This study analyzes the ideals of responsibility and accountability, asking such questions as when it is legitimate to blame top officials of an organization for mistakes made by personnel below them in the bureaucratic hierarchy; when things go wrong in a large and complex organization like the Canadian Forces, who is responsible and accountable; and whether a plea of ignorance is a good excuse. The study also analyzes the doctrine of ministerial responsibility in both the British and Canadian parliamentary traditions, (...) asking whether it is realistic to expect that a government minister should be held responsible for everything that goes wrong in his/her department. Finally, traditional military values are examined, considering the kinds of attitudes and values expected from Canada's armed forces and the differences between the military and civilian sectors. Far from merely rejecting the ongoing political reform, the coordination of the « intermittents and précaires » proposes a reform project based on the reality of the discontinuity of labor. The aim is not a melancholy plea for the creation of some hypothetical « real jobs n, but rather, to demand the means which are required for the practices of intermittence to be placed on a solid, permanent basis. The model of unemployment compensation suggested here should enable these practices to (...) be rendered permanent, thereby guaranteeing the linkage of various temporalities as a condition for acting on the meaning and content of activity, through forms of shared benefits which grant indemnities to those with lower income and sacrifice those with a higher income. This presupposes the creation of a real threshold of indemnities but also a minimum wage-type platform. What remains to be thought is other forms of financing which would do justice to the frequently unacknowledged production of wealth in intermittence. (shrink)

Flesh of My Flesh is a collection of articles by today's most respected scientists, philosophers, bioethicists, theologians, and law professors about whether we should allow human cloning. It includes historical pieces to provide background for the current debate. Religious, philosophical, and legal points of view are all represented.

This article considers the proposals of the final report of the Commission on Religious Education (CoRE 2018) and its controversial conclusion that the law should require religious education to include teaching about non-religious worldviews alongside religions, presumably in equal measure. Attention is given both to Trevor Cooling’s recent defence of CoRE’s proposals against already expressed criticisms and to additional criticisms, that of the abstract nature of a worldview as a highly ramified, philosophical concept, which is educationally ill-suited to the interests (...) and intellectual capabilities of many pupils, and that of the failure of the proposals to indicate in what ways they overcome current systemic weaknesses. It is concluded that religious education should not be reconceptualised as the study of religious and non-religious worldviews nor should it adopt a framework that construes religions primarily as worldviews. In a recent article, L. Philip Barnes critiques the Commission on Religious Education (CoRE) Final Report by scrutinising its text and by responding to my interpretation of that text. His particular, but not exclusive, focus is CoRE’s proposal that the idea of worldview should be central to RE. His conclusion is that: ‘The collective force of these criticisms counsels against implementing the proposals of CoRE. Religious education needs to look elsewhere than to a worldview curriculum to overcome its current travails’. (...) This article responds by arguing that Barnes fails to justify his conclusion because his critique does not meet the standards of a fair and responsible treatment of his chosen focal texts. In particular, it misrepresents and misinterprets the CoRE Report and overlooks the alternative interpretation that I and others offered. (shrink)

The terrorist attacks of September 11, 2001 have generated a number of responses by philosophers, perhaps the most controversial of which has been Ted Honderich’s book After the Terror. There Honderich inquires into the question of American responsibility for the events of September 11, 2001. Honderich argues that due to our acts of both commission and omission, we Americans bear partialresponsibility for the terrorist atrocities committed on that day. Political discourse is primarily identified as political action, the discourse of deliberating which course of action to follow in accordance with specific political goals. A pragmatic analysis of various sub-genres of political discourse can identify the preference for particular speech acts. The first aim of this paper is to analyze commissive and expressive illocutionary acts in political speeches, as indicators of personal involvement of political speakers, notorious for vagueness and avoiding commitment. A corpus of Serbian, American and British political speeches (...) that address the issue of economic standard of living has been examined to identify commissive illocutionary acts as indicators of politicians’ explicit commitment to a chosen course of action, and expressive illocutionary acts as indicators of politicians’ explicit attitudes to their own or other politicians’ chosen practices. The analysis classifies subtypes of commissives and expressives in the corpus and identifies illocutionary force indicating devices that constitute them in English and in Serbian, after which the resulting classifications are compared and contrasted. The research results are aimed at explaining the hypothesis that a specific use/lack of commissives and expressives can be the politician’s strategy for adding credibility to their speeches, and in that way, swaying public opinion to serve the politician’s interest; conversely, establishing the relation between the use/lack of these illocutionary acts and the politician’s commitment to actions can be a method for exposing the politician’s lack of credibility and accountability. Canadians frequently have recourse to public commissions as a means of dealing with contentious public policy issues. This essay examines the role of philosophers and philosophy in nine such commissions, all of which have dealt with issues in biomedical ethics. The principal findings of this essay are that philosophers have not been used extensively by these commissions, and that the philosophical aspects of the issues under investigation have been dealt with quite inadequately. A specific type of collaboration has become prevalent in contemporary art: in this type of collaboration—henceforth, commissioning—an artist assigns the production of the work of art to skilled craftsmen or unskilled workers, directing their labor through instructions or blueprints. Commissioning has been accepted by the art world as a legitimate mode of artistic production—legitimate in the sense that it does not undermine the authenticity of the work as a creation of the artist, even if she has not laid a hand (...) for its production. We examine the role of Australian state and federal committees and law reform commissions in bioethics. Most have been concerned with in vitro fertilization and embryo research. We find deficiencies in the standards of reasoning about the underlying ethical issues raised by these techniques. We suggest stronger representation of those with a background in ethics. In theory, a quorum of registered voters in a small municipality meets annually to decide local public policy. In fact, special interests and the town bureaucracy control the meeting.Like a town meeting, a commission (or committee or council) comes into being, whether on an ad hoc or permanent basis, to (...) direct a government function. Bioethics commissions specialize in one area: the intersection of public policy with developments, either real or anticipated, in the basic and applied sciences.That specialization of commissions carries over into the selection of the members. More often than not commission members are appointed on the basis of expertise in a specific area. Although some commissions are still made up entirely of one kind of expert, usually medical, the majority of these government bodies seek breadth between the fields of law, religion, ethics, and science (including medicine and the social sciences).In the words of Mrs. Rigenbach, the law clerk to Chief Judge Carl B. Rubin of the United States District Court for the Southern District of Ohio, selection of persons “knowledgeable in the field” constitutes a “blue, blue ribbon” jury. In contrast, a “blue ribbon” jury is composed of those persons having “the greatest amount of formal education” (In re Richardson-Merrill, Inc. (Bendectin litigation), 624 Federal Supplement 1212 at 1217 (1985)). The problem with persons knowledgeable in the field is that their minds may have already been made up. For a jury, this is a disaster; for a bioethics commission, this directs and shapes the research, investigation, and discussion, or, in short, it makes for more efficient decision making.For this Scope Note, the definition of commission begins with the Bioethicsline description of its index term “advisory committees” as committees or commissions set up to advise government bodies on public policy. Furthermore, a commission [End Page 91] (or committee) receives government funding and support in exchange for its expertise in research, investigation, reporting, and recommendations.Six functions served by bioethics commissions have been clearly and succinctly described by LeRoy Walters (Commissions and Bioethics. Journal of Medicine and Philosophy 14 (4): 363–68, August 1989). The functions are: (1) to legitimize action; (2) to delay action or resolution; (3) to identify duplication; (4) to be representative; (5) to do research and find facts; and (6) to provide education and support (pp. 364–65). Since 1989, however, another government function has moved to the forefront. Instead of remaining within the legislative arena, government commissions serve the judiciary as well, in cases involving complex and technical questions. The now defunct Law Reform Commission of Canada recognized this use when it included in its annual reports a section on its “Influence on Law Reform through Judicial Decisions.”In mid-1997, the United States Supreme Court in its consolidated cases on assisted suicide used extensively the writings from a state commission, the New York State Task Force on Life and the Law, to support its rationale. In latter-day discussions on corporate morality, duties of commission are fiercely debated. Moral institutionalists argue that duties of commission—such as a duty of assistance—overstep the boundaries of moral duty owed by economic agents. " Moral institutionalism" is a newly coined term for a familiar position on market morality. It maintains that market morality ought to be restricted, excluding all duties of commission. Neo-Classical thinkers such as Baumol and Homann defend it most eloquently. They underpin their position with concerns that go (...) to the core of liberalism—the dominant western political theory that sustains the ideals of both the free market and the free, rational person. Those authors claim that liberalism calls for a fully differentiated market because it resents the politicization of the market. Fully differentiated markets exclude duties of commission. They also claim that full differentiation of the market closes the troublesome gap between moral motivation and moral virtue. Full differentiation redeems the promise of "easy virtue". In this paper moral institutionalism will be rejected from a Kantian point of view, mostly inspired by Herman's thesis on the invisibility of morality. Liberalism may perhaps ban the politicization of the market; it does not forbid its moralization. The idea of a fully differentiated market must also be rejected because it is either morally over-demanding (to the morally autonomous person) or morally hazardous (to the person with failing moral motivation). Contrary to what the moral institutionalists claim, right action, morally, is actually quite difficult in fully differentiated markets. (shrink)

Crombie's acceptance of the deliberate commission of a category mistake in his defense of the meaningfulness of theological statements raises a pointed challenge to the philosophy of Ryle which seems not to have been specifically addressed in subsequent literature. We review the analysis which leads Crombie into it, including concepts of anomaly, deficiency, affinity, and inadequate notion, noting basic differences in method and attitude from Ryle. We express our own agreements and disagreements in keeping with an overall concern for the (...) preservation of rationality in this sphere of language, finding acceptable distinct contributions to that end from both. This report of the Commission for Jewish Philosophy is based on information and personal bibliographies sent to the President of the Commission by over forty scholars in the field via the Questionnaire for SIEPM Commission Reports. Like the previous report that appeared in the Bulletin de philosophie médiévale 49 , 27-44, it is thus intended to be representative and not at all exhaustive. The report features a selected bibliography, arranged alphabetically by author, of over two hundred studies in the field (...) of medieval Jewish Philosophy, written in Western languages between the years 2008-2012. In addition, it provides a list of editions and translations in the field that have appeared during this period, as well as a list of Ph.D. dissertations in the field. The report also mentions some of the most important international conferences that have taken place, and some of the major projects. In general, the authors have tried to present a picture of the study of medieval Jewish Philosophy over the past five years, what has been its focus, what it has accomplished, and where it seems to be going. Finally, the authors address certain important issues that were raised at the meeting of the Commission for Jewish Philosophy at the 2012 SIEPM Congress in Freising. (shrink)

This report is divided into two main parts, devoted to the Aristoteles Latinus and to the Editions of Latin Commentaries on Aristotle. The report on the Aristoteles Latinus sheds light on recent research on medieval Latin translations of Aristotle’s works. Among other things, it discusses the editions published in the context of the Aristoteles Latinus , and some recent studies and collective volumes on individual texts and translators. The report on Editions of Latin Commentaries on Aristotle gives information for each (...) edition of a commentary on Aristotle that has been published in the last five years and on those editions that are about to be published or are in preparation or are planned to start within the next five years. The paper has two goals. The first is presenting the main results of the recent report Ethics of Connected and Automated Vehicles: recommendations on road safety, privacy, fairness, explainability and responsibility written by the Horizon 2020 European Commission Expert Group to advise on specific ethical issues raised by driverless mobility, of which the author of this paper has been member and rapporteur. The second is presenting some broader ethical and philosophical implications of these recommendations, and using these to contribute to (...) the establishment of Ethics of Transportation as an independent branch of applied ethics. The recent debate on the ethics of Connected and Automated Vehicles presents a paradox and an opportunity. The paradox is the presence of a flourishing debate on the ethics of one very specific transportation technology without ethics of transportation being in itself a well-established academic discipline. The opportunity is that now that a spotlight has been switched on the ethical dimensions of CAVs it may be easier to establish a broader debate on ethics of transportation. While the 20 recommendations of the EU report are grouped in three macro-areas: road safety, data ethics, and responsibility, in this paper they will be grouped according to eight philosophical themes: Responsible Innovation, road justice, road safety, freedom, human control, privacy, data fairness, responsibility. Arguably, the modern missionary movement’s foundational text, the ‘Great Commission’ of Matthew 28:18–20 has been criticized for its use in legitimizing colonial oppression. Focusing on reception history in South Asian polycolonial contexts, this article uses ‘Saidian’ contrapuntal reading to explore whether and for whom the commission is ‘great’? William Carey used it as a proof-text in his ‘Enquiry’ for Christians to engage in foreign mission. RS Sugirtharajah brings a postcolonial critique to Carey, but Saugata Bhaduri appreciates the unintended de-colonizing consequences (...) of Carey’s vernacular literature. Jayachitra Lalitha questions why women were absent in Matthew 28:18–20 and why Dalit women still struggle. George Soares-Prabhu’s reading alongside a Buddhist text suggests more integral mission and liberation. Despite colonialism’s distorting affect, there is historical irony in Matthew 28’s influence in South India. Contrapuntal conversations helpfully focus on the well-being of overlooked groups and recover some of the resistance implicit in Matthew’s composition. (shrink)

Based on an analysis of the reports of twenty-eight national-level public commission inquiries into events involving ethno-national violence—drawn from five national contexts and arrayed over the course of the twentieth century—this article demonstrates the strikingly transnational character of these investigatory bodies’ attempts to authoritatively explain episodes of collective violence and to thereby restore governing legitimacy in the wake of violent crises. One of four distinct “logics,” or core explanatory frameworks, each associated with a particular mode of “racial power,” characterized a (...) diverse cross-national pool of violence commission reports during defined periods of the twentieth century. In revealing globally encompassing logics to what has often been framed as a national or case-specific phenomenon, the author shows how global ideational currents compose a key dimension of national political dynamics. This article turns on a curatorial project that Trine Friis Sørensen conducted in relation to the Danish Radio Archive by commissioning two artists, Kajsa Dahlberg and Olof Olsson, to engage with the archive and produce artworks in relation to it. Focusing on the practice of commissioning rather than its outcome, the article proposes to consider commissioning as a curatorial mode of inquiry into the DR Archive and in turn asks why we commission, how the commission works and what kind of (...) thinking the commission engenders. Drawing on Bruno Latour, Michel Foucault and in particular Jacques Derrida, this thinking with and through the practice of commissioning eventually prompts. (shrink)
