Applied ontologies have been used more and more frequently to enhance systems engineering. In this paper, we argue that adopting principles of ontological realism can increase the benefits that ontologies have already been shown to provide to the systems engineering process. Moreover, adopting Basic Formal Ontology (BFO), an ISO standard for top-level ontologies from which more domain specific ontologies are constructed, can lead to benefits in four distinct areas of systems engineering: (1) interoperability, (2) standardization, (3) testing, and (4) data (...) exploitation. Reaping these benefits in a model-based systems engineering (MBSE) context requires utilizing an ontology’s vocabulary when modeling systems and entities within those systems. If the chosen ontology abides by the principles of ontological realism, a semantic standard capable of uniting distinct domains, using BFO as a hub, can be leveraged to promote greater interoperability among systems. As interoperability and standardization increase, so does the ability to collect data during the testing and implementation of systems. These data can then be reasoned over by computational reasoners using the logical axioms within the ontology. This, in turn, generates new data that would have been impossible or too inefficient to generate without the aid of computational reasoners. (shrink)

We propose a domain-level ontology of plays for the facilitation of play-based collaborative autonomy among unmanned and manned-unmanned aircraft teams in the Army’s Unmanned Aircraft System (UAS) mission domain. We define a play as a type of plan that prescribes some pattern of intentional acts that are intended to reliably result in some goal in some competitive context, and which specifies one or more roles that are realized by those prescribed intentional acts. "Let us call whoever invented the zip "Julius"." With this stipulation, Gareth Evans introduced "Julius" into the language as one of a category of terms that seem to lie somewhere between definite descriptions (such as "whoever invented the zip") and proper names (such as "John", or "Julius" as usually used) (Evans 1982: 31). He dubbed these terms "descriptive names"1, and used them as a foil against which to test several theories of reference: Frege's, Russell's, and his own. I (...) want to look at some tensions in the first two chapters of The Varieties of Reference, tensions in Evans' account of singular terms that become apparent his account of descriptive names in particular. Specifically, I will concentrate on his claim that although descriptive names are referring expressions, they are not Russellian terms (i. e., terms which cannot contribute to the expression of a thought when they lack a referent). A recurring theme in this paper, and perhaps its sole point of interest for those not directly concerned with how to account for singular terms, is an attempt to place the blame for Evans' difficulties with an aspect of his thinking and method which I have referred to as "anti-realism". This might be confusing, as the aspect I am criticising is often of a vague and general sort, more akin to the ancient idea that "man is the measure of all things" than to any of the technical modern positions for which the term "anti-realism" is now normally used. But to refer to this aspect as "Protagorean" would suggest that I am accusing Evans of having been some kind of relativist, which I have no wish to do. Furthermore, there are times when the aspect does take a form which has more similarities to than differences from conventional notions of anti-realism. (shrink)

One of the things I attempted to do in my paper on independent testability was to illustrate convincingly the very real difficulties of distinguishing between the accidental and essential features of a scientific experiment. The importance of this distinction is that independent testability presumably requires differences that are essential and telling and not merely accidental reflections of existing experimental technique or of the procedural preferences of the experimenter. In the case of the Michelson-Morley and Kennedy-Thorndike experiments, I showed, following a (...) suggestion of M. G. Evans, that Grünbaum's attempt to distinguish these two experiments does not work. I also showed that certain obvious and natural variations of Grünbaum's approach do not adequately distinguish these experiments. So, for example, it will not do simply to claim that MM is characterized by equal arms and KT by unequal arms, since equal arms are required for MM only in the absence of adequate photographic registration methods. But if these methods are not available then KT is not possible. Conversely, if these methods are available, then while both MM and KT are experimentally possible, MM need not be restricted to equal arms. (shrink)

In «Naturalized Epistemology and the Law of Evidence Revisited», the original target article for the various refutations that I comment on here, I revisited through a slightly different lens the subject of the article that I coauthored with Brian Leiter close to twenty years ago. That article has prompted four responses from Professors Pardo, Spellman, Muffato, and Enoch. Professors Pardo and Spellman basically accept the implications of the original article and offer useful but friendly amendments. Prof. Muffato apparently does not (...) want to dispute over my ground and so changes the subject, and in doing so offers a number of interesting points. Only the fourth, Prof. Enoch, has the same doubts about the utility of my original article as I do of the genre that gave rise to it. I can thus be quite brief in discussing professors Pardo, Spellman, and Muffato, but it will take bit more effort to lay out the limits of Prof. Enoch’s analysis. (shrink)

We revisit Naturalized Epistemology and the Law of Evidence, published twenty years ago. The evolution of the relative plausibility theory of juridical proof is offered as evidence of the advantage of a naturalized approach to the study of the field and law evidence. Various alternative explanations of aspects of juridical proof from other disciplines are examined and their shortcomings described. These competing explanations are similar in their reductive, a priori approaches that are at odds with an empirically oriented naturalized approach. (...) The shortcomings of the various a priori approaches are driven by their common methodological commitments to employing weird hypotheticals to engage in intuition mining about the American legal systems that in turn ignore important aspects of the actual legal systems and consistently make impossible epistemological demands. As a result, both their descriptions of and prescriptions for American legal systems are implausible, unlike the relative plausibility theory. (shrink)

There are two ways of understanding experimental philosophy's process of appealing to intuitions as evidence for or against philosophical claims: the positive and negative programs. This chapter deals with how the positivist method of conceptual analysis is affected by the results of the negative program. It begins by describing direct extramentalism, semantic mentalism, conceptual mentalism, and mechanist mentalism, all of which argue that intuitions are credible sources of evidence and will therefore be shared. The negative program challenges this view by (...) questioning if there can be in fact a shared intuition about a specific hypothetical case, as conflicting intuitions are as likely to arise. Diane Vaughan’s analysis of the causes of the Challenger accident suggests ways to apply science and technology studies to the teaching of engineering ethics. By sensitizing future engineers to the ongoing construction of risk during mundane engineering practice, we can better prepare them to address issues of public health, safety, and welfare before they require heroic intervention. Understanding the importance of precedents, incremental change, and fallible engineering judgment in engineering design may help them anticipate potential threats to public safety arising (...) from routine aspects of workplace culture. We suggest modifications of both detailed case studies on engineering disasters and hypothetical, ethical dilemmas employed in engineering ethics classes. Investigating the sociotechnical aspects of engineering practice can improve the initial recognition of ethical problems in real-world settings and provide an understanding of the role of workplace organization and culture in facilitating or impeding remedial action. The target article tackles an important and complicated issue of the underlying links between curiosity and creativity. Although thought-provoking, the target article overlooks contemporary theories and research on these constructs. Consequently, the proposed model is inconsistent with prior research in the developmental and educational fields and would benefit from better specification and clarity around key constructs and processes.

In this study Professor Michalson attempts to clarify the complex tangle of issues connected with Kant's doctrines of radical evil and moral regeneration, and to set the problems resulting from these doctrines in an interpretive framework that tries to make sense of the instability of his overall position. In his late work Religion Within the Limits of Reason Alone, Kant charts out these doctrines in a manner that represents a fresh development in his own thinking on moral and relgious matters, (...) apparently at variance with the mainstream Enlightenment outlook which Kant otherwise embodies. His position appears to amount to a retrieval of the supposedly outmoded Christian doctrine of original sin, and this ambivalence is seen to stem from his desire to do justice both to the Protestant Christian, and the Enlightenment rationalist, tradition, which weigh equally heavily upon him. This brief essay explores how understanding the treatment of expert evidence requires engaging with its legal and political contexts, and not just focusing on its epistemological aspects. Although the law of evidence and thus its treatment of experts is significantly informed by epistemological considerations, it is also informed by concerns over the organization of trials, larger issues of intelligent governance, social concerns, and enforcement issues. These five aspects to the law of evidence give rise to principles to guide the explicit (...) structuring of the law of evidence that are identified here as well. This complexity helps to explain why the central issue of expert testimony is not the epistemological one of knowledge and belief but instead the conflict between educational and deferential modes of trial. We describe some of the ways that the field of content analysis is being transformed in an Era of Big Data. We argue that content analysis, from its beginning, has been concerned with extracting the main meanings of a text and mapping those meanings onto the space of a textual corpus. In contrast, we suggest that the emergence of new styles of text mining tools is creating an opportunity to develop a different kind of content analysis that we describe as (...) a computational hermeneutics. Here the goal is to go beyond a mapping of the main meaning of a text to mimic the kinds of questions and concerns that have traditionally been the focus of a hermeneutically grounded close reading, a reading that focuses on what Kenneth Burke described as the poetic meanings of a text. We illustrate this approach by referring to our own work concerning the rhetorical character of US National Security Strategy documents. (shrink)

In the last two centuries, our world would have been a safer place if philosophers such as Rousseau, Marx, and Nietzsche had not given intellectual encouragement to the radical ideologies of Jacobins, Stalinists, and fascists. Maybe the world would have been better off, from the standpoint of sound practice, if philosophers had engaged in only modest, decent theory, as did John Stuart Mill. Yet, as Ronald Beiner contends, the point of theory is not to think safe thoughts; the point (...) is to open intellectual horizons.
