A survey is presented showing an above-average performance by candidates of several Central/Eastern European countries in the world-wide competition for the Alexander von Humboldt fellowships in the period before 1989, in spite of various administrative obstacles imposed by their countries. The success rate can be linked to the traditionally relatively high level of educational standards there. The administrative obstacles are illustrated by taking the former Czechoslovakia as an example, and also by way of a personal case study.

There is a common tradition in European education going back to the Middle Ages which long played a part in providing the curriculum of schools which catered both for the wealthy and for able sons of less well-to-do families. Originally published in 1974, this volume examines the relationship between education and society in the different countries of Europe from which differences in tradition and practice emerge. The countries discussed include: France, Germany, the former Soviet Union, Poland and Sweden.

The article is about the memory of the Kresy Wschodnie (Eastern Borderlands) in post-war Poland. As a result of the settlements of the peace conference in Yalta, Poland lost half its territory in the east. Censorship in PRL prohibited the talk about the history of eastern Polish provinces. Kresowianie couldn’t speak loudly where they came from, in the place of birth, communist wrote them to the USSR. Kresy Wschodnie were considered the cradle of patriotism and traditional values – (...) traits associated with resistance to communist rule. Kresowianie banished from the land inhabited for hundreds of years, they had to find a new reality. The article presents the issue of the memory of the Kresy through the prism of Lviv. Lviv was a particularly important town in the Eastern Borderlands. The city was a very important scientific, cultural and economic center. The city has evolved a unique atmosphere and a specific urban culture. The memory of Lviv in the PRL, was carried by his former inhabitants. (shrink)

The “Assyrian Century,” the period of Assyrian rule in the Levant, is usually regarded as an era of prosperity and economic progress. As far as the southern Levant is concerned, this reconstruction more or less reflects the reality on the southern edge of the region—in the areas of Philistia, Judah, and Edom. But what was the situation in the northern part of the country, in the territories of the former kingdom of Israel and adjacent territories, regions that (...) had become Assyrian provinces? It is the aim of this paper to scrutinize the archaeological data from these regions in order to shed light on the settlement and demographic reality in those provinces, and furthermore to reassess Assyrian policy in the west. After summarizing previous research, the article will present the available archaeological data, which will then be compared with that from the southern part of the country in order to enable a reexamination of the Assyrian empire’s policy in the west. This paper addresses the critiques based on trade-offs and normativity presented in response to our target article proposing the Public Health Emergency Risk and Crisis Communication (PHERCC) framework. These critiques highlight the ethical dilemmas in crisis communication, particularly the balance between promoting public autonomy through transparent information and the potential stigmatization of specific population groups, as illustrated by the discussion of the mpox outbreak among men who have sex with men. This critique underscores the inherent tension between communication effectiveness and (...) autonomy versus fairness and equity. In response, our paper reiterates the adaptability of the PHERCC framework, emphasizing its capacity to tailor messages to diverse audiences, thereby reducing potential stigmatization and misinformation. Through community engagement and feedback integration, the PHERCC framework aims to optimize the effectiveness of communication strategies while addressing ethical concerns. Furthermore, by involving affected communities in the communication strategy from the onset, the framework seeks to minimize ethical trade-offs and enhance the acceptance and effectiveness of public health messages. Introduction to the special cluster of articles by feminists from Eastern Europe and the former Soviet Union.

The book situates the works and reception of the French scholar Pierre de la Ramée (Petrus Ramus) in a variety of European cultural and educational contexts, from Britain and France to Eastern Europe, from Germany to the Iberian peninsula, and from Scandinavia to the Netherlands. Pierre de la Ramée or Petrus Ramus (1515-1572) has long been a controversial figure in educational reform and innovation, from the moment of his first public academic statements in the 1530s, to his reception (...) among scholars in the twentieth and twenty-first centuries. What is beyond dispute, however, is the vast reach of his influence throughout Europe. Ramus's ideas were disseminated through copious editions and translations of his own textbooks, and in wave after wave of adaptations and re-imaginings of his ideas that swept across the continent. This volume embarks on a European tour of Ramism, using a wide range of previously unpublished or untranslated archival evidence from throughout the continent to examine the dissemination of Ramus's works and his intellectual influence in geographic and in disciplinary terms. The ten chapters explore the spread of Ramism from his home country of France to Protestant strongholds in Germany, Holland, and Britain, and in the Catholic context of the Iberian peninsula. The book also examines Ramism in the less familiar territories (to most Anglophone readers) of Scandinavia and Hungary, and considers the preceding and contemporary Dutch and German educational reform movements from which Ramus borrowed to forge his own distinctive intellectual method. The paper aims at revealing the key legal and political factors that determined the organization and holding of the referendum on unconditional and urgent withdrawal of the former USSR army from the territory of the Republic of Lithuania and restitution of damage to Lithuania. It is established that the main factor was that the Supreme Council-Reconstituent Seimas of the Lithuanian Republic adopted provisions on the status of the occupation army and was constant in seeking to ensure the sovereignty of (...) the state of Lithuania throughout its territory. The position of the nations, parliaments and governments of the Republics of Estonia and Latvia was yet another circumstance that the organizers of the referendum relied upon. Their position was aimed at ensuring that as a result of negotiations, the foreign military forces return to dislocation places in its own territory. Retrospective view on the phenomena and facts of the state’s internal and foreign politics in 1991-1992 makes it impossible not to notice that negotiations with the USSR and later, with the Russian Federation, took place in a complicated political arena. While Lithuania was seeking dynamism in negotiations, the other party was finding various excuses to impede dynamic actions and thus to delay positive agreements. Taking due regard to the situation, it was believed that a decision adopted by the Nation would speed up the negotiations on foreign state’s armed forces. (shrink)

Equal access to vaccines has been one of the key ethical challenges during the COVID-19 pandemic. Most scholars consider the massive purchase and hoarding of vaccines by high-income countries, especially at the beginning of the pandemic, to be unjust towards the vulnerable living in low-income countries. A recent proposal by Andreas Albertsen of a vaccine tax has been put forward to remedy this problem. Under such a scheme, high-income countries would pay a contribution, conceptualised as a vaccine tax, dedicated to (...) buying vaccines and distributing them to low and middle-income countries. Proceeding from this proposal, we critically assess the feasibility of a vaccine tax and suggest how to conceptualise and implement a vaccine tax in practice. We present our ‘VaxTax model’ and explore its comparative advantages and disadvantages while considering other possible measures to address the global vaccine access problem, also in view of future pandemics and disease outbreaks. This paper presents a literary reading of the Homeric Hymn to Pan, tracing the effects of phonetic, verbal, and thematic repetitions throughout the hymn and especially surrounding the appearance of Echo in line 21. A close reading of the structures generated by these repetitions reveals a complex superimposition of structural schemata, and a psychoanalytic reader-response analysis relates our deferred expectation for closure to Pan's disappointed desire for Echo in the erotic myth. The nightingale simile, in its allusion to the Odyssey, (...) enacts another kind of echo and illustrates the self-conscious intertextuality of the archaic Greek poetics of variation. (shrink)

Bakhtin’s social semiotics, Lotman’s structural literary semiotics, and Uspenskij’s linguistic cultural semiotics are the three important theoretical cornerstones of the mansion of semiotics in the former Soviet Union, whose influences have long gone beyond the territory of the former Soviet Union, and have attracted widespread attention of the literary and semiotic circle from China and the rest of the world as well. However, researches so far have been mainly separate studies of their distinct theories, while a comparative study (...) of the characteristics of Bakhtin, Lotman, and Uspenskij’s theories and methodologies has not been initiated. This paper attempts to compare the Russian troika’s conceptions and research methodologies of semiotics, and explores how they reach the same goal of the study of social-cultural system from different approaches — linguistics and trans-linguistics. This paper further reveals how they break the thinking mode of dualism and construct a pluralistic critical mode, and finally points out the contribution they have made to semiotics and the overall studies of humanities and social sciences. Why are human rights abuses of refugees at the EU’s geographical periphery tolerated by other EU states? This chapter uses the case of Hungary and Germany to explore how the former abolished the institution of asylum, shedding light on the human rights abuses of refugees, and why states such as the latter seem to condone such actions. It argues that core EU member states condone human rights abuses at the geographical periphery of the EU as long as they (...) contribute to keeping refugees from accessing their territory. If the ‘dirty work’ is being done by others, the moral self-portrait of a generous refugee-receiving state remains, on the surface, untarnished. The chapter aims at disenchanting this image. It is also a question of the identity of Europe as one shaped by social or systemic integration. With the diminishing significance of national borders within the EU, the outer territorial frontier is also losing its significance and Europe will become more and more postwestern. It (...) thus appears that the eastern frontier is more flexible than was previously thought. The EU is now at the decisive point of moving beyond postnationality to a transnational encounter with multiple civilizational forms. Enlargement is not just about getting bigger but is crucially a matter of cultural transformation and therefore it differs from all previous dynamics of Europeanization. Rather than tell the story of Europeanization exclusively as one of national histories and of closure, a civilizational analytic offers the possibility of multiple modernities and thus of a more appropriate theorization of the current situation. Risk and crisis communication (RCC) is a current ethical issue subject to controversy, mainly due to the tension between individual liberty (a core component of fairness) and effectiveness. In this paper we propose a consistent definition of the RCC process in public health emergencies (PHERCC), which comprises six key elements: evidence, initiator, channel, publics, message, and feedback. Based on these elements and on a detailed analysis of their role in PHERCC, we present an ethical framework to help design, govern and (...) evaluate PHERCC strategies. The framework aims to facilitate RCC, incorporating effectiveness, autonomy, and fairness. It comprises five operational ethical principles: openness, transparency, inclusivity, understandability, and privacy. The resulting matrix helps understanding the interplay between the PHERCC process and the principles of the framework. The paper includes suggestions and recommendations for the implementation of the PHERCC matrix. (shrink)

Native food production in the Eastern Woodlands of North America before, and at the time of, European contact has been described by several writers as “slash-and-burn agriculture,” “shifting cultivation,” and even “swidden.” Select quotes from various early explorers, such as John Smith of Pocahontas fame, have been used out of context to support this position. Solid archaeological evidence of such practices is next to non-existent, as are ethnographic parallels from the region. In reality, the best data are documentary. Unlike (...) previous assessments, this paper evaluates sixteenth and seventeenth century ethnohistorical references to anything that can be even remotely construed as supportive of previous claims. Analyzed as a group these sources reveal something completely different from what common knowledge would have us believe. References to the slashing, the burning, and the shifting of fields are reasonably abundant. Rarely, however, are all three activities mentioned in a single passage, or by one chronicler. Furthermore, subtleties often overlooked in these quotes reveal great insight into native practices. This paper assesses explorers' and early settlers' descriptions in the context of the larger body of literature dealing with the ecology of swidden agriculture today. Indigenous fields in the Eastern Woodlands tended to be large, numerous, contiguous, and cleared of roots and stumps. Fields previously cleared of trees were covered with grass prior to preparation for planting. They were permanently cultivated. This condition stands in marked contrast to present-day swidden fields in other parts of the world that tend to be small, few, scattered, partially cleared of trees, and cultivated for only a year or two before being abandoned. Slash-and-burn shifting cultivation became common only after European settlers introduced steel axes. It was then practiced on uplands, not the formerly cultivated floodplains that were usurped by interlopers. (shrink)

The COVID-19 pandemic is showing a strong impact on people in terms of uncertainty and instability it has caused in different areas of daily life. Uncertainty and instability are also emotions that characterize emerging adulthood. They generate worries about the present and the future and are a source of anxiety that impacts negatively on personal and interpersonal functioning. Anxiety seems a central effect of the pandemic and recent studies have suggested that it is linked to COVID-19 risk perception. In the (...) present study, a sample of 1045 Italian emerging adults was collected: to assess anxiety severity and perceived risk related to COVID-19 and their association and to compare general health and protective factors such as attitudes about security, relationships, self-esteem, and self-efficacy across anxiety severity and perceived risk categories. The findings of this study highlighted that anxiety severity categories were distributed homogeneously across the sample and that half of the participants referred to moderate-severe anxiety. A series of analysis of variances and post hoc comparisons showed that general health and all protective factors decreased according to anxiety severity. They were higher in participants with high perceived risk, with the exception of self-efficacy. Given the challenging features of the pandemic and EA, it is crucial to monitor anxiety severity in order to prevent last longing effects on mental and physical health, as well as keeping emerging adults informed about the risks related to the pandemic. Intervention and supportive programs based on improving self-esteem and self-efficacy, as well as confidence in relationships, should be offered to emerging adults over the long term, beyond the current outbreak. The Business Ethics Index (BEI), measuring consumer perceptions of ethical business behavior, was extended to four ex-communist countries (Russia, Poland, Romania, and Bulgaria). For Bulgaria, the two past dimensions are on the negative side of the scale. However, Bulgarians seem to be optimistic for the future ethical behavior of businesses. The same optimism about the future is observed for all four countries with Romania having the highest scores. Three hypotheses are proposed for the unusually high scores of the past ethical (...) perceptions expressed by Russians. (shrink)

World War II broke out as the result of an alliance between Germany and Soviet Union with the aim to conquer and partition Poland. Having broken off the treaty of friendship and co-operation, Germany attacked the USSR in 1941, forcing the Soviet Union to change sides from that of a German ally to the ally of the anti-German coalition. In 1943, following the German discovery of the graves of Polish officers murdered by Soviet forces in Katyń, Stalin declared (...) that the crime had been committed by the German army and broke off diplomatic relations with the Polish Government-in-Exile in London which had requested that an official investigation be launched by the Red Cross committee in Geneva. Some one hundred German officers were sentenced to death for the Katyń massacre as the result of Stalin’s prosecution trials. 50 years later, the world was rocked by the discovery of a document signed by Stalin ordering the execution of Polish officers in Katyń.In a secret meeting in 1943 in Teheran, President Roosevelt and Stalin agreed on the plan to annex Poland’s eastern territories.The decision to stage an independent fight for independence during the Warsaw Uprising was justified by the inevitable approach of the Red Army, the fear of German reprisal actions for disobeying the order to participate in fortification works, the fear of a spontaneous uprising fuelled by a Soviet radio broadcast in Polish which appealed to the people of Warsaw to put up a fight against the oppressor.Stalin’s decision to withhold the Soviet offensive and ban American and British planes carrying humanitarian aid for Warsaw from landing in Soviet airports contributed to the downfall of the Uprising. The Warsaw Uprising was a cue for the civil outbreaks that followed in Slovakia, Romania, Bulgaria, Paris and Prague. The halt on the Soviet Army’s offensive, which enabled the German forces to eliminate the Polish centre of political command subordinate to the Government-in-Exile in London, limited the European territory that fell subject to Soviet supremacy. The memory of the heroic fight put up by the entire population of Warsaw deterred the Soviet Union’s ambitions to curtail Poland’s sovereignty. (shrink)

England, known as “the empire without sun settling down” and being among the final winners of the World War I (1914-1918), had one of the heaviest defeats of its history against the Ottoman Empire in the Kut al-Amara, which happened on 29 April 1916 close to Baghdad. Following the defeat of Kut al-Amara, which was the most important war trauma for England during the World War I, the Turks and Germans, as winner side of the battle were evaluated by British (...) prisoners from military, political, cultural and socio-psychological aspects in their memories. Content analysis method is used in the article for qualitative evalution of the data related to the Turkish and German image reflected in the memories of British prisoners after the siege of Kut al-Amara. The alliance between Turks and Germans is regarded as contrast in terms of important elements as national and ethnic identity, language, religion and culture in the main sources of the research as My Compain by Charles Townshend, Besieged in Kut and After by Barber, A Kut Prisoner by Bishop, In Kut and Captivity with the Sixth Indian Division by Sandes, The Secrets of a Kuttite by Mousley which occationally use exaggerated language and the subjective information due to the impact of traumatic defeat.Summary: Being a heroic epic in the war history of Turkey, Kūt al-‘Amāra has been the subject of very fewer researches until recently, despite its importance in Turkey’s history. This argument is supported by the fact that the memoirs by Ottoman soldiers related to the WWI, which also encompass information about Kūt al-‘Amāra, were published half a century after the war at the earliest. Unlike the records of Turkish soldiers participating in Kūt al-‘Amāra, the memoirs and the war diaries of British soldiers were published shortly after the war, as early as possible, between the years of 1918-1921. The authors of these memoirs and war diaries informed the public on the reasons for the defeat of Kūt al-‘Amāra on the one hand, and on the other hand created the Ottoman and Turkish image which was concidered differently in the British society in terms of culture and civilization. They also strengthened this image over that of German’s, with whom they shared many common values despite the fact that they represented the opposite fronts of the war.It is worthy mentioning that the role of the Ottoman army in the victory of Kūt al-‘Amāra was highly underestimated by the memoirs of the British prisoners. According to the authors, it is not the Turkish army that has achieved real victories over the British, but Germany’s support, notably General von der Goltz, the great strategist of Europe. The effects of bad weather conditions and geographical situation are also emphasized among the reasons of the defeat of Kūt al-‘Amāra. Consequently, the success of the Turkish army in the victory of Kūt al-‘Amāra was ignored, except for the role of Halil Pasha. The image of an army that knows the trench and defence techniques well, but fails to attack is one of the prominent evaluations in the memoirs related to the Turkish military characteristics.The British prisoners of war, who evaluate the Turkish and German image through the economic and political situation, draw a very desperate picture of the situation of the Turks in the mentioned areas. According to this image, corruption and bribery prevails at every stage of the Turkish government. The Turks are unable to repay their dept to Germany, which dominates the economy of the country completely. According to these records, besides ordinary people, the army is also facing great difficulties in meeting basic requirements. To convert the Ottoman Empire into their own property and keep the Turks under their control in military, economic and political spheres, the Germans lend a high amount of money.On the basis of Turkish soldiers encountered in Kūt al-‘Amāra, the British prisoners characterizes the Turks as physically large, hard and strong-bodied people. The authors also note that the Turks are not as cold-blooded, calm and obedient as they seem at first sight, rather they become rude people when they get angry. Another feature that British prisoners evaluate as a potential of the Turks, is their childish spirit. In as much as they are happy with small things and can be offended by small things. According to the memoirs, the Germans should not be allowed to benefit from these characteristics of the Turks, but the British should take the advantage of their potential power.The moral characteristics of the Turks and the Germans are among the most emphasized subjects. Written in exceptional time such as war, sometimes the diaries include exaggerated and sentimental phrases related to the moral attitudes enemy soldiers exhibited during siege, as well as captivity. Turks are regarded as negligent and careless rather than cruel or ruthless. They owe these characteristics to their Eastern identity, which is different from the Europeans having virtues such as task responsibility and diligence. The moral characteristic of the Turks regarding the duty, responsibility and kindness is evaluated comparatively with the civilized and humanistic behaviors of the Germans towards the prisoners. Being Europeans, the Germans often come to the fore because of their more polite treatment towards the British prisoners. Although the Germans as an enemy fought against the British on the front, they were kind to them in the Ottoman territories as the only civilized people among the barbarian peoples of the East.The Turks and the Germans are compared in the field of education, as well as other areas of development. The authors emphasize that the education level of the Turks is very low; Armenian and Greek subjects of the Empire are its brain and financial resources, which is the reason why the Turks are anxious about them. The Germans have the superiority in both transportation and communication technology in the Ottoman territories. One of the reasons they had a huge investment on the Ottoman territories is the Berlin-Istanbul-Baghdad-Basra railway. The British prisoners give details on the German communication technology they encountered during both the battle and the captivity days in Anatolia. In addition to the transport and communication technology, they also record much German-made military equipment, from weapons to maps.Evaluating the Turks and the Germans as opposites, the British prisoners draw an image for the latter, with whom they share a common cultural legacy, as a fully equipped enemy in terms of technology and strategy on the front, and the civilized Europeans characterized with their virtue in non-war situations. On the contrary, the Turks are described as a strong defender and daredevil soldiers on the front line, but strategically weak on the front. In terms of duties and responsibilities, the Turkish soldiers are presented with negligent and irresponsible approach towards their prisoners. The images of the Turks and the Germans, which are compared by the British prisoners, are often based on their Eastern and Western identity. The Turks symbolize the East with economic, political and cultural backwardness, yet quite the contrary, the Germans symbolize the West in terms of development, modernity and civilization. The British prisoners sometimes used exaggerated expressions in their approaches regarding both sides, as well as different details in terms of information and interpretation about the same event, due to the trauma of defeat. In this regard, the present volume can be considered the pinnacle of Olwig’s intellectual oeuvre. In a fervent foreword, the anthropologist Tim Ingold sets the tone when he urges the reader to shed the contemporary notion of what he terms “topophobia”—­ a lack of bond betweenpeopleandplaces—­andtoreinstatephilologyasacentralfield of interest after it was “relegated by techno-­ science to the margins of scholarship” (xv). The first chapter thus delves right into the etymologies of “landscape” and its historical implications in the Nordic countries and England with detours through Italy and the German lands. In a cursory, highly associative manner Olwig fathoms the respective cultural implications. Central is the idea that the concept of landscape is more than the mere scenicrepresentationofspaceitcametobeknownasinRenaissance art and culture.2 Rather, the Nordic variants of the word, like the Swedish landskap, are used to denote natural regions with their own polity that were then gradually subjected to a monarchic state, not least through the surveying and mapping of their territory (see also chapter two). ENVIRONMENT, SPACE, PLACE / VOLUME 13 / ISSUE 2 / 2021 138 At times, Olwig’s philological musings appear rather stretched, as when he associates the German word Grundgesetz (the “basic/­ fundamental law” of 1949, which until today serves as Germany’s constitution ) with a biopolitical dimension of “ground” as in “soil” (41).3 In cases like this, his use of literature is selective. This culminates in a problematic assessment of Nazi ideology as being motivated by a specific understanding of landscape. Statements like “there can be no doubt that the modern German conception of Landschaft was implicated in the promotion of blood-­ and-­ soil fascist ideology” (42) neglect important literature on the topic.4 Such generalizations are owed to the author’s sweeping tour de force approach. The reviewer would have preferred more guidance through the theoretical thickets by way of a clear, chronologically ordered argument. This is not helped by the occasional seeming inconsistency, as in the claim that the U.S. “inherited the British scenic idea of landscape” as a former colony while also being “very much the inheritor of German romantic ideas concerning the relation of culture to nature as expressed in the physical landscape” (45), which, in turn, showed parallels to “fascist landscapes” in the “attempt to cleanse geography of its environmentalist taint by making it a science of space” (42). This truly is a lot of ground to cover for one essay. The ensuing chapters, however, try to disentangle this inspired jumble. The second article, “Landscape, Place, and the State of Progress,” identifies a switch since the Renaissance from the idea of circuitous development to linear progress towards utopia. For Olwig, there is a “darker, Faustian side” to it that he identifies as the “dialectic of modernity,” which “opposes cosmic dreams of a utopian future to the topian exigencies of present and past”: to advance, the path had to be cleared of traditional elements (52). In printed editions and reports at scientific conferences there is sometimes a discussion about the legitimacy of the use of the term "Ukrainian Orthodoxy". It is said, in particular, that the term "Ukrainian Church" should be used, and not "Ukrainian Orthodoxy", because the former is allegedly used by Metropolitan Hilarion and the latter is not. Some consider the use of the term "Ukrainian Orthodoxy" as another manifestation of "Ukrainian nationalism", because, see, Orthodoxy is a universal phenomenon and cannot be (...) stretched "across national apartments". There were also warnings that in the Eastern Slavic territories there was no "proper Ukrainian Orthodoxy" there, but there was "Orthodoxy Russkoe". agree with Arsen Rychinsky's opinion that every nation has its own separate path to God, and only in this way will he find happiness and justification that, by adopting "even one and the same religion, each nation finds in it something most relevant, closest ". The tradition of international criminal tribunals which started with the Nuremberg and Tokyo tribunals was returned with the International Criminal Tribunal for the former Yugoslavia. As a result of the bloody wars in the territory of the former Yugoslavia in the 1990s, the Security Council of the United Nations decided to establish the ICTY as an ad hoc tribunal, that was approved by the resolutions 808 and 827. The main purpose of the paper is to highlight the features (...) of the ICTY during its mandate from 1993 to 2017. For the realization of this research are used qualitative methods, based on the bibliography that is related with international criminal law, with special emphasis with the activities of international criminal tribunals. Furthermore, some data are also collected from the credible internet sources, which have valuable information about the procedures of the ICTY and for the International Residual Mechanism for Criminal Tribunals. The results of the study demonstrate that during its mandate, the ICTY was accompanied with a lot of successes which distinguish it from the other international criminal tribunals. At the same time, the ICTY has also a lot of failures, which have come as a result of various political influences within it. The conclusions of this paper aim to increase knowledge about the activity of the ICTY, by offering important information for its establishment and organs, and for its main successes and failures. Dick novel, about an "alternate present" (beginning in the 1960s) in which Germany and Japan won World War II, with the former Western US occupied by Japan, the former Eastern U.S. occupied by Nazi Germany, and a small "neutral zone" between them. A theme of the story is that in this alternative world there is eager speculation, fueled by the (...) illicit newsreel, The Grasshopper Lies Heavy, about how the world would have been different if America had won the war. -/- In The Man in the High Castle and Philosophy, twenty-two professional thinkers look at philosophical issues raised by this ongoing enterprise in "alternative history." One question is whether it really made a profound difference that the Allies won the war, and exactly what differences in everyday life we may expect to arise from an apparent historical turning point. The doggedness with which the region's protagonists form militias is a perpetual source of front-page news. Literature about minorities speaks a language deliberately (...) distant from the national one. Minority status has little to do with population numbers for Aamir Mufti; instead it signifies [End Page 61] tential victimization through disproportional rights, since “minority is always potentially exile” (Mufti 13). This definition of minority suits his two examples—Jews in Germany and Muslims in India—since in the twentieth century both fledgling nations adopted forms of nationalism that regarded the lives of these minorities as contaminants to the purity of the emergent national body. The prologue catalogues the brutality in India that prompted Mufti to write this book. Among the horrors listed were the destruction of Babri Mosque at Ayodhya in 1992 and the videotaped gang rapes of Muslim women that became a widespread form of entertainment in India. While Mufti reads violence toward minorities as correlative with the rise of nationstates, he considers similarities and differences between nation building in the West and in the subcontinent. In both cases, the new establishment of political equality for citizens came along with the desire to pare down the number of officially recognized citizens. Muslim and Jewish minorities migrated to “minority” nations in the collapsing British Empire, in present-day Pakistan and Israel, respectively, during the respective formations of India and Germany. By founding nations on formerly British-occupied territory, minorities potentially would enjoy the role of nationalist majorities. This solution strikes Mufti as spreading the nationalist contagion onto the minority.The whole book lets literature mark broad cultural attitudes and phenomena. The first chapter observes incipient Jewish nationalism in a work by a British author, Daniel Deronda by George Eliot, who spent time in Germany and grew fascinated with the Jewish question while abroad. Her Britishness reinforces a pattern in Mufti’s schema: British powers facilitate the rise of nationalism among minorities in India and in Germany. Daniel Deronda comes at the tail end of a long discourse on Jews’ relation to Europe. The first of Mufti’s cases within canonical literature is the hope for tolerance and a dialogue of cultures, which G. E. Lessing allegorizes through a drama about Saladin, the Muslim sultan of Egypt and Syria, who learns to trust the eponymous Jewish merchant in Nathan the Wise. “Muslim” stands in for “Christian” since Nathan’s alienation is allegorical for the alienation of Jews in Lutheran Germany. Heinrich Heine weighs in on the advantages to assimilation in this period with his fragmentary novel The Rabbi from Bacherach, where religiously raised Jewish children feel comforted when they hear the Tale of the Nibelungen from Father Rhein, the personification of a river that figures generally for German national myth and, in Heine’s story, as a possible source of comfort for partially assimilated minorities. If we read literature as a barometer of cultural pressures, then the appeal of assimilation for European Jews declines in the late colonial nineteenth century when George Eliot inscribed religion into the “secular” discourse of national citizenship.Since the Israeli state is outside of the range of his argument, we leave the Jewish Question with George Eliot’s philo-Semitism in Daniel Deronda, where the only hope for European Jews is to become a nation and to occupy the Palestinian territory. Mufti compares the concerns of early Zionism and Pakistani nationalism side by side in chapter 2. Pakistani issues dominate chapters 3 to 5. This article discusses pilot data for a major research project into the discursive construction of identity in three-generation families living in border communities where each generation has experienced fundamental changes in their socio-political environment. The oral data on which the analysis is based were triggered by photographs from the communities in question, and are being analysed with discourse-analytical procedures. The article demonstrates how an innovative method of using symbolically-charged photography as triggers for oral narratives can solve a major dilemma for (...) discourse analysts interested in oral data. It also demonstrates the processes of identity construction under highly conflictual circumstances. Using examples mainly taken from the narratives of three individuals from three different generations, living in a town on the border between the former GDR and West Germany, the article discusses the discursive means of coming to terms with different kinds of difficulties encountered by each generation in constructing for themselves an identity in the new Germany. What has the past reaction to the COVID-19 pandemic taught us? We have seen that many low and middle-income countries (LMICs) still lack access to vaccines, and it seems little progress has been made in the last few months and year. This article discusses whether the current strategies, most notably, vaccine donations by the international community and the COVID-19 global access facility COVAX, offer meaningful solutions to tackle the problem. At the centre of our analysis, we compare the concepts of (...) “donations” and “charity” with “vaccine equity” and the “empowerment” of poorer countries. We suggest that the achievement of fair global vaccine production requires that our global approach is supportive of the idea of empowerment. We, therefore, need structural reforms, which would most importantly include capacity building, to positively impact this goal and to take the interests of the global poor seriously. (shrink)

Studying the social memory of socialist regimes has generated extensive literature and numerous interpretations with regard to recollections of experiences of the socialist past. Amid such rich literature, this paper takes a novel approach, employing the concept of pop memory to explain the phenomenon of clickbait in the virtual press of Central and Eastern Europe. The media analysed focuses on the former dictators of Romania and was generally made available during 2019, 30 years after the bloody revolution of (...) 1989. My aim is to demonstrate how, by drawing on former socialist propaganda, socialist leaders Elena and Nicolae Ceausescu are transformed in such media, from brutal leaders to pop characters. The results indicate Romanians’ strong “affective positioning” towards the socialist decades, connected to a practice of remembering of the socialist past, that has been previously disregarded, but which is relevant to understand people’s curiosities and the sources they use to replenish their need of information. Personal observations and survey data are used to examine the future of the village in a restructured food and agricultural sector in the former Soviet Union. Specific comparisons are made between the subjective quality of life of residents in two villages in the former Soviet Union (one in southern Russia and one in eastern Ukraine) and two villages in northwest Missouri. Residents of the Russian and Ukrainian villages have substantially lower assessments of specific domains of their lives (...) than do American villagers. Respondents in the Russian and Ukrainian sample express an interest in some aspects of privatization of services and consumer goods but, by and large, exhibit little interest in replacing the collective farms with household-level private farming. Historical factors, different incentive structures, and the possibilities for different institutional arrangements are discussed. (shrink)
