Neonatal brain monitoring in the neonatal intensive care units requires a continuous review of the spontaneous cortical activity, i.e., the electroencephalograph background activity. This needs development of bedside methods for an automated assessment of the EEG background activity. In this paper, we present development of the key components of a neonatal EEG background classifier, starting from the visual background scoring to classifier design, and finally to possible bedside visualization of the classifier results. A dataset with 13,200 5-minute EEG epochs from (...) 27 infants with birth asphyxia was used for classifier training after scoring by two independent experts. We tested three classifier designs based on 98 computational features, and their performance was assessed with respect to scoring system, pre- and post-processing of labels and outputs, choice of channels, and visualization in monitor displays. The optimal solution achieved an overall classification accuracy of 97% with a range across subjects of 81–100%. We identified a set of 23 features that make the classifier highly robust to the choice of channels and missing data due to artefact rejection. Our results showed that an automated bedside classifier of EEG background is achievable, and we publish the full classifier algorithm to allow further clinical replication and validation studies. Accountability and responsibility are key concepts in the academic and societal debate on Autonomous Weapon Systems, but these notions are often used as high-level overarching constructs and are not operationalised to be useful in practice. “Meaningful Human Control” is often mentioned as a requirement for the deployment of Autonomous Weapon Systems, but a common definition of what this notion means in practice, and a clear understanding of its relation with responsibility and accountability is also lacking. In this paper, we present (...) a definition of these concepts and describe the relations between accountability, responsibility, control and oversight in order to show how these notions are distinct but also connected. We focus on accountability as a particular form of responsibility—the obligation to explain one’s action to a forum—and we present three ways in which the introduction of Autonomous Weapon Systems may create “accountability gaps”. We propose a Framework for Comprehensive Human Oversight based on an engineering, socio-technical and governance perspective on control. Our main claim is that combining the control mechanisms at technical, socio-technical and governance levels will lead to comprehensive human oversight over Autonomous Weapon Systems which may ensure solid controllability and accountability for the behaviour of Autonomous Weapon Systems. Finally, we give an overview of the military control instruments that are currently used in the Netherlands and show the applicability of the comprehensive human oversight Framework to Autonomous Weapon Systems. Our analysis reveals two main gaps in the current control mechanisms as applied to Autonomous Weapon Systems. We have identified three first options as future work for the design of a control mechanism, one in the technological layer, one in the socio-technical layer and one the governance layer, in order to achieve comprehensive human oversight and ensure accountability over Autonomous Weapon Systems. How does the Social Lab methodology support participatory research? This paper provides an evidence-based analysis of experiences of 19 implemented Social Labs applying experiential learning cycles on the question of how to induce Responsible Research and Innovation in the Horizon2020 research funding scheme of the European Commission and beyond. It looks at the potentials of Social Labs to allow participation in research and innovation addressing societal challenges and contrasts empirical results with the theoretical conceptualisation of a scientific Social Lab methodology. It discusses drivers and barriers of engagement, and provides evidence for the impacts of experimental engagement on participation in the context of the labs, substantiated by concrete examples from some of these labs. Community acceptance still remains a challenge for wind energy projects. The most popular explanation for local opposition, the Not in My Backyard effect, has received fierce criticism in the past decade. Critics argue that opposition is not merely a matter of selfishness or ignorance, but that moral, ecological and aesthetic values play an important role. In order to better take such values into account, a more bottom-up, participatory decision process is usually proposed. Research on this topic focusses on either stakeholder (...) motivations/attitudes, or their behavior during project implementation. This paper proposes a third research focus, namely the ‘objects’ which elicit certain behavioral responses and attitudes—the wind turbine and parks. More concretely, this paper explores Value Sensitive Design as way to arrive at wind turbines and parks that better embed or reflect key values. After a critical discussion of the notion of acceptance versus acceptability and support, the paper discusses existing literature on ecology and aesthetics in relation to wind turbine/park design, which could serve as ‘building blocks’ of a more integral VSD approach of the topic. It also discusses the challenge of demarcating wind park projects as VSD projects. A further challenge is that VSD has been applied mainly at the level of technical artifacts, whereas wind parks can best be conceptualized as socio-technical system. This new application would therefore expand the current practice of VSD, and may as a consequence also lead to interesting new insights for the VSD community. The paper concludes that such an outcome-oriented approach of wind turbines and park is worth exploring further, as a supplement to rather than a replacement of the process-oriented approach that is promoted by the current literature on community acceptance of wind parks. A specific mapping mechanism is defined as the basic unit of “Biological Memory”. This mechanism must account for the characteristic frequency patterns in the organic world, where future probability is a function of past experience. The conditions for the function of biological memory are analysed. It is found that asymmetry, and irreversibility as a consequence of complexity, are the basic principles of memory function. The essential asymmetries in genetic memory are pointed out, and the problem of bilateral symmetry in a (...) basically asymmetrical organization is briefly outlined.Complexity is defined in terms of symmetry. The thermodynamic arrow of time and the biological arrow of time are discussed in relation to elementarity and complexity with their specific types of repeatabilities: non-accumulative in the first case and accumulative as a result of “copy-reproduction” by memory in the second case. The application of terminology from Information Theory and Thermodynamics to Memory Mechanics is critically considered.The immediate and inevitable consequences of memory function are shown to be irreversible expansion and irreversible, unpredictable diversification, leading to growing complexity and size on all but the sub-molecular levels of biological structure. It is argued that two different types of concept are often intermingled in discussions of Aktionsart. The most common type of classification is one of situation types, relating to the potential actualisation of a situation, although some of the definitions have to do with the actual realization of the situation. This distinction, adequately captured by the notions (a)telicity and (un)boundedness (Declerck 1989), is explored and it is shown how NPs, PPs and tense influence a sentence''s classification as (un)bounded.

Using poststructural criticism, we explore how the book of Job deconstructs the deed/consequence nexus that stands at the core of the Hebrew Bible’s theological framework – i.e. the doctrine of reward and punishment. Building on both Derridean deconstruction and Foucauldian resistance, we show that the book of Job refuses to comply with the opposite binary of reward and punishment. First, we demonstrate how the friends in their speeches enforce the binary and, thereby, exercise power over Job. Secondly, we consider Job’s (...) resistance and deconstruction of this binary through both his lived experience and desire to argue with God. Finally, we argue how Job’s desire to argue with God challenges God to defend themself in court. In God’s answer, however, one is introduced to a different God than as portrayed by Job’s friends. Moreover, God’s boastful reply, which lacks any justification for Job’s suffering, makes God appear fragile and weak. As such, this article argues that the book of Job may not merely deconstruct dominant ideology, but also God itself. (shrink)

Of the four complete Āgama collections, the Ekottarika Āgama (EĀ) has generated the most controversy about whether it can be attributed to any early Buddhist school and, if so, which school it could belong to. This paper examines the various hypotheses about the sectarian affiliation(s) of the EĀ. It shows that a considerable part of this corpus is likely to be of Mahāsāṃghika derivation, and that the EĀ contains numerous salient features of Mahāsāṃghika doctrine, particularly the transcendence of Buddhas and (...) Bodhisattvas. This study also argues that the seeming affinity between several legends in the EĀ and those in the Mūlasarvāstivāda Vinaya is likely to have resulted from Mahāsāṃghika influence on the Mūlasarvāstivādins. The Mahāsāṃghika hypothesis for the school affiliation of the EĀ is substantially strengthened in this inquiry while the others are shown to be probably untenable. (shrink)

The focus of this review is on positive emotional granularity. Emotional granularity is the level of specificity that characterizes verbal representations of an affective experience. Although there has been research on negative emotional granularity, relatively less attention has been given to the study of positive emotional granularity. Positive emotions are theorized to motivate an individual to “broaden and build” one’s scope of cognition, attention, and behavior. Distinct positive emotion concepts may provide individuals with more informational value than that provided by (...) global mood. Indeed, individuals who are higher in positive emotional granularity report being better at coping with stressful experiences. In this review, we discuss growing research on positive emotional granularity and well-being. Issues of measurement, interventions, and considerations for future lines of research are discussed. This article provides a critical view on the development and deployment phase of the e-ID in Belgium since 1999. It is based on extensive desk research and fifteen in depth-interviews with experts and stakeholders from government, administration, academia and industry who have been key in the development of the e-ID. The article identifies different elements that influenced, both in a positive and negative way, the societal, technical and political aspects of the Belgian e-ID. It shows that no severe problems occurred (...) during the initial deployment phase, which came to an end in 2009 providing over eight million Belgian citizens with an e-ID. The pre-existence of a National Register and the preliminary experiences with the exchange of digital information between administrative entities in the field of Social Security enabled and facilitated the development and the distribution of the e-ID. However, the research also reveals that usage of the e-ID by citizens and uptake of e-ID based services by administration and business remains limited due to multiple factors. The complex system of state structures in Belgium and as a consequence the dispersion of competences across different governmental entities makes that no unified approach to e-government and e-ID based services has been developed. From the industries’ point of view the privacy framework and the strictly regulated use of the National Registration Number provides no clear view on the allowed use of data accessible through the e-ID hampering take up in this area. Research investigating the underlying mechanisms and boundary conditions under which leader humility influences employee voice remains underdeveloped. Drawing from approach–inhibition theory of power and leader humility literature, we developed a moderated-mediation model in which personal sense of power (i.e., employees’ ability to influence other individuals such as their leader) was theorized as a unique mechanism underlining why employees feel motivated to speak up under the supervision of humble leaders. Additionally, the cultural value of power distance was proposed to be a (...) relevant boundary condition to influence such relationship. We tested the model using time-lagged supervisor–subordinate matched data. Results of mixed models analyses provided support for our hypotheses confirming that employees’ personal sense of power mediates the relationship between leader humility and employee voice, and such relationship was found to be stronger when employees’ power distance was lower rather than higher. Thomas Pogge answers the question if the capability approach can be justified with a firm ‘no’. Amongst others, he ridicules capability theorists for demanding compensation for each and every possible natural difference between people, including hair types. Not only does Pogge, so this paper argues, misconstrue the difference between the capability approach and Rawlsian resourcism. Even worse: he is actually implicitly relying on the idea of capabilities in his defence of the latter. According to him the resourcist holds that the (...) institutional order should not be biased towards the average person or the needs of some. Yet, as his own case of blind people and traffic lights can illustrate, whether or not this is the case is impossible to assess without resorting to some concept like people’s capabilities. Secondly, it is argued that the real issue at stake is not at all the best metric of justice—primary goods or capabilities—but rather the scope of theories of justice. On the surface the difference of opinion seems to be how to deal with so-called “personal heterogeneities”, yet the discussed case of interpersonal differences in metabolism and communal land-use choices hints at something else; Whereas Pogge insists that questions of justice only concern the institutional structure of society, many capability theorists support the inclusion of culture and social practices as possible sources of injustice. Unfortunately Pogge does not properly acknowledge this, as right from the start of his paper he frames the debate between both approaches in terms of institutions only. (shrink)

Seemingly contrary ideas of Nirvana are found in early Buddhist literature. Whereas some texts describe one who attains Nirvana as being conscious of everything, others depict Nirvana as a state in which consciousness has no object but emptiness or Nirvana. In this paper I deal with this paradox of Nirvana consciousness by exploring the correlations between several statements in early Buddhist texts. A number of sutta passages are cited to show that they contain doctrinal elements which, when considered collectively, may (...) cast valuable light on how to reconcile this paradox. Two pivotal notions are ‘non-abiding consciousness’ and ‘consciousness that is infinite, pervasive all around’. These two notions are connected to each other and seem to subsume or bridge the two strikingly distinct forms of Nirvana consciousness mentioned above. Nirvana consciousness said to be ‘non-abiding’, which is analogous to ‘without object’, does ‘not abide’ in any objects in the sense that it does not cling to them or rest on them. The ‘infinite, all-pervasive’ consciousness, based on stopping normal consciousness, does not depend on any sense objects, and hence it is unconditioned by them and operates unhindered. Nirvana consciousness thus constitutes the infinite realization free from all conditioning and hindrance. This resonates with the idea that one who attains Nirvana is conscious of everything. In both the A?guttara Nik?ya in Pali and the Ekottarika?gamain Chinese translation, the suttas are grouped into eleven nip?tas, from the Ekaka-nip?ta/Eka-nip?ta to the Ek?dasaka-nip?ta – though in the Ekottarika?gama the nip?tas are not labelled as such. This grouping into nip?tas is based on the number of doctrinal items dealt with in the component suttas. In the Ones and Twos, it is often the case that a single original sutta has been subdivided so that its component sections become a series (...) of similarly structured derivative suttas superficially appropriate for inclusion in the Ones or Twos. Moreover, material for this process of subdividing has sometimes been provided by multiplying doctrinal sets with formulaic statements. In most of the remaining nip?tas the phenomena noted in the Ones and Twos are also present, but on a much smaller scale. In view of their Chinese counterparts in the Sa?yukta?gama, some groups of suttas in the A?guttara Nik?ya with sa?yutta-like nature were probably moved from the Sa?yutta Nik?ya to the A?guttara Nik?ya within the Pali tradition. Evidence of a comparable movement into the Ekottarika?gama is also available. The artificial suttas created by subdivision and the original suttas shared by the Ekottarika?gama and the A?guttara Nik?ya largely retained their original places at the beginning of each nip?ta, while the genuine suttas, probably earlier located in the Sa?yukta?gama and Madhyama?gama, were added progressively at the end of the growing nip?ta. The foundation and administration of European Zoological gardens in the 19th century is analized. It is significant of such new institutions, that they are founded in the large cities, and that most of the founders looked at the great models in Paris and London, which are described first. Further it is shown that the change from princely menageries to public Zoological Gardens is caused both by common interests in people's education and pleasure and by scientific aims which leaded to choose (...) the name Zoological “garden” in analogy to botanical gardens. It seems to be characteristic of such public institutions created by citizens in the 19th century that they are mostly supported by commercial or scientific local societies. This is exemplified by describing the administration of the Zoological gardens of Berlin (1841), Frankfurt (1856) and Hamburg (1863), which initiated also research for acclimatization of wild animals.
