Online technologies enable vast amounts of data to outlive their producers online, thereby giving rise to a new, digital form of afterlife presence. Although researchers have begun investigating the nature of such presence, academic literature has until now failed to acknowledge the role of commercial interests in shaping it. The goal of this paper is to analyse what those interests are and what ethical consequences they may have. This goal is pursued in three steps. First, we introduce the concept of (...) the Digital Afterlife Industry, and define it as an object of study. Second, we identify the politico-economic interests of the DAI. For this purpose, we develop an analytical approach based on an informational interpretation of Marxian economics. Third, we explain the practical manifestations of the interests using four real life cases. The findings expose the incentives of the DAI to alter what is referred to as the “informational bodies” of the dead, which in turn is to be seen as a violation of the principle of human dignity. To prevent such consequences, we argue that the ethical conventions that guide trade with remains of organic bodies may serve as a good model for future regulation of DAI. (shrink)

The market lost its moral dimension with rationalism, not least through the religious bias of the labor theory of value. When rediscovered as the correct source of value, utility did not regain its former moral significance because of mathematical treatment. Rationalism has suppressed any concept of social evolution while promoting intervention, but, in the age of corruption, a return to the common sense of prices, the author argues, requires the further step of upholding the ethical standards of the just price or market price. Science and technology policy is both faced by unprecedented challenges and itself undergoing seismic shifts. First, policy is increasingly demanding of science that it fixes a set of epochal and global crises. On the other hand, practices of scientific research are changing rapidly regarding geographical dispersion, the institutions and identities of those involved and its forms of knowledge production and circulation. Furthermore, these changes are accelerated by the current upheavals in public funding of research, higher education and technology development in (...) the wake of the economic crisis. The paper outlines an agenda for science & technology policy studies in terms of a research programme of a ‘cultural political economy of research and innovation’ (CPERI). First, the implications of the overlapping crises for science policy analysis are discussed. Secondly, three rough constellations of contemporary approaches to science policy are critically compared, namely: a techno-statist Keynesian governance; a neoliberal marketplace of ideas; and co-productionist enabling of democratic debate. CPERI is then introduced, showing how it builds on the strengths of co-production while also specifically targeting two major weaknesses that are of heightened importance in an age of multiple crises, namely neglect of political economy and the concept of power. The integral age demands a new economic vision. This has to emphasize exchange as a processes not the exchange of things. It must address humanity's unique compulsion to learn using collaborative learning networks. These are what energize the self-organizing global change now accelerating the emergence of new global economic institutions and processes. This new vision requires political economy (i.e., economics integrated with its sociopolitical context).

Situating Manuel Castells's three-volume work, The Information Age, within a broad tradition of classical social theory that has sought to come to terms with the emergence of new forms of social, economic and cultural life, critical consideration is given to a series of concerns, including questions of analytic perspective and in particular the relevance of the work of Marx; the concept of the network society; the movement from production to consumption as the primary medium through which individuals are engaged within (...) contemporary society; and issues of identity and community. In contrast to Castells's identification of an ethical foundation or spirit of informationalism, it is argued that an aesthetics of consumption is central to modern society in its informational capitalist phase and that as society has become more exposed to the consequences of informationalism and the associated globalization of capital, the prospect of living in an ethically responsible manner has diminished significantly. In the face of new forms of popular radicalism in the 1790s, British Whigs turned increasingly hostile to the French Revolution and doctrines of radical social improvement. Yet, rather than turn to Burke's Reflections on the Revolution in France to frame their anti-radical arguments, Whiggism took up the claims of Thomas Malthus' Essay on the Principle of Population. By eschewing the voluntarist idiom of Burke's Reflections in favour of a Newtonian rhetoric which resonated with the discursive traditions of radicalism itself, (...) Malthus provided a powerful anti-radical weapon which became a central pillar of the emerging ‘science’ of political economy. Debates in political economy thus moved to the forefront of the contest between Whigs and popular radicals. (shrink)

Drawing on current debates at the frontiers of economics, psychology, and political philosophy, this book explores the challenges that arise for liberal democracies from a confrontation between modern technologies and the bounds of human rationality. With the ongoing transition of democracy's underlying information economy into the digital space, threats of disinformation and runaway political polarization have been gaining prominence. Employing the economic approach informed by behavioral sciences' findings, the book's chief concern is how these challenges can be (...) addressed while preserving a commitment to democratic values and maximizing the epistemic benefits of democratic decision-making. Generations of men and women since antiquity have been preoccupied with the difficult quest for happiness. Up until modernity, people relied on the gods or God to grant them happiness. In the course of the eighteenth century, happiness became both a secular promise and a moral-political claim relevant to all people. The fairy tale Hans im Glück (Hans in Luck), published by the Grimm brothers in the early nineteenth century, and discussed in this article, provides a telling example of (...) a quest for happiness unconcerned with moral prescriptions and social conventions, in which the hero focuses on his own feelings. Two centuries later, modern men and women find themselves in a predicament. Happiness still tops their private wish list but it seems harder than ever to achieve it, with abundant confusion as to what real happiness feels like. Subjective well-being tends to be distinguished from notions of happiness associated with serene bliss and fulfilment, beyond the limits of modern consumer society. Happiness has been defined as ‘people’s perception of the meaningfulness, sense of purpose, and value of their lives’, thus reintroducing morality and higher principles without, however, excluding hedonistic Hans-in-Luck style choices. In _The Political Economy of the Spectacle and Postmodern Caste_, John Asimakopoulos analyzes the political economy of the spectacle conceptualized by philosophers like Guy Debord through a broad interdisciplinary-nonsectarian approach concluding every society is a caste system legitimized by ideology.

International agencies have contributed significantly to the promotion of capital-intensive fisheries development programs in many Third World nations. Activities of both bilateral and multilateral development assistance agencies are examined and shown to have certain common features, notably production-oriented programs typified by the introduction of powerful new fishing technologies, and the promotion of fishery exports as a means of increasing foreign exchange earnings. The argument is advanced that these programs have been largely detrimental to the best interests of recipient nations because (...) they have ignored both resource limitations and the distributional consequences of such development.Fisheries development programs in the Third World are seen as being shaped by a convergence of institutional and class interests between national and international agencies. The perspective of political economy is used to examine these interests and explain their relation to policy outcomes. Evidence is presented to show that international agencies have contributed to dualistic patterns of industry growth which have skewed development benefits towards a narrow urban elite. Rural small-scale fishers have been increasingly marginalized as a result of their inability to compete over a limited and, in some cases, depleted resource.Fisheries development and resource management need to be seen as complementary aspects of a single process rather than as separate activities. Central to fisheries management is the question of resource allocation between competing users. Suggestions are offered by which international development agencies can play an important role in encouraging resource use patterns which are both biologically sustainable and socially just. This short essay presents the case for a renewed research agenda in STS focused on the political economy of technoscience. This research agenda is based on the claim that STS needs to take account of contemporary economic and financial processes and how they shape and are shaped by technoscience. This necessitates understanding how these processes might impact on science, technology and innovation, rather than turning an STS gaze on the economy.

This article investigates how national histories marred by racial conflict can be translated into narratives of group identity formation. I study the role of “identity-driven” museums in converting American’s racial past into a metanarrative of black identity from subjugation to citizenship. Drawing on a thick description of exhibitions at 15 museums, interviews with curators and directors, museum documents, and newspaper articles, I use the “political economy of memory” as a framework to explain how ideological and material processes intersect (...) in the production of exhibitions. I show that in addition to struggles over the truth and interpretive styles, more prosaic issues of funding, attendance, and institutional capacity-building hve an impact on representational selectivities. I explain how these issues affect black museums operating during the civil rights and post-civil rights eras. I consider the motivations and consequences of “remembering” national histories of violence and intolerance through the prism of group identity formation. (shrink)

The rise in world prices of natural resources, coupled with the resource discoveries induced by high prices, is transforming Africa's opportunities. The economic future of Africa will be determined by whether this opportunity is seized or missed. The history of resource extraction in Africa is not encouraging. This paper reviews and develops the political economy of natural resources as a guide to how Africa might avoid a repetition of that history.

ABSTRACT This article explores the reflections on economic issues underlying the French political treatise Le Conseiller d’Estat (1632). Its aim is to add a piece to the puzzle of early seventeenth-century economic culture by examining a specific source that is especially significant on account of the importance it assigns to the economic dimension, within the framework of reflections on the raison d'État, paying particular attention to the connection between economics and politics. At the same time, from a more general (...) perspective, the article aims to highlight the significance of the reflections on economics to be found in seventeenth-century political treatises. These remain to be reconstructed in all of their complexity, and yet they constitute a genuine legacy of the European economic culture of the Early Modern Age, and one which only partly found its way into eighteenth-century thought. This book offers an intelligent and thought-provoking analysis of the genealogy of Western capitalist 'development'. Jennifer Beard departs from the common position that development and underdevelopment are conceptual outcomes of the Imperialist Era and positions the genealogy of development within early Christian writings in which the western theological concepts of sin, salvation, and redemption are expounded. In doing so, she links the early Christian writings of theologians such as Augustine and , Anselm and Abelard to the processes of modern identity (...) formation of which the West, the First World, the Rule of Law and the individual subject and his or her freedoms are but a part. The concept of development is thus identified within western culture as a symptom of loss within the desire for completion; as the logic behind the economic restructuring of nations as underdeveloped is revealed as that ruthless imaginary by which First World nations maintain their ideal of themselves. Drawing upon anthropology, economics, historiography, philosophy of science, theology, feminism, cultural studies and development studies, this book contains the best of interdisciplinary work in international law. Christian Marazzi's first book: a post-Fordist classic on the roots to economic crises in the contemporary age. Communication as work: we have recently experienced a profound transformation in the processes of production. While the assembly line excluded any form of linguistic productivity, today, there is no production without communication. The new technologies are linguistic machines. This revolution has produced a new kind of worker who is not a specialist but is versatile and infinitely adaptable. If standardized mass production was dominant (...) in the past, today we produce an array of different goods corresponding to specific consumer niches. This is the post-Fordist model described by Christian Marazzi in Capital and Affects. Tracing the development of this new model of labor from Toyota plants in Japan to the most recent innovations, Marazzi's critique goes beyond political economy to encompass issues related to social life, political engagement, democratic institutions, interpersonal relations, and the role of language in liberal democracies. This translation at long last makes Marazzi's first book available to English readers. Capital and Affects stands not only as the foundation to Marazzi's subsequent work, but as foundational work in post-Fordist literature, with an analysis startlingly relevant to today's troubled economic times. PurposeThis paper scrutinizes the impact of socioeconomic, political, legal and religious factors on the internal ethical values of human rights organizations worldwide. The authors aim to examine the Code of Ethics for 279 HROs in 67 countries and the social and legal settings in which they operate.Design/methodology/approachUsing the framework of protect, respect and remedy, the authors look for keywords that represent the human rights lexicon in these three areas. In the protection of human rights, the authors select the terms: (...) peace, transparency, freedom and security. For the respect of humans, the authors use the terms: dignity, equality, respect and rights. Sources of remedies come from justice and ethics. The analysis seeks to determine what political economy settings drive the ethical value choices of the organizations. Those choices are proxied by those keywords they mention in their Code of Ethics.FindingsThe analysis show that the scope of ethical values mentioned are higher when the HRO is in a country with more domestic violence, lower income inequality, French civil or Islamic legal origin and higher trust in politicians. In regard to the determinants of the ten keywords individually, the authors conclude that the status of the socioeconomic, political, religious and legal settings impact with local HROs mention each of the keywords: peace, justice, transparency, dignity, equality, ethics, respect, freedom, security and rights.Research limitations/implicationsThe analysis is based on HROs that have a webpage in English and list the employee Code of Conduct.Originality/valueThis study is the first to examine the Code of Ethics for HROs. This article provides an account of rent-seeking in relation both to economic policies and political practices in South Africa. The article draws attention to continuities and similarities in this regard between the two distinct periods of nationalist rule from 1948 to 1994 and from 1994 to 2012. The economic dimensions that are specifically addressed are industrial policy, the labour market, state administration and tenders and service delivery and welfare. The more specifically political dimensions addressed include the electoral system, (...) the relationship between constitutionalism and the judiciary, and the rule of law. The article highlights the dangers posed by excessive rent-seeking and especially its negative implications for redistribution, economic growth and the consolidation of democracy in a highly unequal society. This work approaches the phenomenon of guild socialism from a new perspective, focusing on the Douglas Social Credit movement. It explores the key ideas, gives an overview of the main theories and traces their subsequent history. Thoroughly researched, it provides original material relevant to the field of political economy. This early approach to non-equilibrium economics reveals the extent of the incompatibility between capitalist growth economics and social and environmental sustainability.

Active labor-market policies have developed significantly over the past two decades across Organization for Economic Cooperation and Development countries, with substantial cross-national differences in terms of both extent and overall orientation. The objective of this article is to account for cross-national variation in this policy field. It starts by reviewing existing scholarship concerning political, institutional, and ideational determinants of ALMPs. It then argues that ALMP is too broad a category to be used without further specification, and it develops a (...) typology of four different types of ALMPs: incentive reinforcement, employment assistance, occupation, and human capital investment. These are discussed and examined through ALMP expenditure profiles in selected countries. The article uses this typology to analyze ALMP trajectories in six Western European countries and shows that the role of this instrument changes dramatically over time. It concludes that there is little regularity in the political determinants of ALMPs. In contrast, it finds strong institutional and ideational effects, nested in the interaction between the changing economic context and existing labor-market policies. (shrink)

While there had been much radical thought before John Stuart Mill, Joseph Persky argues it was Mill, as he moved to the left, who provided the radical wing of liberalism with its first serious analytical foundation, a political economy of progress that still echoes today. A rereading of Mill's mature work suggests his theoretical understanding of accumulation led him to see laissez-faire capitalism as a transitional system. Deeply committed to the egalitarian precepts of the Enlightenment, Mill advocated gradualism (...) and rejected revolutionary expropriation on utilitarian grounds: gradualism, not expropriation, promised meaningful long-term gains for the working classes. He endorsed laissez-faire capitalism because his theory of accumulation saw that system approaching a stationary state characterized by a great reduction in inequality and an expansion of cooperative production. These tendencies, in combination with an aggressive reform agenda made possible by the extension of the franchise, promised to provide a material base for social progress and individual development.The Political Economy of Progress goes on to claim that Mill's radical political economy anticipated more than a little of Marx's analysis of capitalism and laid a foundation for the work of Fabians and other gradualist radicals in the 20th century. More recently, modern philosophic radicals, such as Rawls, have deep links to this Millean political economy. These links are still worthy of development. In particular, a politically meaningful acceptance of Rawls's radical liberalism waits on a movement capable of re-engineering the workplace in a manner consistent with Mill's endorsement of worker management. Tardive dyskinesia is a serious, well publicized adverse effect resulting from long-term neuroleptic drug use. However, little progress has been made during the last two decades in ensuring that these drugs are prescribed with necessary caution. Incentives and constraints operating on the major participants in the decision-making process leading to the prescription of neuroleptics increase the likelihood that the benefits of drugs will be exaggerated and their adverse effects minimized. When combined with imbalances of power, these factors ensure that persons (...) having little power and information to make the decision to prescribe will bear most costs of that decision. This points to the operation of an ineffective system which can be expected to yield sub-optimal results. We suggest ways to make the decision process more efficient by more closely aligning responsibility with cost. If those who hold power in the decision process are held accountable for the unwanted risks they impose upon others, both the use of neuroleptics and its inevitable iatrogenesis would probably be reduced. The Restoration (1814–1830) was a golden age for liberal philosophy in France, especially in the field of politics. The political thought of Benjamin Constant and François Guizot, two of the most well-known theorists of the representative regime, is today regarded as particularly useful for understanding the meaning of many of the institutions which post-revolutionary democracies inherited. However, this paper reveals the existence of another great theory of the representative regime in circulation during the French Restoration: that popularized in the (...) pages of Le Censeur (1814–1815), a major liberal newspaper of the time. Its editors, Charles Comte (1782–1837) and Charles Dunoyer (1786–1862), are today known for their important contribution to the rise of liberal political economy in France. Their earliest journalistic writings contrast with the rest of their work and predate their discovery of the Treatise on Political Economy by Jean-Baptiste Say. During the first Bourbon Restoration (1814), Comte and Dunoyer were concerned almost exclusively with political philosophy. Before adopting the doctrine of ‘industrialism’, they attempted to make a synthesis of the political thought of Rousseau and Montesquieu, in order to give a liberal form to the idea of popular sovereignty compatible with monarchical government. Before the Doi Moi reforms in 1986, Viet Nam’s economy was devastated by 30 years of warfare with two major military powers, France and the US, ending in 1975. In the subsequent 10 years, Viet Nam suffered from failing economic experiments, including agricultural cooperatization, “industry-commerce rehabilitation,” price-wage-currency reform, among others, under the centrally planned mechanism (Wood 1989), as well as the international isolation and a US trade embargo when its troops entered Cambodia to overthrow the Khmer Rouge (Riedel and (...) Turley 1999). Its per-capita gross domestic product (GDP) declined to USD 97 in 1989 whereas the ratio of external debt to GDP reached 330%. 1 The economy languished and became one of the poorest in the world (VGP 2016). In lieu of an abstract, here is a brief excerpt of the content:Journal of the History of Ideas 63.3 (2002) 465-481 [Access article in PDF] The Physiology of Political Economy: Vitalism and Adam Smith's Wealth of Nations Catherine Packham The Scottish Enlightenment has been described as uniting a concern with the origins and foundations of knowledge with a preoccupation with the useful application of knowledge in schemes of practical improvement. 1 Adam Smith's Inquiry into the Nature and Causes (...) of the Wealth of Nations, which combines a theoretical account of political economy with specific proposals on politico-economic matters, might seem to exemplify such a characterization. For some commentators at the time of its publication, however, Smith's lack of practical experience in the field of trade disqualified any claims he might make to authoritative knowledge. Sir John Pringle, for instance, military surgeon and friend of Smith's, thought that a man "who had never been in trade could not be expected to write well on the subject"; and while Dr. Johnson repudiated this, suggesting that all that was necessary was "extensive views," Pringle's opinion was not unusual. 2 Such objections, interrogating the very basis of Smith's expertise, reiterate, in the context of his work, the same kinds of questions regarding knowledge's provenance which preoccupied his age, and which were indeed addressed by Smith himself. Other commentators have borrowed from literary scholarship to examine the textual and discursive conventions through which Smith's writings construct and sustain their meanings. 4 Such work has given a new emphasis to the textual and discursive nature of Smith's work as a means to understand its derivation, sources, and influences; it has replaced an older perception of Smith as inspired prophet-founder of the new political economy with an effort to interpret his work in the context of other, adjacent and contemporary forms of inquiry. Collectively, such work highlights the varied and disparate discourses which informed Smith's thinking on economic and other matters and seeks to understand how the complex and diverse forms of interaction with and assimilation of aspects of these philosophical and other discourses may have contributed to the formation of Smith's work—and hence, must also figure in our own attempts to read it.This paper, by exploring a strand of physiological language and imagery which runs through Wealth of Nations and considering it in the context of new developments in Scottish physiological research in the middle decades of the eighteenth century, also seeks to understand Smith's work by examining its relations with contemporary philosophical discourse. In the global context, the economic-technological powers are also the political-cultural powers, which have the capacity to obtain the maximising benefits from the global flow of information. Meanwhile, the countries which are inferior in economics, technology, etc. feel unable to enjoy the fruits of the information society; they have to struggle for their right to communicate.

Sen’s essay concerns the existence of extensive hunger amidst unprecedented global prosperity in the contemporary world, but he argues that the problem would be decisively solvable if our response were no longer shaped by Malthusian pessimism. Effective famine prevention does not turn on food supply per head and the automatic mechanism of the market: there can be plenty of food while large sections of the population lack the means to obtain it. Effective famine prevention thus requires “entitlements.” Economically, governments can (...) and should provide public employment programs so that those threatened by famine can be empowered to command food. Politically, democratic participation and a free press can work to ensure government accountability for famine prevention. The choice that Sen urges, however, is not for the state over the market—the experience of the Indian state of Kerala demonstrates that a voluntaristic approach can work as well or better than China’s compulsory “one child policy” in limiting the rapid population growth that contributes to world hunger. The methodology of classical economics presents a fascinating glimpse of Enlightenment scientists wrestling with ancient epistemological problems that were considered overcome in the new age. The tension between hypotheses and empirical investigation abolished by transcending the old metaphysical and religious idols recurs as efforts are made to clarify the new practice of physical science and to extend this practice to the study of human action; debates arise over the source and use of “hypotheses” and the ancient Platonic-Aristotelian split is given (...) new life. The digitisation of academic journals has created the technical possibility that research can be made available to any interested party free of charge. This possibility has been undermined by the proprietary control that commercial publishers exercise over the majority of this material. The control of commercial publishers over publicly-funded research has been criticised by charitable bodies, politicians and academics themselves. While the existing critical literature on academic publishers has considerable value, it fails to link questions of control within the journal-industry (...) to the wider restructuring of economic and social relations that has taken place over the last three decades. This article seeks to complement this literature by highlighting how broader profitability pressures and the subsequent attempts by state-managers to expand the social space for capitalist accumulation have structured the development of the journal-industry. This article analyses the political economy of the image today, a historical conjuncture in which art contributes its meanings (even its critiques and negations) to a process of socialization through consumption. This analysis is pursued in light of the reception of an idea of the image drawn from a world before capitalism – or certainly on the edge of capitalism and modernity – as found in Novalis’s unfinished and posthumous novel Henry von Ofterdingen of 1802.
