It is hard to argue with the proposition that value for money should guide health spending. However, even after decades of development, economic evaluation is still a work in progress. As applied, it deals poorly with issues of social justice, ageing and end of life issues; cases involving small numbers—such as decisions about orphan drugs—are also contested. Unfortunately, differences in incremental cost-effectiveness ratios are presented with a degree of precision which contributes to an ‘illusion of validity’.1 Nobel Laureate Amartya Sen (...) has suggested that ‘when all the requirements of ubiquitous market-centred evaluation have been incorporated into the procedures of cost–benefit analysis, it is not so much a discipline as a daydream’.2 As with any approach to public decision making, the use of economic evaluation rests on an implicit social licence, including that the decision making is fair and reasonable. Many countries have developed special policies for rare, ‘ultrarare’ or ‘orphan’ diseases to moderate the effect of a ubiquitous application of economic evaluation. The threshold for defining ‘small’ or rare is a matter of judgement and ranges between 2 and 80 per 100 000 population.3 Magalhaes challenges the ethical basis of special programmes for low incidence conditions and argues against such provisions. This paper seeks to contribute to the debate around sustainability by proposing the need for an ecocentric stance to sustainability that reflexively embeds humans in—rather than detached from—nature. We argue that this requires a different way of thinking about our relationship with our world, necessitating a engagement with the sociomaterial world in which we live. We develop the notion of ecocentrism by drawing on insights from sociomateriality studies, and show how radical-reflexivity enables us to appreciate our embeddedness and responsibility for (...) sustainability by bringing attention to the interrelationship between values, actions and our social and material world. Life, the universe, and everything -- Thinking robots and mysterious minds -- The good, the bad, and the ugly -- Is seeing believing?

This article examines the development of the concept of the value chain from the linear to the virtual conception of the chain, through the evolution of the literature from Michael Porter’s writings of the mid 1990s to the theorists of e-business and e-commerce in the later 1990s I argue that Porter’s account employs white metaphors and that writings on the virtual value chain both extend the white metaphors of Porter’s linear chain, and suggest a pronouncedly metaphysical system of thought — (...) one which has correlates in areas of thought, including Renaissance Neo-Platonism, cybernetics and the discourse of cyberspace. I suggest that this offers a model of the advance of metaphor — of its usure, as described by Derrida in his White Mythology — and that this model can be synthesised with the views of Ricoeur about the evolution of metaphor towards symbolism. When we apply these ideas of Derrida and Ricoeur to the development of the White Metaphor of the linear chain towards a progressive symbolism, we can see a correlation between the complex causality inferred as a feature of the virtual chain and the cosmological affinities of Renaissance notions of causation. The debate over recombinant DNA research is a unique event, perhaps a turning point, in the history of science. For the first time in modern history there has been widespread public discussion about whether and how a promising though potentially dangerous line of research shall be pursued. At root the debate is a moral debate and, like most such debates, requires proper assessment of the facts at crucial stages in the argument. A good deal of the controversy over recombinant DNA (...) research arises because some of the facts simply are not yet known. There are many empirical questions we would like to have answered before coming to a decision-questions about the reliability of proposed containment facilities, about the viability of enfeebled strains of E. coli, about the ways in which pathogenic organisms do their unwelcome work, and much more. But all decisions cannot wait until the facts are available; some must be made now. It is to be expected that people with different hunches about what the facts will turn out to be will urge different decisions on how recombinant DNA research should be regulated. However, differing expectations about the facts have not been the only fuel for controversy. A significant part of the current debate can be traced to differences over moral principles. Also, unfortunately, there has been much unnecessary debate generated by careless moral reasoning and a failure to attend to the logical structure of some of the moral arguments that have been advanced. Recent critics have called attention to the alienation of contemporary academics from broad currents of intellectual activity in public culture. The general complaint is that intellectuals are finding a professional home in institutions of higher learning, insulated from the concerns and interests of a wider reading audience. The demands of professional expertise do not encourage academics to work as public intellectuals or to take up social, literary, or political matters in imaginative and perspicuous ways. More problematic is the relative absence (...) of religion in the writings of those who aspire to work as public intellectuals. This essay reviews recent attempts by William Dean, Cornel West, Jean Bethke Elshtain, Stephen Carter, and Robin Lovin to remedy the problem of academic alienation and to address the place of religion in American life. Stephen Gaukroger presents an original account of the development of empirical science and the understanding of human behaviour from the mid-eighteenth century. During this period science was cut loose from the legitimating culture in which it had had a public rationale as a fruitful and worthwhile form of enquiry. An abrupt but fundamental shift in how the tasks of scientific enquiry were conceived is at the centre of this development, and at its core lies the naturalization of the human: (...) attempts to understand human behaviour and motivations no longer in theological and metaphysical terms, but in empirical terms. Gaukroger explores the variety of forms that this took, in anthropological medicine, philosophical anthropology, the 'natural history of man', and social arithmetic. Each of these disciplines re-formulated basic questions so that empirical investigation could be drawn upon in answering them, but the empirical dimension was conceived very differently in each case, with the result that the naturalization of the human took the form of competing, and in some respects mutually exclusive, projects. Can we talk meaningfully about God? The theological movement known as Grammatical Thomism affirms that religious language is nonsensical, because the reality of God is beyond our capacity for expression. Stephen Mulhall critically evaluates the claims of this movement to be a legitimate inheritor of Wittgenstein's philosophical methods as well as Aquinas's theological project. The major obstacle to this claim is that Grammatical Thomism makes the nonsensicality of religious language when applied to God a touchstone of Thomist insight, whereas (...) 'nonsense' is standardly taken to be solely a term of criticism in Wittgenstein's work. Mulhall argues that a place can be found in both his early work and his later writings for a more positive role to be assigned to nonsensical utterances--one which depends on exploiting an analogy between religious language and riddles. This allows us to see various ways in which his later work has a perfectionist dimension, and results in a radical reconception of the role of analogous usage in language, and in the relation between philosophy and theology. This paper discusses some problems with the field of educational studies and considers the role of post-structuralist theory in shifting the study of education away from a 'technical rationalist' approach (as evidenced in the case of much research on educational management and school effectiveness) towards an 'intellectual intelligence' stance that stresses contingency, disidentification and risk-taking.

Habermas's paradigm of communicative action is usually taken to be pretty much dominated by consensus, "Yes-saying." What if this were a radically one-sided perception? We take up this unorthodox position by arguing that "no-saying" in this paradigm is typically overlooked and underemphasized. To demonstrate this, we consider how negativity is figured at the most basic onto-ethical level in communicative action, as well as expressed in civil disobedience, a phenomenon to which Habermas assigns the remarkable role of "touchstone" (Prufstein) of constitutional (...) democracy. Once the importance of no-saying is drawn out, the paradigm looks distinctly less hostile to dissensus and agonism in democratic life. (shrink)

David Malament has recently responded to David Albert's argument that classical electrodynamics is not time-reversal invariant by introducing a novel conception of time reversal, which supports the conventional view that under time reversal the magnetic field changes sign but the electric field remains unchanged. I will argue here that Malament's transformation has both passive and active versions. I will claim that the passive version is not relevant to Albert's argument, and the active version does not lead to the conventional transformation.

This essay explores claims made frequently by artists, critics, and philosophers that artworks bear personifying traits. Rejecting the notion that artists possess the Pygmalion-like power to bring works of art to life, the article looks seriously at how parallels may exist between the ontological structures of the artwork and human personhood. The discussion focuses on Arthur Danto’s claim that the “artworld” itself manifests properties that are an imprint of the historical representation of the “world.” These “world” representations are implicitly embodied (...) in the artist’s style. The “world” that is stamped on the people of a historical period entails a point of view that influences how they might act, something like the logic that guides a conversation. This “conversational” logic is also extant in the artworks that artists of a given period create. This analysis of Danto’s account of how people are connected to their world clarifies Danto’s assertions that a parallel structure of personification in the artwork and the human exists. It also explains his claims that artworks themselves appear to be in a kind of dialogue. (shrink)

James Madison is the thinker most responsible for laying the groundwork of the American commercial republic. But he did not anticipate that the propertied class on which he relied would become extraordinarily politically powerful at the same time as its interests narrowed. This and other flaws, argues Stephen L. Elkin, have undermined the delicately balanced system he constructed. In Reconstructing the Commercial Republic , Elkin critiques the Madisonian system, revealing which of its aspects have withstood the test of time (...) and which have not. The deficiencies Elkin points out provide the starting point for his own constitutional theory of the republic—a theory that, unlike Madison’s, lays out a substantive conception of the public interest that emphasizes the power of institutions to shape our political, economic, and civic lives. Elkin argues that his theory should guide us toward building a commercial republic that is rooted in a politics of the public interest and the self-interest of the middle class. He then recommends specific reforms to create this kind of republic, asserting that Americans today can still have the lives a commercial republic is intended to promote: lives with real opportunities for economic prosperity, republican political self-government, and individual liberty. Abstract:Appeal to intuition has played an important role in philosophical debates. Recent research in experimental philosophy empirically investigates philosophical intuitions, the factors that affect them, and the psychological and neurological mechanisms that underlie them. We distinguish between two common ways in which intuitions are used as philosophical evidence and present experimental philosophical studies that problematize these uses of philosophical intuitions. These studies indicate the influence of various prima facie irrelevant factors, such as language and order of presentation, on philosophical intuitions. (...) We consider three versions of the “expertise defense” of philosophical intuition and identify deficiencies in those defenses. We do not conclude that intuitions should never be used as philosophical evidence. Instead, we contend that experimental philosophy, broadly construed, has a crucial role to play in assessing and improving philosophical methodology Resumo: O apelo à intuição desempenhou até o presente um papel importante em debates filosóficos. Pesquisas recentes em filosofia experimental examinam as intuições filosóficas empiricamente, os fatores que as afetam e os mecanismos psicológicos e neurológicos que as subjazem. Distinguimos entre dois modos comuns nos quais as intuições são usadas como evidência filosófica e apresentamos estudos experimentais filosóficos que problematizam esses usos das intuições filosóficas. Esses estudos indicam a iFilosofia nfluência de diversos fatores prima facie irrelevantes, como a linguagem e a ordem de apresentação. Consideramos três versões da “defesa do especialista” da intuição filosófica e identificamos deficiências nessas defesas. Não concluímos que as intuições nunca devam ser usadas como evidência filosófica.
