This book taps the best American thinkers to answer the essential American question: How do we sustain our experiment in government of, by, and for the people? The establishment of research ethics committees (REC) in China’s higher education institutions (HEI) is lagging far behind western developed countries. This has at least partly directly led to anomie in scientific research ethics, as seen in the recent controversies involving a proposed human head transplant and gene-edited babies. At present, the problems for REC in China’s HEI include lack of regulation, informal ethics reviews, lack of supervision and insufficient ethics review capacity. To counteract these problems, suggested measures include mandatory formation (...) of formal ethics committee, administrative support from HEI, ethics approval letter prior to funding application, formulation of regulations and standard operating procedures, selecting and training for members and independent consultants, training for secretaries and staff, ethics training for investigators, and learning from the experience of HEI outside of China, such as the USA and Canada. The establishment of REC in China’s HEI will greatly enhance the overall quality of ethics reviews in China. In addition to better protecting the rights and welfare of human participants, it is also conducive to maintaining the reputation of China’s HEI. (shrink)

Hidden within the office of the Secretary of War during World War II was a little-known agency called the Advisory Specialist Group. Strategically located between the laboratory, the factory, the battlefield, and civilian bureaucracy, the ASG solved the complex problem of reconciling new technologies and new military operations. In doing so, it combined incongruous domains of activity, contributed to Allied victory, and opened a channel to the problem-solving state. It is easy to overlook or misunderstand the ASG, (...) because it was born in processes, addressed problems, and took a form unfamiliar to historical institutionalists. Drawing on Padgett and Powell’s networked theory of organizational genesis and pragmatist theories of experimentalist governance, this article explains the ASG’s emergence, networked form, and experimentalist procedures. A founding moment for the problem-solving state, this case provides empirical and theoretical guidance to study its historical and ongoing evolution. (shrink)

As I began writing this it occurred to me that every former Secretary of this Association must have asked themselves at some time just how meaningful this automatic honour of becoming President the following year actually is. Certainly it is an advantage (...) to be able to deliver your paper first, and to command a decent audience, but I feel that occupying the office of President could be made into something rather special if the following practice, which I intend to inaugurate tonight, were to become an established custom. Edith Stein was Husserl's student and private secretary. This study of empathy was originally her doctoral dissertation. After a reduction to pure consciousness, she describes the essence of empathy as a kind of perception sui generis, both like and unlike other acts of consciousness. Different theories of experiencing the other are briefly evaluated. The second part of the book is devoted to the role of empathy in the constitution of the psycho-physical individual and, ultimately, of the person. Written in (...) short, numbered paragraphs, the analysis tends to be jerky and without direction. But there is a sustained description of the living body, antedating Merleau-Ponty's corps vécu by thirty years. The translation seems too literal, and typographical errors abound.—A. B. D. (shrink)

The second meeting of British and Soviet philosophers, continuing the discussion of problems of ethics begun in the fall of 1968 in England, was held in Tbilisi in October 1969. This time the British philosophers journeyed to our country, by agreement between the Alliance of Friendship Societies and the Society of Friends . The group of five included philosophy teachers at a number of universities: David Bell , with whom we were well acquainted from our debates in East Greenstead, Steven (...) Lucas , Edward Honderik , Bernard Harrison , whom we had also met during our visit to Brighton, and the Secretary for European Affairs of the British Quaker organization, Alan Davis. On our side, the discussion was conducted by L. N. Mitrokhin and O. G. Drobnitskii , A. A. Ivin, N. Z. Chavchavadze, and A. F. Begiashvili. How, and how well, do people switch between exploration and exploitation to search for and accumulate resources? We study the decision processes underlying such exploration/exploitation trade‐offs using a novel card selection task that captures the common situation of searching among multiple resources (e.g., jobs) that can be exploited without depleting. With experience, participants learn to switch appropriately between exploration and exploitation and approach optimal performance. We model participants' behavior on this task with random, threshold, and sampling strategies, and find that (...) a linear decreasing threshold rule best fits participants' results. Further evidence that participants use decreasing threshold‐based strategies comes from reaction time differences between exploration and exploitation; however, participants themselves report non‐decreasing thresholds. Decreasing threshold strategies that “front‐load” exploration and switch quickly to exploitation are particularly effective in resource accumulation tasks, in contrast to optimal stopping problems like the Secretary Problem requiring longer exploration. We study the performance of heuristics relative to the performance of optimal solutions in the rich domain of sequential search, where the decision to stop the search depends only on the applicant’s relative rank. Considering multiple variants of the secretary problem, that vary from one another in their formulation and method of solution, we find that descriptive heuristics perform well only when the optimal solution prescribes a single threshold value. We show that a computational heuristic originally proposed as (...) an approximate solution to a single variant of the secretary problem performs equally well in many other variants where the optimal solution prescribes multiple threshold values that gradually relax the criterion for stopping the search. Finally, we propose a new heuristic with near optimal performance in a competitive or strategic variant of the secretary problem with multiple employers competing with one another to hire job applicants. Both heuristics share a simple computational component: the ratio of the number of interviewed applicants to the number of those remaining to be searched. We present the subgame-perfect Nash equilibrium for this competitive variant and an algorithm for its computation. (shrink)

The problems of the social responsibility of the scientist became a subject of public debate after the World War II in Japan, thanks to the activities and publications of Yukawa and Tomonaga. And such authors as J. Karaki, M.Taketani, Y. Murakami, and S. Fujinaga continued discussion in their books. However, many people seem to be still unaware of the most important source of these problems. As I see it, one of the most important treatments of these problems was the Franck (...) Report (June 11, 1945) submitted to the US government by James Franck (chairman) toward the end of the war. This Report contains many important ideas and suggestions as regards the responsibility of the scientist, the morality of the use of atomic bombs, the prospective nuclear armaments race, and the possibility of international control of nuclear power. However, I should like to concentrate only on the first topic in this paper. Why did Franck and his committee at Metallurgical Laboratory of the University of Chicago feel the urgent need for writing and submitting this Report? According to the Report, "in the past, scientists could disclaim direct responsibility for the use to which mankind had put their disinterested discoveries. We cannot take the same attitude now because the success which we have achieved in the development of nuclear power is fraught with infinitely greater dangers than were all the inventions of the past." (I. Preamble) This passage seems to contain the crux of our problem: These scientists clearly recognize the "new" responsibility for them, and the ground of this responsibility is also clear enough; i.e., when a new scientific discovery or invention turns out to have grave bearings on human interests, the scientists who became aware of that are responsible for notifying people of this and advise to look for suitable means for avoiding prospective dangers. In the rest of the paper, I elaborate the reasoning behind the preceding passage, and confirm that basically the same idea and reasoning has been repeated and developed in Russell-Einstein Manifesto (1955), by Pugwash Conferences (first in 1957), by Tomogana, and by Rotblat (the long-time Secretary of Pugwash, who received the Nobel Peace Prize together with the Conference in 1995). The paper analyses the problem of workload quotas for district court judges in relation to the standard statutory work time duration. The problem is set against the general tendency of increase in the number of cases brought before courts each year. District courts as the courts of first instance are faced with an ever growing flow of cases. With regard to civil cases, the numbers are increasing especially in the field of the law of obligations (disputes in relation (...) to sale, loan, credit, consumer credit, lease contracts, as well as contracts for the provision of services, etc.). As far as criminal cases are concerned, the numbers are increasing especially in the fields of robbery, theft, in particular car theft, disturbance of public order and other crimes. In these circumstances, it is extremely important to conduct the analysis of the activity of courts in order to obtain a picture of the current situation with regard to the workload of courts and judges. District courts deserve special attention. Uneven distribution of workload among courts and judges is often the reason for the increase of the number of cases where a final decision (judgement) is reached later than 6 months after the start of proceedings. This was pointed out in the Overview of Activities of the Lithuanian Courts and their Self-Governance Institutions (2009–2010), as well as in the report of the National Courts Administration (2010). Those documents underline the importance to analyse the workload of district court judges for the purposes of optimising work organisation, setting the number of judges, distribution of resources, evaluation of judges’ activity, etc. The said analysis is crucial in order to avoid exceeding working time quotas and excessive workload of judges. At present, the workload of district court judges is calculated in accordance with the regulation adopted by the Courts Council in 2004 (as amended in 2005) and it reflects the number of standard cases (civil, criminal cases and cases of administrative offences) as well as other types of procedural documents dealt with by a judge within a period of one month. However, there are no quotas set for judge’s workload with regard to the duration of the statutory work time. The quotas for separate procedural stages (preparation for hearings, hearings, adoption of decision (judgement), other procedural actions that a judge performs while administering justice) are inexistent. The calculation does not take into account whether those standard cases are heard by a single judge or by a panel of judges, the complexity of a particular case is neither reflected. Establishing quotas for district court judges and other court clerks (judge assistants, secretaries, etc.) should consist of legal, organisational-procedural and technical-economical activity. The Ministry of Justice of the Republic of Lithuania, the National Courts Administration, the Courts Council as well as chairmen and experienced judges of district courts should play an active part in the process of establishing quotas. A special role should be assumed by the General Assembly of Judges. (shrink)

In 2000, US Secretary of Health and Human Services Secretary Tommy Thompson mobilized the US public health infrastructure to deal with escalating trends of excess body weight. A cornerstone of this effort was a report entitled The Surgeon General's Call to Action to Prevent and Decrease Overweight and Obesity. The report stimulated a great deal of public discussion by utilizing the distinctive public health terminology of an epidemic to describe the growing prevalence of obesity in the US population. (...) We suggest that the ensuing controversy was fueled in part by the report's ambiguous usage of the evocative term “epidemic.” In some passages, the report seems to use “epidemic” in a literal sense, suggesting that rising prevalence of excess body weight should be defined technically as a disease outbreak. Other passages of the report present the same key term metaphorically, leaving readers with the impression that the epidemic language is invoked primarily for rhetorical effect. Here, we explore dynamics and implications of both interpretations. This analysis sheds light on the ongoing public argument about the appropriate societal response to steadily increasing body sizes in the US population; likewise, it capitalizes on the accumulated knowledge that the field of public health has garnered from combating diverse historic epidemics. Our interdisciplinary approach deploys critical tools from the fields of rhetoric, sociology and epidemiology. In particular, we draw from metaphor theory and public address scholarship to elucidate how the Call to Action frames public deliberation on obesity. We turn to the applied public health literature to develop a reading of the report that suggests a novel approach to the problem—application of the Epidemic Investigation protocol to streamline the public health response and reframe the public argument about obesity. The First Conference of the International Society for the Study of Time was held at the Mathematisches Forschungsinstitut at Oberwolfach in the Black Forest, Federal Republic of Germany from Sunday, 31 August to Saturday, 6 September, 1969. The origin of this conference and the formation of the Society goes back to a proposal due to J. T. Fraser that was discussed at a conference on "Interdisciplinary Perspectives of Time" held by the New York Academy of Sciences in January, 1966. It (...) was unanimously agreed than that an international society should be formed on an interdisciplinary basis with the object of stimulating interest in all problems concerning 'time and that this object could best be attained by means of conferences held at regular intervals. J. T. Fraser was elected Secretary, S. Watanabe Treasurer, and I was elected President. It was agreed, at my suggestion, that the organization of the first conference of the newly formed Society be left to a committee of these three officers, on the understanding that they would invite authorities on the role of time in the various special sciences and humanities to form an Advisory Board to assist them. One of the main difficulties in seeking support for an interdisciplinary conference is that most foundations confine their interest exclusively either to the sciences or to the humanities. (shrink)

This paper discusses the surprising resurgence in the fortunes of the British eugenics movement in the 1930s. It is argued that although mass unemployment may in the long run have discredited that version of eugenics in which social dependence and destitution were attributed to genetic defect, in the short run the Depression was often perceived as a vindication of the eugenical creed. In particular, the attempt to reduce the fertility of the unemployed by popularising birth control techniques, and the voluntary (...) sterilization campaign aimed at preventing the propagation of defectives from the so-called Social Problem Group, satisfied the urge felt by many conservative members from the professional classes to respond creatively to the country's crisis, without endangering existing social and economic institutions. It is also shown that not until 1938 did events in Germany cause substantial damage to the cause of eugenics in Britain. In fact, the ‘German experiment’ was actually greeted with approval by certain British eugenists of an authoritarian cast of mind. However, the Society as a whole never identified with these right-wing extremists, thanks in part to the moderating influence exercised by its General Secretary, Dr. C. P. Blacker, whose prime concern was with psycho-medical problems likely to concern people of all party persuasions. (shrink)

National identity and attachment to national culture have taken root even in this era of globalization. National sentiments find expression in multiple political spheres and cause troubles of various kinds in many societies, both domestically and across state borders. Some of these problems are rooted in history; others are the result of massive global immigration. As US Secretary of State John Kerry tries to broker a new round of Israel-Palestine peace talks, the Israeli government continues expanding its settlements in (...) disputed territories. As this proposal is being written, Japanese citizens are debating whether their politicians should visit the Yasukuni Shrine (靖國神社), where the spirits of fourteen Class A war criminals from WWII and more than one thousand others convicted of war crimes by the International Military Tribunal for the Far East are honored with a distinguished resting place. As the Chinese government’s plan to bring economic prosperity to the Xinjian province unfolds, ethnic conflicts between Han Chinese and local Uyghur Muslims intensify. Tibetans still demonstrate to the Chinese government, some through the dramatic sacrifice of self-immolation, their determination to pursue a Tibet that is truly free and autonomous. The recent inflow of Muslim immigrants across Europa and North America forces those liberal democratic societies to rethink the meaning of multiculturalism. Should the state respect Muslim women’s freedom to wear burkas in public? What about other aspects of certain Muslim traditions such as arranged marriages or the honor killing of teenage girls who see boys their parents do not approve? Since these immigrants voluntarily moved from their homeland to a new society, do they have a duty to give up such practices, which conflict with their new societies’ fundamental commitment to individual autonomy? Eric Hobsbawm suggests that nationalism is a contingent phenomenon in history—it arises with important historical events such as industrialization and print journalism; eventually, it will disappear. Anthony Smith, on the other hand, argues that nationalism is deeply rooted in the human need for collective faith and dignity. How should we understand today’s nationalism? Is it a transient phenomenon that eventually will be eradicated from the world, or is it a timeless issue that confronts and will remain a challenge for every society? Is the conventional distinction between civic and cultural nationalism still relevant or helpful? The problems and ongoing challenges of nationalism are very much alive throughout East Asia where the myth of ethnically and culturally homogeneous nations is still paramount. In addition to the examples provided above, East Asian societies are increasingly multicultural, inevitably forcing their governments to come up with new immigration and border-control policies, revisit their laws regarding labor policies, sociopolitical discrimination, socioeconomic welfare, and, more fundamentally, rethink the constitutional make-up of the citizenry and the ideal of social harmony, one of their most cherished political values. Nevertheless, contemporary theoretical analyses, whether philosophical or empirical, of the phenomena surrounding nationalism, in all its forms, are almost exclusively focused on cases in western cultures and societies, preventing the East Asian people from developing a coherent idea of who they are or should be in a way that can track their deeply-held values and norms (such as Confucianism). One of the primary aims of this conference therefore is to address this ongoing neglect and explore new concepts and theories that are socially relevant in East Asia. Not only will this provide access to the particular experiences of nation, citizenship, and nationalism throughout East Asia but it will bring to bear philosophical concepts, approaches, and styles of reasoning about them that currently are not part of this critical debate. Providing an opportunity to hear these distinct and different East Asian voices and opening up these conceptual and methodological resources to scholars around the world will greatly advance the understanding and appreciation of nationalism. In addition to this primary aim, the proposed conference will achieve two other, novel, and important goals. First, by design, it will bring to bear a multi and interdisciplinary approach to the problems of nationalism. We are not privileging either conceptual or empirical studies in the organization of our conference and will bring together philosophers, political scientists, sociologists, and historians, making every effort to invite scholars who explicitly employ or are interested in exploring different and at times hybrid approaches. Second, we will draw together scholars from around the world: China, South Korea, Japan, Taiwan, North America, and Europe, including leading figures in the field, who will serve as keynote speakers for the conference. Combining these two additional goals will enable us to organize a uniquely diverse conference, both in terms of intellectual discipline and national origin. Along with our primary aim of introducing East Asian voices and theories, this will make our event original, distinctive, and unprecedented in value. Our age is one in which it is unavoidable for people of different cultural backgrounds to live together in many different places. For the sake of justice and stability, a comprehensive re-examination of nationalism is both urgent and necessary. (shrink)

Nanotechnology is a subject about which we know less than we should, but probably more than we think we do at first glance. Like Defense Secretary Donald Rumsfeld's “known unknowns,” we have learned enough to know what we should be concerned with. Glimmers of risk cropped up recently when German authorities recalled a bathroom cleansing product, “MagicNano,” that purported to contain nanosized particles and was on the market for only three days. More than one hundred people suffered severe respiratory (...) problems – six of whom were hospitalized with pulmonary edema. Although a subsequent analysis of MagicNano found that the nanoliquid ingredient morphed in the production into “supersized” particles, the recall nonetheless turned a white hot spotlight on the risk of NSPs. Latching onto the risks posed to workers producing materials using nanotechnology, the Washington Post has labeled nanotechnology a “seat-of-thepants occupational health experiment.”. (shrink)

In recent years it has become increasingly common in the United States and in the United Kingdom for newspapers and other media to expose problematic aspects of the private lives of political figures; or, since the facts may already be in the public domain, to draw wider attention to them and to make them the subject of commentary. These “problematic aspects” may include past or continuing physical or psychological illness, eating disorders, drug and alcohol abuse or dependence, financial difficulties, family (...) conflict, infidelity, or certain sexual proclivities of both the political figures themselves and of their family members or intimates. In the United States, the most prominent cases are probably those of President Bill Clinton in relation to a series of alleged extramarital affairs leading up to the scandal involving White House intern Monica Lewinsky, and of President John F. Kennedy, also in relation to marital infidelities. The latter exposure was, of course retrospective, as were revelations of similar matters concerning other presidents and holders of high office. Up until the mid-1960s, while it was sometimes known to the press that politicians had “problems” in their private lives, it was rare for these to be made public. Sometimes it might be reported, or more likely hinted, that a figure had a “complex” or “difficult” personal life, and the public was left to infer whatever it might from this . The recent culture of exposure results from a combination of factors, including changed attitudes toward public discussion of sexual conduct, changed standards of sexual behavior, recognition of the scale of Cold War espionage and of its practice of blackmail, a general decline in social deference, a threat to the print media posed by the growth of television, and the rise of satirical entertainment. All of these elements were present in the case that marked the establishment of the culture of exposure in the U.K.: the ‘Profumo scandal’ of 1963. For those unaware of this episode, it may be sufficient to say that it involved the then-secretary of state for war, members of the British aristocracy, a Soviet naval attaché, and a number of “society” call girls, and that it contributed to the resignation of Prime Minister Harold Macmillan and the subsequent fall from power of the Conservative Party. In the United States, the culture of exposure developed somewhat later and took shape in the period of the Watergate scandal, which damaged the American public's perception of the governing classes just as the Profumo scandal had in Britain. As computers became multi-component systems in the 1950s, handling the speed differentials efficiently was identified as a major challenge. The desire for better understanding and control of ‘concurrency’ spread into hardware, software, and formalism. This paper examines the way in which the problem emerged and was handled across various computing cultures from 1955 to 1985. In the machinic culture of the late 1950s, system programs called ‘monitors’ were used for directly managing synchronisation. Attempts to reframe synchronisation in the subsequent (...) algorithmic culture pushed the problem to a higher level of abstraction; Dijkstra’s semaphores were a reaction to the algorithms’ complexity. Towards the end of the 1960s, the culture of ‘structured programming’ created a milieu in which Dijkstra, Hoare, and Brinch Hansen (among others) aimed for a concurrency primitive which embodied the new view of programming. Via conditional critical regions and Dijkstra’s ‘secretaries’, the co-produced ‘monitor’ appeared to provide the desired encapsulation. The construct received embodiment in a few programming languages; this paper ends by considering Modula and Concurrent Pascal. (shrink)

In the context of the slowing growth of the real economy and the rapid development of the financial industry, more and more non-financial companies are participating in the financial industry for the purpose of development and profit expansion. China has gradually appeared the phenomenon of corporate financialization. This paper uses the panel fixed effect model empirically examines the effect of political turnover on corporate financialization by using data of listed companies and top prefecture level officials in China between 2007 and (...) 2020. We find that the turnover of mayors significantly decreases corporate financialization, while the turnover of party secretaries has no impact on corporate financialization. Moreover, these results are moderated by the characteristics of government officials and firm’s characteristics. Our results further show that changes by mayors increase fixed asset investment and decrease cash holdings, and, thus, reduce corporate financialization. These findings could assist in solving the “from real to virtual” problems, strengthening financial services, and realizing high-quality economic development. (shrink)

Ultimately the book's true contribution is the seventy-nine pages devoted to the translation and printing of lecture notes used by [End Page 379] Merleau-Ponty in a class he gave at College de France, shortly before his death. However, the explanation of why this is so will have to be withheld until the end of this review.The course that Merleau-Ponty gave was organized around three essays published by Edmund Husserl. These essays are included in the volume reviewed here and must be briefly dealt with, as they are the core of whatever thinking occurs within and around this book. Interesting essays all, they deal with three longstanding issues of philosophical debate. The first essay challenges the classical notion of a transcendent ideal. Husserl attempts to show, through an examination of geometry, that an ideal is first called into existence when it is called into the realm of human experience, and he does this without ever resorting to the quality of detached being that Plato attributes to ideals. Then, in his second essay, Husserl attempts to defeat modernist cosmology, arguing, against Galileo, that the earth is a fixed point in the universe. Finally, his third essay hearkens back to Heraclitus and Parmenides, examining how human experience is able to extract a sense of atemporal quiddity in a world that is constantly falling into a past. A reader might be baffled that an intellectual could make such claims, but they are made from within the framework of phenomenology, and, within this paradigm as Husserl explains it, the claims he makes do not seem ridiculous at all. "The Origins of Geometry," "The Originary Ark, The Earth, Does Not Move," and "The World of the Living Present,"— these are the three essays that Merleau-Ponty forms his lecture course around. At sixty pages within this volume, they constitute one third of the text itself. For intellectual worth, I would say that these essays are the finest contribution in the text, but that claim is discounted because much of the essay material was already available in English translation. Nevertheless, it only makes sense to have it included in this volume in order to conveniently work back and forth between Merleau-Ponty's notes and Husserl's actual essays.However, that brings us to a significant problem within the text itself. If readers are like me, they will realize that it is often difficult to draw conclusions from the notes of others. Like secretarial shorthand, notes rely on a reader's ability to read both what has been written and what has been withheld in an expressive passage. There is no code that will allow us to recover what Merleau-Ponty recovered as he looked down on his podium at these notes and then raised his head to speak to his class. All that we have are the fragments, and they do not make a coherent argument, lacking both the clarity and the painstaking thoroughness that we find in books [End Page 380] such as The Phenomenology of Perception and The Visible and the Invisible. Certainly one cannot fault Merleau-Ponty for this—he did not write these notes for us, but for himself. His course might have been magnificent, even transcendent, but we will not know that from these fragments.I suppose it could be argued that the ambiguity inherent in such fragments liberates the text and opens it for some sort of radical hermeneutic exegesis; however, I sigh at the very thought of such an argument. Dear Editor, -/- One of the recent changes in the UK cabinet, after Liz Truss became the Prime Minister, was that Dr Therese Coffey become the new Health Secretary. Some news outlets were quick to point out her anti-abortion stance (see e.g. (1–3)) and that this, according to them, might be a problem. While pro-lifers might not completely rejoice over this situation as Coffey stated that ‘she wouldn’t “seek to undo” abortion laws’(3), I do not wish to focus (...) here on speculating on the future status of UK abortion legislation. Rather, I wish to focus on some statements quoted by the media as made by Clare Murphy, chief executive of the British Pregnancy Advisory Service (BPAS), who stated that: (2,4) -/- ‘Earlier this year, our new Health Secretary voted to revoke access to at-home abortion care, and recriminalise women who end their own pregnancies without the approval of two doctors.’ ‘In doing so, Therese Coffey voted against the advice of leading medical bodies.’ ‘To have a health secretary who would place their personal beliefs above expert clinical guidance is deeply concerning.’ -/- Coffey is a Catholic, and this brings back to mind some of the aspects of the debate surrounding conflicts of interest in bioethics. There have been, for example, discussions and proposals that having a religious belief should be declared as a conflict of interest.(5,6) But something seems to be missing in these portrayals of conflict of interest and the disagreement between Coffey and these ‘leading medical bodies’. If we regard financial conflicts of interests as the classical case of such conflicts that is used as a reference to other types of conflicts of interest,(5,6) then why do we not see the media complaining that ‘leading medical bodies’ support procedures that will give them more work oppor-tunities and improve their financial stability? To paraphrase Murphy who (according to the BBC 'said while politicians were entitled to their own views on abortion, what mattered was whether their "personal convictions stand in the way of women's ability to act on their own”. (4) perhaps ‘BPAS and the leading medical bodies are entitled to considerations of their financial interests, but what matters is whether the advice they give is clinically sound and founded in the principles of ethical clinical practice. In Matthew 6:24 Our Lord said that one cannot serve two masters, so perhaps we should not be so concerned with Coffey consulting her conscience, but rather scrutinise clinical institutions. (shrink)

Although his contributions to philosophy are revered and his writings have been collected, Eric Voegelin’s persona will inevitably fade with the memories of those who knew him. This book preserves the human element of Voegelin by capturing those valuable personal recollections. Barry Cooper and Jodi Bruhn conducted intensive interviews with Voegelin’s wife, his closest friends, and his first-generation students—many of whom have since passed on—in order to bring to print everything important about his life and personality. American scholars will especially (...) appreciate the glimpses provided by Voegelin’s German colleagues into his life in Munich, as well as the thoughts of his students in Vienna. Reflections of people such as Paul Caringella, Bruno Schlesinger, and Heinz Barazon capture Voegelin’s greatness and shortcomings alike and also shed new light on his philosophical quest for truth. By descending progressively further into the past, the book takes readers deeper into the essence of Voegelin as reminiscences become more dramatic. Ranging widely from America back to Germany—with recollections of Gestapo intimidation and eventual emigration—the accounts interweave episodes of pathos, humor, fear, rivalry, and ambition. We witness Voegelin’s persistent and partly self-imposed communication problems and impatience with administrative duties, his respect for prudent political actors and public servants, and his genuine affection not only for his colleagues and best students but also for diligent secretaries and empathetic nurses. Through these recollections, key elements of his personality repeatedly emerge: his intelligence, optimism, and integrity, combined with an acute perception of the significance of his work. This is the most revealing and comprehensive biographical work yet available on a man known to be captivating as a thinker—and now shown to be equally fascinating as a human being. I feel very honoured to be able to attend this international conference entitled 'Criticism and the Growth of Knowledge: 20 Years After' dedicated to the memory of Imre Lakatos. I am grateful to Prof. Kostas Gavroglou, Secretary of the Organizing Committee, for his invitation. Today I want to use this chance to give a brief account of the dissemination of Lakatos's doctrines in China. Although Lakatos was already famous in Western academic circles of philosophy of science as early as (...) the 1960s because of his distinguished contributions to both the philosophy of mathematics and the philosophy of science, yet his doctrines began their dissemination in China only after the beginning of the 1980s.1 In 1979, when I worked in the Institute of Philosophy, Chinese Academy of Social Sciences (CASS), I started Ziran Kexue Zhexue Wenti Congkan (Journal for Philosophical Problems in Natural Sciences), and held the post of editor-in-chief. The second issue of 1980 (appearing on June 25, 1980) published the following papers by Lakatos. (1) 'The Methodology of Scientific Research Programmes' (translated passages by Qui Renzong, read and revised by Fan Dainian from Philosophical Papers, Vol. 1, Cambridge University Press, 1978, pp. 47-52,68-72). (2) 'A Renaissance of Empiricism in the Recent Philosophy of Mathematics?' (Translated by Lin Xiashui, read and revised by Qiu Renzong from British Journal for the Philosophy of Science, 27, pp. 201-23, 1976) The second part of this paper was published in the third issue of the same journal (appearing on September 25, 1976). After the US Supreme Court’s reversal of Roe v. Wade, a number of states have immediately banned abortion. Pro-choice activists are responding by promoting medication abortions – a do-it-yourself form of abortion. Women can take pills at home to induce an abortion in the first few weeks of pregnancy. -/- The Biden Administration [1] has backed the abortion pill, too. Attorney-General Merrick B. Garland and Health and Human Services Secretary Xavier Becerra both issued statements endorsing it. -/- “We stand (...) ready to work with other arms of the federal government that seek to use their lawful authorities to protect and preserve access to reproductive care,” said the Attorney-General. “In particular, the F.D.A. has approved the use of the medication mifepristone. States may not ban mifepristone based on disagreement with the F.D.A.’s expert judgment about its safety and efficacy.” -/- As the New York Times [1] has noted, this sets the scene for legal battles. The obvious one is: will anti-abortion states prosecute medication abortions? -/- But – based on experience in the United Kingdom - the use of the abortion pill could give pro-life doctors headaches as well. -/- In the past year, UK has witnessed the saga of two Catholic doctors who have been brought in front of the professional regulator, the General Medical Council, after accusations of professional misconduct. Their crime? They had supplied abortion pill reversal (APR) treatment to women. Accusations of this misconduct have been brought forward by pro-choice organisations [2]. -/- The problem is that some women might panic when they discover that they are pregnant or are pressured to make a rash decision. They obtain abortion pills, often without seeing a doctor faceto- face, and soon after taking the first pill, they regret their decision. -/- Is it too late for them to save their pregnancy? Not necessarily. -/- A treatment developed in the US works about half the time. It involves the woman taking progesterone after the first abortion pill to counteract the abortifacient action of the drug. -/- Seventy-three women in the UK are reported to have taken a full APR course, of whom, 38 – more than half — successfully remained pregnant. Admittedly, the procedure is controversial [3], with pro-choice writers denouncing it as unproven, unscientific, and unethical. This has triggered some healthcare practitioners and scholars to analyse the commitments of the pro-choice movement to APR. In a recently published paper in The New Bioethics [4], two colleagues, Dominic Whitehouse and Steven Bow, and I argue that those espousing a pro-choice worldview should actually support abortion pill reversal and that the current evidence indicates that they should actually be doing it. -/- While some pro-choice activists might be happy simply to expand women’s reproductive choices, some might also want to ensure that these choices are safe and effective at achieving the desired outcome, which in principle includes maintaining a pregnancy. -/- We then review the scientific evidence with respect to the ability of APR to halt an abortion, look at the potential impact of APR on mental health, as well as its procedural safety. While highlighting that gold-standard evidence is lacking, we note that APR is associated with about two times higher rate of embryo survival compared to not completing the full early medical abortion course, that there is large agreement in the literature that women who are ambiguous about abortion are at risk of poorer mental health outcomes after abortion (and argue that women who request APR fall into this category), and highlight that there is no evidence that APR is more dangerous than abandoning an initiated early medical abortion. -/- The latter fact is important, as the results of the only randomised-controlled trial of APR have been at times misrepresented in the media [5.6], creating the impression that APR is not safe while most of the adverse effects occurred in the study group that did not receive APR. As our paper argues, with respect to APR the two UK doctors were “champions of women’s choice and should be congratulated, not condemned, by pro-choice advocates”. -/- While the cases against the two doctors have now been dropped (and there have even been accusations against a member of one of these pro-choice organisations that they pressurised a patient into complaining about one of the doctors and twisted the patient’s experience of the treatment [7]), we argue that it is important to set-up systems to facilitate the future provision of APR to protect both patients and healthcare staff. -/- Our conclusion is that, while being open to any change in evidence, those espousing a pro-choice outlook should “support calls for an APR framework that will protect women and the healthcare professionals caring for them” “and certainly not oppose” APR. -/- The debate over abortion pill reversal will be heading to the United States soon. It is quite possible that it will be denounced as dangerous misinformation. It’s not. Time, of course, will provide the opportunity for a deeper and fuller contemplation of the historical significance of the June 1983 Plenum of the Central Committee of the CPSU. But even now it is clear that it went far beyond the mere examination of current questions of the ideological and general political work of the party, above all because the speech of the General Secretary of the Central Committee of the CPSU, Comrade Iu. V. Andropov set forth the most (...) important theoretical positions having to do with the preparation of the new version of the program of the CPSU, positions which over the long term will determine the activity of the party and the nation and the development of Soviet society. The importance of the plenum also consisted in the fact that its proceedings brought to light the full scope of the tremendous role played by ideology, by the ideological struggle, and by ideological activity in today's world. There is a struggle going on between two polar opposite world outlooks, two political courses, socialism and imperialism, which is unprecedented throughout the entire postwar period as regards its intensity and ascerbity. There is a struggle taking place for the hearts and minds of billions of people on the planet. The future of mankind depends to no little degree on the outcome of this ideological struggle. Finally, the importance of the Plenum of the Central Committee of the CPSU also lay in the fact that it posed a whole series of extremely important practical tasks in the area of ideological activity, including scientific activity, and the task of intensifying the influence of ideology on solving economic, social, political, and educational problems. Following the acquittal of Dr Leonard Arthur in the case of the Down's syndrome infant the co-authors of the first paper in this symposium prepared a draft bill on the treatment of chronically disabled infants which has since been informally commended by the Director of Public Prosecutions. A second contributor, a law student, also argues for legislation as being the most effective way for society to have its standards clarified and observed. In a final paper Dr Havard, Secretary of (...) the British Medical Association, opposes legislation believing it would raise far more problems than it would resolve.
