Particular Historicities and Universal ReasonIn this paper2 i shall explore—and suggest a way of resolving—the evident tensions to be found in Husserl’s Crisis of European Sciences (and associated texts) [End Page 463] between his commitment to the universality of reason as the goal or telos of European humanity (founded on the ancient Greek “breakthrough” to philosophy and science) and his recognition of the empirical plurality and “relativity” (Relativität) of individual peoples and nations (e.g. Indian, Chinese, Papuan, Bantu) locked into their own particular “socialities” (Sozialitäten), communal worlds, and historical trajectories (what Husserl broadly calls “historicities,” Geschichtlichkeiten, Historizitäten). 3 I shall examine the complex relations and tensions between Husserl’s conception of universality, whereby the same reason functions in every human as animal rationale, “no matter how primitive he is” (“Origin of Geometry,” Crisis, 378/ Hua. VI.385), and his concept of the self-enclosed particularity of individual peoples with their own cultural forms. Indeed, Husserl often emphasizes that the most prominent feature of cultural plurality is precisely its relativity: “relativity belongs to the normal course of life.”4 I shall evaluate Husserl’s response, which defends the project of realizing the ideal of a critical universal rationality, by situating his discussion in terms of the cultural conflict of the time with the rising National Socialist commitment to racial particularism, and by showing Husserl’s commitment to the inherent universality of the one shared life-world.In his research manuscripts of the 1920s and 1930s Husserl frequently discusses the complex relationships that exist between different cultures and traditions; different cultures have their specific historicities (Crisis, 274/Hua. VI.320), dialects, norms, ways of life, and so on. This is simply a matter of fact. There are, furthermore, some well-known and controversial passages in Husserl’s “Vienna Lecture” of May 1935 and also in his Crisis texts (both in the main 1936 published text, Part One [§6] and in the then unpublished Crisis Part Three A §365) where Husserl speaks of the universality inherent in European philosophical culture of the logos and contrasts it with various other communal forms, which are, in his view, merely “empirical-anthropological” types, enclosed in their particular historicities and relativities. Indeed, in this context, Husserl regularly invokes the idea of the “relativity of everything historical” (die Relativität alles Historischen, Crisis, 373/Hua. VI.382). In addition, there are a number of related texts, collected in the Crisis supplementary volume (Hua. XXIX),6 in the Intersubjectivity volumes (especially Hua. XV),7 as well as in the recent volume on the life-world [End Page 464] (Hua. XXXIX),8 which discuss the empirical differences between peoples and also the layers and strata of social groups, nations, and even the idea of larger international collectivities or “supernations” (Übernationen), such as Europe, or the League of Nations. Furthermore, there are—as Husserl indicates in his 1935 letter to the prominent French anthropologist Lucien Lévy-Bruhl—even cultures that are completely “self-enclosed” (abgeschlossene) unities, cut off, some of which know no history. According to Husserl, into this classical world of closed cultures, the ancient Greeks bring a new form of universality, one that leads them, through the grasp of idealization to infinite tasks, to break through the finite horizons of their environing world (Umwelt), which presents itself to them as a “near-world” (Nahwelt, Crisis, 324/Hua. This paper investigates phenomenological philosophy as the critical consciousness of modernity beginning from that point in the Vienna Lecture where Husserl discounts Papuans and Gypsies, and includes America, in defining Europe as the spiritual home of reason. Its meaning is analyzed through the introduction of the concept of institution in Crisis to argue that the historical fact of encounter with America can be seen as an event for reason insofar as the encounter includes elements previously absent in the European entelechy. (...) The conclusion shows that phenomenology must become a comparative, Socratic, diagnosis of the planetary crisis of reason. The entelechy of reason that becomes evident through the concept of institution should be understood less as a renewal of a pre-existing tradition than as an exogenic encounter and incursion of an outside that together define an instituting event as new in relation to its tradition. This essay analyzes Russian traveler Nicolai Miklouho-Maclay’s heroic struggle against racism. His nap on the outskirts of a Papuan village is presented as an existential act of throwing off any objectivities of one’s personal “I” in an effort to overcome racist insanity using a universal dialogue between accepting each other as equals. As a (...) xenophobic obstacle to a dialogue with the Other, racism generates a global demarcation of humanity that passes through the subjective core of each person’s identity. It is this subjectivity that should be brought to its utmost flexibility for the sake of a dialogue with the Other. Ernst Haeckel’s popular book Nat¨urliche Sch¨opfungs- geschichte (Natural history of creation, 1868) represents human species in a hierarchy, from lowest (Papuan and Hottentot) to highest (Caucasian, including the Indo-German and Semitic races). His stem-tree (see Figure 1) of human descent and the racial theories that accompany it have been the focus of several recent books—histories arguing that Haeckel had a unique position in the rise of Nazi biology during the first part of the 20th century. In 1971, Daniel Gasman (...) brought the initial bill of particulars; he portrayed Haeckel as having specific responsibility for Nazi racial programs. He argued that Darwin’s champion had a distinctive authority at the end of the 19th century, throwing into the shadows the myriads of others with similar racial attitudes.1 But it was not simply a general racism that Haeckel expressed; he was, according to Gasman (1971: 157–159), a virulent anti-Semite. Since its original publication, Gasman’s thesis has caught on with a large number of historians, so that in the present period it is usually taken as a truism, an obvious fact of the sordid history of biological thought in the first half of the 20th century.2 Perhaps the most prominent scholar—at least among historians of biology—to adopt and advance Gasman’s contention was Stephen Jay Gould. In his first book, Ontogeny and Phy- logeny (1977), Gould took as his subject Haeckel’s principle of recapitulation, the proposal that during ontogeny the developing embryo went through the same morphological stages as the phylum passed through in its evolutionary descent. So according to this conception, the human embryo begins as a one-celled creature, then takes on the form of an ancient invertebrate (e.g., a gastraea), then of a primitive vertebrate, then of an early mammal, then of a primate, and finally of a distinct.. Stewart's book Peace-Making and the Imagination: Papua New Guinea Perspectives but also discusses in some detail other ethnographic and historical works. The reviewer finds that, in every case of peacemaking in Papua New Guinea that Strathern and Stewart consider, the exodus from one conflict proves to be the genesis of another, and he concludes that the insuperable question posed by their study is whether any peace ever transcends the war (...) that it supposedly concludes. The reviewer also finds that, unobtrusively, Strathern and Stewart offer transcultural wisdom about conflict resolution, and he lists seven exemplary instances. To this list, he adds a few more of his own, drawn from his reading of works by the ethnographer Rupert Stasch and the historians Rogers Brubaker and Tara Zahra. This set of principles, which is commended to the improbable attention of students of diplomacy, is founded on belief that imagination, rather than instrumental reason, and ritual action, rather than negotiation, are the best means of achieving peace. This article explores contemporary development of a minority of Muslim in the largest Muslim country Indonesia. It closely examines the minority Muslim Papuan and looks at the construction and the institutionalisation of Muslim identity in post-special autonomy of Papua. Through a series of fieldwork in Jayapura, the capital of the Papua Province, in 2016 and reviews of documents, the article argues that the Council of Papuan Muslim serves not only a the association of minority Muslim Papuan but (...) also as a political instrument for the minority to fight for equality in Papuan public sphere. Importantly, the Muslim Papuan try reconcile the popular, but contradicted, notion of Muslim -and Islam- as newcomer -if not to mention as the colonial- in Papua and the presence of Muslim as a symbolic expectation for progress of the Papuan in general. The article shows that Russian philosophical community is very sensitive towards the history and the current state of philosophy of science and of science studies, which are a subject matter of special interest by virtue of a dedicated space in the university education system. This status is also supported by its proximity to the international philosophical mainstream of the 20th century and its specific object, its connection with science. Philosophy of science at the same time retains some neutrality in relation (...) to the dominant political ideology and proposes claims for an objective knowledge. History of philosophy of science, therefore, serves largely as a history of philosophical rationalism, and its prospects are determined by the strengthening of the role of science in modern culture. However, the modern existence of philosophy of science is undergoing substantial change and experiences a series of challenges. Among them there are the humiliation of intellectuals and scientists in society political voluntarism, mass consumption and the cult of mysticism. Under these conditions, a philosophical study of science and technology is forced to take on the challenges of social criticism and shape special civil institutions for self-preservation. Thus philosophy of science integrates the political, ethical and even social engineering components that allow for treating it as a hard core of interdisciplinary interaction of all socio-humanitarian disciplines. George Herbert Mead (1863-1931) had a powerful influence on the development of American pragmatism in the twentieth century. He also had a strong impact on the social sciences. This classic book represents Mead's philosophy of experience, so central to his outlook. The present as unique experience is the focus of this deep analysis of the basic structure of temporality and consciousness. Mead emphasizes the novel character of both the present and the past. Though science is predicated on the assumption that (...) the present is predictable based on a thorough knowledge of the past, the experience of the present, says Mead, is an utterly unique moment comparable to no other, and when it is past the novel character of that unique experience is irrevocable. The emergence of novelty within the perceived rational order of reality is the crux of the problem that Mead explores. The present, in his words, is "the emergent event . . . something which is more than the processes that have led up to it and which by its change, continuance, or disappearance, adds to later passages a content they would not otherwise have possessed." The present as "the seat of reality" heavily conditions our retrospective view of the past as much as it helps to shape the future. The novelty of every present experience causes us to reconstruct our preceding experiences to make sense of the past, which is naturally assumed to be the main cause of what we presently experience. Our perspective on reality is thus relative to the conditioning of each new event and it changes continuously as the effects of the present shift our view of the past and future. This emphasis on the integrative, holistic nature of reality, in which everything past, present, and future is a condition of everything else, makes Mead's philosophy highly relevant to today's scientific picture of a quantum universe, where chance and probability play a role in the emergence of reality. Also of great interest is the way in which he extends his basic analysis of temporal-spatial reality to the emergence of mind and consciousness as a natural development of the evolutionary process. This stimulating and provocative work attests to John Dewey's praise of Mead as "the most original mind in philosophy in America" of his generation. (shrink)

Byzantine philosophy is an almost unexplored field. Being regarded either as mere scholars or as primarily religious thinkers, Byzantine philosophers have not been studied on their own philosophical merit.
