Few thinkers have left such an influence across such a diverse range of studies as Michel Foucault has. This book pays homage to that diversity by presenting a multidisciplinary series of analyses dedicated to the question of power today.

Investigating the theoretical and empirical relationships between transparency and trust in the context of surveillance, this volume argues that neither transparency nor trust provides a simple and self-evident path for mitigating the negative political and social consequences of state surveillance practices. Dominant in both the scholarly literature and public debate is the conviction that transparency can promote better-informed decisions, greater oversight, and restore trust damaged by the secrecy of surveillance. The contributions to this volume challenge this conventional wisdom by considering (...) how relations of trust and policies of transparency are modulated by underlying power asymmetries, socio-historical legacies, economic structures, and institutional constraints. They study trust and transparency as embedded in specific socio-political contexts to show how, under certain conditions, transparency can become a tool of social control that erodes trust, while mistrust-rather than trust-can sometimes offer the most promising approach to safeguarding rights and freedom in an age of surveillance. Cases of past absence involve agents noticing in retrospect that an object or property was absent, such as when one notices later that a colleague was not at a talk. In Sanskrit philosophy, such cases are introduced by Kumārila as counterexamples to the claim that knowledge of absence is perceptual, but further take on a life of their own as a topic of inquiry among Kumārila’s commentators and their Nyāya interlocutors. In this essay, I examine the Nyāya philosopher Gaṅgeśa’s epistemology (...) of past absence, according to which agents learn that a recollectable object or property was absent by inferring its past absence from failing to recall that object or property. Gaṅgeśa’s account is best appreciated against the backdrop of earlier theories and their shortcomings, and I begin by presenting historical views leading up to his. I identify two groups of views about the epistemology of past absence: recollection views, according to which cases of past absence involve agents recalling negative information; and recollection failure views, according to which cases of past absence involve agents failing to recall positive information. I reconstruct two early recollection views: a Bhāṭṭa view belonging to Uṃveka, and a competing Nyāya view belonging to Jayanta and Bhāsarvajña. I then examine Śālikanātha and Sucarita’s critiques of recollection views, following which I reconstruct a Bhāṭṭa recollection failure view belonging to Pārthasārathi. I then examine Gaṅgeśa’s critiques of Pārthasārathi’s account and the recollection failure view he constructs out of its shortcomings. (shrink)

In this paper, I take a critical look at Sartorio’s book Causation and Free Will (2016). Sartorio offers a rich defence of an actual-sequence view of freedom, which pays close attention to issues in the philosophy of causation and how they relate to freedom. I argue that although this focus on causation is illuminating, Sartorio’s project nevertheless runs into some serious difficulties. Perhaps most worrying amongst them is whether the agent-based reason-sensitivity account, offered by Sartorio, is consistent with Frankfurt-style cases (...) – the very cases which are provided as the sole reason to endorse an actual-sequence view of freedom. I suggest that given that powers and causation are so intimately bound together, the debate is skewed somewhat by thinking of these as rivals. (shrink)

Lorsque l’éthique est abordée dans le milieu de la santé, plusieurs questions relatives à l’autonomie du malade sont posées. Dans cet article, nous présentons les relations pouvant exister entre trois concepts différents : les soins palliatifs, le respect de l’autonomie et la dignité du malade. Ensuite, il sera question de la particularité des soins palliatifs chez les aînés ainsi que des acteurs pouvant prendre part au processus décisionnel concernant les choix de traitement. Le principe d’autonomie dans cette situation de soin (...) amène à se questionner sur le rôle de chacune des personnes accompagnant le malade dans ses choix. Enfin, nous terminerons en proposant quelques pistes de réflexions concernant l’exercice de l’autonomie décisionnelle dans le contexte spécifique de la pratique en soins palliatifs auprès d’une population âgée. During much of U.S. history, Black women had higher employment rates than white women. But by the late twentieth century, women in more privileged racial/ethnic, national origin, and education groups were more likely to work for pay. The authors compare the employment of white women to Blacks and three groups of Latinas—Mexicans, Cubans, and Puerto Ricans—and explain racial/ethnic group differences. White women work for pay more weeks per year than Latinas or Black women, although the gaps are small for all (...) groups but Mexicans. In all groups, education encourages and children reduce employment. Having a husband does not reduce employment, and husbands’ earnings have little effect. The higher fertility of Mexicans and the large number of recent immigrants among Mexican women reduce their employment relative to that of white women. The higher education of white women explains large shares of the employment gap with each group of women of color because, in today’s labor market, education strongly predicts employment. (shrink)

Later Nyāya philosophers maintain that absences are real particulars, irreducible to any positives, that we perceive. The fourteenth-century Nyāya philosopher Gaṅgeśa argues for a condition on absence perception according to which we always perceive an absence as an absence of its counterpositive, or its corresponding absent object or property. Call this condition the ‘counterpositive condition’. Gaṅgeśa shows that the counterpositive condition is both supported by a plausible thesis about the epistemology of relational properties and motivates the defence of absence as (...) irreducible. But against Gaṅgeśa, the sixteenth-century Nyāya philosopher Raghunātha and his seventeenth-century commentators Bhavānanda, Jagadīśa, and Gadādhara identify cases in which the counterpositive condition fails. In this article, I examine the Nyāya-internal debate over this condition. I conclude that Raghunātha makes a compelling case that the counterpositive condition fails. (shrink)

We can prevent something bad from happening or we can produce something good, even if none of us could do it by herself. But when are we morally required to do something of moral importance together with others? This book develops an original theory of collective moral obligations. These are obligations that individual moral (...) agents hold jointly, but not as unified collective agents. To think of some of our obligations as joint or collective is the best way of making sense of our intuitions regarding collective moral action problems. Where we have reason to believe that our efforts are most efficient as part of a collective endeavor we may incur collective obligations together with others who are similarly placed as long as we are able to establish compossible individual contributory strategies towards that goal. The book concludes with a discussion of “massively shared obligations” to large-scale moral problems such as global poverty. (shrink)

Together we can achieve things that we could never do on our own. In fact, there are sheer endless opportunities for producing morally desirable outcomes together with others. Unsurprisingly, scholars have been finding the idea of collective moral obligations intriguing. Yet, there is little agreement among scholars on the nature of such obligations and on the extent to which their existence might force us to adjust existing theories of moral obligation. What interests me in this paper is the perspective of (...) the moral deliberating agent who faces a collective action problem, i.e. the type of reasoning she employs when deciding how to act. I hope to show that agents have collective obligations precisely when they are required to employ ‘we-reasoning’, a type of reasoning that differs from I-mode, best response reasoning, as I shall explain below. More precisely, two (or more) individual agents have a collective moral obligation to do x if x is an option for action that is only collectively available (more on that later) and each has sufficient reason to rank x highest out of the options available to them. Moral duties concerning climate change mitigation are – for good reasons – conventionally construed as duties of institutional agents, usually states. Yet, in both scholarly debate and political discourse, it has occasionally been argued that the moral duties lie not only with states and institutional agents, but also with individual citizens. This argument has been made with regard to mitigation efforts, especially those reducing greenhouse gases. This paper focuses on the question of whether individuals in industrialized countries have duties to (...) reduce their individual carbon footprint. To this end it will examine three kinds of arguments that have been brought forward against individuals having such duties: the view that individual emissions cause no harm; the view that individual mitigation efforts would have no morally significant effect; and the view that lifestyle changes would be overly-demanding. The paper shows how all three arguments fail to convince. While collective endeavours may be most efficient and effective in bringing about significant changes, there are still good reasons to contribute individually to reducing emission. After all, for most people the choice is between reducing one’s individual emissions and not doing anything. The author hopes this paper shows that one should not opt for the latter. (shrink)

This is a brief philosophical introduction to, and an annotated translation of, the section on absence from Śālikanātha’s Pramāṇapārāyaṇa (Study of the Instruments of Knowledge), a foundational work of Prābhākara epistemology. In this section, which focuses on the epistemology of absence, Śālikanātha argues against the Bhāṭṭa view that there is a sui generis instrument of knowledge (pramāṇa) by which we learn of absence (abhāva). He does so by arguing for a subjective reductionist thesis about absence, according to which the absence (...) of a perceivable (dṛśya) object at a locus is identical with a positive state of awareness (buddhi) whose content includes the locus but not the perceivable object. If correct, Śālikanātha argues, we should therefore learn of absence in the same ways we acquire self-knowledge more generally. While developing his reductionism about absence, Śālikanātha responds to a range of concerns, including the objection that his view cannot explain causation by absence. (shrink)

What kind of thing is a reason for action? Are reasons for action subjective states of the agent, such as desires and/or beliefs? Or are they, rather, objective features of situations that favor certain actions? The suggestion offered in this article is that neither strategy satisfies. What is needed is a third category for classifying reasons which makes them out to be neither purely subjective nor purely objective. In brief: a reason for action is a feature of the situation that (...) matters to the agent. On this proposal, subjective states of the agent are indeed indispensable in characterizing reasons for action. Precisely which set of situational features matter to an agent—precisely what shape the agent experiences the situation as having—depends on the agent's psychological makeup. Those features themselves are not psychological states, however, and it is precisely those features that constitute the agent's reasons for action. (shrink)

Anne Margaret Baxley offers a systematic interpretation of Kant's theory of virtue, whose most distinctive features have not been properly understood. She explores the rich moral psychology in Kant's later and less widely read works on ethics, and argues that the key to understanding his account of virtue is the concept of autocracy, a form of moral self-government in which reason rules over sensibility. Although certain aspects of Kant's theory bear comparison to more familiar Aristotelian claims about virtue, Baxley (...) contends that its most important aspects combine to produce something different - a distinctively modern, egalitarian conception of virtue which is an important and overlooked alternative to the more traditional Greek views which have dominated contemporary virtue ethics. Humans are prone to producing morally suboptimal and even disastrous outcomes out of ignorance. Ignorance is generally thought to excuse agents from wrongdoing, but little attention has been paid to group-based ignorance as the reason for some of our collective failings. I distinguish between different types of first-order and higher order group-based ignorance and examine how these can variously lead to problematic inaction. I will make two suggestions regarding our epistemic obligations vis-a-vis collective (in)action problems: (1) that our epistemic obligations (...) concern not just our own knowledge and beliefs but those of others, too and (2) that our epistemic obligations can be held collectively where the epistemic tasks cannot be performed by individuals acting in isolation, for example, when we are required to produce joint epistemic goods. The essence of religion was once widely thought to be a unique form of experience that could not be explained in neurological, psychological, or sociological terms. In recent decades scholars have questioned the privileging of the idea of religious experience in the study of religion, an approach that effectively isolated the study of religion from the social and natural sciences. Religious Experience Reconsidered lays out a framework for research into religious phenomena that reclaims experience as a central concept while bridging (...) the divide between religious studies and the sciences. Ann Taves shifts the focus from "religious experience," conceived as a fixed and stable thing, to an examination of the processes by which people attribute meaning to their experiences. She proposes a new approach that unites the study of religion with fields as diverse as neuroscience, anthropology, sociology, and psychology to better understand how these processes are incorporated into the broader cultural formations we think of as religious or spiritual. Taves addresses a series of key questions: how can we set up studies without obscuring contestations over meaning and value? What is the relationship between experience and consciousness? How can research into consciousness help us access and interpret the experiences of others? Why do people individually or collectively explain their experiences in religious terms? How can we set up studies that allow us to compare experiences across times and cultures? Religious Experience Reconsidered demonstrates how methods from the sciences can be combined with those from the humanities to advance a naturalistic understanding of the experiences that people deem religious. The shift in Foucault’s work from genealogy to ethics finds consensus among Foucault scholars. However, the motivations behind this transition remain either misunderstood or understudied in large part. Foucault’s recently published or soon-to-be translated 1977/—9 lectures (published as Security, Territory, Population and as The Birth of Biopolitics) offer new elements for understanding this dense and uncharted period along Foucault’s itinerary. In this article, the author argues that Foucault’s interpretation of the liberal tradition, which is at the core of the 1977—9 (...) lectures, must be examined in combination with Foucault’s other major interests in the late 1970s, namely the Iranian Revolution and Kant. The discovery of spirituality (Iran), the valorization of an autonomous subject (Kant) and the call for a tolerant environment towards minority practices (liberalism) pave the way for the later Foucault’s ethics, which are grounded in spiritual exercises and means of liberating the subject. Michel Foucault’s _History of Sexuality_ has been one of the most influential books of the last two decades. It has had an enormous impact on cultural studies and work across many disciplines on gender, sexuality, and the body. Bringing a new set of questions to this key work, Ann Laura Stoler examines volume one of _History of Sexuality_ in an unexplored light. She asks why there has been such a muted engagement with this work among students of colonialism for whom (...) issues of sexuality and power are so essential. Why is the colonial context absent from Foucault’s history of a European sexual discourse that for him defined the bourgeois self? In _Race and the Education of Desire, _Stoler challenges Foucault’s tunnel vision of the West and his marginalization of empire. She also argues that this first volume of _History of Sexuality_ contains a suggestive if not studied treatment of race. Drawing on Foucault’s little-known 1976 College de France lectures, Stoler addresses his treatment of the relationship between biopower, bourgeois sexuality, and what he identified as “racisms of the state.” In this critical and historically grounded analysis based on cultural theory and her own extensive research in Dutch and French colonial archives, Stoler suggests how Foucault’s insights have in the past constrained—and in the future may help shape—the ways we trace the genealogies of race. _Race and the Education of Desire_ will revise current notions of the connections between European and colonial historiography and between the European bourgeois order and the colonial treatment of sexuality. Arguing that a history of European nineteenth-century sexuality must also be a history of race, it will change the way we think about Foucault. (shrink)
