Expectation Maximisation (EM) and Latent Dirichlet Allocation (LDA) are two frequently used inference algorithms, for finding an appropriate mixture of latent variables, and for finding an allocation of topics for a collection of documents. A recent insight in probabilistic learning is that Jeffrey’s update rule gives a decrease of Kullback-Leibler divergence. Its logic is error correction. It is shown that this same rule and divergence decrease logic is at the heart of EM and LDA, ensuring that successive iterations are (...) decreasingly wrong. (shrink)

This article presents seven principles that have guided our thinking about emotional intelligence, some of them new. We have reformulated our original ability model here guided by these principles, clarified earlier statements of the model that were unclear, and revised portions of it in response to current research. In this revision, we also positioned emotional intelligence amidst other hot intelligences including personal and social intelligences, and examined the implications of the changes to the model. If updating with E has the same result across all epistemically possible worlds, then the agent has no uncertainty as to the behavior of the update, and we may call it a transparent update. If an agent is uncertain about the behavior of an update, we may call it opaque. In order to model the uncertainty an agent has about the result of an update, the same update must behave differently across different possible worlds. In (...) this paper, I study opaque updates using a simple system of dynamic epistemic logic suitably modified for that purpose. The paper highlights the connection between opaque updates and the dynamic-epistemic principles Perfect-Recall and No-Miracles. I argue that opaque updates are central to contemporary discussions in epistemology, in particular to externalist theories of knowledge and to the related problem of epistemic bootstrapping, or easy knowledge. Opaque updates allow us to explicitly investigate a dynamic form of uncertainty, using simple and precise logical tools. (shrink)

Rescorla (Erkenntnis, 2020) has recently pointed out that the standard arguments for Bayesian Conditionalization assume that whenever I become certain of something, it is true. Most people would reject this assumption. In response, Rescorla offers an improved Dutch Book argument for Bayesian Conditionalization that does not make this assumption. My purpose in this paper is two-fold. First, I want to illuminate Rescorla’s new argument by giving a very general Dutch Book argument that applies to many cases of updating beyond those (...) covered by Conditionalization, and then showing how Rescorla’s version follows as a special case of that. Second, I want to show how to generalise R. A. Briggs and Richard Pettigrew’s Accuracy Dominance argument to avoid the assumption that Rescorla has identified (Briggs and Pettigrew in Noûs, 2018). This paper explores the relationship between dynamic and truth conditional semantics for epistemic modals. It provides a generalization of a standard dynamic update semantics for modals. This new semantics derives a Kripke semantics for modals and a standard dynamic semantics for modals as special cases. The semantics allows for new characterizations of a variety of principles in modal logic, including the inconsistency of ‘p and might not p’. Finally, the semantics provides a construction procedure for transforming any truth (...) conditional semantics for modals into a dynamic semantics for modals with similar properties. (shrink)

Jeffrey (1983) proposed a generalization of conditioning as a means of updating probability distributions when new evidence drives no event to certainty. His rule requires the stability of certain conditional probabilities through time. We tested this assumption (“invariance”) from the psychological point of view. In Experiment 1 participants offered probability estimates for events in Jeffrey’s candlelight example. Two further scenarios were investigated in Experiment 2, one in which invariance seems justified, the other in which it does not. Results were in (...) rough conformity to Jeffrey (1983)’s principle. We relate the theory of presupposition accommodation to a computational framework for reasoning in conversation. We understand presuppositions as private commitments the speaker makes in using an utterance but expects the listener to recognize based on mutual information. On this understanding, the conversation can move forward not just through the positive effects of interlocutors’ utterances but also from the retrospective insight interlocutors gain about one anothers’ mental states from observing what they do. Our title, ENLIGHTENED UPDATE, highlights such cases. (...) Our approach fleshes out two key principles: that interpretation is a form of intention recognition; and that intentions are complex informational structures, which specify commitments to conditions and to outcomes as well as to actions. We present a formalization and implementation of these principles for a simple conversational agent, and draw on this case study to argue that pragmatic reasoning is holistic in character, continuous with common-sense reasoning about collaborative activities, and most effectively characterized by associating specific, reliable interpretive constraints directly with grammatical forms. In showing how to make such claims precise and to develop theories that respect them, we illustrate the general place of computation in the cognitive science of language. (shrink)

David Lewis asked in “A problem about permission” about the effects on context, specifically on the “sphere of permissibility,” of allowing behavior that had previously been forbidden. The framework of truthmaker semantics sheds useful light on this problem. Update procedures are definable in the truthmaker framework that capture more than Lewis was able to just with worlds. Connections are drawn with epistemic modals, belief revision and the semantics of exceptives. In recent decades much literature has been produced on disagreement; the puzzling conclusion being that epistemic disagreement is, for the most part, either impossible (e.g. Aumann (Ann Stat 4(6):1236–1239, 1976)), or at least easily resolvable (e.g. Elga (Noûs 41(3):478–502, 2007)). In this paper I show that, under certain conditions, an equally puzzling result arises: that is, disagreement cannot be rationally resolved by belief updating. I suggest a solution to the puzzle which makes use of some of the principles of (...) Hintikka’s Socratic epistemology. (shrink)

One widely-endorsed argument in the experimental philosophy literature maintains that intuitive judgments are unreliable because they are influenced by the order in which thought experiments prompting those judgments are presented. Here, we explicitly state this argument from ordering effects and show that any plausible understanding of the argument leads to an untenable conclusion. First, we show that the normative principle is ambiguous. On one reading of the principle, the empirical observation is well-supported, but the normative principle is false. On the (...) other reading, the empirical observation has only weak support, and the normative principle, if correct, would impugn the reliability of deliberative reasoning, testimony, memory, and perception, since judgments in all these areas are sensitive to ordering in the relevant sense. This paper discusses simultaneous belief updates. I argue here that modeling such belief updates using the Principle of Minimum Information can be regarded as applying Jeffrey conditionalization successively, and so that, contrary to what many probabilists have thought, the simultaneous belief updates can be successfully modeled by means of Jeffrey conditionalization.

Since 2011, the focus of international negotiations under the UNFCCC has been on producing a new climate agreement to be adopted in 2015. This phase of negotiations is known as the Durban Platform for Enhanced Action. The goal has been to update the global effort on climate for long-term cooperation. In this period, various changes have been contemplated on the design of the architecture of the global climate effort. Whereas previously, the negotiation process consisted of setting mandated targets exclusively (...) for developed countries, the current setting requests of each country to pledge its contribution to the climate effort in the form of Intended Nationally Determined Contributions. The shift away from establishing negotiated targets for rich countries alone towards a universal system of participation through intended contributions raised persistent questions on how exactly the new agreement can ensure equitable terms. How to conceptualize equity within the 2015 climate agreement, and beyond, is the focus of this paper. The paper advances a framework on equity, which moves away from substantive moral conceptions of burden allocation toward refining principles of public reason specially designed for the negotiation process under the UNFCCC. The paper outlines the framework’s main features and discusses how it can serve a facilitating role for multilateral discussion on equity on a long-term basis capable of adapting to changing circumstances. Logical frameworks for analysing the dynamics ofinformation processing abound [4, 5, 8, 10, 12, 14, 20, 22]. Some of these frameworks focus on the dynamics of the interpretation process, some on the dynamics of the process of drawing inferences, and some do both of these. Formalisms galore, so it is felt that some conceptual streamlining would pay off. This paper is part of a larger scale enterprise to pursue the obvious parallel between information processing and imperative programming. We demonstrate that (...) logical tools from theoretical computer science are relevant for the logic of information flow. More specifically, we show that the perspective of bare logic [13, 18] can fruitfully be applied to the conceptual simplification of information flow logics. Part one of this program consisted of the analysis of 'dynamic interpretation' in this way, using the example of dynamic predicate logic [10]; the results were published in [7]. The present paper constitutes the second part of the program, the analysis of 'dynamic inference'. Here we focus on Veltman’s update logic [22]. Update logic is an example of a logical framework which takes the dynamics of drawing inferences into account by modelling information growth as discarding of possibilities. This paper shows how information logics like update logic can fruitfully be studied by linking their dynamic principles to static 'correctness descriptions'. Our theme is exemplified by providing a sound and complete HoarelPratt style deduction system for update logic. The Hoare/Pratt correctness statements use modal propositional dynamic logic as assertion language and connect update logic to the modal propositional logic S5. The connection with S5 provides a clear link between the dynamic and the static semantics of update logic. The fact that update logic is decidable was noted already in [2]; the connection with S5 provides an alternative proof. The S5 connection can also be used for rephrasing the validity notions of update logic and for performing consistency checks. In conclusion, it is argued that interpreting the dynamic statements of information logics as dynamic modal operators has much wider applicability. In fact, the method can be used to axiomatize quite a wide range of information logics. (shrink)

In this paper, I argue that some plausible principles concerning which credences are rationally permissible for agents given information about one another’s epistemic and credal states have some surprising consequences for which credences an agent ought to have in light of self-locating information. I provide a framework that allows us to state these constraints and draw out these consequences precisely. I then consider and assess the prospects for rejecting these prima facie plausible principles.

The key assumption behind evolutionary epistemology is that animals are active learners or ‘knowers’. In the present study, I updated the concept of natural learning, developed by Henry Plotkin and John Odling-Smee, by expanding it from the animal-only territory to the biosphere-as-a-whole territory. In the new interpretation of natural learning the concept of biological information, guided by Peter Corning’s concept of “control information”, becomes the ‘glue’ holding the organism–environment interactions together. The control information guides biological systems, from bacteria to ecosystems, (...) in the process of natural learning executed by the universal algorithm. This algorithm, summarized by the acronym IGPT (information-gain-process-translate) incorporates natural cognitive methods including sensing/perception, memory, communication, and decision-making. Finally, the biosphere becomes the distributed network of communicative interactions between biological systems termed the interactome. The concept of interactome is based on Gregory Bateson’s natural epistemology known as the “ecology of mind”. Mimicking Bateson’s approach, the interactome may also be designated “physiology of mind”—the principle behind regulating the biosphere homeostasis. (shrink)

Records the papers and commentaries, with an edited discussion, presented at an international consultation convened by the Council for International Organizations of Medical Sciences (CIOMS) to guide revision of the CIOMS International Ethical Guidelines for Biomedical Research Involving Human Subjects. The Guidelines, first issued in 1982 and then revised in 1993, are being updated and expanded to address a number of new and especially challenging ethical issues. These include issues raised by international collaborative trials of drugs in developing countries, especially (...) expensive drugs, and the use of placebo controls in randomized clinical trials. Others arise from the complexity of research in human genetics, including stem-cell research, and in reproductive biology. Throughout, particular attention is given to the difficult questions that arose during the heated debate over trials in developing countries, of short-duration zidovudine (AZT) therapy to reduce perinatal transmission of HIV. The International Ethical Guidelines for Biomedical Research Involving Human Subjects set out a code of research ethics that is widely used by ethical review committees and other bodies responsible for reviewing and overseeing the ethical design of studies and conduct of research. The revision of the Guidelines is being coordinated by CIOMS, in collaboration with WHO. The consultation centered on seven specially commissioned papers, authored by international experts that explore some of the more difficult issues in depth. Each is followed by an invited commentary, often expressing opposing views, and a summary of the issues or conclusions that emerged during the subsequent debate. The first paper, on justice in international research, deals with the question of whether proposals for research to be conducted in a developing country should make provision for future access of the population involved to the interventions under investigation. Also considered are questions that arise when research uses populations in developing countries to investigate interventions that will be of exclusive benefit to the industrialized world. Case studies of recent drug trials and their research protocols are discussed to illustrate circumstances in which use of populations in developing countries is justified or constitutes exploitation. Ethical challenges of the randomized controlled trial are considered in the second paper, which includes a discussion on the equitable distribution of benefits and risks, the use of placebo for controls, and the obligation to ensure that the participation of controls does not compromise their medical care or endanger their health. A paper on informed consent in international health research considers how cultural factors influence communication and language in the informed-consent process and respect for privacy and confidentiality in the research. Subsequent papers address issues in genetics research and reproductive biology, including the moral status of fetuses and the use of embryos in research, and examine the contribution which international human rights instruments can make in the application of the general principles of ethics to research involving human subjects. On February 22, 1987, the Congregation for the Doctrine of the Faith published the Donum Vitae Instruction. Twenty years later, on February 22, 2007, Pope Benedict XVI asked for an update of this Instruction. According to the Donum Vitae Instruction of 1987, the principle of the holiness of life imposes respect for human persons from the very beginning of human life. In these past 20 years, new medical techniques have raised fresh ethical issues that are to be addressed by (...) the Roman Catholic Church Magisterium. The Roman Catholic Church, in its update of the Instruction planned for 2007, will have to explain how civil law is to be regulated according to the fundamental norms of the moral law. The moral message of the new Donum Vitae will be to affirm the substance of human justice: respect for human life, as expressed in the resolve not to infringe on, or to protect such life. Even in a post-Christian Europe, this theological message can be understood if it is true that Europe is marked by the principle of the absolute protection of human life. (shrink)

This essay gives an account of epistemic deference for agents with imprecise credences. I look at the two main imprecise deference principles in the literature, known as Identity Reflection and Pointwise Reflection (Moss, 2021). I show that Pointwise Reflection is strictly weaker than Identity Reflection, and argue that, if you are certain you will update by conditionalisation, you should defer to your future self according to Identity Reflection. Then I give a more general justification for Pointwise and Identity (...) Reflection from the assumption that you defer to someone whenever you consider their doxastic state to be better than yours, in the sense of leading to better decision-making. (shrink)

Mill’s Principle of Utility: Origins, Proof, and Implications (Leiden: Brill, 2022) is a scholarly monograph on John Stuart Mill’s utilitarianism with a particular emphasis on his proof of the principle of utility. Originally published as Mill’s Principle of Utility: A Defense of John Stuart Mill’s Notorious Proof (Amsterdam: Editions Rodopi, 1994), the present volume is a revised and enlarged edition with additional material, tighter arguments, crisper discussions, and updated references. The initiative is still principally an analysis, interpretation, and defense of (...) the controversial proof, which has yet to attract a scholarly consensus on how it works and whether it succeeds. Well over a century and a half after Mill’s contribution, the subject matter continues to figure prominently in classroom discussions, where the principle and its proof are presented and debated in connection with the critical baggage of logical problems and conceptual confusions wrongly attributed to Mill from the beginning. The overarching aim of the book, now supplemented by a comprehensive historical background and salient philosophical implications, remains the vindication of Mill’s reasoning in pursuit of what he promises as a proof of the principle of utility. Knowledge of the ethical and legal basis of medicine is as essential to clinical practice as an understanding of basic medical sciences. In the UK, the General Medical Council requires that medical graduates behave according to ethical and legal principles and must know about and comply with the GMC’s ethical guidance and standards. We suggest that these standards can only be achieved when the teaching and learning of medical ethics, law and professionalism are fundamental to, and thoroughly integrated both (...) vertically and horizontally throughout, the curricula of all medical schools as a shared obligation of all teachers. The GMC also requires that each medical school provides adequate teaching time and resources to achieve the above. We reiterate that the adequate provision and coordination of teaching and learning of ethics and law requires at least one full-time senior academic in ethics and law with relevant professional and academic expertise. In this paper we set out an updated indicative core content of learning for medical ethics and law in UK medical schools and describe its origins and the consultative process by which it was achieved. At its most extreme, semantic holism is the doctrine that all the inferential properties of an expression constitute its meaning. Holism is supported by the consideration that there is no principled basis for localism's distinction among these properties. The paper rejects four arguments for this. The argument from confirmation holism is dismissed quickly because it rests on verificationism. The argument from the rejection of analyticity fails because it saddles the localist with unacceptable epistemic assumptions. Localism is not committed to a (...) priori knowledge or to knowledge that is in any interesting sense unrevisable. The argument from psychological explanation fails because it begs the question. The argument from functionalism needs to be accompanied by a further argument that functionalism is essentially holistic. In any case it could only establish a very mild holism. (shrink)

In this study, we examine the problem of belief revision, defined as deciding whic h of several initially-accepted sentences to disbelieve, when new information presents a l ogical inconsistency with the initial set. In the first three experiments, the initial sentence set included a conditional sentence, a non-conditional sentence, and an inferred conclusi on drawn from the first two. The new information contradicted the inferred conclusion. Results indicated that the conditional sentences were more readily abandoned than non-c onditional sentences, even (...) when either choice would lead to a consistent belief state, and that this preference was more pronounced when problems used natural language cover sto ries rather than symbols. The pattern of belief revision choices differed depending on whe ther the contradicted conclusion from the initial belief set had been a modus ponens or m odus tollens inference. Two additional experiments examined alternative model-theoretic definitions of minimal change to a belief state, using problems that contained multiple mo dels of the initial belief state and of the new information that provided the contradiction. The results indicated that people did not follow any of four formal definitions of minimal change on these problems. The new information and the contradiction it offered was not, for example, used to select a particular model of the initial belief state as a way of reconci ling the contradiction. The preferred revision was to retain only those initial sentences th at had the same, unambiguous truth value within and across both the initial and new info rmation sets. The study and results are presented in the context of certain logic-based for malizations of belief revision, syntactic and model-theoretic representations of belief stat es, and performance models of human deduction. Over recent years, various semantics have been proposed for dealing with updates in the setting of logic programs. The availability of different semantics naturally raises the question of which are most adequate to model updates. A systematic approach to face this question is to identify general principles against which such semantics could be evaluated. In this paper we motivate and introduce a new such principle the refined extension principle. Such principle is complied with by the stable model semantics for (...) (single) logic programs. It turns out that none of the existing semantics for logic program updates, even though generalisations of the stable model semantics, comply with this principle. For this reason, we define a refinement of the dynamic stable model semantics for Dynamic Logic Programs that complies with the principle. (shrink)

There are narrowest bounds for P(h) when P(e) = y and P(h/e) = x, which bounds collapse to x as y goes to 1. A theorem for these bounds -- bounds for probable modus ponens -- entails a principle for updating on possibly uncertain evidence subject to these bounds that is a generalization of the principle for updating by conditioning on certain evidence. This way of updating on possibly uncertain evidence is appropriate when updating by ’probability kinematics’ or ’Jeffrey-conditioning’ is, (...) and apparently in countless other cases as well. A more complicated theorem due to Karl Wagner -- bounds for probable modus tollens -- registers narrowest bounds for P(not h) when P(not e) = y and P(e/h) = x. A Scientific Integrity Consortium developed a set of recommended principles and best practices that can be used broadly across scientific disciplines as a mechanism for consensus on scientific integrity standards and to better equip scientists to operate in a rapidly changing research environment. The two principles that represent the umbrella under which scientific processes should operate are as follows: Foster a culture of integrity in the scientific process. Evidence-based policy interests may have legitimate roles to play in influencing (...) aspects of the research process, but those roles should not interfere with scientific integrity. The nine best practices for instilling scientific integrity in the implementation of these two overarching principles are Require universal training in robust scientific methods, in the use of appropriate experimental design and statistics, and in responsible research practices for scientists at all levels, with the training content regularly updated and presented by qualified scientists. Strengthen scientific integrity oversight and processes throughout the research continuum with a focus on training in ethics and conduct. Encourage reproducibility of research through transparency. Strive to establish open science as the standard operating procedure throughout the scientific enterprise. Develop and implement educational tools to teach communication skills that uphold scientific integrity. Strive to identify ways to further strengthen the peer review process. Encourage scientific journals to publish unanticipated findings that meet standards of quality and scientific integrity. Seek harmonization and implementation among journals of rapid, consistent, and transparent processes for correction and/or retraction of published papers. In this paper we undertake an analysis of the knowability paradox in the light of modal epistemic logics and of the phenomena of unsuccessful updates. The knowability paradox stems from the Church-Fitch observation that the plausible knowability principle, according to which all truths are knowable, yields the unacceptable conclusion that all truths are known. We show that the phenomenon of an unsuccessful update is the reason for the paradox arising. Based on this diagnosis, we propose a restriction on the (...) knowability principle which resolves the paradox. (shrink)

The probabilities a Bayesian agent assigns to a set of events typically change with time, for instance when the agent updates them in the light of new data. In this paper we address the question of how an agent's probabilities at different times are constrained by Dutch-book coherence. We review and attempt to clarify the argument that, although an agent is not forced by coherence to use the usual Bayesian conditioning rule to update his probabilities, coherence does require the (...) agent's probabilities to satisfy van Fraassen's [1984] reflection principle (which entails a related constraint pointed out by Goldstein [1983]). We then exhibit the specialized assumption needed to recover Bayesian conditioning from an analogous reflection-style consideration. Bringing the argument to the context of quantum measurement theory, we show that "quantum decoherence" can be understood in purely personalist terms---quantum decoherence (as supposed in a von Neumann chain) is not a physical process at all, but an application of the reflection principle. From this point of view, the decoherence theory of Zeh, Zurek, and others as a story of quantum measurement has the plot turned exactly backward. (shrink)

On the one hand, theories of modern physics are very successful in their areas of application. But on the other hand, the irreconcilability of General Relativity (GR) and Quantum Electrodynamics (QED) suggests that these theories of modern physics are not the final answer regarding the fundamental workings of the universe. This monograph takes the position that the key to advances in the foundations of physics lies in the hypothesis that massive systems made up of antimatter are repulsed by the gravitational (...) field of a body of ordinary matter: this hypothesis takes us to an uncharted territory where GR and QED do not hold up. From there the Elementary Process Theory (EPT) is developed: this is a collection of seven generalized process-physical principles that do hold up if the hypothesis is a fact of nature. Using four-dimensionalistic terminology, the EPT abstractly describes an elementary process in the temporal evolution of a massive system that interacts with its environment. The idea is that these elementary processes take place at Planck scale and are essentially all the same, regardless of the type of interaction that takes place: the EPT is thus intended as a candidate for a unifying scheme that applies to all four basic interactions. By mathematical modeling, the relation is explored between the EPT and classical mechanics, quantum mechanics, special relativity and GR. (shrink)

The applied discipline of agroecological design provides a useful case study for examining broader philosophical questions about the existence and importance of ecological generalizations or “laws.” Recent developments in the availability and use of formal meta-analyses have led to the discovery of many resilient generalizations in ecology (Linquist et al. 2016). However, these “laws” face numerous challenges when it comes to their practical application. Concerns about their reliability and scope might stem from unclear logical and epistemic connections to more foundational (...) or “unifying” generalizations (Lean in Philos Top 47(1), 2019) which, in ecology, tend to be derived from first principles and in association with highly abstract models. This raises questions about the nature of those foundational generalizations themselves. In particular, how resilient are they compared to the generalizations uncovered by empirically driven methods? Here we propose a procedure for evaluating the resilience of generalizations across five ecologically relevant dimensions. This procedure was applied to seven well known foundational generalizations in ecology. Surprisingly, it turned out to be impossible to estimate the resilience of these foundational generalizations based on the available literature. This points to the need for a more centralized repository of information about ecological generalizations, created with the explicit aim of evaluating such important dimensions as causal mechanism and predictive power. This article advocates employing John Stuart Mill's harm principle to set the boundary for unregulated free speech, and his Greatest Happiness Principle to regulate speech outside that boundary because it threatens unconsented-to harm. Supplementing the harm principle with an offense principle is unnecessary and undesirable if our conception of harm integrates recent empirical evidence unavailable to Mill. For example, current research uncovers the tangible harms individuals suffer directly from bigoted speech, as well as the indirect harms generated by the systemic (...) oppression and epistemic injustice that bigoted speech constructs and reinforces. Using Mill's ethical framework with an updated notion of harm, we can conclude that social coercion is not justified to restrict any harmless speech, no matter how offensive. Yet certain forms of speech, such as bigoted insults, are both harmful and fail to express a genuine opinion, and so do not deserve free speech protection. (shrink)

This paper reports on recent developments concerning responsible management education for the 21st century. AACSB International’s posture is evidently to permit local flexibility concerning delivery of any business ethics education while highlighting the general importance of ethics for business and business schools. Campaign AACSB organized to argue the case for a strong requirement emphasizing foundational course work followed by infusion/diffusion as opposed to local option. The Business Roundtable and theUN Global Compact in 2007 issued strong, useful recommendations concerning business ethics (...) education. AACSB is a listed supporter of the UN Principles for Responsible Management Education (PRME). The ISO 26000 guidance for voluntary corporate social responsibility (CSR) is scheduled for 2010 publication. Global mobilization brings greater influence to bear on AACSB. Probabilistic belief change axioms are introduced, either by direct transcription of the set-theoretic ones, or in a stronger way but nevertheless in the spirit of the underlying propositional principles. Weak revising axioms are shown to be satisfied by a General Conditioning rule, extending Bayes' rule but also compatible with others, and (...) weak updating axioms by a General Imaging rule, extending Lewis' rule. Strong axioms (equivalent to the Miller–Popper axiom system) are necessary to justify Bayes' rule in a revising context, and justify in fact an extended Bayes' rule which applies, even if the message has zero probability. The precautionary principle has often been described as an extreme principle that neglects science and stifles innovation. However, such an interpretation has no support in the official definitions of the principle that have been adopted by the European Union and by the signatories of international treaties on environmental protection. In these documents, the precautionary principle is a guideline specifying how to deal with certain types of scientific uncertainty. In this contribution, this approach to the precautionary principle is explicated with the (...) help of concepts from the philosophy of science and comparisons with general notions of practical rationality. Three major problems in its application are discussed, and it is concluded that to serve its purpose, the precautionary principle has to (1) be combined with other decision principles in cases with competing top priorities, (2) be based on the current state of science, which requires procedures for scientific updates, and (3) exclude potential dangers whose plausibility is too low to trigger meaningful precautionary action. Objective Bayesian epistemology invokes three norms: the strengths of our beliefs should be probabilities, they should be calibrated to our evidence of physical probabilities, and they should otherwise equivocate sufficiently between the basic propositions that we can express. The three norms are sometimes explicated by appealing to the maximum entropy principle, which says that a belief function should be a probability function, from all those that are calibrated to evidence, that has maximum entropy. However, the three norms of objective Bayesianism (...) are usually justified in different ways. In this paper we show that the three norms can all be subsumed under a single justification in terms of minimising worst-case expected loss. This, in turn, is equivalent to maximising a generalised notion of entropy. We suggest that requiring language invariance, in addition to minimising worst-case expected loss, motivates maximisation of standard entropy as opposed to maximisation of other instances of generalised entropy. Our argument also provides a qualified justification for updating degrees of belief by Bayesian conditionalisation. However, conditional probabilities play a less central part in the objective Bayesian account than they do under the subjective view of Bayesianism, leading to a reduced role for Bayes’ Theorem. Background Infertility is an increasingly prevalent disease in society and is considered by the World Health Organization to be a public health problem. An important ethical issue arises from the clarification of reproductive rights in a fair and equal way. The objective of this study was to deepen and update the knowledge and discussion about the difficulty of accessing infertility treatments in Brazil. Methods A cross-sectional observational study was carried out through the application of an online questionnaire that collected (...) the socioeconomic characteristics of couples and identify how barriers to infertility care affect the most vulnerable populations. We included couples who sought medical assistance to achieve pregnancy at two clinics in the states of São Paulo and Minas Gerais. Results A total of 201 questionnaires were analyzed. Most couples self-declared as white and the average age of wives was 36 years and husbands 38 years. 65% (65%) of couples would proceed with the treatment in a different city to which they lived, 37% evaluated as having easy access to a medical specialist only after indication, and more than half of the participating have thought about giving up the treatment due to some difficulty in accessing it. 39% of participants sought more than one medical service to find better reception, 42% of couples sought more than one medical service to define where it would be better financially, and 67.2% referred to the high cost of treatments, that is, financial issues, as a great difficulty in accessing medical services and/or treatment. Although 72.6% of couples considered having a good quality of life, 54.2% admitted that infertility and the search for treatment generated anxiety/stress in the couple’s life. Conclusion There is a need for public education on reproductive health and for policymakers to raise awareness of the importance of the difficulty that many couples face in seeking treatment to become pregnant, especially in countries with less financial resources. Indeed, it is commonly accepted that there is a universal human right to access healthcare of appropriate quality as a matter of justice. Discussion of access to reproductive technologies should be considered taking into account the longstanding ethical debate regarding fertility, fecundity, and infertility, as well as reproductive care. The principle of insufficient reason assigns equal probabilities to each alternative of a random experiment whenever there is no reason to prefer one over the other. The maximum entropy principle generalizes PIR to the case where statistical information like expectations are given. It is known that both principles result in paradoxical probability updates for joint distributions of cause and effect. This is because constraints on the conditional P P\left result in changes of P P\left that assign higher probability to (...) those values of the cause that offer more options for the effect, suggesting “intentional behavior.” Earlier work therefore suggested sequentially maximizing entropy according to the causal order, but without further justification apart from plausibility on toy examples. We justify causal modifications of PIR and MaxEnt by separating constraints into restrictions for the cause and restrictions for the mechanism that generates the effect from the cause. We further sketch why causal PIR also entails “Information Geometric Causal Inference.” We briefly discuss problems of generalizing the causal version of MaxEnt to arbitrary causal DAGs. (shrink)
