Zygmunt Zawirski (1882-1948), an eminent and original Polish philosopher, belonged to the Lwow-Warsaw School (LWS) which left an indelible trace in logic, semiotics and philosophy of science. LWS was founded in 1895 by K. Twardowski, a disciple of Brentano, in the spirit of clarity, realism and analytic philosophy. LWS was more than 25 years older than the Vienna Circle (VC). This belies, inter alia, the not infrequently repeated statement that LWS was one of the many centres initiated by VC.

In 2021, there was a significant amendment to the legislation on medical experimentation. In particular, Chapter 4 of the Law of December 5, 1996 on the Profession of Physician and Dentist (Journal of Laws 2023, item 1516) was amended, in which the prerequisites of legally relevant consent given by the participant in the experiment or by other entities that express a position on their behalf were specified. In addition, procedures related to the opinion of the research project by the so-called (...) bioethics committee were described. Its members were obliged to maintain confidentiality with regard to information obtained in connection with the fulfilled function. These norms became protected by criminal sanctions, set forth in the amended Article 58 of the law. New generic types of criminal acts were introduced, primarily aimed at protecting the participant's right to self-determination, the voluntariness of participation in the experiment, and the confidentiality of data submitted by the experimenters in their proposals to bioethics committees. These norms fill in the gaps that have existed so far in the criminal law protection of these values. The article systematically discusses the generic types of criminal acts that have been penalized in Article 58 (4) to (6) of the referenced law. Their object of protection, object side, subject, subject side, punishability and potential confluence with other regulations are presented. The historical-dogmatic justification for the introduction of these regulations is also shown. (shrink)

In its original formulation, ‘culture’ was intended to be an agent for change, a mission undertaken with the aim of educating ‘the people’ by bringing the best of human thought and creativity to them. But in our contemporary liquid-modern world, culture has lost its missionary role and has become a means of seduction: it seeks no longer to enlighten the people but to seduce them. The function of culture today is not to satisfy existing needs but to create new ones, (...) while simultaneously ensuring that existing needs remain permanently unfulfilled. Culture today likens itself to a giant department store where the shelves are overflowing with desirable goods that are changed on a daily basis - just long enough to stimulate desires whose gratification is perpetually postponed. 'Community' is one of those words that feels good: it is good 'to have a community', 'to be in a community'. And 'community' feels good because of the meanings which the word conveys, all of them promising pleasures, and more often than not the kind of pleasures which we would like to experience but seem to miss. 'Community' conveys the image of a warm and comfortable place, like a fireplace at which we warm our hands on a frosty day. Out (...) there, in the street, all sorts of dangers lie in ambush; in here, in the community, we can relax and feel safe. 'Community' stands for the kind of world which we long to inhabit but which is not, regrettably, available to us. Today 'community' is another name for paradise lost - but for a paradise which we still hope to find, as we feverishly search for the roads that may lead us there. But there is a price to be paid for the privilege of being in a community. Community promises security but seems to deprive us of freedom, of the right to be ourselves. Security and freedom are two equally precious and coveted values which could be balanced to some degree, but hardly ever fully reconciled. The tension between security and freedom, and between community and individuality, is unlikely ever to be resolved. We cannot escape the dilemma but we can take stock of the opportunities and the dangers, and at least try to avoid repeating past errors. Bertrand Russell in his essay On Denoting [1905] presented a theory of description developed in response to the one proposed by Gottlob Frege in his paper Über Sinn und Bedeutung [1892]. The aim of our work will be to show that Russell underestimated Frege three times over in presenting the latter’s work: in relation to the Gray’s Elegy argument, to the Ferdinand argument, and to puzzles discussed by Russell. First, we will discuss two claims of Russell’s which do not do (...) justice to Frege: that we speak of a sense by means of quotation marks, and that all Frege does to cope with phrases that might denote nothing is define an arbitrary object as their reference. Second, we will show that Russell omitted the fact that Frege’s theory provided some answers for the puzzles presented by Russell in his essay. (shrink)

This paper is an attempt to meta-subjective revision of contemporary “ecological” issues concerning glorification of science (called by the Author „science-centrism) present in paradigm and practice of nature protection. Assuming that science can be often treated as conditio sine qua non of effective pro-ecological activity, and that such approach isn’t in fact appropriate, the Author led diverse arguments supporting the thesis that the presence of science isn’t necessary in theoretical and applied protection of nature. Within the discourse he tried to (...) defend the possibilities of the wide spectrum of environmental-friendly approaches and appreciate alterscientific paradigms and tools of nature protection. The Author attempted to emphasize that science-based tools of nature protection aren’t of absolute type. He tried to present a relativized scientific approach (possibility against necessity) as an opportunity to create wiser and more rational vision of nature protection, not based on idolatry of science. When Freud wrote his classic Civilization and its Discontents, he was concerned with repression. Modern civilization depends upon the constraint of impulse, the limiting of self expression. Today, in the time of modernity, Bauman argues, Freud's analysis no longer holds good, if it ever did. The regulation of desire turns from an irritating necessity into an assault against individual freedom. In the postmodern era, the liberty of the individual is the overriding value, the criterion in terms of which all social (...) rules and regulations are assessed. Postmodernity is governed by the 'will to happiness': the result, however, is a sacrificing of security. The most prominent anxieties in our society today, Bauman shows, derive from the removal of security. The world is experienced as overwhelmingly uncertain, uncontrollable and frightening. Totalitarian politics frightened by its awesome power; the new social disorder frightens by its lack of consistency and direction. The very pursuit of individual happiness corrupts and undermines those systems of authority needed for a stable life. This book builds imaginatively upon Bauman's earlier contributions to social theory. It consolidates his reputation as the interpreter of postmodernity. We show that if among the tested hypotheses the number of true hypotheses is not equal to the number of false hypotheses, then Neyman-Pearson theory of testing hypotheses does not warrant minimal epistemic reliability. We also argue that N-P does not protect from the possible negative effects of the pragmatic value-laden unequal setting of error probabilities on N-P’s epistemic reliability. Most importantly, we argue that in the case of a negative impact no methodological adjustment is available to neutralize it, so (...) in such cases the discussed pragmatic-value-ladenness of N-P inevitably compromises the goal of attaining truth. It is shown that sentences containing verbs of motion and sentences containing stative verbs can be analyzed as having one, Locative case rather than Source and/or Goal for the former and Location for the latter. The analysis based on Awutu, a Kwa language, assigns the direction features to verbs, in accordance with the linguistic facts present in the Kwa group of languages.

In the circumstances of the overgrowth signs the scientific-technical revolution the following events in essential way are influencing the activities of public administration : 1° the establishing, under thepressure of the technical progress and specialization, of the big economic units ; 2° the acceleration of the processus of urbanization ; 3° the increasing threat of the biological environment and the appearance of newpossibilities for its protection; and 4° the leveling of differences between the living standards of the population in (...) town and in countryside. In that situation the socialist state has first of all to develop its organizationalfunctions.2. The organizational functions of the socialist state are implemenied above all by the supreme and local representative organs of the state authority and by the subordinated to them organs of the state administration. In the result of this organizational activity the scope of civic rights is extending. The state apparatus therefore is responsible for calling into being and for activities of the public institutions and facilities being used by the citizens at their choice. The regulating role of the state has hence respect more to these public institutions and facilities, and it is addressed more seldom directly to the citizens. That takes place especially in the sphere of the administration of national economy, the organization of technical public services as well as the services rendering administration.3. The social and economic assumptions of the socialist system are putting into effect by the organizational activities of the state apparatus. One of the fundamental features of this system is to gain the conscioussupport of the overwhelming majority of the society for actions of the socialist state and to consolidate this support. Such support is possible to reach only by the development of the democratic principles of thestate activities. The democratic institutions are established by the law, and the law is one of instruments of the realization of the political tasks of the socialist society being organized into the state. The state apparatus' function is to embody in action the tasks established by the law. And this therefore makes the role of the state apparatus very important as welt as provides to the necessity of permanent improvement of this apparatus.4. The social and economic plans create the substantial basis for the state administration activities. In the both national and local plans, voted by representative organs of the state authority, there are determined theeconomic and social tasks as welt as the aims concerning in advancement of the living standards of the population. In the state enterprises plans are voted by the organs of the workers' self-government. The principles of socialist democracy and democratic centralism are reflected in the procedure of planning.5. The processus of the administration in the contemporary state becomes more and more complicated. This processus demands an improvement of th social nature, but not of the technocratic one. And that improvement, realized in conformity with the social necessities, is safeguarded by the fact that the state machinery in the socialist country is inspired and vivified by the political leadership of the working class' party. The life and work of Moj?esz Presburger (1904?1943?) are summarised in this article. Although his production in logic was small, it had considerable impact, both his own researches and his editions of lecture notes of Adjukiewicz and ?ukasiewicz. In addition, the surviving records of his student time at Warsaw University provide information on a little-studied topic.

Why do most of us consider ourselves free but also believe there is little we can change in the way the world is run - individually, severally, or even collectively? Why has the growth of individual freedom coincided with the growth of collective impotence? Bauman argues that this condition hangs on the agora - the space where private and public meet to seek the creation of 'public good', a 'just society', or 'shared values'. The problem is that little remains of (...) such old style spaces. We cannot, he argues, overcome our collective impotence without resorting to politics and using the vehicle of political agency. Three orientation points for a reconstruction of politics are suggested: the republican model of the state and of citizenship, basic income as a universal entitlement, and re-enabling the institutions of autonomous society by catching up with the controlling extraterritorial powers in an age of globalization. Globalization cuts both ways. Not only does it valorize the local in a cultural sense, it constructs the local as the tribal. Processes of geopolitical fragmentation give those in power even more room to manoeuvre. Glocalization involves the reallocation of poverty and stigma from above without even the residual responsibility of noblesse oblige. Geographical and social mobility are dichotomized; populations are refigured as tourists and vagabonds. Globalization thus reinforces already existing patterns of domination, while globalization indicates trends to dispersal and (...) conflict on neo-traditional grounds. In this work, we explore the epistemic import of the value-ladenness of Neyman-Pearson’s Theory of Testing Hypotheses by reconstructing and extending Daniel Steel’s argument for the legitimate influence of pragmatic values on scientific inference. We focus on how to properly understand N-P’s pragmatic value-ladenness and the epistemic reliability of N-P. We develop an account of the twofold influence of pragmatic values on N-P’s epistemic reliability and replicability. We refer to these two distinguished aspects as “direct” and “indirect”. We discuss the (...) replicability of experiments in terms of the indirect aspect and the replicability of outcomes in terms of the direct aspect. We argue that the influence of pragmatic values is beneficial to N-P’s epistemic reliability and replicability indirectly. We show that while the direct influence of pragmatic values can be beneficial, its negative effects on reliability and replicability are also unavoidable in some cases, with the direct and indirect aspects possibly being incongruent. To measure the life `as it is' by a life `as it might or should be' is a defining, constitutive feature of humanity. The urge to transcend is nearest to a universal, and arguably the least destructible, attribute of human existence. This cannot be said, however, of its articulations into `projects' - that is, of cohesive and comprehensive programmes of change and of visions of life that the change is hoped to bring about - visions that stand out of reality, (...) adumbrating a fully and truly different, alternative world. For the constantly present transgressive urge to be articulated into such projects, some less common conditions must arise. Utopia is one of the forms such uncommon articulations may take. This article explores the conditions that defined that form - those of modernity in its initial `solid' stage, a form that was marked and set apart from other articulations of the transgression urge by two remarkable attributes: territoriality and finality. It is concluded that in the transgressive imagination of `liquid modernity' the `place' (whether physical or social) has been replaced by the unending sequence of new beginnings, inconsequentiality of deeds has been substituted for fixity of order, and the desire for a different today has elbowed out concern with a better tomorrow. Alan M. Turing’s last published work and some posthumously published manuscripts were dedicated to the development of his theory of organic pattern formation. In “The Chemical Basis of Morphogenesis” (1952), he provided an elaborated mathematical formulation of the theory of the origins of biological form that had been first proposed by Sir D’Arcy Wendworth Thompson in On Growth and Form (1917/1942). While arguably his most mathematically detailed and his systematically most ambitious effort, Turing’s morphogenetical writings also form the most thematically (...) self-contained and least philosophically explored part of his work. We dedicate our inquiry to the reasons and the implications of Turing’s choice of biological topic and viewpoint. We will probe for possible factors in Turing’s choice that go beyond availability and acquaintance with On Growth and Form. On these grounds, we will explore how and to what extent his theory of morphogenesis actually ties in with his concept of mechanistic computation. Notably, Thompson’s pioneering work in biological ‘structuralism’ was organicist in outlook and explicitly critical of the Darwinian approaches that were popular with Turing’s cyberneticist contemporaries—and partly used by Turing himself in his proto-connectionist models of learning. Resolving this apparent dichotomy, we demonstrate how Turing’s quest for mechanistic explanations of how organisation emerges in nature leaves room for a non-mechanist view of nature. (shrink)
