Since the November 1991 elections, it has become a common statement to argue that Belgium has entered a -possibly unprecedented- period ofchange and instability. This article focuses on the evolution of the electoral system and electoral behaviour, in order to test this widely agreed-upon judgement. All things considered, one observes that the electoral system has not been radically modified since World War II. In spite of the transformation of the country into a federal state and several severe (...) conflicts, political decision-makers have opted for the 'fine-tuning" of the electoral system instead of radical reforms.As far as electoral behaviour is concerned, the picture is less clear. On one hand, relying on various indicators, one does observe that the early 1990s were characterised by change and transformation. On the other hand, one cannot conclude that the amplitude of change or instability in the early 1990s has been "exceptional" or "unprecedented" as compared with earlier periods.Building upon this ambiguous diagnosis, the author speculates on the probability of a major breakdown of the Belgian political system at the turn of the century. Introduction. The article examines the dynamics of electoral competition over four electoral cycles from 2005 to 2019 as exemplified by forming representative bodies of local self-government in the city of Chelyabinsk. Particular attention is paid to the impact that the transition of Chelyabinsk to a twotier model of forming local self-government bodies in 2014 had on the electoral competition. The purpose of the paper is to study the dynamics of electoral competition in municipal elections in Chelyabinsk (...) before and after the 2014 reform. Methods. The empirical basis of the study is the database “Electoral competition in the elections of municipal deputies of Chelyabinsk (2005—2019)”, which includes 414 observation units. The analysis of the empirical material is carried out according to the method of G.V. Golosov’s triangle of relative sizes, proposed for classifying party systems and adapted for analyzing elections in single-mandate constituencies. Scientific novelty. The author suggests a methodology for analyzing electoral competition in singlemandate constituencies. For the first time, the phenomenon of “controlled competition” is analyzed on the basis of 4 municipal elections cycles. Results. The analysis makes it possible to speak about fluctuations in electoral competition, its decline in 2009 and 2014 compared to the 2005 elections and increasing by the 2019 elections Conclusions. The “controlled competition” was formed in Chelyabinsk in the period preceding the reform of 2014. The reform introduced a level of local self-government, the effectiveness and necessity of which is not obvious with the existing design of the electoral system. In the course of the reform, the principal-agent model of relations between local self-government bodies and state authorities was finally consolidated. The purpose of this article is to highlight the clientelistic strategies and informal practices that the ruling political parties in Albania use during the elections to ensure an unfair advantage in their favour over the opposition challengers. One of the main characteristics of the political developments of the transition period in Albania since 1991 has been the flourishing of informal practices and clientelist networks of political parties within state structures, which has produced an extreme politicization of these institutions. These strategies (...) that in general terms we label as “clientelistic” and that have been used to a large extent by the incumbent political parties have had a direct negative impact on the conduct of free and fair elections in Albania by distorting their main goal: to reflect the will of the people. This is because such clientelist strategies, together with the informal practices/mechanisms that accompany them, have influenced the creation of an unlevelled playing field, and have produced a hyperincumbency advantage in the electoral contests between political parties in Albania. The case of the recent elections held in Albania on 25 April 2021 will be the empirical case of this study, in which are evidenced the electoral containment strategies and practices that the ruling political party used to provide an unfair advantage in its favour and to secure its grip on power. This paper aims to analyse the relationship that exists between state capture, party patronage, and the conduct of electoral processes in the settings of post-communist countries, of which Albania is one. A characteristic of the political developments of the transition period in many post-communist countries has been the phenomenon of state capture, which has occurred mainly through the endemic party patronage and politicization of state institutions. The phenomenon of state capture by the ruling political parties has had a negative (...) conditional impact on the conduct of competitive, free and fair elections in these countries, leading to distrust regarding the credibility and integrity of the process. This study argues that phenomena such as state capture and extensive party patronage as informal practices/mechanisms in the hands of the ruling political parties affect the creation of a skewed playing field and the production of hyper-incumbency advantages in holding electoral contests between political parties, making the possibility of political power rotations difficult. Albania, in the case of its last parliamentary elections, held on 25th April 2021, constitutes the case study (Section IV) to which the theoretical framework of the paper is applied, by identifying the informal practices and methods through state capture that the ruling political party used to provide structural, institutional, and financial advantages in its favour regarding elections. The entry into force of the Rome Statute on 1 July 2002 establishing the International Criminal Court has signified a shift in the goals pursued by international criminal law. Due to new types of warfare dynamics, international protection is in need of new orientations, particularly with regard to conflict deterrence aims. This urgency is widely documented by the normative action framework of the Responsibility to Protect and, more recently, by the UN Secretary-General 2012–2013 Reports for the RtoP’s implementation. The scope (...) of this study is twofold. On the one hand, it aims to explore theoretical overlapping between the jus post bellum and the RtoP with regard to deterrence effects of the ICC; on the other hand, it proposes to illustrate such dynamics by reference to Kenya’s post-electoral violence during the period 2007–2013. Kenya represents an instance of a post-conflict society whereby transitional justice actions have taken place under a de facto adoption of a RtoP framework. As a result, I defend a qualified correlation between ICC’s retribution and deterrence effects. I claim that the hypothesis of the ICC’s deterring effects accounts in Kenya is constructed upon a general condition of direct compliance by self-interested rational actors as well as on unintended effects of ethnic stabilization. I further consider that this possibility is reinforced by systemic interdependencies with other national and international initiatives such as the Kenyan National Dialogue and Reconciliation mediation initiative, the Grand Coalition Government, the Panel of African Eminent Personalities led by Kofi Annan, and the findings of the Commission of Enquiry of Post-Election Violence. If they succeed in imposing a particular frame, especially when there is no agreement on the definition of certain political issues, this can become the prevailing way for referring to that issue [Semino, E.. Metaphor in discourse. Cambridge: Cambridge University Press]. In this research, we argue that this was the case for the metaphor of (...) the JOURNEY in the Catalan political conflict during electoral periods. To that end we use Critical Metaphor Analysis [Charteris-Black, J.. Corpus approaches to critical metaphor analysis. Basingstoke: Palgrave Macmillan] to analyse televised campaign ads from the last three elections for the Parliament of Catalonia – from 2010, 2012, and 2015 – in order to identify how political actors’ use metaphors to talk about the Catalan political situation during these years and to verify if JOURNEY metaphor resulted into the dominant narrative. The results show that the political situation has been conceptualized in terms of a ‘process en route,’ although the narratives generated by the political actors that shaped that discourse differ. Using a large panel of elections in 44 countries, we show that national elections affect CSR in contrasting ways. We posit and find that in strong institutional environments CSR engagement responds negatively to uncertainty and decreases during election periods relative to non-election periods. However, in the context of institutional weakness, characterized by incomplete and captured national institutions, we find that CSR engagement increases in electoral periods, consistent with rent-seeking behavior. This study explores the entry of new and small parties into the party system in Albania, focusing on the period from 1990 to 2017. It is a comprehensive exploration of the Albanian political landscape from 1991 to 2017, focusing on the role of electoral systems and how they influence party politics. The study underscores the necessity for strong, stable political parties in a thriving democracy and investigates how the electoral system either facilitates or hinders the representation of small (...) and new parties. It investigates the influence of institutional factors, as well as the challenges and strategies related to political survival that these parties face. The analysis reveals how the two-round majority system typically fosters a two-party system, whereas a proportional system can lead to a more fragmented party landscape, often necessitating coalitions for effective governance. The impact of these dynamics was observed during several key periods in Albanian political history, noting the consequences of changes in the electoral system on the party system. The paper also highlights how major parties often manipulate the electoral system, through practices such as gerrymandering, to their own advantage, leading to potential distortions in representation. Furthermore, it presents the challenges for new and small parties, emphasizing the importance of financial support and media coverage for their survival and competitive performance. (shrink)

In contemporary democracies, the image that political leaders project is of central importance to their electoral appeal, however, studies of image projection have mainly been based on textual messages, undermining often visual content such as photos, memes and postcards. This study explores populist leaders image projection through visuals on Facebook in a cross-national context, with the aim of verifying if politicians use images to promote their political action or if they instead implement more complex strategies of self-branding and personalisation. The analysis focuses on the election campaign period for the 2019 European elections and proposes a comparison between four leaders that joined the European Parliament’s Group of Identity and Democracy, namely Matteo Salvini for Italy, Heinz-Christian Strache for Austria, Marine Le Pen for France and Alice Weidel for Germany. According to our analysis, important differences emerge in the use that leaders make of the images disseminated on Facebook. Some of them, in fact, disseminate almost exclusively images that are strictly related to their electoral campaign, while others seek a true identification with their voters, following the pattern of intimization. This thesis explores the party system and political parties in the post-communist Albania. The overarching question of the thesis is what kind of party system has developed and what is the structure and organization of the Albanian political parties. The study analyses the period 1991-2013, that is the period between the first and the last general elections. I argue and test that the Albanian party system is stable and that the Albanian political parties are mass clientelist parties with deep territorial (...) penetration. The members of the parties have ceased to paly their traditional roles of the era of mass party and their attachment tot he party is not ideological but aims to ensure material benefits in return for the support provided to the party in elections times. As parties don't have many tools at hand they use their organizational structure to stabilize electorate, which explains the low level of electoral volatility in Albania and as consequence the stability of the party system. The thesis ahs an institutional embedded and a historically structured framework according to which party strategies are shaped by both the institutional context and the historical setting in which parties are created and operate. Following this line of reasoning, the weak societal roots of parties do not allow for party identification or voter alignment; the early access to public funding reduces the incentives of parties to create strong links with the members and society to collect financial resources and; in line with the features of the patrimonial communism which is characterized by clientelism and nepotism, the Albanian political parties develop the same relationships between the higher echelons of the party and the lower strata of the party structure. On the other hand the lack of media access in the early phase of organization and the need to stabilize the electorate, encourage the Albanian political parties to seek a deep territorial penetration which results in the creation of mass clientelist parties. In order to test the hypothesis I have undertaken three steps: a) the analyses of the Effective Number of Parties and Electoral Volatility; b) the internal distribution of power, the role of the membership and the relationship of the organization with society and; c) the identification of financial resources of the political parties. The Belgian electorate has the possibility not only to decide on the number of seats for the different parties, but also to appoint the members of parliament. By making insufficient use of the preferential vote, the electorale however denies itself the power to choose members of parliament. In a quasi-experiment the difference in the selection of members by the political parties and by the electorale is examined for the period 1949-1987. The Difference is small, tending to lower the more the (...) electorate use the preferential vote, which is the key to that autonomous selection. A puzzling result, which can be understood taking into account that the growth of the preferential vote is nearly exclusively given to or attrackted by the candidates leading the party lists. The capacity to provide satisfactory nursing care is being increasingly compromised by current trajectories of healthcare funding and governance. The purpose of this paper is to examine how well Marxist theories of the state and its relationship with capital can explain these trajectories in this period of ever‐increasing austerity. Following a brief history of the current crisis, it examines empirically the effects of the crisis, and of the current trajectory of capitalism in general, upon the funding and organization of the (...) UK and US healthcare systems. The deleterious effect of growing income inequalities to the health of the population is also addressed. Marx's writings on the state and its relation to the capitalist class were fragmentary and historically and geographically specific. From them, we can extract three theoretical variants: the instrumentalist theory of the state, where the state has no autonomy from capital; the abdication theory, whereby capital abstains from direct political power and relies on the state to serve its interests; and the class‐balance theory, whereby the struggle between two opposed classes allows the state to assert itself. Discussion of modern Marxist interpretations includes Poulantzas's abdication theory and Miliband's instrumentalist theory. It is concluded that, despite the pluralism of electoral democracies, the bourgeoisie do have an overweening influence upon the state. The bourgeoisie's ownership of the means of production provides the foundation for its influence because the state is obliged to rely on it to manage the supply of goods and services and the creation of wealth. That power is further reinforced by the infiltration of the bourgeoisie into the organs of state. The level of influence has accelerated rapidly over recent decades. One of the consequences of this has been that healthcare systems have become rich pickings for the evermore confident bourgeoisie. (shrink)

Then it is necessary to analyze a human being as a system himself for concretizing the content of «a human being measure». A human being is (...) researched by the whole complex of the sciences. The humanities take a specific place. Them subject is the specific features of a human being, the consciousness of a man which defines a whole him life activities. Therefore the humanities play a leading part in the system researches of a human being. But there is significant to integrate the humanitarian knowledge himself. The hierarchy of the approaches is such: philosophical – culturological – ethnological –philological (folklore). This hierarchy gives opportunity to form the system knowledge beginning from interpreting the essence of a human being as the norm of his activities to its concrete characteristics. The hypothetic many levels model of the human activities (as analysis shows, cultural-anthropological by its content)serves as means for the well-founded choice of the future, the appreciation of the present through its prism, the electoral relation to the past and the purposeful influence on the social policy. In the period 1950-1975 many proposals were introduced in the Belgian parliament by members of parliament as welt as by the cabinet, concerning the electoral system : proposals in relation to the electorate, concerning the eligibility, the electoral procedures, and the proportional system.Very few of these proposals came through : half of them starting from an initiative of a MP and half of them coming from the cabinet, mostly preceded by a parliamentary initiative. While he was in the employ of the Elector of Mainz, between 1668 and 1671, Leibniz produced a series of important studies in natural law. One of these, dated between 1670 and 1671, is especially noteworthy since it contains Leibniz's earliest sustained attempt to develop an account of justice. Central to this account is the notion of what Leibniz would later come to call `disinterested love', a notion that remained essentially unchanged in Leibniz's work from this period to the end (...) of his life. Through his notion of disinterested love, Leibniz sought to resolve the supposed conflict between self- and other-regarding motives. For a variety of reasons, many commentators have failed to understand the basis of Leibniz's proposed resolution. My purpose in the present paper is to clarify the terms in which Leibniz effected this resolution, as well as to point out important developments in his later thought concerning the relation between pleasure, good, and happiness. This article argues that the quiet politics of informal business-state interaction explains the political determinants of growth regimes. Building on the business power literature within the study of comparative capitalism, it shows that the noisy politics of elections often leads to changes of government but rarely to fundamental changes in the growth regime. Rather, growth models can be traced to the interactions and interests of dominant corporations within a country and its policymaking elites. The argument is developed through a comparative (...) case study research design, using the case of foreign direct investment–led growth in Ireland and Hungary. FDI-led growth regimes are a universe of cases that rely on state-led industrial and enterprise policies targeting the capital investment of foreign-owned multinational firms. Despite periods of noisy electoral politics challenging basic tenets of the FDI-led growth model in both Hungary and Ireland, the continuity of FDI-oriented growth is traced to the corporate politics of business-state elite deals. Within a one-dimensional spatial framework, we deduce that partiesto go negative’, by blaming alleged insufficiencies of the rival concerning commonly shared values, increase with their ideological proximity. We test our hypothesis by considering the long period of no-cabinet alternation that characterized both Italy and Japan. In particular, we focus on the (spatial) incentives of the Italian Communist Party and of the Japanese Socialist Party to emphasize on a particular topic related to negative campaigning, i.e. political corruption issues. The status of (...) the perennial opposition held by both parties, together with the existence of several political corruption scandals during the period considered, makes the Italian and the Japanese political systems particularly apt to test our hypothesis. This article provides an account of rent-seeking in relation both to economic policies and political practices in South Africa. The article draws attention to continuities and similarities in this regard between the two distinct periods of nationalist rule from 1948 to 1994 and from 1994 to 2012. The economic dimensions that are specifically addressed are industrial policy, the labour market, state administration and tenders and service delivery and welfare. The more specifically political dimensions addressed include the electoral system, (...) the relationship between constitutionalism and the judiciary, and the rule of law. The article highlights the dangers posed by excessive rent-seeking and especially its negative implications for redistribution, economic growth and the consolidation of democracy in a highly unequal society. I added that this was the basis for a lesson in alterity that Europe can use (...) to define more uniquely its power (or lack of power—"puissance" vs. "im-puissance") in the world today. This idea might appear to be excessively optimistic, if not a delusion, but I wish to clarify what it means by examining the ideas of two Italian sociologists, Alessandro Dal Lago and Sandro Mezzadra. These two scholars have for a long time been engaged in analyzing the effects of postcolonial immigration in a Europe caught up in the process of globalization.In their essay "I confini impensati dell'Europa," they examine the way in which, in today's Europe, two meanings associated with "frontier" conflict with each other. They are referring to what Italian calls confini (which I would translate into French as frontières [English "frontiers"]) and frontiere (which I would translate into French as confins [English "confines"/"outer reaches"]).2 The end of the Cold War and the nullification of the Yalta agreements have reopened a historical and philosophical question with respect to the the very meaning we attach to the name "Europe." In the bloody wars that followed the disintegration of former Yugoslavia, that question took on a particularly dramatic form and prefigured other events of the same kind.Dal Lago and Mezzadra place this question in the context of the changes undergone by imperialism. The fight by the capitalist powers to control world resources and to impose a "Western-style" economic model upon the rest of the world is now becoming a full-scale battle that includes all the social, demographic, and humanitarian aspects that tend to impose a global constraint against the movement of peoples. This constraint is particularly felt in those "frontier-zones" in which political control coexists alongside military control (as in Yugoslavia), but where the two are violently separated. In these zones, men are at once displaced, forced into migration, yet also confined to house arrest. Here we are touching upon the profoundly equivocal nature of the "European" project:We can thus state that the frontiers of Europe have multiplied and diversified. As a consequence, the political concept of Europe has also significantly [End Page 36] fragmented. We might say that today there are as many distinct Europes as there are functions undertaken on the international stage by that nebulous continental entity. [...] This multiplication, however, cannot hide the chasm that separates on the one hand ideological or utopic pretentions to self-determination for the whole of Europe, and on the other the inescapable need strategically to align itself with the center of the Western empire, namely the USA. Recent global wars—such as the Gulf and Afghanistan wars—periodically remind us of this reality.[145]Dal Lago and Mezzadra go on to describe the self-fulfilling prophecy inherent in European discourse on identity and security, an ever more insistent discourse since the 1990s.3 This is true for the supporters of "populism" who, from Austria to Italy to Denmark have built their electoral successes on the concept of "unassimilable difference" and insecurity. It is also to be seen in the practices of European governments today and in the way civil societies are "conditioned." True, constructions that define identity (constructions identitaires) following the end of the Cold War have established nothing positive with respect to European identity, but they stigmatize a group of excluded people in order to mark the difference between Europe and the rest of the world. Essentially these refugees and migrant workers occupy that slot in society, both imaginary and real, of internal or domestic political enemies4 who are nothing more than a construct of the State. This paper focuses on how African national leaders can make global democracy relevant to sustainable development in Africa. Seeing the problem of sustainable development in Africa from the structural and functional angles, this paper begins with an introduction and a clarification of terms such as ‘democracy’, ‘globalization’ and ‘development’. It then analyzes the underlying foundations of global democracy and its implications to cultures of the African peoples. This paper tries to place the impact of global democracy on Africa in perspectives (...) by weighing the pros and cons of global democracy. Tracing the genesis of functional and developmental problems in the post-colonial Africa to structural problems occasioned by Africa’s colonial experience, this paper however strongly contends that the main problem militating against sustainable development in the post-colonial Africa is bad politics and mismanagement of national resources. African peoples need to be taught that some of the African national leaders are responsible for the bad condition of underdevelopment in the global period because of bad political governance ranging from the inability of African leaders to calculate all the relevant factors in the making of their policies as well as failing to provide effective technologies and competent staff to deal with rigging of elections and other electoral problems in addition to corruption and mismanagement of public funds. There is no way for the African nations to survive without production of goods and services in terms of farming, agriculture and diversification of their revenue base. National leaders of the various African nations cannot avoid policies that enable the industrialization of African nations through the provision of the basic infrastructures and viable amenities for social, economic, and political development. They should however be wary of debt traps of International Monetary Fund and World Bank because borrowing nations are often given difficult conditions that often make it difficult for them to obtain the desired benefits in terms of sustainable development. The study recommends that for sustainable development to take place in Africa there is need for national leaders to embrace good political governance that places the people at the centre of development to be manifested in guileless electoral process and effective management of the resources. This paper contends that the realization of sustainable development in African nations requires moral, political, and economic integration. "The documents gathered in this volume cut a winding path through the tumultuous final thirty-three months of Leibniz's life, from March 1714 to his death on 14 November 1716. The disputes with Newton and his followers over the discovery of the calculus and, later, over the issues in natural philosophy and theology that came to dominate Leibniz's correspondence with Samuel Clarke certainly loom large in the story of these years. But as the title of this volume is intended to convey, (...) the letters exchanged between Leibniz and Caroline of Brandenburg-Ansbach, Electoral Princess of Braunschweig-Luneburg and later Princess of Wales, also figure prominently in their telling, and I have included their complete extant correspondence from 1714 to 1716. These letters are of particular interest inasmuch as they provide valuable insights into how and why Leibniz's correspondence with Clarke arose, and why it developed as it did, with Caroline in the role of influential go-between; whence the title, The Leibniz-Caroline-Clarke Correspondence. But there is more; for these letters provide a window into the evolving personal relationship between Leibniz and Caroline. Much of the early correspondence between Leibniz and Caroline after her arrival in England is filled with thoughtful and engaging exchanges about philosophy, literature, and politics, about people Caroline was meeting in England, about those known by Leibniz far and wide, about the new royal family in England, headed by George I (Georg Ludwig of Braunschweig-Luneburg), as well as gossip about affairs of state in both England and Europe at large. Beyond the interest they hold for Leibniz scholars in particular, many of these exchanges should also be of interest to historians of early 18th-century England and Europe, and especially to those interested in the period immediately preceding and following the Hanoverian succession to the throne of England. But even quite early on in their correspondence Leibniz seemed to sense a threat to his relationship with Caroline, and a worrisome paranoia began to creep into some of his letters to her, letters in which he expressed concerns about her continuing allegiance to him now that she had been installed in England amongst his rivals. As the correspondence progressed, Leibniz's paranoia only deepened; but it was nevertheless prophetic of a tragic truth to come. For the letters exchanged between Leibniz and Caroline document the rather sad story of the slow but steady erosion of Caroline's loyalty to Leibniz after she departed Hanover on 12 October 1714 and landed in England at Margate in Kent on 22 October as the new Princess of Wales and future Queen of England. In 1727 the Scottish poet James Thomson penned A Poem Sacred to the Memory of Sir Isaac Newton, calling him "our philosophic sun," and it was by force of the political and cultural mass of this sun that Caroline was eventually, and inexorably, drawn into its orbit, and away from Leibniz". A study of Hindu engagements with violence which have been structured by scriptural themes reveals that violence has been regulated, enacted, resisted, negated or denied in complex ways. Disputes based on Vedic orthodoxy were channeled, in classical India, through the mythical frameworks of gods clashing with demons, and later in the medieval centuries this template was extended to the Muslim foreigners who threatened the Brahmanical socio-religious orders. In the modern period, the electoral mechanisms of colonial modernity spurred Hindu anxieties (...) about a weakened nation which would die out in the face of Muslim solidarity, and various Hindu organizations began to increasingly draw on motifs from the Vedas, Bhagavad-gītā, and other texts to speak of a martial Hindu nation. These two moments—the articulation of the boundaries of the robust Hindu nation and the projection of the Muslim as the enemy lurking at the gates—have been integral to the shaping of Hindu cultural nationalism by several key thinkers and political activists. Thus, the forms of violence associated with Hindu universes should be placed within their dynamic socio-historical contexts where Hindus have interpreted, engaged with, and acted on a range of scriptural texts both to generate violent solidarities and to speak of peace. A study of these phenomena alongside some Christian theological attempts to legitimize, valorize or transcend violence from within scriptural horizons points to the complex conceptual terrain encompassed by the conjunction in “religion and violence.”. Despite their purported demographic and institutional decline, White evangelical voters were instrumental in the election of Donald Trump in 2016, and even more so in his 2020 loss. The story of Trump’s electoral successes among Christian voters in the last two elections is in large part the story of religious nationalism—and White Christian nationalism in particular—because Trump personifies the convergence of nationalism-infused forms of messianism and apocalypticism intrinsic to White evangelicalism, which culminate in QAnon cultic ideology. However, these same (...) ethnoreligious/nationalist patterns and logics extend much further back than Trump’s insurgent candidacy. This chapter traces the recurring, resurgent patterns of “zombie nationalism” among White evangelical Christians in the United States over the last half century that emerged in response to periods of significant societal change and certain recurring sociopolitical issues. In particular, alongside established elective affinities around ethnicity (whiteness) and religion (Christianity), this chapter makes the case for incorporating gender and sexual politics as key factors in the articulation and legitimation of religious nationalism in the United States. White Christian nationalism tends to reemerge as a salient political force during periods of rapid social change and diversification, driven by racialized religious grievances symptomatic of Nietzsche’s concept of ressentiment, or the paradoxical internalization and reprojection of a person’s or group’s perceived endangerment, victimhood, and/or suffering, in order to gain power. Drawing on examples of marriage equality and reproductive rights, this chapter demonstrates how an understanding of sexual politics is key to both apprehending and breaking the cyclical reanimation of White Christian nationalism. Escaping the nihilistic impulses driving these cycles will require White evangelicals to develop new hermeneutical tools capable of transforming the exclusionary patterns of racism, ethnocentrism, heteronormativity, and patriarchy that fuel the engine of ressentiment animating zombie nationalism. An unresolved debate in Bentham scholarship concerns the question of the timing and circumstances which led to Bentham's ‘conversion’ to democracy, and thus to political radicalism. In the early stages of the French Revolution, Bentham composed material which appeared to justify equality of suffrage on utilitarian grounds, but there are differing interpretations concerning the extent and depth of Bentham's commitment to democracy at this time. The appearance of Rights, Representation, and Reform: Nonsense upon Stilts and other essays on the French (...) Revolution, a new volume in The Collected Works of Jeremy Bentham, containing definitive texts of Bentham's writings at this crucial period, offers an opportunity to reassess this debate. First, Bentham's most radical proposals for political reform came not in the so-called ‘Essay on Representation’ composed in late 1788 and early 1789, as has traditionally been assumed, but in his ‘Projet of a Constitutional Code for France’ composed in the autumn of 1789, where he advocated universal adult suffrage, subject to a literacy test. Second, it may be doubted if the very question as to whether Bentham was or was not a sincere convert to democracy is particularly helpful. Rather, it may be better to see Bentham as a ‘projector’ during this period of his life. Third, the nature of Bentham's radicalism was very different at this period from what it would become in the 1810s and 1820s, for instance in relation to his commitment to the traditional structures of the British Constitution. Having said that, his attitude to the British Constitution remained complex and ambivalent. At his most radical phase, in the autumn of 1789, he advocated wide-ranging measures of electoral reform while at the same time harbouring aspirations to be returned to Parliament for one of the Marquis of Lansdowne's pocket boroughs. To conclude, it was, arguably, the internal dynamic of Bentham's critical utilitarianism, rather than the events of the French Revolution, which was ultimately responsible for pushing him into a novel form of radical politics. This article presents a broad analysis of the political economy and dynamics of social change during the first year of the Evo Morales government in Bolivia. It situates this analysis in the wider historical context of left-indigenous insurrection between 2000 and 2005, the changing character of contemporary capitalist imperialism, and the resurgence of anti-neoliberalism and anti-imperialism elsewhere in Latin America. It considers at a general level the overarching dilemmas of revolution and reform. Part II of this three-part essay addresses four (...) major themes. First, it reviews the literature on revolution in contemporary Bolivia. Second, it explains why the 2000 to 2005 period is best conceived as a revolutionary epoch in which left-indigenous social forces were engaged in a combined liberation struggle against racial oppression and class exploitation. However, it argues that this revolutionary epoch has not led to social revolution. Third it examines in detail the electoral rise of Evo Morales and his Movimiento al Socialismo party in the December 2005 elections. Fourth, it explores the historical trajectory of the MAS in terms of its changing class composition, ideology, and political strategies since the party's inception in the late 1990s. (shrink)

In this contribution, different elements which clarify the influence of the four yearly social elections on workers'participation are brought together. The author explains that representatives of only two advisory bodies on company level are elected. Nevertheless the social elections have an effect on a broader scale. The elections play a part in the protection of representatives in the trade union delegation, a third representative body on company level. Furthermore the elections can affect the relations which are situated above the company (...) level. Moreover a growing package of powers is granted to the workers' representatives. There is however an important difference between the social and the political elections. Political elections can cause a genuine change of power, social elections on the other hand can never change the postwar basic compromise: the employer preserves most of the decision power.The author outlines furthermore the battle necks of this participation mechanism. The most important bottleneck certainly is the low turn out of candidates for the social elections. For the first time this problem is analysed sectoraly over a longer period of time. It is concluded that there are great differences not only between the economic sectors and the non-economic sectors, but also between the economic sectors themselves. The author also indicates that the decline of active participation in the economic sector since 1975 is mainly situated in seven sectors, which deliver altogether 60% of the mandates in the profit sector. Finally the author touches upon two more bottlenecks, which are already discussed before but which remain nevertheless very important: the low presence of women as candidates and likewise in the distribution of seats, furthermore the relatively great amount of invalid votes in the electoral colleges of workers and young people. One of the main features that has characterized the Albanian political scene during these three decades of democratization, has been the problematic relationship that political parties have had with political ideologies as a linkage mechanism to mobilize their electorate and secure votes in elections. The relationship of Albanian political parties with certain political ideologies can be described as strained and problematic. This has happened because such ideologies have either remained too “tight” to the suit of action or policies that our (...) parties undertook when they were in power, or because political ideologies have not served these parties as an effective instrument, or as a linkage mechanism, to attract votes from the Albanian electorate. In this sense, this paper argues that Albanian political parties have increasingly relied on nonideological instruments and strategies to guarantee what is the main goal of political parties in every country: securing votes in elections. The aim of this paper is to address the causes of the problem of de-ideologization of Albanian political parties, seeing this as a problem that relates to and reflects the social structure of Albanian society during the period of its democratization after the ‘90s. This article provides a comparative and interpretative analysis of the emerging projects in Latin America after the crisis of the neoliberal modernity project. It offers a critical interpretation of the current tendencies in Latin American politics at the national level, while suggesting some hints to understand the current neoliberal crisis in Western countries after Trump’s electoral triumph. The purpose is to figure out the collective meanings behind the new national projects in Latin America (postcolonial indigeneity, confrontational populism, defective neoliberalism, (...) and social liberalism) that are constructing a new regional order. The work examines how the neoliberal modernity project came to be dominant in the late 1980s, only to enter into a period of crisis in the current century. That crisis, in turn, provides the basis for exploring four different alternative projects of modernity, based on the kind of rationality and agency promoted by them. (shrink)

Lisa Hill’s response to my critique of compulsory voting, like similar responses in print or in discussion, remind me how much a child of the ‘70s I am, and how far my beliefs and intuitions about politics have been shaped by the electoral conflicts, social movements and violence of that period. -/- But my perceptions of politics have also been profoundly shaped by my teachers, and fellow graduate students, at MIT. Theda Skocpol famously urged political scientists to ‘bring the (...) state back in’ to their analyses, and to recognise that political identities, interests and coalitions cannot be read off straightforwardly from people’s socio-economic position. In their different ways, this was the lesson that Suzanne Berger, Charles Sabel and Joshua Cohen tried to teach us, emphasising the ways that political participation and conflict, themselves, can change people’s identities, their sense of what it is desirable and possible, and their ability to recognise, or oppose, the freedom and equality of others. -/- I do not therefore take it as self-evident that the poor and seemingly powerless should be politically apathetic, unwilling to vote, or incapable of imagining a political solution to at least some of the problems confronting them. Nor do I suppose that non-voters are all-of-a-piece, and that their shared interests are, inevitably, more significant, morally or politically, than those which divide them. Such assumptions seem mistaken in the case of voters, and I see no reason why they should be true of non-voters. The people we find in these categories are not predestined to be in one rather than the other; they do not always stay where they start off; and at an individual level, the reasons why people fall into one group, rather than another, are likely to be complex and sometimes unpredictable. -/- Above all I see nothing in a commitment to democratic government, understood realistically or in more idealistic terms, that requires us to treat raising turnout at national elections (once every four years or so) as of such moral or political importance that we should make it legally mandatory. Realistically, it is an open question how far the ballot box is, for most people, the path to empowerment – important though it is that people should have an equal right to vote and to stand as candidates at national elections. On a more idealistic view of democratic politics it is hard to avoid the thought that the importance of national elections to self-government, posited by proponents of compulsory voting, reflects an alienated and alienating view of democracy, in which the choice of our leaders becomes more important than the development and exercise of our own capacities to lead; and in which our awe at the power our leaders might wield is matched only by our inability to imagine less intimidating, distant and centralised forms of politics. -/- But before saying a little more about these points, and their significance for compulsory voting, I would like to dispel some misunderstandings or misrepresentations of my views in Hill’s essay. I do not believe socio-economic disparities in turnout are not worrying for democratic politics, nor do I believe that abstention is generally synonymous with consent. I do not assume that people have a right not to vote, but try to explain why moral and legal rights to abstain are an important part of democratic politics, including electoral politics. (shrink)

The relationship between religion and politics complicated efforts to develop a constitutional and legal framework for the post-revolution Egyptian state. During different stages of the transitional phase, this led to results that are dangerously misaligned with the principles of democracy and citizenship. During the period between 2011 and 2013, several constitutional and legal results emerged. New laws on the exercise of political rights, election procedures and political parties did not stipulate a ban on the use of religion for political, (...) class='Hi'>electoral, or partisan purposes. This provided a legal loophole for the use of religious slogans in politics and prevented the imposition of penalties on groups exploiting religious spaces for electoral campaigning and other political purposes. This situation is contradictory to inclusive, citizenship-based politics. It also leaves society vulnerable to serious risks related to political and partisan affiliations as well as to electoral behavior based on religious identity instead of ideas and goals common to all citizens, regardless of religion. In addition to the contradictions between the constitutional and legal results of the transitional phase and the principles of democracy and citizenship resulting from the mixing of religion and politics in post-revolution Egypt, another set of political contradictions resulted from the ongoing use of religion in politics by conflicting groups. These contradictions, among other factors, prevented the success of efforts to foster democracy, citizenship and power devolution. (shrink)

Drawing on Pierre Bourdieu’s concept of the ‘religious field’, this paper examines the roles available to Mauritanian clerics at different points in the country’s postcolonial history. The paper retraces the interaction between an imam, his students, and the postcolonial state. Buddāh Wuld al-Būṣayrī (1920–2009), the longtime official imam of Mauritania’s capital Nouakchott, had state backing for much of his career and was an interlocutor for heads of state. Yet he periodically wielded his symbolic capital to criticize state policies, and he (...) acted as a mentor to Salafīs, Islamists, and other activists, all without facing repression. His students and successors, however, faced an environment that was increasingly hostile to clerical dissent from the 1990s onward. Fiercer electoral competition, fragmentation within the religious field, and the advent of the Mauritanian iteration of the ‘Global War on Terror’ all undercut possibilities for clerical independence, as the state became more concerned about the constituencies for which individual clerics were perceived to speak. This case study sheds light on global dynamics in the Muslim world in an era where clerical independence is often constrained by expanding state power—including forms of ‘official Islam’ that seek to co-opt certain clerics while branding others as dissidents and troublemakers. Between 7 June and 10 June 1979, the first elections of the representatives of the European Parliament by direct universal suffrage will be held in all the Member States of the European Community.Within that period, the elections shall be held on a date fixed by each Member State. The electoral procedure, except for the common provisions of the annexed Act to the Council Decision on directelections of 20 September 1976, shall be governed in each Member State by its national (...) procedures. There will be nine parallel national elections. The Council Decision and the annexed Act of 20 September 1976 are considered in retrospect and then analysed, as are the national electoral laws, which will be used for the European elections in the different Member States. Their mutual differences and contradictions are discussed.Changes from the electoral procedure in use for national elections are traced. Broadly speaking, one of the aims of the article is to show that the potential influence of an individual vote of a «European citizenl» on the composition of the European Parliament wilt differ considerably from one Member State to another.In the closing remarks, the European elections are put into the perspective of furthering the democratisation of the European Communities. In this article, we explore why solidarity has not worked according to expectation in EU migration and asylum law and why it is unlikely to work in the future. First, we consider discourses of burden-sharing and solidarity in EU law from the 1990s up to the Lisbon Treaty in 2009 to identify emergent path dependencies. This period saw the introduction of primary law provisions on solidarity, such as Article 80 TFEU, as French and Dutch electorates had rejected a European constitution. (...) Second, we perform an analysis of Article 80 through the conceptual history of solidarity, in particular, the dominant Roman law tradition of obligation in solidum and the French tradition of solidarism. We submit that the term ‘solidarity’ is actually a misnomer: already on structural grounds, Article 80 should be read as an alliance clause, countering a threat of irregular immigration. Third, we find that the practice under Article 80 as it develops during the period between 2015 and the 2020 European Commission Pact on Migration and Asylum corroborates this finding. Overall, we find that the concept of solidarity in EU asylum and migration law engenders outcome expectations that it cannot deliver as the defence alliance it is. (shrink)

The purpose of this article is to systematize and generalize information about the political right-conservative movement in modern Poland. In the course of the study, the potential for support for right-wing parties exists in every society. It can grow due to two groups of factors. The first concerns issues related to the difficult economic situation, the modernization of societies or cultural aspects, which are called demand-related in the literature. The second large group consists of supply factors: factors of possible political (...) success (structure of political opportunities), electoral rules, inter-party competition, the role of the mass media, the structure of political divisions or the role of the winning ideology. Polish right-wing conservatism and nationalism is characterized, both in the past and in the present, by a powerful influence on the social and political life of the Republic of Poland, acting as a fundamental element of the unification of the Polish people. This movement retains its traditional features, which are reflected in the ideology of the Polish ruling party “Law and Justice”, which adheres to a national-conservative orientation with elements of clericalism, maintains close ties with the Catholic Church and organizations close to it. In the period after coming to power (2015), “PiS” slowly but steadily lost its Christian-democratic character and evolved into a conservative political force. This allowed “PiS” to win elections for a long time, and in 2023, it allows it to maintain leading positions in public opinion polls regarding support for political parties. In the field of international relations, supporters of “PiS” operated with judgments that expressed the ideas of nationalism, presenting the Poles as a strong nation that should occupy an important place among other countries. The process of creating right-wing conservative political parties and associations in Poland continues on an ongoing basis. The strengthening of nationalist movements in Poland takes place with the support of the state authorities of the Republic of Poland and is accompanied by a gradual shift of emphasis on controversial historical issues in the direction of nationalist ideology. Despite official Warsaw providing political support to Kyiv in the international arena in connection with the Russian military threat, the authorities of the Republic of Poland have no intention of blocking anti-Ukrainian activities carried out by Polish national-patriotic right-wing movements. This is due to the preparation of the ruling elite for the celebration of the 80th anniversary of the tragic events in Volyn in 2023, as well as the parliamentary election campaign. In the future, the activation of radical right-conservative formations on the territory of the Polish-Lithuanian Commonwealth may lead to protest actions in Poland, the purpose of which will be the dissemination of information unfavorable to our state in the Polish information space, which will have a negative impact on the formation of the foreign policy vector of the Polish-Lithuanian Commonwealth in the Ukrainian direction. It often appears that leading politicians in Belgium consider the results of the municipal elections in the light of national polities. They stick to the thesis that the municipal poll-results, at least in the bigger towns, are more and more influenced by the constellation of the nation's politics.Is it really so that the municipal elections indicate the hearings of the national political situation? Can one draw conclusions from the results of these elections as if they were national ones? And can (...) one,any how, compare municipal to parliamentary elections? By comparison of the results of municipal elections 1964 and of parliamentary elections 1965 it was checked which shifts in party-choice havehappened during this short period of eight months. If no oscillations, or only a few, were detected between both elections, one could conclude that the municipal elections 1964 indicated indeed the hearings of the parliamentary elections 1965.Successively, the national and provincial results of these elections were compared and the party-shifts on national and provincial level were calculated.To make a relevant comparison between the election-results on a lower level, a comparable basic unity had to be found. As there were no municipal data available at parliamentary elections on one side, andonly municipal results at the municipal elections on the other side, the least possible unity for which parliamentary election-results are known, the electoral canton namely, was chosen as a comparison-basis. For that purpose however the results per party had to be additioned in all municipalities belonging to one canton.Part of the electoral cantons was unfit for use as comparison-material for two reasons : the highly varied and often strongly local-coloured political party-structure on one hand, the big number of municipalitieswithout elections on the other hand. So we were bound to make a choice out of 212 electoral cantons. Finally the cantons with a maximum of 4 municipalities were chosen, which limited the number of cantons to 28. These cantons were classified by degree of urbanisation according to the typology of W. Van Waelvelde and H. Van der Haegen.In that classification the percentages of votes in favour of the political parties, at the occasion of these elections, were tabulated and compared.The participating parties and lists were grouped as much as possible around the traditional parties to which they were most related. So we distinguish in Flanders : CVP, BSP, PVV, VU, CPB and other parties ;in the Walloon region: PSC, PSB, PLP PCB, French-speaking lists and other parties.For this analysis we also thought it was relevant to control separately the shifts of the electoral corps in the Flemish, the Walloon and the Brussels cantons. These shifts were then specified according to thedegree of urbanisation.To measure the size of the party-shifts for these elections, the external election-shift standard was calculated for the chosen Flemish, Walloon and Brussels cantons, with a special attention for the degree of urbanisation. Finally we examined which attitude was assumed by the government, the governmental and the opposition parties, in relation to the results of the municipal 1964 elections.It appeared that some notable party-shifts had been realized during the short period between the municipal elections of 1964 and the legislative elections of 1965. In general, a certain polarization has taken place due to a centrifugal vote-shift to the left and still more to the right. The direction of vote-shifts, which had shown at the municipal elections of 1964, was affirmed at the legislative elections of 1965 and for some parties, CVP and PVV namely, it was even accentuated. The parallelism between both elections in relation to the direction of the vote-shifts did not mean however that the size of these shifts was the same everywhere. The image of the shifts was different according to linguistic region and degree of urbanisation.The analysis of the urbanisation-degree showed that the level of oscillations grew higher as the urbanisation-degree grew lower. Seen per linguistic region, the largest shifts had taken place in the Walloon cantons. According to the calculations of the electoral shift standards during the period 1964-1965, the lowest oscillations were noted in the Flemish and Brussels cantons, i.e. the voting-behaviour of the big agglomerations during the municipal elections of 1964 were the closest to the national electoral pattern. Seen that way they were, up to a certain degree, a value-measure for the general policy.Finally the remark should be made that the limitation to the two above-mentioned elections does not allow any generalization of the obtained conclusions. The short period between those elections was itself an exceptional situation which may have been of influence on the results of the comparisons. (shrink)

The major changes in the Belgian partysystem occurred within the context of the rise of the welfare state. Most welfare provisions were subcontracted to the different «zuil» organisations, with their political parties functioning as masterorganisation.The contrasts between «catholic» Flanders and «red» Wallonia dominated the political agenda, and led up to the fractionalisation of the party-system. The political positions of the parties remained unchanged : ascendancy of the catholics, challenged by the socialists, with the liberals holding the balance, and communists and (...) «federalist» parties beingback in opposition after a short period of governmental participation.Although party identification has shifted from ideological towards clientelist motives, the party preference of the electorate did not alter. The functions of parties did change : the power of mandatories decreased and parties increasingly control and even formulate public policy.Television has personalized political propaganda, which is, in between elections, professionally made by highly subsidized cultural masterorganisations. The costs of electoral propaganda, nowadays runned by commercial - advertising bureaus, have increased substantially. All this led to the decline of the propaganda by volunteers. (shrink)

Standing institutions have a continuous existence: examples include the United Nations, the British Parliament, the US presidency, the standing committees of the US Congress, and the Environmental Protection Agency. Intermittent institutions have a discontinuous existence: examples include the Roman dictatorship, the Estates-General of France, constitutional conventions, citizens' assemblies, the Electoral College, grand and petit juries, special prosecutors, various types of temporary courts and military tribunals, ad hoc congressional committees, and ad hoc panels such as the 9/11 Commission and base-closing (...) commissions. Within the class of intermittent institutions, one may distinguish periodic from episodic institutions. The former come into being on a schedule set down in advance, while the latter come into being at unpredictable intervals. The Electoral College is a periodic institution, while the Roman dictatorship is an episodic one. This article attempts to identify the benefits and costs of intermittent institutions, both as a class and in their periodic and episodic varieties. The largest goals are to state some general conditions under which intermittent institutions prove superior or inferior to standing institutions, and to illuminate the temporal dimension of institutional design. The Political Crisis and Christian Ethics addresses themes in political philosophy in the context of a crisis in democracy after the denial of the 2020 election by the Republican candidate for president. The refusal to accept the results of the election divided the electorate and drove the president's followers to fail in their attempted coup attempt in January of 2020. Democracy is defended in Reinhold Niebuhr's writing on politics and in Barack Obama's use of the theologian's thought. It is developed (...) further in the political theory of Paul Tillich. The themes of just peacemaking are reviewed in Paul Tillich's critique of John Foster Dulles' work and in the author's critique of just peacemaking in the work of Glen Stassen. Domestically the issues of race, inequality, ecology, and healthcare are addressed from the perspective of prophetic realism. The book concludes in terms of Alfred North Whitehead's philosophy of education and religion and a vision of the good president. In summary, The Political Crisis and Christian Ethics is a volume of American, Christian political theory in a period of overcoming the trauma of 2016 with Christian ethics and political philosophy. Both in the pre-war and the post-war period right-wing extremism was not very strong in Britain. Historians, political scientist and politicians have suggested a whole range of elements to explain this failure. In the light of this limited success the victory of the British National Party in an election of the Millwall district in the London Bourough of Tower Hamlets was indeed a surprise. lt raised the question whether this was the beginning of something similar to what happened earlier in (...) France, Germany, Belgium and the Netherlands. The very specific characteristics of the London East End and ofthe Millwall district in particular make the BNP victory however quite exceptional, and do not enable a generalization of the phenomenon. This is supported by the electoral results for the London Borough and District Council of May 5 1994. Yet one can still argue that the specific danger of the BNP is not its electoral potential, but the impact of its local activities on the relations between the ethnic groups in the neighbourhoods where it is present. The Volksunie, partly from the opposition and partly from its participation in cabinet/coalitions made an important contribution to the processes of state reforms that remodeled Belgium in the 80's and 90's into a federal state. The party strongly introduced the federalist ideas in the political arena. In the seventies it played a pro-active role in the negociations with the French interlocuteurs. Although these negociations did not succeed, the solutions advocated in that period went on as possible outcomes for later negociations (...) and played a catalyst role. When taking part in the cabinets either the national and for the Flemish cabinets in the 80's and the 90's, its minister advocated and carried on a maximalizing federalist policy. Inside and outside the party, it was not easy to perform this policy. Even the electorate did not reward the party that much for its achievements, which can be summarized as an undeniable contribution to the federal state reform of Belgium. (shrink)

This study examines the extent to which the highly diverse and volatile Dutch electorate received a diverse offer of political newspaper coverage during the 2006 general election campaign. We measured the level of diversity of five subscription based national newspapers with a partisan history and two free dailies. Two forms of diversity were examined: party diversity and issue diversity. The diversity of party coverage in the free dailies was greater than the diversity across all newspapers. Whereas free dailies paid a (...) relatively large amount of attention to new and opposition parties, traditional newspapers paid a relatively large amount of attention to the parties with whom they were aligned during the period of “pillarization”. Conversely, we only found small differences in the distribution of attention to issues. The diversity of issue coverage across newspapers was larger than the diversity within newspapers. (shrink)

This article analyzes the current political transition in México from the vantage point of civil society. It departs from a definition of the Mexican authoritarian regime, now the oldest in the world, as a model of fusion between the state, the market and society. The crisis of the developmental model and the regime’s increasing inability to incorporate the new social actors created by industrialization and urbanization opened up a long period of political crisis whose main content was a process of (...) societal differentiation. The failure of President Salinas’ project of neo‐liberal reconstruction of the authoritarian regime deepened the crisis and led to the formation and consolidation of strong national political parties, the beginning of a still unequal, but effective electoral competition and especially to the emergence of several civic groups that are struggling for a democratization that goes beyond electoral politics. The collective identity as civil society of these civic groups has been instrumental for the critique of the regime’s gradualist strategy of “permenent electoral reform”. (shrink)

Many concerned citizens, including judges, bureaucrats, politicians, activists, journalists, and academics, have been claiming that Indian democracy has been imperilled under the premiership of Narendra Modi, which began in 2014. To examine this claim, the Article sets up an analytic framework for accountability mechanisms liberal democratic constitutions put in place to provide a check on the political executive. The assumption is that only if this framework is dismantled in a systemic manner can we claim that democracy itself is in peril. (...) This framework helps distinguish between actions that one may disagree with ideologically but are nonetheless permitted by an elected government, from actions that strike at the heart of liberal democratic constitutionalism. Liberal democratic constitutions typically adopt three ways of making accountability demands on the political executive: vertically, by demanding electoral accountability to the people; horizontally, by subjecting it to accountability demands of other state institutions like the judiciary and fourth branch institutions; and diagonally, by requiring discursive accountability by the media, the academy, and civil society. This framework assures democracy over time – i.e. it guarantees democratic governance not only to the people today, but to all future peoples of India. Each elected government has the mandate to implement its policies over a wide range of matters. However, seeking to entrench the ruling party’s stranglehold on power in ways that are inimical to the continued operation of democracy cannot be one of them. The Article finds that the first Modi government in power between 2014 and 2019 did indeed seek to undermine each of these three strands of executive accountability. Unlike the assault on democratic norms during India Gandhi’s Emergency in the 1970s, there is little evidence of a direct or full-frontal attack during this period. The Bharatiya Janata Party government’s mode of operation was subtle, indirect, and incremental, but also systemic. Hence, the Article characterizes the phenomenon as “killing a constitution by a thousand cuts.” The incremental assaults on democratic governance were typically justified by a combination of a managerial rhetoric of efficiency and good governance (made plausible by the undeniable imperfection of our institutions) and a divisive rhetoric of hyper-nationalism (which brands political opponents of the party as traitors of the state). Since its resounding victory in the 2019 general elections, the Modi government appears to have moved into consolidation mode. No longer constrained by the demands of coalition partners, early signs suggest that it may abandon the incrementalist approach for a more direct assault on democratic constitutionalism. (shrink)

In the Roman Republic, in the case of the death of both consuls or a situation which made it impossible to proceed with the election of their successors, the Senate would decide to establish an interregnum. For that the senators chose several persons of patrician dignity from among their midst, and awarded them the auspices and the signs of magisterial power. The interreges had the task of preparing for the elections of new consuls and hold the electoral assembly. Although (...) the interreges had been chosen by the Senate, rather than elected by the People, and were in power for a short period, they resembled extraordinary magistrates. The interrex was appointed by the senator with auspices; likewise, the magistrate was elected in accordance with the will of the gods. As well as the auspices and the attributes of magisterial power, the interreges were provided with anius agendi cum patribus et cum populoand could summon the People to the centuriate assembly. In an epistle to C. Trebatius Testa, written in January 53, Cicero ironically said that, with such a large number of interreges, an experienced lawyer could use them to prepare a defence in civil suits by asking each interrex for two adjournments to obtain legal assistance. Interreges, albeit as part of a jest, were seen here as holders of some civil jurisdiction. Referring to Asconius' clarification that a certain M. Lepidus was appointed interrex because he had been elected as a curule magistrate, Theodor Mommsen concluded that every interrex was regarded as magistrate. In fact, Asconius means here that Lepidus held a curule magistracy in addition to his being interrex. Nevertheless, the notion of extraordinary magistrate has been frequently applied to the interrex by modern scholars. When interreges periodically appeared at the head of the Republic as holders of auspices and of the signs of the highest power for five days, the Romans became accustomed to thinking that the interreges received supremacy for that period. Poor ethnology, never where it should be! One could almost believe that in the intellectual comedy it is always condemned to play the role of the incorrigible blundering fool.Take a different view. Thirty years ago it was used for any job going, the indispensable commodity of the cultured milieux of the period. The opinion-shapers perfidiously reduced it to structuralism, which was then running out of steam and scarcely intimidated them any longer. Encouraged by this decline, they affected to believe that (...) ‘structures’ had an empirical existence in society, indeed absolutely anywhere their limitations had made themselves felt for far too long, and that ethnology finally won its freedom at the same time as the various changes in custom and social practice which took place as a result of the huge emancipation movement of May 1968. At once ethnology, the sacred instrument of access — or a smattering of it — was to be found in the media, in the professional training of nurses, the therapies of Bonneuil, the fashion for water-bath deliveries, the electoral campaigns of informed politicians, the ‘spin-offs’ of the Second Vatican Council, and so on. Today, on the other hand, it is to be found nowhere at all, not even among ethnologists, who appear with any intellectual label whatever, but above all not as practitioners of a science. They are the new romantics, the new adventurers, the incredible travellers, all having to do no more than produce a strictly personal experience, or at least states of mind. In short, ethnology passed itself off the first time as a kind of panacea, and the next it was declared no use for anything whatsoever, being at best a pretext for narcissistic effusions and at worst a snare for the naive. The more they would have us believe it can do everything, the more nothing can be done for it. (shrink)

Unlike many countries across the world, in Chile after 1968 a radical socialist government came to power with the electoral victory of Salvador Allende and Popular Unity underpinned by a whole range of movements toward a socialism “from below”. Using fragments gathered from workers’ newspapers produced during the 1930s, 1950s and 1970s, the aim of this article is to identify the changing content of radical socialist politics that coalesced by the time of this electoral victory in and through (...) the “everyday” experience of workers in the textile industry. Workers in this sector were at the forefront of the profound changes underway during the prior period of import-substitution industrialisation from the 1930s and the “pre-revolutionary” moment of 1970-1973, where major textile firms were amongst the first to be occupied and nationalised under the Allende government. By tracing the evolution of socialist ideas in these publications —published by trade unions, political parties and, in the 1970s, by workers in the occupied factories themselves— I unravel the development of a radical socialist politics through these decades that then coalesced with the electoral victory of the UP in 1970. Methodologically, I draw on the work of Chilean sociologist Tomás Moulian (1993) and his concept of ideas “en uso” to examine how radical socialist ideas developed and changed in their interaction with workplace conflicts of the time. Consequently, I identify four areas in which these ideas developed: expression of the changing workplace; interpretation of discontent through legalist and radical discourse; the complexities of Chilean socialist and anti-imperialist ideas; and the construction of historical memory. I demonstrate how the interplay of these four features of Chilean socialist ideas were represented in an “everyday socialism” that informed the factory occupations and nascent social transformations after 1970.
