Rationality bashing has become a popular sport. Critiques have quite rightly challenged models of rational planning that follow a linear progression from predefined ends to achieved goals. There have been several alternative theoretical and empirical developments including incrementalist projects, network theories, critical communication approaches, and heuristic models. Notwithstanding critiques of linear models of policy-making and planning, rationality as a general idea remains an important reference point for designing and evaluating policy-making and for orientating planning projects. We suggest that the concept (...) of rationality needs to be revised rather than abandoned and this article discusses how rationality in decision making may be reconstructed. We first review and critique some of the main preconceptions of rationality in policy-making and planning. We then discuss the nature and purpose of rationality from the perspective of John Dewey’s pragmatist philosophy and in light of contemporary theoretical and empirical analyses. We position rationality as a procedural standard of excellence that evolves and informs practices in the context of problematic situations. We propose that a theory of rationality, as a guide for planning and policy, should be developed for application in concrete problematic situations and at the same time should play a normative role and be orientated to moral, socio-historical, and ecological considerations. Dewey’s pragmatist theory is a promising source for such considerations. In this article we identify four ‘pillars’ of pragmatism to support such a revised rationality construct: (i) situationality, (ii) normativity, (iii) philosophical via media between foundationalism and relativism, and (iv) democratic inquiry. We discuss the application of a pragmatist rationality, that we refer to as ‘situational transactive’ rationality, using a model of decision making that builds on current understandings in planning and policy science. Finally, we discuss some of the possible advantages and challenges of undertaking such a pragmatist revision of rationality. (shrink)

After decades of postcolonial development planning in the former colonies of Africa, one question that has been asked over and over again concerns how much has changed in Africa since the launch of what used to be called the first, second, third and other development decades. There is no doubt that national development policies and plans have played significant roles in influencing the direction of the post-political-independence development processes in Africa. This paper argues, however, (...) that far more serious attention needs to be paid by the African public to the important contributions that the nature of their development plans can make in the transformations of their lives. This paper uses development plans as an exemplar of social mechanisms in critical realist philosophy and argues that the development planning authorities in Africa need to take seriously the nature of the relations between their ‘informal’ and ‘formal’ sectors in the formulation and implementation of their development plans. This chapter focuses on maintaining employment in the sector of small and medium-sized enterprises, which is crucial for the functioning of the economy. However, in an economic crisis, the changes in the area of employment of workers often become the foremost way of adapting to declining financial resources, which are the result of reduction of interest in the offer of the organisation by the customers. These actions had proven to be particularly evident in the case of global financial and economic (...) crisis, which also affected the Polish economy after 2008. The chapter suggests that the layoffs lead to rise in unemployment. Thus, there is a need to promote the outplacement, which is, a technique oriented on responsible dismissals in order to support a smooth transition of laid-off workers to new workplaces. In this way, both employees and companies increase their chances of maintaining competencies and better adapt to market competition requirements. This chapter explores the characteristics of the labour market policy in Poland, main features of the outplacement in the context of the crisis, examples of the outplacement implementation, plans for further development of the outplacement, and conclusions including directions for further research. This study presented the policy of functional integration of the product planning team as a strategy for the development of the pharmaceutical industry in Palestine. The study population consists of all the workers in companies operating in the field of medicine in Palestine, which are (5) companies producing in the West Bank only for pharmaceuticals used by these companies, which are (296) employees, and was used a simple random sample to choose the sample and size (87) employees of the (...) study population, and to achieve the objectives of the study (87) questionnaires were distributed. The descriptive analytical method was used, and SPSS was used to answer and discuss the study's questions. The results showed that there is a significant relationship between the effectiveness of the policy of product development and the competitiveness of pharmaceutical companies in Palestine (West Bank), where the policy of product development efficiency accounts for 56.6% of the total change in the competitiveness of companies. The product quality component was most influential at all levels of product development effectiveness policy, followed by product identification, product cost reduction, packaging and product deletion. The weakest areas of strategic direction in pharmaceutical companies in Palestine (West Bank) are 67%. The weakest aspects of job integration are: non-regular meetings of representatives of different positions to participate in any project related to product development, to achieve spatial convergence of members of the product planning policy team in offices, laboratories and workplaces. The aim of the research is to identify the role of policies and procedures for the electronic document management system in the success of the electronic document management system in the Palestinian Pension Agency. In order to achieve the objectives of the study, the researchers used the analytical descriptive method in which the tries to describe the phenomenon studied, analyze its data, the relationship between its components and the opinions that are raised around it, and use the comprehensive inventory (...) method due to the small size of the society. (108) questionnaires were distributed to the community of 65 employees in Gaza Strip and 43 employees in the West Bank. All the responses were retrieved. The research found that there is a clear adoption by the Commission of the policies and procedures put in place to implement the electronic management system of electronic documents. The study showed that there are no statistically significant differences between the responses of the study population regarding the role of policies and procedures for the electronic document management system in the success of the electronic document management system in the Palestinian Pension Agency due to variable (age, nature of job, specialization). And showed that there is a fundamental difference in the opinion of members of the study community on the role of policies and procedures for the electronic document management system in the success of the electronic document management system in the Palestinian Pension Agency attributed to the scientific qualification, and shows the difference in favor of the bachelor's degree. And years of service, and shows the difference in favor of the 11-15 year category. The research led to a number of recommendations, the most important of which is the increase of interest and awareness of the need to implement policies and procedures to ensure the success of the electronic document management system through access to and benefit from the experiences of other institutions and the private sector. And the need to focus on the attention to develop appropriate and clear plans and dissemination on the electronic document management system and specific to specific objectives and the Commission is committed to apply them, the need to pay attention to the development of strategic plans and policies and work mechanisms commensurate with the electronic document management system, and the need to define a policy in advance to form a team of different specialties of the staff of the Authority and cooperation with consultants from outside the body to work on the electronic document system. There is a gap between the methods and techniques discussed in planning and management literature, and practitioners’ experiences of agricultural research and extension. This gap is attributable to the fact that outcomes of research and extension (R&E) initiatives are shaped by the interactions of contending coalitions that form around issues or approaches and promote or oppose them. This framework is used to elucidate the development of technologies and methodologies in the past. Implications are drawn for future planning and management, (...) based on seeing the use of methods and techniques in terms of the broader social and political contexts of research and development. There is a growing interest in the ethics of Health Policy and Systems Research, and especially in areas that have particular ethical salience across HPSR. Hyder et al provide an initial framework to consider this, and call for more conceptual and empirical work. In this paper, we respond by examining the ethical issues that arose for researchers over the course of conducting three HPSR studies in Kenya in which health managers and providers were key participants. All three studies involved qualitative (...) work including observations and individual and group interviews. Many of the ethical dilemmas researchers faced only emerged over the course of the fieldwork, or on completion, and were related to interactions and relationships between individuals operating at different levels or positions in health/research systems. The dilemmas reveal significant ethical challenges for these forms of HPSR, and show that potential ‘solutions’ to dilemmas often lead to new issues and complications. Our experiences support the value of research ethics frameworks, and suggest that these can be enriched by incorporating careful consideration of context embedded social relations into research planning and conduct. Many of these essential relational elements of ethical practice, and of producing quality data, are given stronger emphasis in social science research ethics than in epidemiological, clinical or biomedical research ethics, and are particularly relevant where health systems are understood as social and political constructs. Energy system planning becomes essential in order to match demand and supply, where cost minimization is a primary objective. In addition, it is also of great significance in assessing the proper mix of energy sources so that energy systems meet the given load profile in a most efficient and cost-effective way. Lately, climate change has brought an increased amount of challenge for energy systems planners. As a result, there are varieties of planning methods and tools available today, either commercially or (...) noncommercially. However, from the literature it is evident that most of these tools are targeted primarily for the developed world, thus leaving the developing world behind, where the energy issue is even more critical. Hence, the principal focus of this article is on the study of rural energy systems planning tools that have been developed so far and an assessment of their features. In a nutshell, this article presents a background review on rural electrification studies from the perspective of available planning and modeling tools. First, an overview of the energy models and their classifications are briefly discussed in general. Afterward, various rural energy models developed so far are reviewed. This review article will give a quick and broad picture of rural energy models and assist researchers, policy makers, and energy planners who are working with energy systems in the developing world. Objective To develop an ethically, legally, and clinically appropriate ventilator allocation policy for AdventHealth Tampa and AdventHealth Carrollwood in Tampa, Florida, which could be enacted swiftly during the Covid-19 pandemic. Methods During Spring 2020, a subcommittee of the Medical Ethics Committee established consensus on the fundamental principles of the policy, then built on existing ethical, legal, and clinical guidance. Results The plan was finalized in May 2020. The plan triages patients based on exclusion criteria, prognosis and expected benefit of ventilation, (...) and change in prognosis over time. Decisions are made by committee in order to minimize moral distress among individual patient care providers. Conclusions Due to international concerns about healthcare resource shortages during the Covid-19 pandemic, hospitals need allocation policies informed by the crisis standard of care, the hospital’s ethical duty to plan for an emergency, and federal civil rights laws Policy Implications: This type of policy can serve as a model for other institutions to develop crisis standards of care resource allocation policies, which are a necessary component of disaster planning. The claim that randomized controlled trials can improve policy-making in developing countries seemed to be severely challenged by the widespread belief that RCTs lack external validity. This belief led to the articulation of strategies to alleviate this problem which developed under the assumption that policy-making in developing countries can be best understood as a problem of prediction. The causal structures that characterize developing contexts, however, render this framing inadequate. I propose to understand policy-making in developing contexts as a planning process. (...) In this new framework, the relevance of several kinds of evidence is highlighted and the role of causal effects refocused. Interestingly, also the concern for the external validity of causal effects seems now less forceful than the critics of RCTs suggest. (shrink)

In an earlier edition of CambridgeQuarterly, in the section (CQ Vol 9, No 4), Larry Gottlieb sought advice on ethics committee assembly and policy implementation for a community mental health center. One concern mentioned is that staff members frequently encounter ethical issuesregarding the care of clients whose decisionmaking abilities are impaired by chronic mental illness and/or substance abuse. My response offers a suggestion for policy development and implementation, which may be integrated into guiding staff members of community mental health (...) centers toward a model of care planning that is centered on clients' experiences of their treatments and on relationship-building among clients, community members, and mental health professionals. Using a combination of network analysis and descriptive statistics, this study examines the extent to which six important and longstanding policy-oriented nonprofit organizations — foundations, think tanks, and policy-discussion groups — were connected via their directors with the 250 largest corporations in the United States in 1935–1936 and 2010–2011. The results demonstrate that the six nonprofit organizations included in the study were well integrated into corporate networks in both periods, and had an even greater integrative role in 2010–2011 than they (...) did in 1935–1936. This finding supports the hypothesis that policy-oriented nonprofit organizations allow the corporate community to develop proposals, and to reach consensus, on major policy issues. This hypothesis is further supported by an overview of existing studies that illustrate the success of these organizations in shaping policy outcomes on a range of issues. Based on the overall results, the longstanding claim that corporations influence government primarily or solely at the “interest-group” level can be supplemented by the conclusion that policy-oriented nonprofits support a policy-planning process that links the corporate community to government on general issues. In addition, the findings cast doubt on the claim that the corporate community has lost its capacity for policy cohesion in recent decades, due primarily to a “fracturing” caused by a decline in bank centrality. Since general policies have been created within the policy-planning process since at least the mid-1930s, the decline in bank centrality is irrelevant to the corporate community’s ability to formulate general policy proposals. This study explores how to optimize and improve the strategical development of urban schools in China from a policy analysis perspective. Geographically, urban school layout emphasizes the regional distribution of schools, which is affected by the geographical environment; Economically, urban school layout involves the adjustment and allocation of students' sources, educational funds, educational facilities and other elements. In terms of policy, urban school layout is the result of mutual consultation among different stakeholders, which is related to the flow of (...) students and teachers, the satisfaction of students' needs and the educational needs of families. The strategical development of urban schools refers to a set of technical and management procedures applied to planning the spatial distribution and characteristics of schools, which can be applied to match the development of schools with the distribution of the school-age population and promote the achievement of educational policy objectives. Three decades ago, planned obsolescence was a widely discussed ethical issue in marketing classrooms. Planned obsolescence is topical again today because an increasing emphasis on continuous product development promotes shorter durables replacement and disposal cycles with troublesome environmental consequences. This paper offers explanations of why product obsolescence is practiced and why it works. It then examines the ethical responsibilities of product developers and corporate strategists and their differing responses to this problem. Pro-environment product design and marketing practices and innovative (...) government policies may alleviate the problem over time. However, given the current lack of understanding about consumer replacement and disposal behavior, it is questionable as to whether these practices and policies will be sufficiently informed to be effective. In this major book Martha Nussbaum, one of the most innovative and influential philosophical voices of our time, proposes a kind of feminism that is genuinely international, argues for an ethical underpinning to all thought about development planning and public policy, and dramatically moves beyond the abstractions of economists and philosophers to embed thought about justice in the concrete reality of the struggles of poor women. Nussbaum argues that international political and economic thought must be sensitive to gender difference (...) as a problem of justice, and that feminist thought must begin to focus on the problems of women in the third world. Taking as her point of departure the predicament of poor women in India, she shows how philosophy should undergird basic constitutional principles that should be respected and implemented by all governments, and used as a comparative measure of quality of life across nations. Spatial planning policies are fundamental blocks for the implementation of sustainable development goals. Still, despite the growing adoption of environmental proxies, as it is nature-based solutions, the study of their institutionalization in policy and spatial planning is in the early stages. Simultaneously, the use of discursive and interpretative methods to unfold the social structures related to environmental issues is growing, nonetheless, their application is more common to supranational narratives. This article proposes a conceptual and methodological approach to using (...) critical discourse analysis for studying the institutionalization and conceptualization of nature-related issues in policy and spatial planning at national and local levels. This is done by discussing the ontological relations between the discursive institutionalist theory and critical discourse analysis as a methodology. It contains four main stages: clarifying the analytical focus; mapping policy and planning documents; analyzing macro discourse, which includes critical textual analysis, text-type analysis, and intertextuality analysis, and, at last, the fourth phase, interpretation within the institutional context. It provides a tool for researchers less familiar with linguistics but interested in performing discourse analysis to understand the integration of environmental narratives within policy and spatial planning. This study is an ethical reflection on the formulation and application of public policies regarding reproductive health in Brazil. The Integral Assistance Program for Women's Health (PAISM) can be considered advanced for a country in development. Universal access for family planning is foreseen in the Brazilian legislation, but the services do not offer contraceptive methods for the population in a regular and consistent manner. Abortion is restricted by law to two cases: risk to the woman's life and rape. (...) This reality favors the practice of unsafe abortion, which is the third largest cause of maternal death in Brazil. Legal abortion is regulated by the State and the procedure is performed in public health centers. However, there is resistance on the part of professionals to attend these women. Prenatal care is a priority strategy for promoting the quality of life of these women and of future generations. Nonetheless, it is still difficult for these women to access the prenatal care services and to have the required number of consultations. Moreover, managers and health professionals need to be made aware of the importance of implementing the actions indicated by the public policies in the area of sexual and reproductive health, favoring respect for autonomy in a context of personal freedom. The expansion of the corpus of international human rights to include the right to water and sanitation has implications both for the process of recognizing human rights and for future developments in the relationships between technology, engineering and human rights. Concerns with threats to human rights resulting from developments in science and technology were expressed in the early days of the United Nations (UN), along with the recognition of the ambitious human right of everyone “to enjoy the benefits of scientific (...) progress and its applications.” This comment explores the hypothesis that the emerging concepts most likely to follow recognition of the human right to water primarily involve issues of science and technology, such as access to medicines or clean and healthy environment. Many threats to human rights from advances in science, which were identified in the past as potential, have become real today, such as invasion of privacy from electronic recording, deprivation of health and livelihood as a result of climate change, or control over individual autonomy through advances in genetics and neuroscience. This comment concludes by urging greater engagement of scientists and engineers, in partnership with human rights specialists, in translating normative pronouncements into defining policy and planning interventions. This paper examines the implications for sustainability policy of environmental uncertainty and indeterminacy, and relates the associated problems with a conventional understanding of sustainable development to Hayek's critique of collective planning. It suggests that the appropriate recourse is not, however, a Hayekian endorsement of the free market, but an extension of his key idea of spontaneous order to characterise the learning society. The argument is illustrated by a practical application: the analysis of natural capital explored in this Special Issue (...) is shown to be directly relevant to the improvement of the UK's headline sustainability indicators package. As contemporary socio-ecological challenges such as climate change and biodiversity preservation have become more important, the three pillars concept has increasingly been used in planning and policy circles as a framework for analysis and action. However, the issue of how culture influences sustainability is still an underexplored theme. Understanding how culture can act as a resource to promote sustainability, rather than a barrier, is the key to the development of cultural sustainability. This book explores the interfaces between nature and (...) culture through the perspective of cultural sustainability. A cultural perspective on environmental sustainability enables a renewal of sustainability discourse and practices across rural and urban landscapes, natural and cultural systems, stressing heterogeneity and complexity. The book focuses on the nature-culture interface conceptualised as a place where experiences, practices, policies, ideas and knowledge meet, are negotiated, discussed and resolved. Rather than looking for lost unities, or an imaginary view of harmonious relationships between humans and nature based in the past, it explores cases of interfaces that are context-sensitive and which consciously convey the problems of scale and time. While calling attention to a cultural or 'culturalised' view of the sustainability debate, this book questions the radical nature-culture dualism dominating positive modern thinking as well as its underlying view of nature as pre-given and independent from human life. The sustainable development of the human settlements has become a global universal program. The comparison of cities in different countries is of great significance to provide international experience for future urban construction. Combined with the UN 2030 Sustainable Development Goals, this paper establishes an evaluation index system for the sustainable development ability of urban HS and constructs a three-dimensional research framework of “development-coordination-sustainability,” which compares the sustainable development ability of the HS of Dalian, China, and (...) Kobe, Japan, from 2005 to 2018 and explores the spatial evolution characteristics and obstacle factors of the HS of the two cities. The results show that the development degree of the HS of the two cities is on the rise. The development level of Kobe is always higher than that of Dalian, and the gap is gradually narrowing; Kobe has advantages in natural and residential environment, while Dalian has advantages in cultural and economic environment. The coordination degree of the development of the HS of the two cities has improved steadily, and the coordination degree of Kobe is better than that of Dalian. The sustainability of the development of the HS of the two cities is fluctuating, and the average sustainable growth rate of Dalian is higher than that of Kobe. The sustainable development space of the HS in Dalian presents a pattern of “high in the south and low in the north,” and the spatial characteristics of the subsystems are different; the main obstacles have changed from economic-natural to economic-natural-cultural-public services, and the obstacles to development in districts are different. The sustainable development space of the HS in Kobe has a high level of development in the southeast, radiating to the surrounding area, and the spatial characteristics of the subsystems are different; the main obstacles have changed from economic-cultural-natural to economic-natural-population, and the obstacles to development in districts are different. Finally, it puts forward targeted suggestions for the sustainable construction of Dalian. This paper can provide methodological reference for quantitative assessment of the sustainable development of HS and provide policy reference for scientific planning of the construction of HS. The use of participatory methods has become increasingly popular in agricultural research and development and natural resource management. A range of approaches are being used at the grassroots level in order to involve local citizens and groups in projects. Many of these activities remain peripheral and isolated from conventional development agencies and policies. However, recent efforts are evolving to link participatory approaches into wider planning and policy-making processes and to increase the influence of such methods in resource (...) management initiatives. Much research aimed at developing measures for normative criteria to guide the assessment of healthcare resource allocation decisions has focused on health maximization, equity concerns and more recently approaches based on health capabilities. However, a widely embraced idea is that health resources should be allocated to meet health needs. Little attention has been given to the principle of need which is often mentioned as an alternative independent criteria that could be used to guide healthcare evaluations. This paper develops a model (...) and indicator of need satisfaction that aggregates the health needs of a population in a particular time period into a single measure that weights individual health needs by the severity of their ill health. The paper provides a first step towards formalizing the principle of need as a measurable objective for healthcare policy and we discuss some challenges for future research, including incorporating the duration of time into need-based health evaluations. In examining the practice of power in the Birth Planning Policy of China, the author argues that the theorizing of the public-private frame and public patriarchy based on the welfare state in the West fails to capture the specific gender and state relations in the Chinese socialist context. With the convergence of the traditional familial order and the development of a modern nation-state, the “public” sphere of the Chinese socialist state is a disrupted space where the “state” still calls (...) for its people's sacrifice for the collective good and yet at the same time, a terrian where citizens can claim their rights. It is also a domain where Chinese women's reproduction is collectivized for the cause of socialist modernization and yet a realm where they claim their voices. In the conclusion, the author addresses the question of Chinese women's agency in maneuvering through the patriarchal system and using the policy as a springboard to effecting changes in it. It examines major river basin development underway in the semi-arid borderlands of Ethiopia, Kenya and South Sudan and its disastrous human rights consequences for a half-million indigenous people. The volume traces the historical origins of Gibe III megadam construction along the Omo River in Ethiopia-in turn, (...) enabling irrigation for commercial-scale agricultural development and causing radical reduction of downstream Omo and (Kenya's) Lake Turkana waters. Presenting case studies of indigenous Dasanech and northernmost Turkana livelihood systems and Gibe III linked impacts on them, the author predicts agropastoral and fishing economic collapse, region-wide hunger with exposure to disease epidemics, irreversible natural resource destruction and cross-border interethnic armed conflict spilling into South Sudan. The book identifies fundamental failings of government and development bank impact assessments, including their distortion or omission of mandated transboundary assessment, cumulative effects of the Gibe III dam and its linked Ethiopia-Kenya energy transmission 'highway' project, key hydrologic and human ecological characteristics, major earthquake threat in the dam region and widespread expropriation and political repression. Violations of internationally recognized human rights, especially by the Ethiopian government but also the Kenyan government, are extensive and on the increase-with collaboration by the development banks, in breach of their own internal operational procedures. A policy crossroads has now emerged. The book is highly critical of the environmental and human rights implications of the Omo River hydropower projects on both the local ethnic communities in Ethiopia and on the downstream Turkana in Kenya. This paper analyses mass media exposure and its effect on family planning in Bangladesh using data from the Bangladesh Demographic and Health Survey (BDHS) 1993s place of residence, education, economic status, geographical region and number of living children appeared to be the most important variable determining mass media exposure to family planning. Multivariate analysis shows that both radio and TV exposure to family planning messages and ownership of a radio and TV have a significant effect on current use of family (...) planning methods. These factors remain significant determinants of contraceptive use, even after controlling socioeconomic and demographic factors. The study reveals that both socioeconomic development policies and family planning programmes with a special emphasis on mass media, especially radio, may have a significant effect on contraceptive use in Bangladesh. The principal policy challenge is to design communications strategies that will reach the less privileged, rural and illiterate people who are by far the majority in Bangladesh. (shrink)

We form prior plans and policies that organize our activity over time. And we see ourselves as agents who persist over time and who begin, develop, and then complete temporally extended activities and projects. Any reasonably complete theory of human action will need in some way to advert to this trio of features—to our reflectiveness, our planfulness, and (...) our conception of our agency as temporally extended. These are, further, features that have great significance for the kinds of lives we can live. For these two reasons I will say that these are among the core features of human agency. A theory of human action needs to say what these core features consist in and how they are related to each other. And such a theory needs also to clarify the relation between these core features of our agency and the possibility that we are fully embedded in an event causal order. (shrink)

In this article, I analyse the discursive construction of adolescent pregnancy and childbearing as a development ‘problem’ in Plan’s ‘Because I’m a Girl’ campaign. I draw on existing scholarship that configures teenage pregnancy prevention campaigns in the ‘developed’ world as a site of biopolitics that seeks to maximise the well-being of the population by governing adolescent girls’ reproductive and sexual behaviours. Identifying Plan’s campaign as part of a larger turn towards adolescent girls in development discourse and policy, I (...) also draw on a growing body of scholarship that examines how campaigns targeting adolescent girls reinforce neo-liberal understandings of ‘development’ as achievable through the empowerment of individuals rather than through structural change. I argue that by discursively constructing adolescent pregnancy and parenthood as risky, Plan’s campaign reinforces reproductive norms of delayed reproduction and sexual debut, according to which adolescent girls in the ‘developing’ world are expected to comply. The campaign’s goal of ‘empowerment’ thus acts as a means of constructing adolescent girls as responsible reproductive decision makers who will break the ‘cycle of poverty’ by making rational reproductive and sexual choices. Thus, although Plan’s ‘Because I’m a Girl’ campaign addressed important issues, including adolescent girls’ right to reproductive autonomy, their focus on empowerment operates as a form of biopower that pursues the project of development through the regulation of girls’ reproduction and sexuality. IntroductionThis study aimed to explore the mental wellbeing profiles and their related factors among urban young adults in Vietnam.MethodsA cross-sectional study was conducted in Hanoi, which is the capital of Vietnam. There were 356 Vietnamese who completed the Mental Health Inventory-5 questionnaire. The Latent Profile Analysis was used to identify the subgroups of mental wellbeing through five items of the MHI-5 scale as the continuous variable. Multinomial logistic regression was used to determine factors related to subgroups.ResultsThree classes represented three levels (...) of MHI-5 score, which included “Poor mental health,” “Fair mental health,” and “Good mental health,” were, respectively, 14.3, 46.6, and 39.0%. Compared to a low household economy, participants with an average household economy had 2.11 and 4.79 times higher odds of being in a good mental health class relative to fair and poor mental health classes. Respondents with more than two acute symptoms had 3.85 times higher odds of being in a good mental health class relative to a poor mental health class, as compared to those without acute symptoms. Regarding the measurement of the Perceived Social Support Scale, people having support from their family had 1.80 and 2.23 times higher odds of being in classes of fair and good mental health relative to the poor mental health class; and participants having friend support also had 1.87 times higher odds of being in a good mental health class compared with the fair mental health class, as the MSPSS score increased by 1 unit. People with Rosenberg’s self-esteem scale increased by 1 score, those who had 1.17, 1.26, and 1.47 times higher odds of being in a good compared to fair mental health class, fair compared to poor mental health class, and good compared to poor mental health class, respectively.ConclusionOur findings were given to promote a new classification method for mental health screening among the general population. The current findings could be used as evidence to develop policies and plans that focus on encouraging early screening for mental health problems among the general young population in the future. The Schuman Plan was enthusiastically endorsed by the Benelux countries, France, Germany, and Italy, but the United Kingdom declined to participate, refusing to accept the supranational role of the projected High Authority. The treaty Establishing the European Coal and Steel Community (ECSC) was signed in Paris on 18 April 1951. The European Economic Community (EEC) has provided the core framework for the process of European integration. The treaty provisions were superseded by the Treaty on European Union (TEU), which provides the legal basis for the common foreign and security policy (CFSP). Science and technology policy in the developing world involves special problems since much of the financial support for S&T originates outside the countries where research is done. The development of information for policy and strategic planning decisions is therefore critical for national research policymakers, international organizations, and donors. However, prior attempts have been plagued by serious methodological problems. We describe a multifaceted approach for generating systematic information on scientific and technological institutions in developing countries based on the concept of (...) the research system as a multiorganizational network. By providing an account of how this approach was implemented in a three-country study we hope to shed light on several related problems in developing information for policy. First, how can relevant actors in research systems be identified? Second, how can a national research system be systematically surveyed? Third, how can system-wide estimates of organizational linkages and performance be obtained? (shrink)

__Modernising School Governance__ examines the impact of recent market-based reforms on the role of governors in the English state education system. A focus of the book concerns how government and non-government demands for ‘strong governance’ have been translated to mean improved performance management of senior school leaders and greater monitoring and disciplining of governors. This book addresses fundamental questions about the neoliberal logic underpinning these reforms and how governors are being trained and responsibilised in new ways to enhance the integrity (...) of these developments. Drawing on large-scale research conducted over three years, the book examines the impact of these reforms on the day to day practices of governors and the diminished role of democracy in these contexts. Wilkins also captures the economic and political rationalities shaping the conduct of governors at this time and traces these expressions to wider structural developments linked to depoliticisation, decentralisation and disintermediation. This book addresses timely and original issues concerning the role of corporate planning and expert handling to state education at a time of increased school autonomy, shrinking local government support/oversight, and tight, centralised accountability. We show that the division of labor and specialization of sciences and some philosophical doctrines cause the emergence of technocracy in policies. Technocracy makes development not happen in the direction of public welfare. Purpose: Despite various comparative studies in the field of cultural heritage protection in the world, there is still a significant lack of comparative research on policies related to the legal system of countries' governance. The purpose of this study is to address the comparative policies in Iran and Italy, with a particular focus on the results of the executive experiences of two different types of policies in the cities of Oroumieh (North-West of Iran) and Turin (in North-West (...) of Italy). Design/methodology/approach: Utilising the comparative, analytical, bibliographic and descriptive historical research methodology, which is based on the study of the local, national and international comprehensive review of regulations and policy-making of cultural heritage preservation policies in Iran and Italy. In this research, the related documents in three languages (Persian, Italian and English) have been examined to compare profoundly and comprehensively the policies and regulations adopted in these two countries to be able to analyze the national and transnational regulations and local policies in the cultural heritage sector. Findings: In addition to many cultural similarities and numerous commonalities, especially in the multiplicity of urban cultural heritage in historical centers, the results suggest that the legislation structure in Iran is much more centralized than in Italy. Also, the findings suggest that Italy focuses on aligning its previously centralized national legislative system in line with contemporary European heritage and preservation policies. Originality/value: The paper outlines how to use historical and cultural similarities through comparative study to benefit the experiences of two historical countries in urban heritage conservation and policy-making part despite their differences.
