Historically Wales has been regarded as a country with relatively low levels of school exclusion, particularly in comparison with England. This has been used as an indicator of Wales’ commitment to the UN Convention on the Rights of the Child, which foregrounds a rights-based agenda that would argue school exclusion is a consequence of broader socio-economic structures than individual actions. However, simple analyses may mask a different picture of school exclusions in Wales. In this article, we study more detailed information (...) on formal school exclusions by looking at ‘instances’ of school exclusion, which considers the frequency and length of formal school exclusions in Wales, and alongside recorded school absence. The article also demonstrates that the pupils ‘at risk’ of formal school exclusion varies by when they experience school exclusion during their educational lifecourse. The article concludes by highlighting that patterns of school exclusion are complex, and that interpretation of these patterns depends on what kind of measure of school exclusion is used. By publishing these results, the article hopes to persuade policymakers and practitioners to re-examine their processes of exclusion to ensure they are commensurate with the law and to prevent unnecessary school exclusions. This paper has arisen from a concern that much recent policy-related research on markets displays misogynistic tendencies. In both the media and academic accounts it would appear as though the blame for social and educational inequalities can now be laid at the door of women - particularly middle-class mothers. Through examining competing perspectives on how we might understand this attribution of blame, this paper argues that their guilt is best explained not through changes in behaviour but through the conjuncture of (...) shifts in education policy and related research. These shifts have turned the attention of research away from the public domain of the state and the organisational and cultural attributes of schools to focus on the private domain of domestic decision-making. But the representations of these public and private domains are underpinned by unexamined gendered and ideological subtexts which have limited our powers of description and explanation. The paper concludes by suggesting strategies through which we might both address the tacit misogyny in research on markets and develop more sophisticated accounts of contemporary changes. (shrink)

Within the field of education management studies, recent reforms promoting devolution and choice are often seen to provide exciting new opportunities. It is claimed that the 'new' education management, with its emphasis on site-based decision-making and consumer accountability, will enable headteachers and principals to 'take control' of their schools and make them more productive environments in which to work and study. However, our review of research findings from five different countries that are putting in place devolution and choice policies suggests (...) that these new opportunities are more illusory than real. Positioned between the competing demands of the state and the market, school managers are becoming increasingly isolated from colleagues and classrooms - leading to a growing divergence between the managers and the managed. The paper considers the implication of recent developments for managers in general and for women managers in particular and concludes by discussing the relationship between the personalisation of responsibility and the legitimation of crises within the state and public education. Contemporary discussions of race and racism devote considerable effort to giving conceptual analyses of these notions. Much of the work is concerned to investigate a priori what we mean by the terms ‘ race ’ and ‘racism’ ; more recent work has started to employ empirical methods to determine the content of our “folk concepts,” or “folk theory” of race and racism. In contrast to both of these projects, I have argued elsewhere that in considering what we mean by these (...) terms we should treat them on the model of kind terms whose reference is fixed by ordinary uses, but whose content is discovered empirically using social theory; I have also argued that it is not only important to determine what we actually mean by these terms, but what we should mean, i.e., what type, if any, we should be tracking. My own discussion of these issues, however, has been confused and confusing. In giving an account of race or gender, is the goal to provide a conceptual analysis? Or to investigate the kinds we are referring to? To draw attention to different kinds? To stipulate new meanings? Jennifer Saul has raised a series of powerful objections to my accounts of gender and race, suggesting that they are neither semantically nor politically useful, regardless of whether we treat them as revisionary proposals, or as elucidations of our concepts. Joshua Glasgow has also offered a critique of my externalist approach to race as an effort to capture “our concept”. I agree with much of what they say, but I also believe that there is something I was trying to capture that. (shrink)

How should we explore the relationship between race and educational opportunity? One approach to the Black-White achievement gap explores how race and class cause disparities in access and opportunity. In this paper, I consider how education contributes to the creation of race. Considering examples of classroom micropolitics, I argue that breakdowns of trust and trustworthiness between teachers and students can cause substantial disadvantages and, in the contemporary United States, this happens along racial lines. Some of the disadvantages are academic: high (...) achievement is more difficult when one faces mistrust, ego depletion, effort pessimism, and insult. And within a knowledge economy, exclusion from knowledge work makes one vulnerable to injustice. But the problem goes deeper than achievement, for schools are contexts in which we develop self-understandings and identities that situate us as members of society. If students of color are systematically denied full participation in trusting conversations that create shared knowledge—especially, knowledge that holds power within the dominant culture—they are unjustly deprived resources to form flourishing selves that are suited to the positions of power and authority. The argument suggests that knowledge is not best understood simply as a commodity to be distributed, and opportunity is not just a matter of access. Moreover, even if access is granted, those who are motivated and talented can fail: they drain their willpower by coping with insults, or reasonably lose optimism about their efficacy. Over time, motivation may shift away from achievement, and under the circumstances this can be a rational response. The barriers to achievement are many, but true opportunity is impossible without trust and trustworthiness. (shrink)

The conversations generated by the chapters in Music's Immanent Future grapple with some of music's paradoxes: that music of the Western art canon is viewed as timeless and universal while other kinds of music are seen as transitory and ephemeral; that in order to make sense of music we need descriptive language; that to open up the new in music we need to revisit the old; that to arrive at a figuration of music itself we need to posit its starting (...) point in noise; that in order to justify our creative compositional works as research, we need to find critical languages and theoretical frameworks with which to discuss them; or that despite being an auditory system, we are compelled to resort to the visual metaphor as a way of thinking about musical sounds. Causal modelling provides a powerful set of tools for identifying causal structure from observed correlations. It is well known that such techniques fail for quantum systems, unless one introduces 'spooky' hidden mechanisms. Whether one can produce a genuinely quantum framework in order to discover causal structure remains an open question. Here we introduce a new framework for quantum causal modelling that allows for the discovery of causal structure. We define quantum analogues for core features of classical causal modelling techniques, including (...) the causal Markov condition and faithfulness. I cannot speak to the many variations and exceptions (...) to many, if not all, of the general statements that I make. Second, inevitably, this account will also be very subjective. It will especially be colored by my visits in recent years to Sri Lanka, Thailand, and Taiwan.the dialogue on religious thoughtLooking back over the history of the Buddhist-Christian dialogue, one notices a pattern that is regularly remarked upon: Christians show a lot more interest in dialogue with Buddhists than Buddhists show in dialogue with Christians. This is especially the case with respect to dialogue regarding each other’s religious thought.1 Sometimes Christians observe this fact with dismay, or with the implication that there is something wrong with the Buddhist side because of this lack of interest. There is a sense among some Christians that Buddhists should be more interested in learning from Christianity on the level of religious thought. I would like to address this idea that Buddhists should be more interested in learning from Christianity on the level of religious thought.First, several people have noted that the place and function of religious thought in Buddhism are rather different than their place and function in Christianity. For example, as Rita Gross has pointed out, some forms of Buddhist meditation have no reference to Buddhist thought at all—especially some Theravada practices such as mindfulness and choiceless awareness—whereas neither she (at least, at that time) nor I can think of any Christian meditation that doesn’t reference God or Jesus.2Again, Rita Gross has stated that for Christians to take at least some Buddhist thoughts and practices seriously, they needn’t give up necessarily any of their own fundamental doctrinal commitments, whereas the reverse is not the case.3 That is, a [End Page 7] Buddhist who wanted to take Christian thought seriously would almost immediately come face-to-face with Christianity’s theism. They likely would be unable to proceed, since accepting theism would require them to forego the whole edifice of Buddhist thought.Here I must demur. It is true that Christianity’s theism and Buddhism’s nontheism give fundamentally different foundations to their respective worldviews. But surely there are some elements of Christian thought and practice that Buddhists could absorb from Christianity without a fundamental reorientation. Some examples of ideas in Christianity that seem unthreatening to the foundations of Buddhism, yet potentially growth-inspiring for Buddhism in dialogue, come readily to mind. For example, as the relative place of laypeople shifts within modernizing Buddhism, a great deal might be learned from Christian thought on church and community. Again, Christian thought that contemplates realization of the Kingdom of God here and now might be of interest to those Taiwanese Buddhists who speak of a “Pure Land on Earth.” Even in the (semi-)ontological area, Christian thought on Spirit or pneuma might make for a potentially enriching dialogical partner for Buddhists, with their ideas on Buddha nature, Tathagatagarbha and Dharmakaya. The two sets of thinking on Natural Law could be a place of mutual learning. And many of the parables of Jesus have the power to cause people to see things in a new way, regardless of world-view. There is much that Buddhists could absorb from Christians while maintaining their basic worldview. Yet it remains true that it is hard to see much evidence of Buddhists absorbing anything substantial from Christian religious thought.I think that at this point in the Buddhist-Christian dialogue, we can say that the Buddhists have voted with their feet. Buddhist dialoguers are not ignorant of Christian religious thought. Quality of nursing cannot be assessed in terms of performance referenced criteria, but only in terms of the personal qualities displayed in the performance. The key to improvement in practice may be the improvement of emotional and motivational tendencies. In essence, professional development implies personal development. Harré makes a distinction between ‘powers to do’ and ‘powers to be’ (a state of being). The former are the capacities that individuals acquire to perform their tasks and roles. Professional development therefore involves, first, (...) the acquisition of the capacities necessary for the successful completion of a set of professional tasks (the powers to do). Secondly, it involves the acquisition of the appropriate emotions and motivations, and the theories about human nature and the conduct that underpins them (the powers to be). Therefore, these capacities cannot be derived from an analysis of tasks, since what are defined as tasks in the first place are determined by the exercise of such powers. The acquisition of attitudes constitutes a source of competent practice. Harré’s model of ‘personal identity’ provides a conceptual framework for thinking about the process of the acquisition of nursing competence and its relationship to differing views of nursing. This paper discusses the emergence of science education in the seventeenth century with the influences of Joseph Priestley on the Dissenting Academies. Primarily, this paper analyses Priestley’s ideas from some of his letters to scientists during his time and his ideas from his books Miscellaneous Observations Relating to Education and the Essay on a Course of Liberal Education for Civil and Active Life. As an expository essay, analysis shows that the inclusion of experimental science education dates back from the Dissenting (...) Academies when they explicitly aligned science education for practical life. With Priestley’s advocacy on experimental learning in science, his idea of hands-on science education encouraged other dissenters to seek and understand the changing natural world. His advocacy states that knowledge and understanding of the natural world builds the foundation for rationally evaluating the developments derived from permissible scientific theories. Not setting aside religious studies, Priestley promoted a radical education which ended the restrictions to the privileged and powerful few so that it opened up the access of learning for everyone whose capacity may range from scientific, religious, political, or educational propensities. Simone de Beauvoir's Les Mandarins is a moving chronicle of post‐World War II France. It explores the role of the intellectual in movements for social change and questions the power of literature. Les Mandarins is also a vivid example of Beauvoir's conception of the metaphysical novel, evoking the ambiguity of existence and communicating lived experience with the reader. This chapter offers an interpretation of Les Mandarins in light of Beauvoir's thoughts on the metaphysical novel.

Although the empirical studies of Terror Management Theory lend support to Ernest Becker's anthropology, they hardly provide a vision with the power to inspire late twentieth century humanity. Becker's own dark view of what it means to be human is, at least in part, to blame. On the basis of an exploration of the positive implications of the religious symbol of creatureliness, an alternative social theory, that of ecologico‐social democracy, is proposed as a vision that requires and may even inspire (...) heroism. Scientific networks are often credited with bringing about institutional change and professional advancement, but less attention has been paid to their instability and occasional failures. In the 1970s optimism among academic women was high as changing US policies on sex discrimination in the workplace, including higher education, seemed to promise equity. Encouraged by colleagues, Shyamala Rajender charged the University of Minnesota with sex discrimination when it failed to consider her for a tenure-track position. The widely cited case of this chemist (...) was not, however, settled easily and involved nearly a decade of university grievance procedures and litigation that grew to a class action lawsuit. As the case gained national attention and internal resistance stiffened, the clusters of women who had been encouraging flickered, faded and sometimes regrouped. A negotiated settlement (consent decree) ended Rajender’s case, and it opened the door for hundreds of others to present their grievances regarding gender discrimination. Networks and support groups proved important but also unstable for individuals who sought equity before and during the implementation of the decree. The Rajender case thus exposes the painful, balky and inevitably contentious process of fighting discrimination. It also demonstrates the power and limits of institutions and litigation, as well as the possibilities and disappointments of informal and formal women’s networks. (shrink)

We recognize a paradox of power and promise in the context of legislative and organizational changes in nurse regulation which poses constraints on nursing's capacity to bring voice and influence to pressing matters of healthcare and public policy. The profession is at an important crossroads wherein leaders must be well informed in political, economic and legislative trends to harness the profession's power while also navigating forces that may put at risk its central mission to serve society. We present a critical (...) policy analysis of the impact of recent regulatory trends on what the International Council of Nurses considers nursing's three ‘pillars’ – the profession of nursing, socioeconomic welfare of nurses and nurse regulation. Themes surfacing from this analysis include regulatory discontinuity, a tightening of regulatory control, and an increasingly managerial governance culture. These themes illuminate insights and strategies required to renew and revitalize the social mandate of our profession amidst a climate of urgency in the questioning of nurse scholars with respect to the future of the profession. At this historic juncture, nurses must clearly understand the implications of legislative and organizational regulatory changes to ensure the profession contributes to full capacity in achieving health and health equity globally. ‘Gender’, understood as the social construction of sex, is a key concept for feminists working at the interface of theory and policy. This article examines challenges to the concept which emerged from different groups at the UN Fourth World Conference on Women in Beijing, September 1995, an important arena for struggles over feminist public policies. The first half of the article explores contradictory uses of the concept in the field of gender and development. Viewpoints from some southern activist women at (...) the NGO Forum of the Beijing Conference are presented, Some of them argued that the way ‘gender’ has been deployed in development institutions has led to a depoliticization of the term, where feminist policy ambitions are sacrificed to the imperative of ease of institutionalization. ‘Gender’ becomes a synonym for ‘women’, rather than a form of shorthand for gender difference and conflict and the project of transformation in gender relations. ‘Gender sensitivity’ can be interpreted by non-feminists as encouragement to use gender-disaggregated statistics for development planning, but without consideration of relational aspects of gender, of power and ideology, and of how patterns of subordination are reproduced. A completely different attack on ‘gender’ came from right-wing groups and was battled out over the text of the Platform for Action agreed at the official conference. Six months prior to the conference, conservative groups had tried to bracket for possible removal the term ‘gender’ in this document, out of opposition to the notion of socially constructed, and hence mutable, gender identity. Conservative views on gender as the ‘deconstruction of woman’ are discussed here. The article points out certain contradictions and inconsistencies in feminist thinking on gender which are raised by the conservative backlash attack on feminism and the term ‘gender’. (shrink)

In his phenomenology as a work of imagination, imagination even acquires for Husserl primacy over perception. But in his phenomenology of imagination as its subject matter, Husserl seems to repeat the old distinction between original and image in his differentiation between perception as the reaIization of full bodily presence and imagination as referring to inferior modes of presence. -/- The (...) author criticaIly analyses Husserl's distinction (within imagination) between phantasy and image-consciousness. The fact that Husserl describes the image-object in image-consciousness as a "mere image" which appears only as "a nothing" on the scene of actual presence, and the fact that Husserl distinguishes phantasy from image-consciousness by its lacking any representational consciousness, leads one to suspect greatly that Husserl reverts to a contentbased approach which was to have been excluded by his theory of intentionaIity. -/- In the last section the author outlines a reorientation according to which imagination is thought of not in reference to presence (as has been done in the history of metaphysics), but in reference to an appearing, an imaging, a showing, that would never be a matter simply of presence, but rather of spacings that would fracture presence.
