In 1991, the Belgian government demissioned because of a dispute about armstrade to the Middle East between the french-speaking and the flemish parties of the majority. This was the result oft he agitation of pressure groups since the beginning of the seventies. They belong to the 'New Social Movements', motivated by post-material values. They developped a succesfull strategy to involve the 'old', pilarised pressure groups and the press. It proved that it was possible for non-pilarised pressure groups to influence the (...) parliament and the government. Nevertheless, these pressure groups were only powerfull in Flanders, the northern part of Belgium. This made it possible for the linguistic cleavage to intervene in a decisive way in this political process. It broke up the consensus necessary for the maintaining of the government. The differences in the configuration of the New Social Movements between north and south wilt also be a reason for further steps in the process of federalising the Belgian state. (shrink)

Since the creation of the Belgian state in 1830, the kings, head of state, always tried to expand their political influence. Part of this strategy was the treatment of the ministers as individuals, not as a council. The process of democratisation and the development of political parties pushed back this royal influence. In the meantime, as a result of the fact that coalitions were necessary to establish a government, the Council of Ministers was developping more and more as an institution. (...) That was necessary to gain some governmental stability. Thispermanent Council was not stated in the constitution of 1830. King Leopold III did the same during the thirties as his predecessors and tried to block this evolution. The Second World War established the circumstances to expand his power. The Council ofM inisters choosed for the western democracies. Leopold III did not. Nevertheless the dynasty was not treathened but Leopold, who was not able to adapt, had to forsake the throne. After the war, the Council of Ministers was acknowledged as one of the most important institutions of the Belgian political system. (shrink)

During the eighties the 'peace movement' became an important actor in Belgian politics. It was able to promote aspects of international relations and defense policy as 'political issues'. The influence on public opinion and political parties was considerably higher in Flanders than in the french speaking part of the country.After the annexiation of Kuwait by Iraq in August 1990, the Belgian government reacted more or less as these organisations desired: prudent, promoting UNO-initiatives and diplomatic solutions to the crisis. Therefore, these (...) peace organisationswere attacked or infiltrated by extreme left wing parties, who wanted to support Saddam Hussein who was seen as a symbol of the third world. As a result of these left wing tactics, the peace movement could not act as it did during the eighties : as a broad force with a coherent programme, with organisations belonging to several ideological pillars and with influence on parties which traditionally belong to the government. Belgium is a rare example of a centralist state who federalized itself in a peacefull way by several steps since 1970. This process - still going on - is fundamentally provoked by the development of two subnations within the Belgian body: the flemish and the walloon. Within both of these nationalist movements there was a small elite who saw each other as allies in the struggle for federalization. They took contact during the sixties, a decade of heavy nationalistic agitation.Studying these (...) contacts makes clear that the alliance had no fundaments in the broader base of the movements. But still they are necessary to understand the previous history of the federalization process. (shrink)

The Dominican theologian Durand of Saint-Pourçain (ca. 1275–1334), breaking from the wide consensus, made a two-pronged attack on concurrentism (i.e., the theory according to which God does more than conserving creatures in existence and co-causes all their actions). On the one hand, he shows that the concurrentist position leads to the unacceptable consequence that God is the direct cause of man’s evil actions. On the other hand, he attacks the metaphysical foundations of concurrentism, first in the version offered by Thomas (...) Aquinas and Giles of Rome, and then in a more general way. Against Thomas and Giles, he challenges Neoplatonic assumptions about causality and being. More generally, he establishes that God’s action and a creature’s action can be neither identical nor different, and thus cannot both be direct causes of the same effect. Without claiming that Durand’s series of objections are definitely unanswerable, we may at least observe that they have generally been underestimated (which earned him the lowly role of the mere foil of the concurrentist view in the history of philosophy) and are able to do considerable damage to concurrentism. Moral purism is a commonly held view on moral worthiness and how to identify it in concrete cases. Moral purists long for a moral world in which (business) people—at least sometimes—act morally worthy, but in concrete cases they systematically discount good deeds as grounded in self-interest. Moral purism evokes moral cynicism. Moral cynicism is a problem, both in society at large and the business world. Moral cynicism can be fought by refuting moral purism. This article takes issue with moral purism. (...) The common strategy to tackle moral purism is to reject the exclusion thesis which states that self-interest and the ‘pure’ moral motive (and thus moral worthiness) exclude each other. We develop a different strategy. We argue that moral purists are mistaken in the way they judge moral worthiness in concrete cases. They employ the wrongprocedureand the wrongcriteria.We develop a proper procedure and proper criteria. We build on Kant, who we argue is unfairly regarded as the champion of moral purism. In order to see how Kant can develop a consistent (non-purist) philosophy, the exclusion thesis must be embedded in Kant’s transcendental philosophy. Properly embedded, Kant turns out to be both anti-purist and anti-cynical. (shrink)

Contrary to what many interpretations claim, according to Bayle faith does not completely eliminate reason. It intervenes to reveal factual truths that can only be known through revelation (for example, that God allowed Adam and Eve to sin). To these factual truths can be applied a rational principle (an axiomatic and evident one, according to Bayle, which he calls a "common notion"), namely, that "what God does is well done." God allowed sin, so we must think it was justified, even (...) if we don't understand why. This approach is what I call, cum grano salis, Pierre Bayle's theodicy. (shrink)

The medieval notion of instrumental cause is not limited to what we call today “instruments” or “tools.” It extends way beyond the realm of technology and includes natural entities, for instance, the accidents by which a substance acts on another substance, sensible species in the air acting on a visual faculty, sacraments, bodily organs, and sometimes creatures with respect to God’s action. In all these cases, instrumental causes, like secondary causes in general, are subordinated to a principal cause and contribute (...) to its action and effects. However, the manner in which they do so makes them different from regular secondary causes, and the specifics are not easy to pinpoint. At the occasion of discussions about creation ex nihilo and sacraments, John Duns Scotus challenges Thomas Aquinas’s theory of instrumental causality. Whereas Aquinas does not strongly distinguish between artifacts and natural agents, and postulates a complex superposition of layers of causation, Scotus offers a novel view that clearly separates artificial instrumentality and natural instrumentality, and in both cases explains causation with great economy. Scotus’s in-depth discussion has far-reaching implications. It completely transforms the understanding of instrumental causality in general. (shrink)

I examine Bayle's infamous statement that Christian mysteries are not only "above" human reason, but are "against" it. I put it back in the context of 16th-17th century Reformed thought. I then discuss the relation between reason and faith according to Bayle.

This paper explores the origins of the term "causa sine qua non" used by Durand de Saint-Pourçain to describe the role of material things in knowledge. I show that its technical meaning comes from the Stoics and was transmitted to the Middle Ages by Boethius' commentary on Cicero's Topics. The expression "sine qua non" here does not have the ordinary and restricted meaning of "indispensable", "necessary condition", which can also apply to direct, per se causes of an effect. In the (...) present context, sine qua non causes do not act on the effect in question, either as concomitant, secondary, or instrumental causes, or as remote causes. They act only on that which hinders the actualization of a potentiality, in order to remove that obstacle. For example, the removal of a support that prevented something from falling does not act on that thing, nor does it add anything to its tendency to fall; it simply enables that thing to exercise its own actualization. Similarly, in cognitive processes, external things do not impose anything on the soul, but simply give it the opportunity to actualize its faculties of its own accord. I situate Durand's use of this form of causality in the context of late 13th/early 14th century theories of cognition, among several other attempts to find an alternative theory to the standard Aristotelian model and to maintain the pure activity of the soul with respect to the body. Bringing together two aspects of Thomas Aquinas's thought that have been studied separately: his theory of God's concurrence and his theory of instrumental causality, I show how he uses the latter (which I discuss first) to clarify the Proclusian principle that the first cause has a greater influence on an effect than the proximate causes. Thanks to this theory, Aquinas accounts for the fact that it is God who confers existence to every new being that is produced by natural processes, (...) without however negating the agency of secondary, created causes. In this paper, I examine the problem of Bayle's skepticism. I show that he is not a wholesale skeptic. Rather, he thinks that reason is plagued by internal conflicts. But its principles, which clash with each other, can be adopted separately from each other. It is often what we have to do when dealing with metaphysical problems. This also entails that reason is not to be rejected as a whole when it happens to be contradicted by faith; only some of (...) its principles have to be denied, and solely in that case. Further, Bayle believes that we possess absolute certainly in our knowledge of ethical principles. I show how this is compatible with his relativism in other domains by putting back his contention in the context of Reformed thought. (shrink)

I first explain the scholastic (Scotist) thesis on the independence of essences Bayle alludes to in the passage of the Continuation des Pensée Diverses where he presents the Stratonicians' and the Chinese philosophers' retorsion. Then, I show that this retorsion applies to the argument of the existence of God based on "aseity", but not to the occasionalist argument based on the "quod nescis" principle. I conclude that materialism (the "Stratonician hypothesis") cannot be, for Bayle, a satisfying system.

Il rappelle un certain nombre de ses prises de position historiques sur des questions essentielles, telles que l'action à mener envers les jeunes, les libertés, les minorités ou bien encore l'Union européenne. There seems to be an overall agreement that parents qua parents are, almost by definition, in need of support and hence that there is always a ‘parental deficit’. In order to help parents out many initiatives are taken, predominantly drawing from a technical conception of parenting. This particular conception defines the deficit as a shortage of practical and theoretical knowledge, and conceives of the predicament of parenting or upbringing as something that can be successfully dealt with. Two criticisms are developed (...) in this article. First, this conception of parenting is exposed as a ‘frictionless fiction’ that makes a very strong appeal to many of us, inhabitants of late modern Western societies, perhaps because it promises answers where there are none to be given. Second, a different conception of the parental deficit is developed following Ramaekers and Suissa who spelled out a parental hermeneutical-existential deficit drawing upon Cavell. This specific kind of deficit picks out another kind of support. I develop this alternative by sketching a figure of strong engagement that provides parent support. (shrink)

Contrary to mammalian DNA, which is thought to contain only 5-methylcytosine (m5C), bacterial DNA contains two additional methylated bases, namely N6-methyladenine (m6A), and N4-methylcytosine (m4C). However, if the main function of m5C and m4C in bacteria is protection against restriction enzymes, the roles of m6A are multiple and include, for example, the regulation of virulence and the control of many bacterial DNA functions such as the replication, repair, expression and transposition of DNA. Interestingly, even if adenine methylation is usually considered (...) a bacterial DNA feature, the presence of m6A has been found in protist and plant DNAs. Furthermore, indirect evidence suggests the presence of m6A in mammal DNA, raising the possibility that this base has remained undetected due to the low sensitivity of the analytical methods used. La conception malebranchiste de la liberté est originale. Malebranche ne croit pas en une liberté d’indifférence absolue, c'est-à-dire en une capacité d’opérer un choix indépendamment de toute motivation. Il ne croit pas non plus que nous puissions indifféremment choisir entre deux motivations de force inégale : au moment où on se détermine, le bien le plus grand (du moins selon l’apparence) l’emporte. La liberté réside seulement dans le fait que l’on n’est pas obligé de se déterminer : nous pouvons toujours (...) suspendre notre consentement. Cette conception est exposée à des objections que Pierre Bayle a formulées et qui tentent de la mettre en contradiction avec d’autres thèses de Malebranche : son occasionalisme, sa théorie de la création continuée, l’obscurité de l’âme à elle-même, sa théologie des voies de l’action divine. Nous discuterons ces objections et verrons si Malebranche est en mesure de leur résister. (shrink)

An important step in In Pierre Bayle’s defense of religious tolerance is to refute St Augustine’s claim that heretics who refuse to convert to the true faith do so out of ill will. This claim legitimizes, for Augustine and his followers, the application of temporal sanctions to those heretics, in order to offset their wicked inclination and restore their free will. To counter this view, Bayle uses the theological notions of invincible ignorance and dutiful erroneous conscience, elaborated during the Middle (...) Ages. However, these notions had a very restricted scope, which needed to be extended to so-called heretical beliefs. I show how two early modern scholastics, the Jesuits Gabriel Vázquez and Rodrigo Arriaga, have prepared this evolution and have paved the way for Bayle's denunciation any form of coercion in religious matters. On the question of the intensio/remissio formarum, Giles, while sharing Thomas Aquinas’s view’s main tenets, develops a very different theory - in fact, a theory that is unique, and deeply “aegidian”: the increase or decrease does not take place in the essence of a qualitative form, but only in its esse, in function of the disposition of the subject that receives this form. Giles’s position, however, may be threatened by a risk of infinite regress in the conditions that explain the (...) receptivity of a subject. He successfully addresses this issue, and, within the framework of Aristotelian physics, offers a very original response: qualitative changes in bodies are ultimately based, via condensation and rarefaction, on the spatial positions of their material parts. Due to his innatist theory, James of Viterbo brings original answers to a number of late-thirteenth century questions concerning cognition. While he maintains a certain distinction between the soul and its faculties, and among these faculties, he rejects the Aristotelian distinction between agent and patient intellects. Thanks to its predispositions to knowing, the mind is able to be an agent for itself. Correlatively, James rejects the usual conception of abstraction. Neither does the intellect act on the phantasms, nor the phantasms (...) on the intellect. The intellect simply actualizes a conceptual scheme at the occasion of adequate sensory representations. Since the innate predispositions are the intrinsic principles of cognitive acts, James maintains with Giles of Rome the notion of intelligible species. But he agrees with Godfrey of Fontaines that an act of intellection is nothing else than the fully actualized species itself. He also concedes to Henry of Ghent that the form of an intelligible object need not be ontologically received in the intellect, but can just have an “objective” presence. Finally, thanks again to his theory of predispositions, he has an easy solution to the vexed problems of the knowledge of substance essences and of the self. (shrink)

James of Viterbio is one of the rare medieval authors to sustain a thoroughly innatist philosophy. He borrows from Simplicius the notion of idoneitas (aptitude, predisposition) so as to ground a cognition theory in which external things are not the efficient and formal causes of mental acts. A predisposition has the characteristic of being halfway between potentiality and actuality. Therefore, the subject that has predispositions does not need to be acted upon by another thing to actualize them. External things only (...) “incline” the mind to make use of a stock of cognitive schemes. Consequently, in order to avoid an infinite regress James must adopt innatism. Following the lead of late Neoplatonism, he goes as far as including, not only conceptual schemes, but also perceptual schemes among the inbuilt stock. As a result, James’s theory, while it echoes certain preoccupations and themes that are common in the thirteenth century, proves to be one of a kind. (shrink)

Pour d'autres, elle gardait son prestige antique et pouvait les mener à la perfection et à la félicité. Ces contributions étudient non pas la philosophie du Moyen âge dans son ensemble, ce qui n'est pas possible, mais des personnalités particulières, dont des théologiens.
