En tant qu’acteur important dans la gouvernance rurale, les organisations économiques collectives jouent un rôle primordial dans le processus d’urbanisation rurale et constituent un point de vue important pour comprendre l’évolution des relations entre zones urbaines et zones rurales en Chine. En même temps, ces organisations constituent le noyau de la communauté locale, qui représente les individus sur la base d’une même appartenance ethnique, par proximité locale ou par proximité de valeurs communes, voire par proximité économique. Ainsi, les (...) individus partagent une forme de cohésion solidaire, fondée affectivement. Toutefois, au fur et à mesure du développement économique et social, le système, la notion et la nature de l’économique s’évoluent et les valeurs des individus changent, tandis que ces organisations s’adaptent mal au changement économique et social, ce qui provoque la controverse de la société chinoise rurale au cours de la modernisation de la Chine. S’appuyant sur une recherche de terrain et l’analyse des données du village de Liede à Guangzhou, cet article porte sur le processus d’intégration urbaine-rurale du village urbain et explore l’intégration du village urbain dans la ville à travers l’organisation économique collective de Liede, notamment Liede Economic Development Co., Ltd. Dans ce processus, il existe des contradictions entre le rôle du village et le rôle des organisations économiques collectives. Les organisations collectives ont des fonctions économiques, mais elles assument toujours aussi des coûts importants concernant des fonctions publiques telles que la sécurité sociale. On verra que la réforme de la « séparation politique et économique » après la période de l’économie planifiée des années 1980 n’a pas eu d’effet au niveau local. L’évolution du rôle des organisations économiques reflète la mutation de l’économie chinoise, c’est-à-dire, le passage de l’économie communiste à l’économie de marché. Toutefois, l’engagement solidaire existe toujours dans l’économie collective et celle-ci essaie de limiter la cupidité et soutenir l’intérêt commun au lieu de le marginaliser, ce qui constitue un caractère spécifique de l’économie collective en Chine. In modern literature on the nature of man, we find two main trends : a pessimistic and an optimistic interpretation. Superficially they appear to be mutually exclusive. The first, which usually accepts Machiavelli as its authority, represents human beings as fundamentally evil ; the second, of which Rousseau is the outstanding exponent, depicts man as good by nature.The author demonstrates that both trends are identical in one fundamental aspect, namely that they reject an entire set of impulses comprehensively defined as (...) egoistic. A scale of values that counsels an amenable attitude and consideration of one's neighbor and the public weal, and rejects all egoistical indifference, conditions the practical and theoretical morals of the times.The picture of man inherent in such conceptions does not, however, conform to reality. Endeavoring to explain the obvious contradiction between reality and the moral attitude in modern times, the author analyses the social-psychological situation as evidenced in several outstanding historical events. The Roman revolt of Cola di Rienzo, the movement of Savonarola, the Reformation and the French Revolution, which are described as typical, reveal distinct similarities. Rural and urban masses, whose situation has become unbearable, slide off in a revolutionary direction. This movement is then channelled off by the propertied classes in such a way as to permit them to effect the changes they want in administration, in political, legal and religious institutions. Those impulses of the masses which transgress such demands are diverted into an inner spiritual revival. This accounts largely for the similarities of such events.From such conceptions, the author develops the significance of the modern leader, the endowment of him with magic qualities, the importance of symbols and festivities, the significance of speech, the ever-recurring cry for a revival of the soul, the substitution of new for old „elites“, religious devotion, and the anchorage of poverty in the eternal essence of things. While these phenomena occupy the foreground of the scene in such movements as those described, they are also effective in everyday life. In this way, the function of the moral ideal in incorporating the masses into the framework of existing society is revealed. Asceticism, which is closely connected with these phenomena, during the entire period of individualism has exercised a potent civilizing function, and has contributed towards the development of those human and objective elements necessary for the attainment of a higher historical level. An integral part of the social mechanism of the modern epoch is the process of turning the flow of life inward into a purification of the soul.On the other hand, the depreciation of the individual's happiness, which is reflected in the moral ideal and which, under the ruling social conditions is confirmed daily through the insecurity of life, brings forth a general nihilism which finds expression in the indifference and coolness of human beings towards each other, as well as in various manifestations of barbarism in this epoch.The author maintains that selfishness as a general characteristic of the modern type of man may be traced directly to the social structure, which implies the isolation of the individual. His analysis of the historical events is intended to make the connection more concrete. Thus the study attempts to contribute towards an understanding of the present, in demonstrating that some of its terrifying psychological phenomena are not isolated and accidental, but related to the entire history of the epoch.Dans la littérature anthropologique des temps modernes, on distingue parfois deux tendances, Y une pessimiste et l'autre optimiste. La première, que Ton rapporte généralement à Machiavel, considère l'homme comme essentiellement mauvais ; pour l'autre, dont Rousseau est un représentant typique, l'homme est à l'origine bon. Horkheimer montre que les deux tendances se rencontrent en un point capital : elles rejettent une série d'impulsions naturelles que l'on peut d'un mot désigner comme égoïstes. L'anthropologie, la morale de cette époque posent comme évidente une certaine échelle des valeurs, elles réservent les éloges à une mentalité sociale faite de dévouement au prochain et à la communauté et condamnent tout égoïsme décidé à s'affirmer sans égard à autrui.Cependant ce modèle de l'homme se trouve être en opposition flagrante avec la réalité. Pour expliquer cette tension entre l'être réel et l'idéal de l'homme, H. analyse la situation psychologique et sociale lors de certains événements historiques. La révolte romaine de Cola di Rienzo, le mouvement de Savonarole, la Réforme et la Révolution française, que H. considère comme typiques, présentent certaines analogies. Des masses paysannes et urbaines, dont la situation est devenue insupportable, passent à un mouvement révolutionnaire. Ce mouvement est détourné dans une direction favorable aux classes possédantes par ces classes elles-mêmes, qui utilisent la révolte en vue de revendications bourgeoises, telles que réorganisation administrative, réorganisation des formes politiques, juridiques et religieuses. Dans la mesure où les aspirations des masses vont au delà de ces revendications, ces aspirations sont orientées vers un renouvellement moral et spirituel — elles sont intériorisées. Ainsi s'explique la similitude observée dans le dynamisme de ces événements. H. étudie surtout le rôle du chef bourgeois, les qualités magiques qu'on prête à sa personnalité, l'importance des symboles et des fêtes, la signification du discours, l'appel à la rénovation intérieure, la relève des vieilles élites par des élites nouvelles, l'émotion religieuse, la justification de la pauvreté comme inhérente à la nature éternelle des choses. L'étude de tous ces phénomènes, qui sans doute apparaissent plus nettement dans les révoltes de l'époque bourgeoise, mais qui n'en sont pas moins efficaces dans ce qu'on appelle la vie quotidienne — cette étude montre la fonction que remplit le modèle moral dans l'intégration des masses à la société existante. Le sentiment ascétique, lié à ce modèle, a exercé une puissante action civilisatrice à travers toute l'époque de l'individualisme, et il a contribué à l'évolution matérielle et humaine vers un niveau historique supérieur. L'intériorisation appartient aux mécanismes sociaux de l'époque bourgeoise. D'autre part, le sentiment, impliqué par cet idéal, que le bonheur personnel a peu de prix, sentiment, au reste confirmé chaque jour par l'incertitude de la vie dans les conditions sociales existantes, mène à un nihilisme universel, qui s'est manifesté aussi bien dans la froideur et l'indifférence des hommes les uns à l'égard des autres que dans certains phénomènes de barbarie de cette époque.D'après H., l'égoïsme dans le caractère du type moderne de l'homme, s'explique immédiatement par une structure sociale qui comporte l'isolement de l'individu ; les événements historiques qu'il analyse devraient cependant servir à rendre cette explication plus concrète. Ainsi l'étude veut contribuer à ce que le présent et ses terribles phénomènes psychiques n'apparaissent plus comme isolés et, pour ainsi dire, accidentels, mais s'insèrent au contraire dans l'ensemble historique que représente notre époque. Since the advent of the No Child Left Behind Act of 2001, classrooms in the U.S. have experienced a steady decline in the amount of time teachers spend on social studies, with the elementary grades suffering the highest level of decline. There is currently a need to understand how teachers perceive the problem of insufficient social studies instruction time and gain their perceptions of curriculum integration as a solution. The purpose of the qualitative case study was to explore how 14 (...) elementary social studies teachers in Grades 3 to 5 integrate social studies throughout the curriculum. In addition, another aim was to evaluate the outcomes of employing an integrated social studies curriculum on teaching civic competence to students. This qualitative case study included interviews and focus group discussions; data were then analyzed using a thematic analysis. It was discovered that teachers believed that by increasing instructional time for social studies, students’ understanding of the subject and its concepts should also increase; however, the key disadvantage was the need to have adequate time and planning to integrate the subject. The interviewed teachers shared that the best method of integration is by incorporating social studies concepts in classroom projects and activities. From the results, it is then recommended for the integrated curriculum theory to be strongly considered by the key educational decisions makers in the country. The results can help the schools determine how to best increase social studies instructional time, improve quality of social studies education, and the positive effects of instilling civic competence among their students. Dans quelle mesure peut-on reconnaître certaines influences du naturalisme français, mouvement éminemment représenté par Émile Zola, dans les œuvres romanesques de naturalistes américains tels que Dreiser et Norris? Stephen Crane, l’un de ces derniers, nie l’influence des œuvres romanesques zoliennes sur son chef d’œuvre, Maggie : A Girl of the Streets (1893). Pourtant, en lisant cette nouvelle de l’écrivain américain, on peut bel et bien retrouver des motifs zoliens, ce qui contredirait son affirmation. Il existe, en effet, des rapports d’intertextualité (...) avec certains romans de Zola. En prenant cette idée comme point de départ, nous nous proposons de réfléchir à la représentation de l’espace urbain, notamment à Paris dans L’Assommoir, ainsi qu’aux personnages féminins de ce roman, pour mettre en évidence l’importance de l’idéalisation de la vie rurale. En ce sens, nous voulons prendre ces aspects comme points de comparaison entre Zola et Crane. Comment, chez ce dernier, sont représentées la ville de New-York et les personnages féminins? In fine, cela permettra d’aboutir à une réflexion plus globale, tout en étant précise, sur les particularités de la littérature naturaliste des deux côtés de l’Atlantique. (shrink)

François Boucher | : Dans cet article, j’examine le rôle des villes dans l’aménagement de la diversité ethnoculturelle. Je me penche sur l’idée voulant que la prise en compte des spécificités du contexte urbain et de l’échelle géographique de la ville ait une certaine fonction heuristique. Une telle prise en compte nous mène à réviser notre compréhension des agent.e.s responsables d’honorer une conception de la justice, à revoir l’ordre du jour de la philosophie politique normative en mettant en lumière des (...) questions et problématiques spécifiques à ce contexte et, enfin, à discerner certaines possibilités et stratégies politiques visant à promouvoir la justice et le bien commun. Plus spécifiquement, dans le cadre d’une réflexion sur le multiculturalisme, une attention portée au contexte de la ville porte la promesse d’enrichir notre compréhension des politiques publiques susceptibles de promouvoir ou de compromettre l’intégration et la cohésion sociale dans les sociétés pluralistes. Ainsi, l’idéal de ville interculturelle propose de faire de la promotion des interactions interculturelles dans les espaces urbains un des piliers de la planification urbaine. Après avoir exploré le rôle spécifique des villes dans la mise en place d’une politique d’aménagement de la diversité ethnoculturelle visant à promouvoir l’intégration, je soulignerai quelques limites auxquelles se heurte l’idéal de la ville interculturelle. | : In this article, I examine the role of cities in the accomodation of ethnocultural diversity. I study the idea that there is a certain heuristic function in taking into consideration the specificities of the urban context and the geographic dimensions of the city. Such consideration leads us to revise our understanding of the agents called upon to honour a conception of justice; to take a second look at the agenda of normative political philosophy while shedding light on the questions and issues specific to this context; and, finally, to discern certain political possibilities and strategies aiming to promote justice and the common good. More specifically, paying attention to the context of the city within a reflection on multiculturalism promises to enrich our understanding of the public policies likely to promote or to jeopardize integration and social cohesion in pluralist societies. Thus, the ideal of the intercultural city offers to make the fostering of intercultural interactions in urban spaces one of the pillars of urban planning. (shrink)

What kind of futures does agro-food imaginaries enable and who can get involved in the making of agro-food futures? In this respect, what can the increasingly influential idea of circular economy potentially offer in terms of enabling more sustainable agrofood futures? We approach this task by first outlining the interconnected challenges that the agro-food system is facing related to environmental degradation, economic crises and social problems. Then we consider the way these challenges are being addressed in agro-food studies. We argue (...) that agro-food research in recent years has seen important contributions in relation to studies of alternative food networks and the “quality” turn. These research agendas have challenged the current logic of the food system in terms of offering alternative visions of future development. We highlight two examples from the literature—the eco-economy and the integrated territorial agri-food paradigm—that develop broader frameworks for rethinking the future of the agro-food system and which have distinguished themselves in contrast to the industrialized and globalized conventional food system. We find that with respect to reorienting and reconfiguring economic structures and relations all three approaches share a common goal, but circular economy stands out in relation to the actors that are included by, for example, emphasizing collaborations and partnerships with extant agro-food businesses. Also with regards to scalar politics, it would be prudent to consider the potentials offered by the increasingly influential ideas around circular economy. (shrink)

The political developments in post-socialist countries are taken as a general frame for discussing rural development in the transition from centrally planned to market economies. Rural communities and agriculture in post-socialist countries are facing major problems related to decollectivization of property, the stimulation of effective private agricultural units, and the building up of integrated rural communities and their local autonomy. After presenting the developments in Slovenia in detail, the author comes to the conclusion that no foreign/western development model can be (...) literally applied to any post-socialist state. These nations must define their own goals and formulate the strategies to reach them based on the analysis of their specific situations, and in doing this they must engage their own scientists/professionals and take foreign experts only as occasional advisors. Notwithstanding the opportunities it provides, the implementation of some measures of the EU Common Agricultural Policy (EU CAP), including agri-environment-climate measures (AECMs), also generates threats. The study identifies an extremely disturbing process that can be referred to as “internal neo-colonialism”, which has been driven by the technocratic agrarian policy of the EU and transformations in Poland at the turn of the twenty-first century. The associated disadvantageous practices mainly affect areas under threat of marginalisation and peripheralisation, including Poland with its post-Socialist (...) heritage, which has shaped the attitudes and behaviour of society and has consolidated linkages between politics and business. In order to retrace such activities, the study analyses EU funds granted in support of farmers implementing AECMs, with a focus on analysing the place of residence of the “farmer” and the location of the farm. As the research shows, the attractiveness of CAP support causes Polish agriculture and Poland’s countryside, including its natural and financial resources, to be drained by so-called “suitcase farmers”, i.e. people/entities not tied to the place where the agricultural activity is pursued, many of whom live in cities. One common practice is to take over land located in legally protected areas noted for their high quality of natural environment. Not only does the practice of land grabbing strengthen the social exclusion of rural communities and the peripheralisation and pauperisation of these areas, but it also hinders discussion about environmental justice and the ecological integrity of rural areas. Cultural identity of rural areas is discussed with some basic concepts such as culture, territory, contemporary globalization, and individuation processes. This case study of cultural identity in the Slovenian countryside focuses on its spiritual culture, of which several components are presented in detail: the language of rural areas, (handy)crafts, nutrition and food culture, co-operation and mutual help among rural residents at work and in leisure, and the art products of Slovenian farmers. In discussing the present status and the future of (...) rural cultural identity, the danger of idolizing (romanticizing) traditions for the sake of selling them to tourists is pointed out and the necessity of traditions being part of everyday life of rural residents stressed. As a part of work and leisure life of rural residents, traditions are constantly changing due to local as well as to international socio-economic processes, to inner and outer stimuli to keep existing traditions and to create new ones. This paper explores the ethical dimensions of some of the current issues engaging rural India, affecting 600 million people. It uses the evolutionary framework of Sri Aurobindo's integral yoga, and also tags on to it the rights concepts of Amartya Sen's ethics. It attempts to take a balanced view between Ambedkar's perception of the ancient Indian village as a sink of localism, a den of ignorance, narrow-mindedness and communalism, and the more common and traditional, but historically untrue, idealized view of (...) the Vedic times. In this process it also steers clear of the pitfalls in the Marxist writings or positivist research, which has taken a wrong position that there was no rule of law and therefore no ethics as understood in modern times. It then attempts to show the more eternal features of perennial ethics in India, the idiom, institutions and the instruments it has nurtured, and the manner it is getting integrated with and is supportive of evolving modern values of democracy and social justice in Indian villages. The idea of a profound urban–rural divide has shaped analysis of the 2016 U.S. presidential election results. Here, through examples from agri-food systems, we consider the limitations of the urban–rural divide framework in light of the assumptions and intentions that underpin it. We explore the ideas and imaginaries that shape urban and rural categories, consider how material realities are and are not translated into U.S. rural development, farm, and nutrition policies, and examine the blending of rural and urban identities through (...) processes of rural deagrarianization and urban reagrarianization. We do not argue that an urban–rural divide does not exist, as studies and public opinion polls illustrate both measured and perceived differences in many aspects of the lived experiences that shape our individual and collective actions. Ultimately, we suggest that the urban–rural divide concept obscures the diversity and dynamism of experiences each category encompasses. Additionally, it ignores the connections and commonalities that demand integrative solutions to challenges in agri-food systems, and draw attention to the power relations that shape resource access and use within and across urban and rural spaces. La révolution iranienne de 1979 et ses conséquences devraient être analysées à l’aide des concepts « d’intégration » (dans le système capitaliste mondial) et d’« isolement » (par rapport au nouvel ordre mondial). Ces deux concepts permettent de mieux comprendre les dimensions à la fois générales et particulières de cet événement. L’« intégration » met l’accent sur la nature capitaliste générale partagée par tous les pays dits du « tiers-monde » ou « périphériques », tandis que l’« isolement (...) », considéré ici comme un moment de cette « intégration », permet d’analyser les caractéristiques réelles et concrètes qui distinguent l’Iran des autres pays de la région. Une fois analysés ces concepts dans la période postrévolutionnaire en Iran, nous nous intéresserons plus particulièrement au rôle des « populations urbaines pauvres » dans l’instauration de la République islamique mais aussi au changement de position ces dernières années, qui les a conduites à se manifester massivement contre le régime et ses politiques. Three quarters of Vietnam'sland area is in the uplands and foothills,which contain some of the poorest communes inthe country. The Ngoc Lac Natural ResourcesConservation and Management Project, in ThanhHoa Province, is one of several large uplandrural development projects that receivessubstantial funding from foreign governments inVietnam. The project was designed in 1995 toaddress the environmental constraints tosocio-economic development of Ngoc LacDistrict, while improving agriculturalproduction and natural resources management.During the first three years of operation, theproject focused on the introduction anddissemination of various (...) ``model'' technologicalpackages for improved agriculture, forestry,and animal husbandry. These models includedtree nurseries, sloping agricultural landtechnologies, integrated fish pond-livestockpen-home garden systems, and several animalhusbandry activities. However, the distributionof the models was not socially equitable, thesustainability of the models by model farminghouseholds proved problematic, and the adoptionof these technology practices by non-modelhouseholds was quite low. Four lessons can beidentified from past rural developmentexperience: beware of ``participatory'' ruralappraisal, start small and go slowly, introducelimited technologies, and help farmers adaptthe technologies. There are two promisinginitiatives underway in Vietnam. These are theparticipatory curriculum development and theparticipatory technology developmentinitiatives of the Social Forestry SupportProgram. Introduction. The problems of state and local governance in sparsely populated and rural areas is relevant for the Russian Federation due to the presence of depressed areas, depopulation of the countryside, small towns, monotowns, migration of the rural population to large cities, regional capitals, other regions and abroad. These processes are typical for many other modern states. Solving the problems of rural and sparsely populated areas includes providing socially significant services, protecting the health and safety of residents, developing education, creating (...) and maintaining social infrastructure, and creating jobs. The purpose of the article is to identify the most important management problems in rural and sparsely populated areas and reveal possible solutions to these problems using the example of Great Britain. Methods. The research is based on a systematic approach to management in rural and sparsely populated areas. Analysis of factual data, legal sources, published survey results, foreign Internet sources. Comparative analysis of problems and measures of state policy in different states. Scientific novelty of the research. The author highlights the current measures taken in the UK at the central, local levels in order to overcome the problems of rural and sparsely populated areas. These activities as a basis for developing practical recommendations may be important for solving similar problems in Russian regions, including in the context of the COVID-19 epidemic and economic problems in the near future. Results. As a result the author identifies problems in the field of management in rural and sparsely populated and hard-to-reach areas, as well as possible directions of state policy in the UK and Russia to overcome these problems. Conclusions. The most important direction of state policy for solving the problems highlighted in the study is the development of local interests of the community, the integration of state support measures and local events. As measures aimed at solving social and infrastructural problems of sparsely populated areas in the UK, one can single out government programs implemented at the national and regional levels with the participation of industrial enterprises and businesses, a grant mechanism for the implementation of financial support, combined with the empowerment of local communities. El artículo sostiene que repensar un nuevo desarrollo es el reto en estos tiempos de encrucijadas, lo cual obliga a una relectura crítica de las teorías que permitirá aprender a desaprender. Señala que las nuevas realidades latinoamericanas se manifiestan como consecuencia de tres procesos-eje: La globalización y los efectos de los procesos de integración económica; las dificultades para la organización democrática de la vida colectiva de la sociedad, y las desigualdades sociales. Critica el hecho de que hoy se glorifica al (...) capitalismo liberal como el único modelo económico posible y deseable, el único que garantizaría la continuidad de la democracia, y postula que la nueva realidad entre la innovación social y el retorno al territorio requiere la modificación de las mentalidades individuales y colectivas e implica una vasta labor de formación de los agentes locales y de la población local. Tras exponer algunas experiencias en América Latina, concluye que sólo desde una nueva cultura del desarrollo con el compromiso de construir la gran obra de un mundo con armonía entre la vida urbana y los espacios rurales, entre el Sur y el Norte, es posible dar sentido a las políticas y las acciones. Previous studies suggest that small rural schools experience a range of challenges relating to their size, financial difficulties and geographical isolation, as well as potential opportunities relating to their position within their communities. In Northern Ireland, these schools are situated within the comparatively rare context of a religiously divided school system. However, research on these schools in this jurisdiction is scarce. The notion of consociationalism is highlighted as central to an understanding of the prevailing schooling system and the peace process (...) in Northern Ireland as a post-conflict society. Set against this backdrop, the paper reports on a survey of principals of small rural schools in Northern Ireland; the challenges they face and their engagement with the communities they serve. The findings reveal how these small rural primary schools, while encountering many similar challenges to such schools globally, continue to play a central consociational role in serving their respective divided communities. Their relationship with the Church is seen as particularly important. The findings raise important broader questions as to the extent to which the current system of schooling is able to contribute to the building of a more integrated society. (shrink)

Around the world, agricultural landscapes are increasingly seen as “multi-functional” spaces, expected to deliver food supplies while improving rural livelihoods and protecting and restoring healthy ecosystems. To support this array of functions and benefits, governments and civil society in many regions are now promoting integrated farm- and landscape-scale management strategies, in lieu of fragmented management strategies. While rural producers are fundamental to achieving multi-functional landscapes, they are frequently viewed as targets of, or barriers to, landscape-oriented initiatives, rather than as leading (...) agents of change. In reality, however, rural producers in many areas have embraced elements of multi-functional land management. In this paper, we explore the role and recent evolution of producer movements in influencing multi-functional farm and landscape management. We explore these roles through six case studies, including a land reform movement in Brazil, indigenous territorial development in Bolivia, conservation agriculture associations in Canada, environmental cooperatives in the Netherlands, indigenous and biocultural heritage associations in Peru, and Landcare groups in the Philippines. These experiences suggest that producer movements are playing pivotal roles in supporting landscape multi-functionality, not only through agroecological farming practices but also through off-farm efforts to conserve ecosystems and support multi-stakeholder landscape planning. On the other hand, interests of producer movements are not always fully aligned with multi-functional landscape management approaches. The contribution of producer movements to multi-functional landscapes depends on these movements including farm and landscape stewardship in their values and goals, and having the political support and capacity to engage meaningfully in multi-stakeholder processes. Integrated pest management (IPM) has been widely promoted in the developing world, but in many regions its adoption rates have been variable. Experience has shown that to ensure IPM adoption, the complexities of local agro-production systems and context-specific folk knowledge need to be appreciated. Our research explored the linkages between farmer knowledge, pest management decision making, and ecological attributes of subsistence maize agriculture. We report a case study from four rural communities in the highlands of southeast Honduras. Communities were typified (...) by their agro-environments, IPM training history, and levels of infestation by a key maize pest, the fall armyworm (Spodoptera frugiperda Smith). Although variable, infestation levels generally did not justify pest management intervention. Consequently, crop losses from this pest were considered of low importance and most farmers proceeded in a rational fashion by refraining from action in their fields. Farmers attributed the low degree of pest infestation predominantly to abiotic causal factors (rainfall, temperature). The role of natural enemies in controlling this pest (i.e., biological control) was deemed of low importance by farmers; nevertheless, a broad array of such organisms was mentioned by farmers as operating in their maize crop. Farmers’ knowledge of natural enemies only partially matched scientific knowledge and was associated with the ecological features of their respective field settings. Local knowledge about natural enemies was mainly restricted to abundant and easily observable predatory species. Farmers who were knowledgeable about biological control were also familiar with a larger variety of pest management alternatives than uninformed farmers. Management options covered a wide range of curative techniques, including conservation biological control. Farmers who relied on insecticides to manage pest outbreaks knew less about biological control and pesticide alternatives. In contrast, farmers who received IPM training mentioned more types of natural enemies and were familiar with a broader range of alternative pest management tactics. Our research suggests that IPM training modifies local knowledge to better fit its environmental context. This paper provides insights in the environmental context of local agro-ecological knowledge and its linkage with pest management decision making. Verbal autopsy presents the opportunity to understand the disease burden in many low-income countries where vital registration systems are underdeveloped and most deaths occur in the community. Advances in technology have led to the development of software that can provide probable cause of death information in real time, and research considering the ethical implications of these advances is necessary to inform policy. Our research explores these ethical issues in rural Nepal using a public health ethics framework. We considered the burdens (...) and benefits of VA and giving cause of death information to families of the deceased through qualitative research with VA interviewers, community members, national policy stakeholders and international academics. Burdens can be experienced differently, and it is important to balance the emotional burden of VA with utilization of the data to inform planning and increased access to health services. The training, support and supervision of VA interviewers should be prioritized if VA is taken to scale. Initial and ongoing community engagement is recommended in addition to engaging ethical, legal, health and policy personnel in developing protocols and systems. Integrating rigorous research while cautiously moving forward is recommended to ensure systems and responses to concerns are relevant to contexts. (shrink)

Headteachers in the community schools are responsible for academic and administrative activities. They are considered role models for integrity practices. However, the situation is different on some occasions. For instance, political interest plays more important roles than qualifications, training, work experience, etc., in school affairs. In this context, a qualitative study was carried out in the purposefully selected two schools – an urban and a rural – to explore the elements that influence school integrity practices. Data collected from the schools (...) were analyzed and interpreted. The findings show that nepotism, unhealthy party politics, and impunity influence the school integrity practices in Nepal. The Goldschmidt Hypothesis posits that rural community welfare is negatively associated with the scale of farms surrounding them. The intervening mechanism that links a farm structure dominated by larger farms to negative rural community welfare outcomes is polarized class structure. There have been a number of studies that have found support for the basic relationship between increasing farm scale and negative rural community outcomes. However, since Walter Goldschmidt’s original study was completed in the 1940s, the agricultural market and farming structures (...) have changed dramatically. Market structure is now more differentiated than in previous decades. Vertical and horizontal integration, contract production, organic and other specialty markets, and direct marketing are examples of new marketing forms that have emerged over the past few decades. In addition, as farm and market structure have shifted, some states have enacted public policy to forestall negative outcomes related to the industrialization of agriculture. Previous studies which measured the effects on rural community welfare from the structure of the surrounding farming sector have been valuable contributions to the development of the sociology of agriculture and have led to increased understanding of agriculture and rural development. However, a new generation of studies should be undertaken to address the impacts of changing market structure as well as assess public policy attempts to mitigate negative impacts of agricultural industrialization. To that end I present a discussion of conceptual and methodological issues related to such a research program. And I offer a conceptual model intended to be useful in guiding future research in this area. (shrink)

Agricultural and rural development programs can only succeed if they are based on effective participation and support of actors from the policymaking stage through all levels, including field personnel and primary producers. But these actors must possess the knowledge, attitude, and skills necessary to execute their tasks. For this reason, agricultural education and training has an integral part to play in any agricultural and rural development effort. The Food and Agricultural Organization (FAO) of the United Nations has made significant contributions (...) to the development of agricultural education in its member countries. FAO's contributions have focused on institution building, group training, and fellowship/study tours. This paper reviews some of the lessons learned through FAO involvement in these areas and recommends directions for improvement. These recommendations include the following:Higher agricultural education institutions should become more involved in rural development by participating in appropriate activities leading to the formulation of national development policies.These institutions should develop education programs and curricula responding to the need of development by providing the knowledge and skills required to meet the needs of the people concerned and to solve their technical and socio-economic problems.More emphasis should be placed on improving the quality of teaching and on practical training.The same institutions should undertake to play a leading role in the agricultural and training systems at the national level.Research should be an integral part of higher educational institution programs and the research themes should include interests of small and poor agricultural producers and measurement of research impacts.Regional and inter-regional collaboration among higher agricultural education institutions should be encouraged. Cet article décrit et analyse du point de vue de leurs évolutions majeures, les finalités des formations en alternance des maisons familiales rurales, une des principales institutions privées de l’enseignement agricole technique en France. Cette pédagogie de l’alternance est issue du syndicalisme agricole qui a défini les modes d’intervention des agents de formation, appelés les moniteurs. L’alternance, construite au départ contre l’enseignement primaire public, avait pour principal but de restaurer la famille paysanne en tant qu’instance éducative légitime, considérée comme détentrice (...) du monopole de la transmission des savoirs agricoles. Toutefois, à partir des années 1960, cette finalité initiale disparaît. Avec la massification scolaire, les formations en alternance jouent désormais un rôle d’école de la seconde chance oscillant entre une fonction de professionnalisation et une fonction de remédiation scolaire. Au cours d’une troisième période, identifiée à partir des années 1990, au moment de la création des maisons familiales urbaines, ces deux fonctions vont se rejoindre, ce dont témoigne l’évolution du rôle de moniteur : il devient un adulte référent et un « tuteur » pour des jeunes en difficulté se préparant à entrer dans la vie d’adulte. The geographically inequitable distribution of physicians has long posed a serious social problem in Japan. The government tackled this problem by establishing and managing Jichi Medical University (JMU) and regional quotas (RQs) for medical schools. JMU/RQs recruit local students who hope to work as physicians in rural areas, educate them for 6 years without tuition (JMU) or with scholarship (RQs), and after graduation, assign them to their home prefectures for 9 years, including 4–6 years of rural service. JMU/RQs entrants now (...) occupy 11.6% of all medical school entrants. While JMU/RQs have been shown to be highly effective in securing physicians for rural areas, ethical issues related to these policies have been raised, such as whether the government truly needs to implement these policies using tax money, and whether it is acceptable to limit the personal freedoms of the physicians. In this paper, we discuss these issues from the perspectives of social justice, utilitarianism, luck egalitarianism, liberty, medical professionalism and consistency with national health insurance and the Japanese Constitution. We conclude that JMU/RQs are necessary and ethically valid policies, and also propose some institutional improvements to better secure the integrity and maturity of these systems. (shrink)

BackgroundResearchers conducting community-based participatory action research (CBPAR) in highly collectivistic and socioeconomically disadvantaged community settings in sub-Saharan Africa are confronted with the distinctive challenge of balancing universal ethical standards with local standards, where traditional customs or beliefs may conflict with regulatory requirements and ethical guidelines underlying the informed consent (IC) process. The unique ethnic, socioeconomic, and cultural diversities in these settings have important implications for the IC process, such as individual decisional autonomy, beneficence, confidentiality, and signing the IC document.Main textDrawing (...) on insights and field observations from conducting CBPARs across several rural, highly communal, low literate, and low-income communities in Ghana, we discuss some theoretical, ethico-cultural, and methodological challenges associated with applying the universal, Western individualistic cultural value-laden IC process in sub-Saharan Africa. By citing field situations, we discuss how local cultural customs and the socioeconomic adversities prevalent in these settings can influence (and disrupt) the information disclosure process, individual decisional authority for consent, and voluntariness. We review the theoretical assumptions of the Declaration of Helsinki’s statement on IC and discuss its limitations as an ultimate guide for the conduct of social science research in the highly communal African context. We argue that the IC process in these settings should include strategies directed at preventing deception and coercion, in addition to ensuring respect for individual autonomy. We urge Universities, research institutions, and institutional review boards in Africa to design and promote the use of context-appropriate ethical IC guidelines that take into consideration both the local customs and traditional practices of the people as well as the scientific principles underpinning the universal IC standards.ConclusionWe recommend that, rather than adopt a universal one-size-fits-all IC approach, researchers working in the rural, highly collectivistic, low literate, socioeconomically disadvantaged settings of sub-Saharan Africa should deeply consider the roles and influence of cultural values and traditional practices on the IC and the research process. We encourage researchers to collaborate with target communities and stakeholders in the design and implementation of context-appropriate IC to prevent ethics dumping and safeguard the integrity of the research process. This paper examines older people’s access to care experiences in rural China by integrating anthropological investigation with ethical inquiry. Six months of fieldwork in a post-reform primary hospital show how rural residents struggle to access gerontological and nursing care under socially disadvantageous conditions. This anthropological investigation highlights the unmet needs in medical and nursing care for older people, as well as some social, institutional and structural elements that impede access to care. Centring on protecting the vulnerable as informed by feminist (...) ethics scholarship, this paper argues that the failure to meet older people’s dependency needs is unjust, on the premise that it suggests a denial of the inherent value, rights and dignity of older people. This paper appeals for the provision of greater care and support by the state through putting in place social arrangements that better advance older people’s access to care. Some policy recommendations concerning health and social care reform for older people in rural China are also proposed. (shrink)

The Integrated Urban Development Framework was constructed as a ‘new deal’ for South African cities and towns. It outlines a vision with four overarching goals and eight priorities or policy levers meant to overcome the apartheid legacy through comprehensive spatial restructuring and strategic urban–rural linkages. This article is a contextual theological reflection ‘from below’, reading the IUDF through the lenses of five distinct contours. It asks whether the IUDF has the potential to mediate good cities in which the urban poor (...) and disenfranchised can experience integral liberation as equal citizens, or whether it will perpetuate the city as post-colonial satellite of violent empire. It concludes by proposing five areas for theological and political action: consciousness from below, a new economics, a different kind of politics, socio-spatial transformation, and collaborative knowledge generation. ICT for development projects often focus on integrating social factors in information systems design. A well-designed ICT4D solution must be tailored to the needs of the people who will use them and subsequently, requires an extensive understanding of the context and constraints in people’s lives. With an objective to explore how context-specific issues influence the conveyance of appropriate agricultural information to women, this paper uses PROTIC, a 5-year collaborative project between Monash University and Oxfam, as a case. PROTIC was implemented (...) in three climate vulnerable ecological zones of Bangladesh with an aim to overcome the agricultural information gap for rural women. Based on a study in mixed research method and triangulation, this paper brings evidence on the significance of considering context-specific attributes in designing effective and sustainable information services for marginalized women farmers in developing countries. The paper upfolds some significant recommendations which is expected to contribute to the domain of context-specific information system design in resolving socio-economic problems to pave the way of sustainable development. Social security is an important part of the national security system from the perspective of the overall security concept, and social security is an important influencing factor of social security. Using the CFPS2018 data, this study uses the critical weight method to measure residents’ individual security and uses path analysis to empirically study the impact of endowment insurance and medical insurance on residents’ security in urban and rural areas. The results show that the depth of endowment insurance has a significant (...) positive impact on the sense of security of urban residents. The depth of meniscal insurance has no impact on the sense of security of urban residents. The depth of endowment insurance and medical insurance has a significant positive impact on the sense of security of rural residents. The depth of endowment insurance has a significant positive impact on the sense of security of urban residents. The influence of full sense is greater than that in rural areas, and the influence of meniscal insurance coverage depth on residents’ sense of security in rural areas is greater than that in urban areas. Therefore, the impact of social security on residents’ sense of security is heterogeneous between urban and rural areas. We should allocate the limited social security investment to urban and rural areas in a reasonable and balanced way to promote the overall sense of security of social residents. Integrate and improve the social security system and promote regional and group equity. Change the concept of government management, build a communication platform between the government and the people, and improve residents’ subjective sense of security. We should continue to expand the coverage of the system, promote the coverage of basic social security projects, and improve the ability of urban and rural residents to cope with risks. (shrink)

Some provisions of the UN’s Convention on the Elimination of Discrimination Against Women (CEDAW) are clearly important from the perspective of business ethics, particularly those calling for equal rights for women to employment and financial security. Some other provisions of CEDAW are equally as important for ethical business practices and Corporate Social Responsibility (CSR), but are frequently overlooked because of the presumption that they are not strictly business concerns: the rights of women to participation in public life, marriage, and family (...) rights; the rights of rural women to adequate living conditions; and general rights to equality. This chapter will discuss the conceptual commitments that underlie the assumption of a clear demarcation between work and life concerns, and examine the criticisms of this assumption made by feminism. It will, in particular, be interested in: -/- • The public/private distinction • The meaning of “work” or “labor” • The relationship between CSR and care ethics • Fostering a broader understanding of the family or familial relations • Examining the connection between fair wages and work/life integration -/- These discussions suggest that the ability for businesses worldwide to uphold the tenets of CEDAW is dependent upon a reconsideration of the character of the Ideal Worker and a nuanced understanding of the effects of workplace policies on the wider communities in which businesses operate. In particular, though work/life integration is not strictly speaking a “women’s issue,” the ethical and policy considerations addressed herein currently have disproportionately negative effects for women; thus, addressing them is crucial for achieving the aims of gender equality. Many issues in ethics arise in relation to the contexts in which psychologists work. However, most ethical decision-making models reproduce the way in which psychologists tend to approach ethics by focusing on ethical dilemmas and proposing a step-by-step response to deal with them. Although these models might be useful, their emphasis on reactive approaches and their lack of contextualization constitute significant limitations on their applicability. In this article, an approach to ethical decision making that highlights the importance of the context (...) in developing proactive strategies to solve ethical issues is proposed. This approach is further explained through its application to medical and rural settings. The implications of these suggestions to the training in ethics are finally discussed. (shrink)

The significance of mediatization in countryside settings is an under-researched topic in media studies. In this paper, based on qualitative fieldwork carried out in two rural areas in Sweden, we study how mediatization integrates the prospects of cosmopolitan social change. The current phase of the mediatization process, which imposes a more dynamic register of networked communication, nourishes a new type of cosmopolitan identity in the countryside. As shown in the study, this development is constituted by complex configurations of different forms (...) of mobility and connectivity. We argue that these spatial processes are socially structured, meaning that certain social groups are better equipped, through the appropriation of network capital, for turning cosmopolitan dispositions into a transformative resource, a ‘cosmopolitan politics of place’. Such alterations of the social structure may successively destabilize the relationship between ‘the urban’ and ‘the rural’. (shrink)

The houses are made of car windshields, (...) surplus carpet tiles, baled cardboard, old street signs, license plates, etc. Alexis de Tocqueville has said that democracy lowers the standards of creation,1 and it seems that, for architecture, this has become a sad truth in many cases in industrialized countries. The Rural Studio wants to contradict this tendency by showing that even within the context of civic engagement, elements like style and art are not bound to disappear. "Participatory design" as well as "community design" are common in the United States in the public as well as in the private sector.2 The Rural Studio's aim to offer decent architecture in terms of material quality as well as remain consistent when it comes to aesthetics sticks out of the landscape not only of community design but even the history of modern Western architecture. There is nothing new in reducing rich people's lives to functionalism, but the ambition to enhance poor people's lives through art can still be considered as rather eccentric.Kitsch Culture and Junk CultureNegotiating style when being engaged in compassionate projects is certainly a difficult task. Everybody needs food, clothing, and shelter, but who needs [End Page 16] art? The worst outcome that such negotiations can have is, of course, the victory of social pragmatism over art, simply declaring that "they don't need that." However, this is not the only miscarriage to be expected. Another likely disaster is that the suggested artistic activity will be refused by the clients at the onset. Community design architects confirm that "when it comes to houses people are much more conservative."3 The aesthetic standards of the lower middle class especially are often determined by numerous prejudices about "what a house should look like."The aesthetic standards of the status-seeking middle class, however, are generally more open, as their visions of an ideal house are often determined by a moderately adventurous hedonism striving to conquer new aesthetic models and experiences. The problem is that, sometimes, their projects will run directly into the aesthetic dead end of kitsch, or camp, because their openness is often superficial; instead of being determined by a kind of postmodern self-criticism, it remains rather dependent on thoughtless consumer attitudes. The desire to display and impress at any cost—a strain already put forward by Tocqueville—corrupts the taste of many American middle-class members and makes truly artistic architectural expressions oftentimes impossible. In the worst case, this attitude will be conducive to the desire to "acquire beautiful junk," which is, according to the aesthetician Matei Calinescu, the classical mechanism leading to the creation of kitsch culture.4 The original German definition of "kitsch" is that "which makes use of refuse taken bodily from the rubbish dump."5The architects of the Rural Studio use predominantly junk, which forces us to consider the question: How do they manage to escape the aesthetics of kitsch? From a historical perspective, kitsch culture is the product of the European middle classes (though it has also constantly been imitated by lower-income classes). It becomes clear that the Rural Studio operates on a completely different anthropological ground. The typical clients of the Rural Studio are not integrated in the spectrum of capitalist societies, as their social habitus eludes most attributes of hedonistic consumer society and comes amazingly close to that of traditional, precapitalist societies. The main characteristics of their economies are frugality and thriftiness. The onset of the electronics-based information revolution will augur changes in the sociological perceptions of 'suitable careers' for women. This phenomenon is particularly evident in rural Appalachia. A planned, systematic delivery system was designed, developed, and implemented by Southwest Virginia Community College to introduce women to the challenges and possibilities of technical careers. This was accomplished through a gradualized phase-in to Technological Literacy, followed by in-depth involvement, culminating in an industrial internship experience. A special curriculum was designed to ease the (...) transition of the women, most of whom were homemakers, into the fast-paced mainstream of the academic environment. Duration of the introductory segment was one academic quarter. All project participants were clustered in a peer group, led by the project director, a trained counselor. In addition to a central course on Career Directions for Women, the program design emphasized Industrial Dynamics, the variety of uses possible with "user-friendly" microcomputers, Computer-Assisted Drafting, Electronics Instrumentation, Mathematics and Communications. Field experiences and visits to area industries were integrated into the program plan, as were visits from women who had achieved success in technical careers. Particular efforts were made to arrange for visits by the limited number of women alumni from the college's technical programs. Students were then mainstreamed into a regular program in Electronics or Computer Aided Drafting in the intermediate segment. Students are given a closer look at the industrial sector in the final segment. An examination of the social structure in Appalachian Virginia is presented, together with an albeit tentative prediction of the implications for female wage earners in this highly traditional region, so dependent heretofore on coal mining. Finally, the concept of whether this effort will lead to evolution, rather than revolution, is discussed. While covering a somewhat homogeneous and unique population cluster, the action blueprint outlined can be applied to other population groups in the U.S. and abroad. (shrink)

Female-entrepreneurship plays a significantly important role in rural areas of China today. In fact, it is a driving force behind inclusive economic development of the country as a whole. However, notably very little literature out there has focused on the impact of how widespread usage of information technology tools affects the mothers entrepreneurship in the outskirt regions. Here, in this paper, the authors attempt to explore the finer details of such an impact by utilizing the data from the 2017 China (...) Integrated Social Survey; along with the IV-Probit model to explore the transmission mechanism. Interestingly enough, it was discovered that Internet applications and tools do indeed increase entrepreneurship among women with children by a roughly 7.88%. In addition, this paper finds that the utilization of such “InfoTech” promote a continuous progress in entrepreneurship among those women with children who endeavor to start a self-managed enterprise in the less developed areas. Lastly, when looking the analysis of the transmission mechanism, this paper found that the role of Internet-usage in promoting rural mothers entrepreneurship was mainly through three factors – the gender equality effect, the information learning effect, and the financing effect. This accumulated data will be thoroughly presented here in the ensuing sections. (shrink)

In analysing Lester Beall's posters for the U.S. government between 1937-1941, Michael Golec demonstrates the twofold character of facts in art and design appearing even when they are applied to guarantee distinct messages. Commissioned by the governmental agencies to develop a series of posters to increase the electrification of rural farms, Beall introduces pictograms in his first series to represent electrification as “facts of the future.” Its simple forms facilitate the travelling of this facts without loss of their integrity. The (...) same holds true for the use of photographic images for the second campaign of 1939. Following the revaluation of photography as a means for the documentation of social reality, as represented by the FSA photographers under the guidance of Roy Stryker, the medium served here as the authentication of facts. Golec holds, that Beall by reducing the complexity of the photographic images, to create a pictorial integrity of his posters, even despite of the use of a seemingly documentary medium, reinforces the ambivalent factual character of the pictures. So, paradoxically by heightening the communicative character of the design and hence stressing the idea of facts as integral realities outside of artworks, Beall's posters reveal the ambiguous character of pictorial facts creating their own specific qualities. Golec concludes, that facts in works of art and design have a twofold character resulting from their belonging to different spaces, which although meant to accomplish and address different facts, inevitably travel, overlap and bleed into each other. Thus oddly these facts refer or represent reality and simultaneously are a thing made (factum) that present and hold their own pictorial reality. (shrink)

Partially because of the high cost of developing and maintaining cold chains, systems needed to keep heat-labile vaccines under adequate refrigeration from their points of manufacture to their administration in the field, the Joint WHO/FAO Expert Committee on Zoonoses (i.e., the approximately four fifths of all described human infections that people share with other vertebrate animals) recommended in 1982 operation of common cold chains by health and veterinary services in rural areas. Following this recommendation, a 1984 pilot level initiative in (...) medical-veterinary intersectoral cooperation should be regarded as a practical way to deliver human primary health care to currently neglected African pastoralists, and as a potential core program for development efforts overall within arid and semiarid areas of the African continent. This study examined the effects of an issue-based science teaching strategy on middle school students in a rural Idaho school. Two eighth-grade classes investigated an issue of local significance—the use of the Bear River. Using the Jurisprudential Inquiry Model of Science, Technology and Society (STS) as a guide, students researched and debated the issue. They attempted to create a Worldwide Web site to share the information collected and ideas generated with other students and interested adults. Signed utterances are densely packed with pointing signs, reaching a frequency of one in six signs in spontaneous conversations . These pointing signs attain a wide range of functions and are formally highly diversified. Based on corpus analysis of spontaneous pointing signs in Kata Kolok, a rural signing variety of Bali, this paper argues that the full meaning potentials of pointing signs come about through the integration of a varied set of linguistic and extralinguistic cues. Taking this hybrid nature of (...) pointing phenomena into account, it is argued that pointing signs may become an intrinsic aspect of sign language grammars through two mechanisms: morphemization and syntactic integration. Although not entailed in this research, this approach could implicate that some highly systematized pointing systems of speaking communities may to a degree be grammatical as well. (shrink)

Since at least the 1970s, the countryside of Western Europe has been the site of a myriad of “new” communal initiatives. Rural areas that were abandoned during the last century have witnessed the arrival of new inhabitants. These newcomers often flock to the mountains escaping urban lifestyles characterized by individualism, mass-oriented livelihoods, and isolation. Many of these individuals move to areas like the Catalan Pyrenees, where common property and communal institutions have had a strong historical presence. In embracing rural life, (...) these new inhabitants are looking for a more integrated social life in which the commons are, on the one hand, a form of collective private property, and, on the other, represent a more egalitarian way of life in which contributing to the collective effort is not only an efficient way of dealing with particularly harsh ecological conditions, but also an ideological statement that defines the community as something different: an alternative to urban capitalism. Two definitions of the commons are colliding in these mountains; two longstanding lines of political thought are converging and establishing a dialogue that is not always easy: (1) traditional ideologies of land ownership that defined common property over the centuries, not based on economic equality, but on private property and locally shared responsibility on the economic base of the community; and (2) utopian anti-capitalism that views the commons as an alternative mode of social organization and ownership based on egalitarianism.
