, we describe tools for data analysis and visualization that take as input integration site data from our INSPIIRED pipeline. Paired-end sequencing allows inference of the numbers of transduced cells as well as the distributions of integration sites in target genomes. We present interactive heatmaps that allow comparison of distributions of integration sites to (...) genomic features and that support numerous user-defined statistical tests. To summarize integration site data from human gene therapy samples, we developed a reproducible report format that catalogs sample population structure, longitudinal dynamics, and integration frequency near cancer-associated genes. We also introduce a novel summary statistic, the UC50, which provides a single number summarizing possible clonal expansion. Using these tools, we characterize ongoing longitudinal characterization of a patient from the first trial to treat severe combined immunodeficiency-X1, showing successful reconstitution for 15 years accompanied by persistence of a cell clone with an integration site near the cancer-associated gene CCND2. Racism is a pervasive issue in patient care and a key social determinant of health. Clinical ethicists, like others involved in patient care, have a duty to recognize and respond to racism on both individual and systems-wide levels to improve patient care. Doing so can be challenging and, like other skills in ethics consultation, may benefit from specialized training, standardized tools and approaches, and practice. Learning from existing frameworks and tools, as well as building new ones, can help guide clinical (...) ethicists to systematically approach racism as it affects clinical cases. Here, we propose an expansion of the commonly used four-box method to clinical ethics consultation, where racism is considered as a potential factor in each of the four boxes. We apply this method to two clinical cases to highlight ethically salient information that might be missed using the standard formulation of the four boxes but captured with the expanded version. We argue that this expansion of an existing clinical ethics consultation tool is ethically justified insofar as it (a) creates a more just approach, (b) supports individual consultants and services, and (c) facilitates communication in contexts where racism impinges on effecting good patient care. First of all, one wants to compare different states of knowledge of an agent and, secondly, for agent a's decisions, it may be relevant that (he knows that) agent b does not know more than φ. There are (...) three ways to study the question whether a formula φ can be interpreted as minimal information. The first method is semantic and inspects 'minimal' models for φ (with respect to some information order ≤ on states). The second one is syntactic and searches for stable expansions, minimal with respect to some language $\scr{L}^{\ast}$ . The third method is a deductive test, known as the disjunction property. We present a condition under which the three methods are equivalent. Then, we show how to construct the order ≤ by collecting 'layered orders'. Focusing on the multi-agent case we identify languages $\scr{L}^{\ast}$ for various orders ≤, and show how they yield different notions of honesty for different multi-modal systems. We then provide several tools for studying honesty types and illustrate their usefulness on a number of examples, for three modal systems of particular interest. This paper is discusses some central points in a dissertation for the degree of dr. phil., "Regulation as Productive Tool Use - a Participatory Observation in the Control Room of a District Heating System." An earlier version of the paper was presented by the author as part of the defense of the dissertation at Roskilde University Center June 14 2002. As suggested by the title, the dissertation was an empirical study of regulation in a control room. The object of (...) the authors participatory observation was how the operators in the control room followed rules when they regulated a highly automated plant. When I was shown the plant I was told that the technology ran smoothly and without error. Its control structures are based on formal logic and mechanical principles, all the same human beings are required in the control room to take care of anomalies. Among other things, the observations provide an opportunity to discuss the limitations of psychologies that study human beings on the basis of formal principles. The present paper focuses on two characteristic aspects of this discussion in the dissertation. First, it takes its point of departure in some practical problems of the control structures of the control room. It will demonstrate that the practical problems are problems of principle, and that formal principles are not adequate to study the object of human sciences, namely, human beings. Second, it sketches out what is required of a conception of human beings. As human beings are trusted to handle anomalies, we must explain how they are able to act on an incomplete understanding of the situation. And since they are able to identify what is wrong, we must explain how they develop new knowledge. The paper presented at the defense summarized the main arguments of the dissertation and alluded to an expansion of the main point using a particular instance. Despite increasing studies and applications of Vygotsky’s theory of learning and development, little has been written connecting Vygotsky specifically to moral education. The most comprehensive attempt at formulating such an account is given by Mark Tappan. I critically evaluate Tappan’s account before raising several problems for his approach. I then offer suggestions for resolving these issues by turning to research in socialization theory and recommending additional sociocultural artifacts that can supplement moral education.

Li Zehou's theory of sedimentation seeks to explain the uniqueness of the human species through its use of tools, both physical and cognitive, leading to cultures grounded in aesthetic taste and the prospect of suprabiological beings. However, the very sedimentation that constructs human culture can stagnate into obstructing sediment. Buddhist philosophy offers an epistemology of desedimentation that avoids attachment to cultural sediment without summarily rejecting its potential usefulness. More specifically, Buddhist “wisdom embracing all species” allows us to recognize our interconnection (...) (pratītya-samutpāda) with nature by transcending anthropocentrism, and opening more effective strategies for dealing with ecological challenges. (shrink)

Standpoint epistemology, the view that social identity is relevant to knowledge-acquisition, has been consigned to the margins of mainstream philosophy. In part, this is because the principles of standpoint epistemology are taken to be in opposition to those which guide traditional epistemology. One goal of this paper is to tease out the characterization of traditional epistemology that is at odds with standpoint epistemology. The characterization of traditional epistemology that I put forth is one which endorses the thesis of intellectualism, the (...) view that knowledge does not depend on non-epistemic features. I then suggest that two further components – the atomistic view of knowers and aperspectivalism – can be usefully interpreted as supporting features of intellectualism. A further goal of this paper is to show that we ought to resist this characterization of traditional epistemology. I use pragmatic encroachment as a dialectical tool to motivate the denial of intellectualism, and consequently, the denial of both supporting components. I then attempt to show how it is possible to have a view, similar to pragmatic encroachment, that takes social identity, rather than stakes, to be the feature that makes a difference to what a person is in a position to know. Standpoint epistemology is committed to a cluster of views that pays special attention to the role of social identity in knowledge‐acquisition. Of particular interest here is the situated knowledge thesis. This thesis holds that for certain propositions p, whether an epistemic agent is in a position to know that p depends on some nonepistemic facts related to the epistemic agent's social identity. In this article, I examine two possible ways to interpret this thesis. My first goal here is to clarify (...) existing interpretations of this thesis that appear in the literature but that are undeveloped and often mistakenly conflated. In so doing, I aim to make clear the different versions of standpoint epistemology that one might accept and defend.This project is of significance, I argue, because standpoint epistemology provides helpful tools for understanding a phenomenon of recent interest: epistemic oppression. My second goal is to provide an analysis that makes clear how each of the readings I put forth can be used to illuminate forms of epistemic oppression. (shrink)

Scholars have focused on algorithms used during sentencing, bail, and parole, but little work explores what we term “carceral algorithms” that are used during incarceration. This paper is focused on the Pennsylvania Additive Classification Tool used to classify prisoners’ custody levels while they are incarcerated. Algorithms that are used during incarceration warrant deeper attention by scholars because they have the power to enact the lived reality of the prisoner. The algorithm in this case determines the likelihood a person would (...) endure additional disciplinary actions, can complete required programming, and gain experiences that, among other things, are distilled into variables feeding into the parole algorithm. Given such power, examining algorithms used on people currently incarcerated offers a unique analytic view to think about the dialectic relationship between data and algorithms. Our examination of the PACT is two-fold and complementary. First, our qualitative overview of the historical context surrounding PACT reveals that it is designed to prioritize incapacitation and control over rehabilitation. While it closely informs prisoner rehabilitation plans and parole considerations, it is rooted in population management for prison securitization. Second, on analyzing data for 146,793 incarcerated people in PA, along with associated metadata related to the PACT, we find it is replete with racial bias as well as errors, omissions, and inaccuracies. Our findings to date further caution against data-driven criminal justice reforms that rely on pre-existing data infrastructures and expansive, uncritical, data-collection routines. (shrink)

CRISPR (clustered regularly interspaced short palindromic repeats) activation (CRISPRa) in bacteria is an attractive method for programmable gene activation. Recently, a eukaryote‐like, σ54‐dependent CRISPRa system has been reported. It exhibits high dynamic ranges and permits flexible target site selection. Here, an overview of the existing strategies of CRISPRa in bacteria is presented, and the characteristics and design principles of the CRISPRa system are introduced. Possible scenarios for applying the eukaryote‐like CRISPRa system is discussed with corresponding suggestions for performance optimization and (...) future functional expansion. The authors envision the new eukaryote‐like CRISPRa system enabling novel designs in multiplexed gene regulation and promoting research in the σ54‐dependent gene regulatory networks among a variety of biotechnology relevant or disease‐associated bacterial species. Within the last decade, burgeoning interest in the intersection of epistemology and social issues has generated a new set of research questions. These questions range from the relevance of social identity, to peer disagreement, to debates on the significance of moral considerations to epistemic evaluations, to discussions of our epistemic practices and how those practices exclude certain agents and certain bodies of knowledge. Central in this new and emerging body of work is the realization that epistemology has more to do (...) than simply answer questions about what knowledge consists in; it must also acknowledge that our answers to these questions might be influenced by features we have previously failed to make space for. It is in this respect that we are witnessing a renewed interest in a theoretical approach long consigned to the margins of epistemology – that of standpoint epistemology. (shrink)

Multidrug resistant organisms are a public health threat that have reduced the effectiveness of many available antibiotics. Antimicrobial stewardship programs have been tasked with reducing antibiotic use and therefore the emergence of MDROs. While fecal microbiota transplant has been proposed as therapy to reduce patient colonization of MDROs, this will require additional evidence to support an expansion of the current clinical indication for FMT. It used to be that the touchstone of objectivity was the elimination of subjective features, like our values, biases, assumptions, and so on. Part of what motivates this narrow conception of objectivity is the thought that objective reality is the way that it is regardless of our relationship to it, and that our ability to accurately describe or depict this reality is distorted by this relationship. But what if that understanding is wrong, and removing these features takes us farther away (...) from truth and knowledge, rather than closer to them? This is the claim I advance. In this article, I trace this narrow conception to its political origins, and advance a broader understanding of objectivity that reimagines a new use for, rather than ignoring entirely, features that are thought to be subjective. Our ability to dismantle white supremacy is compromised by the fact that we don’t fully appreciate what, precisely, white supremacy is. In this chapter, I suggest understanding white supremacy as an epistemological system – an epistemic frame that serves as the foundation for how we understand and interact with the world. The difficulty in dismantling an epistemological system lies in its resilience – a system’s capacity to resist change to its underlying structure while, at the same time, offering the appearance (...) of large-scale reform. Using white supremacy as a case study, here I explore what features enable this resilience. An analysis of white supremacy that presents it as more than a tool of social and political oppression, but as an epistemic system that makes this oppression possible, allows us to better understand, and eventually overthrow, such systems. In this paper, the author shows how research ethics committees must deal with illegality in the research protocol. He defines their legal duty by reference to the 2001 Clinical Trials Directive, and especially in the key areas of insurance, indemnity and no-fault compensation. The author is critical of the current GAfREC and recent guidelines issued by the Royal College of Physicians. He concludes that new rules are needed to replace the 2001 edition of GAfREC.

This study looks at some of the traits that characterized Argentina’s scientific and university policies under the military regime that spanned from 1976 through 1983. To this end, it delves into a rarely explored empirical observation: financial resource transfers from national universities to the National Scientific and Technological Research Council (CONICET, for its Spanish acronym) during that period. The intention is to show how, by reallocating funds geared to Science and Technology, CONICET was made to expand and decentralize to the (...) detriment of universities. This was the primary tool used by the military regime to thwart higher education’s research development, bolstering research efforts at other realms. Thus, CONICET grew in budget, number of researchers, and staff size, creating new research institutes, while national universities struggled with reduced funding and were forced to shut down their institutes and programs. As a result, CONICET virtually concentrated all scientific research, foregoing the knowledge accumulated at universities, which drove a wedge between both institutions. This military approach to science and technology policy-making is discussed, bearing in mind the notion of dependence—both in terms of the state’s intervention in the inner workings of the scientific-university field as well as regarding the role played by international financial support in scientific research development. Standpoint epistemology is committed to the view that some epistemic advantage can be drawn from the position of powerlessness. Call this theepistemic privilege thesis. This thesis stands in need of explication and support. In providing that explication and support, I first distinguish between two readings of the thesis: the thesis that marginalized social locations confer some epistemic advantages (the epistemic advantage thesis) and the thesis that marginalized standpoints generate better, more accurate knowledge (the standpoint thesis). I then develop the former (...) by appealing to the notion of epistemic peers available in the disagreement literature. I next turn to the latter thesis, arguing that consciousness-raising plays an analogous role in the achievement of a standpoint as training does in the achievement of expertise. The upshot of this analysis is that it clarifies that while marginalization is necessary (though not sufficient) for epistemic advantage, it is neither necessary nor sufficient for epistemic privilege. In her book, Down Girl, Manne proposes to uncover the “logic” of misogyny, bringing clarity to a notion that she describes as both “loaded” and simultaneously “politically marginal.” Manne is aware that full insight into the “logic” of misogyny will require not just a “what” but a “why.” Though Manne finds herself largely devoted to the former task, the latter is in the not-too-distant periphery. -/- Manne proposes to understand misogyny, as a general framework, in terms of what it does (...) to women. Misogyny, she writes, is a system that polices and enforces the patriarchal social order (33). That’s the “what.” As for the “why,” Manne suggests that misogyny is what women experience because they fail to live up to the moral standards set out for women by that social order. I find Manne’s analysis insightful, interesting, and well argued. And yet, I find her account incomplete. While I remain fully convinced by her analysis of what misogyny is, I am less persuaded by her analysis of why misogyny is. For a full analysis of the “logic” of misogyny, one needs to understand how the patriarchy manifests in men an interest in participating in its enforcement. Or so I hope to motivate here. I aim to draw a line from the patriarchy to toxic masculinity to misogyny so that we have a clearer picture as to why men are invested in this system. I thus hope to offer here an analysis that is underdeveloped in Manne’s book, but is equally worthy of attention if we want fully to understand the complex machinations underlying misogyny. (shrink)

This article deals with the change in safety requirements and technological possibilities in the course of industrialization by looking at the establishment of street lighting in Bielefeld in the 19th century. As will be shown, the development from oil to gas lanterns coincided with a change in the security needs of the urban middle class. It was the technical possibilities of gas lighting to penetrate the urban space at night that made marginalized groups of people who were perceived as a (...) security risk visible. This, together with the bourgeois internalization of the disciplinary effects of light, made this infrastructure possible in Bielefeld. While the urban populations of the pre-modern and early 19th century were still skeptical or dismissive of lanterns, by the mid-19th century their installation was already part of decidedly urban bourgeois demands for more safety in the areas of personal, economic and traffic safety. The lantern thus changed from an instrument of pre-modern visibility to an instrument of constant visibility in the modern age, which at the same time led to new lines of conflict when the expansion and extension of lighting was not as comprehensive as demanded by the urban bourgeoisie. In addition to the changes and conjunctures of security needs in the course of industrialization, Bielefeld also shows that an internalization of the concept of sovereignty by no means meant the absence of conflict. On the basis of administrative acts and petitions, the history of Bielefeld’s street lighting is placed in a larger transformation of security, technology and urban spatial design from the perspective of historical security research, drawing on Foucoult’s concept of gouvernmentalité. The results show that the history of technology and infrastructure can significantly deepen and contextualize the findings of historical security research. The use and expectations of technology were an essential part of a new understanding of security, as well as the socially segmented organization of urban space through a sometimes precarious alliance of different groups of actors. This article is a response to the public consultation on the draft Code of Practice issued by the Human Tissue Authority on the import and export of human bodies, body parts and tissue. The question is whether the Draft Code and the Human Tissue Act go far enough to prevent the unethical acquisition and movement of human tissue. I conclude that the answer to this question is ‘no’ and go on to demonstrate how the identified deficiencies can be remedied.

In this paper the author argues that the Academy of Medical Sciences's ‘Review of the regulation and governance of medical research’ has produced a set of muddled recommendations that could increase complexity and uncertainty in research governance rather than reduce it. Issues discussed in the paper include the additional legal burden placed upon the newly proposed Health Research Agency by the plan for a National Research Governance Service and its system of centralized permissions, the consequences that this may have for (...) the research ethics committees in the discharge of their legal duty, and the unanswered questions surrounding the TGN1412 incident. This article is a response to the letter from the Department of Health that was published in the previous edition of the Research Ethics Review upon the matter of the legal duty of the research ethics committees. It also deals briefly with the article published in the current edition of Research Ethics Review by Colin Parker on what appears to be the same topic.

In this article, the author contends that the current indemnity provided to REC members is unfair and is so badly drafted that it cannot be described as an indemnity at all. He contends that the Appointing Authorities should give guidance to clarify the scope of the indemnity or replace it. The author discusses potential legal claims by REC members against their Appointing Authority if this is not provided. The legal liability of REC members for negligence and other claims is also (...) discussed. Objectivity may be a useful regulative ideal for inquiry, but here I ponder to what extent it may be thought of more as a political ideology than an epistemological methodology. By tracing objectivity to its political origins, I aim to problematize this ideal as we tend to understand it - as one demanding that we eliminate the influence of certain subjective features - and to sketch a new conception of this ideal that accommodates (rather than dismisses) the role of these (...) features in inquiry. “Seeing is believing!”, or so the old adage goes. Roughly, the idea expressed by the adage is this: one needs to see x before one is willing to believe that x exists. In this chapter, I examine the extent to which it is more apt to say that believing is seeing​. Expanding on the work of feminist epistemologists and critical race scholars, I consider a number of cases in which one needs to believe that x exists before one can see (...) x. I then consider how reframing the relationship between seeing and believing can deepen our understanding of a wide range of social phenomena, ranging from police brutality to sexual harassment. In the summer of 1914, Archduke Franz Ferdinand was assassinated in Sarajevo, an event which led to the horror of World War I and which many historians suggest marked the beginning of the twentieth century. In 1992, Sarajevo again lurched into prominence as the focal point of one of the century’s bloodiest civil wars. Yet Sarajevo at one point epitomized the dreams of the Enlightenment, a city where Christians, Jews, and Muslims peacefully coexisted. In the midst of Sarajevo’s recent decline (...) into chaos and destruction, Susan Sontag decided to produce Act I of Waiting for Godot, which, despite ever-looming danger, played to packed houses. Why? Why did this city of hope lie crushed at the end of the twentieth century? Why did Sontag stage an artistic production in the middle of such overwhelming tragedy? Why Waiting for Godot ? And, most important, why the appreciative, silent tears of audience members who risked their lives to attend a play in the middle of a war?These are the questions that guide David Toole’s theological reflections in Waiting for Godot in Sarajevo, where he seeks to come to terms with what it means to live a life of dignity in a world of undeniable suffering. Toole skillfully weaves together Friedrich Nietzsche’s views on nihilism with Michel Foucault’s analysis of power to produce a metaphysics of tragedy, or a “politics of dying.” Such politics are then used to shed new theological light on the Christian apocalypse and what it means to be alive at the end of the twentieth century. In making his argument, Toole draws innovative connections between such diverse figures as John Milbank, Alasdair MacIntyre, Euripides, John Howard Yoder, and Norman Maclean (author of A River Runs Through It and Young Men and Fire ), all the while using Beckett’s play as a compass for his direction. Energy and Social Change results from the Twenty Year Forecast Project, directed by the author and conducted trhough the University of Southern California Center for Futures Research. Unlike many more gloomy predictions, this study takes a step back from pessimism. It offers instead a realistic perspective tempered with a modicum of optimism.The report's special contribution to the energy debate lies in its call for a redirection of attention to options that are realizable within the framework--and the limits--of the existing system. (...) Advocating higher energy prices and more incentives for increased competition in the domestic energy market, the author supports a resurgence of the free enterprise system. The price of energy will and should increase in order to control waste, although the rise in costs will be mitigated by the gradual pace. In the long term, however, we should strive for a "quality economy" characterized in part by its reduced inefficiency and more meaningful jobs. Three of the ways in which this might be accomplished are shifting to an electrically based economy, developing alternative forms of energy, and switching to technologies more appropriate to the future environment.Sure to generate discussion, this analysis will prove useful in considerations of energy policy and the social impact of technological change. Negative emotion differentiation has been suggested to be important for adaptive emotion regulation. However, knowledge concerning how ED may impact specific ER strategy choice remains surprisingly sparse. We therefore investigated if person-level negative ED was associated with habitual use of individual ER strategies, how person-level negative ED was associated with daily use of individual ER strategies, and finally how within-person daily fluctuations in negative ED were associated with daily use of individual ER strategies. During a 10-day experience sampling study, 90 (...) healthy participants rated their momentary emotions and their ER efforts in response to those emotions. ER strategies included four putatively adaptive strategies and four putatively maladaptive strategies. Results revealed that negative ED at the person level was neither associated with habitual nor daily ER strategy endorsement when controlling for negative emotions. Likewise, associations between within-individual daily variation in negative ED and daily ER did not remain statistically significant after controlling for negative emotions. The results thus point to no or weak associations between negative ED and ER choice above and beyond negative emotions. Future experimental studies addressing ED at the momentary level and teasing out the ED–ER causal timeline are needed to further evaluate ED–ER associations. Findings from such research may represent an important step toward refining psychotherapeutic interventions aimed at improving emotional problems. (shrink)
