In this brief but powerful book, acclaimed political philosopher C.B. Macpherson sets out in bold relief the essence of liberal democracy, both as it is currently conceived and as it might be reimagined. The Wynford edition includes a new Introduction by Frank Cunningham.

I want to discuss philosophically, to glance at the logic of, the parts of this expression “the justification of punishment” and then to draw from this discussion one or two morals for discussions of the justification of punishment. This paper is based on one originally given to the Scots Philosophy Club at its Aberdeen meeting in 1953, as the third part of a symposium on The Justification of Punishment.

Locke's contribution to the discussion was fourfold: First , he saw the importance of the problem; Second , he realized that the puzzle cases, the “strange suppositions,” were relevant; Third , he maintained “same” had a different meaning when applied to “person” from its meaning in other contexts; and, Fourth , he offered his much criticized solution of the problem.

In this paper I shall do three things. Firstly , I shall distinguish between three senses of “imagine”: one in which the word is used to report the occurrence of mental imagery; a second in which “imagined” is used as substantially equivalent to “thought”; and a third in which “imagine” is used as substantially equivalent to “suppose.” Secondly , I shall discuss Hume's thesis about imagination: both because, although this is set out as a plausible generalization about psychology, it nevertheless (...) seems to me that Hume dealt with a central philosophical problem concerning imagination—the relation of descriptions to imagery—in a way that is suggestive and fruitful; and—the main reason for mentioning Hume—because a study of the relation between imagining and imagining will help us to reinterpret his thesis from a mistaken one about psychology into a correct one about logic and language. Thirdly , I shall give thecentral arguments and the conclusion of the chapter on Imagination in The Concept of Mind , and comment on them. (shrink)

In the winter of 1969 the Harvard Educational Review published a long article by Professor Arthur Jensen of the University of California at Berkeley. In this article Jensen reviewed the psychological evidence bearing upon the question ‘How Much Can We Boost IQ and Scholastic Achievement?’ The original publication occasioned an enormous coast to coast brouhaha of protest and denunciation; including tyre-slashing, slogan-painting, telephoned abuse and threats, and strident demands to ‘Fire’ or even to ‘Kill Jensen’. The author has now republished (...) this offending article, along with several shorter contributions in the same area, under the title Genetics and Education. He has also supplied, in addition to a full collection of References for the papers included, a Bibliography of the controversy, two Indices, and a 67 page Preface. (shrink)

In Chapter VI of his powerful study God and Other Minds Dr Alvin Plantinga deploys what—following a suggestion of mine—he calls ‘The Free Will Defence’. He presents his case there as a reaction to two earlier attempts to overcome that defence. I propose to take this chapter in Plantinga as my starting point here; and, as far as can be, to ignore, though not by that token to repudiate, those by now rather ancient earlier essays.

This approach brings out, as Hume himself quite explicitly wished to do, the important bearing of his more technical philosophy on matters of (...) religion and of world-outlook generally: "Be a philosopher; but amidst all your philosophy, be still a man.". The general moral decline widely perceived to be in process in both the UK and the USA is no doubt the effect of many causes. The present paper attends to only one, the de-moralization more or less unintentionally encouraged by the working of the machinery of the welfare state, and then further encouraged by a deliberate and systematic de-moralization of that machinery. It attempts to undermine a main assumption supporting that de-moralization, and thus contribute to the campaign for re-moralization waged (...) in recent years by, among others, the Social Affairs Unit in London and like-minded think-tanks in the USA. One of the greatest of Hume's philosophical achievements, which becomes in its turn an assumption presupposed by some of the others, is perhaps best stated at the end of the First Enquiry : ‘If we reason a priori , anything may appear able to produce anything. The falling of a pebble may, for aught we know, extinguish the sun; or the wish of a man control the planets in their orbits. It is only experience, which teaches us the nature and (...) bounds of cause and effect, and enables us to infer the existence of one object from that of another’ 164). (shrink)

ABSTRACT Occasioned by but not pretending to constitute a critique of Julian Le Grand's ‘Equity as an Economic Objective‘, published in the first issue of the Journal of Applied Philosophy, this paper argues that the concept of justice must be distinguished from conceptions thereof. Once this is done it emerges that many of what are both offered and accepted as conceptions of justice really are not. By proceeding next both to enquire what are the incentives to such misrepresentations and to (...) reveal some of their unrecognized costs, this is shown to be by no means a merely trifling and purely verbal matter. In particular, by misrepresenting the imposition of their peculiar and characteristic ideal of equality of outcome as the enforcement of the mandate of justice, Procrusteans unwittingly imply that they are themselves involved in appallingly shabby and discreditable practices. 1. Nowadays, I am told, many popular novels have anti-heroes not heroes. So perhaps it accords with the spirit of the times for my sermon to have not a text but an anti-text. This is taken from the first chapter of Our Knowledge of the External World by Bertrand Russell. It reads: ‘All the questions which have what is called a human interest—such, for example, as the question of a future life—belong, at least in theory, to special sciences and are (...) capable, at least in theory, of being decided by empirical evidence … a genuinely scientific philosophy cannot hope to appeal to any except those who have the wish to understand, to escape from intellectual bewilderment … it does not offer, or attempt to offer, a solution to the problem of human destiny, or of the destiny of the Universe’. The present paper is an attempt to show that Kolakowski's contention is fundamentally correct. But Part I begins by distinguishing, as here he does not, two very different senses of ‘freedom’. In one freedom is a possible but not a necessary condition and objective of human activity: it is a condition which may or may not obtain on particular occasions; and an objective which particular people may or may not choose to pursue. In the other freedom is indeed inescapably ‘rooted (...) in the very quality of being human’. So the remainder of Part I is devoted to the elucidation of this second sense, and to showing that any study of human behaviour which is to deserve the diploma description ‘science’ must start by recognizing rather than denying this definitive fact of our nature. It is argued that no one would be able even to understand such a denial unless they were equipped with premises sufficient for a demonstration of its falsity. Part II goes on to make an example of a widely read work by a leading behavioural scientist. The author starts by insisting, contrary to the contentions of Part I, that any true science of human psychology must presuppose the truth of that denial. He then proceeds to make it clear that, in consequence, he himself places no value upon freedom in the first sense. (shrink)

Taken at face value the introduction in 2021 of Australia’s News Media and Digital Platforms Mandatory Bargaining Code (“the Code”) may appear “world leading,” innovative, and, in general, a productive and strategic intervention to reverse the decline of public interest journalism. It is claimed that in the Australian news industry context, an annual transfer of around $200 million between two platform companies – Google and Meta – and news businesses has now been put in place (Sims, 2022). All major news (...) media companies in Australia, if not smaller more independent ones, have greatly benefitted from the new Code, and anecdotally it appears that the funding has resulted in the creation of significant numbers of new journalists being hired. Yet the exact investment destination and ultimate beneficiaries of the funding are not known beyond the corporate walls of the recipients. The article points to the transparency and sustainability problems inherent to the new Code, arguing that an alternative approach to funding public interest journalism might be a levy funded by the platforms. AFTER DISTINGUISHING PARAPSYCHOLOGY FAVORABLY FROM VARIOUS PRESENTLY POPULAR YET WHOLLY DISREPUTABLE EXERCISES IN FRAUD AND SELF-DECEPTION, THIS PAPER CONSIDERS THREE ASPECTS IN WHICH IT DIFFERS FROM ALL ESTABLISHED HIGH-STATUS SCIENCES. FIRST, THE FIELD HAS TO BE DEFINED NEGATIVELY. SECOND, THERE IS AFTER OVER A CENTURY OF INVESTIGATION STILL NO REPEATABLE DEMONSTRATION OF THE GENUINENESS OF ANY PSI-PHENOMEN. THIRD, WE HAVE NO EVEN HALFWAY PLAUSIBLE THEORY WITH WHICH TO ACCOUNT FOR THE MATERIALS WHICH PARAPSYCHOLOGY IS SUPPOSED TO HAVE TO EXPLAIN. THE (...) CONCLUSION IS THAT PARAPSYCHOLOGY HAS NOT YET GRADUATED AS A SCIENCE, AND LIKELY NEVER WILL. (shrink)

This article takes as its starting point the observation that neoliberalism is a concept that is ‘oft-invoked but ill-defined’. It provides a taxonomy of uses of the term neoliberalism to include: an all-purpose denunciatory category; ‘the way things are’; an institutional framework characterizing particular forms of national capitalism, most notably the Anglo-American ones; a dominant ideology of global capitalism; a form of governmentality and hegemony; and a variant within the broad framework of liberalism as both theory and policy discourse. It (...) is argued that this sprawling set of definitions are not mutually compatible, and that uses of the term need to be dramatically narrowed from its current association with anything and everything that a particular author may find objectionable. In particular, it is argued that the uses of the term by Michel Foucault in his 1978–9 lectures, found in The Birth of Biopolitics, are not particularly compatible with its more recent status as a variant of dominant ideology or hegemony theories. It instead proposes understanding neoliberalism in terms of historical institutionalism, with Foucault’s account of historical change complementing Max Weber’s work identifying the distinctive economic sociology of national capitalisms. But the punishments for the various sorts of insolence in speech or action with regard to the gods, which a man can show in word or deed, (...) have to be proclaimed after we have provided an exordium. Let this be it: ‘No one believing, as the laws prescribe, in the existence of the gods has ever yet performed an impious action willingly, or uttered a lawless word. Anyone acting in such a way is in one of three conditions: either, first, he does not believe the proposition aforesaid; or, second, he believes that though the gods exist they have no concern about men; or, third, he believes that they can easily be won over by the bribery of prayer and sacrifice”. However, the rumour in some circles is that Flew - long-time advocate of atheistic humanism - has become a theist. Judge for yourself.

Many contemporary philosophers assume that, before one can discuss prayer, the question of whether there is a God or not must be settled. In this title, first published in 1965, D. Z. Phillips argues that to understand prayer is to understand what is meant by the reality of God. Neo-liberalism has become one of the boom concepts of our time. From its original reference point as a descriptor of the economics of the ‘Chicago School’ or authors such as Friedrich von Hayek, neo-liberalism has become an all-purpose concept, explanatory device and basis for social critique. This presentation evaluates Michel Foucault’s 1978–79 lectures, published as The Birth of Biopolitics, to consider how he used the term neo-liberalism, and how this equates with its current uses in critical social and cultural theory. (...) It will be argued that Foucault did not understand neo-liberalism as a dominant ideology in these lectures, but rather as marking a point of inflection in the historical evolution of liberal political philosophies of government. It will also be argued that his interpretation of neo-liberalism was more nuanced and more comparative than more recent contributions. The article points towards an attempt to theorize comparative historical models of liberal capitalism. (shrink)
