The liberal and democratic political order is underpinned by universal principles of justice. However, the universality of these principles is now being questioned and undermined by challenges from postmodernism, communitarianism, multiculturalism and other forms of anti-foundationalism. These challenges highlight the sheer diversity of cultures and values, treating liberal values and democratic political culture as one idea of social organization amongst many. While social and political orders are capable of almost endless variation, it may be that (...) not every diverse order is legitimate and we can justifiably regard some forms of social organization as beyond the pale and a 'thin' form of universalism has been developed to support this contention. The core idea behind 'thin universalism' is that it is possible to rehabilitate the universalist aspirations of normative theory while acknowledging the force of many antifoundationalist and multiculturalist criticisms of universalism. This book brings together prominent international political theorists to explain and discuss this contested concept and explore how we can stand up for and act upon principles in a world characterized by cultural difference, moral skepticism, and political division. The authors present a variety of perspectives: some chapters are sympathetic to the idea of a thin universalist account of justification, some are reluctant advocates and others are skeptical about its success or even desirability. This chapter aims to discuss critically the changing values in higher education within the context of culturally, ethnically and religiously plural modern European societies with a special focus on the case of emerging European Islamic higher education institutions. The inquiry argues for the need to rethink the core values in Islamic and western liberal, secular higher education in order to facilitate a new creative engagement between these two distinctive perspectives on higher education that share an intertwined (...) intellectual legacy. The focus of the study is framed by the following questions: Do central educational values of Islam and western secular higher education remain in conflict? To what extent can a critical dialogue of convergence be facilitated between the educational/pedagogic cultures of Islamic and western higher education? Why should such a critical engagement be based on a shared relational ethics of respecting the dignity of difference and recognition of mutual interdependence? The study adopts a phenomenology- infomed critical, comparative analysis method while exploring the topic within its historical and contempoaray dimensiosns. The original contribution of the inquiry lies in its reflective engagement with the Islamic and western values of higher education and developing a distinctive conceptual framework to facilitate a new pedagogic dialogue among the communities of learners and teachers coming from these educational cultures who increasingly share the same social space. After presenting the aims and context of the inquiry, a brief historical account of Islamic and western values of higher education will be provided. This will be followed by discussing the arguments supporting the incompatibility of Islamic and western values of education. The incompatibility thesis will be deconstructed by critically examining its logic of binary literalism. By drawing on the evidence suggesting presence of a shared reflective, critical educational heritage between Islam and the West, the chapter argues for the need to revive these forgotten traditions of pedagogic curiosity and critical openness to inspire a new cross-pollinating dialogue capable of acknowledging the dignity of being different and recognizing the reality of sharing an interdependent world. Will Kymlicka argues that societal culture matters to liberalism because it contributes to its members’ freedom. If so, multiculturalism that advocates group rights to sustain minority societal cultures in the liberal West is in fact entailed by liberalism, the core value of which is individual freedom. “Freedom,” then, functions as the main bridge between liberalism and multiculturalism in Kymlicka’s position. Kymlicka is correct that societal culture contributes to its members’ freedom by providing them with meaningful options. The (...) sense of freedom enabled by culture, however, is not equivalent to the notion of freedom advocated by mainstream liberalism, liberal autonomy. I argue in this paper that Kymlicka’s liberal multiculturalism is an inconsistent and therefore implausible theoretical construct because Kymlicka unwittingly equivocates on “freedom” in using its two distinct senses interchangeably. The dissertation explores the implications of the liberal value of individual autonomy for the rights of cultural minorities in liberal societies. Liberals traditionally have assumed that respect for autonomy precludes the political recognition of citizens' cultural identities. But in recent years a number of self-styled "liberal nationalists" have argued that honoring the value of autonomy actually entitles cultural minorities and their members to a plethora of cultural rights, including political autonomy, minority jurisdiction over land and language, the (...) public subsidization of ethnic festivals, the symbolic recognition of ethnic and religious groups, and even a right to national self-determination. I argue that both the "liberal neutralist" and the "liberal nationalist" accounts of what individual autonomy stands for are mistaken. I present an alternative way of viewing the connection between the value of individual autonomy and claims for cultural recognition, one that preserves the primacy and inherent complexity of this central liberal value. Rightly understood, liberal autonomy supports the political recognition of cultural identity in principle and in a wide range of cases, but the principle and the cases fall well short of the extravagant claims recently made in its name. My analysis suggests that the principle of liberal autonomy sustains a civil right to cultural expression in the manner of classical civil rights, an approach that many liberal democracies implicitly have been moving toward in recent years. What role does sacredness play in the secular politics of the liberal democracies of the United States and Europe today? One approach, focusing on the sources of political unity, suggests that they are integrated by a kind of civil religion, however flawed. This suggestion is criticized empirically as ever less plausible and as blind to the currently feasible limits of social solidarity. A second approach, focusing on the growing democratic crisis of liberal democracies due to ever-deepening social (...) divisions, leads to the suggestion that sacredness is increasingly at work in secular politics. Hymenoplasty is a minor surgical procedure requested by women who, for cultural or religious reasons, need to remain a virgin until marriage. In this article I assess whether the public healthcare system of a liberal state should provide it as part of a policy of multicultural accommodation. I conclude that, in order to remain loyal to certain ethical ideals linked to the rule of law, liberal states should give access to hymenoplasty only to women for whom premarital virginity (...) is a precondition for their flourishing within their community and who say they are victims of sexual assault. El presente artículo trata de hacer ver que el desencuentro entre la modernidad ilustrada y la religión católica, fue debido a una serie de factores y circunstancias desgraciadas, y no a una incompatibilidad inevitable. Es más, a pesar de los malentendidos y desencuentros, no son pocos los ideales de la modernidad ilustrada que, si profundizamos en ellos, descubriremos su inspiración y raíces cristianas. Es más, guste o no a algunos, el patrimonio espiritual y moral que ha ido configurando la identidad (...) europea ha tenido una de sus más importantes fuentes de inspiración en la tradición judeo-cristiana, sin menoscabar, por supuesto, la herencia griega, el derecho romano, la tradición liberal-ilustrada, y la revolución científica. Especialmente, hemos hecho hincapié en la autoridad moral del sufrimiento de la tradición judeocristiana, como una baza fundamental de cara la defensa de la dignidad humana. Para profundizar en esta compleja problemática hemos tenido en cuenta, entre otros, los análisis de Karl Löwith, Hans Blumenberg, J. Habermas, Benedicto XVI y J.B. Metz. Nuestra conclusión es que no tiene razón el actual secularismo-laicismo excluyente al pretender minusvalorar, o borrar simplemente del mapa, las raíces cristianas de Europa, como portadoras de valores y actitudes, que son tan necesarias ante el relativismo, el nihilismo postmoderno, y la crisis de valores de una sociedad, cada vez más deshumanizada. Frente al euroescepticismo que hoy sobrevuela amenazante, hay que reivindicar el “humanismo socrático-cristiano” como una seña de identidad irrenunciable. Otra cosa es el integrismo religioso, que no acaba de admitir la autonomía de la sociedad civil y del Estado, como presupuesto fundamental de una sana secularidad. Es precisamente en el seno de la sociedad civil donde la institución religiosa tiene derecho a dejar oír su voz, en diálogo respetuoso con las otras voces que en ella se ubican, de cara a consensuar soluciones frente a los graves problemas que nos acucian. Y sólo desde una identidad europea bien asentada, podremos enfrentarnos con el reto de la multiculturalidad al que Europa se ve inevitablemente abocada, en el contexto de la globalización.This article attempts to show, that the disagreement between enlightened modernity and Catholic religion, was due to a number of factors and unfortunate circumstances and not to an unavoidable incompatibility. There is more, despite misunderstandings and disagreements, there are many ideals of enlightened modernity that when we go deeper into them, we discover their Christian inspiration and roots. Even more, like it or not some people, spiritual and moral heritage, which has configured European identity, had Judeo- Christian tradition as one of its sources of inspiration, without underestimating, of course, Greek heritage, Roman law, liberal enlightenment tradition and scientific revolution. We have emphasized, especially, the moral authority of suffering of Judeo-Christian tradition as something basic to defend human dignity. To go deeper into this complex problem, we took into account, among others, the analyses of Karl Löwith, Hans Blumemberg, J. Habermas, Benedit XVI, and J:B: Metz. Our conclusion is that the current exclusive secularism is not right trying to underestimate or eliminate the Christian roots in Europe as carriers of values and attitudes, so necessary against relativism, postmodern nihilism and the crisis of values in a society increasingly dehumanized. Against an Euroscepticism which overflies threatening, we must claim a Socratic-Christian humanism as a sign of indispensable identity. Religious secularismis something different, it does not admit the authority of a civil society and state, as a fundamental prerequisite for a healthy secularity. It is precisely within a civil society where a religious institution has the right to be heard in a respectful dialogue with others voices that are located in there to agree on solutions against the problems we are facing and, only from a well established European identity, we will be able to face the challenge of multiculturalism to which Europe is inevitably doomed in a context of Globalization. Mill is commonly dismissed as being hostile to multiculturalism. A review of some existing interpretations and an exploration of some overlooked aspects of his thought shows this to be a mistake. He is alleged to devalue lives not dedicated to the pursuit of individual autonomy: in fact he is a liberal communitarian. Other, legitimate, critiques point to his cultural imperialism. Many allege, mistakenly, that he is a proponent of national homogeneity. Yet Mill remains largely misunderstood with regard to (...) multiculturalism. His focus on individual self-perfection is a strong aid, not impediment, to a distinctly liberal multiculturalism, because inherently value pluralist. His scepticism about the power of human cognition precludes dogmatism about primary personal values. His alleged support of national homogeneity demonstrates an acknowledgement of individuals’ particularistic attachments without supporting nationalist parochialism. By doing justice both to individuals’ instinct of particularity and their potential for cosmopolitanism, it fosters rather than undermines liberal multiculturalism. (shrink)

The article titled “Multiculturalism is the key philosophic concept of a modern society’s social development” is devoted to analysis of cultural- political concerns taking place in modern societies from socio- philosophic aspects. The article outlines such topics as addressing this matter from the aspect of urgent demand of the time and period, respect to other cultural identities, and prevention of radicalism, terrorism, extremism, religious fundamentalism, and racial discriminatory acts that may upset the equilibrium in the system of ethnic- political (...) relationships of multiethnic societies against the background of globalization process, and criticality of taking complex measures aimed at safe future in respect of ethnic – political subjects. Term of multiculturalism from philosophic point of view has a broader definition being a generic manifestation of the cultures to which various social entities integrating various values belong to. It is a well-known fact that culture and moral virtues are a historic- philosophic system of views and, depending on dictate of the time and form of public order established at each historic development phase, culture and moral virtues are subject to change and renewal. Multiculturalism is a form of tolerance where representatives of different national cultures coexist in a country and assert themselves. Mutual understanding, joint activity, including equal dialogue between parallel cultures, are the factors forming philosophic- theoretical base of multiculturalism paradigm. The article analyzes multiculturalism concept philosophically and is primarily explained as a synthesis of communitarism and liberalism ideas. It is specifically stressed that multiculturalism reflects the equality promoted by communitarism as a concept and respect towards a personality, other cultures and religions as asserted by liberals. Readers’ attention are called to transformation of multiculturalism paradigm into main philosophic- political concept of modern societies and its constitution of the political doctrine of many developed countries, including the Republic of Azerbaijan in state policy context. Difficult questions regarding the so-called limits of toleration or accommodation are inevitable in today’s diverse, immigration societies. Such questions cannot be satisfactorily answered through simple assertions of the majority’s will or by retreating to a defense of ‘core liberal values.’ Rather, dealing with the challenges of diversity in a manner consistent with liberal-democratic principles requires that decision-making concerning the terms of collective life be informed by sincere and respectful deliberation. But how and where do we go about (...) engaging in such deliberation? This essay suggests that the courts seem to offer an arena that is more conducive than other traditional democratic institutions in terms of enabling the type of dialogue and analysis essential to realizing meaningful deliberation. Paradoxically, then, the judicialization of politics can be understood to be an ally, not an enemy, of meaningful deliberation in diverse democracies. (shrink)

In the Algerian War of Independence, women famously used both traditional and modern clothing as part of their revolutionary efforts against French colonialism. This paper uncovers some of the principal lessons of this historical episode through a phenomenological exploration of agency, religion, and political transformation. Part I draws primarily on the philosophical insights of Martin Heidegger and Maurice Merleau-Ponty alongside the memoirs of Zohra Drif, a young woman member of the Algerian Front de Libération Nationale, in order to explore the (...) worldly and habitual nature of human agency in contrast to the Enlightenment stress on individual rationality and autonomy. Part II turns to John Russon’s phenomenological interpretation of religion in order to argue for the ineluctable significance of religion on human existence, in contrast to the modern tendency to oppose religious tradition and secular modernity. Part III analyzes the dynamics of intercultural communication, and argues for the political power of phenomenology as a critical enterprise that enables more just and emancipatory visions of collective human life and political transformation to come to the fore. Dear Editor, -/- It is the responsibility of healthcare professionals to present patients with the available options for managing their conditions, including the potential benefits and anticipated negative consequences of each option. Patients then weigh the potential benefits and drawbacks of each option, and juxtapose them with their wider life goals and preferences. We generally accept that patients might not choose the option that is most health or life preserving because they might value other things more. We accept that forms (...) of cancer treatment that might only minimally extend life are not always a reasonable choice or that a patient might chose not to wish to have CPR performed if they suffer a cardiac arrest. While all people tend to value health to some extent some might value friendship and family life over their health. Of course, having good health helps with having fulfilling relationships with others, but often it is having these relationships is the primary goal of tending to one's health. If you are elderly and might die soon anyway, you might wish to take the risk of meeting others and dying sooner over living longer and potentially not meeting anyone. Not everyone values the same basic goods of life (e.g. as presented by New Natural Law theorists) to the same extent. -/- Governments need to balance how they prioritise these goods, which is very difficult, especially in a liberal and pluralistic society which largely tries to refrain from making judgments on how to prioritise such goods. The authors of the original article have rightly highlighted the potential consequences of the Christmas relaxation of the lockdown measures (which relaxation has now been cancelled). Yet, we should simultaneously not expect governments and citizens to make decisions based on their consequences on the NHS and people's health. Health is a good, but not the only, or even supreme, good. Liberty, friendship and family are other goods. People also need to have hope to live their lives well, and governments need to be trusted if people are to obey them. It is not clear that the general mood in society following the cancellation of the Christmas relaxations will not have graver consequences than the original relaxation would have - this is anyone's guess. But it would not be irrational for the government to allow these relaxations - it would simply not have aimed at maximising the benefit to the NHS and people's health. We would not expect patients to always act to maximise their health, why would we necessarily expect the government to do it - it did not get voted in solely on the basis of their health policies. -/- Why we might wish people and governments to promote health in general, we should not be surprised if they make decisions where they balance different goods and not just maximise health. This might not be generally helpful to us as healthcare professionals, but it is neither irrational nor is it different how we often make decisions in our personal lives. (shrink)

Robert Goodin has usefully distinguished two models of liberal multiculturalism: “Protective multiculturalism,” which justifies multiculturalist policies, such as granting minority cultures group rights, on the grounds that such policies may be necessary to defend those cultures against oppression, and “Polyglot multiculturalism,” which positively values multiculturalism for sake of its benefits to society at large. Typically, it is the autonomy of a society’s members that multiculturalism is thought to benefit. The purpose of this paper (...) is to call attention to several other possible benefits of multiculturalism. We find in Mill’s discussion of “individuality” three suggestions as to how the social diversity brought by multiculturalism may promote well-being: through self-development, through individuals’ identification of suitable pursuits, and through social progress. While I believe that all three of Mill’s suggestions are worthy of reexamination, inthis paper I focus my attention on defending the latter. (shrink)

A liberal state based on propositions about the desirability of individual autonomy is bound to be committed to educational programmes which are incompatible with the beliefs and values of parents from non- liberal religious and cultural minorities. One response to this has been support for public funding of those separate schools which offer an education culturally congruent with the values of parents in non- liberal communities. To resolve the potential threat to liberal individualist ideals (...) a condition of support for individual autonomy is usually attached to liberal acceptance of this solution. This condition is in conflict with the motivation which underpins the setting up of such schools. Despite the growing literature on this debate surprisingly little attention has been given to the work of Isaiah Berlin. This article draws on Berlin's version of liberalism developed within the context of a commitment to value pluralism in order to seek clarification of this liberal dilemma. (shrink)

Multiculturalism as a public policy and philosophy has become increasingly controversial in many democracies over the last decade. While the specific issues can vary across national contexts, a common anxiety is that multiculturalism sanctions minority practices that conflict with prevailing social values or legal norms. Central to this concern is the value liberal societies place on the autonomy of the individual. Many of our most charged public controversies involve a perception that certain minority practices jeopardize the (...) autonomy of their individual members and, especially, their women and children. Just as the value of autonomy is central to these disputes, so the idea of 'authenticity' is often pivotal to the understanding of autonomy in such cases. The autonomous individual acts on reasons that are truly his or her own. But the issue of authenticity also arises in claims for cultural recognition regarding whether a particular minority practice is a genuine or authoritative expression of that minority's culture. Geoffrey Brahm Levey and his distinguished group of philosophers, political theorists, and anthropologists critically explore these twin notions of 'authenticity' – of autonomous persons and of cultures – in our multiculturalism debates. Discussing a wide range of illustrative cases and controversies drawn from Britain and continental Europe, North America, Australia, and the Middle East, they address various issues raised by the complex interactions between authenticity, autonomy, and the accommodation of minority cultural practices. Moving beyond theoretical discussion to consider the practical and policy implications, Autonomy, Authenticity and Multiculturalism challenges and complicates conventional assumptions about authenticity that inform liberal responses to minority cultural claims in Western democracies today. This article builds on the food sovereignty literature to ask pointed questions about the interplay of market forces and political liberalism. Specifically, we use cuisine as a lens to interrogate the assumption that multiculturalism is compatible with Indigenous food sovereignty. Because multicultural inclusion is the means by which Indigenous Peoples’ gastronomies are commodified and alienated, they experience not gastronomic multiculturalism but culinary colonialism. Accordingly, food sovereignty in colonial contexts must embrace both the active sharing and the mindful withholding (...) of food as political acts, and acknowledge that culinary culture is not simply a market commodity but also a politically-embedded process. In drawing together the threads of this argument, we advocate for a broadening of the discussion on Indigenous food sovereignty to include the resistance and resurgence enacted through gastronomy. Given the evolution of the public health (PH) and the changes from the phenomenon of globalization, this area has encountered new ethical challenges. In order to find a coherent approach to address ethical issues in PH policy, this study aimed to identify the evolution of public health ethics (PHE) frameworks and the main moral values and norms in PH practice and policy. According to the research questions, a systematic search of the literature, in English, with no time limit was (...) performed using the main keywords in databases Web of Science (ISI) and PubMed. Finally, the full text of 56 papers was analyzed. Most of the frameworks have common underpinning assumptions and beliefs, and the need to balance PH moral obligation to prevent harm and health promotion with respect for individual autonomy has been specified. As such, a clear shift from liberal values in biomedical ethics is seen toward the community’s collective values in PHE. The main moral norms in PH practice and policy included protecting the population against harm and improving PH benefits, utility and evidenced-based effectiveness, distributive justice and fairness, respect for all, privacy and confidentiality, solidarity, social responsibility, community empowerment and participation, transparency, accountability and trust. Systematic review of PHE frameworks indicates utilization of the aforementioned moral norms through an practical framework as an ethical guide for action in the PH policy. The validity of this process requires a systematic approach including procedural conditions. (shrink)

Raphael Cohen-Almagor’s Just, Reasonable Multiculturalism offers a different way of approaching multiculturalism from the systematic theoretical treatments that anchor the literature. While strongly committed to liberal democratic values, it presents not so much a theory or moral argument justifying minority or majority cultural rights as a set of values and principles for adjudicating controversial cases and oft-heard arguments against multicultural accommodation. After noting distinctive features of the approach, I discuss three areas of tension in the (...) analysis. First, between its appeals to Rawlsian justice and state neutrality and its support of state multiculturalism. Second, between its stated theoretical principles and its adjudication of some cases. Third, regarding how we think about a state’s entanglement with culture and, specifically, whether that should be in terms of an incomplete liberal neutrality, liberal perfectionism, or liberal nationalism. I suggest that as helpful as Cohen-Almagor’s liberal-democratic guidelines are, there remain some contextual factors which are no less important in justly responding to the pointy end of multiculturalism. Since the Reformation and Enlightenment, the Western world has witnessed the incremental decline of religious influence. Yet, key legal protections and duties incumbent on civilians and state actors in both avowedly secular states and ruling theocracies, predominantly Islamic, are to a lesser or greater extent determined by religious values. Although it is often claimed that the modern secular state encourages the adoption of liberal values and allows for the formulation of general law according to the (...) free will of its people, the historical legacy of law and particularly its synthesis with the Judeo-Christian heritage is apparent. In the UK, the continuing centrality of religion in what purports to be a secular system of laws, is demonstrated by the introduction of elements of Sharia law. In an increasingly culturally-diverse society, the recognition of Islamic law may be interpreted as the tacit acknowledgement of the existing inherent faith influences which continue to inform many legal innovations, and represents an explicit attempt to rebalance the privileging of one set of precepts above another. It is suggested that religion continues to occupy a central position in lawmaking; performing a cultural, political, institutional and, importantly, symbolic role and this is evidenced for instance by the narratives which are imposed on individuals in relation to areas of topical significance such as matrimony, terminal illness, abortion, gender and sexual morality. This paper argues against those pronouncements of the retreat of religion in state affairs and, rather, reveals a set of key structural relations and signifiers which are informed by opinions redolent of, not least of all, a peculiar generic proscriptive religiosity. Value pluralism is the idea, most prominently endorsed by Isaiah Berlin, that fundamental human values are universal, plural, conflicting, and incommensurable with one another. Incommensurability is the key component of pluralism, undermining familiar monist philosophies such as utilitarianism. But if values are incommensurable, how do we decide between them when they conflict? George Crowder assesses a range of responses to this problem proposed by Berlin and developed by his successors. Three broad approaches are especially important: universalism, contextualism, and (...) conceptualism. Crowder argues that the conceptual approach is the most fruitful, yielding norms of value diversity, personal autonomy, and inclusive democracy. Historical context must also be taken into account. Together these approaches indicate a liberal politics of redistribution, multiculturalism, and constitutionalism, and a public policy in which basic values are carefully balanced. How should public policy respond to this diversity? In this important new work, Brian Barry challenges the currently orthodox answer and develops a powerful restatement of an egalitarian liberalism for the twenty-first century. Until recently it was assumed without much question that cultural diversity could best be accommodated by leaving cultural minorities free to associate in (...) pursuit of their distinctive ends within the limits imposed by a common framework of laws. This solution is rejected by an influential school of political theorists, among whom some of the best known are William Galston, Will Kymlicka, Bhikhu Parekh, Charles Taylor and Iris Marion Young. According to them, this 'difference-blind' conception of liberal equality fails to deliver either liberty or equal treatment. In its place, they propose that the state should 'recognize' group identities, by granting groups exemptions from certain laws, publicly 'affirming' their value, and by providing them with special privileges or subsidies. The faith in progress that propelled the West for over four centuries is in decline due to its own success. The emergence of capitalism with its novel market imperatives has created both the poverty that causes political crises and the material growth that has destabilized the Earth’s climate. There is a growing sense that we are dominated by the technologies and social organizations that we hoped would liberate us. Individualism and secularity have left people feeling isolated and without a sense (...) of higher purpose, leading some to reject Enlightenment values in favor of traditionalisms and even neofascism. In universities, faculty struggle to prove their utility and relevance, because they cannot guarantee their graduates a decent living in a world of automation and globalized production. As a result of these trends, the West’s ability to produce responsible citizens is in question. Our students are largely inured to appeals to transcendent values because they are urged to be “practical.” Faculty are no longer encouraged to care about the character-building nature of a liberal education. United States universities are in danger of not having an independent voice, as those departments that can consistently get major external funding seek commercial applications for the products of their research. In the United States, ideologically based harassment and censorship of unpopular ideas takes place regularly and is a major deterrent to pursuing a career in higher education. Given these challenges, can intellectuals still make a difference in universities? Many have taken to social media and other ways of getting their ideas around the increasingly steep paywalls of academic publications and the de facto censorship in their institutions. Some of the most vibrant exchanges of ideas are now happening in other places, largely online. These venues draw in people who are trying their best to learn something they are unlikely to learn at universities. But are such alternatives truly sustainable or good enough? Higher education is at a crossroads in which even this “retreat and regroup” strategy is highly problematic. (shrink)

The issue, which is at stake here, consists in analysing the modern view of ethics in the context of the social and cultural transformation of the status of the individual. The role of ethics in the history of the modern mind is strictly related to the struggle between liberal individualism and the ge- neric idea of “man,” presented as a social actor in a large political and ideological arena. As a matter of fact, beginning with Illuminism, the radical as- (...) sumption concerning the “human rights” has sev- ered two different directions of thought: 1) The theory of human rights, which are immediately and unconditionally related to the preservation of both negative and positive rights of the individual; 2) the Hegelian and Post-Hegelian view (especially Marxism) – the social and political liberty of the indi- vidual is protected only by the direct intervention of the State. Thus, introducing the traditional concept of “virtue” – following Alasdair MacIntyre’s theory on traditional virtues – into the arena of the modern ethics debate is seen at first as an adven- turous task, but finally, as a possible solution – the neo-Aristotelian view of virtues could be considered as a positive response to the more increasing crisis of traditional values in our society. In this paper I will argue that liberal multiculturalism is neither a necessary nor a convincing extension of liberalism. In evaluating the two main strands of liberal multiculturalism, I will first analyse the approaches of Charles Taylor and Bhikhu Parekh as the main proponents of the version that focuses on the cultures themselves and raises the issue of the value of cultures in connection with public discourse. I will then turn to Amy Gutmann and Will Kymlicka (...) as liberal multiculturalists who use the liberal norm of individual equality as a starting point. I will show that the arguments adduced in favour of liberal multiculturalism fail, due to the following shortcomings. Taylor’s approach is underspecified with respect to the relationship between the process of evaluating cultures and its outcome. Gutmann’s theory fails to bridge the gaps between the individual, cultural belonging and positive duties of the state. Parekh’s and Kymlicka’s theories lead back to liberalism. I conclude that the idea of cultural difference has little of substance to add to the liberal view of social justice. (shrink)

In this paper, I argue that Will Kymlicka’s theory of “mult”-iculturalism serves to unwittingly perpetuate a form of neo-colonial agenda in which Indigenous claims for recognition and sovereignty in Canada are accommodated to the degree and extent to which they are willing to “liberalize” and promote distinctly Euro-Western self-understandings and conceptions of individual autonomy (tied to substantive notions such as private property) – the supposedly foundational value and defining feature of liberalism. In fact, Kymlicka vehemently attacks Rawls’ theory of political (...) liberalism, whose tolerance-based conception provides a far more open theoretical normative architecture within which to dialogue with non-Western nations, where views of self, autonomy, property, land, non-human animals, and secularism may differ radically from those of liberal Western nations – or so I contend here. Kevin Vallier’s book, Liberal Politics and Public Faith. Beyond Separation, constitutes an essential reading for anyone interested in public reason liberalism and in the debate concerning the role of religion in contemporary democratic societies. Vallier argues for a strong version of convergence in public justification, aiming at defending an account of liberalism friendly towards religion and religious citizens. A liberal pluralist state recognizes that its members exercise a variety of religions or hold diverse comprehensive doctrines, and strives for neutrality so that none is favored. Neutrality can come into tension with the demands of individuals to express their religion in public spaces. I focus on a display of a “finals tree,” that many regard as a Christmas tree, on the campus of a public university, a display objected to by a small minority of non-Christian faculty and students (...) who claim it makes them ‘outsiders’ and should be removed. While display of a Christmas tree doesn’t violate the First Amendment because the Court has ruled it is a secular symbol, resolving that legal issue doesn’t resolve the ethical issue of which side should accommodate the other. To address that, I turn to traditional theories of Kant and Mill, who would side with the tree displayers, who are causing no harm and restricting no one else’s liberty. Finding this resolution wanting, I develop a modified version of Jeremy Waldron’s ‘adequacy’ principle, which has us be sensitive to the aims of others when our actions keep them from adequately pursuing their legitimate aims, so long as accommodating them does not keep us from adequately pursuing our own. I depart from Waldron in arguing that in assessing each side’s claims we should sometimes conduct a limited inquiry into the sincerity of one’s religious reasons, and this inquiry would not be incompatible with liberal pluralism’s requirement that we appeal to public reason. The paper treats about the relation between ideas of democracy and justice produced by a leading American political philosopher - John Rawls and ideology of multiculturalism. The author tries to show that Rawls’ arguments cannot meet the expectations of partisans of the ideology in question because they are very much Western or ethnocentric at the bottom. He argues that such a predicament is not to be lamented about because to be Western or ethnocentric when Euro-American culture is at stake (...) is not something bad. On the contrary, being true to the some ideas of Western culture, especially these ones that are connected with individualism, human rights and liberal democracy, is worthy of acceptation. The conclusion of his paper says that the ideology of multiculturalism can be accepted only in its moderate forms and should be rejected in its extreme forms. It means that the limit of approval of multiculturalism lies at the political level and is connected with the relation of this ideology to the core political values of the Western culture. (shrink)

It does not take much to realize that, concerning the topic of Iran, the lack of response and general confusion from the Left within liberal, Western democracies is deeply symptomatic. That the perplexed responses of liberals seem to be characterized by a fetishization of the Iranian Other, reducing them to an empty screen onto which the liberal ideological subject may project their fantasy, prevents the Left from acknowledging that Iranian ideology functions as an over-identification with many of the (...) excesses which liberal ideology is so used to criticizing. The present work seeks to traverse this fantasy space, explicating the way Iran is considered to the object-cause of liberal desire and the consequences this conception has for the Left’s capacity to coherently respond to the present situation as it unfolds. Iran seems incapable of entering into the sphere of modernity, as any multiculturalist will be sure to emphasize, and yet, as any conservative will claim, in light of Iran’s control over such a huge percent of the world’s oil supply, as well as their refusal to engage in secular politics and attempts to develop nuclear technology, Iran threatens to disintegrate modernity itself. Both of these alternatives should be rejected as falling prey to the same fantastic projection to be avoided. (shrink)

According to the displacement model of secularization, religious-theological concepts, themes, and values have been reinterpreted in non-religious contexts without fully dispensing with the religious content. Secularization is thus incomplete. The incomplete secularization argument can be used as a lens through which to read Ethan Kleinberg’s deconstructive approach to the past. In his narrative, as reconstructed here, deconstruction promises to bring us closer to a secular relationship to the past than the ontological realism Kleinberg says still dominates contemporary historical (...) theory. By contrasting Kleinberg’s analysis with Hayden White’s, whose oeuvre can be read as structured by the idea of incomplete secularization and a wish to liberate history from religious themes in order to enable a direct confrontation with meaninglessness, I argue that Kleinberg’s deconstructive approach does not fulfill its promise. Rather, it opens up a post-secular historiography in which religious themes might find a place at the very heart of historical reasoning. (shrink)

National identity and attachment to national culture have taken root even in this era of globalization. National sentiments find expression in multiple political spheres and cause troubles of various kinds in many societies, both domestically and across state borders. Some of these problems are rooted in history; others are the result of massive global immigration. As US Secretary of State John Kerry tries to broker a new round of Israel-Palestine peace talks, the Israeli government continues expanding its settlements in disputed (...) territories. As this proposal is being written, Japanese citizens are debating whether their politicians should visit the Yasukuni Shrine (靖國神社), where the spirits of fourteen Class A war criminals from WWII and more than one thousand others convicted of war crimes by the International Military Tribunal for the Far East are honored with a distinguished resting place. As the Chinese government’s plan to bring economic prosperity to the Xinjian province unfolds, ethnic conflicts between Han Chinese and local Uyghur Muslims intensify. Tibetans still demonstrate to the Chinese government, some through the dramatic sacrifice of self-immolation, their determination to pursue a Tibet that is truly free and autonomous. The recent inflow of Muslim immigrants across Europa and North America forces those liberal democratic societies to rethink the meaning of multiculturalism. Should the state respect Muslim women’s freedom to wear burkas in public? What about other aspects of certain Muslim traditions such as arranged marriages or the honor killing of teenage girls who see boys their parents do not approve? Since these immigrants voluntarily moved from their homeland to a new society, do they have a duty to give up such practices, which conflict with their new societies’ fundamental commitment to individual autonomy? Eric Hobsbawm suggests that nationalism is a contingent phenomenon in history—it arises with important historical events such as industrialization and print journalism; eventually, it will disappear. Anthony Smith, on the other hand, argues that nationalism is deeply rooted in the human need for collective faith and dignity. How should we understand today’s nationalism? Is it a transient phenomenon that eventually will be eradicated from the world, or is it a timeless issue that confronts and will remain a challenge for every society? Is the conventional distinction between civic and cultural nationalism still relevant or helpful? The problems and ongoing challenges of nationalism are very much alive throughout East Asia where the myth of ethnically and culturally homogeneous nations is still paramount. In addition to the examples provided above, East Asian societies are increasingly multicultural, inevitably forcing their governments to come up with new immigration and border-control policies, revisit their laws regarding labor policies, sociopolitical discrimination, socioeconomic welfare, and, more fundamentally, rethink the constitutional make-up of the citizenry and the ideal of social harmony, one of their most cherished political values. Nevertheless, contemporary theoretical analyses, whether philosophical or empirical, of the phenomena surrounding nationalism, in all its forms, are almost exclusively focused on cases in western cultures and societies, preventing the East Asian people from developing a coherent idea of who they are or should be in a way that can track their deeply-held values and norms (such as Confucianism). One of the primary aims of this conference therefore is to address this ongoing neglect and explore new concepts and theories that are socially relevant in East Asia. Not only will this provide access to the particular experiences of nation, citizenship, and nationalism throughout East Asia but it will bring to bear philosophical concepts, approaches, and styles of reasoning about them that currently are not part of this critical debate. Providing an opportunity to hear these distinct and different East Asian voices and opening up these conceptual and methodological resources to scholars around the world will greatly advance the understanding and appreciation of nationalism. In addition to this primary aim, the proposed conference will achieve two other, novel, and important goals. First, by design, it will bring to bear a multi and interdisciplinary approach to the problems of nationalism. We are not privileging either conceptual or empirical studies in the organization of our conference and will bring together philosophers, political scientists, sociologists, and historians, making every effort to invite scholars who explicitly employ or are interested in exploring different and at times hybrid approaches. Second, we will draw together scholars from around the world: China, South Korea, Japan, Taiwan, North America, and Europe, including leading figures in the field, who will serve as keynote speakers for the conference. Combining these two additional goals will enable us to organize a uniquely diverse conference, both in terms of intellectual discipline and national origin. Along with our primary aim of introducing East Asian voices and theories, this will make our event original, distinctive, and unprecedented in value. Our age is one in which it is unavoidable for people of different cultural backgrounds to live together in many different places. For the sake of justice and stability, a comprehensive re-examination of nationalism is both urgent and necessary. (shrink)

This article has been written in response to the texts by Richard Robson (“In What Sense is Multiculturalism a Form of Communitarianism”), and Slobodan Divjak (“Communitarianism, Multiculturalism and Liberalism”) with which the Balkan Journal of Philosophy (vol. 10, no 2, 2018) started a discussion on the theme Liberal Democracy and Cultural Diversity. I try to contest the position of these two authors–that multiculturalism and communitarianism belong to one and the same paradigm in political philosophy–by pointing out (...) essential liberal normative elements in multiculturalist theory. My main thesis is that in order to clarify the relation between multiculturalism and communitarianism, we have to differentiate between descriptive and normative communitarianism. The latter is guided, in my opinion, by values, which stand in stark contrast with the liberal ones, whilst this is not the case with multiculturalism. (shrink)

In this paper, I explore the effects of religious denomination and patterns of church-going on the construction of political values for high-school students. I argue that religion plays a role in the formation of political attitudes among teenagers and it influences their political participation. I examine whether this relationship is constructed along denominational lines. From a theoretical perspective, previous research heralded the compatibility between Western Christianity and the democratic form of government. Samuel Huntington, in his famous Clash of Civilization, (...) argued that there is a natural symbiosis between Western Christianity and democratic forms of government, going insofar as to separate the world into religious civilizations. While, this approach essentializes religion as a fixed and immutable entity, Huntington also neglects the importance of dynamic historical, political and social contexts that can, and, in fact, do affect the functioning of religion in different countries, and hence their ability and willingness to accommodate democracy. Much research followed the Clash of Civilizations, either qualifying the central argument, by showing evidence of support for procedural democracy in most of the World, but without its liberal component or even arriving at the opposite conclusion that irrespective of religion, every country is “democratizable”. While I do not attempt to disconfirm fundamental huntingtonian thinking, I do raise the questions of how context can and does influence the intimate relationship between religion and politics. The analysis is conducted on survey data collected by the Center for the Study of Democracy (CSD) at Babes-Bolyai University with subjects of 14-15 years old, and the results show that, while Greek Orthodox students do not seem to differ in their political values form their Catholic and Protestant counterparts, they are more prone to participate politically. Nevertheless, their active participatory behavior is only more pronounced in what voting is concerned, an opposite effect being recorder for any other acts of political participation. (shrink)

Religion has been given comfortable house room in liberal democracies, which protect the right of people to believe as they wish, and accept the wide variety of faiths brought into them by immigrants from all over the world. This is right and proper, for freedom of speech and belief are essential values, and the very idea of democratic society is premised on the idea of responsibly exercised liberty.

The global justice movement has often been associated with opposition to the broad programme of ‘neoliberalism’ and associated patterns of ‘corporate globalisation’, creating a widespread impression that this movement is opposed to liberalism more broadly conceived. Our goal in this article is to challenge this widespread view. By engaging in critical interpretive analysis of the contemporary ‘corporate accountability’ movement, we argue that the corporate accountability agenda is not opposed to the core values of a liberal project. Rather, it (...) is seeking to reconfigure the design of liberal institutions of individual rights-protection, adjusting these for new material conditions associated with economic globalisation, under which powerful corporations alongside states now pose direct and significant threats to individual rights. This activist agenda is, therefore, much less radical in its challenge to the prevailing liberal global order than it may initially appear, since it functions to buttress rather than corrode many core normative commitments underpinning the liberal political project.Keywords: liberalism; corporate accountability; business regulation; human rights; global justice movement. What are the leading forces and ideas that are shaping our age? In the West, a decade of financial disruption, austerity, and stagnant wages has produced a popular rejection of market fundamentalism that prevailed for over forty years. Mass immigration and multiculturalism have contributed to rapid changes in both family and community life that leave many people feeling dispossessed or even humiliated. Unresponsive government is exacerbating people’s sense of powerlessness and anger. The revolt against the status quo is fuelling (...) a political insurgency against the establishment that replaces the old opposition of left versus right with a similarly simplistic dichotomy pitting the people against the elites. We are witnessing the failure of dualistic thinking and this will not be resolved by substituting one binary for another. Our contemporary conjuncture is such a period of interregnum and a war of position between the hitherto hegemonic ideology of liberalism and its populist rivals. The popular revolt against liberalism, which is driving the political insurgency across the West, highlights the collapse of the authority of the professional political class dominated by liberals. In what follows I shall argue that the emergent ideologies which are vying for hegemony are hyper-liberalism, nationalist traditionalism, and tech utopianism. All of them are variously anti-humanist, to which one can oppose updated versions of one-nation conservatism and ethical socialism. Liberals who want to support multiculturalism need to be able to justify the parental authority to instill cultural value systems or worldviews into children. However, such authority may be at odds with liberal demands that citizens be autonomous. This paper argues that parents do not have the legitimate authority to instill in their children a specific value system, contrary to the complex and intriguing arguments of Robert Noggle (2002). Noggle’s argument, which draws heavily on key ideas in Rawls’ (...) theory of justice, is that children are not moral agents and that parents are in a special kind of fiduciary relationship vis-à-vis their children. Noggle’s position is contrasted with the more limited conception of parental authority advanced by David Archard (2002). I argue that we can accept that parents are agents of their children, but contra Noggle, this does not entitle them to impose their parochial value systems onto their children. I argue that while children have an interest in acquiring values, they do not have an interest in acquiring a value system. (shrink)
