Contemporary Muslim writers have demonstrated that an environmental ethic can be derived from the scriptural sources of Islam. However, at present, the impact of this type of interpretation within the Muslim world appears to be minimal. The most promising prospects for disseminating an environmental awareness based on Islamic principles have come from governments, such as those of Iran, Pakistan,and Saudi Arabia, which claim Islam as a basis for legislation.

By the summer of 2001, most of Iranhad been suffering a three-year drought, theworst in recent history. Water rationing was inplace in Tehran and other cities, and largeproportions of the country's crops andlivestock were perishing. Yet many academicsand other experts in Iran insist that the watercrisis is only partly drought-related, andclaim that mismanagement of water resources isthe more significant cause. Underlying thisdiscussion is a complex of overlapping yetoften conflicting ethical systems – Iranian,Islamic, and modernist/industrialist – whichare available to inform water (...) policy in Iran. Areview of the various arguments about thenature of the crisis and the range of solutionsthat have been proposed, including precedentsfrom traditional Iranian water management andthe ethics of water use in Islamic law,suggests that Iran's own cultural heritageprovides alternatives to wholesale adoption ofWestern models. In Inhabiting the Earth Foltz undertakes the first sustained analysis of how Heidegger's thought can contribute to environmental ethics and to the more broadly conceived field of environmental philosophy. Through a comprehensive study of the status of "nature" and related concepts such as "earth" in the thought of Martin Heidegger, Foltz attempts to show how Heidegger's understanding of the natural environment and our relation to it offer a more promising basis for environmental philosophy than others that have so (...) far been put forward. Indeed, Dr. Foltz finds that to ecofeminism and social ecology, whose prescriptions are based on historically oriented etiologies of domination and oppression, Heidegger's work offers what is arguably the first comprehensive and nonreductive philosophy of history since Hegel that can embrace both nature and humanity in one narrative, and the first since Augustine that can do this while granting to nature a messure of selfstanding. But it is probably for the environmental philosophies of deep ecology, bioregionalism, and ecological holism that Heidegger's work has the most immediate, as well as the most extensive implications, because it is to them that it has the most affinity. Finally, as a corrective and a major challenge to deep ecology, which has tended to valorize the scientific approach to nature, Heidegger's work provides a sophisticated basis for showing the primacy of the poetic in the task of learning to inhabit the earth rightly. Most individuals realise that we have a moral obligation to avoid the evils of war. But this realization raises a host of difficult questions when we, as responsible individuals, witness harrowing injustices such as ""ethnic cleansing"" in Bosnia or starvation in Somalia. With millions of lives at stake, is war ever justified? And, if so, for what purpose? In this book, Richard J. Regan confronts these controversial questions by first considering the basic principles of just-war theory and then applying (...) those principles to historical and ongoing conflicts. Part One presents two opposing viewpoints: first, that war is not subject to moral norms and, second, that war is never morally permissible. The author rejects both perspectives, and moves to define the principles of just-war theory. He evaluates the roles of the president, Congress and, most importantly, the UN Security Council in determining when long-term US military involvement is justified. The moral limits of war conduct and the moral problem of using, or threatening to use, nuclear weapons are also discussed. On the just cause to wage war, Regan argues that defense of nations and nationals - whether in self-defense or in defense of others - remains the ""only"" classical cause that in the modern world would justify resorting to war. With respect to military intervention in secessionist and revolutionary wars, he contends that such intervention might be justified, but that prudence dictates extreme caution. In considering acceptable war conduct, Regan elaborates the specific principle of discrimination and proportionality; he maintains that civilians uninvolved in the enemy's war should not be directly targeted and that the costs of military action must be proportionate to the anticipated benefits of destroying military targets. The second part of the book presents case studies of eight historical wars - World War I, the Vietnam War, the Falklands War, the revolution and civil war in Nicaragua, the civil war in El Salvador, the Gulf War, the intervention in Somalia, and the Bosnian War - and poses several provocative questions about each. It invites readers and students to apply just-war principles to complex war-related situations and to understand the factual contingencies involved in moral judgements about war decisions. The book should be of particular interest to students of the moral issues of international relations and to readers interested more generally in philosophy, theology and political science. (shrink)

It compares the ideology of Kumarajiva (a translator of the four Madhyamika treatises 400 A.D.) with the ideologies of the three Chinese contemporaries - HuiYuan, Seng-Jui and Seng-Chao. It envisages an intercultural transmission of religious and philosophical ideas from India to China.

Fertilization is the result of a series of successful recognition and binding events mediated by gamete surface molecules. Recent advances in the identification and characterization of some of these recognition molecules provide extremely valuable information necessary to understand sperm‐egg recognition and subsequent egg activation. We discuss these new data in the context of the model of gamete recognition first proposed by F.R. Lillie in the early part of the 20th century, and revisited periodically in the subsequent literature, which relates fortilization (...) events to those of immune cell recognition and activation events. Here we discuss the principles underlying the molecular recognition and activation mechanisms of gametes and immune cells. (shrink)

The interactive nature of the Internet is seen by some as a technological innovation that might boost participation in politics and civic affairs. That potential, however, is clouded by imprecise definitions of interactivity found among scholars and practitioners alike. Evaluation of state legislature Web sites found them to not be very interactive under most definitions of the term. Chief technology officers of the legislatures appear to differ as to which site features promote interactivity. In this paper, I reinterpret Kant’s Transcendental Analytic as a description of a cognitive architecture. I describe a computer implementation of this architecture, and show how it has been applied to two unsupervised learning tasks. The resulting program is very data efficient, able to learn from a tiny handful of examples. I show how the program achieves data-efficiency: the constraints described in the Analytic of Principles are reinterpreted as strong prior knowledge, constraining the set of possible solutions.

The Internet, not unlike previous communication technologies, has been predicted to dramatically change the nature of democracy. The interactive nature of Web sites, in particular, is seen as the basis for a new cyberdemocracy. Although the definition of interactivity is less than precise, an evaluation of state legislature Web sites finds them lacking many features that could be considered interactive. Furthermore, the degree of a site’s interactivity was not strongly correlated to a site’s use. Web sites can also foster interaction, (...) both on- and off-site, through interactive and noninteractive features. When sites were examined for their potential to foster interaction, there was a strong relationship with site use. The current focus on interactivity may obscure the potential to promote interaction and lead to an overemphasis on interactive features that are sometimes nothing more than high-tech gimmicks.
