The claims of those who are compelled to migrate are, in general, taken to be more urgent and pressing than the claims of those who were not forced to do so. This article does not defend the moral relevance of voluntarism to the morality of migration, but instead seeks to demonstrate two complexities that must be included in any plausible account of that moral relevance. The first is that the decision to start the migration journey is distinct from the decision (...) to stop that journey, through resettlement; the latter may involve voluntary choice, without that voluntarism impugning the involuntary nature of the former. The second is that the migration decision of the individual might be voluntary, even while that individual's family or social network might be compelled to insist upon some particular individual member's migration. That is, the fact that any particular person might be free to refuse migration does not contradict the fact that the group in question does not have the effective freedom to avoid the migration of some group members. Once these two complexities are understood, I argue, the moral relevance of voluntarism in the ethics of migration becomes more complex and nuanced than is generally understood. (shrink)

In this paper, I will discuss a children’s rights-based argument for the duty of states, as a joint effort, to establish an effective program to help bring children out of conflict zones, such as parts of Syria, and to a safe haven. Children are among the most vulnerable subjects in violent conflicts who suffer greatly and have their human rights brutally violated as a consequence. Furthermore, children are also a group whose capacities to protect themselves are very limited, while (...) their chance to flee is most often only slim. I will then discuss three counterarguments: the first counterargument would be that, instead of getting the children out of a particular country, it would be better to improve their situation in their home countries. A second counterargument could be that those states, which have such a duty to bring children to a safe haven, would be overburdened by it. Finally, the third counterargument I want to discuss states that such a duty would also demand a military intervention, which could worsen the situation even further. (shrink)

The increasing demand for horticultural products for nutritional and economic purposes by lesser developed countries (LDC's) is well-documented. Technological demands of the LDC's producing horticultural products is also increasing. Pesticide use is an integral component of most agricultural production, yet chemicals are often supplied without supplemental information vital for their safe and efficient implementation. Illiteracy rates in developing countries are high, making pesticide education even more challenging. For women, who perform a significant share of agricultural tasks, illiteracy (...) rates are even higher than for men. The dilemma exists of how a developing country can improve its nutritional and economic situation without giving consideration to social and environmental consequences. (shrink)

While implementing Directive 2009/52/EC of the European Parliament and of the Council of 18 June 2009 providing for minimum standards on sanctions and measures against employers of illegally staying third country nationals (hereinafter referred to as ‘Directive’), Lithuania supplemented the Lithuanian Criminal Code with an additional Article 292-1, entitled “Labour of illegally staying third country nationals in the Republic of Lithuania”, which came into force on 6 January 2012. The author of this article aims to find out whether (...) the main goals and objectives of the Directive regarding criminal liability of the employer have been fully transposed into national law, and by using various scientific methods and the objectives of the Directive, to reveal the objective and subjective attributes of Article 292-1 of the Criminal Code. The second aim is to discuss the criteria distinguishing criminal liability from administrative liability enshrined in Article 41-3 of the Lithuanian Code of Administrative Offences, in particular that that article was not changed at the time of establishing criminal liability. The detailed scientific analysis revealed that Lithuania has essentially transposed all the basic requirements and obligations of the Directive, even though it was somewhat late (the Member States were obliged to implement the Directive by 20 July 2011, and Article 292-1 has come into force on 6 January 2012, while the Law Prohibiting Illegal Work has not yet been enacted). In addition, only four of the five criminal offences enumerated in Article 9 of the Directive have been fully implemented. The Lithuanian legislators have not established criminal liability for an infringement committed by employer using work or services of an illegally staying third country national, with the knowledge that he or she is a victim of trafficking in human beings. This infringement is partially criminalised in Articles 147-1 and 147-2 of the Criminal Code of the Republic of Lithuania, but in order to punish the employer one needs either to establish one of the alternative means by which the will of the third country national has been affected (e.g. coercion, force or threat, deceit or fraud, abuse of authority or abuse of a vulnerable position and etc.), which is not required by the Directive and, in the author’s opinion, makes practical application of criminal liability in this respect rather difficult. Another problem related to the implementation of the Directive is that we still do not have the respective Law and no systemic approach exists, while in the Criminal Code none of the terms used in Article 292-1 are defined and the law enforcement authorities might encounter practical difficulties in applying that Article, in particular considering that some of the definitions could be found only in the Directive itself. Possible difficulties could arise while deciding on whether criminal or administrative liability should arise in cases of continuous or persistently repeated infringements, because in the Criminal Code this feature is defined as “for business purposes”, which is rather subjective and should be established in every single case after thorough evaluation of factual data. Human papillomavirus (HPV) is one of the most common sexually transmitted infections. It is a leading cause of cervical cancer in women but the virus is increasingly being linked to several other cancers in men and women alike. Since the introduction of safe and effective but also expensive vaccines, many developed countries have implemented selective vaccination programs for girls. Some however argue that these programs should be expanded to include boys, since (1) HPV constitutes non-negligible health risks for (...) boys as well and (2) protected boys will indirectly also protect girls. In this paper we approach this discussion from an ethical perspective. First, on which moral grounds can one justify not reimbursing vaccination for the male sex? We develop an ethical framework to evaluate selective vaccination programs and conclude that, in the case of HPV, efficiency needs to be balanced against non-stigmatization, non-discrimination and justice. Second, if vaccination programs were to be expanded to boys as well, do the latter then also have a moral duty to become immunized? Two arguments in favor of such a moral duty are well known in vaccination ethics: the duty not to harm others and to contribute to the public good of public health. However, we argue that these are not particularly convincing in the context of HPV. In contrast, we believe a third, more powerful but also more controversial argument is possible. In our view, the sexual mode of transmission of HPV constitutes an additional reason to believe that boys in fact may have a moral obligation to accept vaccination. (shrink)

Although contemporary methods of environmental regulation have registered some significant accomplishments, the current system of environmental law is not working well enough. First the good news: Since the first Earth Day in 1970, smog has decreased in the United States by thirty percent. The number of lakes and rivers safe for fishing and swimming has increased by one-third. Recycling has begun to reduce levels of municipal waste. Ocean dumping has been curtailed. Forests have begun to expand. One success (...) story is the virtual elimination of airborne lead in the United States. Another is the rapid phase-out of ozone-layer depleting chemicals worldwide. Nevertheless, prominent commentators of diverse political persuasions agree in an assessment that conventional models of environmental law have “failed.” Many environmental problems remain unsolved: species extinction, global desertification and deforestation, possible global climate change, and continuing severe air and water pollution in urban areas and poor countries. What is more, successful environmental protection has come only at enormous economic cost. By the year 2000, the Environmental Protection Agency estimates that the United States will spend approximately two percent of its gross national product on environmental pollution control. Academic economists have pointed out the nonsensical inefficiency of many environmental regulations, but usually to no avail. (shrink)

Fertility clinicians participate in non-sexual reproductive projects by providing assisted reproductive technology (ART) to those hoping to reproduce, in support of their reproductive goals. In most countries where ART is available, the state regulates ART as a form of medical treatment. The predominant position in the reproductive rights literature frames the clinician’s role as medical technician, and the state as a third party with limited rights to interfere. These roles broadly align with established functions of clinician and state (...) in Western liberal democracies, where doctors have duties to provide safe, beneficial and legal healthcare to all who seek it. Recognised state responsibilities include safeguarding equitable access to medical services and protecting and promoting reproductive liberty.I argue against this normative moral framing of clinician and state involvement in non-sexual reproduction, suggesting that clinician and state join the non-sexual reproductive project at the point of triggering conception. Begetting a child is more than just the provision and regulation of healthcare; it generates rights and confers responsibilities on all who join this morally significant project. All who collaborate have the right to join or refuse to join the project. I suggest this is intuitively understood in the sexual realm, but not in the non-sexual realm. My key substantive claim is that non-sexual reproduction is a pluralist pursuit that morally implicates more than the genetic and gestational contributors. I find that while the moral basis of a clinician or the state’s right to refuse to join the ART project is the same as for those providing gestational or genetic input, the reasons that morally underpin their refusal differs. In 2013 the World Health Organization published a Report in which it was argued that countries should become self-sufficient in safe blood and blood products, and that these should be secured through voluntary non-remunerated donation. These two claims were putatively supported by a wealth of citations to peer-reviewed academic papers, the results of Royal Commissions and Public Inquiries in both Canada and the United Kingdom, and data collected from Non-Government Organizations. Yet not only do many of the sources (...) cited by the authors of this WHO Report fail to support their conclusions, many support conclusions that are the opposite of those that they draw. The aim of this paper is not, however, to argue against the conclusions of this Report. Instead, it is to argue that its authors were culpably negligent in its writing, in that they failed to take reasonable care to ensure that their conclusions were supported by the evidence, and in so doing exposed third parties to risks of harm to which they had not consented. In France, bioethics norms have emerged in close interaction with medical practices. The first bioethics laws were adopted in 1994, with provisions for updates in 2004 and most recently, in 2011. As in other countries, bioethics laws indirectly refer to certain fundamental values. The purpose of this paper is threefold. First, I shall briefly describe the construction of the French bioethics laws and the values they are meant to protect. Secondly, I will show that the practice of clinical ethics, (...) as reported in a few studies on ART, living organ donation and PGD, challenge the role attributed to doctors as “gatekeepers” of those fundamental values. Thirdly, I will suggest that the quality of medical practices would improve if the law focused on strengthening the tacit pact between doctors and patients, rather than putting doctors in charge of enforcing societal values. Doctors, for their part, would limit their role to what they can do best: provide sufficient patient support and safe care. Against those who argue that we should dispense with bioethics laws altogether, I hold that the laws are useful in order to limit the development of abusive practices. However, a new legislative approach should be adopted which would a positive presumption in favor of patients’ requests. (shrink)

The theoretical propositions supported by proofs are: (1) if the actor increases trade with a third-party who is a friend of the target, then the actor will decrease conflict toward the target; (2) if the actor increases trade with a third-party who is a rival of the target, then the actor will increase conflict toward the target. A 30-country sample from the (...) Conflict and Peace Data Bank (COPDAB) is used and divided into three blocs, namely a Western bloc, a Middle Eastern bloc, and an Eastern bloc. The empirical analysis supports the hypotheses. A similar relationship is also discussed and tested for situations in which conflict increases or decreases between the actor and third-party bloc. There is no agreed minimum standard with regard to what is considered safe, competent nursing care. Limited resources and organizational constraints make it challenging to develop a minimum standard. As part of their everyday practice, nurses have to ration nursing care and prioritize what care to postpone, leave out, and/or omit. In developed countries where public healthcare is tax-funded, a minimum level of healthcare is a patient right; however, what this entails in a given patient’s actual situation is (...) unclear. Thus, both patients and nurses would benefit from the development of a minimum standard of nursing care. Clarity on this matter is also of ethical and legal concern. In this article, we explore the case for developing a minimum standard to ensure safe and competent nursing care services. Any such standard must encompass knowledge of basic principles of clinical nursing and preservation of moral values, as well as managerial issues, such as manpower planning, skill-mix, and time to care. In order for such standards to aid in providing safe and competent nursing care, they should be in compliance with accepted evidence-based nursing knowledge, based on patients’ needs and legal rights to healthcare and on nurses’ codes of ethics. That is, a minimum standard must uphold a satisfactory level of quality in terms of both professionalism and ethics. Rather than being fixed, the minimum standard should be adjusted according to patients’ needs in different settings and may thus be different in different contexts and countries. (shrink)

The Safe by Design conceptual initiative being developed for nanomaterials offers a template for a new sustainable innovation approach for advanced materials with four important sustainability characteristics. Firstly, it requires potential toxicity risks to be evaluated earlier in the innovation cycle simultaneously with its chemical functionality and possible commercial applications. Secondly, it offers future options for reducing animal laboratory testing by early assessment using in silico predictive toxicological approaches, minimizing the number that reaches in vitro and in vivo trials. In the light of Jacques Ellul's ideas on technology and Ivan Illich's views on education, what follows is a discussion of the present attempt of Botswana (amidst the Southern African Countries) to expand and modernize its educational system through the use of new technology to educate its people. The problems encountered in adopting technology are used as cautions for the Third World countries attracted to new technology for educating the vast majority. Illich's proposal for replacing the formal (...) schools with the tools of conviviality for the learners is considered useful and relevant. (shrink)

This paper presents the results of an empirical study that reflects monitoring and evaluation of the implementation of some legal acts on the labour of the Republic of Lithuania. The analysis of legal documents at the national and international level is provided. A review of cognate studies conducted by foreign and Lithuanian researchers is presented and the professional situation of a Lithuanian teacher from the employee rights perspective is highlighted. The professional activities contexts and sectors, wherein systematic violations of teachers’ (...) rights to a healthy and safe working environment are possible, are distinguished. A lack of generalized scientific data of employee (especially teacher) working conditions, the actual security of relevant rights and its monitoring and evaluation is still felt both in the country and abroad. A contradiction between: a) insufficient research of the issue and b) its importance to science and practice, exactly presupposes the scientific problems of the empirical study presented in the given paper. The subject of the study: teachers’ rights to a healthy and safe working environment and a fair remuneration for their work. The objective of the study: to conduct monitoring and evaluation of the effective implementation of relevant legal norms and legal acts applying a written sociological survey. The study is based on the results of a mass country-wide written survey of teachers. (shrink)

Over the last decade, growing concern over Syrian refugee women and girl’s gendered displacement experiences, including gender-based violence, has led to the proliferation of women and girl safe space interventions across neighbouring countries affected by the Syrian conflict. Though diverse in their design and implementation, some of these safe spaces aim to mobilise aspirations for feminist solidarity and collective action, where women recognise their collective power and work together to transform their gendered social conditions. Drawing on feminist (...) ethnographic research in a safe space primarily targeting Syrian refugee women in Lebanon’s Beqaa valley, I explore several vignettes that complicate dominant feminist myths underlying its mandate. These vignettes reveal that the pursuit of feminist solidarity can neither rely on myths about refugee women’s identities and conditions, nor be taken-for-granted as an organic outcome of group activities. I offer several reflections on what these vignettes can tell us about better working towards cultivating feminist solidarity in safe spaces for refugee women in practice, with the hope that their generative and transformative potential be realised. After his enlightenment, he encouraged others to do the same: renounce the world of the senses to seek liberation from suffering. The monks and nuns that followed the Buddha's teachings formed a kind of sexless society, a society that did (...) not reproduce itself biologically.1 By abstaining from sexual relations, Buddhist monastics intended to reduce attachment and model an alternative to lay life. Buddhist society would continue via transmission of the teachings, a spiritual form of continuity not dependent on sex.But of course, the Buddha was teaching ordinary people with ordinary appetites for sexual contact. And these appetites could really get in the way of spiritual progress; thus we find no shortage of Buddhist commentary on sexuality and its ramifications. And despite 2,500 years of wisdom on this subject, Buddhist teachers and students are still blundering into sexual contacts that undermine their own progress and often the progress of others. Clearly this is not a human fallibility that can be corrected by setting up some simple rules. In fact, sexuality is one of the most deeply hard-wired neurological drives of the human organism, not easily uprooted even for lofty spiritual ideals.From a Buddhist perspective, working with sexuality is working with attachment. How can we understand that attachment in its biological origins? In A Natural History of Sex, Adrian Forsyth describes in vivid detail the ecology and evolution of mating behavior in the animal kingdom.2 In sixteen chapters that cover every biological strategy you can imagine—from incest to role reversal, infanticide to sex change—the author shows how costly sex can be to individual organisms. Though sex is not the only means of reproduction, it certainly involves the most complex behaviors, anatomical variations, social choices, and in a few cases, the risk of death. What can possibly merit such a great investment in momentary pleasure (if indeed it is pleasurable for some animals)? The evolutionary answer is, genetically variable offspring. Variation is the key to surviving calamity as a species. If all animals of a species were genetically identical, they would be terribly vulnerable to single events that exploited their weaknesses. But with variation, there is always a chance that some will make it [End Page 23] through and go on to survive the new conditions (post-earthquake, fire, icestorm, plague, etc.).Seen from the long view of evolution, sexuality is the key to survival of the species. So it is not surprising that sexual conditioning affects the entire human brain, a fact well known to human adolescents. To see how much conditioning must be addressed by Buddhist practice, we can look briefly at the neural map of the human brain. The part of the cortex that responds to touch is wrapped around the cerebrum, with specific areas registering touch in the different parts of the body. The area taken up by the genitals is about as large as the rest of the chest, abdomen, and back put together. It is equivalent to the area used for the hands or the lips, two parts of the body where touch is crucial for finding and managing food. Rita Carter, in Mapping the Mind, points out that "connections from the sex-sniffing, sex-seeking and sex-reactive areas of the limbic systems radiate to almost every corner of every cortical lobe, feeding the urge to our conscious minds."3 Sexual activity involves not only touch and high-level visual recognition but also emotion, thought, and, in the frontal lobes, morality—some of our most sophisticated and abstract thought processes.It is clear that sexuality presents no small challenge to religious practice. How has Buddhism attempted to work with this deep biological conditioning? The central guidelines for Buddhist ethics can be found in the five foundational precepts. Practicing the precepts is seen as a way to reduce suffering and to deepen one's capacity for achieving enlightenment. This paper views corruption as a form of contracting amenable to analysis from the viewpoint of transaction-cost economics. Concepts such as transaction, bounded rationality, opportunism, and asset specificity are shown to apply to cases of corruption. Both market and parochial corruption are hypothesized to vary in accordance with changes in the specificity of assets invested to support the corruption transaction. Evidence from a number of different studies tends to support the hypothesized relation. ABSTRACTAn estimated 1.5 million people died in 2007 from waterborne illness. While this number is unacceptably high, it represents a 16 percent improvement over the previous three years. This paper discusses the challenges and solutions to delivering clean water in the developing world. It then discusses safe water projects for a children's dormitory in Mae Nam Khun, Thailand, and for a community in Chirundu, Zambia. Both projects were designed and implemented by the Seattle University student chapter of Engineers Without (...) Borders . These projects had technical challenges that are relatively easy to resolve in the developed world, but were particularly challenging in their contexts. This paper examines how these challenges were met through collaboration with several organizations, including the Centers for Disease Control in the United States and small businesses within the host countries. Clinton and Blair have extolled a Third Way policy which is supposed to go beyond the policies of the present world where the `First Way' (capitalism) rules and the Second (socialism) failed. Clinton's Third Way ennumerated positive changes in theory, such as universal health care, equity in the tax code, national education standards and preschool. But in practice, the third way has only resulted in `welfare reform' and a free-trade pact with Mexico and Canada. Blair's policies for (...) the UK mirrored those of the US, and other countries are now talking of the Third Way as a progressive advance. In fact the so-called Third Way, as presently conceived, serves the ends of multinational capital. I show this by reworking Marx's labour theory of value. This article explains the tension between the speed of production and the way that the reproduction of natural resources, including labour-power, cannot keep pace with that speed. Capital does not want to wait for natural resources and labour-power to regenerate, and therefore finds them by going further afield. Hence the endorsement of free trade pacts and globalization by the Third Way, and proposed multilateral agreements (such as the multilateral agreement on investment, or MAI). Under the Third Way, space for the expansion of corporations is doing well, while time for the generational reproduction of people is faring badly with legislation restricting welfare and other social provisions. I conclude that a real Third Way would have to be based on small business, and allow for the reproduction time of natural resources and labour-power. (shrink)

The term ‘Third World’ was first used in 1952 by the French economist ­Alfred Sauvy­ in order to stress the division between the liberal ‘First’ world, the communist ‘Second’, and the rest of the non­aligned ‘Third’ world. During the 1970s and 1980s, the confrontation between the East and the West polarized the dissemination of the architecture and planning concepts. The export of ‘Modernism’ and its adaptations to the conditions of ‘Third World’ from Socialist and Capitalist countries (...) introduced the new paradigms of reconstruction and resettlement policies that create new urban identities in these countries. Rendering the importance of the complex relationship between interrelated politics in the geopolitical matrix of world war responses to a series of problematic questions on actual architectural concepts and meta­political strategies that frame social life in an oppressive frame. In cold war politics, urban planning was considered to be a powerful instrument, and that the export of architecture and planning functioned as a political apparatus by non­ government aid organizations, philanthropic foundations, corporations, and individual professionals. Through archival materials including historical documents, drawings, photographs, maps, planning transfers, and reconstruction strategies, this paper aims to show how we can re­conceptualize architecture and urban planning as a political apparatus of transnational transfer during the Post­war reconstruction projects to create a new urban identity. The experience of feeling safe even in the midst of trials and temptations seems to be a central feature of the Christian faith. In this article I will try to solve some possible difficulties in understanding this kind of absolute safety by discussing some problems noted by philosophers in connection with the related statements by Socrates that a good man cannot be harmed, and by Wittgenstein that he sometimes feels absolutely safe, that nothing can injure him whatever happens. (...) First, I will investigate whether there is an invalid prediction implied in this feeling of absolute safety: how can someone know that nothing will hurt him or her? Second, I will examine whether this experience of complete safety is dependent upon impossible requirements, such as to be a good man or an impeccable Christian. Third, I will consider the character of the people who claim absolute safety as portrayed by different philosophers: do these people really need to be so cold and inhumanly detached from the world for them to be able to say that nothing can hurt them? I will argue that if, instead of asking how someone can claim absolute safety, we ask to what someone commits him- or her-self in making this claim, these difficulties disappear. (shrink)

As third wave feminist philosophers attending graduate schools in different parts of the country, we decided to use our e-mail discussion as the format for presenting our thinking on the subject of third wave feminism. Our dialogue takes us through the subjects of postmodernism, the relationship between theory and practice, the generation gap, and the power relations associated with feminist philosophy as an established part of the academy.

This reissue, first published in 1980, is based on the experiences of the International Extension College in developing distance teaching. The volume begins by reviewing the world problems of educational quality and quantity, and then examines the ways in which print, broadcasts and group study have been used to train teachers, to improve classroom education, to teach by correspondence out of school, and to support rural development. It then considers how that experience can be used, perhaps by creating a network (...) of radio colleges, to supplement and extend existing schools and colleges. Finally, the book includes a descriptive and annotated bibliography of over 100 distance teaching projects in 65 third world countries. (shrink)

Increasing globalization of the nursing workforce and the desire for migrants to realize their full potential in their host country is an important public policy and management issue. Several studies have examined the challenges migrant nurses face as they seek licensure and access to international work. However, fewer studies examine the barriers and challenges internationally educated nurses (IEN) experience transitioning into the workforces after they achieve initial registration in their adopted country. In this article, the authors report findings from an (...) empirically grounded study that examines the experience of IENs who entered Ontario’s workforce between 2003 and 2005. We found that migrant nurses unanimously described nursing as ‘different’ from that in their country of origin. Specifically, IENs reported differences in the expectations of professional nursing practice and the role of patients and families in decision‐making. In addition, problems with English language fluency cause work‐related stress and cognitive fatigue. Finally, the experience of being the outsider is a reality for many IENs. This study provides important insights as policy and management decision‐makers balance the tension between increasing the IEN workforce and the delivery of safe patient care. (shrink)

In the 1870s, microscopy societies began to proliferate in the United States. Most of these societies attracted microscopists from surrounding cities, but the American Postal Microscopical Club, modelled on the British Postal Microscopical Society, used the postal system to connect microscopists scattered across the country. Club members exchanged microscope slides and notes following a chain-letter system. The main objective of the club was to teach its members how to make permanent slides. Preparation and mounting methods required technical skill, which was, (...) as even club members had to admit, difficult to learn without personal instruction. Yet members developed ways to share craft knowledge through the post. Drawing on the private notes of a member and published reports on the slides circulated, this paper challenges the widespread assumption that the generation of craft knowledge depended on the co-location of artisans. It argues that microscopists’ knowledge of preparation methods was intertwined with their skill in building and navigating information infrastructures, and that by tracing these infrastructures we gain a better understanding of how craft knowledge travelled in the late nineteenth century. Many in both developed and developing countries fear global economic integration. But developing‐country fears of volatile capital flows are unfounded, as are developed‐country fears of pauper wages due to low‐cost imports. Demands for “ethical trading” are as misplaced as the fears of Third‐World cultural nationalists that globalization will destroy their valued ways of life.

One of the principles of health care ethics is the principle of justice. An important expression of justice is equity. The provision of basic primary health care services to all people is the key to eliminating the gross inequities in health status existing in many countries. For many years nurses in developing countries have ‘led the way’ in bringing these essential services to poor rural communities, including the diagnosis and treatment of illnesses, and the prescribing and dispensing of (...) medications. Nurses are the most appropriate health workers for this role, but most have not been prepared adequately for it. This is unsafe for patients and puts nurses at legal risk. Justice requires that patients should obtain access to safe health care and that nurses should receive appropriate education. Nurse practitioner programmes are being established to prepare nurses for this advanced practice role, but here again ethical considerations apply. Justice will be served only if nurse practitioner programmes are accessible to the nurses who are most likely to work in medically underserved communities where the need is greatest. (shrink)
