The Internet has been identified in human enhancement scholarship as a powerful cognitive enhancement technology. It offers instant access to almost any type of information, along with the ability to share that information with others. The aim of this paper is to critically assess the enhancement potential of the Internet. We argue that unconditional access to information does not lead to cognitive enhancement. The Internet is not a simple, uniform technology, either in its composition, or in its (...) use. We will look into why the Internet as an informational resource currently fails to enhance cognition. We analyze some of the phenomena that emerge from vast, continual fluxes of information–information overload, misinformation and persuasive design—and show how they could negatively impact users’ cognition. Methods for mitigating these negative impacts are then advanced: individual empowerment, better collaborative systems for sorting and categorizing information, and the use of artificial intelligence assistants that could guide users through the informational space of today’s Internet. In this paper, the optimization of the enterprise HR information system is studied based on IoT first-off technology, the system demand phase is analysed, and the edge control system is designed and built. The hardware and software system and edge node management platform are implemented first, and then the communication scenarios between the edge layer of the system and the sensing layer, the edge layer, and the cloud layer are analysed, and the business type-driven link selection algorithm and the northbound (...) multilink switching algorithm are designed and implemented, respectively, to guarantee the communication reliability between different layers of the system. Based on the implementation of the above functions, the edge control system can meet the intelligence, expandability, and security requirements of IoT applications. An in-depth investigation and research are launched mainly on the enterprise demand to determine the functional requirements and performance requirements of the enterprise and to achieve the basic logical structure; in the system design phase, the system architecture and other aspects of the design are realized. According to the conditions of the system function structure, a number of system module functions are designed in detail. The system is composed of the following modules, namely, personnel change management, organization management, and salary and benefits management. The system consists of the following modules, namely, personnel change management, organization management, compensation and benefits management, and personnel information management. The system modules run through the process of human resource management; in the system implementation stage, the system coding and page operation are realized based on the development tools and software development techniques. If it wants to keep track of its own cultural achievements in real time, it will have to provide itself with an infostructure like a virtual National Library system. This paper proposes that institutions all over the world should take full advantage of the new technologies available, and promote and coordinate such a global service. An investigation into the way in which information technology has shaped how and what we know, from "Google-knowing" to privacy and social media.

This paper has two distinct but related goals: (1) to identify some of the potential consequences of the Internet for our cognitive abilities and (2) to suggest an approach to evaluate these consequences. I begin by outlining the Google effect, which (allegedly) shows that when we know information is available online, we put less effort into storing that information in the brain. Some argue that this strategy is adaptive because it frees up internal resources which can then be used (...) for other cognitive tasks, whereas others argue that this is maladaptive because it makes us less knowledgeable. I argue that the currently available empirical evidence in cognitive psychology does not support strong conclusions about the negative effects of the Internet on memory. Before we can make value-judgements about the cognitive effects of the Internet, we need more robust and ecologically-valid evidence. Having sketched a more nuanced picture of the Google effect, I then argue that the value of our cognitive abilities is in part intrinsic and in part instrumental, that is, they are both valuable in themselves and determined by the socio-cultural context in which these cognitive abilities are utilised. Focussing on instrumental value, I argue that, in an information society such as ours, having the skills to efficiently navigate, evaluate, compare, and synthesize online information are (under most circumstances) more valuable than having a lot of facts stored in biological memory. This is so, partly because using the Internet as an external memory system has overall benefits for education, navigation, journalism, and academic scholarship. (shrink)

The Internet is an important focus of attention for those concerned with issues of extended cognition. In particular, the application of active externalist theorizing to the Internet gives rise to the notion of Internet-extended cognition: the idea that the Internet can form part of an integrated nexus of material elements that serves as the realization base for human mental states and processes. The current review attempts to survey a range of issues and controversies that arise in (...) respect of the notion of Internet-extended cognition. These include the issue of whether the Internet, as a technological system, is able to support real-world cases of cognitive extension. It also includes issues concerning the cognitive and epistemic impacts of the Internet. Finally, the review highlights a range of issues and concerns that have not been the focus of previous philosophical attention. These include issues of ‘network-extended cognitive bloat’, ‘conjoined minds’, and an entirely new form of cognitive extension that goes under the heading of ‘human-extended machine cognition’. Together, these issues serve to highlight the value and importance of Internet-extended cognition to contemporary philosophical debates about the extended mind. In particular, the notion of Internet-extended cognition has the potential to highlight points of philosophical progress that are not easily revealed by the kind of technologically low-grade cases that tend to animate the majority of philosophical discussions in this area. From online ethnographies to public data sets and online surveys, researchers and research regulators have struggled with an array of ethical issues around the conduct of online research. This paper presents a discussion and findings from Buchanan and Ess's study on US-based institutional review boards and the state of internet research ethics.

For most people, the internet is now the most dominant source of socially useful knowledge. Its widespread use has made knowledge more accessible, more widely distributed, and more commonly produced. -/- But the internet is also widely seen—and not just by philosophers—as raising a number of distinct epistemological problems. Some of those problems concern the metaphysics of knowledge—the extent to which knowledge via the internet is understood as outsourced, or even extended, knowledge. Others concern the type of (...) knowledge the internet can give us—whether, for example, the knowledge we gain by using our digital devices is a kind of testimonial knowledge. -/- In this chapter, we will focus on a third issue: how our uses of the internet to gain information affect our epistemic agency—or our capacity to take responsibility for our own epistemically relevant mental states and our wider contributions to our epistemic environment. In the early days of digital technology, the internet was generally seen as increasing our epistemic agency for the simple reason that it made information (and presumably knowledge) more accessible and widespread. But in recent years, such optimism has been tempered due to the rise of fake news, massive amounts of misinformation online, and the average consumer’s seeming credulity with regard to what they read on social media. The chapter will outline these objections and critically examine them, arguing that both our epistemic agency and our ability to responsibly exercise such agency can be undermined by some uses of the internet, even as those same uses increase agency in other ways. In fact, some believe that Internet surveying and electronic data collection may revolutionize many disciplines by allowing for easier data collection, larger samples, and therefore more representative data. However, others are skeptical of its usability as well as its practical value. The Internet has revolutionized the way knowledge is currently produced, stored and disseminated. A few finger clicks on a keyboard can save time and many hours of search in libraries or shopping in stores. Online trademarks with an prefix such as e-library, e-business, e-health etc., are increasingly part of our daily professional vocabularies. However, the Internet has also produced multiple negative side effects, ranging from an unhealthy dependency to a dehumanization of human relationships. Fraudulent, unethical and scam practices (...) are also flourishing through for example misleading online advertising methods. Some social and professional networks gather users’ profiles for selling and advertising purposes, sometimes by making it technically difficult to unsubscribe. Here, I discuss some of these unethical aspects and propose some potential solutions to reduce them. (shrink)

This article explores the phenomenon of Internet addiction and its possible amelioration, from both Eastern and Western philosophical perspectives. Internet addiction is caused by the excessive use of the Internet and its resulting dependence, having negative effects on human well-being. The ideas of a key ancient Chinese Daoist thinker Zhuangzi 莊子 and his Western contemporaries, the Stoics, as viewed through the world, the things and beings in it, and their relationships, offer insights which may be used to (...) alleviate these effects. The application of and comparison between the two ancient philosophies in addressing the issue of Internet addiction can give us inspiration to confront the challenges of technological enslavement in general and Internet addiction in particular. These changes have greatly affected myriad ways of life including especially the activities of government, commerce and social life broadly construed. This entry will not attempt to cover the broad sweep of ethical issues raised by information and computer technology. It will focus on those questions within computer ethics raised by the Internet.

PurposeThis paper aims to present results of a study that focused on the question of how computer and data experts think about Internet and social media surveillance after Edward Snowden’s revelations about the existence of mass-surveillance systems of the Internet such as Prism, XKeyscore and Tempora. Computer and data experts’ views are of particular relevance because they are confronted day by day with questions about the processing of personal data, privacy and data protection.Design/methodology/approachThe authors conducted two focus groups (...) with a total of ten experts based in London. As London is considered by some as the surveillance capital of the world, and has a thriving Internet industry, it provided a well-suited context.FindingsThe focus group discussions featured three topics that are of crucial importance for understanding Internet and social media surveillance: the political economy surveillance in general; surveillance in the context of the Snowden revelations; and the question what the best political reactions are to the existence of a surveillance-industrial complex that results in political and economic control of the Internet and social media. The focus groups provided indications that computer and data experts are pre-eminently informed on how Internet surveillance works, are capable of critically assessing its implications for society and have ideas about on what should be done politically.Originality/valueStudies of privacy and surveillance after Edward Snowden’s revelations have taken on a new dimension: Large-scale covert surveillance is conducted in a collaborative endeavour of secret services, private communications corporations and security companies. The Internet offers many new opportunities for behavioral researchers to conduct quantitative and qualitative research. Although the ethical guidelines of the American Psychological Association generalize, in part, to research conducted through the Internet, several matters related to Internet research require further analysis. This article reviews several fundamental ethical issues related to Internet research, namely the preservation of privacy, the issuance of informed consent, the use of deception and false feedback, and research methods. In essence, the (...) class='Hi'>Internet offers unique challenges to behavioral researchers. Among these are the need to better define the distinction between private and public behavior performed through the Internet, ensure mechanisms for obtaining valid informed consent from participants and performing debriefing exercises, and verify the validity of data collected through the Internet. We argue that the Internet is, and is acting as, an EA because it shapes our belief systems, our worldviews. We explain key concepts for this discussion and provide illustrative examples to support our claims. Furthermore, we explain why recognising the Internet as an EA is important for Internet users and society in general. We discuss several ways in which the Internet influences the choices, beliefs, and attitudes of its users, and we compare this effect with (...) those of psychological conditioning and brainwashing techniques. This paper discusses the Internet’s role in promoting civic engagement in Asian countries. China and Singapore were selected because they have similar ethnic groups and cultural backgrounds. This paper concludes that the Internet has a limited role in promoting civic engagement due to Internet censorship and people’s political attitudes, which are deeply rooted for Confucian cultural reasons. Moreover the Internet censorship does not bother people in China and Singapore. The argument presented in this paper differs from (...) previous studies that focused only on the Internet censorship system and ignored the cultural and socio-historical dimensions. The paper argues that the cultural and socio-historical dimensions should be considered when studying censorship. (shrink)

An important international discussion began because of some pioneer studies carried out by Young (1996a) on the internet addiction disorder (IAD). In the fifth and most recent version of the Diagnostic, and Statistical Manual of Mental Disorders (DSM) there is no mention of this disorder and among researchers there are basically two opposite positions. Those who are in favor of a specific diagnosis and those who are claiming the importance of specific criteria characterizing this behavior and the precise role (...) it has in the patient’s life. The aim of the present paper is to answer the question whether it is possible or not to formulate diagnoses of internet-related disorders. We revised literature on the history of diagnostic criteria, on neurocognitive evidence, on the topic debate and on IAD instrumental measures. We found that the disorder was not univocally defined and that the construct was somehow too broad and generic to be explicative for a diagnosis. Indeed, the models are borrowed from other addiction pathologies and they are often formulated before the development of internet as intended in current society. In conclusion, we think we need a more innovative, integrated and comprehensive model for an IAD diagnosis. (shrink)

In its ethics guidelines, the Association of Internet Researchers advocates a bottom-up, case-based approach to research ethics, one that emphasizes that ethical judgement must be based on a sensible examination of the unique object and circumstances of a study, its research questions, the data involved, and the expected analysis and reporting of results, along with the possible ethical dilemmas arising from the case. This article clarifies and illustrates the mind-set and process of such a bottom-up approach to internet (...) research ethics. Two ethics concepts to think with, namely ‘the distance principle’, and the notion of ‘perceived privacy’, are introduced and applied in a concrete empirical internet study, in which web archives based on personal communications on social media formed the main body of data. The empirical case example serves to highlight the unique challenges of internet research ethics, in light of the blurring boundaries between text and person, and between private and public on the internet, with profound implications and challenges for the definition of human subjects, privacy, and so on. Dialogic: Education for the Digital Age argues that despite rapid advances in communications technology, most educational research still relies on traditional approaches to education, built upon the logic of print, and dependent on the notion that there is a single true representation of reality. In practice, the use of the Internet disrupts this traditional logic of education by offering an experience of knowledge as participatory and multiple. The challenge identified in Wegerif's text is the growing need to develop a (...) new understanding of education that will encourage us to provide new policies, and hold the potential to transform educational pedagogy and meet the realities of the digital age. This new logic of education is dialogic and characterises education as learning to learn, think and thrive in the context of working with multiple perspectives and ultimate uncertainty. The book builds upon the simple contrast between observing dialogue from an outside point of view, and participating in a dialogue from the inside, before pinpointing an essential feature of dialogic: the gap or difference between voices in dialogue which is understood as an irreducible source of meaning. Each chapter of the book applies this dialogic thinking to a specific challenge facing education, re-thinking the challenge and revealing a new theory of education. The internet has considerably changed epistemic practices in science as well as in everyday life. Apparently, this technology allows more and more people to get access to a huge amount of information. Some people even claim that the internet leads to a democratization of knowledge. In the following text, we will analyze this statement. In particular, we will focus on a potential change in epistemic structure. Does the internet change our common epistemic practice to rely on expert (...) opinions? Does it alter or even undermine the division of epistemic labor? The epistemological framework of our investigation is a naturalist-pragmatist approach to knowledge. We take it that the internet generates a new environment to which people seeking information must adapt. How can they, and how should they, expand their repertory of social markers to continue the venture of filtering, and so make use of the possibilities the internet apparently provides? To find answers to these questions we will take a closer look at two case studies. The first example is about the internet platform WikiLeaks that allows so-called whistle-blowers to anonymously distribute their information. The second case study is about the search engine Google and the problem of personalized searches. Both instances confront a knowledge-seeking individual with particular difficulties which are based on the apparent anonymity of the information distributor. Are there ways for the individual to cope with this problem and to make use of her social markers in this context nonetheless? (shrink)

The paper deals with the state of the social sciences after the boom of internet services in the Czech Republic in the 1990s. The results of our survey, based on 512 responses from the economics and history departments of major Czech public universities, show that internet services are considered a quality factor for academic output; however, the issues of plagiarism, a lack of resource criticism, inadequacy of impact factor-based evaluations, poor academic training for the new generation of social (...) scientists, the failure of state academic policy, and the generation gap make further development in the Czech social sciences rather problematic. As a result we recommend creating a better communication link between policy makers and scholars, reforming the current state policy which encourages lower quality academic output, and improving academic training, which requires a more individual approach, and also placing higher demands on social scientists. Greeks of Pontian ancestry migrated, forcibly, from Pontus to Greece where they founded Pontian Greek communities, mainly in northern Greece. The rapid increase in usage of the Internet during the past years appears to be significantly affecting the activity of cultural associations in general. The Greek Pontian associations of Thrace have begun taking advantage of the Internet and social networks for their diversified activities, a “modernization” which has not been studied extensively thus far. In this paper, a corresponding (...) analysis is performed, concluding that the activity of the associations on the Internet reflects an upward trend, while an increasing number of them seek to maintain an active presence on the Internet through web sites and social networks.
