The 1991 war against Iraq was one of the first televised events of the global village in which the entire world watched a military spectacle unfold via global TV satellite networks.1 In retrospect, the Bush administration and the Pentagon carried out one of the most successful public relations campaigns in the history of modern politics in its use of the media to mobilize support for the war. The mainstream media in the United States and elsewhere tended to be a compliant (...) vehicle for the government strategy to manipulate the public, imperiling democracy which requires informed citizens, checks and balances against excessive government power, and a free and vigorous critical media (see Kellner 1990 and 1992). Indeed, if the media do not adequately inform citizens, provide a check against excessive government power and corruption, and adequately debate the key issues of the day, democracy is undermined. M oreover, the U.S. media, especially CNN, completely dominated global coverage of the event. CNN had cameras and reporters in Baghdad throughout the war, a large crew in Israel, and live coverage of all U.S. military and government press conferences. Thus its images, discourses, and material tended to shape global coverage of the event. This meant that the Bush administration and Pentagon was able to control the flow of images and discourses and thus to manage the TV spectacle of the Gulf War.2 In this chapter, I first discuss the production of the text of the "crisis in the Gulf" and then "the Gulf war." This will involve analysis of disinformation and propaganda campaigns by the Bush administration, the Pentagon, and their allies, as well as dissection of the constraints produced by the so-called pool system. I also indicate how the political economy of the media in the United States facilitated the manufacturing of consent for U.S. government policies. Then I analyze the meanings embedded in the text of the war against Iraq and the reception of the text/event by the audience.. (shrink)

The oil industry has played a major role in the economy of modern Iran and Malaysia, especially as a source of transnational exchange and as a major factor in industrial and urban development. During the previous century, the arrival of oil companies in the Persian Gulf, brought many changes to the physical built environment and accelerated the urbanization process in the port cities. Similarly, the development of the national oil industry had a huge impact on post-independence Malaysia, affecting (...) balance sheets, the environment, and society. Oil significantly changed Malaysia’s position in the global economy and transformed a predominantly agricultural country into a major producer of petroleum and natural gas. Through implementing the analytical, historical and comparative perspectives, this paper focuses on the legacy of oil cities in the Persian Gulf and the South China Sea as the birthplaces of the oil industry in two regions, whose geopolitical importance along with oil’s historical significance has the potential for representing national unity, political memory and collective shared identity. In proposing this grounding, the paper seeks to approach the heritage of oil as a particular form of industrial heritage. This research analyses the future of energy heritage, existing Covid-related challenges, political tensions and examines the various impacts, transitions and capacities associated with the current international relations, post-pandemic urban developments, and the post-oil future to pave the way to these nascent areas of industrial heritage and oil heritage in Iran and Malaysia. This research provides an overview of pearl trade in the Persian Gulf during the 19th Century, depending on the historical sequence methodology at the region of collapse of Arabian traditional maritime trade systems, in light of capitalist economic transformations and their international variables. Here we address the unique nature of pearl hunting, until it had become a profession available to all people of the Persian Gulf in particular, thereby showing their skills in this profession and developing (...) it as a substitute for their maritime trade, which sustained substantial losses due to dominance of the European trade fleets. Further, we review the pearl trade centers and their famous markets; e.g. Bahrain, Qatar, Dalma Island, and Lengeh, due to their strategic locations as fisheries abounding with precious pearls. The recent discovery in Bahrain of a Greek inscription, dating to the 120s BC, transforms our understanding of the Arab-Persian Gulf in the Hellenistic period. The inscription, recording the dedication of a shrine to the Dioskouroi on behalf of the first independent king of Characene, indicates that Bahrain was a garrisoned node within the Seleucid Empire and the centre of the previously unknown archipelagic administrative district . Seleucid and Characenian control of Bahrain is placed within the longue durée (...) political history of relations between southern Mesopotamia and Dilmun. The cultic dedication to the Dioskouroi traces the consciously Hellenizing modalities of Characenian emancipation from the Seleucid Empire and the development of a coherent maritime religious network in the Gulf. Prudence has long been an important topic for rhetorical theorists and its place in intellectual history is becoming increasingly well documented. This essay develops a conception of prudence as an ideological construct, a term crafted in the history of its public usages to govern the relationship between common sense and political action as enacted in the name of historically situated social actors. From this perspective, prudence represents the recursive interaction between a rhetoric of judgment and the grounds on which that (...) rhetoric is evaluated by a historically particular community of arguers. A case study of the 1991 U.S. Senate debate regarding the authorization of offensive military action in the Persian Gulf illustrates how competing standards of prudential judgment are crafted and evaluated in discursive controversy. With armed conflict in the Persian Gulf now upon us, Harvard archaeologist Steven LeBlanc takes a long-term view of the nature and roots of war, presenting a controversial thesis: The notion of the "noble savage" living in peace with one another and in harmony with nature is a fantasy. In Constant Battles: The Myth of the Peaceful, Noble Savage , LeBlanc contends that warfare and violent conflict have existed throughout human history, and that humans have never lived in (...) ecological balance with nature. The start of the second major U.S. military action in the Persian Gulf, combined with regular headlines about spiraling environmental destruction, would tempt anyone to conclude that humankind is fast approaching a catastrophic end. But as LeBlanc brilliantly argues, the archaeological record shows that the warfare and ecological destruction we find today fit into patterns of human behavior that have gone on for millions of years. Constant Battles surveys human history in terms of social organization-from hunter gatherers, to tribal agriculturalists, to more complex societies. LeBlanc takes the reader on his own digs around the world -- from New Guinea to the Southwestern U.S. to Turkey -- to show how he has come to discover warfare everywhere at every time. His own fieldwork combined with his archaeological, ethnographic, and historical research, presents a riveting account of how, throughout human history, people always have outgrown the carrying capacity of their environment, which has led to war. Ultimately, though, LeBlanc's point of view is reassuring and optimistic. As he explains the roots of warfare in human history, he also demonstrates that warfare today has far less impact than it did in the past. Can war ever be just? By what right do we charge people with war crimes? Can war itself be a crime? What is a good peace treaty? Carte Blanche is the alarming tale of how the right of Americans to say "no" to risky medical research is eroding at a time when we are racing to produce a vaccine and treatments for Covid-19. This medical right that we have long taken for granted was first sacrificed on the altar of military expediency in 1990 when the Department of Defense asked for and received from the FDA a waiver that permitted it to force an experimental anthrax vaccine on (...) the ranks of ground troops headed for the Persian Gulf. Since then, the military has pressed ahead to impose nonconsensual testing of the blood substitute PolyHeme in civilian urbanities, quietly enrolling more than 20,000 non-consenting subjects since 2005. Most Americans think that their right to give or withhold consent is protected by law, but the passing in 1996 of modifications to the Code of Federal Regulations, such as statute CFR 21 50.24, now permit investigators to conduct research with trauma victims without their consent or event their knowledge. More than a dozen studies since have used the 1996 loophole to recruit large numbers of subjects without their knowledge. Located at Hormuz (or Ormuz) Island, a historic port off the southern coast of Iran, the project (...) is designed to attract tourists to the small island and serve as an alternative to high-rise developments traditionally used to house visitors. Presence in Hormuz 2 is a series of urban development projects designed by the Tehran-based ZAV Architects. Majara (which means adventure) is the second phase of this multipurpose cultural residence, aimed at binding together the lives of local people and visitors culturally and economically. On the verge of opening, this project has been heavily criticised by environmental activists and urban experts citing ecological, economic, cultural and social concerns. During the rapid process of deindustrialization in Iran, the term ‘industrial heritage’ has recently emerged as a new subject into public realm. In order to integrate the methodologies for the protection and adaptive reuse strategies, the ‘industrial heritage’ itself needs to be divided into various categories. UNESCO has begun inscribing increasing numbers of local industrial legacies such as railway, mines, factories, assembly plants, agricultural production and manufacturing production in its World Heritage List. However, in the process of their adaptive reuse (...) the question of heritage meanings arises. Over the past century in Iran, powerful corporate and governmental actors have created a broad range of oil imaginaries that changed over time and in line with local cultures. Starting from 1920s and after the nationalization of oil industry in Iran, oil cities such as Abadan and Masjid Suleiman saw massive expansion to house labors and oil-industry specialists who had arrived from the United States, Europe, India, and the Persian Gulf states. This research aims to clarify how the oil industry, in close collaboration with national governments, has materially shaped the oil cities through oil-specific architecture like company headquarters, gas stations, retail and infrastructure buildings. The current legacy of oil industry continues to reshape the industry, society and politics as well. This research uses a critical and analytical problem-based approach to examine the current policies that build a new image and identity through adaptive reuse strategies to promote sustainable local development in Iran’s industrial heritage. In the beginning was the word, or grunt, or groan, or signal of some sort. This, however, hardly qualifies as an information revolution, at least in any standard technological sense. Nature is replete with meaningful signs, and we must imagine that our early ancestors noticed natural patterns that helped to determine when to sow and when to reap, which animal tracks to follow, what to eat, and so forth. Spoken words at first must have been meaningful in some similar sense. (...) But in time the word became flesh (corpus) and dwelt among us, as "inscription" (literally, to put into writing) inaugurated the dawn of human history. This did not happen instantly. One place to enter the story is with clay tokens to represent trade transactions that in time became accounting tablets and, then, the world's first literature (Enmerkar and the Lord of Aratta, The Epic of Gilgamesh, etc.) and codes of law (The Codes of Ur-Nammu, Lipit-Ishtar, Hammurabi, and so forth.) This event happened around the north shore of the Persian Gulf sometime in the 4th millennium BCE and was enshrouded in mystery as the role of the scribe trained in the art of inscribing and deciphering signs belonged to the priest (Deibert 1997). With the sanction of religion, writing gave birth to "civility" (literally, life in the city) and defined the line between "history" and "pre-history," the latter being a term designating everything that happened before. There is little doubt that the invention of writing was significant and that it deserves recognition as the first revolution in the history of information. Life as we live it today would have been impossible otherwise. Innovations in writing technologies happened with significant effects, but at various points in the history of information, changes in technology were so dramatic that they reshaped the course of human history in radical ways. Investigating how a number of modern empires transform over the long century (1789-1914) as a consequence of their struggle for ascendancy in the Eastern Mediterranean and Middle East, Foundations of Modernity: Human Agency and the Imperial State moves the study of the modern empire towards a comparative, trans-regional analysis of events along the Ottoman frontiers: Western Balkans, the Persian Gulf and Yemen. This inter-disciplinary approach of studying events at different ends of the Ottoman Empire challenges previous emphasis on (...) Although regional states don`t seek war, it cannot be ruled out that an unfavourable development in the international arena could lead to an unintended outbreak of a full-scale conflict, which would either directly or indirectly involve the Arab monarchies. In response to several threats within their proximity, these states have, for years, been pursuing several initiatives aimed at increasing their deterrence potential and interoperability in case of a crisis. The main goal of this article is to present and assess the (...) GCC’s threat perception, followed by an analysis of the multilateral and unilateral responses. Injuries in professional soccer are a significant concern for teams, and they are caused amongst others by high training load. This cohort study describes the relationship between workload parameters and the occurrence of non-contact injuries, during weeks with high and low workload in professional soccer players throughout the season. Twenty-one professional soccer players aged 28.3 ± 3.9 yrs. who competed in the Iranian Persian Gulf Pro League participated in this 48-week study. The external load was monitored using global (...) positioning system and the type of injury was documented daily by the team's medical staff. Odds ratio and relative risk were calculated for non-contact injuries for high- and low-load weeks according to acute, chronic, acute to chronic workload ratio, and AW variation values. By using Poisson distribution, the interval between previous and new injuries were estimated. Overall, 12 non-contact injuries occurred during high load and 9 during low load weeks. Based on the variables ACWR and Δ-AW, there was a significantly increased risk of sustaining non-contact injuries during high-load weeks for ACWR, and Δ-AW. Finally, the expected time between injuries was significantly shorter in high load weeks for ACWR [1.25 vs. 3.33, rate ratio time ] and Δ-AW respectively, compared to low load weeks. The risk of sustaining injuries was significantly larger during high workload weeks for ACWR, and Δ-AW compared with low workload weeks. The observed high OR in high load weeks indicate that there is a significant relationship between workload and occurrence of non-contact injuries. The predicted time to new injuries is shorter in high load weeks compared to low load weeks. Therefore, the frequency of injuries is higher during high load weeks for ACWR and Δ-AW. ACWR and Δ-AW appear to be good indicators for estimating the injury risk, and the time interval between injuries. (shrink)

This study addresses the nature of the contribution made by Christian feminist thinkers who claim that mutuality is a necessary part of a Christian social ethical framework. The theological method employed is analytical and comparative toward the end of illuminating, testing, and demonstrating the thesis: mutuality is a formal norm for Christian social ethics that functions along with love and justice to promote a balance of power that is required for optimum human flourishing, a flourishing set within the interdependent context (...) of the whole of creation. ;Chapter One analyzes selected primary sources of Rosemary Radford Ruether, Carter Heyward, Beverly Wildung Harrison, and Elizabeth A. Johnson isolating their definition and treatment of the term, "mutuality." A consensus definition of mutuality drawn from definitions by the four feminists. It is concluded that, similar to the tripartite nature of justice, mutuality has four forms--cosmic, gender, generative, and social. ;Chapters Two and Three illustrate several moments in the history of Christian thought wherein antecedents of the feminists' notion of mutuality are found. Selected primary works of Thomas Aquinas, John Duns Scotus, Martin Buber, and H. Richard Niebuhr are examined. ;Chapter Four compares the four feminists' definition of mutuality with definitions of formal norm by Josef Fuchs, Lisa Sowle Cahill, and Timothy E. O'Connell, determining that mutuality is a formal norm for Christian social ethics. Chapter Five is a case study. Utilizing our definition, it is shown how consideration of mutuality and its four forms influences the ethical analyses of George Weigel, Jean Bethke Elshtain, and Stanley Hauerwas in determining if the Persian Gulf War was a just war. It is concluded that the probative value of the formal norm, mutuality, is multifaceted. First and foremost, it requires the moral agent to deal concretely in moral reflection and moral decision-making. Specific and careful attention needs to be given to the reality revealing questions in the concrete, as well as in the abstract. Second, mutuality requires the moral agent to probe the dynamics of power in an ethical dilemma and to seek out ways to shape those dynamics to serve power-with. It is a complement to and corrective of love and justice. Third, engaging the norm of mutuality presses the moral agent toward inclusivity drawing into the process of moral reflection concern for the thriving and flourishing of all involved. Framing is the least well-developed central concept of prospect theory. Framing is both fundamental to prospect theory and remarkably underdeveloped in the prospect theory literature. This paper focuses on the many subtypes and variations of framing: thematic vs. evaluative; successful vs. failed; productive vs. counterproductive; purposeful, structural and interactive framing; counterframing; loss frames vs. gain frames; revolving framing vs. sequential framing; framing by a third party; and framing vs. priming. This essay rearticulates historical and contemporary security discourse as a politics of desire bound to a masculinist and racialized notion of Selfhood. The Persian Gulf War and the Canada/Spain Turbot War are presented as case studies which typify how the securing of desire through warfare proceeds from an idea of the desirous rival a Other. The essay counters Guardian and Lananian narratives of a desire which emanates from a sense of lack, and leads to violence, with Levinas's understanding (...) of desire as central to, rather than disruptive of, an ethical relation with alterity. This paper explores how providing the inferential basis to argue for a range of equally plausible interpretations features as a way of managing issues of accountability in talk about armed confrontation. We examine conversation produced in open-ended interviews with diplomatic representatives of the United States and Great Britain in discussion about those countries'' involvement in the Persian Gulf conflict of 1990–91. By providing the inferential basis upon which to argue for a range of equally plausible interpretative scenarios, speakers (...) attend to the potential for any one account to be privileged over another. Further, in speculating upon the relationship between interpretative particulars and the inferential outcome to be drawn for some specific version of events in question, speakers work to establish the parameters of an admissible narrative trajectory with which to account for those events. In so doing, they manage the implications that excluded versions would otherwise make relevant. (shrink)

Certainly he was many things—Jew, prophet, healer, moralist, revolutionary, by his own admission the Messiah, and for most Christians the Son of God and redeemer of their sins. And there is convincing evidence that he was also a Buddhist. The evidence follows two independent lines—the first is historical, and the second is textual. Historical evidence indicates that Jesus was well (...) acquainted with Buddhism. If Jesus did not go to India, then at least India went to Judea and Jesus. The real historical question is not if he studied Buddhism, but where and how much he studied Buddhism, especially during his so-called "lost years."Historical accounts aside, many textual analyses indicate striking similarities between what was said by Jesus and by Buddha and between the prophetic legend of Jesus and ancient Buddhist texts. The conclusion is that, although not identifying himself as a Buddhist for good reasons, Jesus spoke like a Buddhist. The similarities are so striking that, even if no historical evidence existed, we can suspect that Jesus studied Buddhist teachings and that the prophecy and legend of Jesus was derived from Buddhist stories.Historical Evidence of Buddhism in JudeaHistorical evidence indicates that Jesus knew about Buddhism, simply because both he and it were in Judea during the same time. On the contrary, non-Jewish political and cultural influences permeated Judea, which was an important shipping center for trade between India and the West and the military gateway to invade Egypt via land. Both land and sea trade routes had run through Jerusalem for centuries. Overland routes extending to Persia and western India were especially active after Alexander's invasion of western India 360 years earlier; most of the routes, whether connecting to wealthy cities in Egypt or in Greece and Rome, came through Jerusalem, where goods for Greece and Rome were shipped via the Mediterranean Sea. Sea routes from Bombay and the mouth of [End Page 75] the Indus River went through the Persian and Red Gulfs, the distance between the mouths of the Indus and Tigris and Euphrates rivers being only about three hundred miles; much of the trade came up the Gulf of Aquaba and overland up to Jerusalem (actually nearby Jappa) as the shipping point to the Mediterranean.During Jesus' time, Judea was a Roman dominion and most of the trade was Roman. Being the wealthiest empire of the time, Rome sent tons of gold-minted sesterces eastward for goods from India and other places. Most of this trade came over the Mediterranean and through Judea, making Jerusalem a cosmopolitan shipping center. Because of trade alone, Zoroastrianism and Buddhism were well known to the people in Judea. News from other lands was naturally of great interest. Most traders provided detailed accounts of the events of cities and states along their routes, often in the form of eloquent verse. Easterners in Judea were as anxious to hear news as were Jews in Persia or western India.In addition to trade, Zoroastrians and Buddhists settled in northern Arabia, including Judea, which was only two hundred miles from Mesopotamia. The story of Jesus' birth attracting the three Magi priests, if true, demonstrated close ties with Zoroastrians. Settlements occurred especially during Alexander's invasion of the East after 330 BCE. This included Jews who welcomed Alexander's overthrow of Egyptian rule and who joined Alexander's army. Many settled along the invasion route through Persia and what is now Afghanistan and Kashmir/Punjab, a practice encouraged by Alexander to maintain his empire. About 360 years later, Jesus dispatched Thomas, perhaps his closest and most loyal apostle, to practice Christianity in India. Immediately upon the death of Plato in 347 BCE, philosophers in the Academy began to circulate stories involving his encounters with wisdom practitioners from Persia. This article examines the history of Greek perceptions of Persian wisdom and argues that the presence of foreign wisdom practitioners in the history of Greek philosophy has been undervalued since Diogenes Laertius.

The broadening of society—the warm embracing of those who were once excluded—is a beautiful process. Throughout the last half-century society has progressed in ways utterly unfathomable to our not-so-distant ancestors. Yet, the basis on which contemporary societal enrichment now stands—the development and solidification of identity—is not exempt from critique. Within this paper I contend that the conceptual grounding of our contemporary obsession with identity is untenable. It is not the fact that various social “identities” are empowered that is dangerous, rather, (...) it is the polarization between the various identities and the peculiar dynamic that arises that proves problematic. I begin by drawing attention to some problematic conceptions and logical issues within the process of societal-identity dynamic. Additionally, a new conceptual notion, “the gulf of identity” is broached, and I discuss its composition and how it relates to the Rawlsian “veil of ignorance”. To conclude, I broach a possible restructuring of this framework, modifying it in hopes that it better accommodates all groups, discussing the popular issue of “toleration of the intolerant” along the way.
