The increasing success of the evidence-based policy movement is raising the demand of empirically informed decision making. As arguably any policy decision happens under conditions of uncertainty, following our best available evidence to reduce the uncertainty seems a requirement of good decision making. However, not all the uncertainty faced by decision makers can be resolved by evidence. In this paper, we build on a philosophical analysis of uncertainty to identify the boundaries of scientific advice in policy decision making. We start (...) by introducing a distinction between empirical and non-empirical types of uncertainty, and we explore the role of two non-empirical uncertainties in the context of policy making. We argue that the authority of scientific advisors is limited to empirical uncertainty and cannot extend beyond it. While the appeal of evidence-based policy rests on a view of scientific advice as limited to empirical uncertainty, in practice there is a risk of over reliance on experts beyond the legitimate scope of their authority. We conclude by applying our framework to a real-world case of evidence-based policy, where experts have overstepped their boundaries by ignoring non-empirical types of uncertainty. (shrink)

The problem of fair machine learning has drawn much attention over the last few years and the bulk of offered solutions are, in principle, empirical. However, algorithmic fairness also raises important conceptual issues that would fail to be addressed if one relies entirely on empirical considerations. Herein, I will argue that the current debate has developed an empirical framework that has brought important contributions to the development of algorithmic decision-making, such as new techniques to discover and prevent (...) discrimination, additional assessment criteria, and analyses of the interaction between fairness and predictive accuracy. However, the same framework has also suggested higher-order issues regarding the translation of fairness into metrics and quantifiable trade-offs. Although the tools which have been developed so far are essential to address discrimination encoded in data and algorithms, their integration into society elicits key questions such as: What kind of assumptions and decisions underlies the empirical framework? How do the results of the empirical approach penetrate public debate? What kind of reflection and deliberation should stakeholders have over available fairness metrics? I will outline the empirical approach to fair machine learning, i.e. how the problem is framed and addressed, and suggest that there are important non-empirical issues that should be tackled. While this work will focus on the problem of algorithmic fairness, the lesson can extend to other conceptual problems in the analysis of algorithmic decision-making such as privacy and explainability. A scientific theory, in order to be accepted as a part of theoretical scientific knowledge, must satisfy both empirical and non-empirical requirements, the latter having to do with simplicity, unity, explanatory character, symmetry, beauty. No satisfactory, generally accepted account of such non-empirical requirements has so far been given. Here, a proposal is put forward which, it is claimed, makes a contribution towards solving the problem. This proposal concerns unity of physical theory. In order to satisfy the non- (...) class='Hi'>empirical requirement of unity, a physical theory must be such that the same laws govern all possible phenomena to which the theory applies. Eight increasingly demanding versions of this requirement are distinguished. Some implications for other non-empirical requirements, and for our understanding of science are indicated. (shrink)

The antirealist argument from the underdetermination of theories by data relies on the premise that the empirical content of a theory is the only determinant of its belief-worthiness (premise NN). Several authors have claimed that the antirealist cannot endorse NN, on pain of internal inconsistency. I concede this point. Nevertheless, this refutation of the underdetermination argument fails because there are weaker substitutes for NN that will serve just as well as a premise to the argument. On the other hand, (...) antirealists have not made a convincing casefor NN (or its weaker substitutes) either. In particular, I criticize van Fraassen's recent claim that all ampliative rules in epistemology must be rejected on the grounds that they lead to incoherence. In the absence of empirical confirmation, scientists may judge a theory's chances of being viable based on a wide range of arguments. The paper argues that such arguments can differ substantially with regard to their structural similarly to empirical confirmation. Arguments that resemble empirical confirmation in a number of crucial respects provide a better basis for reliable judgement and can, in a Bayesian sense, amount to significant \textit{non-empirical} confirmation. It is shown that three kinds of non- (...) class='Hi'>empirical confirmation that have been specified in earlier work do satisfy those conditions. (shrink)

Dawid's account of non-empirical theory assessment is meant to complement traditional theory assessments. I contend that his arguments don't provide support for this account. His three arguments, the no alternatives argument, the unexpected explanatory connections argument, and the meta-inductive argument from prior theories' success, are all problematic, particularly for an assessment of string theory. In particular, I argue that the meta-inductive argument is idle, because it's role in underwriting the future predictive success of a theory is subsumed by the (...) normal accounting of its predecessor's predictions in theory growth and testing. Dawid's arguments are interdependent, so showing that one fails is sufficient to cast doubt on his entire account. (shrink)

In assessing the appropriateness of a scientific community's research effort, Solomon considers a number of "decision vectors," divided into the empirical and non-empirical. Value judgments get sorted as non-empirical vectors. By way of contrast, I introduce Anderson's discussion of the evidential role of value judgments. Like Anderson, I argue that value judgments are empirical in the relevant sense. I argue further that Solomon's decision matrix needs to be reconceptualized: the distinction should not be between the (...) class='Hi'>empirical vs. non-empirical, but between the relevant vs. irrelevant. Whether particular value judgments are relevant or not is an empirical question, to be decided on a case-by-case basis. (shrink)

In this paper, I offer an analysis of the radical disagreement over the adequacy of string theory. The prominence of string theory despite its notorious lack of empirical support is sometimes explained as a troubling case of science gone awry, driven largely by sociological mechanisms such as groupthink (e.g. Smolin 2006). Others, such as Dawid (2013), explain the controversy by positing a methodological revolution of sorts, according to which string theorists have quietly turned to nonempirical methods of theory assessment (...) given the technological inability to directly test the theory. The appropriate response, according to Dawid, is to acknowledge this development and widen the canons of acceptable scientific methods. As I’ll argue, however, the current situation in fundamental physics does not require either of these responses. Rather, as I’ll suggest, much of the controversy stems from a failure to properly distinguish the “context of justification” from the “context of pursuit”. Both those who accuse string theorists of betraying the scientific method and those who advocate an enlarged conception of scientific methodology objectionably conflate epistemic justification with judgements of pursuit-worthiness. Once we get clear about this distinction and about the different norms governing the two contexts, the current situation in fundamental physics becomes much less puzzling. After defending this diagnosis of the controversy, I’ll show how the argument patterns that have been posited by Dawid as constituting an emergent methodological revolution in science are better off if reworked as arguments belonging to the context of pursuit. I consider an individualist reply to Burge's well-known anti-individualist thought experiment. It is commonly assumed that the individualist has one of two options: accept that reference is socially determined and opt for a bifurcation of content ; or reject the conclusions of the thought experiment and insist that Burge's patient uttering "I have arthritis in my thigh" has her or his own "arthritis"-concept and utters a true belief. I suggest that neither of these options is very attractive and thus the (...) individualist seems faced with a dilemma. However, Burge's thought experiment rests on problematic philosophical assumptions that the individualist need not accept. One such assumption is that the speaker uttering "I have arthritis in my thigh" makes a non-empirical error. This assumption, as Burge himself makes clear, is crucial if the thought experiment is to go through. So, Burge presents an account of the notion of a "non-empirical error" which is very problematic and fails to support the conclusions of the thought experiment. Once this account is questioned, the individualist can reject the claim that meaning is determined by the speaker's social environment without falling into the dilemma. (shrink)

According to non-cognitivism, moral sentences and judgements do not aim to represent how things morally are. This paper presents an empirical argument against this view. We begin by showing that non-cognitivism entails the prediction that after some reflection competent ordinary speakers’ semantic intuitions favor that moral sentences and judgements do not aim to represent how things morally are. At first sight, this prediction may seem to have been confirmed by previous research on folk metaethics. However, a number of methodological (...) worries lead us to doubt this interpretation. We, therefore, conducted a psychological study that alleviates these worries as far as possible. It turned out that competent ordinary speakers’ reflective semantic intuitions dominantly fail to favor that moral sentences do not aim to represent how things morally are. This challenge to non-cognitivism is defended and supplemented by considering deflationary theories of moral truth and middle ground theories in the cognitivism/non-cognitivism debate. (shrink)

We give a brief overview of the evolution of mathematics, starting from antiquity, through Renaissance, to the 19th century, and the culmination of the train of thought of history’s greatest thinkers that lead to the grand unification of geometry and algebra. The goal of this paper is not a complete formal description of any particular theoretical framework, but to show how extremisation of mathematical rigor in requiring everything be drivable directly from first principles without any arbitrary assumptions actually leads to (...) relaxing the computational difficulty along with maximal conceptual clarity. With this, we consider a revision of the foundations of elementary geometry and algebra based on the work of Grassmann and Clifford and apply it to conceptual and practical problems of past and present modern mathematics and mathematical physics. The objective of this study is twofold: to examine the patterns that govern social reporting with reference to an Islamic framework and to identify the moral legitimacy factors that influence them. We select 146 publicly listed Sharia‐compliant companies and classify the disclosures in their annual reports according to an Islamic framework that categorises items as either Required, Expected or Desired to indicate the degree of importance each item carries from an Islamic perspective. Based on this framework, we then analyse moral (...) legitimacy factors, specifically the type of Sharia screening body and the proportion of Muslims in the population, that may influence the prioritisation of the different categories of social reporting. We find that disclosures that fall into the Required category of our framework—especially those that relate to companies’ involvement in “haram” activities (activities not permissible in Islam)—are still few among the companies studied. Our research also reveals that both moral legitimacy factors under investigation influence the three categories of social reporting, although in different ways. This research contributes to the existing literature by empirically examining how organisations prioritise their disclosure of virtues and the moral legitimacy factors that influence that prioritisation. Some naturalistic conceptions of philosophical methodologies interpret the doctrine that philosophy is continuous with science to mean that philosophical investigations must implement empirical methods and must not depart from the experimental results that the scientific application of those methods reveal. In this paper, I argue that while our answers to philosophical questions are certainly constrained by empirical considerations, this does not imply that the methods by which these questions are correctly settled are wholly captured by empirical methods. (...) Many historical cases of successful answers to philosophical questions involve strategies and methods that allow the divergence from empirically established results. I develop this idea and then illustrate it with Frege's methodology in his Foundations of Arithmetic. (shrink)

Teaching about Nature of Science (hereafter NOS) has been considered an important element of science education for the past 20 years, at least at the academic level—what teachers actually teach in classrooms is, unfortunately, another story. Generally speaking, science educators have come to a consensus that the history and philosophy of science (hereafter HPS) can provide useful insights, under certain conditions, for this purpose. This does not mean that any HPS teaching necessarily contributes to understanding NOS. However, an appropriate selection (...) of topics, under the necessary re-contextualization, can provide very useful pedagogical tools to teach NOS.Douglas Allchin has been one of the leading figures in this field, having written insightful articles about both how to teach (e.g. Allchin 2000a) and how not to teach (e.g. Allchin 2000b) science content and NOS under an HPS perspective. He has also consistently and repeatedly argued for the proper use of HPS scholarship in teachin .. (shrink)

This article examines the evidence for the empirical argument that there is a slippery slope between the legalization of voluntary and non-voluntary euthanasia. The main source of evidence in relation to this argument comes from the Netherlands. The argument is only effective against legalization if it is legalization which causes the slippery slope. Moreover, it is only effective if it is used comparatively-to show that the slope is more slippery in jurisdictions which have legalized voluntary euthanasia than it is (...) in jurisdictions which have not done so. We empirically examine the effect of two measures of culture, the World Values Survey and Hofstede's six dimensions, on three measures of corruption, Transparency International's CPI, the International Country Risk Guide, and the World Bank's Corruption Index. By adopting three measures of corruption and using a large data set covering many countries over many years, we offer more robust results as to the effects of aspects of culture on corruption. Using the World Values Survey, we find that Trust in society, (...) Control over one's destiny and Respect for others decrease corruption while Obedience increases corruption. We find strong evidence that societies characterized by high Power Distance and Masculinity are more corrupt. Some evidence is found to indicate Long Term Orientation, Indulgence, and Individualism have a negative effect on corruption. The effect of Uncertainty Avoidance on corruption is unclear. The results have implications for international business leaders as well as policy makers. (shrink)

Perceptual filling-in for vision is the insertion of visual properties (e.g., color, contour, luminance, or motion) into one’s visual field, when those properties have no corresponding retinal input. This paper introduces and provides preliminary empirical support for filled/non-filled pairs, pairs of images that appear identical, yet differ by amount of filling-in. It is argued that such image pairs are important to the experimental testing of theories of consciousness. We review recent experimental research and conclude that filling-in involves brain activity (...) with relatively high integrated information (Phi) compared to veridical visual perceptions. We then present filled/non-filled pairs as an empirical challenge to the integrated information theory of consciousness, which predicts that phenomenologically identical experiences depend on brain processes with identical Phi. Within the context of China, this study seeks to examine the relationship between English language proficiency, the native dialect of the learner, and the learner’s reason, or motivation for learning English. English language proficiency can be an important vehicle for accessing high quality higher education, for interacting with non-Chinese, and for enhancing employment and career opportunities Data was gathered through an online survey with 985 usable responses recorded. Respondents included a distribution of speakers from five of the major distinct dialects (...) of China. The analysis provides empirical evidence of a diversity of propensities and motivations for English language acquisition among learners from different regions and native dialects. Access to international higher education as a type of motivation is found to have a moderating effect on English proficiency. Other findings suggest that learners in regions with more historic exposure to foreign interaction are more likely to be motivated for social reasons, those from regions with export focused commerce will be motivated for business related reasons. The results of this study may be of interest to policy makers, linguists, educators, and those with an interest in socioeconomic sustainability through language acquisition and education as a method of socioeconomic mobility. Purpose: Explaining the relationship between theory and empirical research within the research process. The main motivation is to show that non-dualizing epistemology and constructivism have approximately the same ideas to explain this relationship. Problem: Josef Mitterer criticizes constructivism as a dualizing epistemology and "overlooks" that non-dualizing philosophy and constructivist perspectives are similar with regard to the relationship between theory and empirical research. Method: (1) Reconstruction of non-dualizing argumentation, (2) non-dualizing implications for the description of the relationship between theory (...) and empirical research, (3) comparison of non-dualizing implications for the relationship between theory and empirical research with constructivist implications for this relationship. Solution: Finding a position on the description of the relationship between theory and empirical research that fits both epistemologies i.e. non-dualizing philosophy and constructivism. If we discard the critical rationalist idea to falsify theory with the help of empirical research (which reflects reality), we better conceive the relationship between theory and empirical research as a permanent and mutual refinement, stabilization and irritation. Implications: With the help of non-dualizing argumentation, constructivists have to clarify their position towards the relationship between theory and empirical research, particularly towards the choice of methods and the interpretation of the results; and non-dualizing epistemology can profit from constructivist second-order argumentation. This article argues against the non-cognitivist theory of vision that has been formulated in the work of Nico Orlandi. It shows that, if we understand ‘representation’ in the way Orlandi recommends, then the visual system’s response to abstract regularities must involve the formation of representations. Recent experiments show that those representations must be used by the visual system in the production of visual experiences. Their effects cannot be explained by taking them to be non-visual effects involving attention or memory. This (...) contradicts Orlandi’s version of the non-cognitivist hypothesis, but does so while vindicating her methodological position. (shrink)

Cognitive theories claim, whereas non-cognitive theories deny, that cognitive access is constitutive of phenomenology. Evidence in favor of non-cognitive theories has recently been collected by Block and is based on the high capacity of participants in partial-report experiments compared to the capacity of the working memory. In reply, defenders of cognitive theories have searched for alternative interpretations of such results that make visual awareness compatible with the capacity of the working memory; and so the conclusions of such experiments remain controversial. (...) Instead of entering the debate between alternative interpretations of partial-report experiments, this paper offers an alternative line of research that could settle the discussion between cognitive and non-cognitive theories of consciousness. Here I relate the neural correlates of cognitive access to empirical research into the neurophysiology of dreams; cognitive access seems to depend on the activity of the dorsolateral prefrontal cortex. However, that area is strongly deactivated during sleep; a period when we entertain conscious experiences: dreams. This approach also avoids the classic objection that consciousness should be inextricably tied to reportability or it would fall outside the realm of science. (shrink)

One of the most widely used procedures applied to non-human animals or pre-linguistic humans is the “violation of expectation paradigm”. Curiously there is almost no discussion in the philosophical literature about it. Our objective will be to provide a first approach to the meta-theoretical nature of the assumptions behind the procedure that appeals to the violation of expectation and to extract some consequences. We show that behind them exists an empirical principle that affirms that the violation of the expectation (...) of certain mental rules generates surprise. We then proceeded to discuss the nature of these “mental rules”. We show that, as is often the case with theoretical concepts proposed by theories, they do not have a fixed interpretation. This will allow us to show that the usual relationship found in the developmental psychology literature between this experimental paradigm and cognitive approaches (which interpret experimental results in terms of higher-level mental activities) is not necessary. Finally, we relate this experimental design with the mark test and the inequity aversion test and discuss the possible ampliation of the application of the empirical principle of violation of expectation. This paper examines our pre-theoretic conception of non-supernaturalism; the thesis that all that exists is natural. It is argued that we intuitively take this thesis to be a substantive, non-dogmatic, empirically justified, not merely contingent truth. However, devicing an interpretation of non-supernaturalism that captures all aspects of this intuition is difficult. Indeed, it is found that this intuition conflates the strong inferential scope of a metaphysical claim with the modest justificatory requirements of an empirical matter of fact. As such, (...) non-supernaturalism, in itspre-theoreticform, contains an internal tension that must be navigated whenever the thesis features in systematic thinking. (shrink)

Slippery slope arguments appear regularly whenever morally contested social change is proposed. Such arguments assume that all or some consequences which could possibly flow from permitting a particular practice are morally unacceptable.Typically, “slippery slope” arguments claim that endorsing some premise, doing some action or adopting some policy will lead to some definite outcome that is generally judged to be wrong or bad. The “slope” is “slippery” because there are claimed to be no plausible halting points between the initial commitment to (...) a premise, action, or policy and the resultant bad outcome. The desire to avoid such projected future consequences provides adequate reasons for not taking the first step.Thus the legalization of abortion in limited circumstances is asserted to lead down the slippery slope towards abortion on demand and even infanticide; and the legalization of assisted suicide to lead inexorably to the acceptance of voluntary euthanasia and subsequently to the sanctioning of the practice of nonvoluntary euthanasia – even involuntary euthanasia of “undesirable” individuals. In some domains experts perform better than novices, and in other domains experts do not generally perform better than novices. According to empirical studies of expert performance, this is because the former but not the latter domains make available to training practitioners a direct form of learning feedback. Several philosophers resource this empirical literature to cast doubt on the quality of philosophical expertise. They claim that philosophy is like the dubious domains in that it does not make available (...) the good, direct kind of learning feedback, and thus there are empirical grounds for doubting the epistemic quality of philosophical expertise. I examine the empirical studies that are purportedly bad news for professional philosophers. On the basis of that examination, I provide three reasons why the empirical study of non-philosophical expertise does not undermine the status of philosophical expertise. First, the non-philosophical task-types from which the critics generalize are unrepresentative of relevant philosophical task-types. Second, empirical critiques of non-philosophical experts are often made relative to the performance of linear models—a comparison that is inapt in a philosophical context. Third, the critics fail to discuss findings from the empirical study of non-philosophical expertise that have more favorable implications for the epistemic status of philosophical expertise. In addition to discussing implications for philosophical expertise, this article makes progress in the philosophical analysis of the science of expertise and expert development. (shrink)

The transition from empire to nation-state poses challenges in managing religious and ethnic pluralism. Empires, characterized by hierarchical structures and diversity, contrast with nation-states, which aim for uniformity and unity. As empires modernize administratively, they grapple with different approaches to pluralism. While Habsburgs were more in favor of a federal plurality, the Romanovs pushed for centralization and assimilation. Throughout the nineteenth century, the Ottomans vacillated between these two alternative paths. This vacillation is most evident in their approach to millet system (...) which simultaneously followed the contradictory policies of undermining millet boundaries in order to promote a sense of unity across the multi-faith society and policies of promoting and safeguarding the privileges and group-specific rights of non-Muslim communities. Ottoman nationalism eventually shifted towards a homogenizing model, akin to the Romanov approach, leading to the exclusion of religious minorities. This process of homogenization continued in the nationalist policies of modern Turkey and resulted in the secular Turkish Republic being less tolerant towards non-Muslims than the Islamic Ottoman Empire. C’est ce que nous pouvons appeler l’«argument de l’amoraliste». J’essaie de montrer dans cet article que l’argument de l’amoraliste ne constitue pas la réfutation décisive du non-cognitivisme que plusieurs réalistes en morale pensent y (...) voir. The aim of this article is to present some of the results of empirical research on the communication process at a trial conducted in Polish courts. These results will concern the participation of non-professional participants of a trial and the ways in which they deal with the communication process in the courtroom. The article presents the results of the analysis of the research material conducted in accordance with the detailed research questions and analytical categories. The analysis has especially shown (...) that: (1) the non-professional participants used some legal terminology, but the statements without legal terminology were also communicatively effective; (2) the level of activity of non-professional participants related to participation at the trial varied depending on what the activity concerned; the activity in asking questions to the presiding judges regarding legal issues and the course of the court proceedings appeared to be significant; (3) the non-professional participants’ had a real and significant problem with asking questions during the examination (the proper realization of this element of the trial); (4) the statements of the non-professional participants of a trial were very protective; they used many different “linguistic means of protection” (e.g., acts of supposition or acts of doubt) which are connected with the obligation to tell the truth, the prohibition of concealing the truth and giving false testimony during examination; (5) the non-professional participants of a trial reach for adequate argumentative acts, which are suitable for influencing the perception of specific events or persons, and they strengthen their statements by using appropriate linguistic means of persuasion. In 1991 Larry Laudan and Jarret Leplin proposed a solution for the problem of empirical equivalence and the empirical underdetermination that is often thought to result from it. In this paper we argue that, even though Laudan and Leplin’s reasoning is essentially correct, their solution should be accurately assessed in order to appreciate its nature and scope. Indeed, Laudan and Leplin’s analysis does not succeed in completely removing the problem or, as they put it, in refuting the thesis (...) of underdetermination as a consequence of empirical equivalence. Instead, what they show is merely that science possesses tools that may eventually lead out of an underdetermination impasse. We apply their argument to a real case of two empirically equivalent theories: Lorentz’s ether theory and Einstein’s special relativity. This example illustrates the validity of Laudan and Leplin’s reasoning, but also shows the importance of the reassessment we argue for. (shrink)
