The article examines recurrent instances of personal and professional negative sanctions resulting from individual researchers publishing findings considered contrary to the historical and prevailing alcoholism and drug-addiction treatment Zeitgeist. Instances from the published literature along with personal accounts from professionals in the field are presented. It is suggested that these instances indicate a pattern of political and ideological conflicts generated from a treatment-professional and a popular-culture, nonscientifically based belief system on the one hand, versus a research-based system on the other. Thanks to its doctrines of natural right and moral egalitarianism and to its prominent historical role in defying totalitarian government, Stoicism is often cited as a touchstone for liberal democracy. Less well known, however, is an alternate lineage, culminating in a Stoic Realpolitik that emerges in Justus Lipsius’s political writings. The foundation of this Realpolitik becomes increasingly clear in the progression of Stoic thought through Seneca, Epictetus, and Marcus Aurelius. Tracing this lineage reveals that the subject of politics (...) isfundamentally problematic for Stoicism, especially since the denigration of politics is central to Stoic ethics. The Stoics ultimately arrive at a surprising moral pessimism, evidenced most prominently in Marcus’s Meditations. In Lipsius’s version of Stoic Realpolitik, the populace is characterized as being of inconstant behavior, and Stoicism is viewed as a resource for steeling the prince’s character against the masses, whose moral emendation is hopeless. Dialoguing with, but going beyond the current history of realist thought in International Relations, the article reflects on how German émigrés contributed to the reception of Realpolitik in the Anglophone political discourse in the form of political realism. It pursues the origins of the concept in mid-nineteenth-century Germany, its first reception in the US by American-born intellectuals, and by German émigrés one century later. Focusing on the work of Hans Morgenthau, it suggests that the theory of political realism stands (...) as an inheritor of Realpolitik, as a phenomenon of cultural accommodation, though not without distortions and reinterpretations. Understanding Morgenthau’s experience in broader social, political, and academic contexts throughout this reception process may help to better understand his own contribution to the scientification of realism. What are the conditions for fixing the reference of a proper name? Debate on this point has recently been rekindled by Scott Soames, Robin Jeshion, and others. In this paper, I sketch a new pragmatic approach to the justification of reference-fixing procedures, in opposition to accounts that insist on an invariant set of conditions for fixing reference across environments and linguistic communities. Comparing reference to other relations whose instances are introduced through "initiation" procedures, I outline a picture in which the (...) procedures that are successful for fixing the reference of proper names depend in part on regularities in the actual environment. The health and fitness of United States presidents has been a matter of concern since the Constitutional Convention. Several United States presidents, including James Madison, James Garfield, and Woodrow Wilson, were significantly impaired during portions of their tenure. Yet how to address this issue has proved both ethically and politically challenging, increasingly so during our nation's current period of elevated polarization. This essay reviews the history of presidential impairment and the range of proposals that have been offered to address it. (...) Ultimately, the essay argues that any effort to require the release of medical records or to evaluate the president while in office is likely to prove ineffective and politically unworkable, but also that providing the public with more medical information about candidates and presidents is unlikely to prove useful to voters in rendering their decisions. Although Belgian diplomats analysed the nazi-regime from the very first moment as intrinsically crimina!, inhuman, dictatorial and revenge seeking, they showed the nazis in 1934-1935 that dialogue was possible. The nazi-diplomacy, with secrecy as a keystone, permitted some of the most important Belgian politicians and businessmen to meet the.nazi-leaders without being disapproved by public opinion or even parliament. This resulted in a «practical» way to improve political and above all economical relations between Belgium and nazi-Germany. It can be seen as (...) a Belgian answer to the inability of France and Great Britain to force the Third Reich to respect the international security treaties which were to guarantee the sovereignty of Belgium. Este estudio pasa revista a la política oficial del estado bizantino con respecto a la región situada entre Antioquía y el Monte Sinaí, haciendo énfasis en la prudencia adoptada por lo general en la estrategia imperial así como, a partir de finales del siglo X, en la voluntad del gobierno a favor de una coexistencia pacífica con el califato fatimí y el respeto a las relaciones comerciales. La destrucción de la iglesia del Santo Sepulcro por el califa al- H.a-kim en (...) 1009 no alteró este estado de cosas, en el que la piedra angular de la política de contención entre el Cairo y Constantinopla estaba representada por la ciudad de Alepo, y no por Jerusalén. Incluso en esta, los dos poderes estaban inclinados a dejar la iniciativa a los partidos locales, más que en reivindicar el control directo. Las comunicaciones entre los territorios gobernados por musulmanes o bizantinos fueron así por lo general bastante regulares. Durante el parón relativo que experimentaron en la primera mitad del siglo XI, los peregrinajes a tierra santa aumentaron, y puede haber sido esencialmente para impresionar a los peregrinos (tanto los procedentes de Bizancio como, especialmente, aquellos que viajaban desde el Occidente cristiano) por lo que los emperadores invirtieron abundantes recursos en la reconstrucción de la iglesia del Santo Sepulcro entre las décadas de 1030- 1040. Game of Thrones is a popular, award-winning television series with an eight-season run on Home Box Office, based on the Song of Fire and Ice series of books by George R.R. Martin. It depicts a morally complex political situation in a fantasy environment that has some similarities to medieval Europe. In the midst of this setting, the series advocates a cynical attitude towards politics, social structures, and religion. Most notably, the series suggests that there is no such thing as political (...) legitimacy. This chapter identifies a pattern of cynicism throughout Game of Thrones but points towards the thoughts of John Locke and Thomas Aquinas as possible alternatives to the story’s cynicism. (shrink)

This chapter explores two questions in detail: How should we determine the threshold for costs that individuals are asked to bear through insurance premiums or care-related out-of-pocket costs, including user fees and copayments? and What is an adequate relationship between costs and benefits? This chapter argues that preventing impoverishment is a morally more urgent priority than protecting households against income fluctuations, and that many health insurance plans may not adequately protect individuals from health care costs that threaten to drop their (...) financial status below a decent minimum. A design that places greater emphasis on preventing impoverishment and finances the achievement of that goal by reducing unnecessary subsidies to better-off households would better accord with a sufficientarian approach to health care. -/- . While we are accustomed to Dante's appropriations and revisions of history, the case of Francesca da Rimini is rather different from the norm, since in her case no trace remains of the historical record that the poet could have appropriated. There is no completely independent documentation of Francesca's story; we are indebted for what we know to Dante and to his commentators. A fourteenth-century chronicler of Rimini, Marco Battagli, alludes in passing to the event, but his history was written in (...) 1352, thus postdating by three decades Dante's death in 1321. Two factors come into play when we assess Battagli's chronicle as an independent verification of Francesca's story: on the one hand, he an indisputable authority regarding Rimini and the Malatesta; on the other, he knew Dante's poem. Therefore, Battagli's passing and indirect reference serves at best as plausibly independent confirmation of an occurrence about which the contemporary historical record is silent. That silence is broken by Dante. By reintegrating history—including the silence of history—into our reading of canto 5, we restore a context in which to remember that in the case of Francesca da Rimini Dante is the historian of record: in effect he saved Francesca from oblivion, giving her a voice and a name. Realism is commonly portrayed as theory that reduces international relations to pure power politics. Michael Williams provides an important reexamination of the Realist tradition and its relevance for contemporary international relations. Examining three thinkers commonly invoked as Realism's foremost proponents - Hobbes, Rousseau, and Morgenthau - the book shows that, far from advocating a crude realpolitik, Realism's most famous classical proponents actually stressed the need for a restrained exercise of power and a politics with ethics at its core. To what extent are questions of sovereign debt a matter for political rather than scientific or moral adjudication? We answer that question by defending three claims. We argue that (i) moral and technocratic takes on sovereign debt tend to be ideological in a pejorative sense of the term, and that therefore (ii) sovereign debt should be politicised all the way down. We then show that this sort of politicisation need not boil down to the crude Realpolitik of debtor-creditor power (...) relations—a conclusion that would leave no room for normative theory, among other problems. Rather, we argue that (iii) in a democratic context, a realist approach to politics centred on what Bernard Williams calls ‘The Basic Legitimation Demand’ affords a deliberative approach to the normative evaluation of public debt policy options. What, if anything, can realism say about the normative conditions of political legitimacy? Must a realist political theory accept that the ability to successfully employ coercive power is equivalent to the right to rule, or can it incorporate normative criteria for legitimacy but without collapsing into a form of moralism? While several critics argue that realism fails to adequately differentiate itself from moralism or that it cannot coherently appeal to normative values so as to distinguish might from right, this article (...) seeks to help develop a realist account of legitimacy by demonstrating how it can successfully and stably occupy this position between moralism and Realpolitik. Through this discussion, however, the article also argues that political rule necessitates the use of coercive power which is imperfectly legitimated, and that this blurs the distinction between politics and successful domination which lies at the heart of many recent accounts of political realism. The conservative German publicist and political theorist, Constantin Frantz (1817–1891), occupies an ambiguous place in German intellectual history. Some, such as Friedrich Meinecke, located him within the rich intellectual tradition of German federalism, highlighting his hostility to the idea of the “nation-state” and the traditions of nationalism, Realpolitik and militarism. Others, by contrast, have situated him within a long genealogy of German fascism, identifying his remarkable 1852 work, Louis Napoleon, as a kind of precursor or antecedent of twentieth-century fascist (...) ideology. This interpretation raises broader questions about the historiography on Bonapartism and Caesarism, which has often been motivated by an interest in the intellectual origins of modern fascism. The present article supplies a reinterpretation of Frantz’s thinking about Bonapartism (Napoleonismus) and Caesarism by focusing on a much broader range of his intellectual output and by tracking the development of his view of Bonapartism’s significance between 1851 and the early 1870s. The main outcome is not just to question Frantz’s place in the “prehistory” of fascism, but also to show how deeply nineteenth-century debates about Bonapartism were connected to concerns about liberalism, democracy, nationalism and imperialism. Animals have moral status, and we have corresponding obligations to take their interests into account. I argue that Stakeholder Theory provides a moderate, yet principled way for businesses to do so. Animals ought to be treated as stakeholders given that they affect and are affected by the achievement of the objectives of the businesses in which they are involved. Stakeholder Theory therefore requires taking those interests into account. It does not, however, require that they be given the same weight as (...) human interests. By taking the stakeholder approach, businesses can avoid merely reacting to (rapidly increasing) public outcry over the treatment of animals. Even those who hold extreme positions—that businesses have no obligations to animals, or that animal products and services are inherently immoral—can take the treatment of animals as stakeholders to provide an ethical realpolitik of sorts that is both better for animals and better for business. Surprisingly little is known about what ancient Confucian thinkers struggled with in their own social and political contexts and how these struggles contributed to the establishment and further development of classical Confucian political theory. Leading scholar of comparative political theory, Sungmoon Kim offers a systematic philosophical account of the political theories of Mencius and Xunzi, investigating both their agreements and disagreements as the champions of the Confucian Way against the backdrop of the prevailing realpolitik of the late Warring States (...) period. Together, they contributed to the formation of Confucian virtue politics, in which concerns about political order and stability and concerns about moral character and moral enhancement are deeply intertwined. By presenting their political philosophies in terms of constitutionalism, Kim shows how they each developed the ability to authorize the ruler's legitimate use of power in domestic and interstate politics in ways consistent with their distinctive accounts of human nature. The Confucian doctrine of _tianxia_ outlines a unitary worldview that cherishes global justice and transcends social, geographic, and political divides. For contemporary scholars, it has held myriad meanings, from the articulation of a cultural imaginary and political strategy to a moralistic commitment and a cosmological vision. The contributors to _Chinese Visions of World Order_ examine the evolution of tianxia's meaning and practice in the Han dynasty and its mutations in modern times. They attend to its varied interpretations, its relation to (...) realpolitik, and its revival in twenty-first-century China. They also investigate tianxia's birth in antiquity and its role in empire building, invoke its cultural universalism as a new global imagination for the contemporary world, analyze its resonance and affinity with cosmopolitanism in East-West cultural relations, discover its persistence in China's socialist internationalism and third world agenda, and critique its deployment as an official state ideology. "The actuality of the revolution: this is the core fo Lenin's thought and his decisive link with Marx."This essay on Lenin, which appeared in 1924, was intended to head off the massive criticism leveled at Lukacs History and Class Consciousness by Communist Party leadership. It was a period in which Lukacs was decisively influenced by Lenin and by Rosa Luxemburg, and his intellectual development proceeded concretely toward a political interpretation of history and of literature.In a postscript Lukacs remains essentially unchanged (...) in his view of Lenin as a practitioner whose theoretical superiority lay in his ability to assess the sociohistorical uniqueness of any given situation that required action. Looking back, Lukacs regards the book as a document of the mid-twenties--of how a number of Marxists of the period saw Lenin's personality and mission and his place in world events. Ideas in the book were determined by the concepts of the period, its prejudices, illusions, and extravagances. Nevertheless, the book established certain spiritual verities in perceiving Lenin as the active-practical sage who had a skillfull tactical grasp of realpolitik which was neither empirical nor dogmatic but the culmination of a theoretical attitude. "His life was one of permanent action, of continuous struggle in a world in which he was profoundly convinced that there was no situation without a solution, for himself or his opponents. The leitmotiv of his life was accordingly: always be armed ready for action--for correct action." Lukacs further notes that an essential dimension of Lenin's activism was unceasingly self-education and constant openness to the lessons of experience.Lukacs also emphasizes a number of points in the book that remain methodologically valid, including criticisms of Lenin's behavior which were implicit and accurate critiques of Stalin's later development and the increasing bureaucratization and mechanization of the party. This paper argues that the possibility of global justice is premised on the solutions of three-fold interrelated problem: (1) problem of heterogeneity, (2) problem of inequality, (3) problem of realpolitik. The problem of heterogeneity questions the assumed globality equated as universality or commonality underpinning global justice in view of the empirical human diversity and plurality that cannot be assumed away by the desirability of the normativity of global justice. The problem of inequality highlights the ineradicability of global inequality as (...) a pervasive fact of international life. It also criticizes the fairness argument that tries to make do with the ineradicable inequalities as long as they work towards the least advantaged members of global society mainly by rendering such an attempt as futile considering the inapplicability of principles of justice, Rawls's difference principle for example, in the global context; the unwillingness of powerful states to relinquish their hierarchical positions in the global political structure that benefit them; and the difficulty of not knowing what in/equality would mean for the least well-off when the fairness argument is granted. The problem of realpolitik makes the subordination of realpolitik (power and interest) to idealpolitik (justice)unwarranted given that the global realities point to the converse of subordination, especially the realities of the hierarchical structure of global politics and its concomitant unequal power relations. This chapter examines two ways in which liberal thinkers have appealed to claims about disagreement in order to defend a principle of free speech. One argument, from Mill, says that free speech is a necessary condition for healthy disagreement, and that healthy disagreement is conducive to human flourishing. The other argument says that in a community of people who disagree about questions of value, free speech is a necessary condition of legitimate democratic government. We argue that both of these arguments, (...) in their standard guises, are premised upon contestable views about the realpolitik of disagreement in a liberal society. (shrink)

Readers may be surprised to learn that there was ever a time when politics was not self-evidently the pursuit of practical goals without regard to ideals or ethics. 'olitics'alone is now sufficient to invoke bastardry, deceit, and terrifying acts of pragmatism, in the minds of many.
