Which political principles should govern global politics? In his new book, Simon Caney engages with the work of philosophers, political theorists, and international relations scholars in order to examine some of the most pressing global issues of our time. Are there universal civil, political, and economic human rights? Should there be a system of supra- state institutions? Can humanitarian intervention be justified?

Suppose it is a law that all Fs are G. Does the law hold in all possible worlds? According to Necessitarianism, it holds in at least all those worlds containing F-ness. I argue that the Necessitarian must also take the law to hold in all those possible worlds which do not contain F-ness. Accepting the principle that a law can only hold in a world if it has some ontological grounding in that world, I argue that Necessitarianism is committed to (...) the claim that any law holding in the actual world is grounded in every possible world, and that any law holding in any possible world is grounded in the actual world. General principles of human cognition can help to explain why languages are more likely to have certain characteristics than others: structures that are difficult to process or produce will tend to be lost over time. One aspect of cognition that is implicated in language use is working memory—the component of short‐term memory used for temporary storage and manipulation of information. In this study, we consider the relationship between working memory and regularization of linguistic variation. Regularization is a well‐documented process whereby (...) languages become less variable (on some dimension) over time. This process has been argued to be driven by the behavior of individual language users, but the specific mechanism is not agreed upon. Here, we use an artificial language learning experiment to investigate whether limitations in working memory during either language learning or language production drive regularization behavior. We find that taxing working memory during production results in the loss of all types of variation, but the process by which random variation becomes more predictable is better explained by learning biases. A computational model offers a potential explanation for the production effect using a simple self‐priming mechanism. (shrink)

Identifying wordlike units in language is typically done by applying a battery of criteria, though how to weight these criteria with respect to one another is currently unknown. We address this question by investigating whether certain criteria are also used as cues for learning an artificial language—if they are, then perhaps they can be relied on more as trustworthy top‐down diagnostics. The two criteria for grammatical wordhood that we consider are a unit's free mobility and its internal immutability. These criteria (...) also map to two cognitive mechanisms that could underlie successful statistical learning: learners might orient themselves around the low transitional probabilities at unit boundaries, or they might seek chunks with high internal transitional probabilities. We find that each criterion has its own facilitatory effect, and learning is best where they both align. This supports the battery‐of‐criteria approach to diagnosing wordhood, and also suggests that the mechanism behind statistical learning may not be a question of either/or; perhaps the two mechanisms do not compete, but mutually reinforce one another. Climate change is projected to have very severe impacts on future generations. Given this, any adequate response to it has to consider the nature of our obligations to future generations. This paper seeks to do that and to relate this to the way that inter-generational justice is often framed by economic analyses of climate change. To do this the paper considers three kinds of considerations that, it has been argued, should guide the kinds of actions that one generation should take (...) if it is to treat both current and future people equitably. In particular it examines the case for what has been termed pure time discounting, growth discounting and opportunity cost discounting; and it assesses their implications for climate policy. It argues that none of these support the claims of those who think they give us reason to delay aggressive mitigation policies. It also finds, however, that the second kind of argument can, in certain circumstances, provide support for passing on some of the costs of mitigation to future generations. (shrink)

While most large companies around the world now have a code of ethics, reported ethical malpractice among some of these does not appear to be abating. The reasons for this are explored, using academic studies, survey reports as well as insights gained from the Institute of Business Ethics' work with large corporations. These indicate that there is a gap between the existence of explicit ethical values and principles, often expressed in the form of a code, and the attitudes and behaviour (...) of the organisation. The paper suggests that two basic reasons appear to be at the heart of the problem: ineffective ethics programmes and deficiencies in corporate culture. The paper concludes that successfully embedded corporate ethical values requires well‐designed ethics policies, sustained ethical leadership and incorporation of ethics in organisational processes and strategy as part of an ethical culture at all levels of the organisation. I argue that the best explanation of law-like regularity is that properties are universals and that universals are irreducibly dispositional entities.

Research on corporate sustainability has started to acknowledge the role of temporality in creating more sustainable organizations. Yet, these advances tend to treat firms as monolithic and we have little understanding of how different temporal patterns throughout an organization shape perceptions of and actions toward sustainability. Building on studies highlighting how the temporal structures of work shape employee engagement with different organizational processes and issues, we seek to answer: How does the temporality of work practices structure perceptions of corporate sustainability (...) throughout the firm? Using data from an ethnography of a small European sustainable bank, we provide an account of the variety of ways in which employees in different departments perceive the bank and how they engage with sustainability. We then go on to show how the temporal structures of work practices within different departments help explain some divergence in perceptions of sustainability. Our study highlights the variegation of temporal structures in organizational processes of meaning-making and its role for a better understanding of the efforts to make corporations more sustainable. Tumour‐associated genetic changes frequently involve DNA translocation or deletion. Many of these events will have arisen from initial genomic damage, induced by either the activity of endogenous metabolic processes or from exposure to environmental genotoxic agents. Although initial genomic damage will have been widely distributed, tumorigenic events are confined to certain DNA target sites. Furthermore, within these target sites there appear to be regions of preferential DNA rearrangement, and examination of these sites implies that the location and extent of such (...) rearrangement may be influenced by DNA primary and secondary structure rather than simply by the point of damage. We selectively review evidence relating to DNA structures that may predispose certain regions of the genome to damage‐induced rearrangement, and discuss the possible role of interstitial, inverted telomere‐like sequence arrays in promoting chromosomal events of a type known to be associated with some human and animal tumours. Interventions that are designed to stem plagiarism do not always override the motivation of individuals to cheat and, therefore, may not diminish misconduct. To inform more effective approaches, we conducted a systematic review to clarify the psychological causes of plagiarism. This review of 83 empirical papers showed that a specific blend of circumstances may foster plagiarism: an emphasis on competition and success rather than development and cooperation coupled with impaired resilience, limited confidence, impulsive tendencies, and biased cognitions. What kind of political systems should there be? In this paper I examine two competing principles of institutional design — an instrumental view, which maintains that one should design institutions so as to realize the most plausible conception of justice, and a democratic view, which maintains that one should design institutions so as to enable persons to participate in the decisions that impact their lives. I argue for a mixed view that combines these two principles. In the second stage of (...) the argument, I draw on this principle of institutional design to argue for the need for suprastate institutions. These are required to protect persons’ core basic rights and, over and above that, they are needed to provide fair and legitimate procedures for choosing which rules should govern the global economy and environment. The third stage of the argument develops this account by elaborating on what features global institutions must possess for them to perform these two distinct kinds of roles. (shrink)

The 1929 encounter between Ernst Cassirer and Martin Heidegger in Davos, Switzerland is considered one of the most important intellectual debates of the twentieth century and a founding moment of continental philosophy. At the same time, many commentators have questioned the philosophical profundity and coherence of the actual debate. In this book, the first comprehensive philosophical analysis of the Davos debate, Simon Truwant challenges these critiques. He argues that Cassirer and Heidegger's disagreement about the meaning of Kant's philosophy is motivated (...) by their different views about the human condition, which in turn are motivated by their opposing conceptions of what the task of philosophy ultimately should be. Gopal Sreenivasan’s “hybrid theory” states that a moral duty is directed toward an individual because her interests justify the assignment of control over the duty. An alternative “plain theory” states that the individual’s interests justify the duty itself. I argue that a strong moral status constraint explains Sreenivasan’s instrumentalization objection to a Razian plain theory but that his own model violates this constraint. I suggest how both approaches can be reformulated to satisfy the constraint, and I argue that a reformulated (...) plain theory can also avoid an insufficiency objection. The hybrid approach consequently has no clear advantage over the plain approach. (shrink)

This paper considers the probative burdens of proposing action or policy options in deliberation dialogues. Do proposers bear a burden of proof? Building on pioneering work by Douglas Walton (2010), and following on a growing literature within computer science, the prevailing answer seems to be “No.” Instead, only recommenders—agents who put forward an option as the one to be taken—bear a burden of proof. Against this view, we contend that proposers have burdens of proof with respect to their proposals. Specifically, (...) we argue that, while recommenders that Φ bear a burden of proof to show that □Φ (We should / ought to / must Φ), proposers that Φ have a burden of proof to show that ◇Φ (We may / can Φ). A burden of proposing may be defined as, which reads: Those who propose that we might Φ are obliged, if called upon, to show that Φ is possible in any of four ways which we call worldly, deontic, instrumental, and practical. So understood, burdens of proposing satisfy the standard formal definition of burden of proof. (shrink)

This paper defends an egalitarian conception of global justice against two kinds of criticism. Many who defend egalitarian principles of justice do so on the basis that all humans are part of a common 'association' of some kind. In this paper I defend the humanity-centred approach which holds that persons should be included within the scope of distributive justice simply because they are fellow human beings. The paper has four substantive sections - the first addresses Andrea Sangiovanni's reciprocity-based argument for (...) the claim that egalitarian principles apply only within the state. The second responds to Michael Blake's coercion-based argument for the thesis that egalitarian principles apply only within the state. A third section draws attention to a general problem with associational accounts of distributive justice. Finally, I seek to show how a humanity-centred cosmopolitanism can accommodate the insights associated with an associational approach. (shrink)

According to the Contingency Theory of Laws, if there are possible worlds in which it is a law that all Fs are G, there are also possible F-containing worlds in which it is not. I argue here that the theory is forced to accept the possibility of nomic inversion: i.e. pairs of properties that have their actual nomic roles swapped in some possible world. Such inversions cannot be ruled out on grounds of logical or metaphysical inconsistency, and therefore – since (...) nomic inversion is counterintuitive – the Contingency Theory is undermined. This book is an empirically informed investigation of the philosophical problem of mental causation, and simultaneously a philosophical investigation of the status of cognitive scientific generalisations. If there is such a thing as mental causation, and if we can classify the mental states involved in these causes in a way useful for making predictions and giving scientific explanations, then these states will be natural kinds. The first task, then, is to show that there is an account of natural kindhood that (...) can accommodate cognitive kinds. The second task is to say how the scientific statements made using these mental kinds are not susceptible to being reduced to statements about physical kinds, and in fact require taking into account facts at many levels of explanation, including the biological and social levels. Lastly, the case will be made for Virtual Machine Functionalism being the correct account of the relationship between cognitive states and the broader physical world. (shrink)

I develop a challenge for a widely suggested knowledge-first account of belief that turns, primarily, on unknowable propositions. I consider and reject several responses to my challenge and sketch a new knowledge-first account of belief that avoids it.

This paper contrasts two influential theoretical accounts of language change and evolution – Iterated Learning and Social Coordination. The contrast is based on an experiment that compares drawings produced with Garrod et al’s ‘pictionary’ task with those produced in an Iterated Learning version of the same task. The main finding is that Iterated Learning does not lead to the systematic simplification and increased symbolicity of graphical signs produced in the standard interactive version of the task. A second finding is that (...) Iterated Learning leads to less conceptual and structural alignment between participants than observed for those in the interactive condition. The paper concludes with a comparison of the two accounts in relation to how each promotes signs that are effi cient, systematic and learnable. (shrink)

Memes, of the kind found often on the internet, are an increasingly significant medium of expressive activity. I develop a theory of their ontological nature and, in parallel, an analysis of the concept meme. On my view, memes are abstract artifacts made out of norms for production of instances. The norms say things like ‘use a certain image; add text of a certain kind; the text should be delivered in two chunks, one at the top of the image, one at (...) the bottom, etc.’ Instances of these memes are created when users follow these norms and publish the results. The concept meme is analyzed in terms of the notion of memographic practice, a historically situated form of activity within which memes are created and their instances produced and made public. The literature on global justice contains a number of distinct approaches. This article identifies and reviews recent work in four commonly found in the literature. First there is an examination of the cosmopolitan contention that distributive principles apply globally. This is followed by three responses to the cosmopolitanism, – the nationalist emphasis on special duties to co-nationals, the society of states claim that principles of global distributive justice violate the independence of states and the realist claim that global justice is (...) utopian and that states should advance national interest. The Newcomb problem is analysed here as a type of common cause problem. In relation to such problems, if you take the dominated option your expected outcome will be good and if you take the dominant option your expected outcome will be not so good. As is explained, however, these arenot conventional conditional expected outcomes but `conditional evidence expected outcomes' and while in the deliberation process, the evidence on which they are based is only hypothetical evidence.Conventional conditional expected outcomes are (...) more sensitive to your current epistemic state in that they are based purely on actual evidence which is available to you during the deliberation process. So although they are conditional on a certain act being performed, they are not based on evidence that you would have only if that act is performed. Moreover, for any given epistemic state during the deliberation process, your conventional conditional expected outcome for the dominant option will be better than that for the dominated option. The principle of dominance is thus in perfect harmony with the conventional conditional expected outcomes. In relation to the Newcomb problem then, the evidence unequivocally supports two-boxing as the rational option. Yet what is advanced here is not simply a two-boxing strategy. To see why, two stages to the problem need to be recognised. The first stage is that which occurs before the information used by the predictor in making his predictions has been gained. The second stage is after this point. Provided that you are still in the first stage, you have an opportunity to influence whether or not the predictor places the $1m in the opaque box. To maximise the probability that it is, you need to commit yourself to one-boxing. (shrink)

Discussions of habit in Hegel’s thought usually focus on his subjective spirit since this is where the most extended discussion of this issue takes place. This paper argues that habit is also important for understanding Hegel’s Philosophy of Right. The discussion of habit and second nature occur at a critical juncture in the text. This discussion is important for understanding his notion of ethical life and his account of freedom.

Institutional Review Boards and their federal overseers protect human subjects, but this vital work is often dysfunctional despite their conscientious efforts. A cardinal, but unrecognized, explanation is that IRBs are performing a specific function – the management of risk – using a flawed theoretical and practical approach. At the time of the IRB system’s creation, risk management theory emphasized the suppression of risk. Since then, scholars of governance, studying the experience of business and government, have learned that we must distinguish (...) pure from opportunity risks. Pure risks should be suppressed. Some opportunity risks, in contrast, must be accepted if the institution is to meet its goals. Contemporary theory shows how institutions may make these decisions wisely. It also shows how a sound organizational understanding of risk, a proper locus of responsibility, and appropriate institutional oversight all contribute to effective risk management. We can apply this general theory, developed in other contexts, to the problems of the IRB system. Doing so provides a unifying explanation for IRBs’ disparate dysfunctions by spotlighting five related deficiencies in IRB theory and structure. These deficiencies are inability to focus on greater risks, loss of balanced theory, inaccessibility to guidance from senior leadership, unbalanced federal oversight, and inflexibility. These flaws are deeply rooted in the system, and superficial reform cannot resolve them. Congress should overhaul the system to meet contemporary standards of risk management; this would benefit subjects, scientists, and the public that needs the fruits of research. (shrink)

The American public university is losing status vis-à-vis the Ivy League private sector. In mass education it is challenged by for-profit institutions such as the University of Phoenix. Declining state financing is symptomatic of the evacuation of public values inside and outside the university. This has proceeded furthest in the USA. Other university systems are affected by national/local as well as global/American factors. Nevertheless, most public universities are on the defensive. Intensified status competition, locking neatly into neo-liberal government, is reconstituting (...) the field of higher education (Bourdieu, 1988) as a competitive market in private status goods. This, not a structural transformation consequent on changes in scale, is decisive. Universities have a capacity for bounded diversity and an underutilized potential in public discourse that enables them to combine openness with research and academic excellence, but not with high student selectivity and social exclusivity. The article comments on the implications of Craig Calhoun’s essay for reinventing the public university, focusing on two theorizations that provide resources for this: Samuelson (1954) on public and private goods, and Habermas (1989) on the public sphere. However, neither fully encompasses the university’s role in learning, scholarship, identity formation and self-alteration. (shrink)
