In a fair, infinite lottery, it is possible to conclude that drawing a number divisible by four is strictly less likely than drawing an even number; and, with apparently equal cogency, that drawing a number divisible by four is equally as likely as drawing an even number.

Galileo's refutation of the speed-distance law of fall in his Two New Sciences is routinely dismissed as a moment of confused argumentation. We urge that Galileo's argument correctly identified why the speed-distance law is untenable, failing only in its very last step. Using an ingenious combination of scaling and self-similarity arguments, Galileo found correctly that bodies, falling from rest according to this law, fall all distances in equal times. What he failed to recognize in the last step is that this (...) time is infinite, the result of an exponential dependence of distance on time. Instead, Galileo conflated it with the other motion that satisfies this ‘equal time’ property, instantaneous motion. (shrink)

A descriptive norm is a behavioral rule that individuals follow when their empirical expectations of others following the same rule are met. We aim to provide an account of the emergence of descriptive norms by first looking at a simple case, that of the standing ovation. We examine the structure of a standing ovation, and show it can be generalized to describe the emergence of a wide range of descriptive norms.

Integrated pest management has emerged as an important means of managing agricultural pests. Since the mid-1980s, the emphasis in IPM has shifted toward biologically-intensive and participatory research and extension approaches. Finding better means for solving pest problems is high on the agenda for most farmers, and farmers often have significant pest management knowledge and interest in IPM experimentation. This paper describes an approach to participatory IPM research that is being implemented by the IPM Collaborative Research Support Program (IPM CSRP). The (...) approach emphasizes on-farm research with an extrapolation domain beyond the single farm, and in some cases beyond the local region or country. It considers many factors beyond the farm and research station that influence the generation and adoption of IPM technologies and strategies. It emphasizes linkages among farmers, scientists, consumers, bankers, marketers/processors, and policy makers in IPM research priority setting, conduct, and evaluation. The interdisciplinary approach described in the paper is illustrated with a case study from the Philippines. Lessons and conclusions draw on its recent application in other sites as well. (shrink)

U.S. immigration policies and enforcement can make immigrants fearful of accessing healthcare. Although current immigration policies restrict enforcement in “sensitive locations” including healthcare facilities, there are reports of enforcement actions in such settings.

For economists, sustainability and environmental valuation are connected in two ways. At the micro level, proper environmental valuation is required if projects are to be approved and rejected consistently with sustainability requirements. This is cost benefit analysis. At the macro level, many take the view that sustainability requires that national income measurement be modified so as to account for environmental damage. Such natural resource accounting is possible only if environmental damage is valued for incorporation into the economic accounts. The paper (...) reviews the techniques that economists have developed for environmental valuation. In regard to cost benefit analysis and sustainability, it is noted that the technique on which most interest focuses, the Contingent Valuation Method, involves the extension of the domain of consumer demand analysis to include the natural environment. Contributions questioning the appropriateness of this are reviewed, and it is argued that they merit more attention from economists than they have received to date. In regard to natural resource accounting, it is argued that while there is little prospect of it achieving what its proponents claim for it, the modelling that it necessarily implies has the potential to both clarify valuation issues and play an important role in informing the policy process. In lieu of an abstract, here is a brief excerpt of the content:Leibniz and Bayle: Manicheism and Dialectic DAVID NORTON LEIBNIZ' CLAIM that this is the "best of all possible worlds" has seemed so prima facie absurd that his critics have often considered the assertion adequately refuted by their pointing to things which are clearly "bad" and which might conceivably be "better." The paradigm case is Voltaire's Candide, which is certainly an effective refutation of Leibniz' claim at this level. (...) We can, however, by taking another point of view find what appear to be other absurdities in Leibniz' metaphysics. The point of view I wish to take, or attempt to take, is that of Pierre Bayle. I wish to suggest some objections to Leibniz which Bayle may have felt, but which he did not make explicit. Such an undertaking will, hopefully, add to our understanding of both Leibniz and Bayle. I What I propose to do is unorthodox, or at least unusual, and for that reason it is extremely important that the reader have from the very outset a clear idea of what is being undertaken. I can best clarify my aims, I think, by first attending briefly to some historical matters. Between 1695 and 1699 Bayle and Leibniz carried on a lively controversy over the latter's metaphysical views, though the debate was limited almost entirely to the notion of pre-established harmony. This controversy is well enough known that we need not stop over its details; in summary, Bayle first admits delight at what appears to be a new metaphysical explanation of the union of mind and body, but then goes on to argue that, after all, Leibniz' system is either no more than a reformulation of occasionalism, or impossible, since it violates clear and accepted metaphysical canons? Bayle did, however, leave in the Dictionaire historique et critique a number of arguments against various metaphysical positions. The point of my paper is to show that certain of these arguments are applicable to Leibniz' system, and that applied to that system they reveal features of it which we might otherwise have overlooked. Bayle adduces arguments which seem with only slight modification to point directly at Leibniz--though without indicating that he has Leibniz in mind. I hope first of all to show what these arguments are and in what sense they refute Leibniz. I have said that Bayle gives no indication that these arguments of his apply to Leibniz; strictly speaking, this is correct. This does not mean, however, that I am understaking an unjustified wild goose chase through the Dictionaire : Bayle himself offers the motivation which has led to this study when he says in "Rorarius" (rem. L) that he has withheld some objections to Leibniz' opinions on the ground that these are no more objections to Leibniz than to certain other philosophers: "Je m'abstiens aussi de toutes les Objections qui ne sont pas plus contraires ~t son sentiment qu'~t celui de quelques autres Philosophes." As an application of his Material Theory of Induction, Norton (2018; manuscript) argues that the correct inductive logic for a fair infinite lottery, and also for evaluating eternal inflation multiverse models, is radically different from standard probability theory. This is due to a requirement of label independence. It follows, Norton argues, that finite additivity fails, and any two sets of outcomes with the same cardinality and co-cardinality have the same chance. This makes the logic useless for evaluating multiverse (...) models based on self-locating chances, so Norton claims that we should despair of such attempts. However, his negative results depend on a certain reification of chance, consisting in the treatment of inductive support as the value of a function, a value not itself affected by relabeling. Here we define a purely comparative infinite lottery logic, where there are no primitive chances but only a relation of ‘at most as likely’ and its derivatives. This logic satisfies both label independence and a comparative version of additivity as well as several other desirable properties, and it draws finer distinctions between events than Norton's. Consequently, it yields better advice about choosing between sets of lottery tickets than Norton's, but it does not appear to be any more helpful for evaluating multiverse models. Hence, the limitations of Norton's logic are not entirely due to the failure of additivity, nor to the fact that all infinite, co-infinite sets of outcomes have the same chance, but to a more fundamental problem: We have no well-motivated way of comparing disjoint countably infinite sets. Jim Weatherall has suggested that Einstein's hole argument, as presented by Earman and Norton, is based on a misleading use of mathematics. I argue on the contrary that Weatherall demands an implausible restriction on how mathematics is used. The hole argument, on the other hand, is in no new danger at all.

Eliot once wrote a doctoral dissertation on F. H. Bradley. This book attempts to use the philosophy to gain insight into the early poetry and criticism, and uses the conjunction of these to interpret Eliot's artistic and intellectual development. The resulting theory is applied in an extended discussion of Burnt Norton. This three-pronged approach to Eliot is fruitful; it would have been better had it not slighted the theological dimension of his poetry.--R. J. W.

In his Autobiography a single paragraph is devoted to his 1938-1939 experience of "the bleak hideousness of Chicago" (II, p. 332). But the invitation promised adequate time for independent research, and Russell, quite characteristically, concluded "my wish is to accept, but not if doing so would be wicked" (letter of 30 Apr. 1937). He has been able to provide a more complete picture of Haldane’s personal life than earlier biographers, such as his difficult schooldays at Eton and the deterioration of his first marriage. He has also highlighted the extent to which Haldane was kept under constant secret surveillance by British intelligence services because of his politics. However, the book is less (...) successful in its account of Haldane’s scientific work including what he contributed to modern evolutionary theory, the Fisher–Haldane relationship, Haldane’s role in the Lysenko controversy, and what he achieved after emigration to India in 1957.
