This book offers an overview of the ethical problems posed by Information Warfare, and of the different approaches and methods used to solve them, in order to provide the reader with a better grasp of the ethical conundrums posed by this new form of warfare. -/- The volume is divided into three parts, each comprising four chapters. In this article I propose an ethical analysis of information warfare, the warfare waged in the cyber domain. The goal is twofold: filling the theoretical vacuum surrounding this phenomenon and providing the conceptual grounding for the definition of new ethical regulations for information warfare. I argue that Just War Theory is a necessary but not sufficient instrument for considering the ethical implications of information warfare and that a suitable ethical analysis of this kind (...) of warfare is developed when Just War Theory is merged with Information Ethics. In the initial part of the article, I describe information warfare and its main features and highlight the problems that arise when Just War Theory is endorsed as a means of addressing ethical problems engendered by this kind of warfare. In the final part, I introduce the main aspects of Information Ethics and define three principles for a just information warfare resulting from the integration of Just War Theory and Information Ethics. This paper focuses on Information Warfare—the warfare characterised by the use of information and communication technologies. This is a fast growing phenomenon, which poses a number of issues ranging from the military use of such technologies to its political and ethical implications. The paper presents a conceptual analysis of this phenomenon with the goal of investigating its nature. Such an analysis is deemed to be necessary in order to lay the groundwork for future investigations into this (...) topic, addressing the ethical problems engendered by this kind of warfare. The conceptual analysis is developed in three parts. First, it delineates the relation between Information Warfare and the Information revolution. It then focuses attention on the effects that the diffusion of this phenomenon has on the concepts of war. On the basis of this analysis, a definition of Information Warfare is provided as a phenomenon not necessarily sanguinary and violent, and rather transversal concerning the environment in which it is waged, the way it is waged and the ontological and social status of its agents. The information revolution has fostered the rise of new ways of waging war, generally by means of cyberspace-based attacks on the infrastructures upon which modern societies increasingly depend. This new way of war is primarily disruptive, rather than destructive; and its low barriers to entry make it possible for individuals and groups (not just nation-states) easily to acquire very serious war-making capabilities. The less lethal appearance of information warfare and the possibility of cloaking the attacker''s true identity (...) put serious pressure on traditional just war doctrines that call for adherence to the principles of right purpose, duly constituted authority, and last resort. Age-old strictures about noncombatant immunity are also attenuated by the varied means of attack enabled by advanced information technologies. Therefore, the nations and societies leading the information revolution have a primary ethical obligation to constrain the circumstances under which information warfare may be used -- principally by means of a pledge of no first use of such means against noncombatants. In the present article the author studies and reviews the essential scientific opinions and discourse on the understanding of the term and phenomena of Cybernetics. The article is the author's vision of the concept of cybernetic epistemology based on its progressive methodological features. The main idea of the understanding of the information warfare category as a complex social system in the context of cybernetic epistemology is also developed in the present research. The concept of complexity theory has not (...) yet been applied in the study of ontological characteristics of the "information warfare" phenomenon so far. This kind of analyzing method allows us to highlight the true essential characteristics of "information warfare". There are recursiveness and spontaneous nature among them. This kind of epistemology methods and their possible and proper application in Cybernetics were analyzed and reviewed in the present paper. Such an analyzing confirmed the relevance of this research for the formalization of the world’s complex phenomena. It also determined the possibility of constructive generalization of knowledge and research data. However, this knowledge should be gained in the process of complex formalization of the studied phenomena characteristics and the maximum permissible changes and transformation in their conditions and forms. The modern information age brings changes to all phenomena of human life. For example, the natu re of wars change. They are transferred from the actual battlefield to the information space, i.e. they become hybrid. The winner is the one whose narrative becomes dominant in the global information space. The Russian-Ukrainian war is a vivid example of the latest confrontation. It takes place between two absolutely opposite positions, a compromise between which is impossible. This conflict is deeply (...) existential, because Russia sharply denies the existence of Ukraine as an independent state and as a nation in general. This is evidenced by the rhetoric of the aggressor state and numerous war crimes. However, this war is not only between two sides. By denying Ukraine its existence, Russia is also at war with the values that Ukrainians uphold and on the basis of which they strive to build their own country. And these are the values of the free democratic world. Therefore, Russia opposes not only one country, but all those who also share them. That is why the information war begins to reach far beyond the borders of Ukraine. Already today, we can see the influence of Russia, whose propaganda influences the agenda of many leading Western countries. Using both classic mass media (newspapers, radio, television) and new ones (communities in social networks, bloggers, etc.), it intervenes in the global information space. The Internet only further complicates the dissemination of reliable information and promotes propaganda, because now there is almost no control over the flow of information. Habermas states this problem, noting that everyone is now a potential author without editorial control. Therefore, in conditions where the mass media gravitate towards entertainment and most of the information flows in an uncontrolled stream, there is a war for human minds. That’s why the current situation becomes a challenge for communicative theory, which has learned to make a correct diagnosis, but has not yet offered its option for exiting the crisis. Habermas’ post “War and In dignation” is so far only a testimony to the failure of his philosophy in the face of real challenges. Therefore, modern war is also a direct test for communicative theory, which must either find a way out of its limits or confirm its defeat. (shrink)

This chapter focuses on issues pertaining to the concept of Information Warfare and the clarifications that need to be made in order to address its ethical implications.

Information has always been at the core of conflicts. When Napoleon planned to invade Italy, he duly upgraded the first telegraph network in the world, the French “semaphore”. He famously remarked that “an army marches on its stomach,” but he also knew that the same army acted on information. As Von Clausewitz once stated “by the word ‘information’ we denote all the knowledge which we have of the enemy and his country; therefore, in fact, the foundation of (...) all our ideas of actions [in war].”I am very grateful to Mariarosaria Taddeo for this citation and for our fruitful collaboration on a 2-year project about the ethics of information warfare, Marie Curie Fellowship Grant, FP7-PEOPLE-2009-IEF see now . The use of cyber force can be as severe and disruptive as traditional armed attacks are. Cyber attacks may neither provoke physical injuries nor cause property damages and still, they can affect essential functions of today’s societies, such as governmental services, business processes or communication systems that progressively depend on information as a vital resource. Whereas several scholars claim that an international treaty, much as new forms of international cooperation, are necessary, a further challenge should be stressed: authors of (...) cyber attacks can be non-state actors, and identifying the party responsible for such a use of force, whether non-state actors or national sovereign states, is often impossible. Accordingly, several programmes on online security and national defence have been developed by sovereign states to tackle this menace and yet, the endurance of Western democracies and their aim to protect basic rights have already been tested by such programmes over the past years. The new scenarios of cyber force do not only concern the field of international law, since they may represent the main threat in the fields of national and constitutional law as well. (shrink)

The data were collected during 9.5 months of field work by Sarah Mathew from 2008– 2010. Participants were a representative sample of adult men reliant on nomadic pastoralism for their livelihood. We recruited them in a town close to the ethnic border frequented by nomadic Turkana who live in the surrounding 50 km radius. Recruitment was done with the help of trained local Turkana research assistants. The RA approached potential participants, briefly introduced them to the study, and then asked them (...) to participate. If they agreed, they were brought to the study site described below. We conducted the study in the town center because the risk of raids in the surrounding nomadic settlements was high. We did not recruit from the settled Turkana population in this town center as they are Turkana who have actively pursued schooling and professions outside the pastoral sector, or were forced out of subsistence pastoralism after droughts, epidemics or raids. Nomadic Turkana frequent the perimeter of the town center for a variety of reasons as it is an important trading center and is adjacent to dry season watering holes. Herders from surrounding nomadic settlements frequent the market to sell an animal and purchase tobacco, tea, sugar and flour. Turkana women come to sell milk and collect relief food. Nomadic Turkana periodically come to town to visit their settled relatives. A river runs along the perimeter of town. The wells dug in the dry bed of the river provide water for 1 surrounding nomadic settlements and so herdsmen frequently bring their livestock for watering to the perimeter of town from where we can recruit them.To ensure that our sample is representative of herders within the town perimeter on a given day, we aimed to recruit using the following procedure to the extent that circumstances allowed: First, we specified the age-group that the participant should belong to. In this book, derived from his dissertation, he examines three British novels written in three different eras of the twentieth century: Katherine Burdekin's Swastika Night (1937), Anthony Burgess's The Wanting Seed (1962), and P. D. James's The Children of Men (1992). In each novel, Atasoy argues, the protagonists move from an ignorance that served the interest of the dystopian forces to a resistant knowledge that should be read as offering hope, both as resistance and as knowledge.The book is organized in a straightforward way, with an introduction, conclusion, and then three analytical chapters, one for each of the novels. The introduction is expansive, offering both brief surveys of the nature of utopia and dystopia and a recounting of a number of themes taken up by dystopian texts: education, politics, gender roles, family life, and more. Layered onto this is a discussion of theorizing around knowledge and power and the transition from ignorance to understanding. The chapters focused on the individual novels are all similarly expansive. Atasoy offers biographical information about the authors along with considerations of the primary social and political events to which the authors might be responding. The analyses of the novels focus primarily on the motivations of the protagonists, but interspersed in the plot summaries are narrative cul-de-sacs explaining particular textual details (for example, the discussion of Theo's choice of the Greek statue of Diadoumenos as allocation to leave a note for the Warden [James, 37]). These [End Page 519] little detours are often interesting but can be distracting from the primary analytic focus.The analyses themselves also cover a lot of territory. The middle section of the chapter on The Children of Men (118–34) includes discussions of power, eugenics, religion, sexuality, punishment, assisted suicide, and immigration. Each of these is used to elucidate modes of social and political control wielded by the Warden, but the sheer number of issues included in the fast-moving analysis left me wanting more. Atasoy's analysis of Quietus nicely captures the ways in which James has created a world where the elderly are both encouraged and manipulated to end their lives for the good of the whole. This discussion fits especially well with the larger focus of his analysis on modes of social engineering. Fewer themes and more close readings like this one would have deepened the reading experience. But for anyone beginning a project on one of these novels, this book is a good place to start.This book begins and ends with the interesting contention that times of catastrophe diminish the literary production of utopia, and potentially the capacity for hope itself. While the point of this book is not to defend this claim empirically, it is one worth considering for any scholar of utopia, or any person interested in the potential of future change for the better. The book may underplay the fact of twentieth-century literary utopias (there is a brief discussion of the feminist utopias written in the 1970s and 1980s), but it is surely correct that there is an imbalance in the production of utopia in favor of dystopia. Utopias are more challenging to construct and potentially (especially in this day and time) less formulaic than dystopia, which is an increasingly popular (and marketable) genre.Kim Stanley Robinson noted in a recent interview that "[utopias] shape people's conception of what's possible that could be good in the future."1 Atasoy's book offers the possibility that a close reading of dystopian texts might well help us uncover other ways of finding out what future good is possible. By the end of the Second World War the advancing allied forces discovered a new nerve gas in Germany. It was called Tabun. Codenamed GA, it was found to be extremely toxic. British experts were immediately dispatched to examine the agent. On arrival, they discovered that German scientists had also developed even more toxic nerve agents, including Sarin, known as GB. The first organized testing of Sarin on humans began in October 1951 at Porton Down in Wiltshire, Britain's biochemical (...) class='Hi'>warfare establishment since the First World War. In February 1953, volunteer number 562 experienced the first recorded serious adverse reaction. Testing continued. Two months later, on April 27, six subjects were given 300 milligrams of Sarin. One of the volunteers, a man named Kelly, suffered serious ill effects, fell into a coma, but then recovered. Although asked by their superiors to reduce the amount tested to the “lowest range of dosage”—which would have been somewhere in the region of 10–15 milligrams—Porton's scientists continued their tests with a “lower” dosage, reducing it from 300 to 200 milligrams. They have had a radical and widespread impact on our moral lives and hence on contemporary ethical debates. The Cambridge Handbook of Information and Computer Ethics, first published in 2010, provides an ambitious and authoritative introduction to the field, with discussions of a range of topics including privacy, ownership, freedom of (...) speech, responsibility, technological determinism, the digital divide, cyber warfare, and online pornography. It offers an accessible and thoughtful survey of the transformations brought about by ICTs and their implications for the future of human life and society, for the evaluation of behaviour, and for the evolution of moral values and rights. This study analyzes the domestic political, economic, and social conditions in the Western Balkans that provide fertile ground for hostile and maligned actors to manipulate and exploit governments and societies with hybrid war measures, namely cyberattacks and cyber intrusions and disinformation and fake news. It begins with a review and assessment of the prevailing empirical and theoretical literature on hybrid warfare. It then describes two leading empirical indices that measure degrees of permeability and structural vulnerability that elevate or reduce (...) the risks associated with maligned and hostile interventions. The article also examines leading indicators measuring resilience levels in cybersecurity and media/information literacy, highlighting political, social, and economic vulnerabilities. It concludes by suggesting that domestic conditions in the region encourage maligned and hostile actors, especially Russia and for different reasons and to a lesser extent China and Turkey, to use hybrid measures to exploit the region. The article proposes that in addition to strengthening institutions and trust, membership in NATO and the E.U. are directly related to mitigating structural vulnerability and reducing uncertainty and insecurity in the Western Balkans. Cyber warfare has changed the scenario of war from an empirical and a theoretical viewpoint. Cyber war is no longer based on physical violence only, but on military, political, economic and ideological strategies meant to exploit a state’s informational resources. This means that a deeper understanding of what cyber war is requires us to adopt an informational approach. This approach may enable us to account for the two-dimensional nature of cyber war, to revise the notion of violence on which (...) war is premised and to understand to what extent the traditional ideas of ‘just war’ may apply to the scenario of cyber warfare. Neither game theory nor unilateral moral duties (God-given or otherwise) can explain the explicit language of (...) cooperation in developing and enforcing principles of military ethics and the law of armed conflict. -/- The ethic of cooperation is borne of various motivations: reciprocity, self-preservation, and efficiency, to be sure, but also a sense of warrior honor and concern with human rights. This shared morality can persist despite making it more difficult for one side or the other to win and, unfortunately, its well-meaning motivations often lead to unintended tragic consequences. -/- This book explores three manifestations of this significant yet overlooked ethic of cooperation in warfare: (1) for a “fair fight,” (2) to protect classes of individuals (e.g., non-combatants or prisoners of war), and (3) to end the war quickly. Such cooperation can take unexpected forms, from ad hoc decisions on the battlefield to institutionalization in international law, and is the source of some critical tensions in one of the most significant developments in warfare in recent years: namely, how to handle terrorism or other forms of warfare that lie outside the purview of international law. -/- Each type of ECW raises questions internal to that ethic, such as inconsistencies in the concept of “parity” across different weapons bans, contradictions within the warrior ethic that heavily influence—and therefore confuse—notions of the “fair fight,” the disconnect between what protections a person receives and his responsibility for the war (e.g., political leaders), or the limited decisiveness of outcomes generated by very short wars. -/- Their simultaneous application also generates significant tensions and raises questions about the proper relationship of ECW to the immediate goal of war itself, which is to win, and thus yield either a political settlement or a justicial decision. The article is devoted to study of totalitarian and democratic types of rhetoric. The classical dichotomy of rhetorical influence has been discovered: monologic use of rhetoric as a verbal weapon through propaganda, demagoguery, populism, creation of the image of an enemy, division of society and dialogical use of rhetoric as consolidating communication, truth-seeking, social consent and understanding. It is shown that the trigger of democratic and totalitarian regimes is the existential of freedom. The active influence of the postmodern rhetoric of (...) the information age in its performativity in the acquisition of snack culture is determined, which significantly strengthens the manipulative strategies. Totalitarian tendencies of digital rhetoric are found in information warfare technologies, in the processes of censorship, ambivalence and negativism of information, spreading fake news, igniting conflicts in mass media. Militarization of vocabulary and spread of obscene language in ordinary communication as factors of compensatory aggression of the population, the danger of excessive information transparency of people’s private lives are noted. Democratism of the digital rhetoric is manifested in such phenomena as the direct creation of e-democracy, access of citizens to e-voting, e-services, e-petitions, overcoming digital inequality, the ability to communicate with officials and public officers live on TV and radio, in social networks. Democratic principles of rhetoric, especially in Ukraine as a state of “transitional democracy” should be supported by quality education, fostering critical thinking and activity of civil society. The alleged use of “Hybrid Warfare” by the Russian Federation in the annexation of the Ukrainian territory, Crimea, in 2014, thrust the term into the media spotlight and raised concerns over the lack of effective measures available to counter its use. This article investigates the use, development, impact, and legality of state-directed “Hybrid Warfare” campaigns. The first section of which examines the use and relevance of military force and strategy in the conduct of such a campaign, with further (...) sections focusing on the importance and integral nature of information, disinformation, and cyber capabilities, along with the resulting legal implications contemporary conflict faces. Hybrid strategy, capability, and doctrine will not replace traditional interstate maneuver warfare or the utilization of irregular modes of conflict. However, it does provide regional powers with a unique ability to insidiously challenge hegemonic or greater powers in such a way that better economizes their own capabilities and strategic assets. As the National Information Infra- structure develops new avenues for information products and services will open. Creating, identifying and protecting the information market space is a critical component to the success of information product and service developments. As a result, the producers of those products and service seek to protect their proprietary interest in the underlying information. However, these actions have broader consequences: Attempts to extend legal protection to basic facts and other public domain (...) class='Hi'>information demonstrate that the public information space is slowly being reduced. Reviewing several information controversies as case studies is fruitful. Not only for assessing current trends in information disputes (warfare) but can form the basis for establishing several predictors useful in determining when future information ownership controversies may develop and result in the loss of public information space. One set of predictors helps define the information controversy and is descriptive. The second set of predictors characterizes the marketplace environment. It provides further nuance to the economic factors that force information owners to seek legal remedy. Identifying instances where both models suggest a change in information rights or ownership is most likely to result in the critical loss of access to public information space. (shrink)

The main attention is paid to the issue of the deliberate spread of disinformation. When the U.S. conducts warfare, elements of a force are drawn from different services and work together as a single team to accomplish an assigned mission. To achieve such unified action, it is necessary that the doctrines governing the actions of members of specific services be both consistent with and subservient to joint Doctrine. Because warfighting today increasingly involves not only live forces but also automated systems, unified action requires that information technology that is used in joint (...) class='Hi'>warfare must be aligned with joint doctrine. It requires also that the separate information systems used by the different elements of a joint force must be interoperable, in the sense that data and information that is generated by each element must be usable (understandable, processable) by all the other elements that need them. Currently, such interoperability is impeded by multiple inconsistencies among the different data and software standards used by warfighters. We describe here the on-going project of creating a Joint Doctrine Ontology (JDO), which uses joint doctrine to provide shared computer-accessible content valid for any field of military endeavor, organization, and information system. JDO addresses the two previously mentioned requirements of unified action by providing a widely applicable benchmark for use by developers of information systems that will both guarantee alignment with joint doctrine and support interoperability. The subject of the study is the socio-cultural threats to the information security of Russian citizens associated with ChatGPT technologies (Chat Generative Pre-trained Transformer, a machine-generated text response generator simulating a dialogue). The object of research − evaluation of the ratio of advantages and threats of generative language models based on "machine learning" in modern (2021-2023) scientific literature (journals HAC K1, K2 and Scopus Q1, Q2). The scientific novelty of the research lies in the culturological approach to the analysis (...) of threats to the security of Russian citizens associated with the use of ChatGPT as one of the technologies of "artificial intelligence". The formulation of the problem of the classical Turing test "to distinguish a person from a machine" is characterized as a scholastic abstraction, instead a more correct and productive approach is proposed: a socio-cultural assessment of the value (based on cultural axiology) of new computer technologies. The starting point of the analysis is the determination of socio-cultural value (or, conversely, damage) as a result of the use of generative language models based on machine learning. Further, the contribution and responsibility of various socio-cultural subjects of its creation and application are revealed − user, creator and developer. The result of the application of the proposed approach is the deconstruction of the discourse of the "philosophy of artificial intelligence" in terms of uncritical translation of developer declarations intended for marketing and attracting financing. Hypertrophied perception, precariously balancing on the edge of utopia and dystopia, is assessed as a risk of incorrect identification and ranking of threats to information security. Assumptions about the hypothetical "superweapon of psychological warfare" mask modern incidents of cross-border leakage of confidential data, the risks of being held accountable for publishing deliberately false information and illegal content as a result of using ChatGPT. National security measures are recommended, including restrictive measures and increasing the general civil culture of information security of users, as well as the orientation of domestic developments of solutions of this type on traditional values, socio-cultural identity and interests of Russian citizens. In the last decade we have entered the era of remote controlled military technology. The excitement about this new technology should not mask the ethical questions that it raises. A fundamental ethical question is who may be held responsible for civilian deaths. In this paper we will discuss the role of the human operator or so-called ‘cubicle warrior’, who remotely controls the military robots behind visual interfaces. We will argue that the socio-technical system conditions the cubicle warrior to dehumanize the (...) enemy. As a result the cubicle warrior is morally disengaged from his destructive and lethal actions. This challenges what he should know to make responsible decisions (the so-called knowledge condition). Nowadays and in the near future, three factors will influence and may increase the moral disengagement even further due to the decrease of locus of control orientation: (1) photo shopping the war; (2) the moralization of technology; (3) the speed of decision-making. As a result, cubicle warriors cannot be held reasonably responsible anymore for the decisions they make. (shrink)

This article is devoted to the phenomenon of hybrid war. Based on the fact that the military actions can be represented as the particular process, it is proposed to analyze the phenomenon on the technological approach. In addition, the study of the phenomenon does not occur within the traditional "democratic paradigm", and based on the assertion that in modern Ukraine the model of social and political order with an oligarchs in the center was formed. All state institutions and segments of (...) civil society are in a tough financial and economic dependence from the social group of oligarchs. The goals, objectives, principles, directions, forms, methods and techniques of conducting hybrid warfare are discussed. The general and the particular to the phenomena of the conventional war and the hybrid war is determined. Focuses on the complex nature of the phenomenon, its layered structure. In this connection, emphasizes the fact that the main actors of the war at different levels perform different roles, which is fixed by experts who analyze the situation. In particular, Ukraine can be considered as the subject of a hybrid war at the regional level, but it also becomes the purpose and the object as to the subjects of higher geopolitical level. In general, the phenomenon of hybrid war characterized by a lack of principles in building of the technological process. In the specific case of Ukraine, the lack of clear principles in the organization of the process dictated by economic interests of oligarchic clans that joined the struggle for the redistribution model in securing ownership of tools and means of production. Other elements of the process of the hybrid war are serve the implementation of the corporate interests of the oligarchs. In addition, the Ukrainian oligarchic structures are the link, the conductor for the interests of oligarchic structures of higher global level. The main tool in this struggle is the information - the main resource of the era, on which the oligarchs try to win a monopoly. This scientific article is devoted to the study of the features of mediatization of the socio-political sphere in modern Ukrainian society. Using methodological approaches, the author proposes to clarify the main theoretical principles underlying the study of mediatization.The article identifies and classifies the key factors that influence the process of mediatization in Ukrainian society. Special attention is paid to the impact of the Internet, information warfare, media space and “new media” on the socio-political sphere.Applying content analysis of reports (...) of analytical centers of Ukraine, the author identifies and systematizes specific signs of mediatization of Ukrainian society. Analyzing these features, the article examines the impact of mediatization on the socio-political landscape of the country and identifies potential challenges and opportunities that arise in connection with this process. It has been proven that the progress of the technical component of the mediatization process entails both the emergence of new opportunities and significant threats to national security. It was established that the development of “new mass media” leads to a gradual increase in the role of messengers as sources of reliable information and the displacement of other (non-digital) ways of information dissemination. Initiatives unrelated to state intervention and self-regulation mechanisms in the information sphere are singled out as one of the most effective means of combating disinformation.The final part of the article provides recommendations regarding state regulation of the mediatization process in Ukrainian society. The author reveals the essence of the institution of public diplomacy as a potential means of strengthening national security in the context of the information society. The author points to the need for effective regulation, balanced protection of the rights and freedoms of citizens in the media environment, and also emphasizes the importance of developing media literacy among the population. The article offers a valuable contribution in the context of understanding the process of mediatization of the socio-political sphere in Ukrainian society and provides practical recommendations aimed at ensuring the sustainable development of this process.Keywords: Inte. Military affairs have been affected by major changes in the 19902. The bipolar world of two superpowers has gone. The Cold War and the global military confrontation that accompanied it have ended. A new military and political order has emerged, but the world has not become more stable, indeed, wars and armed conflict have become much more common. Forecasting the contours of future armed conflict is the primary object of this work. Focusing on the impact of new technologies, General Gareev (...) considers whether war is still a "continuation of politics by other means" or whether political, ideological and technical transformations have broken that connection. He explores the linkage beween threats to Russian national interests and war as an instrument of policy, and concludes that there is very little prospect either of nuclear war or widespread conventional war. However, he does see local armed conflicts and local wars increasing, with greater emphasis on subversion. He argues that coming decades wil see a shift toward reliance upon indirect means to accomplish limited political ends, and analyzes both information warfare and the revolution in military affairs from this perspective. This article advances some considerations on the current production of hegemonic effects, starting with some problems posed by the work of one of the most influential writers in cultural studies – the American Palestinian critic Edward Said. Said's commentary on the coverage of Islam in the US media in the late 1970s allows for some challenging considerations on how hegemonic strategies directed at the formation of publics and public opinion are increasingly integrated within a global noopolitics of communication whose understanding (...) of the public is not derived from the notion of civil society but from the biopolitical element of the population – and the bio-racist segmentation that constitutes it. As outlined in Michel Foucault's analysis of liberal and neoliberal governmentality, such understanding of the public locates the latter straight within a new dispositif of power which is biopolitical and noopolitical at the same time, that is, which addresses itself at the same time to the biological, economic and spiritual life of the population. Such understanding involves a reconsideration of the constitution of publics and public opinion in times of netwars and information warfare as both subjects and objects of power/knowledge. In as much as such noopolitics affects what Maurizio Lazzarato calls a second bios, the life of the brain, it has the potential to give expression to the virtual power of immaterial events of subjectification which materialize in the bodies which actualize them and the possible, shared worlds that they are capable of producing. It defines PSYOP, then compares and contrasts it with both conventional military activities and contemporary information warfare. Then it briefly clarifies emerging public policy problems, outlines relevant legal particularities, and offers general policy considerations with regard to ethical considerations in its employment.

У кого в руках концентруються економічні ресурси, той і керує політичними процесами. Інакше кажучи, гроші правлять світом. Коли інші методи виявляються неефективними, як крайні методи використовується війна. Але так звані «гарячі» війни вимагають величезних людських і матеріальних витрат, що призводять до підняття патріотичного (...) духу у того народу, проти якого ведуться військові дії і викликають масовий спротив. Інша справа «холодна» або інформаційна війна, коли знищуваний народ з радістю вітає завойовника, і сам себе знищує. Як зброя у цій війні використовуються різні форми пропаганди і дезінформації; напівправда, що гірше відвертої брехні; псевдонаука, яка маскується під науку, софістика як умисне застосування помилкових доводів, навмисне помилкове міркування, формально здається правильним. Адже використання неадекватної інформації призводить до неадекватної практиці.Концепція інформаційних воєн базується на тому, що, по-перше майбутнє нам невідомо, і, по-друге, немає ніякої об'єктивної політичної істини. З допомогою маніпулювання інформацією будь-яка точка зору вигідна меншості може бути нав'язана більшості. Демократичні вибори з'являються тоді, коли є ілюзія того, що шанси гравців рівні, умови гри – суворі і ясні, а судді неупереджені. Однак дуже часто зустрічаються питання, які люди взагалі не згодні вирішувати більшістю голосів. Таким чином в результаті маніпулювання інформацією в сучасному суспільстві знижується роль раціональних критеріїв. The research is devoted to a discussion of social and humanitarian problems associated with tectonic changes in human life against the backdrop of total digitalization. The author's attention is focused on the uniqueness of the modern situation: never before have innovative technologies had the ability to penetrate so rapidly and deeply into the foundation of modern society, have they become so widespread and accessible to almost all peoples and cultures. At the same time, the undeniable public good and the most (...) serious threats to society that digital reality technologies bring with them are in a very close relationship. This is especially true for artificial intelligence systems. Innovations transform the entire world order, bringing radical changes not only to the material sphere of life, but also to the spiritual and moral state of a person. The research notes that the introduction of information and communication technologies into the life of modern society occurs without reliable support on the results of preliminary experimental research, without taking into account a deep professional and responsible assessment of the social and psychological consequences of their impact on the individual and on society as a whole. As a result, at this stage, society is constantly faced with many negative aspects of the impact of high-tech means. The work examines some of them: a decrease in cognitive and analytical abilities, the devaluation of human labor, the criminalization of cyberspace, the spread of Deepfake technology. Particular attention is paid to the problem associated with the possibility of using information technology as a tool of psychological influence. Information and psychological warfare is implemented on the basis of social networks and artificial intelligence technologies, which provides the enemy with the opportunity to achieve superiority without the use of military force. Information and humanitarian actions in cyberspace, carried out by Western countries in order to destabilize our society, destroy its value foundations, reformat the consciousness, worldview and spiritual and moral qualities of citizens, are becoming increasingly large-scale and aggressive. The work notes that digitalization is gaining momentum, plunging society deeper into new circumstances and requiring decisive action aimed at overcoming the many threats specific to the modern high-tech era. This article articulates a framework for normatively assessing influence operations, undertaken by national security institutions. Section I categorizes the vast field of possible types of influence operations according to the communication’s content, its attribution, the rights of the target audience, the communication’s purpose, and its secondary effects. Section II populates these categories with historical examples and section III evaluates these cases with a moral framework. I argue that deceptive or manipulative communications directed at non-liable audiences are presumptively immoral and illegitimate (...) for liberal states, as are deceptive operations aimed at an unjust end, or even operations aimed at a just end where secondary effects are forecast to be disproportionate to the proximate end. Warfare is becoming increasingly automated, from automatic missile defense systems to micro-UAVs (WASPs) that can maneuver through urban environments with ease, and each advance brings with it ethical questions in need of resolving. Proponents of lethal autonomous weapons systems (LAWS) provide varied arguments in their favor; robots are capable of better identifying combatants and civilians, thus reducing "collateral damage"; robots need not protect themselves and so can incur more risks to protect innocents or gather more information before using (...) deadly force; robots can assess situations more quickly and do so without emotion, reducing the likelihood of fatal mistakes due to human error; and sending robots to war protects our own soldiers from harm. However, these arguments only point in favor of autonomous weapons systems, failing to demonstrate why such systems need be made *lethal*. In this paper I argue that if one grants all of the proponents' points in favor of LAWS, then, contrary to what might be expected, this leads to the conclusion that it would be both immoral and illegal to deploy *lethal* autonomous weapons, because the many features that speak in favor of them also undermine the need for them to be programmed to take lives. In particular, I argue that such systems, if lethal, would violate the moral and legal principle of necessity, which forbids the use of weapons that impose superfluous injury or unnecessary harm. I conclude by highlighting that the argument is not against autonomous weapons per se, but only against *lethal* autonomous weapons. (shrink)

This article submits that torture is not an effective tool in asymmetric warfare. It offers a definition of ‘effective’ as it relates to torture, and presents findings which discriminate between torture's tactical utility and its strategic consequences. By doing this, it attempts to convey the paradoxical nature of torture. Torture can help gain bits of information that may prevent terrorist acts. But the very act of torture, or even the perception of its use, holds strategic consequences for those (...) nations who employ it. While they may thwart a given attack, states that apply torture are labeled as torturers regardless of their tactical victories. In essence, their identity is associated with torture. Labeled as such, they endanger their place in politics, villainize themselves in history, and erode their soft power. Any nation involved in an asymmetric struggle would do well to engage the enemy at the strategic level of war, employing all the instruments of power, rather than rest its hopes of victory on the piecemeal and questionable bits of information torture may provide. This article integrates (1) research in the historical dynamics of state societies relating group solidarity and group expansion to cultural frontiers, (2) comparative research in anthropology relating matrilocality to a particular variety of internal politics and a particular form of warfare, and (3) interdisciplinary reconstructions of large-scale “demic expansions” and associated kinship systems in prehistory. The argument is that “metaethnic frontiers,” where very different cultures clash, are centers for the formation of larger, more enduring, and more militarily effective groups. (...) In small-scale non-state societies, the major path toward the formation of such groups is the establishment of cross-cutting ties among men. This often involves the adoption of matrilocal norms. The current distribution of matrilocality and matrilineality around the world may be partly a residue of major demic expansions in prehistory involving matrilocal tribes. This hypothesis is evaluated with a range of evidence, including information regarding the spread of two language families, Bantu and Austronesian. (shrink)
