This paper describes an intelligent algorithm for traffic sign recognition which converges quickly, is accurate in its segmentation and adaptive in its behaviour. The proposed approach can segment images of traffic signs in different lighting and environmental conditions and in different countries. It is based on using Kohonen's Self-Organizing Maps as a clustering tool and it is developed for Intelligent Vehicle applications. The current approach does not need any prior training. Instead, a slight portion, which is about 1% of (...) the image under investigation, is used for training. This is a key issue to ensure fast convergence and high adaptability. The current approach was tested by using 442 images which were collected under different environmental conditions and from different countries. The proposed approach shows promising results; good improvement of 73% is observed in faded traffic sign images compared with 53.3% using the traditional algorithm. The adaptability of the system is evident from the segmentation of the traffic sign images from various countries where the result is 96% for the nine countries included in the test. (shrink)

Статья посвящена исследованию финансового состояния предприятия сферы услуг. Стабилизация финансового состояния является приоритетным направлением отдельно взятого предприятия и экономической системы в целом. Предлагается решить обеспечение стабильности финансовой деятельности предприятия с помощью нейронной сетевой модели кластеризации - самоорганизующихся карт Кохонена - мощного механизма кластеризации, что позволяет отобразить результаты финансового анализа в виде компактных и удобных для интерпретации двумерных карт. В работе проанализированы услуги предприятия и проведена сегментация базы посетителей, построены профили пользователей услуг путем выявления их похожего поведения в плане частоты, типа (...) заказанных услуг, проведена оценка наиболее и наименее прибыльных сегментов. Сегментация посетителей отеля-ресторана проведена с помощью подхода, основанного на алгоритме Кохонена, и кластеризации объектов по алгоритму Кохонена. Данный интерфейс используется для поиска закономерностей в больших массивах данных, что позволяет проводить разведывательный анализ данных, который отличается от классических статистических процедур. In this paper I shall compare two models of concept formation, both inspired by basic convictions of philosophical empiricism. The first, the connectionist model, will be exemplified by Kohonen maps, and the second will be my own dynamic theory of concept formation. Both can be understood in probabilistic terms, both use a notion of convergence or stabilization in modelling how concepts are built up. Both admit destabilization of concepts and conceptual change. Both do not use a notion of representation (...) in some pregiven language, such as a language of thought or some logical language. Representation in a formal language only plays a role on the meta-level, namely within the theory about concept formation. (shrink)

The matter of enterprise labor resource management explaining the enterprise's staff potential increase or reduction is considered. That is to say the problem of efficiency of staff potential employment is researched. The author determines a general aim of the enterprise staff potential management in current terms of functioning, which refers to the purposeful performance of certain steps resulting in effective appliance. Factors of degree of staff potential and its effective appliance are determined as followed: qualified staff development; involvement of qualified (...) professionals; optimal conditions for staff operation support. The mechanism of unit staff potential management being able to adjust to changes in a structure of interrelated elements, production and the technological interaction organization, terms of working, the performance of professional competiveness and the staff rotation within the branches as well as between them is suggested. Criteria of effective realization of the mechanism of staff potential management by the working efficiency increase, the staff and manager competiveness increase, the rotations possibility, the produced goods and services quality increase. A procedure of enterprise staff rating is considered. To motivate qualified workers of organizational and functional units of an enterprise and to stimulate them for better further working, the monitoring of their activity compensation by certain bonuses is proposed. A model of premium distribution between co-workers of functional units of an enterprise, based on the Kohonen self-organized maps method implementation, is represented. Characteristics of informational and analytical systems of the enterprise staff potential management functioning in the unified informational environment are determined. The implementation of proposed mechanism provides high level of the enterprise staff potential realization as well as the permanent development of labor resources during a business activity process. The objective of this work is to categorize the available fly ashes in different parts of the world into distinct groups based on its compositional attributes. Kohonen's self-organizing feature map and radial basis function networks are applied in a cascading fashion for the classification of fly ashes in terms of its chemical parameters. The basic procedure of the methodology consists of three stages: apply self-organizing neural net to ascertain possible number of groups, delineate them and identify the group sensitive (...) attributes; find mean values of sensitive attributes of the elicited groups and augment them as start-up prototypes in k-means algorithm and find the refined centroids of these groups; incorporate the centroids in a two layer radial basis function network and fine-tune the delineated groups and develop an indexing equation using the weights of the stabilized network. Further, to demonstrate the utility of this classification scheme, the so formed groups were correlated with their performance in High Volume Fly Ash Concrete System [HVFAC]. The categorization was found to be excellent and compares well with Canadian Standard Association's [CSA A 3000] classification scheme. (shrink)

Walter Map was a twelfth-century courtier and royal servant. He was a prolific writer, but De Nugis Curialium is the only surviving work confidently attributed to him. The book is a collection of short stories and anecdotes about the court, religion and history. Map's references demonstrate that he read widely, not only biblical and theological works, but also classical authors such as Horace, Virgil, Ovid and Juvenal. The only surviving manuscript of the work is a fourteenth-century copy once belonging to (...) the monk John Wells of Ramsey Abbey. The Cambridge bibliographer M. R. James would have been attracted to the breadth of Map's referencing, and the author's light-hearted writing style which was intended to entertain. James' 1914 Oxford publication corrected the earlier work of Thomas Wright who published an edition for the Camden Society in 1850. (shrink)

Neonatal brain monitoring in the neonatal intensive care units (NICU) requires a continuous review of the spontaneous cortical activity, i.e., the electroencephalograph (EEG) background activity. This needs development of bedside methods for an automated assessment of the EEG background activity. In this paper, we present development of the key components of a neonatal EEG background classifier, starting from the visual background scoring to classifier design, and finally to possible bedside visualization of the classifier results. A dataset with 13,200 5-minute EEG (...) epochs (8–16 channels) from 27 infants with birth asphyxia was used for classifier training after scoring by two independent experts. We tested three classifier designs based on 98 computational features, and their performance was assessed with respect to scoring system, pre- and post-processing of labels and outputs, choice of channels, and visualization in monitor displays. The optimal solution achieved an overall classification accuracy of 97% with a range across subjects of 81–100%. We identified a set of 23 features that make the classifier highly robust to the choice of channels and missing data due to artefact rejection. Our results showed that an automated bedside classifier of EEG background is achievable, and we publish the full classifier algorithm to allow further clinical replication and validation studies. This paper discusses the logical space of alternative conceptual engineering projects, with a specific focus on (1) the processes, (2) the targets and goals, and (3) the methods of such projects. We present an overview of how these three aspects interact in the contemporary literature and discuss those alternative projects that have yet to be explored based on our suggested typology. We show how choices about each element in a conceptual engineering project constrain the possibilities for the others, thereby giving (...) rise to distinct groupings of possible projects under the banner of conceptual engineering. We conclude with a critical reflection on the potential ethical issues that arise as a result of effectively putting conceptual engineering into practice. (shrink)

We are currently witnessing a sharp rise in the use of algorithmic decision-making tools. In these instances, a new wave of policy concerns is set forth. This article strives to map out these issues, separating the wheat from the chaff. It aims to provide policy makers and scholars with a comprehensive framework for approaching these thorny issues in their various capacities. To achieve this objective, this article focuses its attention on a general analytical framework, which will be applied to a (...) specific subset of the overall discussion. The analytical framework will reduce the discussion to two dimensions, every one of which addressing two central elements. These four factors call for a distinct discussion, which is at times absent in the existing literature. The two dimensions are the specific and novel problems the process assumedly generates and the specific attributes which exacerbate them. While the problems are articulated in a variety of ways, they most likely could be reduced to two broad categories: efficiency and fairness-based concerns. In the context of this discussion, such problems are usually linked to two salient attributes the algorithmic processes feature—its opaque and automated nature. (shrink)

We discuss the project of naturalizing phenomenology and how this can be best accomplished. We provide several examples of how phenomenology and the cognitive sciences can integrate their research. Specifically, we consider issues related to embodied cognition and intersubjectivity. We provide a detailed analysis of issues related to time-consciousness, with reference to (...) understanding schizophrenia and the loss of the sense of agency. How, if at all, does the internal structure of human phenomenological color space map onto the internal structure of objective reflectance‐profile space, in such a fashion as to provide a useful and accurate representation of that objective feature space? A prominent argument (due to Hardin, among others) proposes to eliminate colors as real, objective properties of objects, on grounds that nothing in the external world (and especially not surface‐reflectance‐profiles) answers to the well‐known and quite determinate internal structure of human phenomenological (...) color space. The present paper proposes a novel way to construe the objective space of possible reflectance profiles so that (1) its internal structure becomes evident, and (2) that structure’s homomorphism with the internal structure of human phenomenological color space becomes obvious. The path is thus reopened to salvage the objective reality of colors, in the same way that we preserved the objective reality of such features as temperature, pitch, and sourness—by identifying them with some objective feature recognized in modern physical theory. My aim in this paper is to closely examine José Medina’s account of socially-situated knowledge and ignorance in terms of epistemic virtues and vices in his 2013 book The Epistemology of Resistance. First, I’ll offer a detailed examination of the similarities and differences between Medina’s account and both standpoint epistemology and epistemologies of active ignorance. Medina presents his account as capturing and integrating the insights of both, but I will argue that, for better or worse, his account differs from familiar (...) forms of standpoint epistemology in significant respects, and so should be treated as related but distinct. Second, I’ll expand on Medina’s brief suggestion that his vice-theoretic account of active ignorance reveals interesting analogues of traditional forms of skepticism about the external world, comparing and contrasting Medina’s proposal with both other analogues of skepticism found in the philosophical literature on oppression and with traditional forms of skepticism inspired by Descartes. Richard Dedekind’s theorem 66 states that there exists an infinite set. Its proof invokes such apparently nonmathematical notions as the thought-world and the self. This article discusses the content and context of Dedekind’s proof. It is suggested that Dedekind took the notion of the thought-world from Hermann Lotze. The influence of Kant and Bernard Bolzano on the proof is also discussed, and the reception of the proof in the mathematical and philosophical literature is covered in detail.

This overview of Consciousness Studies examines the conditions that one has to satisfy to establish a scientific investigation of phenomenal consciousness. Written from the perspective experimental psychology, it follows a two-pronged approach in which traditional third-person methods for investigating the brain and physical world are complementary to first-person methods for investigating subjective experience allowing the possibility of finding “bridging laws” that relate such first- and third-person data to each other. Mindful of the relative sophistication of third-person methods the chapter focuses (...) on the problems of developing similarly sophisticated first-person methods. The problems are of three kinds: (1) Epistemological problems: How can one obtain public, objective knowledge about private, subjective experiences? (2) Methodological problems: Given that one cannot attach measuring instruments directly up to experiences, what psychological “instruments” and procedures are appropriate to their study? (3) The relation of the observer to the observed: The more closely coupled an observer is with an observed, the greater the potential influence of the act of observation on the nature of the observed (“observer effects”). Given this, how can one develop introspective and phenomenological methods where the observer is the observed? The chapter argues that the epistemological problems are more apparent than real, although this requires one to construe what is private versus public, and what is subjective or intersubjective versus what is objective in a slightly different way—with some enabling consequences for a science of consciousness. Methodological problems are real, but not fundamentally different to the problems traditionally faced in experimental psychological investigations of mental phenomena. The close-coupling of observer with the observed in first-person investigations can also be a problem, producing “observer effects” that are more acute than in most third-person investigations. The chapter suggests that one can either try to minimise such effects or to harness them, depending on the purpose of the investigation. (shrink)

Drawing on recent work on the nature of the numbering system of the _Tractatus_ and Wittgenstein’s use of that system in his composition of the _Prototractatus_, the paper sets out the rationale for the online tool called__ __ The University of Iowa Tractatus Map. The map consists of a website with a front page that links to two separate subway-style maps of the hypertextual numbering system Wittgenstein used in his _Tractatus_. One map displays the structure of the published _Tractatus_; the (...) other lays out the structure of the _Prototractatus_. The site makes available the full text of the German and the two canonical English translations.__ __While we envisage the map as a tool that we would like a wide variety of readers to find helpful, we argue that our website amounts to a radically new edition of Wittgenstein’s early masterpiece, with far-reaching implications for the interpretation of that text. In particular, we claim that our visually compelling presentation of the book’s overall structure delivers on Wittgenstein’s cryptic claim in a letter to his publisher that it is the numbers that “make the book surveyable and clear”. Recent studies have shown that population-level time perspectives can be approximated using “big data” on search engine queries, and that these indices, in turn, predict the per-capita Gross Domestic Product of countries. Although these findings seem to support Baumard's suggestion that affluence makes people more future-oriented, they also reveal a more complex relationship between time perspectives and economic outputs.

We survey main developments, results, and open problems on interval temporal logics and duration calculi. We present various formal systems studied in the literature and discuss their distinctive features, emphasizing on expressiveness, axiomatic systems, and (un)decidability results.

The guide dog robot (GDR) is a low-speed companion robot that serves visually impaired people and is used to guide blind people to walk steadily, carrying a variety of intelligent technologies and needing to have the ability to guide with optimal energy consumption in specific scenarios. This paper proposes an innovative technique for virtual-real collaborative path planning and navigation of the GDR specific indoor scenarios, and designs an experimental method for virtual-real collaborative path planning of the GDR specific scenarios. The (...) energy consumption integral equation is used to solve for the energy consumption of the GDR with virtual-real synergy, and the difference in energy consumption is compared for three different navigation directions: horizontal, vertical and oblique obstacle avoidance. The results show that the optimized GDR saves 6.91% in rectilinear movement and 10.60% in curved movement. The efficiency of planning and navigating the GDR in specific domestic scenarios is verified by a virtual-real cooperative. The realization of optimal path planning for energy consumption is instrumental in exploring many of the most significant thought in the path planning and navigation of mobile robots in indoor specific scenarios. With rare exception, research on approaches to interpretation in teaching and learning has not been extensive, and, in studio learning, it is vastly underresearched. The issue of the student’s intentionality in higher education, as the artist or author of the work, is complex and contentious. We present a new road map for research on “How the Brain Got Language” that adopts an EvoDevoSocio perspective and highlights comparative neuroprimatology – the comparative study of brain, behavior and communication in extant monkeys and great apes – as providing a key grounding for hypotheses on the last common ancestor of humans and monkeys and chimpanzees and the processes which guided the evolution LCA-m → LCA-c → protohumans → H. sapiens.
