De 1964 a 1985 o Brasil viveu sob um regime de governo ditatorial que de acordo com a historiografia mais recente foi sustentado, em grande parte, pela própria sociedade civil (MELO, 2012; COMISSÃO, 2014). Mais recentemente, a partir dos anos 1980, cresce o movimento de criação de espaços de memória corporativos com o objetivo de tornar pública a trajetória histórica das empresas (COSTA; SARAIVA, 2011). Dentre estes espaços, adquire relevância os Centros de Memória e documentação como lugares de armazenamento (...) e lembrança de memória organizacional, que ajudam a construir simbolicamente a imagem organizacional e a fornecer um senso de coerência e trajetória linear (RIBEIRO; BARBOSA, 2007). Neste contexto, e com base na documentação disponibilizada pela Comissão Nacional da Verdade, a presente pesquisa tem por objetivo identificar como o Museu Histórico da Fundação Bradesco retrata (ou deixa de retratar) o relacionamento da empresa Bradesco com o governo brasileiro no período da ditadura civil-militar. FIRMS, BRAZILIAN CIVIL-MILITARE DICTATORSHIP, AND MEMORY AND CORPORATIVE DOCUMENTATION CENTERS: AN EXPLORATORY STUDY From 1964 to 1985, Brazil lived under a dictatorial system of government that according to the latest historiography was sustained largely by civil society (MELO, 2012; COMISSÃO, 2014). More recently, since the 1980s, it is possible to be noticed the growing movement of creation of corporate memory spaces in order to make public the historical trajectory of the companies (COSTA and SARAIVA, 2011). Among these spaces, acquires relevance the Corporate Documentation and Memory Centers, which help to symbolically build the organizational image and to provide a sense of consistency and linear trajectory (RIBEIRO and BARBOSA, 2007). In this context, and based on documentation provided by the National Commission of Truth, this research aims to identify how the History Museum of Bradesco Foundation portrays (or does not portray) the relationship between Bradesco company and the Brazilian government in the period of civil-military dictatorship. In a wide-ranging, provocative anatomy of modern society and its origins, novelist and historian John Ralston Saul explores the reason for our deepening sense of crisis and confusion. Throughout the Western world we talk endlessly of individual freedom, yet Saul shows that there has never before been such pressure for conformity. Our business leaders describe themselves as capitalists, yet most are corporate employees and financial speculators. We are obsessed with competition, yet the single largest item of international trade is a (...) subsidized market in armaments. We call our governments democracies, yet few of us participate in politics. We complain about "invasive government," yet our legal, educational, financial, social, cultural and legislative systems are breaking down. While most observers view these problems separately, Saul demonstrates that they are largely manifestations of our blind faith in the value of reason. Over the last 400 years, our "rational elites" have gradually instituted reforms in every phase of social life. But Saul shows that they have also been responsible for most of the difficulties and violence of the same period. This paradox arises from a simple truth which our elites deny: far from being a moral force, reason is no more than an administrative method. Their denial has helped to turn the modern West into a vast, incomprehensible, directionless machine, run by process-minded experts - "Voltaire's bastards"--Whose cult of scientific management is bereft of both sense and morality. Whether in politics, art, business, the military, entertainment, science, finance, academia or journalism, these experts share the same outlook and methods. The result, Saul maintains, is a civilization of immense technological power whose peoples increasingly dwell in a world of illusion. Already known to millions of readers as the author of novels which portray the overwhelming effects of this power on the modern individual by weaving together international finance, the oil and arms business, guerrilla warfare, drug traffic, and the world of art, here Saul lays aside the mask of fiction to speak in his own voice. Are there situations where military coups can be considered justified, such as the overthrow of a collapsing, genocidal dictatorship? I argue that under certain circumstances there is an opening for “just coups.” I propose a theoretical assessment of coups based on an adaptation of just war theory. I bring the comparative literature surrounding civil–military relations into conversation with the literature on just war theory in order to develop a theory of just coups. By adapting the categories (...) of just war theory into jus ad coup, jus in coup, and jus post coup, I show that these categories create a framework for understanding the ethical status of coups. Doing this gives us a more subtle understanding of the problem of coups and lets us understand how a hypothetical just coup may be possible. (shrink)

O presente artigo visa analisar a atuação da União dos Estudantes Secundaristas do Amapá, durante a ditadura civil-militar no Brasil, em específico, como se deu a deliberação de apoio da entidade ao golpe. Para tanto, foi necessário analisar as peculiaridades da recepção do regime autoritário no então Território Federal do Amapá, o Movimento Estudantil de forma ampla, os aspectos constitutivos da União dos Estudantes Secundaristas do Amapá, suas divisões e seu desenvolvimento diante do golpe. O objetivo com isso, foi (...) traçar as correspondências existentes entre esses aspectos e as ações de apoio que se sucederam em nome da entidade. O artigo baseou-se em fontes bibliográficas sobre o tema e em depoimentos cedidos pela Comissão Estadual da Verdade do Amapá, disponibilizados durante a construção do relatório publicado no ano de 2017. Dentre os resultados, foi possível visualizar que a atuação da União dos Estudantes Secundaristas do Amapá foi bem mais do que um apoio ao regime militar, mas fora heterogênea, e teve sua trajetória ligada a características do território, ao poder, ao regionalismo, às classes e muitos outros aspectos que influenciaram a tomada de decisões de grupos dentro da entidade. This article aims to analyze the performance of the Amapá Union of Secondary Students during the civil-military dictatorship in Brazil, specifically, how the deliberation of support of the entity to the coup took place. For that, it was necessary to analyze the peculiarities of the reception of the authoritarian regime in the then Federal Territory of Amapá, the Student Movement in a broad way, the constitutive aspects of the Amapá Union of Secondary Students, its divisions and its development in the face of the coup. The objective was to trace the correspondence between these aspects and the support actions that followed on behalf of the entity. The article was based on bibliographic sources on the subject and on testimonials provided by the Amapá State Truth Commission, which were made available during the construction of the report published in 2017. Among the results, it was possible to visualize that Amapá Union of Secondary Students performance was much more than a support to the military regime, but it had been heterogeneous and had its trajectory linked to characteristics of the territory, power, regionalism, classes and many other aspects that influenced the decision making of groups within the entity. The post 9/11 environment has been characterized by domestic policy actors being incorporated into a globalizing defense industrial sector through the concept of civil-military integration. From administration to administration, the push for increased civil-military integration has spread beyond its original boundaries and has reached the frontlines of the American military. This begs the question, can the market-driven logic of the commercial sector be integrated into the objectives and values of the noncivilian, military sector? More (...) precisely, is civil-military integration the appropriate solution to the post 9/11 strategic shift? The purpose of this study is not to address the detailed merits or limitations of the increased reliance on private contractors. Rather, this study’s primary focus is to examine the policies that set into motion and continue to promote the cornerstone of civil-military integration: strategic outsourcing. This study argues that in today’s threat environment, the extent of civil-military integration poses unique challenges for U.S. strategic policy. With contactors on the battlefield, basic doctrinal issues emerge. The most basic of these is the notion that in a war zone military members are asked to risk their lives for their country. But, while people are willing to risk their lives for their country, they may not be willing to risk their lives for their company. (shrink)

O genocídio indígena esteve presente na ditadura civil-militar brasileira (1964-1985), assim como em todos os períodos após as invasões portuguesas de 1500. A partir do uso dos ideais coloniais e da estrutura capitalista, as políticas de desenvolvimentismo com as invasões às terras indígenas culminaram no genocídio que foi protagonizado pelo Exército Brasileiro. Segundo a Comissão Nacional da Verdade, mais de 8.350 indígenas foram mortos durante o período de 1946 a 1988, número este que pode ser bem maior, dado que (...) o levantamento da CNV contabilizou apenas 10 povos –, dentre eles, 2.650 do povo Waimiri Atroari. O principal evento em que as mortes dos Waimiri Atroari ocorreram foi a construção da BR-174 que liga Manaus a Boa Vista. A Comissão Nacional da Verdade, estabelecida com a Lei 12.528/2011, teve o objetivo de examinar e esclarecer as graves violações de direitos humanos praticadas no período de 1946 a 1988. Por meio do campo teórico-metodológico da História do Tempo Presente foi possível analisar os temas elencados para apontar as feridas ainda abertas na história e memória nacional. (shrink)

Con esta finalidad, se hace un recorrido sobre la noción misma de exilio en tanto pena desde sus orígenes en el derecho romano arcaico. Interesa de modo particular ver el lugar que esta institución punitiva ha tenido en la política latinoamericana, tanto en el momento de su constitución política bajo la forma de Estado-nación, como en las últimas dictaduras militares de la región. En vistas a desarrollar un análisis (...) filosófico situado, se revisará el modo en que se instituyó jurídicamente el exilio durante los últimos periodos dictatoriales, especialmente en el caso de Argentina y Chile. Resumo: Alguns eventos políticos transcorridos em um passado recente de uma nação, como uma ditadura militar, que perdurou durante vinte e quatro anos, produzem sequelas aparentemente invisíveis, com sintomas cuja origem é difícil de ser diagnosticada. A dificuldade desse diagnóstico está na razão de que, para muitos, a ditadura militar ocorrida em solo brasileiro se aproxima do não-Ser de Parmênides: impensável e indizível, algo que simplesmente deve ser esquecido. Mas como reconciliar-se com o nosso passado e construir bases sólidas de (...) uma nova democracia se não falamos e refletimos sobre nossas mazelas fomentadas, fundamentalmente, em “nossos campos”, nos porões dos DOPS? O presente artigo tem como objetivo refletir acerca de algumas características constitutivas da ditadura militar brasileira, transcorrida entre os anos de 1964 a 1988, balizada pelos conceitos de estado de exceção, vida nua e campo do filósofo italiano Giorgio Agamben. A pesquisa se justifica, uma vez que, em nosso entendimento, aproximar a ditadura militar brasileira com tópicas da filosofia política de Agamben, nos dota de importantes ferramentas argumentativas que nos auxiliam na compreensão do que se passou no Brasil em seus “anos de chumbo”.: Some political events passed in the recent past of a nation, as a military dictatorship, which lasted for twenty-four years, produce aparently invisible sequels, with symptoms whose origin is difficult to be diagnosed. The difficulty of this diagnosis is the reason that, for many, the military dictatorship that took place on Brazilian soil approaches the not-Being of Parmenides: unthinkable and unspeakable, something that should just be forgotten. But how to reconcile with our past and build solid foundations of a new democracy if we do not talk and reflect on our ills fostered mainly on "our fields", the holds of the Departments of Political and Social Order? This article aims to reflect on some constitutive features of the Brazilian military dictatorship, elapsed between the years 1964 to 1988, buoyed by the state of emergency concepts, bare life and field of the Italian philosopher Giorgio Agamben. The research is justified since, in our view, approaching the Brazilian military dictatorship with topical political philosophy of Agamben, endows us with important argumentative tools that help us understand what happened in Brazil in his "years of lead". This study looks at some of the traits that characterized Argentina’s scientific and university policies under the military regime that spanned from 1976 through 1983. To this end, it delves into a rarely explored empirical observation: financial resource transfers from national universities to the National Scientific and Technological Research Council (CONICET, for its Spanish acronym) during that period. The intention is to show how, by reallocating funds geared to Science and Technology, CONICET was made to expand and decentralize to (...) the detriment of universities. This was the primary tool used by the military regime to thwart higher education’s research development, bolstering research efforts at other realms. Thus, CONICET grew in budget, number of researchers, and staff size, creating new research institutes, while national universities struggled with reduced funding and were forced to shut down their institutes and programs. As a result, CONICET virtually concentrated all scientific research, foregoing the knowledge accumulated at universities, which drove a wedge between both institutions. This military approach to science and technology policy-making is discussed, bearing in mind the notion of dependence—both in terms of the state’s intervention in the inner workings of the scientific-university field as well as regarding the role played by international financial support in scientific research development. Over the past twenty years, Private Military and Security Companies (PMSCs) have become significant elements of national security arrangements, assuming many of the functions that have traditionally been undertaken by state armies. Given the centrality of control over the use of coercive force to the functioning and identity of the modern state, and to international order, these developments clearly are of great practical and conceptual interest. This edited volume provides an interdisciplinary overview of PMSCs: what they are, why they (...) have emerged in their current form, how they operate, their current and likely future military, political, social and economic impact, and the moral and legal constraints that do and should apply to their operation. The book focuses firstly upon normative issues raised by the development of PMSCs, and then upon state regulation and policy towards PMSCs, examining finally the impact of PMSCs on civil-military relations. It takes an innovative approach, bringing theory and empirical research into mutually illuminating contact. Andrew Arato is -both globally and disciplinarily- a prominent thinker in the fields of democratic theory, constitutional law, and comparative politics, influencing several generations of scholars. This paper examines the social contract theories of Grotius, Hobbes, Pufendorf, and Locke, highlighting the failure of their contractarian defenses of the military and military service. In order to ground the duties of military service, each theorist presumes a chivalric gender order wherein men as men are expected to be willing to sacrifice themselves as violent instruments for the sake of their families and communities. While Grotius, Hobbes, and Pufendorf use the contract method to defend absolute, or (...) near absolute, political authority wherein subject's primary political obligation is to serve the sovereign in war upon command, Locke uses the contract method to create a liberal political order that preserves the natural rights of subjects. Nevertheless, Locke maintains the commitment to self-sacrificial military service. In Locke, then, the military is peeled away from liberal civil society and we see the first statement of the civil-military distinction that persists today. (shrink)

This study examines the relationship between US Marine discourse and civil–military public argument. A computer-aided semantic analysis of public record speech from senior Marine officers shows a style of cohesion, marked by future-oriented, inclusive, highly certain language. An appraisal theory discourse analysis of interviews with US Marines conducted during an ethnography of communication shows their talk argues discursively for cohesion. This way of speaking may constrain Marines in public argument, as they repeat ways of talking appropriate within the (...) community, even when situationally inappropriate for civilian audiences. We will see how Guzmán considered civil participation as an essential requirement in order to get a modern democracy which would be opened in Chile after the military dictatorship. He supported this idea through the concepts of subsidiarity State and liberal economy policy.

Nigerian citizens live in regions other than their ethnic geographical areas, but they are not recognised as people of the same destiny and subjects of equal rights. The long period of military dictatorship that truncated the country’s democracy since the civil war gave Nigerians a constitution which adopted the Sharia legal system within a purported (...) secular state. This encouraged a wide range of religious fanaticism and led to various demands for human rights, which has become a worrisome issue to concerned Nigerians. This article used secondary sources of data, such as newspaper publications and journal articles to examine the impact of religion on the state of the Nigerian nation today. The article calls for the harmonisation of Christianity and Islamic teachings in line with the secularity of the Nigerian state in order to reduce the increasing tensions in the country and make the journey to nationhood more realistic.Contribution: This article proposes that the secularity of the Nigerian state has to be maintained by political and religious leaders in order to attain purposeful nationhood and achieve sustainable and genuine development of the country. Northeast Brazil has been targeted for remedial projects to combat drought for more than 100 years, although drought mitigation policies have been mostly ineffective in reducing vulnerability for the majority of the population. In this paper I review some of the historical and contemporary approaches to drought mitigation and examine the efficacy of mitigation through the aperture of contemporary clientalism and the persistence of asymmetric power relations in democratic Brazil. Although the abertura , political opening, and end of a 20-year (...) military dictatorship allowed for improved civil and political rights and public demonstrations, this 'low-intensity' democracy has had few social and economic reforms that have hampered elite interests, minimized inequity, or empowered the poor. Patronage continues to be the dominant tool for survival, especially in the drought-ridden Northeast, where access to scarce state services is extremely competitive and personal connections determine or facilitate access. ArgumentThis paper analyzes the political dimension of Miguel Masriera's (1901–1981) science popularization program. In the 1920s, Masriera worked at the Swiss Federal Institute of Technology (ETH) in Zurich – with Hermann Staudinger, the luminary of polymer chemistry – to later become a lecturer of theoretical and physical chemistry at the University of Barcelona. After living in exile in Paris, at the end of the Civil War he returned to Spain but never recovered his position. Instead, Masriera became an active (...) popular science writer and adapted to the severe constraints of General Franco's military dictatorship (1939–1975). Inspired by the astronomer Arthur Eddington's world view, Masriera wrote and translated popular science books, and published articles in daily newspapers and journals. By examining Masriera's popular works, in particular his program for spreading “atomic culture” in Spain during the Cold War, this paper aims to contribute to the assessment of the role of science popularization in the domestic legitimization of that dictatorial regime and also its use as a vehicle for international recognition abroad. O artigo analisa a produção intelectual e os usos da história nas duas décadas antecedentes à “Crise do Beagle”, demonstrando a construção dos pontos de discórdia: o “expansionismo chileno” e a arbitragem internacional e de que forma estes foram aceitos (...) e disseminados entre civis e militares envoltos pelos pensamentos da Guerra Fria.The construction of a crisis: the uses of history by Argentinean intellectuals and the contest of treaties with Chile in the 1960s and 1970s In 1978, the military dictatorships of Argentina and Chile were close to war. The tension was around the control of three islands east from the Beagle Channel. Insatisfactions and polemics, on both sides, remained to treaties signed one century ago. The paper analyses the intellectual production and the uses of history on the two decades before the “Beagle Crisis”. It presents the construction of the points of conflict: the “Chilean expansionism” and the international arbitrament. It also presents how it was acepted and circulated between civil and the military envolved in the Cold War logics. Resumen La construcción de una crisis: usos de la historia por intelectuales argentinos en la contestación a los tratados con Chile en las decadas de 1960 y 1970 En 1978, los gobiernos de las dictaduras militares de Argentina y Chile se preparaban para la guerra por el contról sobre tres islas a este del canal Beagle. US foreign policy became one of the most popular issues in public and academic discussions, particularly since George W. Bush was elected president. A lot has been said about the negative effects that the Bush administration had on the world's international relations and peace, mainly with regard to the restraints which are required by jus ad bellum. However, not much has been said about the damage that the Bush administration caused to the norms of jus in bello, by ignoring them (...) or turning a blind eye toward their violations. In this paper, I want to recall a few military and civil reasons which have been neglected for following the requirements of jus in bello by the fighting soldiers and the fighting unit, as well as by the belligerent state. Carl Schmitt is the most important anti-liberal political theorist of the European interwar period (1918-1939). His theories on the state of exception, dictatorship, and his criticism of parliamentary democracy are very well known. However, what remains unknown to this day is how his ideas had a remarkable influence on the ideologues of the Francoist state between 1939 and 1942. During these years, a debate developed among Francoist jurists about whether Francisco Franco was a “sovereign dictator,” that is, a dictator (...) legitimized by popular consent, or rather a new kind of “monarch” that emerged in the context of the Spanish Civil War (1936-1939). This paper aims to explain how two ideological factions formed in Francoist Spain. The “Decisionist Francoism” of Juan Beneyto Pérez, Francisco Elías de Tejada, and Luis Legaz Lacambra held that Franco emerged as a reaction to the process of “legalization” triggered by liberalism in Spain. The “Weberian Francoism” of Francisco Javier Conde held that Franco was a charismatic and traditional leader whose position emerged in response to the Civil War. I explain how three concepts of Schmitt's anti-iberalism inspired Francoist theorists: political theology, dictatorship, and the rejection of parliamentary democracy. (shrink)

Recent developments such as the 'new wars' or the growing privatisation of warfare, and the ever more sophisticated military technology, present the military with difficult ethical challenges. This book offers a selection of the best scholarly articles on military ethics published in recent decades. It gives a hearing to all the main ethical approaches to war: just war theory, consequentialism, and pacifism. Part I includes essays on justice of war (jus ad bellum), focussing on defence against aggression (...) and humanitarian armed intervention, but also addressing topics such as conscientious objection and the relation of patriotism to war. Articles in Part II deal with the central problems of justice in war (jus in bello): civilian immunity and 'collateral damage' to civilian life and property. Essays in Part III look into the moral issues facing the military as a profession, such as the civil - military relations, the responsibilities of officers to their soldiers and to their military superiors, and the status and responsibilities of prisoners of war. How can military personnel be prevented from using force unlawfully? A critical examination of typical methods and the suitability of virtue ethics for this task starts with the inadequacies of a purely rules-based approach, and the fact that many armed forces increasingly rely on character development training. The three investigated complexes also raise further questions which require serious consideration – such as about the general teachability of virtues. First, the changing roles and responsibilities of modern armed forces are used (...) to refute the notion that timeless, “classic” military virtues exist, for example physical courage. With regard to today’s missions, virtues of restraint seem more necessary. Reflecting on the four interrelated and less military-specific cardinal virtues of courage, wisdom, temperance and justice could bring the military and civil society closer together. At the same time, this would be a logical step towards promoting personality development. Respect is one example of such a “contemporary” inclusive virtue that some armed forces have adopted into their canon of values. Apparently, however, it often refers only to members of one’s own organization. And it is no less inappropriate to use it to justify moral relativism or excuse immoral practices, such as the widespread sexual abuse of Afghan boys by men in positions of power (“boy play”). Finally, the essay asks about the general suitability of a virtue-based approach in ethical education, since social psychological research has shown that situational factors strongly influence behavior. Media Dictatorship: How Schools and Educators Can Defend Freedom of Speech examines how the increasing power of the media is dangerous to democracy and modern civilization. Educators and administrators have a responsibility to develop a generation of students who value freedom of speech and can defend and sustain both democracy and civilization.

Today there are over 1,500 public-use airports in the United States. Each of these airports provides a service to the surrounding community, whether in the form of a general aviation or commercial air service facility. An airport is dependent on many facets of the local government infrastructure for support services. Also, the airports have ties to neighboring or resident military installations. A military installation has similar missions and objectives to an airport, a situation that enables a working relationship (...) that is complementary to each party. For example, airports and military installations alike must provide such services as emergency response, fire protection, airspace control, environmental protection, and a safe infrastructure for aircraft operations. Dictatorships destroy intellectual freedom, yet universities need it. How, then, can universities function under dictatorships? Are they more a support or a danger for the system? In this volume, leading experts from five countries explore the many dimensions of accommodation and conflict, control and independence, as well as subservience and resistance that characterized the relationship of universities to dictatorial regimes in communist and fascist states during the twentieth century: Nazi Germany, Mussolini’s Italy, Francoist Spain, Maoist China, the Soviet Union, and (...) the Soviet bloc countries of Czechoslovakia, East Germany, Hungary, and Poland. Comparisons across these cases reveal that the higher-education policies of modern dictatorships were characterized by a basic conflict of aims. On the one hand, universities were supposed to propagate reigning ideology and serve as training grounds for a dependable elite. Consequently, university autonomy was restricted, research used for political legitimation, personnel policies subjected to political calculus, and many undesired scholars simply put out on the street. On the other hand, modern dictatorships needed well-educated scientists, physicians, teachers, and engineers for the implementation of their political, economic, and military agendas. Communist and fascist leaders thus confronted the basic question of whether universities should be seen primarily as producers of ideology and functionaries loyal to the party line or as places where indispensable knowledge was made available. Dictatorships that opted to subject universities to rigorous political control reduced their scholarly productivity. But if the institutes of higher learning were left with too much autonomy, there was a danger that they would go astray politically. The article examines the ethical and socio-political rationales behind France’s decision to sign the armistice with Nazi Germany in June 1940. Subsequent to the defeat, France confronted a binary choice: capitulation or armistice. Capitulation would have entailed responsibility falling on the military; in contrast, in the case of the armistice, it fell on civilian authority. Unlike capitulation, which did not bind civilian governance and remained an exclusively military action, the armistice extended the suspension of hostilities across territories under (...) French sovereignty. In practical terms, capitulation would have allowed France’s legal government to continue the war from other locations, whereas the armistice strictly prohibited such actions. Despite these constraints, France chose the armistice in an attempt to shield its populace from Nazi atrocities. However, this protection ultimately proved illusory. The article contends that the subsequent delegation of full constituent powers to Marshal Pétain deepened societal divisions between collaborationists and members of the Resistance. Contrary to popular belief, General de Gaulle mythologized the Resistance after the war not merely to glorify it but also to alleviate national tensions and position France among the victors of World War II. Reflecting upon the experience of French history, the article concludes on the political and social consequences of decisions regarding war and peace, contingent upon whether political or military leadership assumes the responsibility. Is a Marxist society liable to be an oppressive one? To ask this question is immediately to pose two others: what is meant by Marxism; and what counts as an oppressive society? To take these questions in reverse order, by an oppressive society I shall mean one in which, other things being equal, people do not possess basic civil liberties. Examples of basic civil liberties include, but are not limited to, freedom of religion, freedom of speech, freedom of (...) assembly, and, if the society has a political system, the freedom to participate in that system. An example of what I mean by basic civil liberties is the system of basic liberties discussed by Rawls; the United States Bill of Rights is another example. (shrink)

Défaillante en de nombreux points, y compris sur le terrain de l’enseignement mathématique, elle est transformée par Sylvanus Thayer en 1817, alors qu’il revient d’un séjour en Europe lors duquel les établissements militaires français ont fait l’objet de scrupuleuses observations. La supériorité des méthodes françaises – l’articulation mathématico-ingéniérique qui structure les curricula, le rôle de la géométrie descriptive et l’analyse dans (...) l’appréhension de l’art de la guerre, l’usage des manuels – semble chose donnée pour acquise du côté américain, si bien que, dans le sillage de West Point, d’autres académies militaires « à la française » ouvrent avant-guerre. Soutenant l’idée d’une « infusion française » plus ou moins passive, l’historiographie alimente bien souvent un récit qui mythifie et cristallise le rôle de la France dans la formation mathématique des militaires américains de la première moitié du xixe siècle, un récit qui minore, de fait, par son caractère univoque, l’importance des espaces intermédiaires – scientifiques, pédagogiques, institutionnels et éditoriaux – où entrent en contact les territoires émetteurs et récepteurs. Cet article montre comment les acteurs qui œuvrent à la formation mathématique dans les écoles militaires aux États-Unis – superintendants, professeurs et auteurs de manuels – procèdent par décomposition et réassemblage des savoirs et méthodes français, dont le « transfert » depuis l’autre côté de l’Atlantique et au sein du territoire américain emprunte des circuits moins prétendument polarisés et hiérarchisés, et très fortement soumis à une forme de rationalisation locale. The notion of the “deep state” or a “state within a state” is creepy, to say the least. It indicates the existence of a shadowy group of unelected bureaucrats deeply embedded in the military-intelligence establishment secretly manipulating government policy. International relations scholars and public administration experts associate deep states with authoritarian regimes, such as Egypt, Turkey, Pakistan and pre-civil-war Syria. However, as we’re finding out, the U.S. has its own deep state. While some media outlets portray deep state (...) talk as tantamount to conspiracy theory, the deep state is quite real. (shrink)

School of Historical and Philosophical Studies, Faculty of Arts, Australia This article analyses the role of early radical and socialist texts in forming the understanding of the Paris Commune in Britain and the United States. The Commune, while a French event, came to be associated with socialists, radicals, and as a symbol of internationalism. Marx’s The Civil War in France established the interpretation of the Commune that would see it become a radical shibboleth. This article analyses articles by Edward (...) Beesly, Lissagaray’s History of the Commune of 1871, E.B Bax’s Short History of the Commune, and Lenin’s State and Revolution to trace the influences of Marx’s interpretation. This analysis includes examination of the radical publishers in both Britain and the United States to explore how these texts were edited and changed, and how they were circulated to reach the intended working-class audience. The article’s core questions are where did this interpretation come from, how was it constructed, and how did it come to dominate the interpretation of the Commune. This is significant due to the Commune’s pre-eminence within socialist history and how it became an example of the ‘Dictatorship of the Proletariat’ for many future revolutionaries. (shrink)

The purpose of this paper is to show that conscientious objection to military service is essentially not a dilemma of freedom of conscience versus the duty to obey the law, but above all a dilemma between two conflicting patriotic moral obligations. Furthermore, the paper demonstrates that CO is justifiable on the basis of what is known as moderate patriotism, that is, out of a patriotism which is committed simultaneously to universal and particular values. The paper begins with a critical (...) discussion of theoretical weaknesses in liberal thought of CO. Then, the concept of moderate patriotism is presented, followed by a discussion of the notion of patriotic CO. The next stage presents a step Towards A Theory of PCO to Military Service and shows how it differs from other liberal theories of disobedience. The conclusion is that if CO on patriotic grounds is morally justifiable, it follows that this is an act committed within the framework of legitimate political discourse. Therefore, PCO is politically legitimate even if it is not always legal. In other words, the discussion of PCO offers a theoretical distinction between politicallegitimacy and legality. (shrink)

Alienation between the U.S. military and society has grown in recent decades. Such alienation is unhealthy, as it threatens both sufficient civilian control of the military and the long-standing ideal of the 'citizen soldier'. Nowhere is this issue more predominant than at many major universities, which began turning their backs on the military during the chaotic years of the Vietnam War. Arms and the University probes various dimensions of this alienation, as well as recent efforts to restore (...) a closer relationship between the military and the university. Through theoretical and empirical analysis, Donald Alexander Downs and Ilia Murtazashvili show how a military presence on campus in the form of ROTC, military history and national security studies can enhance the civic and liberal education of non-military students, and in the process help to bridge the civil-military gap. Resumen: Este artículo reflexiona acerca de la producción artística y literaria chilena que surge en la década del 70, en la que se estrecha la relación entre fotografía y literatura, colaboración que se incrementa a mediados de los 80. Las imágenes fotográficas son trasladadas al campo artístico por medio de operaciones intermediales que plagan de nuevos significados la escena artístico-literaria nacional. Estas convergen como señales disruptivas en la construcción de un texto híbrido, que al mismo tiempo enriquecen los cruces palimpsésticos (...) y mutables entre la fotografía y la literatura chilena. Con el recurso de las imágenes fotográficas, en textos como De la tierra sin fuegos de Juan Pablo Riveros, se reconstruyen escenarios donde algunas problemáticas histórico-sociales son discutidas y confrontadas, como sucede con el genocidio indígena de la Patagonia austral y con la dictadura militar chilena.: This article reflects on the Chilean literary and artistic production that begins around the 70’s, where the relationship between photography and literature was strengthened; this relationship increased by mid-80. Photographic images are transferred to the artistic field through intermedial operations that plague the national literary scene with new artistic meanings. These disruptive signals converge in the construction of a hybrid text, and at the same time, enrich palimpsestic and mutable crosses between photography and literature. With the use of photographic images, texts such as De la tierra sin fuegos by Juan Pablo Riveros reconstruct scenarios where certain historical and social issues are discussed and confronted, such as the indigenous genocide of Southern Patagonia and the Chilean military dictatorship.
