Today, the earth is an interconnected globe humming with electronic transmissions-a chattering planet nestled in the provident silence of space. The ethical question is whether this is contributing to authentic human development and helping individuals and peoples to be true to their transcendent destiny. The new media are powerful tools for education, cultural enrichment, commercial activity, political participation, intercultural dialogue and understanding. They also can serve the cause of religion. Yet the new information technology needs to be informed (...) and guided by solidarity in the service of the common good bridging the digital divide within and among nations. The value-laden message of Western secular culture to people and traditional societies in many cases ill-prepared to evaluate it leads to widespread crisis, for example, in regard to marriage and family life. This technology can be a means for solving human problems, promoting the integral development of persons, creating a world governed by justice, peace, and love. It also can help men and women in their age-old search for self-understanding. Like today's world itself, the world of media, including the Internet, has been brought by Christ, inchoately yet truly, within the boundaries of the kingdom of God and placed in service to the word of salvation. Various consequences of social networks in virtual space are expanding as a new phenomenon in Islamic societies in line with other societies. Social science thinkers point to the two-sided role of the Internet and virtual space in economic, cultural and religious development. Humans need to communicate collectively based on their inherent nature. The media and means of mass communication, which had a slow growth in the past, have faced significant changes in the present era, in such a way (...) that the present age is called the age of information and communication. At such a time when virtual space and social networks have turned the world into a small village and people with different cultures and beliefs are connected with each other, the issues of children’s education (especially in Islamic societies where the focus is on Islamic education) has faced the challenge, what is important for parents in this age is to get familiar with the basics of education and to pay attention to the educational challenges of social networks in the virtual space. One of the necessities of the era of information and communication in Islamic societies is the need for education in accordance with religious teachings that prepares people to face the changing and unpredictable challenges of life. New media are accused of creating new challenges in life from two perspectives. On the one hand, the media are competitors of educational activities in the field of education, and on the other hand, they are considered to be the foundation of many new challenges. In addition, it is worth mentioning that the religious teachings that form the basis of Islamic governments are the answer to all the problems of the human society and its requirements in every age. Contribution: This research presents the effectiveness of religious teachings (Qur’an, Sunnah and Hadiths) as the best sources of Islamic education, which can be used in the cultural policy of virtual space and raise the level of awareness of families and individuals in knowing the points of threat and opportunity in the virtual space. The potential contributions information and communication technology (ICT) can make to advancing human capabilities are acknowledged by both the capability approach (CA) and ICT communities. However, there is a lack of genuine engagement between the two communities. This paper addresses the question: How can a collaborative dialogue between the CA and ICT communities be advanced? A prerequisite to exploring collaboratively the potential use of particular technologies with specific capabilities is a conceptual framework within which a dialogue can be undertaken (...) to advance the operationalization of capabilities through the use of ICT. A communicative connection constituted of a dialogic space consisting of the CA and ICT communities and a set of normative values and objectives is proposed. The normative values of the communicative connection are derived from the human right to communicate (RTC) which serves as axiomatic principle of the communicative connection. The shared objectives are to operationalize through the use of ICT both the capability and the right to communicate, which are distinct but present in and reinforce each other. Alternative concepts of communication and freedom of expression to those held by the two communities is presented along with a comparison of the values embodied in the RTC and found in the CA. In this article, the authors study the problem of balance of trust and mistrust associated with the turbulence of modern society, redundancy, and heterogeneity of information and communication flows creating a contradictory picture of the world. Social networks are considered as one of the basic modern information resources creating previously unavailable opportunities for communication, interaction, information sharing, and commonality construction. Social networks users broadcast the experience of constructing communications in real daily life in the Internet community forming (...) circles of ‘friends‘, building a chain of weak social ties; but the problem of trusting ‘friends‘ remains not solved in global space. A survey of users of social networks, conducted as part of this study, demonstrates conflicting findings. The opinions of ‘friends‘ does not always have an impact on the degree of trusting events, information, groups, likes, and dislikes to other users. Users often trust strangers and less familiar people. The social networks demonstrates the demand for uniting ‘brige-building‘ trust. However, the trust remains extremely narrow throughout, leading to fragmentation and alienation of individuals from each other in an attempt to find their safe niche. Distrust of narrow and wide radius leads to far-reaching consequences and greater uncertainty in society, not creating the preconditions for openness and the vision of the future. (shrink)

Discovering the meaning of novel communicative cues is challenging and amounts to navigating an unbounded hypothesis space. Several theories posit that this problem can be simplified by relying on positive expectations about the cognitive utility of communicated information. These theories imply that learners should assume that novel communicative cues tend to have low processing costs and high cognitive benefits. We tested this hypothesis in three studies in which toddlers (N = 90) searched for a reward hidden (...) in one of several containers. In all studies, an adult communicated the reward's location with an unfamiliar and ambiguous cue. We manipulated the processing costs (operationalized as inferential chain length) and cognitive benefits (operationalized as informativeness) of the possible interpretations of the cues. Toddlers processing of novel communicative cues were guided by expectations of low processing costs (Study 1) and high cognitive benefits (Studies 2 and 3). More specifically, toddlers treated novel cues as if they were easy to process, informative, and accurate, even when provided with repeated evidence to the contrary. These results indicate that, from toddlerhood onward, expectations of cognitive utility shape the processing of novel communicative cues. These data also reveal that toddlers, who are in the process of learning the language and communicative conventions of people around them, exert a pressure favoring cognitive efficiency in communicative systems. A specific issue for argumentation theory is whether information and communication technologies play any role in governing argument — that is, as parties engage in practical activities across space and time via ICTs, does technology matter for the interplay of argumentative content and process in managing disagreement? The case made here is that technologies do matter because they are not merely conduits of communication but have a role in the pragmatics of communication and argumentation. In particular, ICTs should (...) be recognized as communication-information services that are delegated degrees of responsibility for managing disagreements arising from practical activities. These services are organized around practical theories for designing disagreement space. However, recognizing this relationship between argument and technology requires accounting for procedures, techniques, or rules and speech acts that are not argumentative propositions in any strict sense but that are consequential for what becomes argumentation in any setting. An account about designing disagreement space, grounded in Jackson and Jacobs’s theory of Disagreement Management, is put forward to address these issues while more generally contributing to understanding argument in context. PurposeBeginning with the initial premise that the internet has a global character, the purpose of this paper is to argue that the normative evaluation of digital information on the internet necessitates an evaluative model that is itself universal and global in character. To this end, the paper aims to demonstrate and support a universal model for the normative evaluation of information on the internet.Design/methodology/approachThe design and application of a dual normative model of information show how such a (...) model commits all disseminators of information to universal epistemological and ethical norms.FindingsBased on the dual normative characterization of information, the paper demonstrates that information and internet information specifically, have an inherent normative structure that commits its disseminators to certain mandatory epistemological and ethical commitments; and that the negligent or purposeful abuse of information in violation of those commitments is also a violation of universal rights to freedom and wellbeing to which all agents are entitled by virtue of being agents, and in particular informational agents.Research limitations/implicationsOwing to space constraints it is impractical to provide in this paper a detailed account of how the argument for informational universal rights can deal with other competing moral obligations.Originality/valueThe findings based on an innovative dual normative model of information demonstrate and support the initial thesis of the paper, namely, that the dissemination of internet information due to its global nature commits all informational agents to universal epistemological and ethical principles. The book offers a new treatment of the capacity to perceive, act on, and know about the world together with others. I argue that creatures capable of joint attention stand in a unique perceptual and epistemic relation to their surroundings: they operate in an environment that they, through their communication with their fellow perceivers, help constitute. I show that this relation can be marshaled to address a range of questions about the social aspect of the mind and its perceptual and (...) cognitive capacities. I begin with a conceptual question about a complex kind of sociocognitive phenomenon—perceptual common knowledge—and develop an empirically informed account of the spatial structure of the environment in and about which such knowledge is possible. In the course of his argument, I address such topics as demonstrative reference in communication, common knowledge about jointly perceived objects, and spatial awareness in joint perception and action. This study examines how and why peoples of African descent access and utilize community-based pedagogical spaces that exist outside schools. Employing a theoretical framework that fuses historical methodology and border-crossing theory, the researchers review existing scholarship and primary documents to present an historical examination of how peoples of African descent have fought for and redefined education in nonschool educative venues. These findings inform the authors? analysis of results from an oral history project they conducted into how Black Bermudian men utilized (...) learning spaces outside schools, such as the family, Black church, and athletics clubs, to augment their personal and scholastic development. Based on their historical and empirical research findings, the authors argue that educational actors (including teachers, administrators, policy makers, and researchers) focused on school-based issues like the academic achievement gap would do well to recognize the impact learning spaces outside of schools may have on student scholastic success, particularly for minority men. The surprising aspects of quantum information are due to two distinctly non-classical features of the quantum world: first, different quantum states need not be orthogonal and, second, quantum states may be entangled. Non-orthogonality leads to the blurring of classical distinctions. On the other hand, entanglement leads via non-locality to teleportation and other ``entanglement-assisted'' forms of communication that go beyond what is classically possible. In this article we attempt to understand these new possibilities via an analysis of the significance of (...) entanglement for the basic physical concepts of a ``particle'' and a ``localized physical system''. Classical particles can be individuated on the basis of qualitative differences in their sets of properties. But in entangled states the ``particle labels'' of the quantum formalism usually do not pick out such sets of individuating particle properties. It is sometimes nevertheless possible to think in terms of individual particles, which may be localized; but we argue that in general the structure of quantum mechanics is at odds with such a particle interpretation. This finally leads us to the conclusion that quantum mechanics is best seen as not belonging to the category of space-time theories, in which physical quantities are functions on space-time points. The resulting picture of the quantum world is relevant for our understanding of the way in which quantum theory is non-local, and it sheds light on the novel aspects of quantum information. (shrink)

This article uses the theoretical construct of Social Representations to investigate how Community Multimedia Centers – venues that offer public access to Information and Communication Technologies to underserved communities – are perceived by communities in Mozambique, and it discusses how the local population understands these venues as means to foster community empowerment and socio-economic development. In total, 113 participants took part in the study, from six CMCs in different towns of Mozambique. Participants were represented from three different social groups, (...) according to their use of the CMC: staff members, users of both CMC components – telecenter and radio – and radio-only users. The article analyses the Social Representations’ structure, using a Prototypical approach. Findings show that CMCs are seen by local communities as places at which they can receive and exchange information, and also as learning spaces, with the telecenter part focused on the delivery of ICT training and the radio component engaging with educational activities and services in a broader sense. Furthermore, CMCs are perceived as places dedicated almost exclusively to children and young people. The results of this study can help policy makers, practitioners, funding agencies and other relevant stakeholders to improve Mozambican CMCs and leverage their community empowerment potential. This study explored local controls relating to trees and spacesof the local environment in Nyamaropa Communal Lands in theNyanga District of eastern Zimbabwe. Controls were consideredin a broad and inclusive framework encompassing codified rules,taboos, and, regulatory norms and emotions. Special emphasis waslaid on people‘s emotional and ethical investment in the abovecomponents of the environment – trees and spaces. The studyemployed intensive informal and group interviews. Results showthat there is tremendous emotional and ethical investment intrees and spaces of the environment in (...) Nyamaropa. Emotions comein a variety of forms: fear, shunning, love, reverence, andconfidence and security enhancement. The emotional and ethicalnorms are designed to govern behavior and the context of resourceutilization. These norms have implications on the organization ofspaces of the local environment and regimes of resource utilizationoccurring in them. Location of resources in spaces of the environmenthas implications on the management of resources within them. Thedomains of human habitation – home bases and home fields – werefound to be the most emotionally laden spaces with trees in thembeing actively planted, nurtured, conserved, eliminated, or destroyedon the basis of certain emotions and norms. This paper presents a case study of Gardens and Green Spaces (GGS), a resident-driven, grant-funded project in Cleveland, Ohio working toward community change. Through both placemaking and entrepreneurial strategies, the main grant objectives are to effect change at the intersection of food (and agriculture), arts, and culture in Kinsman, a 96% Black Neighborhood on Cleveland’s east side. While community development (CD) projects are often designed by outside ‘experts’ who inform the scope and focus of grant-funded projects, this project is rooted (...) in the hypothesis that a resident-driven approach to CD will lead to increased community buy-in and participation, resulting in more lasting and substantive community change. GGS works across sectors, integrating arts, culture, and food to promote placemaking and community-based entrepreneurial engagement as a path towards greater health, equity, and economic resilience. This paper argues that community-based and resident-driven development—although not without its own challenges—can result in more holistic community transformation across sectors, with the potential for greater resident participation, sustainability, and equity. The case study presented in this paper, including in-depth interviews and neighborhood surveys, is an examination of the pilot phase of GGS, and argues that both placemaking and entrepreneurialism represent a negotiation between market driven community development and a solely philanthropic model. It provides insight into more equitable and sustainable change that has the potential to shift the traditional paradigm of expert driven, or “outside-in” community development. (shrink)

PurposeThe so‐called strategic information systems define systems that represent instruments able to provide a competitive advantage. In this case, the purpose of this paper is to go further and broaden the perspective to examine business sectors. Namely, information systems are conceived also as factors that reconfigure entire business systems.Design/methodology/approachThe research strategy followed can be considered in the circle of the case study. Specifically the case is Yoox, a virtual boutique. The theoretical approach for answering to the questions how (...) and why information systems are determinant in Yoox's development is based on Normann's work. In fact, it outlines modalities through which information systems reconfigure value space and give details to forces enacted consequently.FindingsThe Yoox case study throws light on the fact that, actually, information systems can be a useful instrument not only for reformulating business models but also dynamics that characterize entire business sectors.Research limitations/implicationsThe perspective proposed is limited to marginal aspects of the fashion business, i.e. global brands such as Armani have been involved in pursuing new online distribution channels outsourcing these services to a Dot.com company like Yoox.Originality/valueA business such as a virtual boutique for a multi‐brand fashion and design is imitable due to the worldwide competition. The fact that Yoox became a provider of e‐commerce platform, forming the logistical side to the marketing strategies on the net, changes the scenario significantly. Yoox's mission is not only to sell fashion online but to provide a technological platform for e‐commerce. In this way, Armani, at first, was a Yoox provider but now it is also a customer. In some sense, the rules of the game of the fashion sector, have been, albeit marginally, modified. (shrink)

Information and communication technology has become the great technological fix of our time and not the least in the education system. There seems to be no end to the hype of ICT and the accompanying promises that education will be revolutionized—“smart” pupils will be made and the so-called knowledge society propelled. This master narrative has many co-authors, some of whom have the best intentions and realize the big challenge of educating the world population. The article presents an analysis of the activities of formal and informal art associations in the space of contemporary art in Russia and China. The two countries actively cooperate in the field of art, including at the institutional level, which actualizes the appeal to the work of existing creative unions. The object of attention in the framework of the study is the modern art associations of the two countries, and the subject is the relationship between the structure and activities (...) of official and informal art associations of China and Russia. The aim is to analyze the features of the activity of art associations in the conditions of the modern art space of their countries. The analysis of the state and directions of development of both official structures and informal art groups is carried out. The former in both Russia and China, as a rule, are the continuers of the traditions of the former structures, but the original function of the guide of the political course of the leadership of the countries in them remained at different levels, mostly decreasing. The latter are communities of artists who unite by creative interests or around a common exhibition space for them, in particular galleries. Moreover, both forms successfully exist in both states, reflecting the trends of artistic life and at the same time influencing it. (shrink)

The resuscitation of deliberative democracy in the Information Age requires the construction of transparent public spaces ‐ public arenas where power relationships between speakers are discernible and debate ensues according to the rules of civility and reason (conversational transparency). The metaphor of transparency, in the sense of legal accountability, also connects the role of communications regulation to the development of democratic political culture (legal transparency). In this paper we describe the development of the Interaction Space Theory developed as part of the SANE project. EU framework 5 IST project sustainable accommodation for the new economy, IST 2000-25-257 The EU funded project provided an inter-disciplinary context for the study of interactions in the hybrid workplace where physical work environment is enhanced with information and communication technologies (ICT) which enable collaboration with remote partners. We explain how the theoretical approach, empirical work and methodological strategy employed (...) by SANE researchers contribute toward the social intelligence design approach through the development of the methodology for identification of workplace requirements for mobile knowledge workers. In addition, we demonstrate how empirical findings, based upon our theoretical approach, can lead to development of novel methods and techniques for evaluating the impact of new and emerging technologies in the workplace. In 2016, the Atlanta Community Food Bank launched the Stabilizing Lives project to develop programs and policies that could better address clients’ needs as well as including clientele as part of the planning process. The ACFB partnered with a research team at the University of Georgia to conduct a participatory research project aimed at developing deeper insights into the factors contributing to both instability and stability in the lives of pantry clientele. This article describes the outcomes this research, offering both (...) a substantive contribution to scholarship on food insecurity and emergency food systems and a methodological innovation through a staged mixed-method participatory research project. Through use of a culture-centered approach, this project created discursive spaces within which to outline emergency food models that support informal networks of care. We used a range of methods, including photo elicitation, concept mapping, individual interviews, and focus groups, to facilitate conversation among agency staff, volunteers, and clientele about the effectiveness of current program models and potential new ideas. Specifically, we suggest that through such practices, food pantries and local agencies may help inform new program models that contribute to household stability, and push back against the sometimes alienating and atomizing paradigm found in current emergency food programs. The different and seemingly unrelated practices of Information and Communication Technologies used to collect and share personal and scientific data within networked communities, and the organized storage of human genetic samples and information—namely biobanking—have merged with another recent epistemic and social phenomenon, namely scientists and citizens collaborating as “peers” in creating knowledge. These different dimensions can be found in joint initiatives where scientists-and-citizens use genetic information and ICT as powerful ways to gain more control over their health (...) and the environment. While this kind of initiative usually takes place only after rights have been infringed —as the two cases presented in the paper show—collaborative scientists-and-citizens’ knowledge should be institutionally allowed to complement and corroborate official knowledge-supporting policies. This essay examines the contemporary approaches to systems theory, the strengths and limitations of these approaches, and how communication researchers can apply them creatively. It points out that using system approaches requires communication scholars to study the mutual interaction of both information inputs and matter/energy inputs. Overloads of these inputs coupled with storage problems could engender positive feedback loops and move the system away from the linear region of stability toward the edge of chaos. It could then self-organize as (...) a more complex system in a new phase space of its trajectory. This complexity approach could be used to trace the trajectory of the global mass communication system or to conduct empirical research on all or any of the information-processing subsystems within the eight hierarchical levels of nested systems ranging from cell to supranational systems. Although systems thinking is writ large in the onto-cosmology of Eastern philosophies, its epistemological and methodological refinements did not occur until quantum physics challenged the ‘atomism’ of the dominant Newtonian-Cartesian model. The study examines the need to train future teachers using modern information and communication technologies in the context of adaptation to the aspects of postmodern society. It was found that contemporary postmodern education is impossible without application of information and communication technologies, the use of which gradually leads to changes in the content, the methods and technologies of training future teachers. The analysis of scientific literature, which confirms recognition of ICT as a key technology of the 21st century (...) and the urgency of the problem of development and application of educational technologies capable of modernizing and reforming traditional forms of education in order to meet the level of education of future teachers to the present-day requirements. The current trends of ICT in the training of future teachers in postmodern times are considered, modern practices of ICT use which are the most popular in the educational process of future teachers are singled out. The content of the following compulsory components, according to the authors, of professional training of future teachers, is generalized and concretized: didactic, legal, social and methodological. Discussion issues and perspective directions of future scientific research related to complex ethical contradictions due to uncertainty or lack of necessary knowledge, unexpected effects and insufficient transparency of functioning of information and communication technologies are outlined. The modern information age brings changes to all phenomena of human life. For example, the natu re of wars change. They are transferred from the actual battlefield to the information space, i.e. they become hybrid. The winner is the one whose narrative becomes dominant in the global information space. The Russian-Ukrainian war is a vivid example of the latest confrontation. It takes place between two absolutely opposite positions, a compromise between which is impossible. This conflict (...) is deeply existential, because Russia sharply denies the existence of Ukraine as an independent state and as a nation in general. This is evidenced by the rhetoric of the aggressor state and numerous war crimes. However, this war is not only between two sides. By denying Ukraine its existence, Russia is also at war with the values that Ukrainians uphold and on the basis of which they strive to build their own country. And these are the values of the free democratic world. Therefore, Russia opposes not only one country, but all those who also share them. That is why the information war begins to reach far beyond the borders of Ukraine. Already today, we can see the influence of Russia, whose propaganda influences the agenda of many leading Western countries. Using both classic mass media (newspapers, radio, television) and new ones (communities in social networks, bloggers, etc.), it intervenes in the global information space. The Internet only further complicates the dissemination of reliable information and promotes propaganda, because now there is almost no control over the flow of information. Habermas states this problem, noting that everyone is now a potential author without editorial control. Therefore, in conditions where the mass media gravitate towards entertainment and most of the information flows in an uncontrolled stream, there is a war for human minds. That’s why the current situation becomes a challenge for communicative theory, which has learned to make a correct diagnosis, but has not yet offered its option for exiting the crisis. Habermas’ post “War and In dignation” is so far only a testimony to the failure of his philosophy in the face of real challenges. Therefore, modern war is also a direct test for communicative theory, which must either find a way out of its limits or confirm its defeat. (shrink)

The ArgumentThis paper focuses on the opening of a discursive space: the emergence of informational and scriptural representations of life and their self-negating consequences for the construction of biological meaning. It probes the notion of writing and the book of life and shows how molecular biology's claims to a status of language and texuality undermines its own objective of control. These textual significations were historically contingent. The informational representations of heredity and life were not an outcome of the internal (...) cognitive momentum of molecular biology; they were not a logical necessity of the unravelling of the base-pairing of the DNA double-helix. They were transported into molecular biology still within the protein paradigm of the gene in the 1940s and permeated nearly every discipline in the life and social sciences. These information-based models, metaphors, linguistic, and semiotic tools which were central to the formulation of the genetic code were transported into molecular biology from cybernetics, information theory, electronic computing, and control and communication systems — technosciences that were deeply embedded with the military experiences of world war II and the Cold War. The information discourse thus became fixed in molecular biology not because it worked in the narrow epistemic sense (it did not), but because it positioned molecular biology within postwar discourse and culture, perhaps within the transition to a post-modern information-based society. Despite the great expansion and many benefits of information and communication technologies in healthcare, the attitudes of Polish general practitioners to e-health have not been explored. The aim of this study was to determine the GPs’ perception of ICT use in healthcare and to identify barriers to the adoption of EMR in the Podlaskie Voivodeship. Online and telephone surveys were conducted between April and May 2013. Responses from 103 GP practices, 43% of all practices in the region, were analysed. (...) The results showed that 67% of the respondents agreed that IT systems improve quality of healthcare services. In the GP group who declared at least partial EMR implementation, 71.4% see the positive impact of IT on practice staff processes and 66.1% on personal working processes. In this group, more than three-quarters of GPs did not see any positive impact of ICT on the average number of patients treated per day, number of patients within the practice or scope of services. The four most common barriers to EMR implementation were: lack of funds, risk of a malfunction in the system, resistance to change, and lack of training and proper information. Although the use of ICT by Polish GPs is limited, their attitude to e-health is generally positive or neutral and resembles the overall pattern in Europe. Barriers identified by GPs need to be taken into account to ensure the effective implementation of e-health across the country. (shrink)

Conversely, Social Quality can also add important insights into our understanding of the relationship between society and technology. Gaining information can be modelled as a narrowing of epistemic space . Intuitively, becoming informed that such-and-such is the case rules out certain scenarios or would-be possibilities. Chalmers’s account of epistemic space treats it as a space of a priori possibility and so has trouble in dealing with the information which we intuitively feel can be gained from logical inference. I propose a more inclusive notion of epistemic space, based on Priest’s notion of open (...) worlds yet which contains only those epistemic scenarios which are not obviously impossible. Whether something is obvious is not always a determinate matter and so the resulting picture is of an epistemic space with fuzzy boundaries. (shrink)

This book discusses key ethical and deontological problems concerning the use of the most common information and communication devices. It focuses on the challenges of the new environments we now find ourselves in thanks to these technologies, and the issues arising from the newly established relationship between the virtual sphere and the real world. Each aspect is analysed by starting from a very specific example or a case study presenting a dilemma that can only be resolved by making a (...) reasoned ethical choice. Rather than thematically addressing only one of the many aspects mentioned above, the book presents a comprehensive introduction to, and a co-ordinated overview of, the various deontological and ethical issues regarding the spread of the most common information and communication technologies. Potential applications include data gathering for research and disease tracking, knowledge sharing, and dissemination of information on research findings, prevention methods, available care and support, and patient rights. The research is based on 1450 responses to a widely distributed questionnaire.

Abstract:This essay applies lessons from John Dewey’s theory of democracy and democratic education to the modern development of information communications technologies and the assertion that the development of such technologies will lead to a more open, more democratic society. Given the continuity of the technology and its applications with structures of oppression within modern society, any attempt to resolve or democratize technology through skills-based training is bound to fail, as this does not resolve the cultural habits that enable oppression (...) through technology. Components and priority areas for capital investment in the ICT market were determined. The relativity of relationship between the placement of supercomputers in the countries and their level of innovation was revealed. The tendencies of world ICT market development were defined. The place of Ukraine in the world ICT market was established.

The purpose of this paper is to present some of the findings (which were reported on more extensively in earlier work) regarding the visibility of gender issues in the literature on selected information and communication technologies (ICTs) with a view to make predictions about potential ethical issues that the application of these ICTs may bring about in the future. On the basis of the analysis of around 100 published sources, which dealt with various aspects of selected ICTs, conclusions have (...) been drawn regarding gender issues and concerns that the applications of these ICTs may cause. The authors' analysis is theoretically informed by critical discourse analysis (CDA) which assumes that texts, both written and spoken, as well as other forms of symbolic representations, are indicative of social practices. Of particular methodological relevance was the survey of methods of text and discourse analysis presented in Titscher et al and especially the application of keyword search as a way to measure the prominence of each investigated method. This approach to literature surveying proved very useful in selecting analytic material: only those published sources on the selected four ICTs have been included in the survey, for which the analysis of keywords, abstracts and indexes of terms indicated authors' interest in gender issues. Findings - First, ICTs such as affective computing, ambient intelligence, and artificial intelligence, have been found to have the potential of positively affecting gender power relations and thus positively affecting gender balance in the areas of labour market related to ICT across EU countries and worldwide. Second, more research on the relationship between gender and ICT design, application and representation is needed, so as to enhance a better understanding of ethical issues resulting from unequal participation of women and men in all aspects of ICT production and implementation, which in itself is an ethical dilemma with which both the ICT business and legislators have to grapple. The paper offers insight into the relationship between the level of attention devoted to particular ICTs by ICT researchers, as evidenced in the reviewed literature, and the likelihood of the application of a particular ICT in the future, which is looked at and assessed from a gender perspective. The article deals with the self-education of future specialists in the field of culture and art within the context of philosophical, psychological, and pedagogical studies of the postmodern era. This substantiates the need to use e-learning in professional training. The use of cloud computing technologies is one of the educational process’ innovations. As shown by our research and personal experience implementing cloud computing technologies into the educational process proves to be feasible for training future professionals in the field of culture (...) and art, including their self-education. The article shows that the aim of self-education of the future professionals in the field of culture and art is personal and professional perfection, and also achievement, at the maximum possible level, of the creative ideal. Today their professional training is focused on self-perfection, ability to self-educate, skill to foresee the consequences of their professional activity and search for the new ways to solve their professional tasks using ICT. The article justifies that cloud computing technologies allow spreading content in the Internet, they facilitate posting the text messages, photographs, pictures and musical files. Accessibility, openness, interactivity of the cloud computing technologies cause their wide use for both on-line and off-line communication, data sharing of text, multimedia and audio resources for all participants of the educational process that enriches the self-education of future professionals in the field of culture and art and makes it rich in content, practically-oriented and enhances professional competence. This article praises the development of second order cybernetics by von Foerster, Maturana, and Varela as an important step in deepening our understanding of the bio-psychological foundation of the dynamics of information, cognition, and communication. Luhmann's development of the theory into the realm of social communication is seen as a necessary and important move. The triple autopoietic differentiation between biological, psychological, and social-communicative autopoiesis and the introduction of a technical concept of meaning is central. Finally, the paper shows (...) that second order cybernetics lacks explicit and ontological concepts of emotion, meaning, and a concept of signs. C. S. Peirce's theory is introduced for this purpose. It is then shown, through Varela's development of Spencer Brown's ‘Laws of Form’ from a dual to a dynamic triadic categorical structure, that both theories are triadic and second order, and therefore can be fruitfully fused to a Cybersemiotics. Information and communication technology has certain advantages that can contribute positively in business ethics education programmes. It is necessary, however, to identify first the factors critical for acquiring ethical competence and later to proceed to the construction and use of such tools, in order to ensure that these tools are indeed adapted to the process and the goals of business ethics education. Based on psychological theory and research, it is argued that one such crucial factor is the psychological construct (...) of ethical autonomy. The strengths and weaknesses of information and communication technology tools are discussed in accordance with this, and some suggestions are given on fruitful ways to incorporate these tools in business ethics education. Socio-cultural reality of the present time is marked by quite significant events. First, the active penetration into society of the latest information and communication technologies, which arose as a result of the rapid development of electronics. And secondly, the formation and spread of a special type of worldview under the general name of "postmodernism". It is the need for a philosophical understanding of these two events and determined the main idea of this article. The article also shows the role (...) of information technology in the transformation of the cultural reality of postmodernism. Also the main directions of application of information systems and innovative technologies in the field of education and science in general, and at studying of disciplines of a natural cycle in particular are covered. Peculiarities of studying natural sciences by students are revealed, didactic potential of ICT and its realization in the process of studying natural disciplines is considered, methodical analysis of the problem of application of information technologies in natural education is carried out. The principle of integration, multimedia clarity, interactive interaction of participants of educational process at application of new information technologies at studying of natural disciplines is allocated. It is determined that ICT in the teaching of natural sciences can intensify the educational process, accelerate the transfer of knowledge and experience, as well as improve the quality of teaching and education. This article examines a community producing complex space technology. We attempt to highlight which aspects of the community’s activities can help democratize high-tech development while providing a context for similar cases involved in developing and manufacturing nonhigh-technological artefacts. We discuss how this has been made possible by using a technology-determined organizational approach based on the CubeSat open platform infrastructure, blending formal and hands-on education, open communication, specific recruitment and working practices, and a genuine passion for technology. We identify as (...) critical enablers for community-based collaborative development of space technology the open-source architecture standard called CubeSat Design Specifications, the modularization of work in subsystems and between different organizations, and the open and participatory approach work tasks distribution and decision making. Moreover, we argue that the digital/informational aspect of this technology allows the community to implement organizational practices that resemble how open-source movements over the internet produce complex digital artefacts like Wikipedia or Linux. ESTCube can shed light on community-driven complex technology development, providing lessons on what a democratized version of high technology would resemble and how open and digitalized technology can help develop the capacities of a community. This paper aims to fill the gap in literature concerning community gardens in post-communist countries by focusing on the situation in Prague, Czechia. It introduces Prague′s newly emerged community gardens and presents the results of a first representative survey of these gardens. Information was gathered about eleven of the sixteen larger community gardens and the data were collected by semi-structured interviews with the managers of the particular gardens. The paper compares the Czech community gardens as representatives of civic agriculture (...) forms in post-communist countries with their counterparts and stresses their similarities and differences. The results show that the new community gardens reflect much of what can be seen elsewhere in terms of spatial and organizational design, as well as reasons for starting them, motivations for participation and some of the challenges experienced. However, in contrast to many community gardens in the USA, Canada and UK that focus on food and nutrition provision, in Prague the community is more of a priority than food and the other mentioned benefits. The paper shows that different activities, events and functions make gardens important hubs of their communities and potential tools of further community involvement and social change. (shrink)

It considers the production of non-governable subjects and spaces as they figure in the relation between electronic waste, global logistics industries and biopolitical technologies of labour control.
