Healthcare priority-setting institutions have good reason to want to demonstrate that their decisions are morally justified—and those who contribute to and use the health service have good reason to hope for the same. However, finding a moral basis on which to evaluate healthcare priority-setting is difficult. Substantive approaches are vulnerable to reasonable disagreement about the appropriate grounds for allocating resources, while procedural approaches may be indeterminate and insufficient to ensure a just distribution. In this paper, we set out a complementary, (...) coherence-based approach to the evaluation of healthcare priority-setting. Drawing on Rawls, we argue that an institutional priority-setter’s claim to moral justification can be assessed, in part, based on the extent to which its many normative commitments are mutually supportive and free from dissonance; that is, on the ability to establish narrow reflective equilibrium across the normative content of a priority-setter’s policy and practice. While we do not suggest that the establishment of such equilibrium is sufficient for moral justification, we argue that failure to do so might—like the proverbial canary in the coalmine—act as a generalised warning that something is awry. We offer a theoretical argument in support of this view and briefly outline a practical method for systematically examining coherence across priority-setting policy and practice. (shrink)

This work offers a new democratic case for federalism, understood as a form of governance in which multiple entities in a country possess final decision-making authority (viz., can make decisions free from others substituting their decisions, issuing fines, etc.) over at least one subject (e.g., immigration, defense). It argues that leading solutions to the democratic boundary problem provide overlapping arguments for federalism. The underlying logic and many details of the most commonly cited solutions focused on those relevantly affected by and (...) subject to decisions each support three distinct arguments (focused on voteshares, other forms of democratic influence, and persistent minorities) for multiple demoi possessing authority in a polity. Federalism is the best available method for recognizing the distinct demoi. This not only supports federal governance as opposed to unitary governance and subsidiarity. It also suggests that democracy and federalism are importantly related and have several implications for institutional design. (shrink)

In circulation, T cells are spherical with selectin enriched dynamic microvilli protruding from the surface. Following extravasation, these microvilli serve another role, continuously surveying their environment for antigen in the form of peptide‐MHC (pMHC) expressed on the surface of antigen presenting cells (APCs). Upon recognition of their cognate pMHC, the microvilli are initially stabilized and then flatten into F‐actin dependent microclusters as the T cell spreads over the APC. Within 1–5 min, clathrin is recruited by the ESCRT‐0 component Hrs to (...) mediate release of T cell receptor (TCR) loaded vesicles directly from the plasma membrane by clathrin and ESCRT‐mediated ectocytosis (CEME). After 5‐10 min, Hrs is displaced by the endocytic clathrin adaptor epsin‐1 to induce clathrin‐mediated trans‐endocytosis (CMTE) of TCR‐pMHC conjugates. Here we discuss some of the functional properties of the clathrin machinery which enables it to control these topologically opposite modes of membrane transfer at the immunological synapse, and how this might be regulated during T cell activation. The central contention of The Implicit Mind is that understanding the two faces of spontaneity-its virtues and vices-requires understanding the "implicit mind." In turn, Michael Brownstein maintains that understanding the implicit mind requires the consideration of three sets of questions. First, what are implicit mental states? What kind of cognitive structure do they have? Second, how should we relate to our implicit attitudes? Are we responsible for them? Third, how can we improve the ethics of our implicit minds?

Suffering, in one form or another, is present in all of our lives. But why do we suffer? On one reading, this is a question about the causes of physical and emotional suffering. But on another, it is a question about whether suffering has a point or purpose or value. In this ground-breaking book, Michael Brady argues that suffering is vital for the development of virtue, and hence for us to live happy or flourishing lives. After presenting a distinctive (...) account of suffering, and a novel account of its core element, unpleasantness, Brady proceeds to focus on three claims that are central to his picture. The first is that forms of suffering, like pain and remorse, can themselves constitute virtuous responses. The second is that suffering is essential for four important classes of virtue - virtues of strength, such as fortitude and courage; virtues of vulnerability, such as adaptability and humility; moral virtues, such as compassion; and the practical and epistemic excellences that make up wisdom. Many contemporary metaphysicians believe that the existence of a contingent object such as Socrates metaphysically explains the existence of the corresponding set {Socrates}. This paper argues that this belief is mistaken. The argument proposed takes the form of a dilemma. The expression “{Socrates}” is a shorthand either for the expression “the set that contains all and only those objects that are identical to Socrates” or for the expression “the set that contains Socrates and nothing else”. However, Socrates' existence does not (...) explain the existence of the set that contains all and only those objects that are identical to Socrates, because there is such a set no matter whether or not Socrates exists. And although Socrates' existence does explain that of the set that contains Socrates and nothing else, this explanation is a conceptual rather than a metaphysical one. Both these claims rely on a deflationary account of the use of set theoretic vocabulary that is explained, though not properly justified, in the paper. (shrink)

Where does the notion of free will come from? How and when did it develop, and what did that development involve? In Michael Frede's radically new account of the history of this idea, the notion of a free will emerged from powerful assumptions about the relation between divine providence, correctness of individual choice, and self-enslavement due to incorrect choice. Anchoring his discussion in Stoicism, Frede begins with Aristotle--who, he argues, had no notion of a free will--and ends with Augustine. (...) Kant's Metaphysical Foundations of Natural Science is one of the most difficult but also most important of Kant's works. Published in 1786 between the first and second editions of the Critique of Pure Reason, the Metaphysical Foundations occupies a central place in the development of Kant's philosophy, but has so far attracted relatively little attention compared with other works of Kant's critical period. Michael Friedman's book develops a new and complete reading of this work and reconstructs Kant's main argument (...) clearly and in great detail, explaining its relationship to both Newton's Principia and eighteenth-century scientific thinkers such as Euler and Lambert. The ideas of the German philosopher and mathematician Gottlob Frege lie at the root of the analytic movement in philosophy; Michael Dummett is his leading modern critical interpreter and one of today's most eminent philosophers. This volume collects together fifteen of Dummett's classic essays on Frege and related subjects.

Interpreting a seemingly simple function word like “or,” “behind,” or “more” can require logical, numerical, and relational reasoning. How are such words learned by children? Prior acquisition theories have often relied on positing a foundation of innate knowledge. Yet recent neural‐network‐based visual question answering models apparently can learn to use function words as part of answering questions about complex visual scenes. In this paper, we study what these models learn about function words, in the hope of better understanding how the (...) meanings of these words can be learned by both models and children. We show that recurrent models trained on visually grounded language learn gradient semantics for function words requiring spatial and numerical reasoning. Furthermore, we find that these models can learn the meanings of logical connectives and and or without any prior knowledge of logical reasoning as well as early evidence that they are sensitive to alternative expressions when interpreting language. Finally, we show that word learning difficulty is dependent on the frequency of models' input. Our findings offer proof‐of‐concept evidence that it is possible to learn the nuanced interpretations of function words in a visually grounded context by using non‐symbolic general statistical learning algorithms, without any prior knowledge of linguistic meaning. The Many-Interacting-Worlds (MIW) approach to a quantum theory without wave functions proposed in [8] leads naturally to numerical integrators of the Schrödinger equation on comoving grids. As yet, little is known about concrete MIW models for more than one spatial dimension and/or more than one particle. In honour of Detlef Dürr, we report on a further development of the MIW approach to treat arbitrary degrees of freedom and provide a numerical proof of concept for ground states in 2d. The latter (...) is part of a systematic numerical study [22] that includes also 1d ground and excited states. Michael J. Loux here presents a fresh reading of two of the most important books of the Metaphysics, Books Z and H, in which Aristotle presents his mature theory of primary substances. Focusing on the interplay of Aristotle's early and late views, Loux maintans that the later concept of ousia should be understood in terms of a theory of predication that carries interesting implications for contemporary metaphysics. Loux argues that in his first attempt in identifying ousiai in the Categories, (...) Aristotle encountered a set of ontological problems which he wrestled with again in Metaphysics Z and H. In the Categories, where the primary realities are basic subjects of predication construed in essentialist terms as things falling under natural kinds, familiar particulars are the primary ousiai. In subsequent works, Aristotle holds that since familiar particulars come into being and pass away, they must be composites of matter and form; and in Metaphysics Z and H, he explores the implications of this insight for the search for ousia. Maintaining that the substantial forms of familiar particulars are the primary ousiai, the later Aristotle interprets forms as predicable universals rather than as particulars, each uniquely possessed by a single object. Some passages throughout Spinoza’s body of works suggest that an attribute in its absolute nature provides a sufficient condition for all of its modes, including the finite ones. Other passages suggest that an attribute in its absolute nature fails to provide a sufficient condition for its finite modes. My aim is to dispel this apparent tension. I argue that all finite modes are ultimately entailed by the absolute nature of their attribute. Furthermore, I explain how the Spinozistic positions that appear (...) incompatible with this view are in fact compatible. As I see it, we should read those passages where Spinoza says that no finite mode ultimately follows from the absolute nature of its attribute as saying merely that no finite mode ultimately follows in one-by-one fashion, independent of an infinite series of other modes, from the absolute nature of its attribute. Moreover, she is not content simply to demonstrate that this affirmation involves no logical con· tradiction, for "reasonable people expect more" (p. 33) than a merely negative result. Hence the author sets herself the more ambitious task of working toward a positive solution that would explain why the compatibility of divine foreknowledge and human freedom is plausible and not a bare logical possibility. The hook sorts out recent opinions on the subject and sketches an original position that she hopes will advance the discussion. Zagzehski begins by constructing the most formidable version of the dilemma. Assuming that God is infallible and essentially omniscient, that the past has a kind of necessity that the future lacks ("accidental necessity"), and that this necessity can he transferred (in some sense) from the antecedent to the consequent of a conditional proposition, the dilemma may he stated as follows: BOOK REVIEWS (1) Necessarily, God believes at time t 1 that I will do S at t 3 if and only if I do S at t 3. Zagzebski goes on to evaluate three broad approaches to solving the dilemma. In Chapter 2 she takes up the " timelessness " solution. Its proponents, among whom the author numbers Boethius, Thomas Aquinas, Eleonore Stump, and Norman Kretzmann, negate premise (2) of the foreknowledge dilemma by contending that God is not in time. Zagzebski considers this an acceptable negative solution to the dilemma and sees in it the potential to ground a more comprehensive, positive solution. Nonetheless, she refrains from subscribing wholeheartedly to the timelessness solution because it confronts one with a dilemma at least as perplexing as the one it solves. Michael Levine's book is the first comprehensive study of pantheism as a philosophical position. Spinoza's Ethics, finished in 1675, has long been seen as the most complete attempt at explaining and defending pantheism. Historically, however, pantheism has numerous forms and Spinoza's version is best considered as one among many variations on pantheistic themes. Levine manages to disentangle the concept from Spinoza; this book is a broad philosophical and historical survey of pantheism itself. There is much confusion about what pantheism, (...) this "form of... non-theistic monotheism," actually is. The early part of the book deals with definitions of pantheism and examines critical distinctions between them. Chapter 2 is an analysis, both historical and contemporary, of the concept of pantheism. What is "unity" in pantheism's "all-inclusive divine unity"? Pantheism is compared to theism in Chapter 3. In Chapter 4 an account is presented of how some philosophical problems usually associated with theism are to be recast in pantheism and how, if at all, they might be resolved. The later chapters discuss the relationship between belief and practice. What are the religious implications of pantheism in terms of practice? Are there grounds - both philosophical and religious - for believing that pantheism presents the genuine alternative to theism that many contemporary non-theists think it does? (shrink)

This book puts forward a much-needed reappraisal of Immanuel Kant's conception of and response to skepticism, as set forth principally in the Critique of Pure Reason. It is widely recognized that Kant's theoretical philosophy aims to answer skepticism and reform metaphysics--Michael Forster makes the controversial argument that those aims are closely linked. He distinguishes among three types of skepticism: "veil of perception" skepticism, which concerns the external world; Humean skepticism, which concerns the existence of a priori concepts and synthetic (...) a priori knowledge; and Pyrrhonian skepticism, which concerns the equal balance of opposing arguments. Forster overturns conventional views by showing how the first of these types was of little importance for Kant, but how the second and third held very special importance for him, namely because of their bearing on the fate of metaphysics. He argues that Kant undertook his reform of metaphysics primarily in order to render it defensible against these types of skepticism. Finally, in a critical appraisal of Kant's project, Forster argues that, despite its strengths, it ultimately fails, for reasons that carry interesting broader philosophical lessons. These reasons include inadequate self-reflection and an underestimation of the resources of Pyrrhonian skepticism. (shrink)

This casebook offers a window into important aspects of the ethical landscapes that researchers, communities, health professionals, policy makers – and ethicists – had to navigate during the first 15 months of the COVID-19 pandemic. The cases presented in this casebook are inevitably a selection informed by and constrained by the processes through which they were sought, and by the pandemic itself. Additional cases could valuably complement all the thematic chapters in this casebook. In addition, this casebook calls for a (...) broader approach to research ethics, both in terms of the issues to be considered, and the range of stakeholders having ethical responsibilities relating to the conduct of research. However a broad range of stakeholders have differing values, remits, authorities and capacities to exercise power in pandemic contexts, and in many situations, exercises of power, and their impact on research, are not direct and explicit. As such they are less amenable to clear representation in real-world cases, highlighting the importance of complementing discussions of the cases in this casebook with conceptual literature. Reflection on the research that has not been conducted is also critical. The COVID-19 pandemic has reemphasized that global health emergencies are never only about health. The wide-ranging impacts of the pandemic on economies, employment, education and a range of socially and culturally important activities, accentuates the importance of an equally comprehensive research agenda, which goes beyond a narrow conception of ‘health’, and addresses a broad range of pandemic impacts on populations. A further way in which we believe debate on pandemic research ethics both could and should be broadened is in relation to aspects of pandemic science beyond those relating to ‘response’. Inevitably, in the context of an emerging and continuing pandemic, scientific research attention has tended to focus on interventions that can enable more effective responses. However pandemic science can be thought of as divisible into four interdependent and overlapping domains: prevention, preparedness, response, and recovery. Research is essential to the development, evaluation, and deployment of interventions in each of these domains and effective, valuable, trustworthy and trusted research will require ethical questions to be identified and addressed. This chapter concludes by inviting the connection of additional cases and conceptual resources to this casebook, to enhance and expand the themes and topics covered. (shrink)

In Hegel's Idea of a Phenomenology of Spirit, Michael N. Forster advances an original reading of the work.

The experience of a reward appears to enhance memory for recent prior events, adaptively making that information more available to guide future decision-making. Here, we tested whether reward enhances memory for associative item-location information and also whether the effect of reward spreads to other categorically-related but unrewarded items. Participants earned either points (Experiment 1) or money (Experiment 2) through a time-estimation reward task, during which stimuli-location pairings around a 2D-ring were shown followed by either high-value or low-value rewards. All stimuli (...) were then tested for location memory or recognition (yes/no), immediately and after a 24-hour delay. Across both experiments (combined analysis), there was a robust improvement in location memory following high-value rewards, even though evidence supporting this effect was reliable in Experiment 2 but not in Experiment 1. The memory-enhancing effect of reward was observed on both the immediate and delayed location-memory tests. Reward-enhanced memory for both directly rewarded stimuli and categorically related stimuli that were not directly rewarded. No reliable effect of reward value on yes/no recognition-memory performance was observed in either experiment. We hypothesise that reward enhances the consolidation of recent experience and conceptually related memories to make these more available for future decisions. (shrink)

Metaethical constitutivists attempt to explain reasons or normativity in terms of what is constitutive of agency. Michael Smith has recently defended a novel form of constitutivism that he argues provides a rational foundation for morality. This article develops three main objections centered on (1) the normative significance of Smith’s conception of ideal agency, (2) whether that conception begs the question in favor of the rationality of moral requirements, and (3) whether Smith’s constitutivism provides a plausible account of the content (...) of moral requirements. The nature of reality has exercised philosophers and mystics, theologians and shamans. Yet what we perceive as reality is bounded, if not defined, by the apparatus with which we perceive: our brains. Neurology has to know the capacity normal and disordered of the tool with which we see the world; neurologists use evidence of disordered perception to recognize and classify illness in the brain.

This new book by Michael Slote argues that Western philosophy on the whole has overemphasized rational control and autonomy at the expense of the important countervailing value and virtue of receptivity. Recently the ideas of caring and empathy have received a great deal of philosophical and public attention, but both these notions rest on the deeper and broader value of receptivity, and in From Enlightenment to Receptivity, Slote seeks to show that we need to focus more on receptivity if (...) we are to attain a more balanced sense and understanding of what is important to us. -/- Beginning with a critique of Enlightenment thinking that calls into question its denial of any central role to considerations of emotion and empathy, he goes on to show how a greater emphasis on these factors and on the receptivity that underlies them can give us a more realistic, balanced, and sensitive understanding of our core ethical and epistemological values. This means rejecting post-modernism's blanket rejection of reason and of compelling real values and recognizing, rather, that receptivity should play a major role in how we lead our lives as individuals, in how we relate to nature, in how we acquire knowledge about the world, and in how we relate morally and politically with others.
