La mondialisation soumet l’essentiel des activités humaines, partout, à la même temporalité : de là le sentiment d’accélération et de perte de maîtrise de leur destin que disent éprouver les citoyens de bien des pays. Mais les prospectives du climat, de la démographie, des structures de production permettent de réduire l’incertitude des devenirs possibles. L’action publique peut et doit s’appuyer de manière raisonnée sur ces analyses pour inscrire ses choix de manière consciente dans le temps long. Cette nouvelle forme de (...) planification ne réussira que dans le cadre d’un renouveau des pratiques démocratiques, qui devra lui-même imaginer une articulation qui reste à définir des nouvelles méthodes de la démocratie participative avec les règles classiques de la démocratie représentative. L’action publique devra également trouver les moyens de prendre en compte les mouvements qui font de leurs objectifs des impératifs moraux catégoriques et ne sont pas forcément prêts à prendre en compte d’autres considérations, et à construire des compromis. Enfin, les risques extrêmes ne peuvent être tous anticipés ; mais il est possible d’en rendre plus méthodique et plus systématique l’anticipation et la prévention, ainsi que la préparation des actions à mener pour y faire face quand ils se matérialisent – c’est le sens des démarches d’évaluation nationale des risques. A partir del análisis del ambientalismo desde las perspectivas que brindan diferentes discursos sobre desarrollo sostenible, los autores argumentan que, en un nivel de aplicación local, en comunidades y proyectos específicos, se pueden generar nichos de sostenibilidad, pese a que reconocen la extrema dificultad de este desafío; comparan viejas y nuevas propuestas para alcanzar la sostenibilidad, tales como: el desarrollo sostenible, el capitalismo natural, el decrecimiento sostenible o el ecologismo de los pobres. Sin embargo, si éstas se entienden dentro del marco del derecho a la ciudad, se convierten en políticas que van más allá de la idea de la ciudad como un problema territorial o funcional. Se convierten entonces, en políticas que atienden una realidad compleja, que abordan factores tanto territoriales y funcionales como éticos y (...) humanos. Drawing on Brown and Fraser’s (in: Giles, Scherer (eds) Social markers in speech, Cambridge University Press, Cambridge, pp 33–62, 1979) framework for the analysis of communicative situations and Fuentes Rodríguez’s (Lingüística pragmática y Análisis del discurso, Arco Libros, Madrid, 2000; in Estudios de Lingüística: Investigaciones lingüísticas en el siglo XXI, 2009. https://doi.org/10.14198/ELUA2009.Anexo3.04 ) model of pragmatic analysis, this paper examines three home-made recordings featuring some of the members of the terrorist cell responsible for the 2017 vehicle-ramming attacks in Barcelona and (...) Cambrils weighted as evidence during the trial held between November 2020 and May 2021 in the Spanish National High Court. The aim of this qualitative analysis is to test whether the linguistic evidence available supports the allegation that the participation in these recordings by one of the accused, Mohamed Houli Chemlal, had been planned by his interlocutors. Results show, first, that the exchanges analyzed present features indicative of both spontaneity and (limited) planification. Second, that Houli makes key contributions to the unfolding of the interactions shown in the recordings and that he does so in a cooperative and apparently relaxed manner, which could at best provide only partial support to his allegations. It is claimed that forensic linguistic analysis can generate valuable insights within terrorism-related legal proceedings. (shrink)

More than perhaps any other major social theorist, Niklas Luhmann adopted a perspective on society at the opposite end of the atomistic-holistic spectrum to that of mainstream economics. While the position of mainstream economics is that society is nothing more than a collection of individuals, so that it can be understood simply in terms of those individuals and their interactions, Luhmann abstracts from individuals entirely, understanding social phenomena as being produced by society itself, with individuals playing a merely peripheral or (...) “enabling” role. This radical reconceptualization of society and the relation of the individual to society allowed Luhmann to build from the ground up a highly systematic theory of society which allows one to formulate economic and social questions in new ways, freed from preconceptions that are poorly grounded or simply wrong. After providing a brief overview of Luhmann’s general social theory, this article considers two questions for which Luhmann’s theory can produce a fresh point of view. The first concerns what is the nature of markets. According to Luhmann, markets are not a kind of system, but collections of observations--the observations of market participants of other market participants. The second concerns the old question of what is the appropriate degree of intervention in the economy. Mainstream economics approaches this problem through the distinction between markets and planning. According to Luhmann, this is a false dichotomy, since all economies have markets and planning. The real question is who should do the planning: private organizations or the state. The former operate on the basis of competition, that is, rivalry; the latter operates on the basis of cooperation. The problem with “socialist” or “centrally planned” economies was not that they were planned or centrally organized, since “free market” economies have planning and centralization too; it was that they relied solely on cooperation, with there being no space for competition. The paper concludes with some reflections on whether freemarket economies with minimal intervention by the state are any more sustainable than are “socialist” economies.Niklas Luhmann, peut-être plus que les autres auteurs en théorie sociale, a adopté une approche de la société qui est à l’opposé du spectre individualismeholisme des économistes orthodoxes. Cette radicale reconceptualization de la société ainsi que la relation des individus à la société a permis à Luhmann de construire une théorie très méthodique de la société qui permet d’appréhender de façon différente les questions économiques et sociales, sans préreprésentations fragiles ou erronées. Après avoir donné un aperçu général de la théorie sociale de Luhmann, l’article considère deux questions pour lesquelles la théorie de Luhmann peut apporter un nouveau point de vue. La première traite de la nature des marchés. D’après Luhmann, les marchés ne sont pas une sorte de système mais des sommes d’observations faites par les participants au marché sur les autres participants. La seconde question concerne l’éternel problème du degré d’interventionnisme dans l’économie. Les économistes orthodoxes abordent cette question à travers la distinction entre les marchés et la planification. D’après Luhmann cette dichotomie est erronée dans la mesure où toutes les économies connaissent à la fois le marché et la planification. La véritable question est: Qui devrait planifier: les organisations privées ou l’Etat?. Les premières agissent sur la base de la concurrence, i.e de la rivalité; l’Etat agit sur la base de la coopération. Le problème avec les économies “socialistes” ou “centralement planifiées” n’est pas qu’elles sont planifiées ou qu’elles relèvent d’une organisation centralisée puisque les économies de “marché libre” connaissent aussi la planification et la centralisation. Le problème vient du fait qu’elles reposent uniquement sur la coopération et n’accordent pas de place à la concurrence. Le papier conclut en s’interrogeant sur l’idée selon laquelle les économies de libre marché avec une intervention étatique minimale sont plus viables que les économies “socialistes”. (shrink)

Cet article étudie les temporalités de l’action publique à travers le cas de la production des plannings dans les administrations publiques françaises. Les plannings sont considérés comme des instruments constituants des organisations au sein desquelles ils sont élaborés. En s’appuyant sur l’analyse de deux terrains complémentaires – une enquête sur la formation des attachés d’administration dans les Instituts régionaux d’administration et une enquête sur la prise en charge des chômeurs par le Pôle emploi – l’étude rappelle que les plannings produits (...) par l’encadrement intermédiaire sont l’occasion de la mise en adéquation des hommes et des choses dans le temps. Le planning apparaît en cela comme un dispositif de microplanification d’État, révélateur des injonctions réformatrices descendantes et notamment de leur composante gestionnaire. Les concepteurs de plannings sont mis en position de mettre en forme, par leurs arbitrages, les orientations de l’action publique. En retour, ces outils sont l’objet de pressions ascendantes, de la part des agents, qui conduisent à donner à l’outil un caractère diplomatique, ou tout au moins négocié. (shrink)

Contrary to the tendency to harmony, consensus and alignment among stakeholders in most of the literature on participation and partnership in corporate social responsibility and responsible innovation practices, in this chapter we ask which concept of participation and partnership is able to account for stakeholder engagement while acknowledging and appreciating their fundamentally different judgements, value frames and viewpoints. To this end, we reflect on a non-reductive and ethical approach to stakeholder engagement, collaboration and partnership, inspired by the philosophy of Emmanuel (...) Levinas. We contrast a cognitive approach with an ethical approach to stakeholder engagement, collaboration and partnership, and explore four characteristics of this ethical approach. Based on the ethical approach to stakeholder engagement, collaboration and partnership, we also provide a three-stage framework for partnership formation in CSR and RI practices. (shrink)

Participation of the Public in Science: Towards a New Kind of Scientific Practice Participation of the public in science has been the object of an increasing number of social and political philosophical studies, but there is still hardly any epistemological study of the topic. While it has been objected that involvement of the public is a threat to the integrity of science, the apparent indifference of philosophers of science seems to testify to its lack of relevance to conceptions of scientific (...) activity. I argue both that it is not a threat to science and that it is relevant to philosophy of science by showing that it constitutes a new kind of epistemic practice. Two main objections to the idea that the involvement of non-scientists, with their situated perspective and contextual values, can form an epistemic practice will be addressed: the first bears on the epistemic potentialities of the cooperation between scientist and non-scientists; the second on the possibility that this cooperation takes the form of a practice. Reviewing the literature on political participation and civic engagement, the article offers a critical examination of different conceptual frameworks. Drawing on previous definitions and operationalisations, a new typology for political participation and civic engagement is developed, highlighting the multidimensionality of both concepts. In particular, it makes a clear distinction between manifest “political participation” (including formal political behaviour as well as protest or extra-parliamentary political action) and less direct or “latent” forms of participation, conceptualized here as “civic engagement” and “social involvement”. The article argues that the notion of “latent” forms of participation is crucial to understand new forms of political behaviour and the prospects for political participation in different countries. La participation au développement scientifique et technique d’individus n’appartenant pas à la sphère académique est une pratique ancienne, qui connaît aujourd’hui un regain d’intérêt, notamment sous la forme de ce qu’il est convenu d’appeler « sciences participatives ». Les pratiques de participation se sont ainsi fortement diversifiées durant les deux dernières décennies dans des domaines comme les sciences de l’environnement, la biomédecine, l’astronomie ou encore la biologie fondamentale. Cette croissance marquée des programmes de « sciences participatives » a conditionné l’essor (...) d’une littérature pluridisciplinaire s’attachant à décrire ces pratiques dans leurs dimensions sociologique, politique, éthique ou épistémologique. Cet état de l’art se propose de recenser les principaux enjeux d’ordre épistémologique posés par les différentes formes de participation citoyenne à la constitution de connaissances scientifiques, en se restreignant ici au cas des sciences de la nature. Il s’agira de souligner à la fois les opportunités et les obstacles qu’elles soulèvent tels qu’ils sont présentés et étudiés dans la littérature. L’un des objectifs de cette recension est de contribuer ainsi à constituer la question de la participation citoyenne comme un champ de recherche à part entière pour la philosophie des sciences. Appropriate information and consent has been one of the most intensely discussed topics within the context of biobank research. In parallel to the normative debate, many socio-empirical studies have been conducted to gather experiences, preferences and views of patients, healthy research participants and further stakeholders. However, there is scarcity of literature which connects the normative debate about justifications for different consent models with findings gained in empirical research. In this paper we discuss findings of a limited review of socio-empirical research (...) on patients’ and healthy research participants’ experiences and views regarding consent to biobank research in light of ethical principles for appropriate information and consent. Ethics in research can be broadly divided into two epistemic dimensions. One dimension focuses on bureaucratic procedures (i.e., procedural ethics), while the other focuses on contextually and culturally contested practice of ethics in research (i.e., ethics in practice). Researchers experience both dimensions distinctly in their qualitative research. The review of ethics in prospective research through bureaucratic procedures aims to measure compliance with documented requirements relating to research participants, data management, consent, and ensure researchers can demonstrate their ethical competence before they (...) commence their research. However, researchers often experience unanticipated ethical issues within the context of their research; sometimes ethics-related situations, including language sensitivity, cultural humility, and data processing experienced by researchers can be very different from what was included in bureaucratic procedures. In this study, phenomena related to research ethics in practice, as experienced by social scientists (n = 5) in their qualitative research, are hermeneutically explored and interpreted. The selected phenomena represent the researchers’ lived experiences regarding the practice of participant autonomy, specifically exploring participants’ right to withdraw from research. These phenomena are interpreted from the theoretical perspectives of situational relativism and self-determined autonomy. The interpreted phenomena reveal the current practices in ethical management of data collected from participants before their decision to withdraw from research (i.e., withdrawal data), are predominantly focused on tangible forms of data (i.e., the information that can easily be distinguished from other data), but ethical concerns associated with intangible forms of data are often neglected. The intangible forms of data are experiential knowing and understanding that include, feeling, emotion, courage, respect, celebration, anger, and the sense of being and belonging. The study recommends that researchers and research professionals should exercise ethical sensitivity and humility towards intangible forms of data collected during qualitative research when participants withdraw their consent. Constructing energy scenarios is traditionally an endeavour driven by experts. I suggest that an outcome of relying solely on expertise is incompleteness. Moreover, expertise, while being a necessary condition, is not a sufficient condition for epistemic quality and normative legitimacy of energy scenarios given the scope of transitions that energy scenarios entail, which includes substantial societal repercussions. Four reasons will be provided for wide participation when constructing energy scenarios. First, there are several forecasting shortcomings of top-down approaches. Second, to rely (...) solely on expertise provides incomplete conceptualizations of energy and central concepts such as ‘smartness’, in addition to neglecting normative views. Third, increased epistemic quality is an outcome of wide participation. A fourth reason is derived from the argument of inductive risks, stating that thresholds of evidence should reflect the potential outcomes if erroneously corroborating or rejecting a hypothesis. As energy scenarios provide input to decision-making having potentially large societal impact, they ought to be both normatively legitimate as well as of sufficient epistemic quality, components provided by wide participation. -/- . This article aims to make progress towards an account of social cohesion and participation in terms of which we can better understand how groups of people come to constitute stable social orders. It argues for a conceptual distinction between "inclusion" and "integration" and sheds new light on their theoretical relationship. While "integration" refers to group members' willingness to act in accordance with the given norms of a social structure, "inclusion" is linked to their participation opportunities. The aim of this study is to explore how nurses perceive patient participations of patients over 75 years old undergoing hemodialysis treatment in dialysis units, and of their next of kin. Ten nurses told stories about what happened in the dialysis units. These stories were analyzed with critical discourse analysis. Three discursive practices are found: (1) the nurses’ power and control; (2) sharing power with the patient; and (3) transferring power to the next of kin. The first and the predominant (...) discursive practice can be explained with an ideology of paternalism, in which the nurses used biomedical explanations and the ethical principle of benefice to justify their actions. The second can be explained with an ideology of participation, in which the nurses used ethical narratives as a way to let the patients participate in the treatment. The third seemed to involve autonomous decision-making and the ethical principle of autonomy for the next of kin in the difficult end-of-life decisions. (shrink)

Few ideas have excited greater interest among theologians in recent decades than the idea of 'participation'. In thinking about creation, it is the notion that everything comes from, and depends upon, God, inviting the language of sharing, or of an exemplar and its images; in thinking about redemption, it points to the restoration of that image, and is expressed in the language of communion with God and with the redeemed community.
