The article is focused on the fundamental and at the same time extremely controversial issue of social philosophy — conceptualizing the notions «civilization” and “culture”, their inseparable (dialectical) unity and contradiction. The specificity, or novelty, of the author’s approach is considering the phenomena of civilization and culture in the ontological aspect through the Aristotelian concept of form as the ideal essence of things, as well as in applying methods of linguistic analysis (etymology of concepts). Wittgenstein's remarks on the nature of culture presuppose a view according to which there is an important difference between culture and civilization. This view aligns his thinking to that of the Romantic tradition in philosophy. It also leads him to perceive ?the disappearance of a culture? in our time. In many of his remarks on art and certain artists he expresses this view by attempting to clarify the different ways in which the spirit of man is manifested in modern times (...) (in arts, science, and industry) as opposed to how it is manifested in an age of culture. This article undertakes to describe and explain the remarks which lead him to this view. One of the most expressive definitions of philosophy equates it with the field of knowledge about meaningful demarcation of the semantic boundaries of objects, phenomena and trends. In this context, the conceptual distinction between culture and civilization is quite logical, natural, and even irreplaceable. Nevertheless, such a research and interpretive approach acquired fundamental features only at the beginning of the 20th century and mainly within the limits of the German worldview, semantic and axiological hierarchy. The remaining socio-cultural forms of worldview (...) stylistics continued to prefer the symbiotic and synonymous interpretation of social reality’s cultural and civilizational components. The meaningful distinction between culture and civilization has a characteristic feature – a surge of further efforts in this direction is always a consequence of crisis trends in the global world order. In particular, this was the case at the beginning of the 20th century, when the exhaustion of the previous resources of civilizational development and the deepening of contradictions between the main centers of power caused by this factor led to a resolution in the form of the First World War. The second wave of careful attention to the meaningful demarcation of culture and civilization occurred in the 1930s when the tendency of the inability or unwillingness to resolve existing global contradictions led to the situation slipping into the maelstrom of the Second World War. Currently, there is an unequivocal awareness of the inappropriateness of the illusions associated with the global world order formed on the ruins of the Berlin Wall according to the patterns of neoliberalism. The world at the beginning of the third decade of the 21st century feels confused about its inability to respond to the challenges of modernity convincingly and promptly. This state of affairs once again objectively and logically actualizes the interest in a meaningful demarcation of culture and civilization since it is precise with these tools that the answers to the crisis status quo and the prospects for overcoming it are connected. An important task for concretizing this research goal is the cosmological prism of the conceptual demarcation of culture and civilization. (shrink)

In the early 1990s, after the fall of the Berlin Wall and with the easing of East- West tensions, Samuel Huntington presented his theory of a “clash of civilizations.” He announced that conflicts between ideologies had come to an end and were to be replaced by a new kind of confrontation, this time between cultures and religions. This essay attempts to show how misled Huntington’s thesis can be by referring to forms of humanism from Africa as well as (...) to some ideas developed in Arabian-Islamic philosophy. In the early 1930s, African intellectuals such as Léopold Sédar Senghor or Aimé Césaire already tried to oppose their own conception of humanism to Western individualistic humanism. The distinction can be found in the concept of Ubuntu, or “African humanism,” which incorporates notions of respect for the other, collective responsibility and solidarity. The Arab-Islamic world has also had similar concerns from an early stage. Its heritage from classical Greek philosophy, which placed human being at the centre of its thinking and ethical acting, came indeed under the significant influence of Islamic values, such as equality, fraternity and the community. Thus the essay offers an alternative to Huntington’s post-modern model of “clash of civilizations” beyond the frontiers set by Western humanism and that is more relevant to our current globalising world – a new trans- and intercultural humanism that favours the ways human beings can relate to each other as persons regardless of race, culture and religion. Human dignity and respect for the “other,” including the environment, are therefore central to this new humanism. (shrink)

Hofstede’s cultural values framework has been applied in a study looking at possible relations between migration streams and their country of destinations. The study is based on a model which consists of three factors: Human Resources Management, Culture Dimensions and Migration and it points out their non-linear relationship. Migration outflows from Poland in 2002 are measured against culture dimensions (both in Poland and destinations countries) and power distance emerges as the most influential possible “pull” factor. After some conceptual elaboration on the topic of the Dialogue among Civilizations, this article will give some examples of UNESCO’s contribution in this domain. DAC is intrinsically bound to the questions of identity and otherness through the role culture and civilization play in composing our identity. We forge our own identity through our culture; those who share this identity are insiders, and those who do not are outsiders. Some understandings of identity conclude in a lack of appreciation for the (...) Others’ identity, which is necessary to being a genuine partner in dialogue. At one extreme personal identity is not conceived as being subject to any changes during an individual’s lifetime; while at the other extreme, post-modernism perceives a person or a social group simply as a node in a network of relations. These definitions both suffer from the lack of a historical dimension and are based on a unitary conception of identity. The solution, as the reality of history also demonstrates, comes with a pluralistic view of identity, which not only solves some theoretical issues but also forms the only framework within which the possibility of dialogue can be assured. The wonderful consequence will then be that if absolute identity does not exist, neither can absolute otherness. We should then search for the shared roots between different cultures. It was a common scientific and philosophical culture, for example, that united Avicenna in Iran with St. Thomas Aquinas in the West; a culture going back to the Greek and Hellenistic thinkers. Globality should be understood as a visionary search for the discovery of the common roots of different cultures, rather than the dominance of any one particular culture or value system. The ethnocentric concept of culture and history can then be overcome. A genuine dialogue comes with the soul’s particular willingness to “convert” itself, to expose and risk one’s own ideas and positions. It brings us the possibility of overcoming trans-cultural dissensus on whether a particular practice violates one or another human right. And as we know from Averroes, the human soul comes from a unified universal soul. Finally, there is an inter-conceptual linkage among cultural diversity, tangible and intangible cultural heritage, sustainable development, human rights and cultural rights. UNESCO, by preserving and protecting cultural heritage, safeguarding cultural diversity, and promoting dialogue among cultures and civilizations, is contributing to its axiomatic constitutional goals, namely the construction of the defenses of peace in the minds of people through moral and intellectual solidarity. The Notion of ‘civilisation’ in European and post-Enlightenment writings has recently been reassessed. Critics have especially reread the works of Immanuel Kant by highlighting his racial categories. However, this Paper argues that something is missing in this contemporary literature: namely, the role of the European legal culture in the development of a racial and ethnic hierarchy of societies. The clue to this missing element rests in how ‘civilisation’ has been understood. This Paper examines how one of the leading jurists of (...) the 19th and 20th centuries, George W. Hegel (1770-1831), took for granted a sense of a legal culture that excluded indigenous inhabitants of the Americas as legal persons worthy of legal protection. -/- Such an exclusionary legal culture represented a crucial feature of ‘civilisation’ according to Hegel. This Paper identifies a series of factors which Hegel highlighted as instrumental in constituting a civilised society: Bildung, an ethos, a written legal culture, a self-creative author (the state), territorial knowledge, and a hierarchy of societies. Hegel emphasized the need of jurists to analytically “leap” from a traditional society to a legal culture before the jurist could identify a law. The traditional societies of the Americas, according to Hegel, were considered lawless because they lacked a European sense of a legal culture. Why Hegel characterised traditional communities as lacking a legal culture is then explained. The Paper ends by suggesting that the features of a legal culture that Hegel highlights remain with us today. (shrink)

The article reviews the social theory of Harry Redner with particular reference to his view of the relationship between high literacy (book culture) and civilization. The question is posed whether, alongside book culture, an axial-type metaphysical culture is also key to the definition of civilization.

This article restores the peculiar ethical-cultural cartography from the philosophical fragments of Ancient Greek Cynicism. Namely, the fragments of Anthistenes, Diogenes of Sinope, Crates, Dio Chrysostom as well as of the ancient historians of philosophy are mainly analyzed and interpreted. The methods of comparative analysis as well of rational resto-ration are applied in this article. The authors of the article concentrate on the main characteristics of the above mentioned cartography, that is, the contradiction between maps of nature and civili-zation. The (...) article comes to the conclusion that the basis of this contradiction is the concept of the main value as well as virtue in the above mentioned cynicism, namely, natural radical temperance. According to ancient cynics, this virtue is absolutely incompatible with pleasure-driven civilization, as the latter annihilates the former. Therefore, cynics interpreted the whole territory of the world known at that time as divided between maps of nature and civilization that never overlap or even intersect. Moreover, according to ancient cynics, the territory covered by maps of civilization is considerably smaller than that enframed by the maps of nature. Moreover, the areas of nature are continuously being diminished, as civilization resolutely goes ahead. In such a situation that threatens survival of human nature the only possible way out is a return to the natural value of radical temperance. After cynics, the only effective strategy of achieving that challenging goal is askesis as excercises of temperance dedicated both to body and spirit. The authors of the article also give a certain SWOT analysis of the above mentioned cartography in the context of contemporary society. According to them, such a cartography possesses both strong and weak points. The main weak point is the contradiction itself between maps of culture and civilization. As a matter of fact, civilization does not annihilate the possibility of natural temperance, whereas a human being, according to his/her nature, is a creator of culture and civilization. On the other hand, the main positive aspect is an emphasis on virtue of temperance, which is actual, significant and relevant in any epoch, culture and civilization, and which is pretty much forgotten nowadays. In deeply divided societies (DDS) – those having experienced episodes of ethnic or religious mass violence – thousands of survivors must confront the challenge of reconstructing their public identity, split between their tragic human experience as victims and their political obligations as citizens. They are required to cooperate precisely with those who are, in their eyes, responsible for the crimes perpetrated against them. Is liberal democratic theory able to respond to such deep divisions? Is democracy, even, compatible with the reconciliation (...) that in these societies is a priority? Building on the idea that certain cultural conditions are important for securing the stability of liberal democracy, this paper presents an account of deliberative reconciliation appropriate to the context of DDS and which provides guidance in such circumstances of unmitigated pluralism. Deliberative reconciliation works with those elements of background culture that disclose some forms of civility within society. This is the culture of civility: a deliberative consensus, which enables former enemies to become part of a community of equals and to reciprocate on the basis of some shared political values, thus displaying support for liberal democratic institutions. The English translation of Habermas's The Structural Transformation of the Public Sphere converges with the revival of the "political culture concept" in the social sciences. Surprisingly, Habermas's account of the Western bourgeois public sphere has much in common with the original political culture concept associated with Parsonian modernization theory in the 1950s and 1960s. In both cases, the concept of political culture is used in a way that is neither political nor cultural. Explaining this peculiarity is the central problem addressed (...) in this article and its companion piece, which appeared in Sociological Theory, volume 3, number 2 (1995). I hypothesize that this is the case because the concept itself is embedded in an historically constituted political culture (here called a conceptual network)-a structured web of conceptual relationships that combine into Anglo-American citizenship theory. The method of an historical sociology of concept formation is used to analyze historically and empirically the internal constraints and dynamics of this conceptual network. The method draws from new work in cultural history and sociology, social studies, and network, narrative, and institutional analysis. This research yields three empirical findings: this conceptual network has a narrative structure, here called the Anglo-American citizenship story; this narrative is grafted onto an epistemology of social naturalism; and these elements combine in a metanarrative that continues to constrain empirical research in political sociology. While he rejects the paradigmatic method in its historic intent, Mr. Weiss has a good deal to say about "nonassociated man" as a model for the understanding of human association and its aims. It seems fair to say that it is really this paradigmatic element which enables Mr. Weiss to support comments on the inadequacies of the analytic and empirical procedures. If the process of analysis itself gives no clue to the elements to be discovered in analysis, and if the (...) empirical investigation of social life does not provide any key to the distinction between the essential and the irrelevant, then the clue or key must lie in some concept of man. For clearly the "socially habituated ways of acting" from which this dialectical procedure sets out do not themselves provide any infallible guide to what is essential and what is irrelevant, to what is beneficial and what is inimical, in human existence. To know what society, state, culture, and civilization are in essence is to have more than a knowledge of existing social forms themselves. The features of prevailing social patterns cannot alone suggest what is normative or ideal, unless ultimately what is is to be taken for what ought to be. (shrink)

In this article, the foundations of a new principle of international relations are discussed. They are traced back to the idea of the human being as a culturally living being (homo culturalis). The new principle of harmonic power is conceptualized in the first segment by way of contrasting it with the original meaning of the concept of ‘soft power’ by Joseph S. Nye Jr. In the next part, a portion of the intension of a new concept of culture is established. (...) It serves as a conceptual background and context for the idea of harmonic power. This foundation for a new and more comprehensive concept of culture is inspired by ancient Chinese elements of thought but also by comparable elements of Indian and Graeco-Roman philosophy. In the following step, a conceptual extension of culture in four major areas, respec-tively, mutually permeable “focus fields” is outlined. The accompanying discussion in view of ancient Chinese philosophy and elements of other traditions then leads to a completion of the intension of the concept of culture. This is achieved in view of the aspect of morality in relation to the Golden Rule. In a final step, further reflec-tions are provided regarding the interrelation of the advanced concepts of harmonic power and culture discussed in the this article. Harmonic power means the essential prerequisite for the shift away from the conflict-ridden desire for monopolar world hegemony—a yearning that has revealed itself as an impasse over and over again—towards a peace-bearing, transformative future of multipolar world participation. Harmonic power is the foundation of the cultivation of a mutually beneficial socio-cultural co-evolution on a global scale. (shrink)

The article consists of a re-examination of Marcuse’s Eros and Civilization in the light of continuing interest in that work. After a brief consideration of Marcuse’s attempt to use Freud to indict contemporary civilization, focusing on the concepts of surplus repression and guilt, the article turns to his utopian sketch of Eros as a culture builder and the reconciliation of reason and instinct. These themes, which form the focus of recent interest, are explored by examining Marcuse’s interpretation of Kant and (...) Schiller as well as Freud. In all cases Marcuse’s interpretation is shown to be flawed. The conclusion is that Marcuse’s attempt to indict established reason in the light of instinct and yet to hold out the prospect of a reconciliation of reason and instinct leads to an impoverished concept of both.
