This book presents a detailed comparative picture of environmental and housing movements in Hungary, Russia and Estonia over the period 1991- 94, based on extensive original research.

Abstract:This essay presents first what we know about Russell’s visit to Tallinn (Reval), Estonia, during his trip to Russia in 1920. Unnoticed by his biographers, Russell spent over a week in Estonia (9–11 May and 16–23 June). Secondly, Russell’s personal and intellectual connections with Estonia, including his frequent mentions of the Baltic Barons such as Count Keyserling and jokes about Estonians, will be revealed. These are followed by his involvement with Clifford Allen in Estonia and Dora (...) Black’s visit there. Finally, a once-secret British Government memorandum on the relations between Russia and the Baltic States will be pointed out. (shrink)

This article, based on interviews conducted in 2019 with Latvian and Estonian citizens ethnically defining themselves as “Baltic Germans”, aims to analyse the way this self-identification is shaped by the experience of the Soviet and post-Soviet periods, and by the ideological polarisation between East and West. Studying this hybrid ethnic belonging allows taking a look at individual life paths through a transnational lens and paying attention to all forms of mobility that play a role in its construction. By integrating the (...) interviewees’ migratory experience, their discourses on other ethnic groups, and their perception of Germany, Latvia, Estonia, Russia and the USSR, this article intends to apprehend “Baltic Germanness” as a transnationally and trans-ethnically shaped category, to which the interviewees resort in order to make sense of their lives outside the framework of the nation-state. Renewed interest in collective memory has raised the need for conceptual elaboration of the topic and how it can be studied. In an attempt to clarify how it fits into interdisciplinary discussion the following conceptual oppositions are laid out: memory versus remembering, collective versus individual remembering, history versus collective memory, and strong versus distributed versions of collective remembering. Collective memory is then analyzed from the perspective of M. M. Bakhtin's understanding of ‘text’ in which a ‘language system’ is contrasted with (...) an ‘individual, unique, and unrepeatable’ pole of textual analysis. These ideas are harnessed to examine forms of dialogicality that shape collective memory, especially in politically contested cases such as Estonian and Russian accounts of conflict over the past century. Throughout his life, Jurij Lotman lived at the crossroad between different worlds, ages, and cultures. The many authors, cultures, and ideas that shaped his thought and influenced his theories are scattered at either side of countless geographical, political, and cultural borders, beginning with the one that separates “Russian culture” from “European culture,” porous and ambiguous as any boundary.The task of reconstructing how Lotman’s ideas came to being, how they shifted their meaning as their context shifted, is more and more a (...) crucial task not only for the historian. Many Lotmanian concepts, first and foremost that of semiosphere, are acquiring major relevance not only for semiotics itself and its branches, such as the rising political semiotics, but also for many neighboring disciplines, such as cultural studies and political sciences. Therefore, gaining a better understanding of the meaning of Lotman’s ideas could be of value also for the applied semiotician or the political analyst.The present paper is the result of research started in the Lotman Archives in Tallin, Estonia. Through an analysis of archival material, it aims at reconstructing the origins and meaning of the most political tropes of Lotman’s theories, especially what I will call his theory of the political subject. In the first part, I will argue that, in order to understand this political aspect of Lotman, it is necessary to take into consideration the intellectual debates inside which the author started his intellectual journey in 1930s–1940s Soviet Russia, and how he sought answers to those debates in the works of G. W. Leibniz.In the final part of the paper, I will try to show how this reconstruction of Lotman’s history could contribute to the contemporary debate in semiotics and other connected disciplines. First, I discuss the importance of recognizing different states of consciousness. Knowing how these states differ from each other and recognizing their specific qualities determines their use, increases our self‐knowledge, balances our behavior and adjusts our course of action. Second, 1 report on workshops conducted in the United States, Russia, Lithuania, and Estonia. The examples illustrate the nature of material retrieved during different states of consciousness. This paper explores the time-inconsistency problem of audience costs in international disputes. The nature of democracy makes it difficult for leaders to back down from earlier diplomatic positions in an international dispute, out of fear of domestic political costs. Few studies have addressed the temporal aspect of such costs. This study argues that election timing impinges on the extent to which the audience cost mechanism works, and consequently, on state conflict behavior. While competitive elections are central to the political accountability (...) inherent in a democracy, voters typically lack enough opportunities to punish unsatisfactory leaders in a timely way, because of fixed election timing, and also may disregard foreign policy missteps that occurred in the distant past. Democratic leaders therefore have an incentive to choose strategically, with the electoral calendar in mind, when selecting a form of conflict behavior. Leaders can retreat from their demands without paying high audience costs when the upcoming election is in the distant future. To test this argument, the authors conduct a natural experiment featuring territorial disputes between Russia and two Baltic republics – Estonia and Latvia. Despite the commonalities in the disputes, as well as in their political systems and socioeconomic backgrounds, the governments of the two Baltic countries showed a sharp contrast in their diplomatic decisions. This paper argues that only the temporal gap in electoral timing can explain this variation, imparting the ironical implication that frequent democratic elections can obstruct peaceful conflict resolutions, and that excessive democratization may well hinder the very goal of peace. This study provides a critical examination of biopolitics and the process of the subjectification of Russia, Ukraine, Georgia, and Estonia. The authors analyze multiple overlapping regimes of belonging, performativity, and debordering.

Business schools, and universities providing business education, from across the globe have increasingly engaged in responsible management education (RME), that is in embedding social, environmental and ethical topics in their teaching and research. However, we still do not fully understand the institutional pressures that have led to the adoption of RME, in particular concerning under-researched regions like Central and Eastern Europe (CEE). Hence, we undertook what is to our knowledge the most comprehensive study into the adoption of RME in CEE (...) to date (including 13 countries: Belarus, Bulgaria, Croatia, Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, Russia, Slovenia and Ukraine). We find that, with regard to RME, isomorphic pressures seem to shape teaching and research in different ways, which suggests that the idea of a holistic approach to RME, promoted by, for example, the Principles of Responsible Management Education (PRME), needs to be revisited; rather, different trajectories of organizational engagement may emerge for each principle. As a contribution to institutional theory, we discuss how a highly fragmented organizational field—like RME with its multiple dimensions—impacts on notions of actor centrality, where actors achieve centrality with regard to some dimensions of the field but fail to do so for others. In particular, we found that the European Union holds centrality in the area of RME teaching, but not in RME research. Our findings thus suggest that the concept of field centrality needs further clarification. (shrink)

On the basis of the archival materials, first identified by the authors, and the published historical sources that have not yet come to the attention of historians of science, this article reconstructs the biography of Johann Christian Weltzien (1767–1829), doctor of medicine and surgery. In 1785, Weltzien became a court physician. In 1799, in the retinue of Grand Duke Konstantin Pavlovich, he participated in Italian and Swiss military campaigns. After that, Weltzien was assigned to the Сourt of Grand Duke Konstantin (...) Pavlovich of Russia and stayed at his court until 1810. He started his charitable activities in the Medico-Philanthropic Committee. From May 1810 to the middle of 1825, Weltzien was a physician at the Imperial Page Corps. It turned out that around the same time, in 1804–1825, he was a member of the Medical Council. Furthermore, as there were two medical councils under two ministries at the time, in 1811–1822, he was a member of both. Since 1825, Weltzien lived on his estate in Somel, now Vaiatu Manor in Estonia, and died in St. Petersburg. Weltzien’s work as a provincial physician prompted him to write a book on medical police, which was published in 1785. It has been established that this remained his only book on the topic. The article shows that Weltzien became one of the first ideologists of state care for public health in the Russian Empire. Weltzien’s ideas, expressed over 200 years ago, regarding the state having mechanisms to impact public health and the importance of not excluding it from solving health problems have not lost their significance even today. Leibniz’s philosophy enjoyed a Russian fandom that endured from the eighteenth century to the death of the last exiled Russian philosophers in the twentieth century. There was, to begin with, Leibniz’s direct impact on Peter the Great and on the scientific development of Saint Petersburg. Then there was, still in the eighteenth century, Mikhail Lomonosov, who was sent to study with Christian Wolff in Marburg, and who came back to Saint Petersburg with a watered-down Leibnizian worldview, which he applied to (...) the study of chemistry and physics. Another eighteenth century philosopher, Alexander Radishchev, who studied in Leipzig, displayed acquiescence with a number of key elements from Leibniz’s philosophy. Russian Lebnizianism as a continuous philosophical movement was considerably reinvigorated in the 1870s when the Leibnizian German philosopher Gustav Teichmüller took a position at the University of Dorpat (nowadays Tartu, Estonia), which was then located within the Russian Empire. Teichmüller influenced a number of Russian philosophers into adopting a “Teichmüllerian” version of Leibnizianism. Among these philosophers were Evgeny Bobrov and Alexei Kozlov. In Saint Petersburg, Kozlov influenced his own son, Askoldov, and the latter’s friend — Nikolai Lossky. In the meanwhile, in Moscow Lev Lopatin, Nikolai Bugaev, and Petr Astafiev developed their own Leibnizianism in seemingly relative independence from Teichmüller’s influence and presumably, in some cases, under the partial influence of Vladimir Solovyov. Despite this relative independence, however, the fact remains that there was in late nineteenth and early twentieth century Russia a network of more or less loosely interconnected Leibnizian philosophers who read each other and wrote about each other, who exchanged ideas, and who constituted a movement that we might characterize as “Russian Leibnizianism” or “Russian Neo-Leibnizianism.” In this chapter, I tell the story of the intellectual lineage of Russian Leibnizianism. This special issue focuses on the developments in ethical standards in the post-communist countries of Central and Eastern Europe including the former Soviet Union. Over thirty years have elapsed since the demise of the Soviet Bloc and, despite some common institutional features, the societies have had very different experiences with uneven developments across the region since the collapse of communism. In this special issue, the authors explore business and management ethics situated within the context of the challenges that face these (...) still transforming post-communist societies. The papers cover a range of issues and countries including Albania, Belarus, Bulgaria, Croatia, the Czech Republic, Estonia, Hungary, Kyrgyzstan, Latvia, Lithuania, North Macedonia, Poland, Romania, Russia, Slovakia, Slovenia. Russian-Estonian Relations After 2007: Current Status and Development Prospects The article highlights the major points that have influenced relations between Russia and Estonia after 2007. These relations were rather poor during the post-Soviet period. The number of Russian people who lived in Estonia after gaining independence in 1991 exceeded 30%, which resulted in the very keen interest of Russia in Estonian politics. April 2007 created a new reality for relations between the countries. The decision to move the statues (...) of Second World War Soviet soldiers from main squares to cemeteries provoked negative reactions from Russians living in Estonia, but also infuriated leaders of the Russian government. As a consequence there were harsh verbal attacks from Moscow, the Estonian ambassador to Moscow was harassed, cyberspace attacks took place and traffic over the bridge in Narva, which is a key highway from Russia, was blocked. The Estonian authorities know there is no point in maintaining conflict with Russia. The President of Estonia, Toomas Hendrik Ilves, has stressed that Estonia's relationship with its biggest neighbour, Russia, can only get better. Russia plays an incredibly important role in the Estonian economy and tourist industry, according to Andrus Ansip, the Prime Minister of Estonia. (shrink)

Ostwald (born September 2, 1853, Riga, Latvia, Russia; died April 4, 1932, at his private estate near Leipzig, Germany) almost single-handedly established physical chemistry as an acknowledged academic discipline. In 1909, he was awarded the Nobel Prize in chemistry for his work on catalysis, chemical equilibria, and reaction velocities. Ostwald was graduated in chemistry at the University of Dorpat (now Tartu, Estonia) and appointed professor of chemistry in Riga in 1881, before he moved from Russia to Germany on the (...) chair in physical chemistry at the University of Leipzig in 1887. For about twenty years he made Leipzig an international center of physical chemistry: by establishing an instruction and research laboratory that attracted virtually the whole next generation of physical chemists; by editing the first journal of the field (Zeitschrift für physikalische Chemie); and by writing numerous textbooks. In 1906, he retired from university and devoted the rest of his life to various topics, including the history and philosophy of science, color theory, painting, the writing of textbooks and popular books about science, the international organization of science, and the formation of an artificial language for the international exchange of ideas. Since his master degree thesis in 1876, Ostwald followed the general approach of applying physical measurement and mathematical reasoning to chemical issues. One of his major research topics was the chemical affinity of acids and bases. To that end, he studied the point of equilibrium in reactions systems where two acids in aqueous solution compete with each other for reaction with one base and vice versa. Because chemical analysis would have changed the equilibria, he skillfully adapted the measurement of physical properties to that problem, such as volume, refractive index, and electrical conductivity. From his extensive data he derived for each acid and base a characteristic affinity coefficient independent of the particular acid-base reactions. To understand the different chemical affinities, Ostwald drew on a new, but then hardly accepted and not yet fully developed, theory advanced by Svante Arrhenius. According to this theory of electrolytic dissociation, electrolytes like acids, bases, and salts dissociate in solution into oppositely charged ions to a certain degree, such that at infinite solution dissociation is complete.. The present paper summarizes the development of the national electronic Identity Management System (eIDMS) in Estonia according to a conceptual framework developed in an European comparative research project outlined in the first chapter of this special issue. Its main function is to amend the picture of the European eIDMS landscape by presenting a case with high involvement of the private sector and thereby checking the generalizations from the comparisons of Austria, Belgium, Germany and Spain, presented by Kubicek and Noack (...) in the previous chapter of this special issue. Starting with a short introduction into the historical background of identity documents in Estonia the national population register, the passport as well as the bank ID are described as the main pillars of the Estonian eIDMS, on which the national ID card builds on, which has been introduced in 2002. The technical features of the eID and the ID card are described in Section two as well as the areas of application and the processes for production and distribution. Section three presents the actors constellation, Section four the time line of the development process, starting from 1997. Section five deals with the diffusion and promotion of the ID card and the eID authentication function. After a very low and slow take up during the first 5 years due to a cooperation agreement between major banks, telecom operators and the government usage has increased. But still the authentication by Internet banks, which provides authentication services to third parties, including government, is the biggest competitor for the eID function on the national eID card. Only recently the major banks have announced to slowly fade out the password cards and PIN calculators as alternative modes of bank authentication. (shrink)

This study reopens the question of the nature of political commitment and its causes during a time that drastically altered the history of the 20th century, the 1920s and 1930s. Focused largely on a body of texts produced by Japanese female writer Miyamoto Yuriko who returned from a three-year long trip to the Soviet Union in late 1920s as a convinced communist, the study offers a comparison with communism renunciation writings produced by leftist Romanian French writer Panait Istrati, as well (...) as other communist and fellow travelers who experienced the same Soviet realities as Miyamoto but with opposite outcomes, such as French writer André Gide. This paper presents a survey of the philosophy of science in Estonia. Topics covered include the historical background (science at the 17th century Academia Gustaviana, in the 19th century, during the Soviet period) and an overview of the current situation and main areas of research (the problem of demarcation, a critique of the traditional understandings of science, φ-science, classical and non-classical science, the philosophy of chemistry, the problem of induction, the sociology of scientific knowledge, semiotics as a methodology).

This volume contains papers from the recursion theory session of the Kazan Workshop on Recursion and Complexity Theory. Recursion theory, the study of computability, is an area of mathematical logic that has traditionally been particularly strong in the United States and the former Soviet Union. This was the first workshop ever to bring together about 50 international experts in recursion theory from the United States, the former Soviet Union and Western Europe.

This contribution is devoted to frontier theory, the analysis of its conceptual apparatus as well as its topical issues and practical application. We propose a revision of this theory, and confront the usefulness of the term “frontier” with other the similar concepts such as border, boundary and limit. The paper also proposes a typology of frontiers characterized by various aspects; civilization, intercultural, religious, and anthropological, among other. While Russian leaders are clearly dissatisfied with the United States and the European Union, they are not inherently opposed to a liberal world order. The question of Russia's desire to change a liberal international order hangs on the type of liberalism embedded in that order. Despite some calls from within for it to create a new, post-liberal order premised on conservative nationalism and geopolitics, Russia is unlikely to fare well in such a world.

The idea of entangled modernities is best understood as a complement and corrective to that of `multiple modernities': it serves to theorize the global unity and interconnections of modern socio-cultural formations in a non-reductionist and non-functionalist way. But it can also help to highlight complexity and divergence behind the outwardly uniform or parallel patterns of development. This line of thought seems particularly relevant to the history of Communism. The interdependent but divergent trajectories of the two imperial revolutions, Russian and Chinese, (...) exemplify the multiple patterns of entanglement in unusually instructive ways. In both cases, imperial legacies and traditions interacted with modernizing imperatives and geopolitical constraints, as well as with the revolutionary projects proposed as solutions to the imperial crises. The Sino-Soviet entanglement was highly asymmetric; although the Chinese connection seems to have been important at several critical junctures in Soviet history, the impact of the Soviet model on Chinese Communism was incomparably more formative. But the Chinese metamorphoses of the Soviet model deviated from the original in various ways; they were too complex and sometimes too self-destructive to be explained in terms of an adaptive logic. Rather, the transfigurations that took place at various stages - from the beginnings of Chinese Bolshevism to the aberrations of Maoism in power - can be understood as changing patterns of entanglement, combining radicalizing twists to the Soviet model with selective reactivation of Chinese traditions.
